Sear chicken breasts into thinner strips. Generously season the chicken with smoked paprika, Italian seasoning, salt and pepper. Heat a large, heavybottomed skillet over medium heat. Add 2 Tbsp. of olive oil.

Add chicken. Cook the chicken on medium heat for about 3 minutes per side. Remove chicken to a plate.

Cook orzo: To the same, now empty, skillet, add 1 c. of uncooked orzo, 5 cloves of minced garlic, and 1 Tbsp. of olive oil. Cook the orzo on medium heat, stirring for about 2 minutes until browned. Add 2 c. of chicken stock, half of the cherry tomatoes, and ¼ tsp. of salt. Bring to a boil, then reduce to a simmer and cook for about 5 to 10 minutes, occasionally stirring to prevent the orzo from sticking to the bottom of the pan, until the orzo is cooked through. Add spinach and the remaining cherry tomatoes.

Stir everything on low-medium heat until the spinach wilts. Add heavy cream and basil pesto to the skillet with orzo and veggies and stir to combine. Season with salt and pepper, if desired. Return the chicken to the skillet. Allow the chicken to simmer in the sauce to heat through and until the chicken is completely cooked through.

Letter to the Editor

I feel compelled to respond to the remarks made in a letter to the editor authored by Molly Goodson that appeared in last weeks edition of the Fannin County Leader. These remarks are clearly erroneous and obviously politically motivated.

The letter appears to suggest that our Current County Commissioners Court is working against the interest of the Fannin County Citizens and our children. Nothing could be further from the truth. To support her position Ms. Goodson makes the following claims.

First, She falsely claims that

the County establishment is not affording candidates an opportunity to be heard, and that the opportunity is only being afforded equally to all candidates by a local Christian group. Is she not aware of the numerous candidate forums, speaking opportunities, sponsored by the Republican Party.

Is she unaware that political candidates are free to speak at Commissioners Court, and at most city counsel meetings.

She herself took advantage of the opportunity to speak in Commissioners Court.

Secondly, She apparently

erroneously claims that the Commissioners Court authorized sexually oriented business (SOBs) in Fannin County.

The sad fact is that prior to the Commissioners Court passing its SOB regulations anyone could open a sexually oriented business any where in Fannin County. By regulating SOBs pursuant to State law the Commissioners Court actually limited who can operate SOBs and where SOBs can be located.

Schools and Churches are protected. Children are now protected when they weren’t before.

Thirdly, Ms. Goodson lacks a clear understanding of the Commissioners Court’s basis for committing to contribute $1.5 million to upgrading State Highway 121 to a four lane highway from the Collin County Line to US Highway 82. The $1.5 million represents a mere 1% of the $150 million cost of the project.

Without that commitment, the project will not move foreword

The center will also be hosting a Spring Break Art Camp for kids ages 4-11. Activities will include painting, drawing, crafts, games and fun. The class will meet daily from 9 am to 3 pm March 11-15. Press Release - On Friday, Feb 23, there will be an adult painting party called Buzzing Artists led by Jaye. This class will start at 6 pm. Cost is $45 for members and $55 for nonmembers. All supplies and snacks are included.

On Saturday, Feb 24, there will be a new crochet class with Alyssa from 10:30 to noon.

Connecting To Christ Through Communion

When we partake of communion as Christians, we connect to Jesus Christ. When Jesus instituted to Lord’s supper or communion, he desired that we would be connected to Him. “Jesus took bread, and blessed, and brake it, and gave to them, and said, Take, eat: this is my body. And he took the cup, and when he had given thanks, he gave it to them: and they all drank of it. And he said unto them, This is my blood of the new testament, which is shed for many” (Mark 14:22-24).

The bread represents the flesh or body of Jesus Christ, “by whom ye were called unto the fellowship” (1 Corinthians 1:9). Jesus taught in the flesh, “Every spirit that confesseth

that Jesus Christ is come in the flesh is of God” (1 John 4:2). The Lord have himself, his body, “Who gave himself for us, that he might redeem us from all iniquity, and purify unto himself a peculiar people, zealous of good works” (Titus 2:14). Peter explained that Christ suffered, “Christ hath suffered for us in the flesh” (1 Peter 4:1).

The fruit of the vine or grape juice represents the blood of Christ. The blood of Jesus continues to work for the Christian. The Lord shed His blood on the cross, John recorded “one of the soldiers with a spear pierced his side, and forthwith came there out blood and water” (John 19:34).

