to the Regulation Manual for Bois D’Arc Lake. He stated the manual is online and the changes had been published in the paper. Judge Moore clarified the definition of what a recreational vehicle is; the change in verbiage of what an RV park is; and stated the word calendar was added to clarify “days” in the section stating how many days one could stay in an RV park. He went on to say Section C was added to page 2 which says: “Commissioners Court may for a time choose not to exercise its zoning authority to a municipal authority where Commissioners Court determines that the applicable Municipal Zoning Regulations impose standards that are substantially similar to the Lake Zoning Regulations and that those Municipal Zoning Regulations are adequately enforced”. Judge Moore said Section C pertains to the Extreme Boat Storage on State Hwy R3 that we’re overlapping with the permitting process of the City of Bonham and that basically allows for Item 5 to be removed. Fannin County Development Service Director Di Hopkins referenced some verbiage changes that puts “the hearing” into Commissioners Court and takes it out of Lake Zoning in one chart and removes “mail notices” in another chart. Charts effected were on pages 68 and 69.

Go Blue Day for Child Abuse Awareness Press Release - Go Blue Day in Texas is Friday, April 9, 2021. This is a day that people across the state of Texas will be wearing blue in honor and memory of child abuse victims.

The Fannin County Children’s Center has blue shirts available for sale for this occasion. Orders can only be placed and paid for on-line at www.fanninccc.org. Short sleeve shirts cost $12 each and long sleeve shirts are $18 each.

Youth and adult sizes are available in two different designs, including one new design with the slogan “Be One With Courage.”

Orders must be placed by March 29 to guarantee a shirt in time for Go Blue Day on April 9, 2021. When ordering,

there will be an option for free pick up at the Children’s Center after April 6 or pay extra to have the order shipped.

“On Go Blue Day, we hope to once again see lots of photos on social media with people wearing blue in support of victims of child abuse,” said Sandy Barber with the Children’s Center. “Whether they are wearing our shirts or not, we encourage schools, businesses and other organizations to wear blue and take group photos and send them to us so we can share too.”

The pinwheel image on this year’s shirts is a symbol used by many Children’s Advocacy Centers across the country. Staff and volunteers with the Children’s Center will be setting up pinwheel displays across the county during the month of April in honor of Child Abuse Awareness month.

The Fannin County Children’s Center’s mission is promoting safety and improving the lives of abused and neglected children. The agency’s programs include CASA, Children’s Advocacy Center and child abuse prevention classes.

Representative Slaton Files Legislation to Protect Historic Monuments

AUSTIN, TEXAS - Tuesday, March 2, Representative Bryan Slaton from House District 2 filed HB 2571 that will protect our historic monuments and statues from being removed, altered or destroyed. The bill protects important pieces of Texas history, and creates fair legal processes for alterations, removal or relocations.

“On this Texas Independence Day, it is important that we remember the lessons and stories of the past and preserve our storied history for the future. At a time when monuments and statues representing our history and traditions continue to be destroyed across America and even within Texas itself, it is more important than ever that we protect our historic monuments in the public square,” Representative Slaton said.

Similar legislation was filed in the 86th legislature by Senator Brandon Creighton.

The bill was passed out of the senate, but failed to receive a vote on the House floor.

Honey Grove Beta Club/Beta Members Participate in Virtual State Beta Convention

Press Release - National Beta members from Honey Grove High School are celebrating their recent participation in the Texas Senior Virtual State Convention.

They were announced as winners of the following competitions: Jonas Butler, State Beta Vice-President, Campaign Skit Third Place, Hudson Stroud 2nd

Place Woodworking, and Preston Morris 1st Place Color Photography.

Typically, National Beta State Conventions bring together students from across the state to compete in a variety of competitions ranging from academic and STEM-based to visual and performing arts. While State Convention, originally planned to be held in Grapevine, was cancelled for in-person competitions due to health and safety concerns stemming from the COVID-19, members worked hard while taking online tests and preparing competition submissions for their Virtual Convention.

Ben Patrick, present Texas State Beta Vice-President delivered his keynote address during the virtual convention.

