UTRWD Receives Federal Permit to Build Lake Ralph Hall Board of Directors Received USACE’s Section 404 Clean Water Act Permit

LEWISVILLE, TX – Feb. 6, 2020: The U.S. Army Corps of Engineers (USACE) has issued a Section 404 Clean Water Act Permit to the Upper Trinity Regional Water District

(UTRWD) for Lake Ralph Hall, one of the first major reservoirs to be built in Texas in 30 years.

EXPERIENCE MATTERS AND TRAINING IS THE KEY The Fannin County Sheriff’s Office isn’t a large law enforcement agency. We are in a county where the pay is not optimal and just a few miles south can yield much larger salaries, better benefits and more opportunities.

I am very proud of the experience that we have currently and the quality of new officers who are seeking employment in Fannin County.

Our licensed Peace Officers have a combined 242 years of service.

Our Telecommunications Department (Dispatch)

has a combined 49 years of experience.

Here is a breakdown of the experience that is currently serving Fannin County: We currently have 5 Master level Peace Officers. This is the highest proficiency obtainable by a Peace Officer.

We currently have 5 Advanced level Peace Officers. This level requires a certain number of training hours and years of service per the proficiency chart provided by TCOLE. We currently have 4 Intermediate level Peace Officers. To achieve this level, an officer must complete a certain amount of service time and complete specific courses and hours of training.

We currently have 8 Basic level Peace Officers. This proficiency certification is the first level a Peace Officer reaches in their law enforcement career. This level requires one year of service in addition to completing personnel orientation, field training and a human trafficking course.

We have 5 new Deputies who have been hired within the last year and will obtain their Basic level once they complete one year of service.

We have 9 Deputies who are Field Training Officers (FTO). These officers are responsible for training incoming deputies in 3 phases to prepare them for work on their own.

We have 4 Deputies who are TCOLE Instructors. These individuals have attended a training course in order to learn tools for teaching classes to their own agency’s team members.

In addition to the TCOLE certifications we also have the following: •• 1 K-9 Reserve Deputy with dogs trained in narcotics as well as bomb detection.

•• 1 Deputy who has purchased his own trained K-9 and will be pursuing training as a handler.

•• 3 SWAT/SRT trained Deputies •• 3 Mental Health Peace Officers •• 2 Deputies are trained to teach other officers in the use of Stop Sticks •• 6 Deputies and 1 Dispatcher have a combined total of over 30 years of active duty military experience Our Telecommunications Department (Dispatch) is also very well experienced.

Our Telecommunications Officers (Dispatchers) have the following level of licensure: 3 Master 2 Advanced 1 Intermediate 1 Basic.

The Fannin County Sheriff’s Office has documented 8,408 training hours since I took office January 1, 2017.

My name is Edwina Lane and I come to you asking for your trust and the opportunity to serve as your next County Commissioner. With the retirement of Commissioner Whitlock, we here in Precinct 1 have a vitally important decision to make. We must choose what style of leadership traits our next representative should possess and what qualities will best serve our county as a whole.

We currently have no established 3 or 5 year plans in place, and have been forced to rely on emergency savings to pay the county’s debts.

This cannot continue.

Revenue is generated off the labors of the taxpayer. As these contingency funds continue to drain, they will have to be replaced through skyrocketing taxes. It is the responsibility of the Commissioners Court to serve as Executive Administrators over all business affairs affecting the County. Evaluating them only by the condition of our roadways is no longer sufficient.

Precinct One’s next Commissioner must be goal and task-oriented, have long-term vision, and attainable plans in place to reach these goals. She should empower her Foreman with quality equipment, a well-trained crew and a plentiful supply of materials to properly maintain our roads. All of these will only be realized through having a strong, business-minded, fiscally conservative Leader in place.

A quorum was established as all commissioners were present at this time. Judge Randy Moore was not present 2. Invocation. The invocation was given by Justin King, pastor of Lamasco Baptist Church.

3. Pledges. Pledges to the U.S. and Texas Flags were led by Major James Manis.

4. Introductions. Steve Long with NTMWD and John Vick representing Senator Bob Hall’s office were recognized.

5. Public Forum. Major James Manis announced that as of January 28, 2020 he has officially retired from the Texas State Guard as Major and placed in the Texas State Guard Honorary Reserve.

