Savoy ISD Sweeps 1A UIL Academics!

On March 25, 2026, Savoy High School secured its 4th consecutive district championship in 1A UIL Academics—continuing a proud tradition! Earlier this school year, Savoy Elementary and Savoy Junior High were also named district champions, making it a clean sweep for Savoy ISD. UIL Academics brings together top students from across districts to compete in events such as math, writing, science, and speech. The 1A district includes Savoy, Dodd City, Ector, Fannindel, Campbell, Miller Grove, and Trivium Academy. Savoy Medal Counts: • Elementary: 43 individual medals, 17 team medals • Junior High: 81 individual medals, 27 team medals • High School: 42 individual medals, 8 team medals A special congratulations to Maggie Davis and Abigail Talley for earning perfect scores—a rare and outstanding achievement! Savoy High School will advance 20 students to regionals on April 25. Last year at state, Savoy had Molly Davis place 6th in News Writing at State and Meredith Davis was the State Champion in LD Debate. In 1885, ten years after the town of Honey Grove was incorporated, Mayor J. P. Gilmer brought to the attention of the City Council the need for a city hall and jail building. This structure was completed four years later. It is Fannin County’s only original civic building that is still standing. The minutes of the City Council meetings during the years 1885-1889 are full of the deliberations concerning the construction of the City Hall, including the matters of lot selection, financing, selection of a builder, and selection of material. A piece of property secured by the City Hall and Jail Committee in 1886 later was thought to be too small to serve Honey Grove’s future needs, and this site was selected in 1888. The Fannin County Commissioners Court offered $500 in financial aid, but when the commissioners requested a 25 percent interest in the building, the City Council voted to reject their offer. W. N. Allen was awarded the construction contract in October 1888. Stone for the building was secured from the Floyd Quarry, an early Honey Grove industry. Bad weather delayed the completion of the new city hall and jail until October 1889. It has since continued to serve as the seat of government in Honey Grove.

Saturday night the WWII speaker from New York City, Michel Paradis, informed the history roundtable he could not be here in late April to give us his program after all. We tried to work out another date the week after that, but too many conflicts. Thus the lectures at PJC, East Texas, and at the Audie Murphy Museum in Greenville have been postponed to April 2027, the 85th anniversary of the Doolittle Raid over Tokyo and the crash of the Dean Hallmark piloted bomber. possible action regarding County assistance on the conveyance of Lake Fannin – County Judge for Sarah Richardson. Sarah Richardson, Ivanhoe, resident spoke regarding the Lake Fannin property. “I want to talk about what we have, and working with what we have. We have the lease. That means we have certain things we, Fannin County, are supposed to do. The Lake Fannin Volunteers have been doing until we get smacked, that you can’t do. And every time, we get restrained in doing the maintenance and improvements, we go backwards. So what I’m asking for help from Fannin County leadership is leadership.” Commissioner Fogelberg asked “Who’s stopping you from doing anything? One person? The forestry service, or what?” Richardson responded “The Forestry Service is restricting.” Fannin County resident Jarrett Tucker also spoke “And really, this is just very frustrating, knowing you’ve got 2,000 acres out there, Red River Frontage that’s sitting there rotting. I went out and looked. I was talking to Commissioner Waggoner and thanked him for the millings down to the lake. It’s just sad. It’s just sad for a beautiful property like that to sit out there and whatever they’re asking for, great. I’m just asking if anybody could help anyway.” Judge Cunningham responded “Well, let’s start with getting the committee identified to talk about having the committee get together and focus, and then talk about deciding who we need to move on, and who we need help from. And my immediate person to help would be our congressman.” 17. Discussion and possible action to approve Resolution regarding financing $62,000 with Government Capital

Corporation for a Precinct 1 truck – Purchasing Agent Judge Cunningham questioned why we would be financing a truck “And my big question is, why are we going out, and if I’m reading this document correctly, it’s about 4.5% loan, and I’m assuming that’s not simple interest, or is it simple interest? If Mr. Woodson can’t get more than three and a half for our money, why would we borrow money to pay an extra interest amount?” Commissioner Waggoner responded “For one reason, I don’t want to spend that much money out of my budget at one time, this is the way I can do it over a 3-year period.” Cunningham responded “It looks like we have about $5 million spread out between the four of you that are sitting in bank accounts. It’s available to the county right now. So, when you say you don’t have money in your budget, you’ve got money in a bank account that you have personal control over. And if I look at the amount of money you have in your bank account right now, we’re looking at Precinct 1. I’m looking at $888,000.” Commissioner Waggoner stated “You can keep grandstanding as long as you want to. I’m gonna make a motion to approve the resolution regarding financing.” Commissioner Self responded to the motion “I’ll second that, and I’ll say this as well. That money is there for rainy day fund when we have emergencies come up, and the only reason we have that amount of money is because you haven’t been able to spend it.” Motion passed 4-1 with Judge Cunningham voting nay. 18. The Fannin County Commissioners met on Tuesday, March 31, 2026 at 9:00 AM for a regular meeting of the Fannin County Commissioners Court. Quorum was established with all Commissioners and Judge Cunningham present. Attendance at start of meeting was 48 citizens present with 80 participating on ZOOM. 5. Public Forum. County resident Nita Bankston addressed the court “According to the adopted rules of procedure, conduct, and quorum of this Court, public participation is intended to allow citizens to express themselves on issues of county government. Those same rules also make it clear that it is… this is not intended to be a forum for demeaning individuals or questioning the integrity of others without proper context. And what we saw at the last meeting,. is public comment being used to reference or imply criticism of individuals who are currently candidates for office without naming them, without full context, and without any opportunity for response? And it creates a situation where allegations can be introduced, perception can be shaped, and no balance or clarification was provided. That is not transparency. It is a one-sided narrative in a government setting. And respectfully, this court should not become a venue where campaign-related commentary, direct or indirect, is allowed to take root under the appearance of public participation.” County resident Jason Walker spoke to Judge Cunningham regarding Fire Marshall Troy Hudson. Walker stated the judge lied about Troy Hudson’s certification. Walker continued to challenge the certification and stated to the judge, “You were tried by the citizens of this county, and they said you’re no longer wanted by 78% of the people voted, we’re tired of Newt Cunningham. The will of the people said, we don’t want you. Please resign immediately.” Resident Richard Glaser spoke to the court about county roads. “Well, everybody complains about the roads. Very few people do anything about it. That’s the reason I started a contest for the worst road in Fannin County. We received about 40 pictures. Showing the different conditions of the various roads. The road that won this time was 1125 in Precinct 1. And Mr. Larry Fernandez is here to receive a check of $1,000. And I hope this brings some awareness to