Jonas Butler is the sixth consecutive state officer that the Honey Grove High School Beta Club has had.

Those six officers include Emilee Hall, Aaron Nelson, Hayden Stroud, Jake Caffee, Ben Patrick, and Jonas Butler.

GOD OF COMPASSION AND COMFORT It hard to believe that the Texas snowstorm and subzero temperatures were only a couple of weeks ago. During power outages, no water and keeping the fire in the fireplace stoked, God reminded me that HE IS THERE. As I was standing in the pantry, I heard a commotion outside. When I opened the back door, I saw our 100-pound lab chasing a bird down the brick ledge, trying to get the little creature in his mouth.

I rebuked him sternly, called him in the house and shut the door on the storm outside. My sister-in-law, Katie, asked me what was going on. I told her there was a little bird on the ground, obviously in distress. Katie’s heart-felt compassion is extended to all animals, small or large. When I walked back into the living area, Katie was sitting in her chair with this tiny blue bird in her lap, wrapped in a washcloth. She sat there for close to an hour, holding him and gently stroking his head with her index finger. The bird flopped about for a few minutes, then settled down in the warmth of her hand. Katie seemed to have a sense that this little bird’s injuries were severe, but she continued to hold him, monitor his breath, and comfort him. After many minutes of silence, she said, “Oh, I think he is gone.” She waited for some time, then silently arose, and went outside in the storm. She laid his little body on the high branches of a tree to protect him from ground predators.

Whatever you want to call this experience, a “God thing”, “God kiss”, or simply an awakening for me, my mind went to a scripture, “Are not two sparrows sold for a penny? Yet not one of them will fall to the ground apart from the will of your Father.” Matthew 10:29. This little bird’s life on this earth had come to an end, but in life he had been fed by our Father in Heaven; in death, His God held him and comforted him through Katie’s caring hands.

“Blessed be the God and Father of our Lord Jesus Christ, the Father of compassion and comfort, who comforts us in all our troubles so we can comfort those with the comfort we have received from God. “2 Corinthians 1:4 We live in uncertain days. Between pandemics and political upheaval, mounting debt and fewer jobs, it would seem the storms keep rolling in, one on the heels of the other. While friends and family avoid one another for fear of contracting an illness and political foes denounce love to embrace hate in the name of patriotism, people that would normally embrace, embrace no longer. The fires of fear have reached inferno proportions. Jesus told us that prior to HIS return, fear would grip humanity and violence would increase, but to those who know Him, it is a time to look up and welcome His return.

He said, “When these things begin to take place, stand up and lift up your heads, for your salvation is drawing near.” Luke 21-28. For those who are part of the Body of Jesus Christ, it is a time of hope and expectation that we, as His Body, can pass on to those who have lost hope. Many have lost loved ones to the pandemic which has amplified the fear and despair. “Jesus said, ‘Come to me, all you who are tired and burdened and I will give you rest. Take my yoke upon you and learn from me, for I am gentle and humble in heart, and you will find rest for your souls. For my yoke is easy and my burden is light.’” Matthew 11:2830. Jesus warned His disciples of these times, but even they were disturbed by His words, that at a certain times prior to His coming, the world would convulse with “birth pangs” prior to the delivery of God’s Kingdom to rule this earth. “There will be earthquakes, famines and pandemics (plagues) in many places. People will be terrified at what they see coming on the earth, for the powers in the heavens will be shaken.’”

Luke 21:11,26. Yet, in what we know as The Lord’s Prayer, Jesus taught us to pray for just that. “When you pray, say: “’Father, hallowed be your name, Your kingdom come.’”

Luke 11:2. We know that those who know HIM also know that at the end of this pain, this world will be delivered into HIS hands. At the appointed time, He will return. And these times of trouble? They will end in the presence of our Heavenly Father. “He will wipe every tear from their eyes. There will be no more death’ or mourning or crying or pain, for the old order of things has passed away.” Revelation 21:4.

