In law enforcement there is a need for quality training, but the budget doesn’t always have room for it. Thanks to Cody Shook for understanding the need, realizing our small town doesn’t have a big budget, and doing the leg work to bring the Department of Homeland Security to Ector to provide us with FLETC Firearms Instructor Training Course. Cody was able to set up the class, arrange the venue and shooting range, handle all of the shipments of equipment, not only from homeland security, but also from all the other students from around the country. In this class there were police officers from Washington state, Delaware, Oklahoma, LAPD, NYPD, Savoy PD and City of Ector, Texas. It is this kind of forward thinking that not only makes the county safer but also saves the taxpayers money. This is the kind of change Fannin County needs. Again this was a 2 week (80 hour) class, at almost no cost to the agency. It only took a Chief that was willing to put in extra time, effort, and caring that we receive some much needed training.

Paris District Road Report for week of Nov. 13, 2023 Paris -- Here’s a look at work planned in the district for the week starting Nov. 13, 2023. These schedules are subject to change due to weather conditions, equipment failure or other unforeseen issues. Motorists are advised to remain alert and pay special attention to all signs, barricades and traffic controls, and reduce their speed as they approach and travel through work zones. They should also avoid distractions such as cell phones, eating, drinking, or car audio or navigation systems.

Fannin County: The annual crack seal contract to place sealant in the pavement cracks on roadways in Fannin County has begun. The following roadways will receive a crack seal: FM 64 from SH 34 to the Delta County line; FM 151 from US 69 to the Grayson County line; FM 981 from US 69 to the Collin County line; SH 50 from Church Street to the Hunt County line; FM 904 from FM 64 to FM 1550; FM 274 from FM 898 to FM 1753; FM 1629 from SH 121 to SH 78; FM 87 from SH 56 to US 82; FM 273 from FM 1396 to FM 2029; FM 1753 from SH 78 to the Grayson County line. Motorists should expect delays as flaggers and pilot cars direct traffic through the work zone.

SH 78, from US 82 to the Oklahoma State line. Watch for daytime shoulder closures and occasional lane closures as workers install sloped end treatments on drainage structures and replace bridge rail and guardrail.

These Brussels sprouts are packed with a glorious combination of bacon and pecans!

Amazing enough to be served on their own yet perfect to go with your Thanksgiving meal.

BRUSSELS SPROUTS in MAPLE BOURBON SAUCE 2 lbs. Brussels sprouts, rinsed, trimmed, halved 2 Tbsp. olive oil ¼ tsp. kosher salt ¼ tsp. black pepper 4 slices of bacon, diced 2 oz. bourbon 1 Tbsp. balsamic vinegar ½ c. maple syrup ½ c. brown sugar ½ c. candied pecans, chopped Preheat oven to 425°. Line a baking sheet with parchment paper. In a large bowl, combine Brussels sprouts, olive oil, salt and pepper. Toss until they are evenly coated. Place the Brussels sprouts onto the prepared baking sheet in a single layer. Bake for 20-25 minutes, or until fork tender.

While the sprouts are baking, cook the bacon. In a 10" nonstick skillet over mediumhigh heat, add bacon and cook for 7-8 minutes or until crispy.

Using a slotted spoon, remove bacon bits to drain on a paper towel. Set aside. Remove the excess bacon grease from the skillet, making sure to leave browned bits in the bottom.

Remove the skillet from the heat. Add the bourbon and balsamic vinegar.

Return the skillet to the heat, scraping up the browned bits from the bottom while stirring the sauce. Bring the bourbon to a boil. Add the maple syrup and brown sugar, stirring constantly for 2-3 minutes or until the sauce begins to thicken.

Be cautious, as the mixture can bubble up. Remove from heat. Add in the cooked Brussels sprouts, bacon, and candied pecans. Stir to combine and serve.

TRENTON -- Tristen Jones and Gracie Williams have teamed a lot lately.

Last spring, as juniors, they formed the battery, as Trenton softball produced its winningest season and first regional finalist team since 2016.

They for Illusions now play for the same club team.

On Nov. 9, they announced jointly where they will play at the next level, in a signing ceremony in the Trenton High School gymnasium.

But the seniors will have different destinations after graduation at which they will continue playing softball.

DC hoops teams forecast to win district in 2024 in TABC picks

Dodd City's basketball teams have been favored in 2024 to repeat as champions of District 23-1A. The Texas Association of Basketball Coaches pre-season picks had the Lady Hornets again atop 23-1A, with Savoy also favored for the postseason again as the district's girls'

third-place qualifier.

Last season, Dodd City won its 11th-consecutive undefeated girls' district basketball title, made a second-straight regional semifinals trip for its ninth-consecutive regional tournament appearance and extended its postseason streak to 13.

The Lady Cardinals finished third last season in 23-1A en

route to a bi-district appearance -- their first playoffs trip since 2014.

Elsewhere, the picks favored Honey Grove to be the 14-2A girls' runner-up.

The Lady Warriors last season with a third-place finish in district returned to the playoffs for the first time since 2020.