our road conditions, and more people will take an interest in it.” 6. Approve payment of bills – County Auditor. Approved 7. Approve minutes of previous meeting(s) – County Clerk. Approved 8. Savoy resident James Cordell spoke regarding the Data Center in planning for the Savoy area “The data center that is planned for Savoy will use water for cooling and equipment. On average, 5 million gallons of water will be used daily. 70% of the water will evaporate, and 30% will be put back into the aquifer. While flushing the system with new water, they will dump contaminated water back into the aquifer with fluorinated gases, ethylene glycol found in antifreeze, bacteria, mold, algae. Will we need water testing? Then the cooling fans will run 247. No relief from the noise. You can hear the fans 1-2 miles away. Depending on wind and weather. Savoy Elementary is about a quarter mile away. They will hear the fans constantly.” DISCUSSION AND POSSIBLE ACTION ITEMS: 13. TxDOT Project Box Paris, Texas -- Here’s a look at work planned in Fannin County for the week starting March 30, 2026. These schedules are subject to change due to weather conditions, equipment failure or other unforeseen issues Bonham State Park, Park Road 24. Park Road 24 in Bonham State Park will have daytime lane closures while crews rehabilitate the main road, camping spots and parking lots within the park. Detour routes will be present during construction to allow for the flow of traffic. FM 274, from SH 78 to FM 1753. Watch for daytime lane closures as crews work to rehabilitate and widen the roadway to an overall width of 26 feet. Motorists should expect delays as signals and pilot cars direct traffic through the work zone. SH 121 overpass at US 69. The SH 121 overpass at US 69 opened to all traffic on 6/23/2025. Construction crews will continue working on minor items at this location. Motorists should expect delays as there will be occasional daily lane closures through the construction zone. SH 56 at Hutchins Creek and at Caney Creek. Watch for lane closures as crews perform bridge repair work. Motorists should expect delays as temporary traffic signals direct traffic through the work zone. SH 78 from FM 273 to Oklahoma State line: Watch for daytime lane closures as crews work to rehabilitate the roadway. Motorists should expect delays as signals and pilot cars direct traffic through the work zone. CR 1202 at Tributary of Brushy Creek. The onsite detour on CR 1202 at Tributary of Brushy Creek has been removed. The new bridge is completed and open to traffic. Contractor will be performing bridge replacement work on CR 2105 bridge located at Robert Springs Tributary. The bridge is closed in both directions beginning March 05, 2026, and will remain closed until July 2026. Road closure signs are installed on the roads leading to the project to inform drivers. Drivers can use CR 2110 and CR 2100 as an alternate route. CR 2410 at Tanyard Creek. Contractor will be performing bridge replacement work on the CR 2410 bridge located at Tanyard Creek. The bridge is closed in both directions beginning January 22, 2026, and will remain closed until May 2026. Road closure signs are installed on the roads leading to the project to inform drivers. Proposed Method of Assessment. Proposed Apportionment of Cost between the District and the County. The County shall not be obligated to provide any funds to finance the Authorized Improvements. Bois d’Arc The black bass are in all 3 stages: pre-spawn, Spawn, and post-spawn. The bite is aggressive and fight is fierce. I’m catching fish on streamers and top water. Alex Guthrie Alba, Texas Lake Fork What a difference in the weather since last week. This morning started out at 65 degrees but with a very strong wind out of the south. Anglers fishing today for the most part caught fish. But was the lake crowded? You bet. Spring with every guide 2 to 3 customers Pretty crowded shore lines indeed. Lake water temps in the low 60’s but with a major cold front starting tonight that may not hold up. Lake Texoma The water temps have hit the low 60’s and that means free lining shad for big bass! In a recent scout trip we landed 40+ mostly smallmout bass but a few largemouth mixed in. This is one of the most addictive things you can do on Lake Texoma. You can pull up to about any rocky point on the lake and catch a smallmouth. I’ll be offering smallmouth trips through the month of April maybe the first part of May, depending on water temps. Everything is starting to fire up. The next month will be awesome. Steve Ford Lake Texoma, Texas Lake Tawakoni Fishing at Lake Tawakoni is currently productive, with hybrid striper, white bass, catfish, crappie, and largemouth bass all actively feeding, and optimal techniques vary by species and depth. Water Conditions: Water temperature: 60–61°F on the main lake, up to 65°F in upper ends and creeks. Water clarity: Lightly stained. Water level: Approximately 1.34 feet below full pool, with some reports noting -2.97 feet in certain areas. Hybrid Striper & White Bass: Feeding on large schools of threadfin shad, mostly in 10–30 feet on main lake points and humps. Effective lures: swimbaits, slab spoons, and small inline spinners. Some fish are finishing spawning, with activity increasing in creeks and rivers.

Game Warden Field Notes 2/5/19

Not Buying That Story A game warden got a call regarding a possible trespassing and deer poaching case in Leon County, and along with several Leon County sheriff’s deputies made contact with the complainant. The landowner informed the officers that he heard several shots near his property line and observed a kid with a .22 rifle on his side of the fence. The landowner stated that he fired three shots into the air with his 9mm handgun to scare the trespasser off his property, and then observed the juvenile subject quickly drive away on an ATV from a freshly killed white-tailed deer. The warden searched the area and could not locate fresh footprints, ATV tire tracks or spent .22 rifle cartridges. The warden then asked the landowner the location of where he discharged his 9mm handgun and after searching that area could not locate any spent pistol

cartridges. The white-tailed deer was located, and the warden determined that the direction the deer was laying did not match up with the stories from the landowner. Upon further investigation, the landowner admitted that he had made it all up and admitted to killing the white-tailed deer. The landowner stated he was operating his riding lawn mower and fired three shots at the white-tailed deer with his .22 rifle. Charges and civil restitution against the landowner for taking deer out of season are pending. That’s a Match Henderson County game wardens responded to a trespassing call concerning a group of hog hunters. The hunters reportedly entered a property without permission and released their hog dogs. The dogs chased a hog and bayed it on an adjoining property. It just so happened that the landowner’s agent was watching this all unfold and sent the wardens a photo of the trespasser’s pickup. While patrolling in the area, the wardens passed a pickup with a dog box in the bed that matched one from the photo the landowner sent earlier in the day. The wardens made contact, questioned what was in the dog box, and after a brief conversation the truck’s occupants admitted to trespassing and hunting without landowner consent. Numerous cases were filed.

She knew at age 13 where she would like to play following high school graduation. Just days into her final semester at Trenton High School, the senior on Jan. 16 made known via social media that she would do so at Austin College in Sherman, Texas. McMahon celebrated her decision on March 27 with a Signing Day ceremony in the Trenton High School cafetorium, with family, friends, classmates and TISD staff present. "I'm a student athlete; I re-

ally care about academics," said McMahon. "Austin College has that and a strong volleyball program. "I played for Coach Ed Garza (Austin College's head coach) at (age) 13 during club volleyball," she said. "I knew I wanted to be there and was determined." "It's been a pleasure to coach Jessi," said Garewal, who admittedly avoided looking at McMahon as she spoke to avoid tears. Weeks, a Hardin-Simmons women's basketball signee, received the dual honors for her on court and academic efforts. It equated her third-straight All-State on-court recognition from TGCA, after likewise thrice being honored by the Texas Association of Basketball Coaches. Meanwhile, Ector senior Lydia Essary also earned Academic All-State notoriety from TGCA in 1A.

District 11-2A softball again this season serves a double purpose for Ector and Dodd City. As the only Class 1A schools fielding teams in the grouping, the duo started 2025 and 2026 assured of reaching the 1A postseason. Besides a best-of-three meetings against one another during 11-2A play, the pair have faced the much larger schools also aligned into the district. Last season, the Lady Eagles advanced as 11-2A's top 1A seed and Lady Hornets did as its second. Another postseason meeting ensured, with the Lady Hornets rallying with two same-day victories to win a best-of-three regional semifinal series between the pair played at Bonham High School. Ector this season has again assured advancing as the district's top seed with Dodd City going as its second. Another clash in the postseason may await the duo later this spring.