Paul said that Jesus “made peace through the blood of his cross” (Colossians 1:20). John reminds us that “if we walk in

the light, as he is in the light, we have fellowship one with another, and the blood of Jesus Christ his Son cleanseth us from all sin” (1 John 1:7).

Paul proclaimed the truth concerning the church, “the church of God, which he hath purchased with his own blood” (Acts 20:28). John wrote to Christians the fact that Jesus Christ “washed us from our sins in his own blood” (Revelations 1:5). Peter reminds us that Christians were redeemed, “with the precious blood of Christ” (1 Peter 1:19).

When we worship God in communion, let us remember that we are connecting to Jesus Christ our Lord, the Son of God. Let us not miss this important connection with our Savior.

On the 29th of February there will be a “Fannin county Biblical Round Table”.

The Roundtable meeting for February will be at the Bonham Multipurpose Center.

Start time will be 7:00 pm.

At this time we have three round table guests. The topic will be the inerrancy of the Bible. The table will discuss

biblical truths as well as historical evidence that gives us the confidence to be an effective advocate for the gospel message.

Everyone is welcome and guests will have an opportunity to ask questions of the round table participants.

Sunday Morning Re-Wind “The Lord Has Stood By Me All the Way”

Hello everyone!

The Bible tells us in Psalm 86:7, “In the day of my trouble I will call upon thee: for thou wilt answer me.”

We all face troubles and trials in our lives. If we don’t call on the Lord for help in time, our problems will only get worse. I have learned this lesson the hard way recently. I had fallen off of my couch, and laid in the floor for about 7 hours before I called for help. I ended up in the hospital for kidney failure. The road to recovery has definitely been long and challenging, but I know that Jesus Christ, my Lord, has been with me through this journey. The lesson that we can take from this is very simple. You can’t afford to wait to ask for help. God is ready, willing, and

definitely able to help us.

That being said, one of my favorite hymns for calling upon the Lord in times of trouble is this classic hymn written by Robert Lowry and Annie S. Hawks in 1872.

“I need Thee every hour, Most gracious Lord; No tender voice like Thine Can peace afford. I need Thee, oh, I need Thee; Every hour I need Thee; Oh, bless me now, my Savior, I come to Thee.”

The Valley of Dry Bones – Ezekiel 37

By Lyn Holly- Pastor, Calvary Baptist Church As I think of the current climate of our culture, I’m reminded of the vision of the valley of dry bones the Lord showed Ezekiel in Ezekiel 37. As Ezekiel looked out over those dry bones, the LORD asked him, “Can these bones live?” Today, as I look around at what is going in these crazy times, I ask myself the same question. Ezekiel was blessed to see the absolute miracle-working power of God as the dry, dead, dusty bones began to come together. Flesh and sinew came upon them. Then the breath of God blew, and life came into those once dry bones, and it became a great army!

Think of it. From dusty death to vibrant life. From a chaotic meaningless pile of bones to a great army! My friends, this is what God has the power to do today! It is the most vivid picture of true revival one can ever imagine. These are truly desperate times. The soul of our nation is at stake.

“Come from the four winds, O breath, and breathe on these slain, that they may live.”

I’m convinced that God has the power to change the direction and heart of our nation. As Christians, the ball is in our court. God said, “If My people who are called by My name will humble themselves, and pray and seek My face, and turn from their wicked ways, then I will hear from heaven, and I will forgive their sin and heal their land.” (2 Chronicles 7:14)

The Torah

by Dawn McGee The Hebrew name for the Book of Exodus is “Shemot,” plural of shem, meaning “name.” Shemot is the Book of Names, where we see these are real people, and they had names. This Book is where God tells us HIS name in 3:15. We can’t see it in English because translators substitute it by using all-capitalized letters in “LORD.” But in Hebrew, we can know it in the acronym of Pilate’s sign over Jesus’ head on the cross: “Yeshua Ha’nazaret Va’melech HaYehudim. Now you know why the chief priests had such a fit...this acronym is God’s name!

Egypt’s name in Hebrew is Mitzraim, meaning “trials/tribulations.” The 10 Plagues were 3 sets of 3 judgments followed by a final judgment. The first 2 were announced, while the 3rd was unannounced. This pattern repeats 3 times until the Final Judgment. Revelation shows a similar pattern of 21 Judgments in 3 sets of 7. To properly understand End-Time prophecy, one MUST see that God is following the pattern of what He did at the Egyptian Exodus.

