SBA Disaster News Release – 7/13/21 11/23/21 Deadline Approaching in Texas for SBA Working Capital Loans Due to Adverse Weather Conditions

SACRAMENTO, Calif. – Director Tanya N. Garfield of the U.S. Small Business Administration’s Disaster Field Operations Center-West today reminded small nonfarm businesses in 61 Texas counties and a neighboring county in Oklahoma of the Dec. 23, 2021, deadline to apply for an SBA federal disaster loan for economic injury. These low-interest loans are to offset economic losses because of

reduced revenues caused by winter storm, blizzard, snow, ice and high winds in the following primary counties that occurred Feb. 10 19, 2021.

Bois3/30/21 D’Arc Lake Zoning Commission – Usage Grants, Precedents & Changes

By Rose Schwartz Wednesday, December 1, 2021, County Judge Randy Moore called to order at 8:30 a.m., the Public Meeting of the Bois D’Arc Lake Zoning Commission. A quorum was established as Commission members Matt Titsworth and Gilbert Welch along with County Judge Randy Moore were present with Gary Fernandes attending via Zoom.

Commission member Kevin Darwin was absent.

2. Public Forum: There were no speakers for Public Forum.

3. Approve meeting minutes from 11/04/2021 Public

Hearing and Regular Meeting: Gilbert Welch asked for edit in paragraph five of the minutes to reflect a sentence to read “after the motion, Mr. Welch asked if the JP Court should be used rather than the district court.” The edit was accepted, and a motion was made, seconded, and passed to approve minutes.

4. Discussion, consideration, and action regarding whether or not to classify Property ID #70325 as grandfathered in as building construction was initiated prior to the October 30, 2018 adoption of the Lake Zoning Regulations: Judge Moore began by stating this agenda item was the key item

of this meeting and noted his thoughts on the matter was that if construction had begun prior to the date the regulations took place that it would fall under being grandfathered. After sharing his thoughts, he invited Attorney Newt Cunningham to share his assessment of this matter. Mr. Cunningham noted it would be helpful if there was a definite indicator in place that the construction was in line with the business intended. A discussion ensued that included the coverage of aerial evidence backing up the landowner’s claim that he started the construction of his business before the regulations were in

place. The landowner, Jose Hernandez, who attended the meeting, was asked by Judge Moore if whenever he started the dirt work noted in the aerial maps, he had planned on building his garage there at that time. Mr. Hernandez said that construction started late in 2016 and that he built little by little. He further noted that when he went to the office to get his permit for construction of the building, the lady looked at where his property was located in relation to the city limits and had told him at that time that he was fine to proceed with building his garage and to just let them know. He said when the new rules came, he was not aware that he was even a part of the Bois D’Arc Lake. Gilbert Welch made a statement after the landowner spoke that one of the issues existing is whether to believe that the landowner did intend to build a mechanics shop. He continued that he felt it was obvious that he built what he intended to build. He further stated that what they do now sets a precedent, and it could have other issues of similar nature that comes along, where they need to be fair and equitable to everyone. Stating that there was prompt follow through, noting there is evidence that he started back in 2016, and though Mr. Gilbert didn’t know when Mr. Hernandez finished his building; he said you can tell by looking at it that it wasn’t finished yesterday. He further stated If there hadn’t been that follow through and if the building wasn’t already built, he would have to deny based on there not being adequate follow through. After noting all that, Mr. Welch stated he was in favor of approving based on the landowner having started before 2018 and there was relatively prompt follow through in completing the project. He also noted if they grant the “legal noncompliant use” (“grandfathered in” is nowhere in the regulations) if the use ceases for six months (the landowner stops using the property for that intended purpose) the landowner loses the right to continue with that nonconforming use of the property. Mr. Welch then noted other factors would have to be addressed such as lighting and outside storage and how it would be extremely important for the landowner to work out those issues with the Fannin County Development Services Director Di Hopkins (Ms. Hopkins was not in attendance due to illness.) Noting the neighbor who had initially complained about the property not being compliant, have stated they would be satisfied with screening between the business and their residence, Mr. Welch said it sounds like everyone is trying to be reasonable here.

½ tsp. salt 3 c. uncooked oats 1 c. fresh cranberries, chopped into small pieces or you can use craisins 1 c. pecans, chopped 1 c. white chocolate chipsoptional Preheat oven 350 degrees In a large mixing bowl, add butter and sugars and beat until creamy. Mix in eggs and vanilla. Beat until combined.