David William Fain

David William Fain passed away peacefully on March 25, 2026, surrounded by his family. David worked hard for his family, being in sales most of his adult life. He worked as a real estate agent for the last twenty years. David was a loving family man who could light up a room with his infectious laugh. He was always quick to give encouraging words or a helping hand. He was a friend and mentor to many. David is survived by his cherished wife, Rebecca; his sister, Mary Broach and husband, Larry; his beloved son, Brian and wife, Lisy; his beloved daughter, Shelley Malinowsky and husband, Brent; and their children, Lainey and Jake, who were the lights of his life; son Stephen; stepdaughter, Melissa Dever-Mount, and many grandchildren and greatgrandchildren. He is preceded in death by his mother, Beatrice, and his brother, Billy. David was a blessing to those who knew him. He will be greatly missed.

Gerald Lynn Dyer Gerald Lynn Dyer, 83, of Holly Lake Ranch, passed away peacefully surrounded by his family on March 30, 2026. Gerald was born in Honey Grove, TX, on September 25, 1942, to Elmer and Freda Dyer. He graduated from Honey Grove High School in 1961. He graduated from East Texas State University in 1965 with a Bachelor of Science degree. Gerald was recruited by the Texas Highway Patrol after graduation, where he served as a Patrol Officer for ten years. After leaving the Highway Patrol, he worked for Gulf/Chevron Oil for the next thirty years. Gerald loved the Lord, his family, golf, and gospel hymns. He was a great athlete, lettering in football and basketball in high school, and was offered a basketball scholarship to Southern State College in Magnolia, Arkansas. He was a lifelong sports enthusiast, lived a life of service, and never met a stranger. He is preceded in death by parents Elmer Dyer and Freda Dykes Dyer; sister Mary Jean Dyer Calvert (1927 – 2015) and husband David Calvert; sister Francis Dyer Thomas (1930 – 2021) and husband BJ Thomas; brother Edgar Dyer (1932 – 2009); Billy Max Dyer (1934 – 1984); and sister Wanda Dyer Marlin (1940 – 2022). He is survived by his loving family: wife, Kathy Hughes Dyer; son, Daryl Dyer (wife Shannon and grandson Riley); daughter, Dawn Dyer Rhodes (husband Duane, granddaughter Caroline and grandson Jack); son, Robert Dyer; daughter, Laura Cranford (granddaughter Tara, grandson Tyler and great-granddaughter Presley); daughter, Tammi McLaughlin (wife Sandra Rankin); and son, Jeremy McLaughlin (granddaughter Cassie and grandson Eben) as well as sister-inlaw, Carol Ann Dyer and brother-in-law, Tim Marlin, brother-in-law Gary Hughes, sister-in-law Sharon Baker and numerous nieces and nephews. Melba Charlene Miller

Melba Charlene Miller, age 90, of Ravenna, Texas, passed away on March 27, 2026, in Bonham, Texas. She lived a long and meaningful life marked by devotion to her family and the quiet strength that comes from a loving heart. Charlene was born in Bonham, Texas on July 2, 1935, to Charlie and Dessie Lee Floyd. She married Donald Ray Miller on May 6, 1953, in Ardmore, OK. Charlene was co-owner of Miller Drilling Company, where she contributed to the family business with dedication, hard work and a strong sense of responsibility. Charlene had many hobbies - she enjoyed sewing, gardening and painting, also camping, fishing and hunting with her husband Don. Her love of bowling in leagues spanned over 60 years, participating in and winning tournaments with great skill. She was also a homemaker and the owner of various businesses over the years, though her love and care of her family was always a priority. She is preceded in death by her parents, Charlie and Dessie Lee Floyd, husband, Donald Ray Miller, son, Thomas “Tom” Miller, and sister, Allene Curry. She is survived by her daughter, Tribby Steuber, and husband, John, her son, Toby Miller, and wife, Rachael, daughter Tina Cashion, and husband, Charles. She also leaves behind 5 grandchildren, 12 great-grandchildren, and 8 great-great grandchildren with another baby girl on the way, many special nieces, nephews, cousins and friends, all of whom she loved dearly and brought great joy to her life. Otis Lee Ivins Jr. 62 of Bonham, TX passed away on March 28, 2026 in McKinney, TX with the love of his life Rhonda by his side. Arrangements are under the direction of Wise Funeral Home Bonham, TX. Lee was born on January 23, 1964 in Fort Worth TX, to Rosemary and Otis Ivins Sr. He graduated from Turner High School and he worked in many roles over his lifetime gaining numerous friends along the way. Recent land acquisitions along the Grayson–Fannin County line are raising important questions about the future of the area and its proximity to local schools. In December 2024, Black Mountain Power purchased approximately 50 acres in the region. Since then, an additional 82 acres have been acquired by an LLC with ties to the oil and gas industry. Another nearby property was purchased through an LLC that shares a name, ownership, and mailing address with a water infrastructure company, suggesting coordinated development interests. Further expansion may already be underway, as more than 400 additional acres are currently under a purchase option contract, indicating the potential for significant growth or industrial use. Properties in Bells were being surveyed December 9th 2025 by Centerline Engineering & Consulting out of Lubbock Texas. In August 2025, the Texas Commission on Environmental Quality (TCEQ) approved permits for two natural gas power plants planned for construction north of Savoy Schools. Taken together, these developments point to a rapidly changing landscape in the area. With large-scale industrial projects potentially moving forward near educational facilities, residents and stakeholders may wish to closely monitor how these changes could impact the community, environment, and longterm planning for the region. By Margo McCutcheon, Educator, Sam Rayburn House SHS Margaret Carver was born on September 23, 1919, in Savoy, TX to Nell Sherron and James Monroe Carver. She graduated from Bonham High School at age 15 and received her Bachelor of Arts degree from North Texas State Teachers College (now the University of North Texas) at age 19. On December 7, 1942, Margaret joined the U.S. Navy as part of the WAVES (Women Accepted for Volunteer Emergency Service). She graduated from the Naval Post Graduate School in 1954 with a master’s degree in Aerological Engineering (meteorology). During her career in the WAVES and regular Navy service, Margaret worked around the world, including RheinMein, Germany, in 1948 as the only WAVE operating in support during the Berlin Airlift. After the end of WWII, the U.S., British, French and Soviet Russian governments divided the nation of Germany between themselves and occupied certain areas of it. The city of Berlin, located in Soviet-controlled East Germany, was also divided between the U.S., British, and French forces in the western parts of the city and Soviet areas in the east. On June 24, 1948, the Soviets blocked ground transportation access to west Berlin. British, American and French forces then airlifted fuel and food

Later in her career, Margaret was assigned to the staff of the Assistant Secretary of Defense for Atomic Energy in Washington, D.C. She retired in 1965 with the rank of commander. She made her way to California, where she volunteered with and served as a member of the Executive Board for the Santa Rosa Symphony. Margaret also served as the State Vice President of the Retired Officers Association in California. She was married to Navy Commander John Thomas McGroarty until his death. She later married Dr. John Douglas Smith. Margaret died on March 24, 2004 and is buried at Willow Wild Cemetery, F-261-3SE. The Beta Psi Chapter of Delta Kappa Gamma International Society hosted their annual Spring Salad Luncheon Saturday, March 28 at the United Methodist Church fellowship hall. It was a beautiful day. We had many delicious salads, a silent auction and a country store. Dale Cummings entertained our guests with Elvis songs. Everyone enjoyed hearing those old familiar tunes. Funds raised from this event will be used for scholarship grants to junior or above women college students who are education majors. We would like to thank the guests who attended and helped make this a great success. We hope you all enjoyed the day, and we look forward to seeing you next year.

