Commissioners Court: County’s Indigent Healthcare/Speed Limit Reductions/ Covid Vaccines/Extreme Weather Week Discussed

By Rose Schwartz Tuesday, February 23, 2021, County Judge Randy Moore called the Regular Meeting of the Commissioners Court to order at 9:00 a.m. Quorum was established as all Commissioners and County Judge were present. Invocation was led by Pastor Cody Nelson of the Seventh and Main Baptist Church in Bonham via Zoom.

4. Discussion, consideration and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19: Judge Moore said that as of 3:30 yesterday afternoon, there were 2,493 confirmed cases, 655 probables for a total of 3,148 cases in Fannin County. Of those, 24 are active cases with 6 in prison, 3,084 recovered and 95 fatalities.

The current hospitalization rate is 11.2% which allowed Judge Moore to increase ca-

pacity in restaurants and other businesses to 75%. Though the numbers have improved, Judge Moore urges continued caution. Motion to extend the Proclamation one week was made, seconded and passed.

5. Discussion, consideration and action regarding the Covid-19 Response and Continuity of Operations Plan for Fannin County: Judge Moore stated he saw no reason to change the plan and advised all to read it on their website. Motion was made, seconded and passed to extend the plan one more week.

My name is H.L. Compton and I am the incumbent Mayor since the resignation of Mayor Roy Floyd. I would appreciate your vote as Mayor of Bonham in the upcoming

Press Release - This past Monday (2/22/21) evening BEDCo’s Board of Directors received a ‘clean opinion’ on the FY2020 audit and witnessed Glenn Taylor passing the gavel to Alan McDonald assuming his duties as Board President. Mr. Taylor continues to serve on the board.

Kelly Royse was unanimously elected Vice President of the Board. These two changes

continue through the remained of this term (August) when annual board officer elections are held.

The full board approved a staff recommendation to temporarily amend the Guidelines and Criteria of the much utilized Downtown Bonham – Save Our Structures (DB-SOS) Leveraged Grant program to allow for critical ‘Snowmaggeddon’

repairs caused by the recent extreme cold snap [2/13/21 thru 2/25/21 inclusive] as eligible program expenses, with a maximum award being $1,500. This action parallels one taken in 2014 for damages incurred by the Great 2013 Ice Storm. Businesses or properties must still meet other program eligibility requirement which can be found on listed under Projects on BEDCo’s webpage: http://bonhambedco.com/bedco-projects/ Previously discussed with the board during their recent joint workshop with the city council, BEDCo’s board approved a budget amendment to contribute $40,300 [62%] toward the purchase of a Bonham Utilities Wastewater model with the City funding [38%] the remainder of the $65,000 purchase package. The model is needed quickly in preparation to accommodate anticipated growth across the entire sewer system with particular emphasis on the US Hwy 82/ TX Hwy 121 commercial growth corridor!

Among his first actions as Board President McDonald designated a board working group to continue efforts to craft an RFP/RFQ in coordination with the city staff and potentially including participation by the Bonham Area Chamber of Commerce Board for a Downtown Bonham Master Plan. This group will report back to the full board in March.

Following a brief executive sessions the board approved a staff recommendation to provide assistance to ASF Modular for their planned expansion to Bonham to the former Right Pointe building in Bonham’s Industrial Park, 1530 Texas Avenue. The structure requires retrofitting of a fire suppression (aka sprinkler) system to comply with Bonham’s Life/ Safety Building Codes for any future tenant to occupy. The assistance incentive will be performance-based payable in three installments (50%, 25%, 25%) totaling $88,150 and is subject to city council ratification of the board’s action and approval of the budget amendment. Staff anticipates this action will be forward to the city council for consideration at their regular March meeting.