Road Work updates for Week ending 11/10/2023 As commissioner, I plan to let you know every week what we accomplished the week before in regards to our slogan "On the Road to Recovery". As citizens, you expect us to be out working daily in the precinct and bringing our county roads back up to at least a minimum standard.

Issues with the recycled asphalt you may see on your County Road. As many of you

may have noticed, millings (asphalt ground off highways to be resurfaced) were placed on quite a few roads over the past year or so mostly in areas that had poor drainage or poor road conditions. As many of these areas already had a poor subgrade the effect of the millings was just temporary. According to the U.S. Department of Transportation, Gravel Roads, Maintenance and Design Manual, November 2000 while the recycled

asphalt can take on the characteristic of pavement, it will be a weak pavement. It will often develop potholes and be hard to maintain with simple blade maintenance. This is exactly what we are finding on most every spot that had millings applied. One option to correct this is to mix the millings with a fresh layer of gravel. We will be trying this method out on a few sections having problems now that we have some grader blades that can help in mixing

Thanksgiving with Max

By Gregg Flowers Your dog may be fairly curious and social, but some older dogs don't really appreciate visits to their house from "strangers". Combine this apprehension with an unaware guest's attempt to pet your nervous dog, and you have a recipe for a Thanksgiving bite! Children visiting your house can cause issues for dogs not accustomed to a small child's frenetic energy too. In short, keep an eye on all Max's interactions with guests, but if that's not possible, it's not a bad idea to confine him to a his crate or spare bedroom on Thanksgiving Day...at least part of the time.

Many well meaning dog lovers can’t resist a dog begging for food, and some dogs are experienced beggars. An occasional tidbit on Thanksgiving or during Thanksgiving prep is often totally harmless, don't get the notion that refusing a begging dog will "hurt his feelings" or that he won't "love" you. Dogs don't think like that. Max won't think anything at all of human refusal to indulge him.

Your holiday garbage is smelly and tempting. Don't set your dog up by making it accessible.

Even the most well mannered and trustworthy dog may have a hard time resisting a prime forbidden acquisition from the trash can. Rancid food is full of bacteria and can make him very sick. - Plain, cooked turkey in small quantities is really no problem for him, but the higher fat content of turkey skin is not so great, and it’s one cause of pancreatitis (inflammation of the pancreas.) Make sure to dispose of turkey bones where he can’t get to them. They can cause esophageal and intestinal punctures. - Turkey stuffing may contain any number of ingredients harmful to Max as well. Other things commonly lodged in a dog's digestive tract at Thanksgiving are: baking string, napkins, plastic bags or

shrink-wrap, plastic eating utensils, plastic glasses, plastic (or paper) plates, plastic wrap, pop up turkey timers, roasting bags, skewers, tin foil, toothpicks and wax paper. - Most people know that chocolate and raisins are toxic to dogs, but uncooked bread dough is pretty dangerous for Max too.

Alcohol overall is definitely out for your dog. What we may consider a small amount, can be toxic for Max, so make sure he can't get to an unattended drink.

- Ultimately, just being aware and vigilant is all it really takes to honor your commitment to be your dog's guardian and pre-

Bonham City Council Meeting – Hwy 121 Project Funding Discussed

Monday, November 13, 2023, Councilman Wayne Moore first thanked Sandra Compton, Carol Ellis and all those who cleaned up around the Courthouse before the start of the “Creeps on the Corner Car Show” that was held in October. Pastor Mark Posey of the First Congregational Church of Bonham then led an Invocation at the Bonham City Hall prior to Mayor H.L. Compton calling the Regular Meeting of the Bonham City Council to order at 5:30 p.m. All Councilmen were present.

1. Consider and take action to approve minutes of the October 9th regular meeting and October 16th special meeting. (Pgs. 1-4): Councilman John Burnett made the motion to approve with Councilman Wayne Moore seconding the motion which passed.

2. Consider and take action to accept financial report for month ending October 31, 2023: Director of Administrative Services, Sarah Osburn, first explained the absence of revenue being noted on the section “hotel occupancy tax” of her report before a motion was made by Wayne Moore to accept with Councilman Michael Evans seconding the motion which passed.

3. Citizens Opportunity to Speak: [The City Council invites persons with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda State law prohibits the City Council from considering deliberations on any item not listed on the posted City Council Agenda.]: A resident of Lake Bonham addressed the council regarding sedimentation issues that have been ongoing for a few years at Bonham Lake. He noted work conducted with various organizations in a goal to elicit federal funds in assisting with the problem and gave the council documentation detailing that effort. The next speaker, a resident of Bonham gave an update on efforts to protect minors from obtaining questionable reading material from the public library. He noted two requests made to the library board and the city attorney for consideration in resolving potential risks and questioned why the Library Board does not adhere to “the open meetings act” as the public is not informed of nor welcomed to their meetings.

4. Staff update on the disposal of vehicles and equipment via auction.

(Pgs. 5-6): Ms. Osburn referred the council to the informative packet given to them noting the amounts received from equipment sell thus far amounting to approximately $35,000 and advised there are few items still awaiting sell.