PUBLIC NOTICE NOTICE OF SPECIAL ELECTION MAY 2, 2026 CHARTER AMENDMENTS – CITY OF BONHAM, TEXAS Notice is hereby given that a Special Election will be held on May 2, 2026, 7:00 a.m. to 7:00 p.m., to consider amendments to the City of Bonham Home Rule City Charter. The Charter amendment propositions, and the proposed text changes are attached as Exhibit “A”. The election shall be administered by the City of Bonham in accordance with the Texas Election Code. See https://www.cityofbonham.org/253/Election-Information for more information. Fiscal Impact Statement This notice is published in accordance with Texas Local Government Code, sec. 9.004(c). If Proposition D is approved, City Council compensation would increase by $40 per regular meeting per council member. Mayor compensation would increase by $80 per regular meeting. Upon canvassing the election results, compensation would be $50 per regular meeting, not to exceed $600 annually per council member. Compensation for mayor would be $100 per regular meeting, not to exceed $1,200 annually. This would remain in effect until City Charter Section 2 and 4 is amended. It is estimated that there will be no fiscal impact to the City of Bonham for any of the other proposed propositions. REDLINE VERSION OF APPLICABLE CHARTER SECTION (In the text of the proposed amendment, words stricken out would be deleted from the Charter. All other words would be in the Charter if the amendments are adopted. Words to be added are typically shown by underlining.) Beginning with the May 2015 and May 2016 elections described above, a councilmember may serve a maximum of two (2) three (3) consecutive terms as a councilmember and additionally, two three consecutive terms in the office of Mayor. For councilmembers in Place 1 and Place 5 elected to two (2) year terms in the May 2015 regular election, these councilmembers may serve a maximum of three (3) consecutive terms of office. Ballot Text: PROPOSITION A Shall Section 2, of the Home Rule Charter be amended to increase term limits for the mayor and city council to three (3) three-year terms? __________ FOR __________ AGAINST Section affected: Section 2 Proposition B – Moral Turpitude The term “moral turpitude” has never been definitively defined by the legislature or the courts and is somewhat antiquated. It is recommended to change the provision to provide that one of the reasons for a councilmember to forfeit office is upon final conviction of a felony for which the person has not been pardoned or had resulting disabilities removed. REDLINE VERSION OF APPLICABLE CHARTER SECTION The office of a councilmember shall become vacant upon the member’s death, resignation or removal from office or forfeiture of office in any manner authorized by law. A councilmember shall forfeit that office if the councilmember: 1. Fails to meet the residency requirements. 2. Violates any express prohibition of this charter. 3. Is finally convicted of a felony or a crime involving moral turpitude for which the person has not been pardoned or had resulting disabilities removed, or 4. Fails to attend three consecutive meetings of the Council without being excused by the Council. Ballot Text: PROPOSITION B Shall Section 2 of the Home Rule Charter be amended to provide that a councilmember who has been finally convicted of a felony for which the person has not been pardoned or had resulting disabilities removed shall forfeit office? __________ FOR __________ AGAINST Section affected: 2 Proposition C – Fill a Vacancy Currently there is no procedure to fill a vacancy on the city council. Therefore, the City must rely on Texas Constitution Art. 11, which requires a special election. However, Art. 11 does allow home rule cities by charter provision to fill a vacancy by appointment when vacancy is less than one year. This provision would save taxpayer resources. REDLINE VERSION OF APPLICABLE CHARTER SECTION Vacancies in the city council for which the remaining term is twelve months or less shall be filled by appointment by majority vote of the remaining members of the city council by a person meeting the qualifications of the charter to serve the remainder of the unexpired term. When there are two (2) or more vacancies at any one time, the vacancies shall be filled by special election to be held on the earliest date allowed by law for the purpose of allowing the qualified voters of the city to elect a person to swerve the remained of the unexpired term unless the date of the next general election for the city council occurs first. Ballot Text: PROPOSITION C Shall Section 2 of the Home Rule Charter be amended to add authority for the city council to fill a vacancy by appointment when the vacancy for the unexpired term is less than one year? __________ FOR __________ AGAINST Section affected: Section 2 Proposition D – Council Compensation The duties, commitments, and responsibilities of the Mayor and City Council members warrant an increase in compensation for their valuable time, expense, and work. The impact on the city budget is negligible. Currently the city council meets once per month and are paid $20 and $10 respectively, per regular meeting attended for a total budget outlay of $960 annually. The increase would result in a budget impact of $4,800, or an increase of $3,840. REDLINE VERSION OF APPLICABLE CHARTER SECTION The mayor shall receive as compensation $100 for each regular meeting attended and Each each councilmember shall receive as compensation $10.00 $50.00 for each regular monthly meeting they attend. REDLINE VERSION OF APPLICABLE CHARTER SECTION Newly elected members shall assume duties of office following the canvass of election results and taking the oath of office. The City Council shall meet in a regular meeting at the City Hall or such other locations as shall be designated by the City Council on the second Monday of at least once each month, the hour of such regular meeting shall be fixed by ordinance or resolution. In case a quorum shall not be present at any such meeting, a smaller number may adjourn from time to time, no time to be more than three days apart until a quorum is obtained, and such adjourned meeting be deemed and held a regular meeting. Special meetings shall be called by the City Secretary upon the written request of the Mayor, the City Manager or three members of the City Council. Notice of such special meeting shall state the subject to be considered. All meetings of the City Council and the committees thereof shall be open to the public except as provided by State Statute (Government Code, Chapter 551, Subchapter D and any other statutory references). Any inhabitant of the City shall have a reasonable opportunity to be heard at any regular meetings of the City council on any matter, and any special meeting on any subject before the special meeting. The City Council may enter into Executive Session IAW as provided by State law. Thus, the charter is more restrictive than state law. Additionally, all ordinances are considered at a public meeting at which the public has an opportunity to be heard any item on the agenda in accordance with the Texas Open Meetings Act. This revision would save taxpayer resources. REDLINE VERSION OF APPLICABLE CHARTER SECTION The City Secretary shall publish the ordinance by caption together with a in the City Council agenda and provide notice setting out the time and place for a public hearing thereon and for its consideration by the City Council. The public hearing shall follow the publication by at least seven days, may be held separately or in connection with a regular or special council meeting and may be adjourned from time to time; all persons interested shall have an opportunity to be heard. After the hearing, the The City Council may adopt the ordinance on first and final reading or reject it. If the ordinance is amended as to any matter of substance, the City Council may not adopt it until the ordinance or its amended sections have been subjected to all the procedures herein before required in the case of a newly introduced ordinance. Therefore, this change brings the charter in compliance with state law. REDLINE VERSION OF APPLICABLE CHARTER SECTION Emergency ordinances may be passed without the requirement of prior publication with the affirmative vote of all members of the City Council. An emergency ordinance shall be introduced in the form and manner prescribed for ordinances generally, except that it shall be plainly designated as an emergency ordinance, and shall contain after the enacting clause, a declaration stating that an emergency exists and describing it in clear and specific terms. Emergency ordinances may be effective for no more than sixty (60) days. After its adoption, the emergency ordinance shall be published in the newspaper of record. No measure making a grant renewal, or extension of a franchise, or other special privilege or regulating the rate required for its services for any public utility shall ever be passed as an emergency measure. All other ordinances in effect at the time of the adoption of the emergency ordinance shall remain in full force and effect. This will address what should happen if a budget is not adopted by adding language to provide that in the event the Council does not adopt a budget before the last day the current fiscal year, then the previous year’s budget shall remain in effect on a month-to-month basis until a budget is adopted. Further the current provisions in the Charter which states that if the City Council fails to adopt a budget the City Manager submitted budget shall be deemed adopted is likely unconstitutional. REDLINE VERSION OF APPLICABLE CHARTER SECTION Following a public hearing the City Council may adopt the budget with or without amendment. The City Council shall adopt the budget before the last day of the fiscal year currently ending. Should the City Council take no fail to take final action on or prior to such day, the budget adopted for the previous fiscal year shall remain in effect on a month to month basis until a budget is adopted for the current fiscal year, as submitted by the City Manager, shall be deemed to have been finally adopted by the City Council. To implement the adopted budget, the City Council shall adopt, prior to the beginning of the new fiscal year: 1. An appropriation ordinance making appropriations by fund and department. 2. A tax levy ordinance authorizing the property tax levy or levies and setting the tax rates; and 3. Any other ordinances required to authorize new revenues or to amend the rates or other features of existing taxes or other revenue sources. The City of Bonham shall adhere to the requirements of all current and future State statutes, which have an effect on municipal budgeting and taxation and the scheduling of such activities. Ballot Text: PROPOSITION H Shall Section 15 of the Home Rule Charter be amended to establish a procedure to allow the previous year’s budget to remain in effect on a month-to-month basis should the city council fail to adopt a budget before the last day of the current fiscal year? __________ FOR __________ AGAINST Section affected: Section 15 Proposition I – Errors or Defects The Texas Legislature has added procedural requirements to the budget and tax rate adoption process in the past few legislative sessions. If the city inadvertently misses a requirement or makes an error in the process this provision would prohibit such error or defect from invalidating the budget and tax rate adopted. REDLINE VERSION OF APPLICABLE CHARTER SECTION Errors or defects in the form or preparation of the budget or the failure to perform any procedural requirement shall not nullify the tax levy or the tax rate. Recall provisions are found in 93% of all home rule city charters in Texas. It is recommend limitations be placed on recall provisions to prevent a recall from being filed within six months after election to office or within three months of expiration of the person’s current term. Recall of Mayor and City Council Members Repealed May 13, 2006 by voter approval The Mayor and/or any City Council members may be recalled and removed from office by electors qualified to vote in City of Bonham elections. (a) Procedure. 