12. Discussion, consideration and action regarding the process of reducing the statutory speed limit applicable to county roads from 60 MPH to no less than 30 MPH for Fannin County; Texas Transportation Code 545.352: Commissioner Lane addressed the reasons this issue was brought to the court for consideration and noted she has received many requests to reduce speed limits on county roads. Discussion ensued touching on whether speed limits should be reduced on all county roads and what the cost to the county would be. Commissioner Lackey said there are about 775 county roads in Fannin County and gave an estimate of what the approximate cost would be. He shared information he had obtained from another county that considered reducing speed limits, and why the idea was rejected. During the discussion, public comment from two citizens; Amanda Watkins from Bonham and John Finn from Bonham, was read citing their offers to pay the costs for reduced speed limit signs on roads affecting their households. All the Commissioners agreed that something is needed to be done and Commissioner Self stated that in his precinct he has implemented reduced speed limits on a few county roads he knew to be problematic. The concept of reducing the speed on one road at a time was discussed.

Commissioner Lane stated she would be looking into possibly doing that. It was agreed that no action on this item was needed at this time.

13. Discussion, consideration and action to approve Resolution regarding continuation of insurance coverage for retirees: Judge Moore identified this as an item addressed previously, which the Court was advised

by TAC to have the specifics clarified in a resolution. Motion was made, seconded and passed to approve the resolution.

14. Discussion, consideration and action to issue a Request for Proposal (RFP) for updating the Fannin County Hazard Mitigation Plan: Fannin County Purchasing Agent Michelle Case reported on the Request for Proposal. Commissioner Lackey made a motion to issue an RFP for updating the Fannin County Hazard Mitigation Plan. Motion was seconded

by Commissioner Magness and passed.

15. Discussion, consideration and action to address safety concerns with Bryco-Bryant Company via a formal letter from the Fannin County Commissioners Court and have County Judge sign on behalf of Fannin County: This item was passed on.

16. Discussion, consideration and action to award the Wheelchair Lift Base Scope of Work for the Fannin County Courthouse Restoration to Elevating System and Services (Custom Lift): Michelle Case reported on why this is necessary and what the best price is. Discussion ensued. Motion was made

by Commissioner Lackey to approve the wheelchair lift at $28,445.00. Motion was seconded by Commissioner Self and passed.

17. Discussion, consideration and action regarding personnel or supplies for Covid-19 from the CARES Act Grant or other funding: Michelle Case said there were no updates at this time.

18. Discussion, consideration and action regarding the Fannin County Covid Vaccine Call Center: Judge Moore gave an update of the progress being made in getting vaccines to those in need. No action was taken.

19. Discussion, consideration and action to approve payment of bills: Motion was made, seconded and passed to pay bills.

20. Public Forum: There were no speakers in Public Forum.

21. EXECUTIVE SESSION: Consultation with Attorney – a closed meeting will be held pursuant to Section 551.071 of the Government Code; (1) when the governmental body seeks the advice of its attorney about: (A) pending or contemplated litigation; or (B) a settlement offer; or (2) on a matter in which the duty of the attorney to governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter – regarding update of litigation: County Judge Moore said today they had with them James Tidwell who has been acting on their behalf and asked for a motion. Motion was made by Commissioner Magness and seconded by Commissioner Self to enter Executive Session at 10:17 a.m. After some time, motion was made, seconded and passed to enter back into Regular Session at 11:17 a.m.

22. Discussion consideration and action regarding Executive Session: There were no comments that could be shared, and no action was taken.

23. Comments by County Commissioners: Commissioner Lane expressed thanks to everyone who worked last week to make sure people were warm, had water and food and wished all a good day. Commissioner Self echoed that gratitude and hopes everyone has a good week. Commissioner Magness also voiced his thanks and hopes everyone gets out and enjoys the sunshine.

Commissioner Lackey agreed with the sentiments expressed by his fellow Commissioners, said we are all just doing the best we can do and exhorted all to be safe. County Judge Moore thanked Commissioner Magness for covering for him this past week. He opined of the contrast of how Covid has caused so much disunity in our communities and nation while the disastrous winter weather had caused so many to come together and help one another.