In a separate bowl, whisk flour, baking soda, cinnamon and salt. Add flour mixture to large mixing bowl and mix well. Stir in oatmeal then gently stir in cranberries, pecans and chips. Drop by rounded teaspoons onto ungreased cookie sheet.

Bake 10-12 minutes until brown around edges. Once removed from oven, place cookies on a wire rack to cool.

After more discussion with Judge Moore adding that he agreed with Mr. Cunningham who said as time goes along there will be fewer and fewer of these situations that happened before 2018 and the issue will go away, Gilbert Welch made the motion that “we recommend the Commissioners approve this subject property as a legal non-conforming use as we determine it complies with paragraph 3.06 of the regulations” Gary Fernandes seconded the motion. Commissioner Magness brought up questions about the expansion of the business being allowed at a later date which was answered by noting that would be a topic for a later date. He also asked what would happen in the event of the owner’s death or sale of the business and the answer was if the use of the property did not stop for six months it could continue but the new owner would be bound by the same rules.

Judge Moore then called for a vote on the motion, and it passed unanimously.

5. Discussion, consideration, and action regarding other changes and/ or amendments to the Lake Zoning Regulations; Wrecking and Salvage Yards: Judge Moore noted that in the last meeting it was asked why a salvage yard should even be in the regulations and Mr. Welch asked it to be put on the agenda. Matt Titsworth began the discussion by asking if it was found in the regulations where it is allowed. Gilbert Welch then noted that the only way it could be allowed is in a planned development and that if it is on the books that it is allowed, then what would be the basis for denying it. Noting that a wrecking yard does nothing to enhance the value of neighboring properties, a discussion ensued about why it would be in the regulations.

After much discussion, Gilbert Welch made the motion

to recommend to the Commissioners that we eliminate Wrecking/Auto Salvage Yards from the regulations as a possible development in the 5,000 ft buffer zone. A motion was seconded by Matt Titsworth and passed unanimously.

6. Discussion, consideration, and action regarding changes and/or modifications by landowners: A landowner with 48½ acres came to the podium to discuss how a partial plot of his land will have setback issues that will make it difficult to build on those parts of his acreage. After some discussion, he was advised to get with Di Hopkins with a sketch of what he is wanting to build to determine whether a zoning change request and or a special use permit may be needed. No action was taken.

7. Discussion, consideration, and action to set next BDALZC meeting and/or hearing date(s): Motion was made, seconded, and passed to set next meeting date Thursday, January 6 at 8:30 a.m.

Sunday Morning Re-take Hello everyone!

We had a wonderful service in God’s house Sunday morning! The spirit and fellowship were wonderful!

As we move into the Christmas season, we ought to be mindful of the words of the prophet Isaiah in Isaiah 25:1, where he says, “O Lord, Thou art my God; I will exalt thee, I will praise thy name, for Thou hast done wonderful things; thy counsels of old are faithfulness and truth.” As what is happening in America today has proven, our nation is moving away from the words of this prayer. We need to get our focus back on the Lord, where it needs to be.

For my hymn reference this week, I am once again drawn to the hymns of Fanny Crosby. This is one of my favorite hymns that she has written.

“To God be the glory, great things He hath done: So loved He the world that He gave us His Son, Who yielded His life an atonement for sin, And opened the lifegate that all may go in.

Tuesday, November 30, 2021, County Judge Randy Moore called to order at 9:00 a.m., the Regular Meeting of the Fannin County Commissioners Court. A quorum was established as three County Commissioners and County Judge were present. Commissioner Lackey was not in attendance.

Commissioner Magness thanked everyone in attendance and voiced his hope that the Fannin County Leader will publicize the Hazardous Household Waste Collection occurring in Sherman on the 11th. He noted that there are a lot of people who can benefit from this service, hopes they read about it, let others know about it, and wished all a good week.

Judge Moore began by saying the current Covid stats are: 23 active cases, 153 fatalities, and a hospitalization rate of 5.33%. He once again noted that in comparison to other surrounding coun-

McCraw Oil recently. This check was one of several being delivered around the state by Sherry Capehart, on behalf of the two companies.

This gift was part of the proceeds from the 25th annual Doyce Taylor Memorial Golf and Fishing Tournament held earlier this year. This year’s tournament raised a grand total of $60,000 for CASA programs, which brings the 13-year grand total for CASA to $682,000.