The governments of this world will end, and the Government of the Creator will rest on the shoulders of Jesus Christ. “Of the increase of His government and peace there will be no end. There will be a lasting peace – HIS PEACE without end.” Isaiah 9:7. But for now, the troubles of this world should not, cannot paralyze the People of God. We have the Words of Life and Hope that the world is looking for. It is ours to share. We can be assured that He will never leave us nor forsake us – not in this life, not in death, not in eternity. We communicate in prayer with the GOD OF THE UNIVERSE. Jesus Christ is returning to this earth to finalize the redemption of all creation, to destroy the last enemy, which is death. We will not know the day or the hour, but we certainly can and should understand the signs surrounding His coming. But in those times, there is a God of Comfort, a Loving Father for every circumstance, whether in life or death, and we, the Body of Christ, are His hands of compassion and comfort.

For I am convinced that nothing can ever separate us from God’s love. Neither death nor life, neither angels nor demons, neither our fears for today nor our worries about tomorrow—not even the powers of hell can separate us from God’s love; neither height nor depth, nor anything else in all creation, will be able to separate us from the love of God that is in Christ Jesus our Lord.…

Commissioners Court Tuesday March 2, 2021: Good 2/16/21 Covid-19 Stats-Covid Vaccine Call Center and 2nd Amendment Protection Steps, Discussed

County Judge Randy Moore called to order the Regular Meeting of the Fannin County Commissioners Court, Tuesday, March 2, 2021 at 9:07 a.m. after a brief delay due to Zoom difficulties. Quorum was established as there were three Commissioners and County Judge present. Commissioner Lackey was absent. Invocation was led by Pastor Mark Posey of the First Congregational Methodist Church in Bonham.

Pledges were led by County Judge Randy Moore.

4. Discussion, consideration and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19: County Judge Randy Moore began by stating that as of 4:54 p.m. yesterday, there 3,178 confirmed Covid-19 cases in Fannin County. He went on to say that the good news about that number is that there are only 23 active cases, with 3 of those being in the prisons and 3,115 recovered with 99 fatalities. Currently the hospitalization rate is at 8.7%, down nearly 20% from what it had been. He called attention to the numbers of active cases in surrounding counties being much higher than what they are in Fannin County, i.e., Hunt County – 1,328 active cases, Collin County – 1,295 active cases and Lamar County 236 active cases. He said when asked by Troy Hudson how Fannin has managed to stay below other counties in the active case count, Judge Moore could only think that someone is praying for our county. However, at this point Judge Moore stated he feels the Disaster Proclamation should continue another week.

Motion was made by Commissioner Magness, seconded

by Commissioner Lane, and passed to extend Proclamation one more week.

5. Discussion, consideration and action regarding the Covid-19 Response and Continuity of Operations Plan for Fannin County: Judge Moore expressed his views that this is a good plan, one that should be read by all and asked for thoughts on continuing with the plan. Commissioner Self motioned to continue the plan for one week, motion was seconded by Commissioner Lane and passed.

Discussion, consideration and action to extend the Fannin County Declaration of Local Disaster related to Extreme Winter Weather: Fannin County Emergency Management Coordinator Troy Hudson spoke about why the Commissioners would want to extend the Declaration of Local Disaster related to Extreme Winter Weather for one more week. Judge Moore explained it had been extended yesterday for one more week but because

that would cause the Declaration to end on a Monday, he saw the need to have it extended again today so the Declaration would end on a Tuesday when Commissioners Court is held. Motion was made by Commissioner Magness to extend it one more week, seconded by Commissioner Lane and passed.

7. Discussion and update regarding Courthouse Restoration: Judge Moore read the update as follows: Exterior – Setting the stone caps on columns, preparing for round column install; Set forms and pouring concrete for Cast Iron Stair support; Completed Ice and Water Shield on roof and gutters, ready for roof metal.

Interior – Chilled water piping in attic to air handlers; Finishing plumbing in Attic, testing water lines to insulate lines; Ductwork in Attic; Plaster crew preparing for pumping plaster on walls; Wood blocking around windows; Stone patching at windows; Electrical rough-in at stone walls; Drywall shaft walls for MEP chases and elevator shaft.