He does want it known that: Price Gouging will not be tolerated in accordance with Texas Deceptive Trade Practices 17.46b * After a declared emergency, “selling or leasing fuel, food, medicine, or another necessity at an exorbitant or excessive price will not be tolerated” * These actions are subject to civil penalty of up to $20,000 per violation (up to $250,000 if the victim was over 65 yrs. old) and injunctive relief. * Charging an excessive or exorbitant amount above a company’s or individual’s regular cost of services such as towing, plumbing, construction, etc… will not be tolerated. * If you believe this has happened to you, you should call the Texas Attorney General’s Protection Hotline at 1-800621-0508 to file a complaint or you may file online at: texasattorneygeneral.gov Judge Moore also urges victims of possible price gouging to contact Fannin County District Attorney Richard Glaser.

He expressed appreciation for all the work Commissioners do for the County and hopes the public realize how much they do, touched on the vaccine availability and noted that Rep. Pat Fallon wants to recognize those who have gone out of their way to help others during the extreme weather. He asked the public to submit the names of those who went above and beyond during the crisis via email.

Temporary Exemption for Qualified 11/14/17 Damaged by Disaster Property

Fannin Central Appraisal District for Immediate Release - Due to the February 12, 2021 disaster declaration by the governor, certain properties within Fannin County may qualify for a temporary exemption under section 11.35 of the Texas Property Tax Code. One of the primary requirements for a “qualifying property” is that at least 15 percent of the structure value was damaged by the disaster (the exemption applies to tangible business personal property used in the production of income as well). For example, if the market value as determined by the Chief Appraiser is $100,000, the damage would need to be a minimum of $15,000 to qualify. If you believe your property may qualify, an application for a temporary exemption is located online at www.fannincad.org under state forms.

Corn Chowder ¼ c. butter 2 c. chopped onion 1 c. chopped celery 1 tsp. celery salt ½ tsp. cayenne pepper 1 tsp. minced garlic 1 bay leaf 3 c. peeled, diced

potatoes 4 c. fresh or frozen corn 8 c. chicken stock or more if necessary 2 c. cubed cooked ham 1 c. milk 1 c. heavy cream The sweetness of the corn is balanced by the salty, smoky flavor of the ham.

Remove from heat and discard bay leaf.

Adjust seasoning to taste with salt and pepper. Garnish each bowl with some green onion tops.

I am often asked how I began writing my weekly article at the age of 90. On July 2, 2013 the first edition of “From My Life to Yours” appeared in the Fannin County Leader, our weekly newspaper. This new work that would come to mean so much to me would have its beginning and start this way.

Some weeks earlier I had been approached by a close family friend of many years, Mr. Tommy Turner, owner of the local paper concerning a desire that God had placed in his heart. We had prayed together regarding this idea and what God would lead us to, or provide us with for this goal. He wanted to make available space to be used for the printing of a weekly article.

Furthermore, he asked me to consider writing this article and to do so from my life’s experiences.

He felt that lessons I had learned through 90 years of living would find welcomed lodging in the 15,000 homes it would reach. He felt my military experiences in WW II, my prisoner of war days, along with my journey into

when you end your service to God or others. I have been awakened more than two times in my life in the midst of different chapters that God was not through with me. That my story could still be relevant and heard and applied. The story of a 94 year old can be the same story as a 21 year old business major starting out. God gives each of us unique experiences at different times in our lives. There is a reason. It is the same God that brought me through combat and prisoner of war experiences in World War II as brings people today through sickness, new chapters in their lives, hopelessness, challenges that can’t be conceived. I am thankful that people still find my stories relevant although I drop to my knees and pray we never experience war on that scale again. I am thankful for the chance to tell my story to a more diverse au-

God breathed. At the end of June, I will have been writing this article for four years, and I have received so many blessings through telling His story and my story together.