When a judge determines that a child is no longer safe in their own home, CASA is assigned to gather information and make recommendations to the courts about what would be best for the child.

The gift to the Children’s Center will support children in foster care by providing trained volunteer advocates.

She graduated with her Master degree 27 years after she had graduated with her 2 Bachelor degrees from Ozark Christian College in 1988. The Spirit of Hope Gala was held at the Disneyland Hotel where she and one other alumni award recipient were celebrated. The award is in recognition and appreciation for exemplary commitment to serve the Church and impact the world for Christ. Her work was featured in Inside HIU The Magazine of Hope International University (Fall 2021).

She has poured out her whole life to serve others tirelessly, and she continues to want to serve Jesus with her whole heart. My mother is very outgoing, but she is also deep down a bit shy.

She began serving the Lord as a child. She became involved in Deaf ministry at the age of 19. She knew that if she could learn to sign that this would show the power of God because she had always believed herself to be clumsy, and the speed of ASL seemed impossible to her. God has certainly shown His power in her life.

God will use us despite our weaknesses to accomplish His purposes. She has traveled on mission work in 46 states and 34 countries.

She taught the Deaf Ministry program at Ozark Christian College for over five years.

She was the lead teacher for a Deaf Christian Preschool.

She taught sign language as a foreign language at two Christian high schools.

She was a professional interpreter and also a radio disc jockey for 5 Christian stations. She helped to found a Deaf Church in Tulsa.

She had a substantial part in the Finger Food Café movies featured in DVDs and on TV. She was the sign language Bible teacher for Miss Vonda’s Big Bible Stories :The Book of Jonah.

She founded Expressions of Emmanuel (EOE)in 2002

upon moving to Bonham.

EOE focuses on sharing Christ with the Deaf Community

My mother is so thankful for family. My Papa (Steven Hamilton) is a godly man whose years of experience in writing, film, and television has enabled him to wonderfully assist my mother and make an impact for Christ in the Deaf community. My mother considers motherhood one of her greatest callings as she raised me and my two adopted Deaf siblings, Andres and Cloudi. I was so glad that I could accompany her to this God honoring Gala. Praise God! We had the best time together that weekend, and it was such a privilege to have the opportunity to celebrate my mom! Prism Health North Texas Awarded Grant to Enhance Team Dedicated 11/17/20 to Healthcare Insurance Enrollment Assistance

Nonprofit organization receives $2,775,000 grant from United Way of Metropolitan Dallas to help community members enroll for needed benefits

DALLAS, October 28, 2021 - Prism Health North Texas (PHNTX) recently has received a three-year award as part of the United Way of Metropolitan Dallas consortium group to offer multiple services supportive of engaging individuals with the Affordable Care Act (ACA).

This $8.3M grant is funded as part of the Biden-Harris Administration to provide Affordable Care Act education and enrollment services to uninsured North Texans.

Prism Health North Texas is poised to enroll the general public for health insurance education and enrollment assistance and provide support for Medicaid and CHIP. This latest grant wholly aligns with Prism Health North Texas’s vision statement: Building equitable healthcare access for all Texans. PHNTX’s commitment is to provide healthcare for all North Texans in a nonjudgmental and affirming environment, especially for marginalized populations including those living with HIV, LGBTQIA+, and the ethnic minorities.

“This funding will enable our communities to receive a service that is critical for

many individuals and families to enroll in health care coverage,” said Jennifer Sampson, McDermott-Templeton President and CEO of United Way of Metropolitan Dallas in a release. “The Dallas area did not have this funding for the past four years, which had a direct impact of the number of uninsured who weren’t receiving support and information to navigate the complexity of finding a health care plan.”

PHNTX has been involved with the Affordable Care Act (ACA) since its inception as a Certified Designated Organization (CDO) under the Center for Medicare & Medicaid Services (CMS).

Since that time, PHNTX has maintained their active status allowing them to certify case management staff and other essential patient services staff to assist patients in ACA enrollment. PHNTX acts as the consummate health resource for marginalized populations attempting to navigate the system by providing education, assistance and support through the process.

This new funding opportunity allows PHNTX to build a new program staffed with seven certified ACA Naviga-

tors and a certified program manager to help consumers seeking health insurance through healthcare.gov, the Federally Facilitated Marketplace (FFM). Under this new grant, PHNTX ACA Navigators will provide virtual and in-person community education, outreach, and enrollment across 12 counties.