6. Discussion, consideration and action to approve Minutes from 1/14/2020 (R). Commissioner Self made a motion to approve. Commissioner Lackey seconded. Motion carried.

7. Update and Presentation regarding Bois d’ Arc Lake. Steve Long with NTMWD presented January updates on the construction of the Bois d’ Arc lake.

January proved to be a difficult month with the weather allowing only 12 working days for the month. Construction status: Embankment - 2,712,400 cubic yards, 52% complete; Service Spillway Concrete - 6,024 cubic yards, 31% complete; Intake Tower - 7,600 cubic yards/60 feet high, 72% complete – Archer Western is installing intake gates; Slurry Trench - 367,000 square feet, 67% complete – no change; Reservoir Clearing - 3,920 acres, 90% complete – no change. Mitigation Property Status: Construction 50% complete; January 20, 2020 monitoring event; Forest wetland planting resumed: Tree planting started January 6, 2020: 80,000 trees planted as of January 10, 2020; 65,000 trees planted in one day; 780,000 trees planted this season so far. FM 897 Update: Drilled Shafts-100% (No change); Columns–100%; Bent Caps–77%; Beams-70%; Deck– 50%; Roadway–65%.

The Bonham Police Department is continuing its investigation into the bank robbery that occurred on Friday, January 31, 2020 at the CapTex Bank (formerly First National Bank of Trenton) located at 2109 N. Center St, Bonham, Tx. According to the Bonham Police report, the suspect followed an employee into the bank building at approximately 7:40 am and demanded the employees to disarm the alarm

DEATH by CHOCOLATE CAKE 1 box devils food cake mix (chocolate) 1 small box instant chocolate pudding 1 ¾ cup milk 2 eggs 1 pkg. milk chocolate chips Preheat oven to 350°. Mix cake mix and instant chocolate pudding together. Add eggs and milk. Beat together well.

Stir in chocolate chips. Pour into greased and floured Bundt pan. Bake for 50 to 55 minutes.

The employees were then locked in a restroom and the door was secured with black electrical tape wrapped around the door handle and chair. Employees stated that the suspect did not exhibit a weapon during their interaction with him.

The suspect has not been identified, but has been described as a white male, approximately 6’2”-6’4” in height, with possibly hazel to green colored eyes. He was covered in camouflaged clothing except for the eye area and was wearing black gloves. The suspect was

Anyone that has any credible information in regards to this robbery or the identity of the suspect is encouraged to contact the Bonham Police Department at 903-583-2141.

A $5,000 reward is being offered for information leading to the arrest of this subject.

Are You Ready For A Change?

Starting with early voting on February 18th Fannin County will elect a new commissioner for Precinct One. Do you want someone who will stand-up and voice their opinion when they may be the only one who will speak up for what is right or someone who just wants to go along to get along?

The general fund for the county that pays 78% of the normal bills will lose over a million dollars this year.

I sat through the budget hearings for 2020 and it was pointed out by the county judge that to balance the general fund budget would require 1.26 million dollars of our reserves. We have lost money now four of the past six years in this fund. Most of the elected officials fall under this fund and they all have their own budgets that they can control. NOT ONE SINGLE ELECTED OFFICIAL paid by the general fund stood up and committed to what they would do to get their expenses down – NOT ONE. One even went so far as to say they wanted a raise.

Why are they so complacent? Every year the county basically starts them out with what they got last year and then adds to their budget.

This creates elected officials that have no incentive to try to do better with your tax dollars. As a further insult to the taxpayers, in past years we increased some elected officials’ salaries up to 15% a year without any commitments or effort on their part to become more efficient. Your elected officials at every level should always be looking to improve their offices and services first (and their own pay second).

Our county does not have an income problem – We Have A Spending Problem and as a commissioner I will work diligently to let you know what it is, keep you up to date, and always vote to correct the problem whether I am a vote of one or not. Until we get a balanced budget no elected official should receive a raise. The goal is to actually get the elected officials involved in how their departments can run more efficiently or until they are voted out and we can get someone who is willing to do the hard work required for the county to get on the positive side again. Is this harsh? Yes, it is but with over a $1,000,000 million dollar deficit this year drastic measures need to be employed to fix our problems or they will just continue to get worse.