5. Update Council on the City Attorney’s written opinion on the City of Bonham’s requirements for sidewalks, curbs and gutters on new construction. (Pgs. 7-9): Director of Community Development, Mark Kinnaird, reported on the request by council to

have a legal review done on the city’s authority to require developers to construct sidewalks, curbs and gutters. He noted it was determined the city does have that authority and advised that recommendations from the P&Z Commission to clarify requirements to developers, will be available for the council’s approval in December.

6. Discussion and possible action on a presentation to allow pickleball play at the Roy V. Floyd Community Center.

(Pg. 10): Bonham citizens Brenda Moore and Sue Smith spoke of the increasing popularity of “pickleball” (a type of racquet ball game) and how about 25 players from Bonham and other areas, had their games (Wednesdays, Saturday mornings and Sunday afternoons) interrupted by a flooding incident at the Family Life Center. After explaining why they believe the Roy Floyd Community Center would be an excellent alternate location for their games and how that decision could benefit the city, a discussion ensued regarding details of how it would work.

A motion was then made by John Burnett to approve the request, pending staffing successfully handling scheduling.

The motion was seconded by Michael Evans and passed.

7. Hold public hearing and consider and take action on an ordinance amending Ordinance 1411 establishing the monthly rates charged for hangar rentals at the City of Bonham Jones Field Municipal Airport. (Pgs. 1115): Mayor Compton began the hearing at 5:48 p.m. after which Airport Manager Zach Whitlock explained the need for this action. A discussion ensued and the hearing concluded at 5:49. City Manager Sean Pate read the ordinance and a motion was made by Wayne Moore to approve with John Burnett seconding the motion which passed.

8. Hold public hearing and consider and take action on an ordinance conveying property at 413 S Main St PID 93156, 405 Reich St PID 93154, 1202 Maple St PID 91584, 202 S 4th St PID 93157, 301 S 5th St PID 93178, 100 S 5th St PID 93128 and 100A S 5th St PID 93129.

(Pgs. 16-28): Mayor Compton called the hearing to order at 5:50 p.m. after which Mark Kinnaird referred the council to the information given to them. A discussion ensued with reference to the absence of building time requirements and low bid amounts. The hearing closed at 5:54 and after Mr. Pate read the ordinance, a motion was made by John Burnett to decline the bids with Councilman Ernie Quintana seconding the motion which passed with Michael Evans abstaining from the vote.

9. Consider and take action on an agreement with the Texas Department of Transportation for the Fiscal Year 2023-2024 Routine Airport Maintenance Program. (Pgs. 29-43): Sarah Osburn detailed how and why this is a yearly budget item that is needed. A motion was made by Michael

Evans to approve with Wayne Moore seconding the motion which passed.

10. Consider and take action to adopt a Resolution entering into a grant agreement with the Texas Department of Transportation – Aviation division for runway rehabilitation. (Pgs. 44-46): Sarah Osburn explained the benefits to the city this action would provide. A motion was then made by Wayne Moore to approve with Ernie Quintana seconding the motion which passed.

11. Consider and take action to adopt a Resolution reviewing and approving the City of Bonham Investment Policy. (Pgs. 47-57): Ms. Osburn explained how this was a yearly action and referred the council to the documents provided them noting the emphasis on “safety, liquidity and yield.” John Burnett made the motion to approve the policy with Wayne Moore seconding the motion which passed.

12. Consider and take action on a resolution to cast votes for candidates to the 2024-2025 Board of Directors of the Fannin Central Appraisal District. (Pgs. 5859): Mayor Compton commented on Curtis Smith being the best candidate for the council’s 335 votes. A motion was made by John Burnett to vote for Curtis Smith. The motion was seconded by Ernie Quintana and the motion passed.

13. Consider and take action on a resolution requesting the Texas Department of Transportation approve the memorial designation of US 82 between SH 78 and SH 121 as the Thomas L. Hayes Memorial Highway. (Pgs. 60-61): After a discussion led by Sean Pate and TxDOT Representative Aaron Bloom, as to why this should be approved, a motion was made by Wayne Moore to approve with Michael Evans seconding the motion which passed.

14. Consider and take action on a resolution to declare the City of Bonham’s intent to 1% of the needed funding for the Highway 121 TxDOT improvement project. (Pgs. 62-63): Chairman of the Sulphur River Regional Mobility Authority, Jay Hodge, expounded on a proposed road construction project involving that stretch of Hwy 121 that runs from Bonham to Hwy 160 in Desert. DALLAS - October 30, 2023 - Beginning November 1, 2023, Prism Health North Texas (PHNTX) will offer free services supportive of engaging individuals with the Affordable Care Act (ACA) via a dedicated team of ACA Navi-

gators. As a continuation of the implementation of a United Way of Metropolitan Dallas grant funded in part by the Biden-Harris Administration originally announced in 2021, PHNTX’s seven ACA Navigators will continue to support

North Texans with health insurance education, enrollment assistance, and Medicaid, SNAP, and CHIP application assistance.