In 12:38 we see that “a mixed multitude” came out of Egypt with the Children of Israel. Everyone who believed in the God of Israel and had the blood of the lamb were all adopted /grafted-in and considered to be the Children of Israel (Egyptians too!) One of those adopted men was Caleb, the son of Jephunneh, a Kenezite (Num 32:12), who became the leader of the tribe of Judah.

This pattern of adoption is also seen in the story of Ruth. She was a Moabite who declared, “Your people shall be my people, and your God shall be my God.” (Ruth 1:16) She was grafted-in to Israel and became the great-great-grandmother of King David. And from her loins also came our Messiah. Next week....Leviticus

Dogs are den animals and if your puppy grew up in the wild, she would find a way to dig out some sort of burrow. Crates are well worth it for potty training because of how they can greatly abbreviate the process. And it's handy for your dog to have her own little space, and occasionally you may want to confine her to her den for any number of reasons. Sometimes dogs may be kenneled at a vet, groomer, or boarding facility, so it's not

do, would be to let her out when she's fussing.

A puppy 10/9/12 screeching can be really irritating, but if you let her out when she starts whimpering because it "hurts your feelings" or you "can't stand it", you will literally teach her all she has to do is cry for X amount of time, and you'll cave. She'll quickly figure out the pattern of what happens when she complains.

- So what do you do when you have an incessant crate whiner? You hang in there. If she's in your bedroom near your bed, it's somewhat more comforting to her because she can hear you and smell you. But she still may fuss. The idea is to just hang in there as long as you can until she simply gives up and settles. If after 20 minutes, she's still giving you the business and you can't take it anymore, you can put the crate in another room where you can't hear her. But that means you'll need to set your alarm to get up to take her out.

Crates are used in the same fashion as the mother wolf, to keep her pups out of trouble, until they learn the way of the world. As it applies to your home, besides the potty training aspect, a crate keeps her from tearing stuff up and otherwise getting into trouble. As Fluffy gets a little older and more trustworthy, her confinement will be less and less.

Road Work updates for Week ending 2/15/2024 As commissioner, I plan to let you know every week what we accomplished the week before in regards to our slogan "On the road to Recovery". As citizens, you expect us to be out working daily in the precinct and bringing our county roads back up to at least a minimum standard.

We have not been able to put out any more rock this past week as our haul truck is in the shop due to engine problems that will be a significant cost to correct. Two graders have been out working on cleaning up some of the worst roads after the rains and will continue doing so. Thank you for

Brush cutting has occurred on 1201, 1202, 1285, 1286, and 4045. While the brush cutter does a good job it can leave a mess in some areas due to not having been done in so long. We will work to clear off driveways as we go and come back behind the cutter to cleanup afterwards. Be aware, this may not happen that day.

An individual will pick it up over the next few days where needed. Drier weather allows us to use the skid steer but right now it would just tear up the road.

It was with great sadness upon hearing about the passing of a Fannin County treasure, Bill Bennett. A few words could not do justice to his memory. He was a large part of my growing up years.

For just about all of my years in school started off with getting up around 6:00 am , going to the table with cereal, toast , fruit, eggs, bacon or sausage, and……..” This begins another broadcast day at KFYN 1420 AM, Bonham Texas.” Bill was a true radio man. He could have easily made it in a large radio market. He was that talented. I remember the Birthday Club Show where friends and relatives would call in those who were celebrating birthdays. The long running Trad-

ing Post, and how Bill would have to remind some when they went over their weekly limit, in an ever diplomatic way. Then you had the Sounding Board program that gave listeners the chance to call in to discuss issues whether local, state, or national. How many of you remember Chip the Chipmunk? Bill had a very subtle way of bringing forth humor. I believe many longtime listeners never picked up on a little tidbit he liked to do from time to time. Occasionally, he would do a lead in with this….. “ and here we are on another Ben Billet Show” He would change the letters around just for the fun of it. On Valentines Day he would like to play the novelty song, Little

Arrows. I remember on occasion when he read an obituary of someone he knew well, of the emotion you could hear in his voice. This just shows you the kind of man he was. I certainly hope that time has not dimmed his memory for some.

It is certainly heartbreaking that Bonham no longer has a radio station. I think about all of this and realize this was a world that sadly no longer exists. But Bill Bennett will forever be etched in my mind as a large part of my youth. May you rest in peace Mr Bennett, and pray that God will comfort all of the family with their loss.