This funding opportunity will allow PHNTX to focus on identifying marginalized and overlooked communities to provide enrollment assistance that meets consumers’ needs.

“PHNTX is committed to our North Texas community, and we are devoted to serve within communities often under-represented,” Akosua S. Addo, Senior Director of Case Management and Patient Services said. “The current COVID-19 climate has illuminated many health care disparities. The importance of having health insurance cannot be underestimated.

We are here to guide consumers through the entire Health Insurance Marketplace application process including providing referrals to Medicaid and CHIP all year round.”

OBITUARIES

SCHUYLER CLAIR DELCAMP

Schuyler Clair DelCamp, 55, was born on February 23, 1966 in Missoula, Montana. He left this earth on November 27, 2021 after a courageous four year battle with cancer. By his side was his best friend and wife of twentyfive years, Lynn, and other very close friends. Schuyler will be remembered as someone who took time to not only hear but to listen to what was said. He noticed small details that others often overlooked. He was a true friend in every sense of the word.

Schuyler’s interests were wide ranging. His early professional life found him working in law enforcement, construction, and as the owner of a security company.

Schuyler served his country in the ARMY for ten years as a radio operator and sniper. It was his passion for keeping others safe that led to his most fulfilling career move. For eight years Schuyler worked as a Safety Consultant for Caterpillar. He stated his goal was “to make sure every employee goes home to their family every night.” He traveled the world to train and educate Caterpillar dealers in safe working practices.

Schuyler also created and implemented a security protocol at his church to ensure the safety of his church family.

Schuyler was an outdoorsman who enjoyed fishing and hunting.

He was a gunsmith who loved not only building guns but teaching others the art of guns and proper shooting. At heart, Schuyler was a teacher and a mentor. His willingness to teach, guide, and inspire will leave a void in many lives.

While he enjoyed teaching and helping others, his first priority was his wife, Lynn, and their dogs.

Parker, one of their four dogs, was his sidekick and best buddy.

Schuyler and Lynn began Bailey Ranch Rescue, a non-profit dog rescue named after his beloved dog Bailey. In this safe space, dogs would be trained, loved, brought back to health, and new homes would then be found. He will be greatly missed by not only his two legged friends but his four legged friends as well.

Schuyler is survived by his wife Lynn DelCamp of Bonham, Mack and Audrey DelCamp (parents), Harvey and Jay DelCamp (brothers), daughter Brittany Rogers, stepdaughter Tiffeny Nield, and 5 grandchildren.

He was preceded in death by his stepson Derick Peterson.

Schuyler had three friends he considered to be not only friends but family: Kim MacKinnon, Nathan Smallwood, and Mark Johnson.

Cremation has taken place.

There will be a celebration of Schuyler’s life at 1:00 (cst) on Saturday, December 11, 2021 at the Northside Church of Christ in Bonham, Texas. The service will be live streamed on the church Facebook page for those who

cannot attend.

Christmas was big for Schuyler, and he loved to give. Schuyler and Lynn have a yearly tradition of providing toys and clothes to the children of Fannin County through the Children’s Center. In lieu of flowers you may donate to a fund that will continue this tradition in Schuyler’s memory.

GLENN ALAN ARTHURS

Bonham- Glenn Alan Arthurs, age 79, of Ivanhoe, TX was born on April 16, 1942 in Mingo Junction, OH to Hugh Joseph and Dorothy May (Frazier) Arthurs.

He passed away on Tuesday, November 30, 2021 at Medical Center Plano.

Glenn served honorably in the United States Army with the 3rd Infantry Regiment. He was honored to serve at the many funerals of his fellow veterans and United State dignitaries, while part of “The Old Guard”. Glenn’s journey in life continued in the mining field where he retired from APAC after twenty years as a licensed blaster.

He was a private man who lived for his family, the outdoors, travel, and good television. Glenn was a loving father, grandfather, greatgrandfather, and friend.