Residents of 13 North Texas counties - Collin, Cooke, Dallas, Denton, Ellis, Fannin, Grayson, Henderson, Hurst, Kaufman, Navarro, Rockwall and Tarrant - will be eligible for enrollment assistance from PHNTX during the open enrollment period of November 1 through January 15, 2024.

The ACA Navigator services include: helping to understand health insurance marketplace plans, locating in-network physicians, comparing health plans, selecting a health plan that meets the needs of North Texans and their families, and assisting with enrollment of other health services.

“Our team of ACA Navigators are here to help North Texas consumers not only enroll and access quality healthcare

but to educate them on their options, their current enrollment status, and how to utilize essential services available to them,” said Ismael Cruz, Director of Health Benefits for Prism Health North Texas.

“Accessing insurance is often considered complicated and confusing but our team will work towards reaching North Texans where they are, offering free support in English and in Spanish via phone, virtual and in person meetings.”

ACA Enrollment Assistance services are especially important heading into 2024 with record inflation figures, rising healthcare costs, and the national unwinding of Medicaid, cementing Texas’ status as the state with the highest number of uninsured individuals.

As part of the response to the COVID-19 pandemic, the Families First Coronavirus Response Act (FFCRA) extended Medicaid eligibility

and required states to maintain enrollment of nearly all Medicaid recipients during the pandemic rather than requiring re-enrollment each year as was previously standard. Now that more than 60,000 individuals in North Texas have been unenrolled from Medicaid, they will re-enter the healthcare market and may be eligible for coverage through the ACA or by re-applying to Medicaid.

“Healthcare costs have been trending upward for several years and with increasing inflation, we encourage North Texans to utilize this service and access the free or affordable healthcare options that are available to them,” Cruz added. “There are excellent options available for folks who work in industries that may not offer traditional employeematch benefits including retail, hospitality, or construction.

and understand the options available, and together we can increase the number of Texans with access to quality healthcare.”

ACA Navigation assistance is part of PHNTX’s overall strategy to implement its mission to promote health equity of communities it serves through education, prevention, research and affirming personalized care. They will also accept invitations to any civic organizations or programs who seek their assistance in educating constituents about the ACA enrollment process.

AUSTIN— The annual Texas winter tradition of rainbow trout stocking returns to waterbodies across the state to kick off the holiday season.

The Texas Parks and Wildlife Department (TPWD) will stock thousands of rainbow trout beginning the week of Thanksgiving to give anglers a chance to catch one of these iconic fish.

It doesn’t take a lot of sophisticated fishing equipment to reel in a rainbow trout. They can be caught using simple, light tackle or hand-tied flies on a fly rod.

However, anglers should keep an array of baits and lures nearby as well as ice to keep trout fresh. Rainbow trout are an attractive, tasty fish and

TPWD plans to stock 343,331 rainbow trout in Texas from Nov. 22 through March 1. Because rainbow trout are unable to survive in most areas of Texas after winter, due to the warm water temperatures, anglers are encouraged to keep up to their daily bag limit of five trout.

Exceptions exist within special trout management zones on the Guadalupe River downstream of Canyon Lake, which often remains cool enough for rainbow trout to survive yearround. This portion of the Guadalupe River is recognized as one of the top 100 trout streams in the nation and is considered the southernmost trout stream in North America.

Fishing for rainbow trout on Texas rivers and streams is popular among anglers.

In addition to stocking the Guadalupe River downstream of Canyon Lake, TPWD also stocks rainbow trout in the Brazos River downstream of Possum Kingdom Lake, portions of the Frio and South Llano rivers, and in the Clear Fork of the Trinity River.

Cooper FAIR. Water lightly stained; 60 degrees: 1.00 feet below pool. Fishing should be consistent with a steady forecast heading into the weekend. Crappie are good in the creeks and near shores. Catfish are great on cut shad around the banks and in timber.

Fork GOOD. Water Stained; 62-65 degrees; 2.02 feet below pool. Cool fronts are changing the bass pattern almost daily.

There is still a shallow bite on squarebill crankbaits in 3-6 feet of water. Texas rigs and Viper XP jigs are good in 3-7 feet on wood and edge of weeds or flooded willows. Suspending jerkbaits are starting to pick up a few on the points and edge of channels in 5-8 feet of water.

Lavon GOOD. Water lightly stained; 62 degrees; 3.26 feet below pool. White bass are biting chartreuse 1 ounce lead slabs with a crappie jig 1/16 ounce tied on a looped knot 2 feet above your slab, or paddle tail swimbait. Look for white bass shallow first in 3-5 feet along the banks wherever birds are then move out to main lake points 20-25 feet and use slabs. Black bass are good on rocks, brush and boulder piles in 3-25 feet of water using a chatterbait, white and chartreuse, spinnerbait.

Ray Roberts GOOD. Water normal stain; 62 degrees; 1.49 feet below pool. Water clarity is good after the recent rain.

Sand bass are good with many limits caught off the bottom in 30-45 feet of water with slabs with a hair jig as trailer.

Blue catfish are mixed in. Bass are fair with a few in shallow water around grass beds with small white spinnerbaits, or a dropshot in 20-30 feet in deeper water.