1. Before the question of recall of the mayor or a council member shall be submitted to the qualified voters of the city, a petition addressed to the city council of the City of Bonham demanding the recall of the mayor or a council member shall first be filed with the city secretary, which petition shall name the mayor or council member whose removal is sought, and contain a complete statement of the grounds for which the removal is sought. A separate petition shall be required for the mayor and each council member whose removal is sought. 2. The petition shall be signed by qualified voters equal in number to at least ten (10) percent of the total number of qualified voters on the date of the last regular municipal election of the city. 3. Notice shall be given in writing to the city secretary by five (5) registered voters on the first day that such petition is circulated, and the total signatures required must be secured and the petition filed within thirty (30) days thereafter. 4. The petition may consist of one (1) or more papers circulated separately and the signatures thereto may be upon the paper or papers containing the form of the petition, or upon other paper attached thereto. For a petition signature to be valid, a petition must contain, in addition to the signature: the signer’s printed name, residence address, county of residence, date of signing, and either voter registration number or date of birth, and must comply with any other applicable requirements prescribed by state law. One (1) of the signers to each of such papers shall make oath before an official competent to administer oaths that each signature is that of the person whose name it purports to be and was signed by such person on the date indicated. 5. Within ten (10) days after the filing of such petition, the city secretary shall examine the same and from the list of qualified voters ascertain whether or not said petition is signed by the requisite number of qualified voters. The city secretary shall attach to said petition a certificate showing the result of such examination. 6. If by the secretary’s certificate the petition is shown to be insufficient, it may be amended within ten (10) days from the date of said certificate. The secretary shall, within ten (10) days after such amendment is filed, in the event one is filed, make like examination of the said amended petition, and if the certificate shall show the petition to be insufficient, it shall not be further amended. 7. If the petition is found to be sufficient, the city secretary shall within five (5) days or at the next regular city council meeting, whichever is later, submit it and the certificate declaring the petition to be sufficient to the city council, and notify the affected mayor or council member sought to be recalled. The city council, in the event that the mayor or council member fails to resign, shall order and set an election to be held on the earliest date allowed by law following the submission of the certified petition to the city council. 8. If the mayor or council member in question resigns, no recall election shall be necessary and the vacancy shall be filled by the council as in other cases of vacancies. (b) Appeal. Should the city council fail or refuse to order an election as herein provided for the recall of the mayor or a council member, when all the requirements for such election have been complied with by the petitioning citizens, in conformity with this article of the charter, then it shall be the duty of any one of the district judges of Fannin County, Texas, upon proper application being made therefore, to order such election and to enforce the carrying into effect of the provisions of this article of the charter. (c) Recall limitations. No recall petition shall be filed against the mayor or any council member within six (6) months after such person’s election or appointment to the city council and qualifying for office within three (3) months after an election for such person’s recall, and in no case within three (3) months prior to the expiration of such person’s current term of office. Proposition K – Initiative and Referendum The Charter currently does not include a provision by which citizens can petition the governing body to ask the city council to act on a specific issue when it has not done so previously. An initiative and referendum provision gives the citizens more opportunity to be involved in legislation by allowing them direct participation in the legislative process, upon submission of a valid petition to seek to have ordinances passed or repealed. Initiative and referendum provisions are found in 88% of all home rule city charters in Texas. § 24. Board of Equalization. REPEALED. Initiative and Referendum Repealed May 13, 2006 by voter approval (a) Power of initiative. The people of the City of Bonham reserve the power of direct legislation by initiative, and in the exercise of such power may propose that any ordinance, except those not legally authorized to be considered by initiative by the state constitution or state law, be submitted to the qualified voters of the city by submitting a petition to the city secretary which shall contain the full text of the proposed ordinance, signed by qualified voters of the city equal in number to ten (10) percent of the total number of qualified voters on the date of the last regular municipal election. The signatures to the petition need not all be appended to one (1) paper, but all signers shall in addition to their signature provide their residence address, county of residence, printed name, date of signing and comply with any other applicable requirements prescribed by state law. One (1) of the signers to each of such papers shall make oath before an officer of the State of Texas competent to administer oaths that each signature is that of the person whose name it purports to be and was signed by such person on the date indicated. All petition papers comprising an initiative petition shall be assembled and filed with the city secretary as one instrument on the same day. 1. Examination of initiative petition. Within ten (10) days from the date of filing an initiative petition, the city secretary shall examine the same and ascertain from the list of qualified voters whether or not said petition is signed by the requisite number of qualified voters, and shall attach to said petition a certificate showing the result of such examination. If by the secretary’s certificate the petition is shown to be insufficient, it may be amended within ten (10) days from date of said certificate. The secretary shall within ten (10) days after receipt of such amendment make like examinations of the amended petition. If the secretary’s certificate shall show the same to be insufficient, the petition may not be further amended, however, a new petition may be filed to the same effect. The city attorney shall review the petition to determine that it is a proper subject and in proper form. If the petition shall be found to be sufficient, the secretary shall submit the same to the city council without delay. 2. City council action. When the city council receives an initiative petition certified by the city secretary to be sufficient, the city council shall either: i. Pass said proposed ordinance without alteration within twenty (20) days after the attachment of the city secretary’s certificate of sufficiency to the accompanying petition; or ii. Call a special election to be held on the next allowable election date as authorized by state law at which said ordinance, without alteration, shall be submitted to a vote of the people. 3. Ballots—Proposed initiative ordinance. The ballots used when voting upon an ordinance proposed by initiative petition shall state the nature of the proposed ordinance and shall contain the words “For the Ordinance,” and “Against the Ordinance.” Any number of proposed ordinances may be voted at the same election, in accordance with the provisions of this section of the charter. 4. Valid and effective date of initiated ordinance. If a majority of the qualified voters voting upon an ordinance proposed by initiative petition shall vote in favor thereof, such ordinance shall thereupon become a valid and binding ordinance of the city, and any ordinance adopted by city council proposed by initiative petition, or which shall be adopted by a vote of the people, cannot be repealed or amended except by a vote of the people. 5. Repeal or amendment of initiated ordinance. The city council may submit a proposition for the repeal of any ordinance adopted by the city council proposed by initiative petition or such ordinance adopted by a vote of the people, or for amendments thereto, to be voted upon at any succeeding city election, and should such proposition so submitted receive a majority of the votes cast thereon at such election, such ordinance shall be repealed or amended accordingly. 6. Publication of ordinance proposed by petition initiative. Whenever any ordinance proposed by initiative petition is required by the charter to be submitted to the qualified voters of the city at any election, the city secretary shall cause the proposed ordinance to be published at least thirty (30) days before such election in a local newspaper or other official publication of the city, or by such other means as may be allowed by state law. 7. When initiative ordinance is effective. No ordinance proposed by initiative petition passed by the city council or such ordinance adopted by a vote of the people shall go into effect until thirty (30) days after its final passage, except when otherwise required by the general laws of the state. (b) Power of referendum. The qualified voters of the city may require that any ordinance enacted by the city council be submitted to the qualified voters of the city for approval or disapproval by filing a petition with the city secretary within forty-five (45) days after passage of said ordinance or within forty-five (45) days after its publication, whichever is later. Said petition shall be signed by qualified voters of the city equal in number to at least ten (10) percent of the total number of qualified voters on the date of the last regular municipal election. Within ten (10) days after the filing of the petition the city secretary shall examine the same and from the list of qualified voters ascertain whether the petition is signed by the requisite number of qualified voters. If by the city secretary’s certificate the petition is shown to be sufficient, the petition shall be presented to the city council, the ordinance shall thereupon be suspended from taking effect, and it shall be the duty of the city council to reconsider such ordinance, and if the same is not entirely repealed the city council shall submit the ordinance to the vote of the qualified voters of the city at the next uniform election date or other date allowed by state law. Such ordinance shall be suspended from taking effect and shall not later take effect unless a majority of the qualified voters voting on the same shall vote in favor of the ordinance. The power of referendum shall not apply to ordinances levying taxes, appropriating money, authorizing the issuance of bonds, zoning and any ordinance not the proper subject of referendum by the state constitution or state law. Proposition L – Power of Condemnation Over the past few legislative sessions, the Texas Legislature has added certain requirements and has attempted to limit the ability of a city to exercise the power of eminent domain. The purpose of this provision is to ensure that the city charter complies with state law and to ensure the City retains all powers related to eminent domain. New SNAP Purchase Restrictions Effective April 1st