A large percentage of victim services provided by my of-

fice includes work product that has no method of formal documentation.

However, there is a report through the county criminal justice database which keeps track of victim contacts when a case has been filed with this office.

This report exposes the truth about victim services provided by the DA. This 601 page report (yes, you read that right – 601 pages), from the period from January, 2016 through February, 2024, reveals that there were 4,515 contacts made with 996 victims. Again, these figures don’t include at least as many contacts not recorded in the database.

This report makes it abundantly clear that taking care of victims is one of the highest priorities of this office, and will continue to be until my term has ended in 2025. If you believe it is the duty of the criminal justice system to provide assistance to victims of crime, be sure to vote for the candidate who actually understands and daily engages in bringing justice to these victims.

The Office of Court Administration (OCA) reports that there were 23 cases in which Fannin County juries were selected in criminal cases (see District Court summary of other criminal case activity for 1-01-2023 to 12-31-2023). Civil cases frequently mediate and settle. Criminal cases are often a life, liberty or death struggle. Mr. Shaw has the background to start on day one.

Criminal District Attorney: That same report referenced above from the OCA shows our office performance as well all 254 counties. Our office is hard working and professional, and the staff excels at accomplishing their duties.

“Tourist guy got off the train the other day when I was in the city picking up a friend,” Steve said. “He asked me if I was a real cowboy, and I allowed I probably was, because I wasn’t smart enough to get a real job. So he asked if I minded if he asked me some questions.”

Steve sipped his coffee. “I said, ‘Shoot’ and the guy says he wondered why we wore these big ol’ hats with the wide brims. So I explained to him they give us shade in summer and keep the rain and snow off our faces, and told him we could give the horse a drink by putting water in them.

“Then he thanked me and asked why we wore chaps. So I explained how they protected our legs from cactus and thorns, you know.

“He asked about wild rags like this one,” he said, touch-

ing the blue silk scarf around his neck. “I told him it filtered dust and we could tie our hats down with it in a high wind.”

“Sounds reasonable,” Doc said, “but I thought everybody knew that. Television and Westerns and all that.”

“Well, yeah,” Steve said.

“Me, too. But I think this guy was from a city somewhere and didn’t watch TV or eat anything that ever had a pulse.

Looked kinda puny. But he was real friendly.

“So then he asked me about saddle horns. Wanted to know if they honk. This guy was really green, you know? He wanted to know about ropes and spurs, all kinds of questions like that. I did my best to answer him, too. Finally he says, ‘Tell me why you cowboys always wear tennis shoes.’

“So I told him we didn’t want anyone thinking we were truck drivers.”

Even the truck drivers laughed at that one. Then they threw cracker packets at Steve.

Beta Psi Chapter Accepting Scholarship Applications The Scholarship Committee of the Beta Psi Chapter of Delta Kappa Gamma is now accepting applications for the organization’s annual Recruitment Grant.

The scholarship will be awarded to a woman who declares her major as education and is enrolled as a junior or beyond in college. An applicant must be a graduate of a Fannin County high school or be a Fannin County resident. The applicant must submit a letter and a transcript. The letter must include a thorough overview of her background, current educational status and plan for the future.

Honey Grove senior Kailyn Freeman signed on Feb. 7 to continue her track and field career at Southeastern Oklahoma State University in Durant. Freeman equates a two-time district champion and regional qualifier in the girls' pole vault, with a current personal record of 10 feet. Additionally, she is a three-time State qualifier in girls' powerlifting -- currently ranked second in the state in the 123-pound weight class. Qualifiers from Fannin County have been determined for the 2024 boys’ high school basketball playoffs which commence with bi-district action Feb. 1920.

In 23-1A, Dodd City advanced as the district champion for the third-straight season -- and second-consecutive as an undefeated titlist -- to its eighth-consecutive playoffs.

Meanwhile, Ector and Savoy also assured playoffs trips via 231A, tying Pioneer Technology and Arts Academy of Greenville for second place at 8-6. Ector qualified for its ninth postseason in the last 10 years, after 2023’s rare absence. Savoy assured its first postseason since 2019 and only second trip -- since 1984.

Honey Grove won 14-2A -- the Warriors’ first boys’ basketball district title in 11 years -- to advance to its fourth-consecutive postseason. Sam Rayburn finished as the same district’s runner-up to advance to its secondstraight playoffs, after last year’s historic run to the regional semifinals.