8. Report and filing of Continuing Education hours completed for the Tax Assessor-Collector to Commissioners Court per Texas Property Tax Code 6.231; reporting period 11/20/2019– 11/09/2020: Fannin County Tax Assessor Collector Gail Young stated that the tax codes require her to file her Continuing Education hours annually with the Commissioners Court.

Discussion regarding Newton County, Missouri’s 2nd Amendment Preservation Act: Commissioner Self spoke of last year’s steps that were taken in the Fannin County Court, (declaring Fannin County a Second Amendment Sanctuary County)) to protect citizens gun rights.

When he recently read about this Preservation Act from Newton County, Missouri, he thought it might be additional protection worth looking into.

Before Commissioner Self read the Preservation Act in its entirety to the Commissioners Court, Judge Moore asked his Administrative Assistant Lisa Loiselle, if this was on the County’s website and if not to have it added so those interested could read it.

After Commissioner Self read the Act, he said he had not seen any act like this passed in Texas and was just wondering if it might be something Fannin County should pass. District Attorney Richard Glaser was asked to give comment on the Act and Judge Moore asked the Commissioners to remember they were sworn to obey all the laws and protect the Constitution when they took office. District Attorney Glaser voiced a lack of confidence in the constitutionality of the Act passed in Newton County. Not

being a fan of doing things that aren’t effective and yet being a licensed gun owner himself who does not want his own guns taken away, he believes it’s best to let our representatives know of our concerns and wishes on the matter of gun rights. After some discussion, it was decided a letter would be composed along with a resolution making our wishes and concerns known, regarding maintaining our gun rights, and sent to the Governor and state representatives.

10. Discussion, consideration and action regarding personnel or supplies for Covid-19 from the CARES Act Grant or other funding: Fannin County Purchasing Agent Michelle Case stated there was not much to update other than the wait for monies requested is ongoing and that tomorrow they should be completely moved out of the theatre.

11. Discussion, consideration and action regarding the Fannin County Covid Vaccine Call Center: Troy Hudson gave a report of the good job being done and calls that have not slowed down showing that there is still a need for the Call Centers existence. Judge Moore interjected to share a call he received from a citizen of Lamar County who praised the good job our county is doing with the vaccines. He also shared that we are receiving over a thousand doses three weeks in a row.

Commissioner Lane asked about the Johnson & Johnson 1 shot vaccine and Troy said he has not heard of any plans of when those will arrive in Fannin County. Judge Moore said he can see the Call Center remaining open through March and possibly some of April.

The phone number for the Call Center is: 903-583-2189. Troy Hudson suggested that when more providers like Walgreens and other pharmacies and doctors begin receiving vaccines, the need for the Call Center will no longer exist.

12. Discussion, consideration and action to approve Resolution with Government Capital for financing election equipment: County Auditor Alicia Whipple clarified the need for this. Motion to approve the resolution was made

by Commissioner Magness, seconded by Commissioner Self and passed.

13. Discussion, consideration and action to approve payment of bills: Motion was made, seconded and passed.

14. Public Forum: There was one comment submitted via Zoom chat that was passed on.

15. Comments by County Commissioners County Judge: Commissioner Lane thanked everyone for attending via Zoom despite technical difficulties and thanked Network Administrator Dustin Morrow

for resolving the Zoom problem. She thanked her county employees who are working to reduce future flooding and wished all a good day. Commissioner Self thanked Dustin for his efforts and District Atty Glaser for his help and wished all a good week. Commissioner Magness joked about Dustin’s gold star given to him for getting Zoom online.

County Judge Randy Moore said he and Commissioner Magness attended the Upper Trinity Water Shed Meeting Monday regarding Lake Ralph Hall which is going to be another significant lake. He said all can expect more good stuff coming to Fannin County.

He commented on the rapid growth occurring in Fannin County and offered thanks to Dustin for his work.

The annual stockholders’ meeting of the Oakwood Cemetery Association will be held on Monday, March 15, at 5:00 PM in the Local History Room of the Honey Grove Library and Learning Center using the 7th Street entrance. A stockholder is anyone who owns a lot at Oakwood or has a family member buried at Oakwood.