Tawakoni GOOD. Water lightly stained; 63 degrees; 0.46 feet below pool. With the recent warm up, the hybrid striper and white bass have really been feeding up enjoying the 63 degree main lake water temperature. Artificial lures such as swim baits and slab spoons have been working best in chartreuse color all over the lake. Huge herds of feeding hybrids have been caught in 2 feet of water. We are also catching them in 45 feet.

Texoma GOOD. Water normal stained; 65 degrees; 2.59 feet below pool. Striped bass fishing is great with thousands of gulls showing up, cooler weather and longer nights dropping the water temperatures. Live bait and slabs under the birds in the main river channels or drifting flats in 30 feet of water is landing catches. Crappie fishing is fair on live minnows and small shad around docks and on brush in 8-12 feet of water. Largemouth and smallmouth fishing is fair using live shad along the bluffs on the main points and swimbaits on the gravel banks. Catfishing is good drifting cut gizzard shad along flats in 50-60 feet of water off the river channels.

Neighborhood Fishin’ program provides a unique experience for families and new anglers to reel in a fish in and around major cities. TPWD manages 18 Neighborhood Fishin’ lakes statewide in most major urban centers, including Amarillo, Austin, the Dallas-Fort Worth metroplex, Houston, San Angelo, San Antonio and Wichita Falls. These lakes — frequently stocked with rainbow trout during winter — offer plenty of amenities so family members of all ages can enjoy a fun and relaxing day fishing and connecting in nature. Other stocking locations include dozens of local city and county park ponds.

In addition, anglers can enjoy complementary fishing without a license in a Texas State Park from a bank, dock or pier. TPWD recommends anyone planning a trip to a park reserve a day pass in advance.

Day passes can be reserved online though the TPWD website or over the phone by calling (512) 389-8900.

“TPWD stocks catchablesized fish during winter months to create unique winter angling opportunities throughout Texas,” said Carl Kittel, TPWD Rainbow Trout Program Director. “Rainbow trout love cold water and can be caught on a variety of baits and lures (worms, commercially available pastes, corn, spinners, spoons, flies and more), and are great to take home and eat. Our winter rainbow trout program has been a favorite of anglers for over forty years.”

Texas does not require a fishing license for youth under the age of 17, but adults must have a fishing license with a freshwater fishing endorsement. Funds from the sale of fishing licenses and freshwater fishing endorsements directly support efforts by TPWD to provide great fishing opportunities for current and future generations.

An angler fishing in a Community Fishing Lake or from a dock, pier or jetty within a Texas State Park may use no more than two poles.

The statewide bag limit is five trout with no minimum length limit, except on parts of the Guadalupe River where special limits are in effect.

God Desires Our Love

Love is the great commandment. A lawyer asked Jesus “a question, tempting him, and saying, Master, which is the great commandment in the law? Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind.

This is the first and great commandment” (Matthew 22:3538). We are to love God with all our thoughts and feelings.

We are to love God with all our breath and rationality. We are to love God with all our faculty and understanding.

Each of us has the responsibility to keep ourselves “in the love of God, looking for the mercy of our Lord Jesus Christ unto eternal life” (Jude 1:21).

David penned “O love the LORD, all ye his saints: for the LORD preserveth the faithful” (Psalm 31:23).

God’s powerful commandment is made so that “Christ

may dwell in your hearts by faith; that ye, being rooted and grounded in love, May be able to comprehend with all saints what is the breadth, and length, and depth, and height; And to know the love of Christ, which passeth knowledge, that ye might be filled with all the fulness of God” (Ephesians 3:17-19). Paul wrote “and now abideth faith, hope, love, these three; but the greatest of these is love” (1 Corinthians 13:13).

When we love Christ, we will keep His commandments. Jesus stated that “If ye love me, keep my commandments” (John 14:15). The principle is true. When we love God, we will keep His commandments.

The Lord stated “If ye keep my commandments, ye shall abide in my love; even as I have kept my Father's commandments, and abide in his love” (John 15:10).

We must make the decision to love God. No one can make that decision for us. We must also recognize the responsibility to remain in God’s love.

John declared “whoso keepeth his word, in him verily is the love of God perfected: hereby know we that we are in him” (1 John 2:5). Again, John stated, “For this is the love of God, that we keep his commandments: and his commandments are not grievous” (1 John 5:3).

No outside force can move us away from the love of God. Paul asked, “Who shall separate us from the love of Christ? shall tribulation, or distress, or persecution, or famine, or nakedness, or peril, or sword?”

(Romans 8:35), then he stated, “I am persuaded, that neither death, nor life, nor angels, nor principalities, nor powers, nor things present, nor things to come, nor height, nor depth, nor any other creature, shall be able to separate us from the love of God, which is in Christ Jesus our Lord” (Romans 8:3839).

Each of us must make the decision to “love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind” (Matthew 22:37).

“We Need to Thank God”

Hello everyone!

The Bible tells us in James 1:17, “Every good gift and every perfect gift is from above, and cometh down from the Father of lights, with whom is no variableness, neither shadow of turning.”