In 11-3A, Leonard advanced via the fourth-and-final postseason berth, after missing the playoffs last season following its historic 2022 regional quarterfinals campaign.

Fannin County Commissioners Court – The Value of Being Informed

Tuesday, February 13, 2024, Fannin County Judge Newt Cunningham called to order at 9:01 a.m. the Regular Meeting of the Fannin County Commissioners Court. Quorum was established with County Judge and all County Commissioners present. The Invocation was led by Pastor Dave Bradley of First Baptist Church of Whitewright. Pledges were led by Sgt. Darin Cook of Bonham’s VFW Post 4852. There were no Introductions.

5. Public Forum: First to speak was Bonham resident Jay Minton to offer possible suggestions for the processing of excess cardboard being stored at Precinct 4’s barn.

Judge Cunningham then spoke to respond to statements made by some, regarding past Court decisions that includes the decision to commit the county to put up 1% of monies needed to obtain government funding of Hwy 121 improvements and the decision to regulate sexually oriented businesses in Fannin County. After defending the logic of the county committing 1.5 million dollars in order to have the State provide a hundred times more (150 million dollars) towards road construction that will potentially save motorist lives travelling on Hwy 121, Judge Cunningham expounded on why the court placed regulations on any incoming sexually oriented businesses. He explained how regulations were a way to keep sexually oriented businesses away from churches, schools and other areas, as constitutionally speaking, a county government does not have the authority to all together keep SOBs out. He also briefly touched on windmills noting that “he doesn’t want them” and though he can’t stop them, he doesn’t have to accommodate them with tax abatements. He concluded his statement noting

the court is willing to place citizens concerns on the agenda in the interest of informed discussions. The last to speak was citizen Chris Wilson who concurred with the judge about what powers the court has and does not have, encouraged the citizenry to inform themselves and speak to the court specifically as to what their concerns are.

ROUTINE ITEMS: 6. Approve payment of bills – County Auditor: Fannin County Auditor Alicia Whipple stated the bills were $741,423.76. Commissioner Magness made a motion to approve payment with Commissioner McQueen seconding the motion which passed.

7. Report of monies collected by the County Clerk’s office for January 2024; all courts combined, $16,598.01 and Land Records, $29,785.00 – County Clerk: Informational only.

8. Report of monies received by the Districts Clerk’s office for January 2024; $14,833.21 – County Judge (District Clerk): Informational only.

DISCUSSION, CONSIDERATION AND ACTION ITEMS: 9. Approve policy to work with Precinct employees to acquire a Commercial Driver’s License (CDL); - Commissioner Precinct 1: Commissioner McQueen spoke to explain the policy involved with this before making the motion to approve the policy to help precinct employees to acquire CDL licenses. The motion was seconded by Commissioner Magness and the motion passed.

10. Approve Independent Contractor Services Contract for culvert removal and replacement on CR 3335 in Precinct 4 – Purchasing Agent: Fannin County Purchasing Agent Edwina Lane noted this was needed due to Precinct 4 not having proper equipment for the work and

how the estimate was between eight and twelve thousand dollars.

Commission Kopf explained how his crew had attempted to do this job in August of 2023 and how it has been determined that outside assistance is needed. After Commissioner Kopf’s explanation, a discussion ensued which included comments from a citizen regarding the wording on the contract before Commissioner Kopf made the motion to approve with Commissioner Self seconding the motion which passed.

11. Accept or deny bids for Precinct 2 pickup truck – Purchasing Agent (Pct 2): After a brief description by Ms. Lane of the one bid received on this, a motion was made by Commissioner Self to deny the bid with Commissioner Magness seconding the motion which passed.

12. Accept or deny bids for District Court Security Services – Purchasing Agent: Ms. Lane led a discussion regarding bids received and issues existing with some of the bids. Commissioner Magness made the motion to pass on this with Commissioner Self seconding the motion which passed.

13. Approve going out for bids for Fannin County roadway construction – Purchasing Agent (Pct 2): Commissioner Self led a discussion of how best to get an accurate cost of materials and contractor services needed to repair certain county roads and where to obtain additional road funding before making a motion to pass on this with the understanding of getting a group together to discuss solutions. Commissioner Magness seconded the motion which passed.