March is a busy month at the cemetery. It is the first of our two annual cleanup months at Oakwood. During this month faded floral tributes and other unsightly items will be removed from lots. This month is the beginning of the mowing season and spraying for weeds.

Memorial donations were given in February for the following: Ima Jean Riddles Hall, C.B. Bryant, Walter Don Brown, and Joe Hawkins.

The Scholarship Committee of the Beta Psi Chapter of Delta Kappa Gamma is now accepting applications for the organization’s annual Recruitment Grant.

The scholarship will be awarded to a woman who declares her major as education and is enrolled as a junior or beyond in college.

Attorney Bristow concluded that this was just a continuation of the good relationship between the operator, the US Marshal, the Sheriff, the county as a whole and hopefully this agreement will allow that to continue. He said what was being asked for with this item was for the Judge to be authorized to sign on behalf of the County, this new contract with the United States Marshals Service at a $91.75 per diem rate (per inmate). After Bristow finished speaking, Judge Moore spoke about the good job the council has been doing on communicating to the Commissioners and the good job the Sheriff has been doing in working with LaSalle Corrections. He expounded on a meeting he had last week in the office of Fannin County Detention Center Warden Stacy King regarding Texas Jail Standards and expressed his appreciation for how well inmates are being treated. He then asked for a motion and Commissioner Self motioned to approve.

Commissioner Magness seconded the motion and the motion passed. After the motion passed Judge Moore stated his belief that this is a good deal for all parties involved.

He noted that with Commissioner Lackey being absent from today’s meeting and Commissioner Lane not having had much time to review the corrections, some more time to review the agreement would be helpful. Attorney Bristow spoke on the need to finalize additional terms to the agreement and noted that sometime in the month of March he will be back in front of the Commissioners Court to seek formal approvement of the agreement. He agreed with Judge Moore’s comment on this being a win, win, win, for the County, the US Marshal Service and LaSalle Corrections. Honey Grove- James “Kerbow” Kilgore, age 79, was born July 29, 1941 in Honey Grove, TX. He passed away on Tuesday, March 2, 2021 at his home in Honey Grove. He is preceded in death by his parents, Edward James Kilgore, Elsie Mosell (Paffard) Kilgore, and a sister, Joy Kilgore.

Kerbow graduated from West Lamar high School in 1959.

Following high school, he worked as a mechanic at Campbell Soup.

He is also survived by sister, husband Stephen, and William Marie Blan; niece, Cindy Ward Brad Carlile and wife Sarah; 18 great grandchildren, 5 great great and Husband Kevin; great niece grandchildren; and sister, Wilma Kayla Ward all of Gillette, WY. In addition, he leaves behind Darwin.

PATTONVILLE -- Senior Journie Hilliard said the scoreboard at practice the past two weeks in Hornet Gym has been illuminated with a result: 48-35.

It’s the final score from Dodd City’s last game of the 2019-20 season -- a loss in the Region III1A semifinals to eventual state finalist Lipan -- and a reminder she said of unfinished business.

The defeat prematurely ended the Lady Hornets’ season -- the previous three of which having reached the 1A girls basketball state championship game in the Alamodome in San Antonio.

Another dominating performance on March 2 -- the thirdconsecutive of the 2021 postseason which previously included holding No. 3 Huckabay sans a field goal in the regional semifinals -- continued an undefeated campaign.

More importantly, the win assured Dodd City (30-0) of returning to the State level of the girls basketball playoffs.

Hilliard had 12 points -- the third of three double-digit scorers for the No. 1-ranked Lady Hornets during a 48-27 defeat of No. 5 Saltillo in the Region III-1A Final at Prairiland High School.

“I’m ready to go to State and prove what we are made of,” said Hilliard, whose 6-3 presence in

the paint helped Dodd City reach the championship game in 2018 and 2019 to complete her freshman and sophomore varsity-starter seasons.

“It’s overwhelming -- very overwhelming,” said sophomore Rion Baccus. “It feels great to be able to play with [this team] and have experiences with them.”

The younger of the Baccus sisters had a team-high 14 points during the regional final win -- continuing her season-long trend of leading the Lady Hornets in scoring each game.

