6 Discussion, consideration and action to approve County Treasurer’s Financial Report for January 2020 – County Judge for County Treasurer – Treasurer David Woodson submitted the report to the Court.

The property taxes are beginning to come in and the January receipts totaled $5,914,890.88.

7 Discussion, consideration and action to approve County Treasurer’s Investment Report for January 2020 - Treasurer David Woodson reported the interest on the nine TexPool accounts was $4,553.07 for January. The balance total for those nine accounts is $3,370,967.

Court to inform them February is Teen Dating Violence Awareness Month. She stated the largest percentage of dating violence involves those ages 14-26. In 2019, the youngest victim of dating violence was 14 and she lost her life. She encouraged families to talk to their children, grandchildren and make sure they know it is

Last Monday, on the eve of Early Voting, Mike and I had the special honor of being invited to listen to Governor Abbott speak on the importance of getting out the vote.

He stressed how we, as Republicans, have got to not only get to the polls, but encourage five others to come along as well. KEEPING TEXAS RED will require an allhands effort and must not be taken for granted!

Running to serve you as County Commissioner Precinct 1 continues to be an exciting and rewarding experience. So many people have stopped by my table outside the Armory to offer their words of encouragement and support.

You’ve shared what County services impact your quality of life the most, allowing me to better adapt my plans in providing them.

All roads lead to the solvency of our County’s budget. Some of these “roads” are fraught with as many potholes as the ones we drive on and it’s going to take a business & numbers-minded approach to navigate them. As a local Board Trustee, I gained 7.5 years experience working within a tight school budget to do exactly that. Twenty years at a law enforcement agency also required the good stewardship of tax-payer money.

As for the status of our roads, simply put they are unacceptable. Certain bridges exist in our county that a Fire apparatus cannot cross. Emergency responders must take nondirect routes to a scene delaying critical services. Yet not all of these fixes are costly. My Work Plan for our roads contains several actionable steps which will be implemented immediately by our Pct. 1 crew members.

9 Discussion, consideration and action to approve a Resolution regarding civil rights for the TxCDBG project 7219149 for Hickory Creek water system improvements and have County Judge sign on behalf of the County – Mr. Edwards explained all the civil rights involved and how they are to be addressed during the process of improvements. Commissioner Magness made the motion to approve and Commissioner Self seconded. Motion carried.

10 Discussion, consideration and action to approve a Resolution to accept grant funding from the Office of the Governor for the Structured Family Therapy Program operated by the Juvenile Probation for FY 2020-2021 –Juvenile Probation Director Brandon Caffee stated the department has received $287,231 in grant funds, beginning in 2012. Only one year, 2014, the department did not receive funds. This request is to approve acceptance of grant funds. Commissioner Whitlock made the motion to approve.

Commissioner Magness seconded. Motion carried.

11 Discussion regarding EMS monthly Profit and Loss Report for January 2020 – Chief Riddling stated EMS responded to 350 calls in January. Commissioner Lackey asked what percentage of calls are in the County versus the city. Chief Riddling stated more are in the city and it usually averages to be that. They answer all calls and not all are legitimate needs but they go. Commissioner Lackey also asked about charging for some calls. Chief Riddling said they do evaluate each situation and they have charged probably three calls, in two months. Judge Moore thanked the Chief for the report.

In early summer, I will be completing seven years of writing this column. It has been a very special joy. It is my hope that the truth I have tried to convey has found special lodging in the hearts of the readers. The first edition was one titled, “Thanksgiving More Than a Day”. My thought then and now is “thanksgiving” is an attitude of life. Likewise, the thought for this week in regard to prayer is “Prayer is more than the words we say.” The effectiveness of our praying depends on the vehicle of faith on which our prayers are delivered.”

I agree with the writings of Dr. Warren Wiersbee that say “prayer is the energy that enables the praying believer to wear the armor of God and to wield the Sword of the Spirit. We cannot fight life’s battles in our power, no

matter how strong or talented we think we are. Prayer is the power for victory, but not just any kind of prayer.

In Ephesians 6:18-20, Paul tells us how to pray.

The same thought is expressed in 1 Thessalonians 5:7. He says, “pray without ceasing.”

Obviously, this does not mean always saying prayers. While we are to practice perseverance, what Paul is talking about is always being in communion with the Lord. Jesus is the indwelling Christ and has been since our conversion.

Thus, he is constantly available and approachable. We pray to the Father, through the Son and in the Spirit.

We are also reminded that there are many different kinds of prayers. Prayers of supplication, intercession, and thanksgiving are some examples.

There are forms attached, making it easy for interested citizens to apply for development at the lake.

This simplifies the process and doesn’t require handing out the entire lake manual.

24 Discussion, consideration and action regarding Executive Session II – County Judge Moore stated the Court will pass on Item 24. *** RECESS ***11:09 a.m. to 12:45 p.m.

25 Discussion, consideration and action to approve an order authorizing the issuance of “Fannin County, Texas Combination Tax and Limited Pledge Revenue Certificates of Obligation, series 2020” and other matters incident and related thereto and have County Judge sign on behalf of the County – County Judge – Andrew Friedman, the County’s Financial Advisor from San Antonio, gave information on the bids for the $9.9 Million Certificates of Obligation.