Growth for Fannin County will require improved county roads, a plan for the expected growth, and the infrastructure and ability to attract new business to the county. UNLESS WE GET OUR SPENDING PROBLEM UNDER CONTROL, WE CANNOT DO ANY OF THESE ADEQUATELY! Your county commissioners are in Austin this week to hear from various organizations about the 3.5% cap on effective taxes passed by the Texas legislature this past session. The Texas Association of Counties position is: Commissioners courts—the locally elected governmental bodies—are in the best position to determine the right policy decisions for a county. While this may be true for a county that has addressed all its inefficiency problems and elected officials to office who want to work diligently on improving the finances of their county, we are not to that point when elected officials do not understand basic concepts. As one commissioner stated if your taxes went up this year it is the Appraisal districts fault, not the commissioners. This is simply not true as the commissioners set the tax rate, not the appraisal district. Why do our local elected officials dislike the 3.5% cap – because without it they don’t have to take any responsibility for making the decisions that need to be made in order to get our county back on a firm financial footing.

These decisions will involve making some elected officials uncomfortable and having to show up for 40 – 60-hour work weeks just like most business owners who run successful businesses. As stewards of the taxpayer dollars they have every obligation to treat their departments just like a business owner would.

Change is difficult, time consuming, and at times not always pretty but in order to grow and truly prosper we must be willing to change.

Whether that is our attitudes, expectations of others, or plans, we must make the sometimes-difficult decisions that are required. Just using the excuse that you are only one of five votes and therefore you cannot really have your own plan for our county like we heard at the meet the candidate’s forum on February 1st is just not acceptable. Currently, no one at the county level has any stated plans to fix our budget issues, grow the county, or work across the county to get a comprehensive county plan in place.

Memorials were given in December for the following: Virginia Blair, Yvonne Dobbs, Margie Dobbs, and Ronny Martin. We are very grateful for these donations. Since Oakwood is not a perpetual care cemetery, we rely on donations to pay for mowing, road upkeep, tree trimming, drainage work, and many other expenses. If you would like to send a donation in memory of a friend, family member, or other loved one, our address is Oakwood Cemetery Association, P.O. Box 96, Honey Grove, TX 75446. UTRWD’s water demand within its growing service area is anticipated to increase nearly threefold over the next 50 years, additional water supplies are needed to meet this anticipated future demand.

Once complete and fully operational, Lake Ralph Hall will provide residents and business of UTRWD’s service area and southeast Fannin County an additional 54 million gallons per day (MGD) of raw water.

“Design of the Leon Hurse Dam is near completion and construction is expected to begin later this year in order to have the new lake in operation by 2025,” states Mr. Patterson. “Lake Ralph Hall will provide a reliable water supply for many generations.” “We appreciate our Members and Customers demonstrated support throughout the permitting process and the diligent effort

by USACE to finalize the studies and issue the permit,” Mr. Patterson continued.

Visit the Fannin County Museum of History in Bonham to celebrate Black History Month and see historical photographs of Fannin County’s black population. The Museum has a permanent collection highlighting its black citizens.

The collection includes photos relating to the three larg-

acres (similar in size to Grapevine Lake) but will yield about 30% more water because of greater rainfall in the Sulphur River Basin.

• Helps address severe erosion on the North Sulphur River and will provide a significant aquatic and terrestrial habitat in Fannin County, one that doesn’t exist today.

• Pipeline that now delivers UTRWD’s water from Chapman Lake was built with enough capacity to carry the water from Lake Ralph Hall to UTRWD’s service area.

• Provides economic benefits to Fannin, Denton, Dallas and Collin Counties.

Acrylic Painting from a Photograph Class begins Saturday, February 22

Press Release - Artist and instructor Chris Cravens will begin teaching a four week acrylic class on Saturday, February 22 at the Creative Arts Center.