Still being in junior high at the time, she could only be a spectator when the Lady Hornets last played in the girls state basketball tournament in the Alamodome.

Neither Bonham nor Leonard qualified for the playoffs in 11-3A -- where parity and accompanying close contests often characterized play during the 2020-21 season.

Class 3A Leonard qualified 14 girls and three boys for the Region VI Division III powerlifting meets this month.

Meanwhile, 3A Bonham advanced three girls and two boys to the same regional meets: March 6 for the girls at Chico and March 13 for the boys at Kennedale.

Leonard advanced these girls in the following weight classes: sophomore Emily Palmer, 97; freshman Avery Compton, 105; sophomore Sara Westbrook, 114; freshman Kailyn Freeman, 114; freshman Kaya Bayiha, 114; senior Kelbi Dykes, 123; junior Korina Wallace, 132; senior Nakita Harris, 132; sophomore Lexie Eudy, 132; freshman Kalissa Chambers, 132; senior Ashleigh Butler, 165; senior Jacie Doyle, 259; senior Kayle Chapman, 259; and junior Avery Crossland, 259-plus.

Bonham qualified these girls in the following weight classes: sophomore Xitlali Padilla, 123; junior Jordan Passanisi, 198; and senior Dania Arguello, 259-plus.

It equated repeat regional advances for Leonard’s Palmer, Westbrook, Dykes, Wallace, Eudy, Harris, Butler, Doyle, Chapman and Crossland and all three Bonham girls.

Leonard advanced these boys

in the following weight classes: senior Kamron Rogers, 242; freshman Randy Slaughter, 123; and freshman Jordan Barlagne, 114.

Bonham qualified these boys in the following weight classes: senior Nick Rhinehart 148; and senior Elijah McFarland, super heavy weight.

The combining of 3A and 4A in the competition for boys regional trips made it more difficult for Fannin County lifters to advance.

The top two per weight class at each divisional regional will advance to State: March 19-20 for the girls at Corpus Christi and March 27 for the boys at Abilene.

Crossland, Doyle, Wallace, Harris, Butler and Chapman of Leonard and Bonham’s Arguello and Passanisi qualified for the girls state competition in 2020.

Bonham’s Rhinehart and Leonard’s Rogers also qualified for the boys state competition last year and McFarland was an alternate.

However, concerns in 2020 over the spread of COVID-19 prompted the postponement and later cancellation of the girls and boys state competitions.

By Tina Moore Open Arms Homeless Shelter Board of Directors welcomes Sandra Coffey and Keith Arthur, Sr. as new members. The sevenmember board takes care of business for the shelter which opened in June, 2020.

Sandra Coffey has been active as an on-site volunteer since the shelter opened in June. She is

coordinator for volunteer recruitment and scheduling. Sandra received her bachelor’s degree from East Texas State University (TAMU-Commerce) in Education, and her master’s degree from University of Nevada Las Vegas in Special Education.

Sandra brings valuable experience from the twelve years that she lived in Valley View. She was Volunteer Coordinator for

Friends of the Family, Assistant Director for Fruit Bearing Tree Ministry at Gainesville State School and secretary at Pioneer Baptist Church.

Sandra and husband, Roger, have lived in Dodd City for 3 years, where Sandra teaches piano. She volunteers with Manna House and does substitute teaching in Bonham.

They have three sons, one daughter and five grandchildren. The Coffeys are members of Calvary Baptist Church and enjoy farm life.

Keith Arthur, Sr. has also been active as an on-site volunteer since the shelter opened in June. He usually works the evening shift but fills in at other times as needed.

Keith is employed by Bonham VA Health Care Center as an EMS Environmental Specialist.

Keith is a veteran of the U.S. Army. Keith brings valuable experience from working with YMCA, Toastmasters, and as a licensed chemical dependency counselor.

Keith lives in Bonham and is a member of Bethlehem Baptist Church. Keith has a host of grandchildren, four adult children and two minor children who live in Davenport, Iowa. Keith has a true heart for serving others, especially for the homeless.