Robert W. Baird came in with the best offer at 2.14% interest, outbidding 6 other banks across the nation. Judge Moore stated they were expecting 3%, so the cost is less than expected. Funds will be delivered to the County on March 10, 2020. $9.9 million will be wired into the construction account. The County will receive another $5,812 which will go into the accrued interest and sinking account. Mr. Friedman said the County has a great credit rating and this is only the second bond issuance. Commissioner Lackey made the motion to approve. Commissioner Whitlock seconded. Motion carried.

County resident Jerry Partain asked Mr. Friedman who will be syndicating the bonds and will they be discounted.

Mr. Friedman said the bond prices are locked in. Mr. Partain asked what will be the principal terms on the bonds.

They are sold in $5,000 denominations and are taxexempt municipal bonds. Mr. Partain thanked the Court for their work and he said he is very proud of them for making

A decedent of the Gorrell family, who originally sold the land for the Sunnyside Cemetery, donated a Winchester Model 94 Carbine Legendary Frontiersman Rifle to the Cemetery for a fundraiser. The gun has never been fired and is still in the original box..

There has been a tremendous response to this and 250 tickets have been sold for the gun.

My Dad, as a young boy, used to walk my grandma to work when the weather was bad to make sure she was safe. My Dad finally was able to complete the police academy when I was about 5 years old.

I have been blessed to be able to watch my Dad throughout his law enforcement career. He has dedicated numerous nights, weekends, holidays and missed special events to serve the community he worked for and at times it was frustrating to me but it taught me to serve others before self which probably lead to my career in nursing.

My Dad became a single father when I was 13 months old. He had to work 3 jobs at times to make ends meet but I was ALWAYS his first priority and the basis for every decision he made. We moved to Fannin County in 1992 knowing very few people. When I told him he was going to be a Grandpa at the age of 38, he was surprised but very supportive. Not once did he suggest any option other than to help me in any way possible to provide a loving home for my daughter. Now we are excited to welcome his first great granddaughter later this spring.

With each position my Dad has held, he has always chosen what is right over what is popular. He has made tough decisions and angered some people but worked hard to follow the law. I have never seen him meet a stranger or fail to assist someone in need. I get random messages to this day telling me that my Dad and Kathy are taking someone to a motel so they will be safe for the night, to a bus station to help them get where they are going or to Wal-Mart for food or clothes. Many have seen them in a restaurant sharing a hot meal with a transient they picked up on the side of the road. My Dad and Kathy help struggling families and they never ask for anything in return. His kindness and compassion doesn’t stop with people, it extends to animals, too. My Dad and Kathy have rescued numerous dogs, paid veterinary bills for people who couldn’t afford the unexpected expense and they have opened their hearts and home to senior dogs of all breeds and sizes.

My Dad is a well experienced police officer and has done an amazing job as the Sheriff for the last 3 years but more than that he is honest, compassionate and has a heart for helping others. These are the reasons I will continue to support Mark Johnson for Fannin County Sheriff.

With Election Day almost upon us I can honestly say I believe there is only one choice for Fannin County in the upcoming Sheriff’s Election. My name is Destiny Tweedy and I am the Communications Supervisor for the Fannin County Sheriff’s Office.

So many thoughts have crossed my mind as I learn about each candidate from their social media, newspaper ads and candidate forums. I know I can’t help sort any of that for you but what I can offer is unique “insider” information about Sheriff Mark Johnson and how he conducts day to day business.

I’ve seen the things flying around on Facebook about why employees “can’t” comment.

I can assure you that any one employee is encouraged by the Sheriff to “speak their mind.” Most folks here don’t publicly speak because they don’t want to offend any friends or neighbors and prefer to try and stay neutral.

Comments have been made that Fannin County does not currently have a “working Sheriff” and I’m slightly confused by that statement. I’m not sure what other folks consider to be a “working Sheriff.” In my opinion, a working Sheriff is someone who answers calls alongside his Deputies, assists in identifying and meeting the needs of the community, fosters the building of working relationships between agencies or just folks in general but most importantly he volunteers to put himself forward to serve and try to have a positive influence. Using that as my personal definition, I believe Sheriff Mark Johnson does an outstanding job. I’m in a position to see all of those things … I’m a dispatcher. I know what you’re thinking … how can he be a “working Sheriff” when he wears a suit to work every day? You are correct, he does wear a suit to work on most days.