AUSTIN – The Texas Health and Human Services Commission reminds Supplemental Nutrition Assistance Program (SNAP) recipients and vendors that candy or sweetened drinks can no longer be purchased with Lone Star Cards in Texas beginning today. “Texas will ensure the health and well-being of Texans by directing taxpayer dollars to food with real nutritional value,” Gov. Greg Abbott said. “By restricting unhealthy food purchases using SNAP benefits, we are laying the foundation for a stronger, healthier Texas.” The new restrictions prohibit SNAP benefits from being used to buy candy, gum or sweetened drinks, including beverages made with water that contain 5 grams or more of added sugar or any amount of artificial sweetener. The restrictions also apply to fruit, raisins and nuts that have been candied, crystalized, glazed or coated with chocolate, yogurt or caramel. “A nutritious diet is the foundation of a healthy lifestyle,” HHS Executive Commissioner Stephanie Muth said. “We hope

these changes will support healthier food and drink choices for Texans and help build stronger communities.” Last year, Gov. Abbott submitted a letter to the U.S. Department of Agriculture Food and Nutrition Service (FNS) requesting a waiver to prohibit SNAP benefits from being used to purchase sweetened drinks and candy. The 89th Texas Legislature outlined the SNAP purchase restrictions in Senate Bill 379, which Gov. Abbott signed into law. FNS approved the waiver in August 2025. SNAP is a federal program administered by HHSC that provides food assistance to approximately 3.3 million low-income Texans. Benefits allow SNAP recipients to purchase foods like fruits and vegetables, meats, cereals, milk, plants and garden seeds. Por tanto, la carta es más restrictiva que la ley estatal. Además, todas las ordenanzas se consideran en una reunión pública en la que el público tiene la oportunidad de escuchar cualquier punto del orden del día conforme a la Ley de Reuniones Abiertas de Texas. Esta revisión ahorraría recursos a los contribuyentes. VERSIÓN REDLINE DE LA SECCIÓN DE LA CARTA APLICABLE El Secretario Municipal publicará la ordenanza mediante un pie de foto junto con un documento en la agenda del Ayuntamiento y proporcionará un aviso estableciendo el momento y el lugar para una audiencia pública al respecto, así como para su consideración por parte del Ayuntamiento. La audiencia pública seguirá la publicación al menos siete días, podrá celebrarse por separado o en relación con una reunión ordinaria o extraordinaria del consejo y podrá ser aplazada de vez en cuando; todas las personas interesadas tendrán la oportunidad de ser escuchadas. Una ordenanza de emergencia deberá introducirse en la forma y manera prescritas para las ordenanzas en general, excepto que deberá designarse claramente como ordenanza de emergencia y, tras la cláusula de promulgación, contener una declaración que indique que existe una emergencia y la describa en términos claros y específicos. Las ordenanzas de emergencia pueden ser efectivas durante un máximo de sesenta (60) días. Tras su adopción, la ordenanza de emergencia se publicará en el periódico correspondiente. Ninguna medida que renueve una subvención, una extensión de una franquicia, u otro privilegio especial o regule la tarifa requerida para sus servicios para cualquier servicio público será aprobada como medida de emergencia. Todas las demás ordenanzas vigentes en el momento de la adopción de la ordenanza de emergencia permanecerán plenamente vigentes. Además, las disposiciones actuales de la Carta, que establecen que si el Ayuntamiento no adopta un presupuesto, el presupuesto presentado por el Director de la Ciudad será considerado adoptado, probablemente sean inconstitucionales. VERSIÓN REDLINE DE LA SECCIÓN DE LA CARTA APLICABLE Tras una audiencia pública, el Ayuntamiento podrá adoptar el presupuesto con o sin enmienda. El Ayuntamiento adoptará el presupuesto antes del último día del ejercicio fiscal que actualmente finalice. Si el Ayuntamiento no toma ninguna medida final en o antes de ese día, el presupuesto adoptado para el año fiscal anterior permanecerá en vigor mes a mes hasta que se apruebe un presupuesto para el año fiscal en curso, presentado por el Gerente de la Ciudad, se considere que ha sido finalmente adoptado por el Ayuntamiento. Para implementar el presupuesto adoptado, el Ayuntamiento adoptará, antes del inicio del nuevo año fiscal: 1. Una ordenanza de asignaciones que otorga asignaciones por fondos y departamento. 2. Una ordenanza de gravamen fiscal que autoriza el gravamen o gravámenes del impuesto sobre la propiedad y fija los tipos impositivos; y 3. Cualquier otra ordenanza necesaria para autorizar nuevos ingresos o para modificar los tipos u otras características de los impuestos existentes u otras fuentes de ingresos. La ciudad de Bonham deberá cumplir con los requisitos de todas las leyes estatales actuales y futuras, que afecten al presupuesto y la fiscalidad municipales, así como a la programación de dichas actividades. Una disposición de revocación otorga a los ciudadanos, tras la presentación de una petición válida, la oportunidad de votar para destituir al funcionario del ayuntamiento. Las disposiciones de revocación se encuentran en el 93% de todas las cartas de ciudades con autonomía local en Texas. Se recomienda imponer limitaciones a las disposiciones sobre revocación para evitar que se presente una revocación dentro de los seis meses posteriores a la elección o dentro de los tres meses posteriores a la expiración del mandato actual de la persona. Destitución del alcalde y de los miembros del ayuntamiento Derogado el 13 de mayo de 2006 por aprobación de los votantes El alcalde y/o cualquier miembro del Ayuntamiento podrá ser revocado y destituido por electores que tengan derecho a votar en las elecciones de la ciudad de Bonham. (a) Procedimiento. 1. Antes de que la cuestión de la revocación del alcalde o de un concejal sea sometida a los votantes cualificados de la ciudad, se presentará primero una petición dirigida al ayuntamiento de la ciudad de Bonham exigiendo la revocación del alcalde o de un concejal ante el secretario municipal, petición que nombrará al alcalde o concejal cuya destitución se solicite, y contienen una exposición completa de los motivos por los que se busca la expulsión. Se requerirá una petición separada para el alcalde y cada concejal cuya destitución se solicite. 2. La petición deberá ser firmada por votantes cualificados que tengan al menos un diez (10) por ciento del total de votantes cualificados en la fecha de las últimas elecciones municipales regulares de la ciudad. 3. La notificación por escrito al secretario municipal será enviada por cinco (5) votantes registrados el primer día que se distribuya dicha petición, y se deberán obtener el total de firmas requeridas y presentar la petición en un plazo de treinta (30) días posteriores. 4. La petición puede consistir en uno (1) o más documentos distribuidos por separado y las firmas pueden estar en el papel o documentos que contengan el formulario de la petición, o en otros documentos adjuntos a ellos. Para que una firma de petición sea válida, esta debe contener, además de la firma: el nombre impreso del firmante, la dirección de residencia, el condado de residencia, la fecha de firma y el número de registro de votante o la fecha de nacimiento, y debe cumplir con cualquier otro requisito aplicable prescrito por la ley estatal. Uno (1) de los firmantes de cada uno de estos documentos deberá jurar ante un funcionario competente para administrar juramentos de que cada firma es la de la persona cuyo nombre supuestamente se presenta y fue firmada por dicha persona en la fecha indicada. 5. Dentro de los diez (10) días posteriores a la presentación de dicha petición, el secretario municipal deberá examinarla y, a partir de la lista de votantes cualificados, determinar si dicha petición ha sido firmada por el número requerido de votantes cualificados. El secretario municipal adjuntará a dicha petición un certificado que muestre el resultado de dicho examen. 