14. Approve authorization to allow the Sheriff’s Office to sell weapons through Rene Bates Auctioneers – Purchasing Agent (Sheriff): Ms. Lane explained the reason for this was the Sheriff’s office had

purchased new firearms. After some discussion, Commissioner Self made the motion to approve with Commissioner Magness seconding the motion which passed.

15. Approve and adopt the Fannin County Fraud, Waste and Abuse Policy – County Auditor: Alicia Whipple explained the need for this and after some discussion ensued, Commissioner Self made a motion to pass on this to allow time for it to be read and understood fully. The motion was seconded by Commissioner Kopf and the motion passed.

16. Approve 2024 Failure to Appear Interlocal Cooperation Contract with Texas Department of Public Safety – County Judge: Judge Cunningham explained how this is beneficial to the county and Commissioner Self made the motion to approve with Commissioner Magness seconding the motion which passed.

17. Subdivision Committee and Subdivision Policy – County Judge: Passed on.

18. Courthouse repairs and litigation - County Judge: Passed on.

20. County budget and revenue sources – County Judge: Judge Cunningham noted he is working on an agreement to move the Multi-Purpose Facility to the City of Bonham in order to get a hundred plus acres to put up for sale. Ms. Whipple then noted that the hotel tax should be coming online in the next month or so.

21. Water issues affecting Fannin County – County Judge: No significant updates.

22. Fannin County road issues - County Judge: Covered in previous agenda items.

EXECUTIVE SESSION(S) IF NEEDED: 23. Pursuant to Texas Government Code, Section 551.071, Commissioners Court reserves the right to meet in Executive Session to consult with their attorney – County Judge: A motion was made, seconded and passed to enter Executive Session at 10:13 a.m. After some time, Regular Session reconvened at 10:29 a.m.

24. Pursuant to Texas Government Code, Section 551.074, Commissioners Court reserves the right to meet in Executive Session to discuss personnel issues – County Judge: See item 23.

Judge Cunningham commented on Purple Martins returning, before thanking everyone for their attendance and noting how the court is trying to avoid raising taxes but when property values go up, unfortunately property taxes will go up and how that is kind of un-

avoidable. He briefly touched on property along Hwy 121 before again thanking everyone for their attendance and wishing God’s blessings on all.

Bonham City Council – Wastewater Line Project/Sidewalk Ordinance

By Rose Schwartz Monday, February 12, 2024, prior to Mayor H.L. Compton calling to order at 5:30 p.m. the Regular Meeting of the Bonham City Council, Pastor Mark Posey of the First Congregational Church of Bonham led attendees in an Invocation. Quorum was established with all Council Members, except Councilman Timothy LaVergne II, in attendance.

1. Consider and take action to approve minutes of the January 8th regular meeting: A motion to approve was made by Councilman John Burnett, seconded by Councilman Wayne Moore and passed.

2. Consider and take action to accept financial report for month ending January 31, 2024: Director of Administrative Services Sarah Osburn reported the General Fund revenue was in good shape due to the influx of property tax payments as well as a trend of revenue from sales tax showing about a 3% increase each month. A motion to approve was made by Councilman Michael Evans, seconded by Councilman Ernie Quintana and passed.

3. Citizens Opportunity to Speak: [The City Council invites persons with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. State law prohibits the City Council from considering deliberations on any item not listed on the posted City Council Agenda.]: First United Bank of Bonham President Alan McDonald spoke to commend Bonham’s Water Department for actions taken on a Sunday afternoon in January when a main water line broke at the bank and someone from the city, alerted to the problem, turned the water off at the bank preventing further loss of water and potential ice issues.

4. Presentation of TDA Form A1024 CDBG Section 3 Goals and Concepts as related to the CDBG Program and Grant Contract CDV21-0035: City Manager Sean Pate explained how this was pertaining to the wastewater treatment plant project and the rules from the government for the receipt of grant money for this project. A slide presentation was used in the summation of the qualifications for compliance, who the grant administrator is (Grant Works), the engineering selection (Hayer Engineering), the prime contractor (the City of Bonham), the targeted zone and the record keeping of the project.

5. Presentation by Hilltop Securities for the plan of finance for the proposed Texas Water Development Board’s Clean Water State Revolving Fund for sewer system improvements: Representing Hilltop Securities who serves as Bonham’s Financial Advisor for this project, VP Jorge Delgado spoke to explain the finance plan to finance a continuation of the 2019 wastewater line replacement project. He noted that Bonham is ranked #10 in the state’s project priority list and is eligible for up to 70% loan forgiveness. He went on to explain the benefit of the ranking (good odds for obtaining the full 70% grant, subject to available funds) and detailed what is involved in the financing of 2.6 million over a 30-year repayment period.