The important part of this tidbit of information is that it truly doesn’t matter what he wears! I have personally dispatched Sheriff Johnson to disturbance calls, loose livestock, motorist assists and reckless drivers. Never once has he ever told me to dispatch someone else nor has he ever behaved in a manner that would suggest he feels that answering calls is beneath him. If you have ever heard anyone ever say that about him, I’m here to tell you that it just isn’t true. I’m proud to say I have seen Sheriff Johnson, on multiple occasions, come in to dispatch with mud on his dress shoes and his slacks from putting up cows. As a matter of fact there was one morning in particular that stands out in my mind when he radioed in to dispatch on an officer initiated task for a motorist assist to change a flat tire. I told him to standby and I would get a Deputy who was close by to help and the Sheriff told me “… that won’t be necessary, I can change a tire.” I could hear the smile and the slight laughter in his voice. Shortly after, he showed up in dispatch with mud on his shoes and grease on his hands with a smile on his face. Simply stated, I run a short report every month to show how many calls for service the Sheriff’s Office has taken. The purpose of the report is to keep track of how our call volume for the county is fluctuating and if any one area of Fannin County needs any kind of special focus. There has not been a month yet that Sheriff Johnson doesn’t show up on my report. So I believe Sheriff Johnson is a “working Sheriff.”

I would also like to speak to the idea that the Sheriff’s Office does not cooperate well with other agencies in the County. Some of the negative things being said during this campaign season are not reflections on just the Sheriff but on his entire office. The Sheriff is not the only person who communicates with these agencies. It is a working relationship for all of us. There are some employees here that have served this community through the administration of several Sheriffs. There are also officers who have served their cities in this county for many years. These folks have known each other and worked together for years. To play devil’s advocate for some of the newer additions to the agencies, some are new to their current positions but have been in law enforcement for years while others are new to law enforcement but not new to the communities that they serve in any regard. They are your friends and neighbors who have stepped up to serve.

In fact, the horrible accident that Deputy Morales was involved in recently was after cooperation between two agencies. Your Fannin County Deputies had responded to a call for service in Ladonia for suspicious circumstances that required two deputies to respond. After clearing from that call, they headed up State Highway 34 toward Honey Grove to again part ways and patrol. They had planned to stop together to grab a quick bite to eat between calls when they heard the Honey Grove Officer advise he would be making an arrest on a traffic stop. Deputy Morales offered to head to that location while his partner ordered food for the both of them. After assisting Honey Grove, he was on his way to pick up his dinner, when the call was dispatched for a disturbance with weapons involved. In my opinion, Deputy Morales put service above self in an attempt to respond so quickly. I have seen the very critical comments from a few with regard to his decision that night and Sheriff Johnson has received his fair share of criticism regarding the accident as well. I feel that it should be known that on that night, after receiving word of the accident at almost 9:00 pm, Sheriff Johnson went immediately to the scene of the accident. Our Lieutenant also came out that night and went to the hospital to sit with Deputy Morales and his wife. We are a family and that’s what we do.

I have seen, during this campaign, attacks that were meant to question the Sheriff’s judgement regarding staff selections, also.

I’ve seen the devastating effect that it has had on the families that have been mentioned by name in some cases and I don’t have words to express the sadness I feel as a human being that these law enforcement officers have had to endure these attacks on their character. Those folks didn’t make a choice to run for office and put their families out for that kind of cruel scrutiny. This does bring up the topic of “turnover rate” at the Sheriff’s Office. I know that the seeds of doubt have been planted that good people are leaving quickly due to the Sheriff. We have lost employees over this last term, which happens anywhere. From an inside perspective, here is what has happened. Some employees have left after they’ve received their training and gotten a little bit of experience due to lack of pay. That’s a very ugly truth. The silver lining to that very negative remark is that the quality of training received from Fannin County is good.

The second reason that employees have left is because Sheriff Johnson has raised the bar of expectations. He has changed the way things have been done in the past, gotten rid of the “status quo” of “… well Sheriff, that’s the way we’ve always done it.” The “good ole boy” system doesn’t work here. The Sheriff expects everyone to do their best every shift, every day. He expects you to train, he expects you to conduct business professionally, he expects you to act in good faith and he expects you not to embarrass yourself in your community because before you reflect on this office, you will reflect on your family and your neighbors. Sheriff Johnson isn’t afraid to make the tough decisions that aren’t always popular but are necessary at times. Much of the negativity you see during this campaign is based on some of those decisions by a disgruntled few.

Sheriff Johnson has done his very best to ensure that every one here is doing everything possible to make Fannin County better.

He’s brought together a diverse team of people to fill the needs of this county and we all play to each other’s strengths. I personally came from a county with a much higher call volume than Fannin County and a slightly higher paycheck, too.

I met Sheriff Johnson for the very first time in late April of 2017 after just coming off of an overnight shift. I agreed to meet with the Sheriff at the encouragement of a dear friend who had arranged the meeting and insisted that I had the skill set the Sheriff was searching for. I did not in my wildest dreams expect that I would leave my current position at the time, not to mention my work partner or a Sheriff that I respected and loved. I was vested where I was, that was my home, my community. After talking with Sheriff Johnson and listening to his vision for the County that he is so in love with, I had a tough decision to make. Sheriff Johnson spoke honestly with me from the heart and shared his vision for what Fannin County could be. His love for this county is infectious and before I knew it I was enamored with it myself. He couldn’t entice me away from where I was with money as I mentioned before, I took a pay cut, and he apologized for that and he couldn’t lure me with fancy new technology because I came from a county with more advanced technology and better quality equipment. All he could promise was a once in a lifetime adventure in a county that he loves, with the chance to make a difference in the lives of people he believes are truly deserving of the best.