This class is designed to help painters with some experience more successfully transfer a photograph to the canvas. Participants should bring their art supplies and a photograph that they wish to paint to the class and the first class will cover what elements of the photograph to include, should the image be “cropped” for painting, what size/shape canvas should be used and what type of transfer method will work best; e.g.using a grid. The four dates are February 22, 29, March 7 and 14. Each student should finish his or her painting during the final class.

Fannin County Community Ministries- Food Pantry For Want of Food, a Family, an Adult or Child Will Not Want For Food

By Brenda Jeter, John Hunt The Fannin County Community Ministries (FCCM) would like to thank ATMOS ENERGY for their recent donation of $1,000 to assist with the pantry shipping and facility expenses. FCCM has been in existence since 1993 serving the residents of Fannin County, and is an all-volunteer organization managed by an all-volunteer Board that oversees the operation. oIt is a nonprofit, 501c3 orgaVnization that operates solely on donations from churches & and the private sector and occasional grants. Ninety-eight percent (98%) of all monies donated are used specifically to purchase food; the other two percent (2%) is used for utilities, office supplies and facility maintenance.

The food product comes from the North Texas Food Bank (NTFB) in Dallas

and is trucked to Bonham at an expense of .14 cents per pound, typically 2.5 truckloads a month and is completely paid for by donations. According to the NTFB, Fannin County is one of their priority customers because of the need in this county.

The facility operates with a checklist for eligibility to

receive food that a person must meet as an individual. According to the Texas Food Bank Network, Texas is among the top eight (8) states in the United States with not enough food per person.

In Fannin County, today, 18.1% of the residents do not have enough to eat because of the economy, 25.8% of that number are children.

That is in a population of less than 34,000+- residents.

For 2019, we served 6,148 households which is 17,802 individuals, including 6,329 children and 3,316 elderly.

The FCCM operates 4 days a week, closed on Tuesday to receive food. It serves all residents of Fannin County regardless of race, color, 2/4/20 creed, religion, political be-

liefs, age or disability. There are donation jars throughout the county and donations can also be made online at https://feedingfannin.com, on Facebook at FANNIN COUNTY FOOD PANTRY, mail at PO Box 69, Bonham, or in person at the facility located at 1022 FM 273. It is unrealistic to think that there are so many food deprived people and not think that as a society we should sit by and watch residents in Fannin County go hungry because of the lack of food.

First, inspect before purchasing. Smell the top of the bag.

Avoid plants that smell rotten or sour. Inspect the trunk/main stem for any damage. A damaged trunk will reform bark that creates a hollow, weakening the trunk. Especially with trees, avoid any with a pinched “Y” union at the initial branch.

These “Y” unions tend to split the trunks of mature trees if not corrected through careful pruning. Lastly, check under the wire twist. Reject plants that have a groove cut into the trunk from the wire. In the store, select only the best plants.

Second, inspect the roots at home. Roots should be fresh, plump and straight with the main roots largely intact. Return plants with dried out or mushy bad-smelling roots.

Also reject badly spiraled or missing/badly damaged main roots. Lastly, be sure to care for bareroots by watering and planting asap.

Typically, bareroot plants come with a 1-year guarantee.

However, real problems occur years later. Being selective in the beginning helps avoid many serious problems in the future.

held Monday, February 3, 2020, at the Family Life Center, 200 West 8th Street, Bonham, TX 75418 (associated with the Methodist Church). A meet, eat, and

greet will start at 5:30pm and the meeting will begin at 6:00pm to 7:15pm. The program for the first meeting will include hearing from the non-contested candidates for re-election, along with a representative from the Census Department. In preparation for this year, the Board and committee chairs met in order to plan the meetings and activities of the Fannin County Republican Women for 2020.

Programs for this year will focus on issues of concern in Fannin County and our State. The meetings will continue the first Monday of each month. Monthly meetings are open to Republican women who seek to be involved in the opportunities, information and education offered by the organization.

Game Warden Field Notes

Up To No Good On the evening of Jan. 4, a Cherokee County game warden worked an area where several deer had been shot from the road in recent months. Shortly after getting in his “set,” he noticed a truck nearing his location, at a very slow pace and stopping twice.