6. Si el certificado del secretario demuestra que la petición es insuficiente, puede ser modificada en un plazo de diez (10) días desde la fecha de dicho certificado. El secretario deberá, dentro de los diez (10) días posteriores a la presentación de dicha enmienda, en caso de que se presente, examinar de igual manera dicha petición enmendada, y si el certificado demuestra que la petición es insuficiente, no será modificado más. 7. Si la petición se considera suficiente, el secretario municipal deberá, en un plazo de cinco (5) días o en la próxima reunión ordinaria del ayuntamiento, lo que ocurra más tarde, presentarla junto con el certificado declarando que la petición es suficiente ante el ayuntamiento, y notificar al alcalde afectado o al concejal que se solicite revocar. El ayuntamiento, en caso de que el alcalde o el concejal no dimita, ordenará y fijará una elección en la fecha más temprana permitida por ley tras la presentación de la petición certificada al ayuntamiento. 8. Si el alcalde o el concejal en cuestión dimite, no será necesaria una elección de revocación y la vacante será cubierta por el ayuntamiento como en otros casos de vacantes. (b) Apelación. Si el ayuntamiento no logra o se niega a ordenar una elección como se establece para la revocación del alcalde o de un miembro del concejo, cuando los ciudadanos que solicitan hayan cumplido todos los requisitos para dicha elección, conforme a este artículo de la carta, entonces será deber de cualquiera de los jueces de distrito del condado de Fannin, Texas, tras la debida solicitud, ordenar dicha elección y hacer cumplir la aplicación de las disposiciones de este artículo de la carta. (c) Limitaciones de retirada. No se podrá presentar ninguna petición de revocación contra el alcalde ni contra ningún concejal dentro de los seis (6) meses posteriores a su elección o nombramiento en el ayuntamiento y que haya calificado para el cargo dentro de los tres (3) meses posteriores a una elección para su revocación, y en ningún caso dentro de los tres (3) meses previos a la expiración del mandato actual de dicha persona. Una disposición de iniciativa y referéndum da a los ciudadanos más oportunidades de participar en la legislación al permitirles la participación directa en el proceso legislativo, tras la presentación de una petición válida para solicitar la aprobación o derogación de ordenanzas. Las disposiciones de iniciativa y referéndum se encuentran en el 88% de todas las cartas municipales de gobierno autónomo en Texas. Se recomienda limitar las peticiones de referéndum a asuntos que no impliquen ordenanzas que impongan impuestos, asignación de dinero, autorización de la emisión de bonos, zonificación y cualquier otra ordenanza que no sea objeto adecuado de referéndum por ley estatal. El secretario deberá, dentro de los diez (10) días posteriores a la recepción de dicha enmienda, realizar examinaciones similares de la petición enmendada. Si el certificado del secretario demuestra que es insuficiente, la petición no podrá ser modificada más; sin embargo, se podrá presentar una nueva petición con el mismo efecto. El abogado de la ciudad revisará la petición para determinar que es un asunto adecuado y en la forma adecuada. Si la petición se considera suficiente, el secretario deberá presentarla al ayuntamiento sin demora. 2. Acción del ayuntamiento. Cuando el ayuntamiento reciba una petición de iniciativa certificada por el secretario municipal como suficiente, el ayuntamiento deberá: i. Aprobar dicha ordenanza propuesta sin modificaciones dentro de veinte (20) días tras la incorporación del certificado de suficiencia del secretario municipal a la petición que la acompañaba; o ii. Convoca una elección especial que se celebrará en la siguiente fecha permitida según lo autorizado por la ley estatal, en la que dicha ordenanza, sin modificaciones, será sometida a votación popular. 3. Papeletas—Propuesta de ordenanza de iniciativa. Las papeletas utilizadas al votar una ordenanza propuesta mediante petición de iniciativa deberán indicar la naturaleza de la ordenanza propuesta y contener las palabras “A favor de la Ordenanza” y “En contra de la Ordenanza.” Cualquier número de ordenanzas propuestas podrá votarse en la misma elección, de acuerdo con las disposiciones de esta sección de la carta. 4. Fecha válida y efectiva de la ordenanza iniciada. Si la mayoría de los votantes cualificados que voten sobre una ordenanza propuesta por petición de iniciativa vota a favor de ella, dicha ordenanza se convertirá entonces en una ordenanza válida y vinculante de la ciudad, y cualquier ordenanza adoptada por el ayuntamiento propuesta mediante petición de iniciativa, o que sea adoptada por voto del pueblo, no podrá ser derogada ni enmendada salvo por voto del pueblo. 5. Derogación o enmienda de la ordenanza iniciada. El ayuntamiento podrá presentar una propuesta para derogar cualquier ordenanza adoptada por el ayuntamiento propuesta mediante petición de iniciativa o dicha ordenanza adoptada por voto del pueblo, o para enmiendas a ella, que será votada en cualquier elección municipal sucesivas, y si dicha propuesta así presentada recibe la mayoría de los votos emitidos en dicha elección, dicha ordenanza será derogada o enmendada en consecuencia. 6. Publicación de ordenanza propuesta por iniciativa de petición. Siempre que alguna ordenanza propuesta mediante petición de iniciativa sea requerida por la carta constitutiva para ser presentada a los votantes cualificados de la ciudad en cualquier elección, el secretario municipal deberá hacer que la ordenanza propuesta se publique al menos treinta (30) días antes de dicha elección en un periódico local u otra publicación oficial de la ciudad, o por cualquier otro medio que permita la ley estatal. 7. Cuando la ordenanza de iniciativa sea efectiva. Ninguna ordenanza propuesta por petición de iniciativa aprobada por el ayuntamiento ni ordenanza adoptada por voto del pueblo entrará en vigor hasta treinta (30) días después de su aprobación definitiva, salvo cuando lo requieran lo contrario las leyes generales del estado. (b)Poder del referéndum. Los votantes cualificados de la ciudad pueden exigir que cualquier ordenanza promulgada por el ayuntamiento sea presentada a los votantes cualificados de la ciudad para su aprobación o desaprobación, presentando una petición ante el secretario municipal dentro de los cuarenta y cinco (45) días posteriores a la aprobación de dicha ordenanza o dentro de los cuarenta y cinco (45) días posteriores a su publicación, lo que ocurra más tarde. Dicha petición deberá ser firmada por votantes cualificados de la ciudad que equivalgan en número al menos al diez (10) por ciento del total de votantes cualificados en la fecha de las últimas elecciones municipales ordinarias. En un plazo de diez (10) días tras la presentación de la petición, el secretario municipal deberá examinarla y, a partir de la lista de votantes cualificados, determinar si la petición está firmada por el número requerido de votantes cualificados. Si por el certificado del secretario municipal la petición resulta ser suficiente, la petición será presentada al ayuntamiento, la ordenanza quedará suspendida de su entrada en vigor y será deber del ayuntamiento reconsiderar dicha ordenanza, y si no se deroga por completo, el ayuntamiento deberá someter la ordenanza a votación de los votantes cualificados de la ciudad en las próximas elecciones uniformes Fecha u otra fecha permitida por la ley estatal. Dicha ordenanza quedará suspendida de su entrada en vigor y no entrará en vigor posteriormente a menos que la mayoría de los votantes calificados que voten a favor de la ordenanza. El poder de referéndum no se aplicará a ordenanzas que impongan impuestos, asignen dinero, autoricen la emisión de bonos, zonificación y cualquier ordenanza que no sea objeto de referéndum por la constitución estatal o la ley estatal. Don’t be fooled by some of these common wives’ tales about pets. Nose is dry or warm – The temperature and moisture of a patient’s nose is in no way any reflection of their health. Straining = Constipation – It is rare for animals, especially dogs, to be constipated. However, they will