This is the absolute truth. In preparation for this week’s article, the Lord showed me something that goes right along with this. I was reading my daily devotional on my phone, and it focused on one of my favorite passages of scripture, the parable of the talents in Matthew 25:14-30. If you recall, the 2 servants used the talents of money they were given wisely, and the other hid his talent in the ground. Their

master was very pleased with the 2 servants, but was very upset with the other. Whatever talents, (not just money), that the Lord has given us, He wants us to use them for His will and glorification. As I have said before, oftentimes we forget to stop and thank Him for what He’s given us, and especially for giving His life on the cross, so that we could be saved. We must remember to thank Him for all the blessings He has given us.

I feel led to go in a different direction this week. As I’ve mentioned before, one of my favorite quartets to listen to is the Inspirations. This is a song that they recorded in 2002, and it has a very powerful message.

“We need to thank God for all that we have: The cross, the Word, and the blood of the Lamb, A Saviour who prays, a Spirit who stays, Sealing us until redemption day. A Heavenly Father who cares for our needs, Provider of all the gifts we receive, I don’t know about you, but friend I believe We need to thank God.” If you’re looking for a good church home, we invite you to come visit and be a part of our worship at Central Baptist Church. NOEL ELLIS “FATTY” MUSSETT Noel Ellis “Fatty” Mussett, age 84, of Ivanhoe, TX passed away peacefully on November 8, 2023, at Clyde W. Cosper Texas State Veterans Home.

Noel was born in Beeville, Texas, on July 1, 1939, to Theodore Amos Mussett (Bub) and Winnie Belle Gray Mussett. Following graduation from Irving High School in 1958, he worked for his father building bridges until being drafted into the Army. He served in the military for two years. After being discharged from the Army, Noel went to work for General Motors in Arlington. In December of 1968, he married Alice Jeanette McClay.

In 1975, they moved from Grand Prairie to a small family farm in Ivanhoe. This farm would provide many wonderful memories for them and their kids throughout the years. Noel would later be offered an early retirement from General Motors, after 28 years with the company.

His early retirement blessed him with the opportunity to be actively involved with his grandkids as they grew up.

He adored them all.

At a young age, Noel’s older brother had given him the nickname of Fatty because he was a chubby baby. This nickname often confused those who met him later in life because he had long overgrown that chubby stage. However, the nickname stuck and was a term of endearment for many that knew him. Family and friends remember Noel as being a kind and quiet person who never got angry. He patiently taught his younger sister, Dianne, how to drive his new yellow GTO with a stick shift. He also did not complain when his brothers bent the handlebars on his Harley Sportster. The only time any of his family could remember him getting mad was when he thought his son had driven his new truck into the pond. Once Jason was cleared of the charges, he was fine.

Noel loved music and in his early years, loved to dance. He attended concerts throughout his life and particularly liked Elvis Presley, Stevie Ray Vaughn and Marcia Ball. One of his last pleasures was getting to meet Bob Livingston at Harmony House. Noel could find humor in most situations.

Noel’s father worked for J.H. Strain and Sons, building bridges. He especially loved sharing stories about him and his brothers Butch and Dennis taking their turns working for their father during summer vacations in south Texas. It seemed their father went overboard not to show any preference for his sons over other workers.

Noel is preceded in death by his parents, T.A. (Bub) and Winnie Mussett, brother, James (Butch) Mussett, sister, Sue Wynne, and brother-in-law, Warren Pettinos.

He is survived by his wife of 54 years, Alice, of Ivanhoe, son, Jason Mussett and wife Billiegail of Ivanhoe; daughter, Amy Ling and husband, Sean of McGregor; grandchildren - Aaron Mussett, Aidan Hartnett, Allison Hartnett Mundrake (Alan), Ryan Mussett, Connor Ling, and Raylee Mussett; and three great-grandchildren - Addy, Axel, and Atticus. He is also survived by his siblings, Dennis Mussett and wife Julie Faircloth, David Mussett and wife Dalenna, Jennifer McCullough and husband Bill, and Dianne Pettinos and numerous nieces and nephews.

Noel was never comfortable being the center of attention and did not want a funeral. He was always more focused on other people. He looked forward to the family reunions held every 4th of July at his home in Ivanhoe. The family gathered at his son’s home in Ivanhoe on Saturday for a family reunion to reminisce about the good times.

Fannin County Commissioners Court – Enforceable Laws

Tuesday, November 14, 2023, Fannin County Judge Newt Cunningham called to order at 8:50 a.m., a Special Meeting of the Fannin County Commissioners Court. Quorum was established with all County Commissioners and County Judge present except for Commissioner Magness.

2. Hear comments regarding setting a speed limit of 30 m.p.h. on County Road 2520 in the unincorporated area of Bonham – County Judge: Judge Cunningham asked if anyone had any comments on this matter. There were no speakers.

3. Adjourn: Meeting adjourned at 8:54 a.m.

On the same day at 9:00 a.m., Judge Cunningham called to order the Regular Meeting of the Fannin County Commissioners Court. After noting Quorum established, Judge Cunningham welcomed Pastor Bob Williams of the First United Methodist Church of Trenton to lead the Invocation.