This week has brought joy and fulfillment beyond my fondest expectations. The support of the readers of my article, the togetherness of our Leader staff, the encouragement of my daughters, and the warm blessings of God gives to me the desire to serve God in this capacity until led otherwise.

A closing lesson for all of this is to find God’s plan for your life. Use the doors of service that open to you. Lift Him up!!!! Love people from all walks of life just like Jesus did!!!!! However, most of all, let others see Jesus in you.

That’s what it is all about my brother and sister, let others see Jesus in you.

ministry would somehow find itself relevant and applicable for today. The idea was an attractive and encouraging one and I was honored to share in this door of opportunity. As I made the request the center of praying, I was amazed by its timing in my life.

Let me explain. This incredible offer found me after I had just lost my life long companion of 67 years. She was the mother of my beautiful daughters, the matriarch of our family and grandmother as none can compare, friend of so many, especially the wounded-hearted and had passed away a few weeks earlier. Special Meeting of the Commissioners Court to Discuss 3/7/17 Disaster Declaration for Extreme Winter Weather of Bonham who are making efforts to provide meals to those in need. He then read the Declaration of Local Disaster Related to Extreme Winter Weather which he signed. After reading the Declaration he said that the County Judge can authorize a Disaster Declaration for a week, but anything further than that must be authorized by the Commissioners Court. Commissioner Magness motioned that the Disaster Declaration be extended for a week. Commissioner Lane seconded the motion and the motion passed.

Judge Moore said that people should assess their damages and document expenses.

3. Public Forum: Fannin County Emergency Management Coordinator Troy Hudson advised individuals seeking any kind of assistance from the Individual Assistance portion of the Disaster Declaration are highly recommended to go onto the link found on the Texas Division of Emergency Management (TDEM) Website. After Mr. Hudson spoke, County Judge Moore made a comment about Price Gouging

Monday, February 22, 2021, County Judge Randy Moore called to order a Special Meeting of the Fannin County Commissioners Court at 11:00 a.m.

Quorum was established as all Commissioners and County Judge was present.

Discussion, consideration and action to extend the Disaster Declaration for Extreme Winter Weather: Judge Moore began by thanking all the Commissioners for the extra work they did this past week because of the extreme weather conditions with a special thanks to Commissioner Magness for filling in for him while he was away.

He asked the Commissioners to give a report on the type of work they did, due to the weather conditions, that they would not normally have had to do.

Commissioner Lane began by stating that the Emergency Operations Center called and asked to have trash hauled from nursing homes in her precinct. She posted an offer for firewood on Facebook to those in need and delivered firewood in her truck to those who responded to her post on Wednesday. She also drove roads in her precinct as well as having to fix a broken water pipe in her barn.

Commissioner Self said he too drove roads and fixed a busted water line in his shop.

He received a call from the EOC at the Sheriff’s Office of their losing heat, so he and his road and bridge guys got the Sky Track Lift from the Courthouse which they drove to the Sheriff’s Office so the repairmen could obtain access to the heating unit for repair. Afterwards he picked up and delivered water to the hospital and the DPS office in Sherman and brought back two pallets of water for Bonham. He checked on equipment, checked in with EOC a couple of times and did a walk-through of Trenton Mills School with Troy Hudson because of a water line break.

Commissioner Self thanked Troy Hudson, Tammy Biggar, Alicia Whipple and all the County employees who helped to keep things running.

Commissioner Magness did not have a list of jobs per se, as he had filled in for County Judge Moore, but jokingly added that the judge does not make enough money. He did want to thank all the county employees that came together

to make everything work. He specifically wanted to thank the emergency manager coordinator, auditor and the County Clerk/PIO Officer Tammy Biggar.

Commissioner Lackey said that he, like his fellow Commissioners; did a little of all of it. Along with dealing with broken pipes, he received calls about 2 separate citizens needing help. His son helped with one of those calls as he used his 4 WD truck to get the vehicle of a gentleman who moved here from New York, from the County Road he was stuck on to a County Road he was able to drive on. He also helped a couple who was living in a home he had thought was vacant. He afterwards gave them his card with his number to call him should they need further help. He voiced thankfulness for the many who came together to help others.