Also noted was the city getting 6.2 million if the city receives the 70% loan forgiveness grant money. After his presentation a discussion ensued with Mr. Pate detailing the immediate need for the project.

6. Consider and take action to approve a resolution authorizing application for financial assistance from the Texas Water Development Board for sewer system improvements; and making certain findings in connection therewith: A motion was made by Wayne Moore with Ernie Quintana seconding the motion which passed.

7. Consider and take action to approve an order calling for a general election to be held on May 4, 2024 to elect Council member At-large and Mayor and a special election to be held on May 4, 2024 to elect a Council member for an unexpired term for Ward 4: Mr. Pate explained how this was just a formality for needed action. A motion to approve was made

by Ernie Quintana, seconded

by Wayne Moore and passed.

8. Consider and take action on the following items related to the May 4, 2024 City of Bonham General and Special Election: A motion was made by John Burnett to approve with Wayne Moore seconding the motion which passed. a) Appoint the City Secretary as the Early Voting Clerk. b) Designate two days for extended hour early voting from 7:00 a.m. – 7:00 p.m. c) Designate the Bonham City Hall, 514 Chestnut St, as the polling place for both early voting and Election Day voting.

9. Consider and take action to approve an Interlocal Cooperation Agreement between Fannin County and the City of Bonham, Texas regarding regulations within the Extraterritorial Jurisdiction of the City of Bonham: Mr. Pate noted this was being done in compliance with requests from the state and legislature to enter into an agreement for an understanding of the responsibility of the onemile circumference around the city. He detailed the specifics of the agreement before the motion to approve was made

by Michael Evans and seconded by Ernie Quintana. The motion passed.

10. Hold public hearing and consider and take action on an ordinance amending Article 3.13 Division 3 “Sidewalk Curb and Gutter” (Ordinance 1297) establishing

sidewalk, curb and gutter requirements and specifications for new and existing developments: Mayor Compton called the hearing to order at 5:50 p.m. Director of Community Development Mark Kinnaird explained how the ordinance was rejected at January’s City Council meeting with the request for modifications to be made to the ordinance. He noted the requested changes had been made. After Mr. Kinnaird spoke, husband/ wife business owners who reside in Ravenna spoke to ask for various clarifications regarding the ordinance. An indepth discussion ensued which included input from City Attorney Christina Tillett, that covered their inquiries after which a comment was made by a resident of Boyd Loop in Bonham questioning the logic of placing sidewalks close to the curb. Before the hearing ended, a resident of South 4th St in Bonham commented on his approval that the City has taken steps to improve the ordinance. He then discussed issues regarding setbacks of some homes and properties that received waivers for not having to have sidewalks and voiced his dissatisfaction with having been denied an exception to the sidewalk rule when 27 properties he knows of do not have curb, gutter or sidewalks. He stated the need for consistency with enforcement of the ordinance. Mr. Kinnaird noted to the council that another amendment would need to be added to the document per legal counsel.

Mayor Compton commented on changes that will be occurring in the city as the city grows and thanked everyone for their participation before concluding the hearing at 6:17 p.m. Mr. Pate then read the ordinance before a motion was made by John Burnett to approve the ordinance as written with the amendments cited by Mr. Kinnaird and Atty Tillett. Michael Evans seconded the motion which passed.

11. Consider and take action on a Special Use Permit/Zone Change located at 2304 N Main ST (PID 90932) from Single Family Residential to Duplex: Mr. Kinnaird explained how and why this request was denied by the P&Z Committee. OBITUARIES PATRICIA (TISH) ANN (BEENE) OGDEN

Bonham-Patricia (Tish) Ann (Beene) Ogden, age 92, passed away on Monday, February 12, 2024, at her home. She was born on September 14, 1931 in Mobeetie, TX to Pat and Dorothy (Bradstreet) Beene.

A graveside memorial service will be held at 10:30 am on Saturday, March 30, 2024 at Willow Wild Cemetery in Bonham, TX. Patricia was a 1947 graduate of Andrews High School; she went on to further her education at Texas Tech University and The University of Texas Permian Basin obtaining her bachelor’s degree in Sociology.

She worked as a social worker for the State of Texas in Child Protective Services.