He is survived by his son, Cody Arthurs and wife Pam of New Gloucester, ME; daughter, Melanie Elliott and husband Kevin of Ivanhoe, TX; daughter, Azure Botts and husband Bruce of Eustis, FL; grandchildren, Kayla Elliott of Ivanhoe, TX; Codilynn Arthurs of Philadelphia, PA; SSGT Adrian Arthurs or Ivanhoe, TX; Azarieon Sorrels of Eustis, FL; James Arthurs of New Gloucester, ME; and Elizah Botts of Eustis, FL; great-grandchild, Aeralee Elliott of Ivanhoe, TX; brother, Larry Arthurs of Ohio; along with many nieces and nephews.

He is preceded in death by his parents, Hugh and Dorothy Arthurs; sister, Jean Matoszkia; and brother, Brian Arthurs.

Cremation arrangements are under the direction of CooperSorrells Funeral Home in Bonham, TX. The family will hold a private service at a later date.

DORIS STEPHENS EVANS

Doris Stephens Evans, aka Mom, Momma, Granny and GG, passed away on November 28, 2021 at her home in Ector, Texas. She was born on August 23, 1932 in Pilot Point, Texas to William and Mable Jones. She was blessed during her lifetime with two husbands that she loved greatly.

She married Claude Robert Stephens on July 25, 1950, and John Paul Evans on March 3, 2000, both of whom preceded her in death. Doris had a total of nine children; two sons who preceded her in death - Michael Ray Stephens and John William Stephens, along with a beloved daughter-in-law, Peggy Stephens and son-in-law Jerry Parham, sister, Joyce Jones, brothers, William Jones, Chester Jones, Charles Jones, James Jones, Tom Jones.

She is survived by daughters Susan Van Hooser and her husband Lyndell of Ector, Texas, daughter Becky Parham of Anna, Texas, and sons Dr. Claude Robert Stephens, Jr. and his wife Valerie of Midlothian, Texas, Emmett Evans and his wife Sherry of Republic, Missouri, Ernie Evans and his wife Mattie of San Antonio, Texas, John Evans and his wife Cindy of Murfreesboro, Tennessee, and Tom Evans and his wife Dianna of Edmond, Oklahoma. Doris was blessed with many grandchildren, great-grandchildren, and greatgreat grandchildren.

Doris was a lover of life. She was an Army wife and followed her husband Claude wherever the Army allowed them and their five children to go, including Germany, Yuma Proving Grounds, San Antonio, and other U.S. military installations.

After military retirement, she and her husband Claude moved to Palma de Mallorca, Spain, where they lived for several years. She would share stories with her grandchildren of the beautiful Mediterranean white sandy beaches and driving down the narrow streets.

While there, she was very active in her church and took up bowling, which became one of her favorite activities. Also, while in Mallorca, she met one of Claude’s best friends, Paul Evans, and his wife Ruby. A couple of years after she lost Claude, and after Paul had lost Ruby, they reconnected by chance and a loving relationship developed. She and Paul married late in life and continued their travels, though mostly in the U.S. They were serious about their bowling and in quite a few leagues, with Doris even qualifying to travel to Las Vegas for competition. She and Paul were active in their church, Ector Methodist Church, and would travel to various conferences together. Doris loved helping people. While employed by the Bonham Hospital in their home health division, she received various awards including “Employee of the Year.”

LAVONNA FAY CLINTON

Funeral services for Lavonna Fay Clinton, 70, of Savoy, were held at 10:00 AM Saturday, Dec. 4, 2021 at the Howe church of Christ, 1205 N. Collins Frwy, Howe, TX, under the direction of Wise Funeral Home. Mike Dickison and Phil Smith officiated.

Burial followed in Sunnyside Cemetery in Savoy, Texas.

Lavonna was born Aug. 13, 1951 in Guymon, Oklahoma, the daughter of Roger Forrest Puckett and Vella Marchie Brock Puckett. She was the Valedictorian of the 1969 graduating class of Savoy High School and attended East Texas State University in Commerce.

Lavonna married Billy M. Clinton on July 18, 1969 in Savoy, Texas.

She worked for the US Postal Service in Howe, Tom Bean, Denison, Farmersville, Princeton, Gunter, Savoy and retired as Postmaster of the Ravenna Post Office in 2011. Lavonna was a member of the Ivanhoe church of Christ where she taught children’s and ladies Bible classes and was active in missions. She was also a teacher at Camp Ida in Maude, Texas. Lavonna enjoyed singing, cooking, making chocolate pies, camping and riding horses in the mountains. She was an excellent seamstress and bookkeeper for her husband’s business, Clinton Upholstery. She was preceded in death by her parents.