Judge Randy Moore agreed and wanted the public to know that their Commissioners are called upon in times like these to put in extra hours without extra pay. He also commended the First Baptist Church

EUGENE (PERRY) DURHAM A memorial service for Eugene Perry Durham 78 of Bonham, Texas will be announced at a later date.

Perry passed away on Thursday January 28 2021 at Wilson N Jones Hospital.

Perry was born July 2 1942 in Dallas,Texas to Troy Columbus Durham and Ruby Geneva Durham. As a child growing up close to the Dallas Zoo he had the most wonderful childhood stories.

After high school he joined the United States Navy where he proudly served his country, he later started Durham Electric where he worked until retirement.

He loved his family especially his grandchildren. He loved making people laugh, he also loved fishing, old cars and was a huge fan of the Dallas Cowboys.

He will be greatly missed and forever in our hearts. He is proceeded in death by his son Robert Durham, father Troy Durham, mother Ruby Durham Kutcherousky, brother Junior Durham, and brother Leon Durham.

Perry leaves to cherish his memories a loving wife of 41 years Doris Jean Durham and his best friend Babee who sat by his side every day, a son Toby Durham and a daughter-inlaw Kim Durham and 2 stepdaughters Susie Tionloc Whitley and partner Paul Duncan of Telephone, TX. Honey Grove- Windell Magness Carter, age 83, of Mesquite, TX was born on October 11, 1937 in Honey Grove, TX to Robert Carl Carter, Sr. and Dora Belle (Rheudasil) Carter. He passed away on Wednesday, February 17, 2021 at Dallas Regional Medical Center in Mesquite, TX. Funeral services were held at 2:00 pm on Sunday, February 28, 2021 at Cooper-Sorrells Funeral Home Chapel in Honey Grove, TX. Rev. Terry Paul Cunningham officiated. Interment followed at Oak Ridge Cemetery. Serving as pallbearers were Rodney Carter, Jason Carter, John Carter, Rick Carter, Arthur Carter Jr., and Quinn Carter.

Windell served honorably in the United States Army, Signal Corps from January 1961 to December 1962 during the Vietnam Era. After his Army service, he was a master appliance repairman and worked for General Electric until he retired. Windell could build or repair anything that he set his mind to learn. He was a loving father, grandfather, brother, uncle, son, and friend.

Windell is survived by his sons, Rodney and Jason and their families. Three brothers, Otis Elmer, Hubert Marion, and Delmer

Wayne Carter; and sister, Mary Belle Segler and their families along with many grandchildren, nieces, and nephews.

He is preceded in death by his parents, Robert Carl Sr. and Dora Bell Carter, and brothers, Robert Carl Jr., William Arthur, and Perry Oliver Carter.

3/2/21 Bonham- Rena Mae Creekmore London age 89, of Pilot Point, TX was born on January 21, 1932 in Texarkana, AR to Rae Creekmore and Lillian “Lilly” Reese Creekmore. She went home to be with the Heavenly Father on Monday, February 22, 2021.

Rena graduated from Bonham High School, top of her class, at the age of 16 in 1948. She then attended Austin College and became the valedictorian of her class with a degree in English and education in 1954.

Rena furthered her education earning her master’s degree from East Texas State University in elementary school counseling in 1958. Rena was a teacher and elementary school counselor in Grand Prairie and Richardson, TX for over 35 years. She was truly a gift to the earth, as she touched so many young people’s lives over the years with her kind and nurturing spirit.

In August of 1949, Rena married Bryce London, a Navy Veteran who served on a minesweeper in World War II. Upon his return they had 3 boys and one girl that she adored and devoted her life to.

Rena was a loving wife, mother, grandmother, great grandmother, sister, aunt, daughter, and friend.

Her love and light will be greatly missed by all who knew her.