Through his binoculars, he could see a subject exit the vehicles passenger’s side and walk into the pasture where he was located. Using thermal imaging, he could see the subject walking up the hill adjacent to his location.

A short time later the subject started shining a light, which led him to believe that the subject was looking for something. The warden approached the subject’s vehicle and initiated a traffic stop. When he approached the driver, he asked the driver what they were up to and the driver replied, “not any good.” The driver informed the warden that his buddy was out in the field looking for a deer he had shot earlier in the evening. The warden had the driver call his buddy and tell him it was in his best interest to return to the truck. Once the warden was able to make contact with the “shooter,” it was determined that he and his wife had been driving by, about 5:30pm, and saw a small buck on the hillside and the subject took a shot at the buck with his .17 caliber rimfire rifle. At the shot, the deer seemed to drop so the subject took his wife home and planned to come back and pick up the deer with his buddy. Despite searching by all parties, including the landowner, the deer was never

recovered. Cases Pending.

Some Evidence Floats On Jan. 7, a Burleson County game warden observed an angler at Yegua Creek in Burleson County putting fish into a bucket near him.

The man was later observed handing a fish to a nearby fishermen who started cutting it up with a knife. Upon making contact with the small group, the man picked up the bucket and started to dump the fish out. The warden told him to stop several times while making contact. Several fish floated to the top of the water as they were already dead.

The man was detained while the warden used a cast net to get the dead fish out of the water. A total of 16 undersized fish (crappie, white bass, and largemouth bass)

RUBY GRACE DOCKERY SIEBENTHAL Honey Grove – Ruby Grace D o c k e r y Siebenthal was born in Honey Grove, Texas, on July 27, 1921 to Daniel Wesley Dockery and Mary Jane Manuel Dockery. She went to her heavenly home on February 1, 2020 surrounded by her loving family.

Funeral Services were held at the First Baptist Church Honey Grove, Texas, 1:00pm Friday February 7, 2020 conducted

by Rev. Mark Nesbit and Rev. Rodney Stanford. Interment was held at Oakwood Cemetery following the service under the direction of Cooper-Sorrells Funeral Home. Serving as Active Pallbearers were, Jesse Shipman, George Thurman, Dennis Whitlock, Phillip Knight, Don Svendson, Jeff Winslow, Mark Rudeseal, and Joe Gallini.

Honorary Pallbearers were, Don Thompson, Sonny Rhodes, TC Rice, Alvin Fields, and Kennith Billings.

Ruby Grace Dockery was united in marriage with James (Jim) Francis Siebenthal on March 1, 1942 and is survived by one son, Stan Mark Siebenthal, and his wife, Joyce Logan-Siebenthal, along with many loving nieces and nephews.

She was proceeded in death by her husband Jim Siebenthal, her parents, one sister, Maybell Dockery Hudgens of Ypsilanti, Michigan, and two brothers Daniel Edgar Dockery of Dallas, Texas, Harvey Lee Dockery of Irving, Texas.

Ruby acquired her Business

Administration degree from Draughon’s Business College in Wichita Falls, Texas. After graduation she began her professional career working at the First State Bank in Honey Grove for 12 years. Later, Jim and Ruby relocated to Carrollton, Texas, where Ruby and Jim lived for the next 30 years and raised their son, Stan. There, Ruby was employed with what is now Bank of America where she started as a teller, was then appointed as the first auditor for the bank, then was promoted to a Loan Officer and eventually rose to the esteemed position of Executive Vice President of Operations.

While living in Carrollton, Ruby was very active in church, community and civic organizations. She served as President of the Carrollton Business and Professional Women’s (B&PW) Organization.

She was nominated for Who’s Who among American Women and chosen for the Woman of the year award in Carrollton.

She also served as Chairman of the Carrollton-Farmers Branch March of Dimes. She was a faithful member of the choir and Sunday school teacher at First Baptist Church for many years, serving in the Youth Department.

Young Couples classes, and later teaching Young Adults.

Ruby and Jim had always planned to retire to their hometown and they did ultimately reside in Honey Grove where they built a new house on the family farm.