I have watched as Sheriff Johnson has diligently worked towards his vision. I’ve seen the disappointment that builds as obstacles mount and instead of witnessing frustration which would be customary of this kind of situation I see a renewed determination, positive attitude and creative problem solving.

I’ve heard the rhetoric being thrown and regurgitated by others that the Sheriff is going to the candidate forums and running to the media “tooting his own horn” but let me tell you what I see … I see a Sheriff who loves his job and who is looking at every opportunity to speak as a “5 minute job interview.” He is using his time to tell the only people whose opinion he values, the citizens (not just the voters) of Fannin County what skills and qualifications he brings to the table to offer you along with a list of accomplishments to prove the validity of his skills. He is proud of his office and I am as well. So much has changed for the better in 3 years.

Sheriff Johnson stands behind his team. He is always trying to make things better for us and is always available to us. He praises our accomplishments and stands in front of us to defend against the negativity. He recently created a Facebook post to his employees, his work family and apologized for the horrible things being said about them and he was mocked for it by a small group.

It takes a strong person to apologize for the actions of others and try to encourage everyone to stay positive.

Please feel free to reach out to me and ask any questions that you may have in regards to working for Sheriff Johnson. I know that he will be listed as #2 on the ballot but he is definitely #1 in my opinion and Fannin County is lucky to have such a dedicated public servant willing to step up and accept the responsibility as the Chief Law Enforcement Officer for this county.

I am proud to serve the citizens of Fannin County alongside Sheriff Johnson.

CANDICE “CANDY” GWEN VICTORY

Candy went home to be with her parents early Tuesday morning, January 21, 2020 at her residence in Spring, Texas. Memory Services were held at 3:00 p.m. Saturday, February 22, 2020 at Willow Wild Cemetery under the direction of Wise Funeral Home. Prayers and memories were shared by family members at the service.

Candy was born on the 4th of July in Dallas, Texas, the daughter of Ben Adair Victory and Naomi Ruth Victory, both who preceded her in death, December 19, 2000 and May 8, 2011. She attended Baylor University where she fell in love with Literature and Drama.

Candy worked at Theater Three in the children’s department after college. She assisted with plays, even acting in some as well.

Candy later worked for TickeTron in Arlington, which eventually became Ticketmaster. She relocated to Houston and worked as the Event Creator for over 25 years. Candy enjoyed working in an artistic atmosphere where she could divulge her love for Drama, music, theater; all the things she loved in college. Memories of her will be cherished always.

Candy is survived by her sister, Benita Jill Verinder and husband Wesley Herbert of Spring, Texas; nephew, Johnathan Wesley Verinder and wife Lisa Marie; great nephew Benjamin Robert Verinder; and great niece Naomi Marie Verinder, all of Webster, Texas.

FLOYD CHANDLER BURNETT JR. Floyd Chandler Burnett Jr., 73, of Whitesboro, Texas was called home to Heaven on Monday, February 17, 2020.

Chandler was born November 1 ,1946 in Gilmer, Texas to Floyd Chandler and Ruth (Cain) Burnett Sr. He married his wife Janet Jennings in Garland, Texas on April 3, 1971 and that began a whirlwind 49-year love affair.

He was a teacher, coach and principal for 13 years, serving at Dallas Hillcrest, Sulphur Springs and for Whitesboro ISD from 1979 to 1984. Chandler was the owner and operator of State Farm Insurance in Whitesboro for 26 years. He was a member of the First United Methodist Church in Whitesboro, a member of the Kiwanis Club and a 32nd Mason with Whitesboro Lodge #263. He enjoyed reading and was an avid football fan. He loved being a part of the Whitesboro football teams chain gang. He loved hanging out with his grandchildren and loved teaching them about farm life. Chandler loved people, he loved Whitesboro and he loved being around others and telling jokes, he was a one of a kind man, one that always had a smile on his face and a story to share with you.

He is survived by his wife, Janet Burnett of Whitesboro; son, Brian Burnett and wife, Jennifer of League City, Texas; Jason Burnett and wife, Leah of Blooming Grove, Texas; daughter, Sarah Watson and husband, Eric of Dallas, Texas; grandchildren, Abby, Kate and Brady Burnett, two brothersin-law, Howard Jennings, and Glenn Jennings, as well as numerous nieces, nephews, cousins and loving friends.

State Step Up: Hoops playoffs mark 15 years since Trenton Tigers’ semi-state final trip

By Rich Hilliard TRENTON -- A familiar face around Trenton ISD the last quarter century will depart later this year.

Rick Foreman will retire on June 30, ending a career there that has included time as a teacher, a coach and an administrator.

“My experience at Trenton has been unbelievable,” said Foreman, who currently serves as the district’s superintendent and, for the last two seasons, head girls basketball coach again.

“I [have] had a lot of great experiences coaching the girls and boys at Trenton,” he said.

“The 2004-05 [boys basketball] season ranks in the top three experiences I would say.”

On Feb. 11, Foreman won his 300th basketball game as a head coach at the school -- 30 of those wins came during that unprecedented season for a Trenton team of either gender in the sport.