Lavonna leaves to cherish her memories, her husband of 52 years, Billy Clinton of Savoy, TX; two daughters, Sheri Folkes and husband, Eric of Howe, TX and Tammie Dickison and husband, Mike of Tom Bean, TX; a son, Billy Forrest Clinton and wife, Elisa of McKinney, TX; two sisters, Sharon Davis and husband, Durward of Abbeville, Mississippi and Rogena McClain and husband, John of Eufala, OK; grandchildren, Zachary Folkes (Blaire), Meagen Folkes, Daniel Dickison (Rhianne), David Dickison (Emily), Mark Dickison, Melanie Dickison, Kristen Dickison, Kemplin Dickison, William Clinton, Emelia Clinton, and Samuel Clinton; great grandchildren, Madelynn Dickison and Katherine Dickison; and numerous extended family and friends.

Pallbearers were Andrew Smith, Zachary Folkes, Daniel Dickison, David Dickison, Mark Dickison, Kemplin Dickison, William Clinton and Samuel Clinton.

WILFRED LEWIS BARBER

Bonham-Wilfred Lewis Barber, age 67, of Bailey, TX was born on April 13, 1954 in Logansport, IN to Winford Burley and Virginia Billie (Keys) Barber. He passed away on Sunday, November 21, 2021 at his home.

Lewis married Connie Lou (Smith) Barber on June 26, 1976 in Elkins, AR. He was a firefighter.

Lewis was very community minded and loved serving his community; he would give you the shirt off his back. Lewis loved his family, and was a very loving husband, father, grandfather, great grandfather, and friend.

He is survived by wife, Connie Barber of the home, son, Toby Barber of Westfork, AR; daughter, Becky Spurgin and husband Kevin of Princeton, TX; grandchildren, Jessica Lindsey and husband Jed, Haleigh Spurgin, Rylee Spurgin, Austin Barber, Angel Escamilia, Gracie Escamilia, and Adelynn Barber; great grandchildren, Cheyanne Lindsey, Micah May, and Sophia Butcher; siblings, Janet Mott, Justin Barber, Allen Barber, Dianna Burbank, Carla Firm, Margie Malonee, and Ronald Barber; along with extended family and friends.

He is preceded in death by his parents, Winford and Billie Barber, and grandson, Trenton Michael Spurgin.

Bonham-Peggy Marie Byrd, age 86, of Bonham, TX was born on August 28, 1935 in Bonham, TX to James Madison and Ethel Anne (Butler) Owen. She passed away on Wednesday, December 1, 2021 at Mullican Care Center in Savoy, TX. Peggy married John Wiley Byrd in 1976 in Houston, TX; he preceded her in death on June 28, 2016. She was a 1953 Bonham High School graduate. Peggy worked as a secretary and has been a member of First Baptist Church Bonham since January 10, 1947.

Peggy is survived by sister, Sylvia Clark and husband James of Bonham, TX; sister, Barbara Hughes and husband George of Dodd City, TX; brother, Earl Dean Owen of Honey Grove, TX; along with numerous nieces and nephews.

TONY RANDAL “RANDY” OWNBY

Tony Randal “Randy” Ownby, 71, of McKinney, went home to the Lord on Wednesday, November 24, 2021, following a courageous three-year battle with cancer.

He was born to Richard Watt and Francis Maureen Ownby, Sr., on October 25, 1950.

After graduating from Bonham High School, Randy attended East Texas State University (Texas A&M Commerce) and received a Bachelor of Business degree before embarking on an interesting career spanning multiple industries.

Starting as a lineman for the Texas-New Mexico Power Company, Randy worked his way to Vice President during his 24 years there. He then moved on and spent three years as VP for Equipower, followed by five years at Tenaska as Manager of Development. Finally, he spent the last 16 years as a real estate broker in North Texas.

As accomplished as he was in his career, those who loved him will remember Randy for his roles as husband, father, stepfather, and grandfather. Raising his two wonderful children, Lisa and Jason, they moved to Fort Worth where he met the love of his life and wife of 26 years, Carol.

Randy enjoyed working on old cars, driving fast ones, gardening, playing pranks on good friends, and growing stronger in his faith with his wife as members of Cottonwood Creek Church.

He was preceded in death by his parents and sister, Nancy Ownby Mejia.