Left to cherish her memories are sons, Dr. Kirk London and wife Donna of Pilot Point, David “Bubba” London of Pilot Point; grandchildren, John London, Christy Mullins, Courtney Anthony and husband Ian, Kyle London, Klay London and wife Lisa; great grandchildren, Macy Mullins, Gavin Robbins, Chloe Robbins, Luke London, and Avery London.

Barbara Ann (Seale) Diedrick went to be with her Lord and Savior on Monday, February 15, 2021, at the age of 86. She was born on January 29, 1935 in Honey Grove, TX to Staley Harvey and Edna Faye (Thompkins) Seale.

She married her high school sweetheart, Robert Eugene (Gene) Diedrick on November 25, 1952 in Texarkana, AR. The first time Gene saw her he told one of his teachers he was going to marry her although, according to Barbara it was highly scandalous because he was a couple years older. Together they created a close-knit family and a wonderful life full of love and support for one another, cherished friends, memorable trips, and multiple businesses spread across Honey Grove, Electra, Tyler, and Bedford, TX. Barbara was a florist shop owner, homemaker, loving wife, mother, grandmother, great grandmother, sister, daughter, and friend to so many. She was beloved by anyone who knew her.

She told the best stories, had the funniest sayings, and knew how to bring a smile to someone’s face while giving endlessly to make others happy.

Barbara loved her family, friends, competitive card games, birds, cooking, entertaining, holidays (especially Christmas), and taking care of those she loved.

Left to cherish her memories and wonderful life are her loving husband of 68 years, Robert E Diedrick of Hurst, TX; children, Donna Diedrick Head and husband Phil of Plano, TX and Didi Diedrick-Riley of Hurst, TX; grandchildren, Alex Head, Stali Allport and husband Tony, and Brett Riley and wife Lauren; great grandchildren, Rylee, Ryder, and Ryan Allport, Grace, and Blake Riley; along with numerous nieces and nephews.

He was a letter carrier for the United States Postal Service and of the Church of Christ faith. He was a loving husband, father, grandfather, great grandfather, uncle, brother, son, and friend. George will be greatly missed.

Disaster Declaration Continued from page 11 After making that statement, Judge Moore advised that more credibility could be obtained if you are looking to make such a complaint to first call the Fannin County Attorney Office to discuss the matter with them. He further added that in some cases if your case is a small local issue, the Texas Attorney General would not help you, but the Fannin County District Attorney Richard Glaser may.

Judge Moore also said that the President did accept our Governor’s request to declare all of Texas a disaster area with the exception that only 77 counties would have the Individual Assistance available. However, under Business Assistance which includes businesses, schools and cities, all Counties are eligible for assistance. Fannin County is not one of the 77 counties which have been approved for Individual Assistance, but inquiries are being made as to how and if we can be added. In the meantime, he advised citizens to keep track of expenses in the event Fannin County is added.

“Grayson College is proud to be the only college in the state to use COVID-19 Special Initiative funds to provide workforce training scholarships in our community,” GC President Dr. Jeremy McMillen said. “This funding makes vital training in high-demand healthcare occupations available to more students, meet local employers’ needs and support the economy across Texoma.”

Scholarships are available for any of four upcoming Certified Nurse Aide training courses: April 26 to June 3; May 24 to July 1; June 28 to August 4 or June 29 to August 5. All training will be held using a hybrid model. Most coursework will be completed online with limited in-person classes to fulfill the mandated skills portions of the training.

GC is following strict health and safety protocols for any in-person training, including temperature checks and the requirement for students and staff to wear masks.

Scholarship acceptance requires successful completion of the Certified Nurse Aide program. Scholarship recipients must also seek employment as a Certified Nurse

Aide immediately following 1/15/19 successful course completion.

To date, 97 students have benefited from the Skills Development Fund COVID-19 Special Initiative scholarships. Those receiving the full tuition scholarship re-

ceive job search assistance as a complement to the training.