This year marks the 15th anniversary of the Tigers’ run to the Class 1A Division-I semistate final in boys basketball.

“I had 11 players on the varsity that year: eight seniors, one sophomore and two freshmen.

Each one of them had a role on the team that year,” said Foreman. “I had players that could shoot, handle the ball and run the floor. It was so much fun

to watch them.”

“I remember it being so much fun,” said Kyle Griffin, one of those seniors. “We had played together -- the seniors had -- for most of our lives. It was fun to be able to experience that with everybody.”

The long advance into the playoffs had not been foreshadowed, despite Trenton’s having been a postseason constant in boys basketball.

In 2004, Trenton had its postseason prematurely cut short in the bi-district round by Slidell, 78-75.

“Slidell was an experienced team with a lot of seniors that had been very successful over the past few years. We knew it was going to be a tough game,” said Foreman. “We played them well but just couldn’t come up with the win.

“The next year the [Trenton] kids were hungry to make a deep run in the playoffs,” he said. “We now had the seniors with the experience and it paid off for us that year.”

Added Griffin: “We were just more mature and we had a couple of key freshmen -Austen Barnes and Michael Foreman -- who came in and were able to help us. They fit into what we were doing -- we were fast-paced. It would have been nice to have had them [on the team] the three years before.”

The run started for Trenton,

the District 18-1A Division-I champion that season, with victories over Muenster, 5646, in the bi-district round and in the area round, 58-45, over Rivercrest, which won the 1A Division-I state title in 2006.

The Tigers then edged Burkeville, 49-47, in the regional semifinals and Broaddus, 53-50, in the semistate semi final. A narrow loss to Snook, 50-47, in the semi state final ended the run.

“I think Broaddus was better than the Snook team we lost to,” said Griffin. “They had the best player in the state and we were able to contain him.

“I remember adapting so well as a team to whatever each team had to offer,” he said.

“Coach Foreman and Coach (Keith) Kirkland were amazingly able to prepare us for each team.”

The narrow loss to Snook equated one of only five losses for Trenton during that extended season which ended a game shy of playing for the 1A Division-I title -- won in 2005 by Moulton.

“Each game in the playoffs, we had a different player step up and play extremely well,” said Foreman. “Craig Barnes was our leading scorer most of the games that year, but when we got to the playoffs, teams really focused on him so that meant other players had to step up and they did each game.”

One of four Fannin County teams which have secured boys basketball postseason berths will start with a bi-district bye.

State-ranked Ector used a dominating third quarter -- an 18-2 effort -- to break open a close game on Feb 14 en route to a 50-34 win at second-place Dodd City to secure the District 23-1A boys basketball championship.

With the title -- the Eagles’ third during the last four years -- Ector will start its sixthconsecutive postseason in the Region III-1A area round Feb. 27-29.

“Edgar Marin and Payton Lambert ... came to workout everyday and busted their tails to improve and to improve the team,” said Foreman. “I really admired that in them.

“As a coach, it is hard sometimes to find players with that attitude to work so hard each day and not get to play very much,” he said. “They were truly team players.”

Additionally, Foreman and Griffin noted the community support the Tigers received that season.

“We packed the gym every night we had a game,” said Foreman. “The playoffs were unreal how many fans we had at each game.”

“The whole town supported us,” said Griffin. “Trenton is a basketball town.

They followed us across the state to watch us play.”

Though 15 years have passed since that season, both Foreman and Griffin have not lost contact with their former players and teammates.

“I keep in touch with a lot of the athletes I have coached over the years,” said Foreman. “They all hold a special place in my heart.”

“I work with Payton Lambert

and I keep up with everybody,” said Griffin. “I still talk to a handful of the guys. Michael Foreman and I are close. But I might see one of the others -- and we pick up where we left off.”

Happening for Holden: SR’s Reaves to extend diamond days as pitcher for Brookhaven College

IVANHOE--Senior Holden Reaves could be found in a familiar place on Feb. 14 during the afternoon following his big annoucement: practice.

On that day, he worked in the basketball gym at Sam Rayburn High School, with a district contest in the same sport a few hours later.

Reaves stays busy year-round playing some sport: basketball, tennis, baseball, golf.

athletic career beyond high school in one, but in which came as a surprise.

“I didn’t think I would go in baseball,” said Reaves, “but the right opportunity happened.”

Reaves announced on Feb. 14 that he will continue his baseball career as a pitcher for Brookhaven College in Farmers Branch. “(Baseball) coach (Matt) Putman hooked me up with this team,” said Reaves, “and I went there and liked what I saw.”

Amongst what he found at Brookhaven was a respect for the game.

“The atmosphere there was just about the game,” said Reaves, “... It wasn’t just a joke.”

Likewise, Reaves has made a positive impression on Travis Jones who is completing his first year as Sam Rayburn’s athletic director, head boys basketball coach and a baseball assistant.

“It’s been exciting to coach a guy like Holden,” said Jones.

“He gives you 100 percent on and off the field.

“He’s a guy who can calm the storm,” said Jones. “It’s nice to have a guy like him on your side.”