Randy is survived by his wife, Carol Ownby; children, Lisa Dominguez (husband Adrian) and Jason Ownby; stepchildren, Clifton Ellis (wife Nicole) and Kristen Ensey (husband Anthony); grandchildren, Aidan Dominguez, Addison Dominguez, Drake Dominguez, Truett Ellis, and Parker Ellis; and brother, Richard Ownby (wife Gail).

A memorial service will be held at Cottonwood Creek Church in Allen, Texas, on Friday, December 10, 2021, at 2:00 pm in the church chapel.

Cooper GOOD. Water lightly stained; 56 degrees. Fall fishing is holding steady. Largemouth bass are good on deep diving crankbaits, black or red plastic worms, chatter baits, and football jigs. The white bass and hybrids are good over humps and flats using silver or white slabs and chartreuse swimbaits. Crappie are fair with minnows working brush piles and timber in 16-25 feet of water. Catfish are good on punch bait and chicken liver.

Lavon GOOD. Water lightly stained; 59 degrees; 3.58 feet low. Crappie are on good, biting jigs and minnows in submerged timber in 25-30 feet of water. White bass are good on windblown banks in 2-10 feet of water using swimbaits and spinners. Blue catfish are great in 17-25 feet of water using cut bait. Black bass are good in brush piles in 20 feet of water, and along rocky ledges using Alabama rigs, creature baits, jerkbaits.

Crankbait divers in 12-25 feet of water have also been successful. Report by Carey Thorn, White Bass Fishing Texas.

Ray Roberts FAIR; Water lightly stained; 60 degrees; 0.58 feet low.

White bass are moving quickly in 20-28 feet of water on main lake points biting on one-ounce silver and chartreuse slabs, with better luck on smaller slabs because the smaller size is most similar to what they are feeding on. The bass are moving quickly, so the bite is best on the bottom using Alabama jigs in 30-35 feet, letting the bait hit bottom and slowly reeling up. The

bite is best while the wind is blowing and dies down when the wind does. Crappie are good on main lake brush piles 20-30 feet on minnows, with bigger fish in the Buck Creek area in the standing timber around 20 feet with bait suspended in the 10-12 feet of water.

Tawakoni GOOD. Water lightly stained; 57 degrees; 1.73 feet low. On the south end, channel and blue catfish are good in 30-40 feet of water. Bigger catfish continue to bite on cut bait.

White bass are good on the humps and flats mid lake.

Striped bass should kick into gear as the temperature continues to decline. Crappie are biting on minnows and jigs. Report by Keith Parks, Messin’ with the Fish. Eater blues and channel catfish are biting midlake in 40 feet of water suspended in the trees at 30 feet. Report by James Evans, Whisk’R Fish’N. Texoma GOOD. Water lightly stained; 57 degrees; 1.41 feet low.

Fishing is similar as we enter in December. Striped bass continue to be good all over the lake, with bird action leading the way to the fish.

Limits coming in around 1-10 feet of water using slabs, and when the wind up casting Alabama rigs, and swimbaits. Winter is the best time to catch trophy catfish.

Drunk and on the Hunt A Cass County game warden was on patrol when they saw a vehicle stop twice near a large pasture and stick what they thought was a rifle out of the window. While following the vehicle to confirm what they had seen, the subject was driving erratically on the county road. When the vehicle stopped again, the warden conducted a traffic stop. The warden then approached the vehicle and saw an AR-15 rifle in the passenger’s seat.

The weapon was secured, and the driver was checked for warrants. The warden noticed the thermal scope was still on, so they asked the driver about hunting and told him that they had seen him stick the rifle out of the window.

The driver then admitted to hunting the field for hog and admitted to being intoxicated.

The driver was arrested and charged with hunting without landowner consent and hunting non-game from a motor vehicle.

high commodity prices and above-average precipitation that started in May and delivered timely moisture throughout the growing season.

But soil moisture levels are declining in parts of the state, and the 2022 growing season could hinge on winter weather replenishing topsoil and subsoils or another round of timely summer rains to save the day.

Jourdan Bell, Ph.D., Texas A&M AgriLife Extension Service agronomist, Amarillo, said drought conditions are expanding throughout the High Plains. The region has not received significant precipitation since September while aboveaverage temperatures were exacerbating soil moisture level declines.

The U.S. Drought Monitor shows most of the High Plains, West Texas and East Texas are in extreme drought to abnormally dry. West Central, Central and Coastal parts of the state are not experiencing drought, according to the monitor.