Pledges were led by SSGT Rebecca Figueroa, Retired and Major James Manis, Retired.

There were no Introductions.

5. Public Forum: Administrative Coordinator for the Fannin County Getting Ahead Program, Cindy Godbey, spoke to acquaint the court with the 16-week course offered to individuals looking to improve their situations.

Noting that meals and free childcare are offered to participants, Ms. Godbey added that along with the training received, participants are compensated monetarily by way of gift cards for time spent on the

course as they learn valuable skills to help them achieve life goals. Flyers with information for those wishing to know more about the program were given to the court.

ROUTINE ITEMS: 6. Approve payment of bills – County Auditor: Fannin County Auditor Alicia Whipple stated the bills were $368,918.34 with payroll coming in at $298,106.59. A motion was made by Commissioner Kopf to approve payment with Commissioner Self seconding the motion which passed.

Approve minutes from 08/08/2023 (R) and 08/08/2023 (S, 8:45am) – County Clerk: A motion was made by Commissioner Self to approve with Commissioner Kopf seconding the motion which passed.

8. Approve Auditor monthly reports for October 2023 – County Auditor: Ms. Whipple noted the revenue coming into the General Fund in October was $368,918.34 and the expenses were $984,939.15.

Commissioner McQueen made the motion to approve the report with Commissioner Kopf seconding the motion which passed.

9. Report of monies received by the District Clerk’s Office for October 2023, $23,547.61 – County Judge: Informational only.

10. Observance of Continuing Education hours for District Clerk per Government Code, §51.605, 20 hours required, 46 hours completed – District Clerk: Fannin County District Clerk April Gibbs spoke to elaborate on this matter and to thank the court for

their support.

DISCUSSION, CONSIDERATION AND ACTION ITEMS: 11. Canvassing of the November 7, 2023, Election – County Clerk: Fannin County Clerk Tammy Biggar explained that canvassing was the review and verification of election results from election day and early voting and noted the results are due into the Secretary of the State Monday, November 20, 2023. A motion was made by Commissioner Kopf to accept the canvassing report with Commissioner McQueen seconding the motion which passed.

12. Resolution regarding Fannin County’s intent to provide 1% of the needed funding for the Highway 121 TxDOT Improvement Project – Commissioner Precinct 2: Judge Cunningham first commented how monies spent by the county on this project would, in his opinion, be more of an investment in the county as opposed to being an expense. Chairman of the Sulphur River Regional Mobility Authority Jay Hodge then spoke to explain the role SRRMA has in representing the counties of Lamar, Delta, Hunt and Fannin with assistance in transportation planning/funding. He expounded on the benefits involved for the communities (with safety and economic benefits stressed) in working with TxDOT.

OBITUARIES MARK EDWARD BEWLEY Mark Edward Bewley, age 67, of Waco, Texas, passed away on November 14, 2023, after succumbing to his battle against cancer.

Mark was born on February 11, 1956, to Johnnie and Annabel Bewley in Mineral Wells, Texas. After Mark graduated from Bonham High School in 1974, he went on to study Industry and Technology at East Texas State University, Commerce.

After graduating with his bachelor’s degree, he started his first job at General Cable as a Zoombak Technician. During his subsequent years at General Cable, Mark advanced his career and worked as a Director of Quality Assurance, Vice President of Quality, and promoted to the status of Plant Manager. Mark later went on to be a Plant Manager at TxF Products, Manner Plastics, and Swan Products.

Mark was preceded in death by his parents, Johnnie and Annabel Bewley.

He is survived by his son Dustin Bewley and wife Leslie, son Colt Bewley and wife Sharena, and daughter Jordon (Bewley) Triplett and husband Ray. Mark’s grandchildren are Dakota Bewley, Melissa (Bewley) Payan and husband Luis, Harlin Bewley, Anna Bewley, Raymond Triplett, Rylee Triplett, Reece Triplett, Zane Bewley and Cooper Bewley. Mark’s siblings are brother John Bewley and wife Judy, Sister Sue Ann Simpson and husband Bret. His niece is Meagen (Simpson) Works and husband Cody, and nephew James Simpson and wife Christine.

While Mark enjoyed deer hunting, fishing and playing disc golf, his favorite role was that of a grandfather. He treasured his time with his grandkids and loved being their Papaw and Grandpa Mark, never failing to crack jokes and share a plethora of love.

BETTY JANE DALY Betty Jane Daly age 79, passed away after a short illness on November 15, 2023, at the VA Community Living Center in Bonham, TX. Graveside services were held for Mrs. Betty Daly, Friday, November 17, 2023, at Restland Cemetery in Roxton, TX, beginning at 2:00pm. Joshua Daly presided.

Betty was born November 30, 1943, to parents, William Vincent Huiras, and Hilda Mae Tilstra, in French Camp California. After graduating from high school in Stockton, California, she enlisted in the United States Army on July 2, 1962, where she served as a medical specialist for a little over two years. While she was in the army, Betty met the love of her life Joseph D. Daly. The couple were married on August 1, 1964, and went on to have two children, Michelle, and Joshua.