With boys basketball concluding -- and his final baseball season as a Sam Rayburn Rebel commencing -- this month, Reaves, a second-team all-district infielder the last two seasons, welcomed having his future determined.

“It brings a huge sense of relief -- no matter how bad or good I do,” said Reaves, “now that I hope to have another year or two to play.”

By Tina Moore Most of us do not really think much about people who are homeless. We might say a prayer when we see a person with a sign asking for food or money. We might even stop and give them a little money.

Tanner Parsons is a first grader at Finley Oates Elementary School in Bonham who has true compassion for the homeless. He said, “When I first heard about homeless people, I worried about them.” His mom, Lori, said that on one rainy night he was really con-

cerned about the homeless.

She told him that soon Bonham would have a shelter for the homeless – Open Arms Homeless Shelter.

Tanner was relieved and happy, but he didn’t stop there. He contacted a board member, Sandy Hood, to see what the shelter needed.

Then Tanner got permission to do a collection drive at school.

Kindergarten collected combs and brushes. First Grade collected coffee and hot chocolate.

Second Grade collected bath towels (42 new towels). Third Grade collected disposable rain coats. But Tanner was still not

satisfied. He asked his church, Seventh and Main Baptist Church, to join in helping Open Arms Shelter. They collected toilet paper and paper towels.

Tanner delivered all the contributions to a very grateful Open Arms Shelter. Tanner Parsons is truly a wonderful young man who has a heart for the homeless. He is truly living out Matthew 25:35 “ For I was hungry and you gave me food, I was thirsty and you gave me drink, I was a stranger and you welcomed me.”

Press Release - The Fannin County Children’s Center is offering free child abuse prevention classes for adults. The classes are ideal for parents, teachers, day care workers, coaches, Sunday School teachers, youth leaders and others who work with children and youth.

One class is called “Recognizing & Reporting.” It utilizes video, class discussion and case studies. Learning objectives include: the realities of child abuse, detailing who becomes victims, who the likely perpetrators are and the prevalence of abuse in all communities, the legal definitions, signs and symptoms of child abuse, how to communicate with a child who makes a disclosure of abuse, how to make a report and how to overcome one’s fear’s and barriers around reporting. This class will be offered two times: on March 17

and April 23. Both classes will be from 5:30 - 7:00 pm at the Elizabeth May Room at First United Bank in Bonham.

The other class for adults is called “Stewards of Children.”

This class utilizes video, interactive workbooks and class discussion. Topics covered include how to recognize signs and symptoms of child sexual abuse, how to react to a child making a disclosure of sexual abuse, as well as steps that individuals and organizations can take to prevent sexual abuse of children. This class will be offered twice: on March 26 and April 30. Both classes will be from 5:30 – 7:30 pm at the Elizabeth May Room at First United Bank in Bonham.

All participants who successfully complete either class will receive a certificate. Thanks to generous donors, there is no charge for the classes. Seating is limited and reservations are

1.Remove dead, old or non-productive canes; canes that cross and rub each other; damaged/ broken; and twiggy growth.

Clean out the middle of the bush as much as possible to allow for good air circulation and reduce insect and disease problems.

2.Prune good, healthy canes back to a dormant bud to initiate growth and produce abundant blooms.

Basic technique is to cut ¼ inch above the nearest outward-facing bud with the 45-degree cut, with the higher point above the

bud. Keep good buds on the cane facing the outside of the plant to ensure growth outward, keeping the center open.

3.Cut canes where the diameter is the size of a pencil or slightly larger. The final product should be a bush 18 to 14 inches tall with 4 to 8 canes.

4.Miniature roses should be cut down to a height of 2-3 inches each spring. If miniatures are over 3 years old, it is a good idea to divide the plant in half. Leave roots on each half and replant each half.

5.Do not prune rose varieties that bloom on last year’s canes until after they have bloomed.

In addition, roses should have 3-4 inches of mulch yearround. Keep the mulch away from the base of the rose. During the growing season, roses will need one to 1-1/2 inches of water a week and regular fertilizing. For more information, contact Texas A&M AgriLife Extension office (903)5837453.

Elected Officials: The Ethical and Moral Dilemma They Face

A person decides to run for public office the first time and realistically their reasons are valid. They want to help their fellow man, and also they want to make a difference. Then there are those that are looking for an ego boost or a position of prestige title to put behind their name. Local governments on all levels are full of these people. You can see it at any school board meeting, city council meeting or commissioner’s court meeting. Most do not set out with the self-serving attitude but for some it does not take long before the office, no matter how large or small, goes to their heads. The question is what happens to their ethical and moral compass?

From local to national you can access politics on TV and on the web 24/7/365 and everyone has an opinion. If you listen to what is being said at meetings and watch the elected officials it becomes clear relatively fast that there is a personal agenda coming out. Look at the latest debacle at the national level and the total disrespect and disregard for the office of President. What did that cost the American tax payer? It is not uncommon for an elected official to see themselves as someone that is superior to the person that they are speaking to and it becomes obvious in their reply.