Patricia married Bill Ogden on September 17, 1950 in Lovington, NM. She enjoyed knitting, needlepoint, beading, paper crafts, and quilting. Patricia’s greatest joys in life were her children and grandchildren.

She was a loving mother, grandmother, and great grandmother. Patricia will be missed by all that knew her.

She is survived by her daughter Sheila Gibbs and husband Matthew of Bonham, TX; grandchildren, Lisann and Gavin Fernandez; daughter Teresa Hart of Odessa, TX; grandchildren, Donnie Hart of Odessa, TX, Kayla McCarty and husband Jason; great grandchildren, Taylor and Evan McCarty; daughter-in-law Roxanne Ogden of Midland, TX; grandchildren Ryan and Lane Ogden; great grandson Hudson Ogden, and great granddaughter Conlie Ogden; in addition to a host of extended family and friends.

Patricia is preceded in death by her parents Pat and Dorothy Beene, brother Roy Bob Beene, former spouse Bill Ogden, son Patrick Ogden, grandson Corby Ogden, and son-in-law Don Hart.

Bonham-Susan George Kirkpatrick, age 75, passed away on Tuesday, February 13, 2024 at Medical City Hospital in McKinney, TX. Susan was born on May 31, 1948 in Stromsburg, NE to Arnold Dale and Mary Frances (Smith) George. She married Floyd Wayne Kirkpatrick on July 19, 1968 in Bonham, TX; he preceded her in death on September 5, 2019. Susan was a janitor at Bonham ISD and was a childcare provider. She was a loving wife, mother, grandmother, sister, aunt, and friend.

Susan loved keeping in touch with her family and friends, whom she loved very much. She enjoyed yard sales, puzzles, soap operas and 50’s and 60’s music.

Susan is survived by her children Bobby Kirkpatrick and wife Jennifer; Kimberly Clark and husband Joshua, and Mark Kirkpatrick; grandchildren Cheyenne Buck Stair and spouse, Taylor Darwin and husband Landon, Logan, and Alli Kirkpatrick, and Kylie and Avis Clark; Great grandchildren Shephard Stair and Parker Darwin; brothers Mike George and wife Gisela, and John George and wife Pam; sister-in-law Judy Keen; nephews Jason, Kevin, and Cory George and Jim “Speedy” Lewis and wife Jacinda; niece Stacy Johnson; great niece Jordan Keene; great nephew Alex Lewis; in addition to numerous nieces and nephews.

ROY NEWMAN PERRY

Honey Grove-Roy Newman Perry, age 88, of Windom, TX passed away on Monday, February 12, 2024 at Texoma Medical Center in Denison, TX. A visitation was held on Saturday, February 17, 2024 starting at 1:00 pm followed by funeral services starting at 2:00 pm at Cooper-Sorrells Funeral Home in Honey Grove, TX. Rev. David Coats officiated. Interment followed at Windom Cemetery.

Serving as pallbearers was the family. Serving as honorary pallbearers were H.B. Sadler, Don Manhart, Bob Milford, Milton Robinson, and Wiley Grissom.

Roy was born on May 13, 1935 in Windom, TX to Newman Travis and Christene Elizabeth (Woodard) Perry. Roy graduated from Windom High School in 1953 and married Dorris Jean (Allen) Perry on September 29, 1956 in Paris, TX. He and Dorris moved from Windom to Fort Worth to begin his career and start a family. Roy attended East Texas University, earning a B.S. in Secondary Education, and he also attended North Texas State University earning a Master of Education in Counseling Degree.

Within Roy’s career he worked 39 years for Fort Worth Independent School District at Stripling Middle School teaching Industrial Arts, Eastern Hills High School teaching Geometry, and over 25 years as a counselor at Southwest High School. Roy worked part time with Leonards Department Store for 18 years as a bank teller. He was very proud of continuing the legacy of ranching and farming at the Perry Ranch founded in 1858. Roy always enjoyed meeting his close friends every day for morning coffee and eating lunch at the Windom SNAP center. He was a devoted husband, father, grandfather, and great-grandfather.

He is survived by beloved wife of 67 years Dorris Perry; children Rhonda and Richard Aubuchon, Randal Perry, and Robin and Christian Metten; 5 grandchildren; 1 great grandchild; and several nieces, nephews, and extended family.

Roy is preceded in death by son Ricky Newman Perry, sister Mary Helen Butler, and parents Newman and Christene Perry.