Betty continued her medical career by working as a CNA in various hospitals and nursing homes for 35 years. Nursing homes were her favorite place to work as she especially loved to work with the residents.

Everyone who knew her was aware of her love for decorating for the various seasons, especially Thanksgiving and Christmas. Betty was very gifted at crafting, quilting, sewing, and painting. She also enjoyed gardening and loved watching her flowers grow each year.

She was a loving daughter, wife, mother, grandmother, and great grandmother. She always made room for the needs of others.

Mrs. Daly is preceded in death by her parents, brother, William Huiras, and sister Shirley Wildermuth.

She is survived by her husband of 59 years, Joe Daly, two children, Michelle Welch, and husband Tim; Joshua Daly and wife Karen, granddaughter; Savannah Welch, grandson; Jeremiah Welch and wife Kaitlyn along with her great grandchildren, Abilene Rose Welch, and Josie Laurel Welch.

An in-depth discussion ensued with Judge Cunningham explaining how regulations that are enforceable, are in his opinion, the best way to protect the county from adverse effects of SOBs or lengthy, costly litigation that could result from attempting to outright prohibit SOBs. He then advised the citizen to speak with the County Clerk for information on the ballot she referenced. Four other citizens would voice their opinions of SOBs being located in Fannin County with the last citizen from the Tulip community first thanking the Judge for the time and effort he has put in on this before admitting that, though there are those like herself who believe Texas is pretty close to being Heaven, “because of events from the Garden of Eden, at this time, Texas is not regulated by Heavenly laws……at this time, Fannin County is a county in Texas and it is regulated by Texas law.” She concluded by noting those wishing to change Texas law need to do so in Austin and thanked the Judge for his above and beyond efforts to protect Fannin County. After a statement by Judge Cunningham, a motion was made by Commissioner Self to adopt the regulations with Commissioner Kopf seconding the motion which passed unanimously.

16. Updating Regulations for Sexually Oriented Businesses in the Unincorporated Areas of Fannin County; (a) correct spelling and grammatical er-

rors (b) under Section IV (y), change 2,000 feet to two (2) miles and under Section VIII(b)(11) change 2,000 feet to two (2) miles – County Judge: After Judge Cunningham noted changes were made based on suggestions from last week’s court, Commissioner McQueen made the motion to approve the updates with the motion seconded by Commissioner Kopf which passed unanimously.

17. Case Logging Enforcement and Activity Reporting (CLEAR)contract with Thomson Reuters for the District Attorney office; $439.11 per month for 36 months – Purchasing Agent: Fannin County Purchasing Agent Edwina Lane explained the need to renew this contract after which Commissioner Self made the motion to approve with Commissioner McQueen seconding the motion which passed unanimously.

18. Setting speed limit of 30 m.p.h. on CR 2520 in the unincorporated area of Bonham – Commissioner Precinct 1: Commissioner McQueen noted this action was the result of a petition signed by most of the residents of CR 2520 and how he would be speaking with the Sheriff about its enforcement.

A motion to approve was made

by Commissioner McQueen, seconded by Commissioner Self and passed unanimously.

19. Moving $471.67 from CARES funding (413-4133160) to Employee Banquet Awards (100-510-3160) – Commissioner Precinct 1: After a brief discussion that included a comment from Commissioner Self stating his gladness that this year the banquet would be hosted by a business from Fannin County (Luna Azul), before making the motion to approve the funding.

The motion was seconded by Commissioner McQueen and passed unanimously.

DISCUSSION ITEMS: 20. Interlocal Agreement between Fannin County and the City of Bonham related to development and implementation of regulations in Extraterritorial Jurisdictions (ETJ) – County Judge: Awaiting response from communication sent to and received by the city.

21. Interlocal Agreement between Fannin County and the City of Leonard related to development and implementation of regulations in Extraterritorial Jurisdictions (ETJ) – County Judge: Same as item 20.

COMMENTS AND ADJOURN: 31. Comments by County Commissioners and County Judge: Commissioner McQueen explained an interruption of work on CR 1015 from last week but noted the crew would be working on that road today before thanking those in attendance. Commissioner Self thanked all who attended and for the good discussions had before voicing his hope that the public understands the county is an extension of the State and as such are limited to what they can and cannot do. He noted his appreciation for Judge Cunningham and felt proud for the hard work put into the regulations passed today while appreciating all the citizens interactions and wished all a good week. Commissioner Kopf added that when it comes to a business, if that business is not successful it will leave and voiced the hope that there would be very few patrons for an SOB in Fannin County. Judge Cunningham thanked everyone for their attendance and participation in government. He observed there is not much that can be done with what is going on in Washington but noted “we can try to govern justly in accordance with the Law and God’s favor here in Fannin County and we will continue to try and accomplish that.” Wishing God’s Blessing on all including the Israelis in the Middle East with an exhortation to pray for Peace there, he concluded by stating thankfulness for the peace enjoyed in Fannin County.