That is when the ethical and moral line is crossed and the elected official forgets that they were elected by the people to

serve the people. The level of self-respect goes out the window and the elected official forgets the very element of why they were elected, to serve the people. It is not uncommon to see one elected official disrespect another official simply because they think that they have the power to do so. We hear a lot of rhetoric about how we should all have “unity” and support each other then we see and hear the open disrespect.

When this happens what do the citizens see? Hopefully when elections come the citizen will remember what they see and hear.

Local governments can be very selective about what goes on their agendas and it is not uncommon for an item to be placed on an agenda that turns into a personal agenda item.

When this happens often times it creates a very caustic display of disrespect for at least someone, again, respect for the other person goes out the window. It is not uncommon for these items to be situations that could have been handled with a phone call or a visit to solve the problem but the person in power wanted to create a public display because they had the power. If a person sitting on a board, council or commissioners court does this, who loses the self-respect? Citizens in the audience see and hear this.

Should not an elected official have the sense of ethical responsibility to present themselves in a favorable light rather than one that disrespects others in words and deeds in

public? We see displays of disrespect everyday on TV with elected officials that will stay with the party line rather than make decisions that are ethically and morally correct for the greater good. At what point does the newly elected official cross that line? When he/she does the first quid pro quo? It becomes easy after that.

Any transaction that involves a construction project has the potential for kickbacks, whether it be money, gifts or something down the road, quid pro quo. So you have an elected official that receives a “gift” from a contractor, who receives the most benefit, the contractor or the elected official that has just violated his ethical responsibility to his constituents and sold out their self-respect?

We, as citizens, have that same ethical and moral responsibility to insure that our elected officials do the jobs they are supposed to do and support the citizens they are elected to serve. Every elected official had a term and if there is a need then that situation can be handled with an election. In some cases it may be serious enough for a recall to happen.

We, as citizens, have to stand up for what we expect of our elected officials. We, as citizens, must demand honest leadership with the moral and ethical courage to do the right thing and support the citizens that elected them, not for a party or a political special interest group or for their own self interest.

I Know Him Best !!!

They say time flies when you are having fun and I guess for the most part that is true. My name is Kathy Johnson and I have been blessed to call Sheriff Mark Johnson my husband for the last 18 years. We knew it was love at first sight and married after knowing each other for only 4 months. He was the Police Chief in Savoy and I was a hospice nurse. We came from two different worlds but somehow became best friends and found a love that will last a lifetime.

When my husband suffered his first heart attack in 2015, he told me that God isn’t finished with him yet. I was thankful for that but I knew what he meant ran much deeper. He knew his law enforcement career wasn’t over and he had more to do. After being out of law enforcement for 2 years, he wanted to run for Sheriff. I wasn’t totally in agreement with the idea. I loved our life. We agreed to both pray about it and let God tell us the answer.

Well, He did and here we are almost 3 years in to the next chapter of my husband’s law enforcement career.

Being the Sheriff’s wife isn’t an easy job but I try to make him proud and represent the Sheriff’s Office in a positive light. His triumphs are celebrated and his heartaches are mine to bear as well. What I have observed since January 1, 2017 is a man who is committed to his role as the Sheriff of Fannin County and committed to the citizens he serves. I hope through what I share, you can begin to see the man I know and not just the badge he wears. He is kind, compassionate, caring, funny, talkative, patient and not afraid to let others see his heart. Mark Johnson is a Master Peace Officer with over 30 years of law enforcement experience. He knows how to start at the bottom and work your way up. He is a leader. He doesn’t mind shouldering responsibility. He speaks up when needed and remains silent when it’s appropriate. Those qualities alone make him an excellent Sheriff but I want you all to see the side I see every day.

I have had the opportunity to meet some amazing men and women who proudly serve this county as employees of the Fannin County Sheriff’s Office. I have also made some lifelong friends under less than desirable circumstances. Being the Sheriff isn’t an 8 hour a day job and doesn’t end on Friday afternoon and resume on Monday morning. We both knew that and agreed to those terms when he accepted the position. He was just as understanding and patient with me during my days as a hospice nurse.

If you ask a police officer about some of the defining moments in their career, it will most likely be about a chase, an arrest, a dangerous situation that was resolved peacefully or something even more horrific they can’t seem to put out of their mind. I want to share some of the moments that have been defining for me as the Sheriff’s wife in the last 34 months.

I met a young lady who was in jail on drug charges when my husband asked me to ride along one weekend, as he escorted her to her only sister’s funeral. She committed suicide while this young lady was incarcerated and it was devastating, as you can imagine. God brought us together as strangers and He has allowed me to watch her build her life back from the ground up. She is a true testimony of the desire to improve and allow God to lead you and show you what true change looks like. I could not be more proud of anyone and she is an inspiration to me.

My husband called me one day to let me know he would be late coming home. Later that evening, he told me he received a call that afternoon and dropped what he was doing and took a jail inmate to the hospital in Sherman to see his mother who would be taken off life support after his visit. Several days later, I went with the Sheriff to escort this young man to the memorial service for his mother. Hearing him tell me how much it meant to be able to see and talk to his mother one last time confirmed the heart I know is inside the man I love so dearly.