Ruby enjoyed their retirement by volunteering at the church, her love for cooking, playing bridge, gardening, and hosting their annual Christmas party where they invited the community to attend year after year.

Fannin Co. qualifiers almost set for 2020 girls hoops playoffs HG, DC extend long streaks

Last season, the Lady Tigers advanced as the same district’s third-place qualifier.

Her dozen minutes came during a game when no Austin College player logged more than 16, as the ‘Roos improved to 17-2 overall and 10-2 in SCAC action.

After a brief conference road trip, Austin College will play their final two regular-season home games Feb. 14 against Southwestern (Tex.) and Feb. 15 versus Texas Lutheran in SCAC play.

This season equates Carter’s first for the ‘Roos; she played her first two post-high school campaigns for Concordia University in Austin.

Bennett, a 5-3 sophomore guard, scored a season-high 11 points and was a co-team leading scorer for OBU in the home game again Southeastern Oklahoma State on Jan. 23. She hit 4-of-6 field goals including two 3-pointers and had four rebounds and three assists.

On Jan. 30, Bennett, a 2018 Leonard graduate, scored 10 points, again hitting two 3-pointers and 4-of-5 free throws at Oklahoma Baptist.

SHREVEPORT, La. -- Leonard alumna Alyssa Davis, a Centenary College of Louisiana sophomore volleyball player, made the Southern Collegiate Athletic Conference Student-Athlete Academic Honor Roll for the 2019 fall term.

To be eligible, a studentathlete has to have a minimum grade-point average of 3.25 for the term and compete for a member school in an SCACsponsored sport.

Davis, a 2018 Leonard graduate, last fall completed her second collegiate volleyball season for Centenary.

The University Interscholastic League released new districts for football, volleyball and basketball for the next two school years on Monday, Feb. 3.

Bonham will remain in 5-3AI for football. The Purple Warriors will retain Commerce, Howe, Pottsboro (3A-I state finalist) and Emory Rains as district rivals, with three new opponents: Mineola, Mount Vernon and Winnsboro. Bonham opened its last two seasons with losses to Mount Vernon.

Leonard will now be in 8-3AII for football -- a move from Region III into II. The Tigers will continue to play Bells, Blue Ridge and Whitewright, be reunited with former district rivals Gunter (reigning 3A-II champion) and S&S Consolidated and add Lone Oak against whom Leonard has scrimmaged in recent years.

Trenton will remain in 5-2AI for football with Collinsville and Tom Bean and now play Lindsay, Alvord and 2A-I newcomer Tioga.

Honey Grove will stay in 6-2AI for football. The Warriors will retain Bogata Rivercrest, ComoPickton and Wolfe City and now face former 3A-II Alba-Golden, Celeste (previously of 5-2A-I with Trenton) and former 3A-II

Savoy lost all of its previous district football opponents. The Cardinals will now be in 10-1AI and face Campbell, Fruitvale, Gilmer Union Hill and Laird Hill Leveretts Chapel. Members of Savoy’s previous district remained in 9-1A-I and will provide bi-district competition for qualifying teams.

Ladonia Fannindel will now compete in 10-1A-II. The Falcons will retain Bowie GoldBurg and Forestburg and be reunited with Trinidad.

In volleyball and basketball, Bonham and Leonard will compete now in 11-3A, retaining Bells, Blue Ridge, Howe and Whitewright and gaining Gunter and Pottsboro.

Meanwhile, 16-2A volleyball will include 2A’s Collinsville, varsity-newcomer Sam Rayburn, Tioga, Tom Bean, Trenton and Wolfe City and 1A’s Dodd City and Savoy.

District 14-2A basketball will have: Celeste, Honey Grove, Sam Rayburn, Merit Bland, Tom Bean, Trenton and Wolfe City.

District 23-1A basketball will include: Campbell, Miller Grove, Dodd City, Ector, Fruitvale, Greenville Pioneer Tech and Arts Academy, Ladonia Fannindel and Savoy.

The days of driving down Sam Rayburn Drive in Bonham and seeing inmates waving from the jail 2nd floor windows and most likely knowing them personally is a thing of the past. We have evolved in a big way. The dispatchers no longer serve as the jailers and put the emergency phones on hold to make rounds on the inmates or deliver their meals. The 70’s and 80’s were good times but we are in 2020 and safety must be a priority.