often strain when they are having diarrhea; it is just so loose and watery that it’s not easy to see. Cats do though occasionally get constipated. Anytime a pet seems to be straining to urinate they should be seen immediately since urinary tract blockage can happen. Ant Bites – Small red bumps in the belly are signs of a skin infection usually due to an underlying allergy.

Healthy animals will not subject themselves to repeated insect bites. Many of the new flea and tick preventions provide protection against other insects that are not on the label further preventing unwanted insect bites. Indoor pets don’t need prevention – Heartworm disease is spread by mosquitos which can fly into the house. Fleas can come

into the home through crawl spaces, under adjacent walls of an apartment, or be carried in by people or pets that do go outdoors. Fleas are seasonal – While this may be true in some parts of the country, not in our great state of Texas. It must be below 10 degrees for 10 days in a row to kill fleas in the environment. We may not see fleas 365 days a year but we see them 12 months of the year. The best option to keep fleas controlled is to

use a long-acting oral flea and tick product year-round. Eating grass – It does not mean that your dog has an upset stomach. Many years ago, there was a research study conducted to try determining why dogs eat grass and it found that there really is no specific reason for this behavior. My dog has ear mites – While we occasionally see mites in small puppies it is an uncommon problem for dogs. Ear mites can be a source of

issues for cats. Partly because a pet must come in close contact with another animal with mites to get them. It is much more common for pets to have yeast and/or bacterial infections and there is almost always an underlying reason for the infection.

old I was a rock and roller, not much county music in our house. My dad would listen to “Rose Colored Glasses” and Johnny Cash. I can’t remember mom or dad being heavy into music listening. That could have been a technology issue. We had a huge old radio in the living room with a big dial, a needle

that identified the stations. Lot’s of stations, including some short wave and foreign numbers that I could never understand. The radio had a large green eye that would open and close, to help tune in the station. That green eye glowed in the darkened living room like a monster, blinking and always watching. The radio had a great sound, the speaker must have been 2 ft. in diameter. On a base line,

it would thump, thump. The thumping, with the green eye was kinda scary and soothing at the same time. My brother Cleatus, had a small turntable in our bedroom with cracker box speakers that turned The Beatles and The Monkeys 45’s. Boy, how we rocked! I miss that blinking green eye and oh my, I wish I still had that old radio! 61 years later, I would like to go to that house on Garrison Street and look in the attic. It could still be there!