I remember one evening as we headed to supper at Rolando’s in Bonham.

As we were turning on Highway 82, we saw a man lying under the bridge.

I knew we would be turning around and we did. I watched as my husband kneeled down next to the man to have a conversation. I also watched as he gathered up the man’s belongings and helped him in to our truck. We took the gentleman to supper with us and got to know him better. He only had the 3 layers of clothes he had on and the shoes that offered little support to his feet in the heat. He was hungry and quiet but shared a little of his life with us. We offered him help as he would allow and that only involved buying him some new clothes and better shoes along with some snacks to take with him as he headed down the road.

In February of 2019, a young lady from Tom Bean, TX went missing from her boyfriend’s house outside Leonard and still hasn’t been found. I have known this family since I was a teenager and they hold a special place in my heart. I was able to be part of an extensive search that was conducted in and around the home outside Leonard in March of 2019 which was just a short time after she was reported missing by her family. I was there as the medical person for the CERT team. I was able to watch the Sheriff, his deputies, investigators and a dispatcher, a Texas Ranger, a Game Warden, the cadaver dog handler, my fellow CERT team members and the missing woman’s family who spent the entire day searching miles of rural property to ensure a grieving family that their daughter’s life matters. I see first hand how important finding her is to the Sheriff and the Investigators who have and continue to devote so much time to finding her.

I have been by my husband’s side for many events throughout Fannin County and will continue to be his biggest fan and the most supportive wife I can be. If you don’t know the Sheriff personally, take the time to meet him and ask questions. He is an open book and has nothing to hide. Our entire lives have been on display since the day he announced he would be seeking this position.

The man I share my home and heart with is worthy of this position. He takes his commitment to the position, to his employees and to the citizens of Fannin County very serious and strives to be better every single day.

The primary election will be March 3, 2020 and I will be voting to Re-Elect Mark Johnson as my Fannin County Sheriff.

County Medical Officer: Coronavirus Update

The “novel coronavirus” has an official name now: “COVID-19 virus” That is the name given to it by the World Health Organization (WHO) on Tuesday, Feb. 11th. This stands for COronaVIrus Disease - 2019 (the year it started). This deadly coronavirus continues to develop throughout the world, and the first confirmed case in Texas was announced Thursday. Having the disease so close to home underlines the importance of understanding the virus and taking the precautions that we have as a nation.

Each day brings a larger number of total people infected. That number is now 66,500 cases in China alone. The death toll has climbed to 1,527 people, all but 4 of those in China. Those deaths make this new virus more dangerous than the SARS (Severe Acute Respiatory Syndrome) coronavirus that caused a global viral outbreak in 2003. According to the U.S. Center for Disease Control (CDC), “Person-toperson spread of COVID-19 has been seen among close contacts of returned travelers from Wuhan [ a city in Hubei Province, China ], but at this time, this virus is NOT currently spreading in the community in the United States.”

The first case in Texas was confirmed Thursday at a quarantine facility on the Joint Airbase Lackland in San Antonio. The person infected was an Ameri-

can citizen evacuee from China who was under mandatory quarantine. The extreme preventive measures mandated by Presidential Decree are helping slow the spread of the menace in the United States however, new cases are inevitable. This Texas case brings the total number of cases confirmed in the United States to 15. No deaths have occurred in the United States.

Notably, only 4 deaths have occurred outside of China.

By comparison, during the Severe Acute Respiratory Syndrome (SARS) outbreak in 2003, official estimates recorded 8100 cases of known infection and 775 deaths worldwide. Fortunately, only 13 of those SARS deaths occurred in the United States. During the SARS epidemic, the Case Fatality Ratio (the percent of deaths per total number of people infected) was 9.8%. That means that about 10 people died for every 100 people infected. By comparison, the Case Fatality Index for COVID-19 is only about 2% so far.

That means that the SARS virus had a much higher fatality rate than the new virus, however, the total number of infections from the COVID-19 virus is already 8 times higher and climbing rapidly - along with the death toll.

Symptoms that result from the coronavirus are like other viruses and therefore “flu-like”.

According to the Texas Dept. of Health, “The most common signs and symptoms of COVID-19 are fever, cough, and shortness of breath or difficulty breathing. The Texas Department of State Health Services

is also directing individuals to monitor for muscle aches, fatigue, sore throat, headache, runny nose, chills, abdominal pain/discomfort, nausea, vomiting, or diarrhea.” In COVID-19, symptoms can progress to severe breathing difficulty, shortness of breath, shaky weakness and toxic dysphoria (feeling awful). Of course, these particular symptoms are also a part of many other common illnesses such as influenza and severe (viral) “colds”. Since the flu has been especially prevalent for the past 5 weeks, many people have felt just like that. But unless you have just returned from China, bet it’s the flu virus. Texas and even Fannin County is being monitored as the nation continues on high alert for any developements.

Remember that influenza represents a much greater and real threat in America. CDC estimates that for the 2019 - 2020 flu season there have been at least 26 million flu illnesses, 250,000 hospitalizations and 14,000 deaths so far. Thankfully, there are only a few weeks left in this year’s flu season.