The Fannin County residents who reside in the city limits of Bonham may not feel that the Sheriff’s election is as important to them since their city police department does a great job but it is very important and here is one reason why…….

The term “County Jail” went by the wayside several years ago and we now have the Fannin County Detention Center. This facility has a capacity to house 535 total inmates. The main facility on Silo Rd can house 439 federal/county inmates and the facility on CR 4200 can house 96 county inmates. The census is usually over 500 inmates per day for the combined facilities. The federal inmates come from all over the United States and most have very serious charges that I feel puts the area at risk if safety isn’t maintained at all times.

The Fannin County Detention Facility is currently run by LaSalle Southwest Corrections through a contract entered in to by former County Judge Carter after GEO Corporation backed out of their contract. Under the prior GEO contract, the county received $2.50 per day per federal inmate that was housed in the facility and the county paid GEO $37.50 per day to house each county inmate.

LaSalle took over the management of the Fannin County Detention Center in September 2018. Under this contract, the county gets NO money for the federal inmates and we now pay $51.25 per day for each of our county inmates which is an additional $13.75 per day burden to the tax payers. This contract resulted in a large loss of revenue to the county budget.

There is a Commissary Fund that is controlled solely by the Sheriff. A commissary is a store within the correctional institution that sells various approved products the inmates can purchase with their own funds. A portion of the proceeds from this is designated to the Commissary Fund and any purchases must be for the benefit or safety of the inmates. In prior Sheriff’s administrations, this fund was used to purchase items that should have been provided by the contract so I am very specific and cautious on what I will provide with this money. I get written approval from Jail Standards as well as the District Attorney before purchases are made if there is any question about the item being an approved purchase.

In my first budget hearing with the Commissioner’s Court in 2017, I requested a new transport van and was told by Judge Carter that he would provide money for half a car.

I researched and found that the van could be purchased using Commissary Funds so that was accomplished early on and without the use of tax payer money.

There was an inmate death inside the Fannin County Detention Center in December 2018 and while the cause of death was ruled as natural causes I wanted to ensure we had a better system to document the inmate checks to protect both the inmates as well as the Jailers and to clearly show the work they do. I started the process to purchase a Guard 1 timekeeping system. There have been some delays in getting this system installed but it is in the works and hopefully will be fully operational in the very near future.

I recently purchased state of the art equipment to closely monitor what is brought in to the facility. We are having full body scanners installed which will detect illegal substances or other items on the person being booked in to the jail. If substances were swallowed prior to an arrest, this will show and emergency treatment can be obtained before a crisis occurs. I also have portable mattress scanners being delivered which will enable the staff to slide the inmate mattresses through the scanner to detect any contraband. A scanner will be installed at the employee entrances to the jail that will detect cell phones. The mail coming in and going out of the jail is also closely monitored as well as all inmate phone conversations. All of this additional security being added to the facility is at no cost to the tax payers but purchased with Commissary Funds.

The Fannin County Detention Center employs 129 people and the starting pay for a corrections officer with no experience is $19.82 per hour which is more than a Deputy with years of experience will start at in Fannin County.

The Fannin County Detention Center is run by a private corporation but the elected Sheriff is still responsible for the overall operation of the facility, the licenses of the correctional officers and for ensuring the facility is in compliance with Jail Standards.

That oversight cannot be accomplished remotely, the Sheriff must be in the jail and working closely with the staff and must be experienced in the operations of a jail/ detention facility.

I have and maintain a good working relationship with LaSalle Southwest Corrections at both the local and corporate level. Warden King and I work closely together on a regular basis and I am present in the facility several times per week for one reason or another. Having been a Jailer and Jail Administrator myself makes the relationship even stronger.

I ask that you consider safety in your community when making your decision for a Sheriff. Safety will always be a priority to me and I respectfully ask for your vote on March 3, 2020.

Early voting starts February 18th and runs through February 28th. My name will be the 2nd name on the ballot for Sheriff and will have an (i) beside it to indicate I am the incumbent.