A strong La Niña weather pattern is expected this winter, which often means less rainfall and warmer temperatures for the Southwest, including much of Texas.

“Soils are drying out and that is definitely a concern moving into winter and spring,” Bell said. “We continue to hear that weather conditions are expected to be warmer and drier than average, so limited soil moisture could be drive 2022 cropping decisions in water-limited regions.”

CENTRAL Weather remained dry. Winter wheat was slowly being planted under cooler conditions. Producers reported difficulty obtaining their choice wheat varieties. Ideally growers will plant by Dec 1. Soil moisture conditions were still very good and much better than last fall. Unplanted fields were being cultivated to destroy heavy volunteer grass and weed growth. Some planted fields with excessive volunteer weeds may be difficult to control in-season. The

biggest producer concern was the high cost of fertilizers and whether investing in costly inputs with the strong La Niña conditions will pay off. There have been several announcements of industries buying and building on key Blackland farming areas. A new Samsung facility alone will claim 1,250 acres of historically prime soil, and land values are exploding, which is triggering industrial, commercial and residential land sales.

NORTH Soil moisture ranged from very short to adequate with sporadic and drizzling rain reported. Temperatures dropped to the mid-40s. Oat conditions were very poor to excellent while winter wheat conditions ranged from fair to excellent.

Pasture and rangeland conditions were mostly fair to good, but some counties reported very poor conditions. Livestock were in good condition.

Some producers were utilizing stockpiled forage while others started feeding hay.

Dryness Categories D0 Abnormally Dry—used for areas showing dryness but not yet in drought, or for areas recovering from drought.

Half an inch to 1.5 inches of rainfall was widespread across coastal to eastern Texas, and into adjacent parts of Louisiana, and locally over 2 inches fell over parts of Texas. Smaller swaths of half an inch of rain occurred over north Texas and parts of Arkansas, Mississippi, and Tennessee.

But the rest of the region had less than half an inch, with much of western Texas to most of Oklahoma receiving little to no precipitation.

Moderate to severe drought contracted in a few parts of Texas where the heaviest rains fell, but much more of the state, as well as parts of Oklahoma, Arkansas, and Louisiana, saw expansion of abnormal dryness and moderate to severe drought.

Areas of abnormal dryness expanded in western Tennessee and developed in eastern portions of the state.

With every passing day of no precipitation, low humidity, high evapotranspiration, the

wildfire threat continued to grow in Texas and Oklahoma.

According to November 28 USDA statistics, 64% of the topsoil moisture in Texas was short or very short (dry to very dry) and 45% of the winter wheat crop was in poor to very poor condition.

In Oklahoma, the statistics were 59% for topsoil moisture and 16% for winter wheat condition.

Swarm10/19/21 Robotics Could Help Farmers And Ranchers

Swarm robotics may be the future in agriculture, allowing farmers and ranchers to adjust the number of robots necessary to perform a variety of tasks.

They are developing what Lee called “technical and theoretical groundwork” for a swarm system, including a digital twin simulator for lowand high-fidelity simulations and a user-friendly interface for farmers.

Optimal applications of fertilizer, water, herbicides and more are possible through adaptive swarm robotics. She noted using smaller, unmanned machines can reduce soil compaction and better target herbicide-resistant weeds through nonchemical methods.

The main advantage of CASS systems is in its flexibility for different tasks and applications. She said even though there are currently swarm robotic systems available, they usually perform one specific task and cannot be adapted to different situations.

“Current trends in precision agriculture and smart farming mostly focus on larger machinery or a single or a small number of robots

equipped and programmed to perform highly specialized tasks,” Lee said. “This project will serve as a critical pathway toward our long-term goal of establishing a deployable easyto-use swarm robotic system that can serve as a universal platform for broad agriculture applications.”

There is much potential in the field of agricultural swarm robotics, although there are many challenges due to the individual nature of each operation.

Lee and the other researchers are ready to tackle those challenges to design systems that will work seamlessly for farmers and ranchers.

“Swarm robotics research itself has been largely confined to low-fidelity simulations and laboratory experiments. These rarely represent the intricacies of an agricultural field environment,” she said. “Also, human-swarm collaboration has not been extensively explored, and user-in-the-loop development and evaluation approaches are needed, in particular for target endusers—in our case, farmers.”
