My name is Doug Kopf.

I am asking for your trust, support, and the opportunity to serve as County Commissioner Precinct 4, Fannin County Texas.

I have lived in Fannin County for the past 32 years. I chose to live in Fannin County because of its natural beauty and friendly people. My wife, Lisa, and I have 5 children and 10 grandchildren. We regularly attend Windom Baptist Church, where I serve the body on two committees.

I have served on the boards of Kiwanis Club, Bonham Area Chamber of Commerce and Fannin County Water Supply Agency. For the last 6 years, I have served as Precinct 16 Republican Chairperson and Election

Judge.

In 2017, I retired after 44 years in the office equipment business, starting as a routine service technician and finishing as a regional manager. I was responsible for profit and loss, training of staff, team

building, goal setting and performance measurement. I also performed various personnel functions. One of my main accomplishments was to provide my customers greater value by creating an atmosphere of continu-

ous improvement within my team.

Using my professional skills, common sense, people skills, and ranching experience, I will help lead Fannin County toward a better future for all citizens.

I will be citizen-oriented and transparent, as I conduct business for the county. I will collaborate with others to find creative ways to improve our county roads. I will support zoning that ensures sustainable growth that aims to maximize tax revenue without raising tax rates.

Thursday, November 4, 2021, County Judge Randy Moore called to order at 8:30 a.m. the Public Meeting/Hearing of Bois D’Arc Lake Zoning Commission.

A quorum was established as all members of the commission and County Judge Randy Moore were present with member Gary Fernandes in attendance via Zoom.

2. Hear public comments regarding the Special Exception application for property ID# 78979 in Honey Grove in reference to setbacks: Judge Moore began by asking if anyone had comments regarding this property. He then asked Fannin County Development Services Director Di Hopkins to explain

what this matter was about.

Ms. Hopkins explained how the owner of the property was building a house that was about 90% complete and had not been aware of the regulations that existed regarding setbacks as he had not applied for a permit to build the house. The regulation of 100 ft on the east side of his property line was not met as his house is located 55 ft from that line. She explained that he has been cooperating with her since being notified of the violation but could not take off from work to be at this meeting.

Judge Moore asked the commission to look at Section 4 in the Regulation Manual and the maps showing the property and he asked Ms. Hopkins if any of the neigh-

bors had voiced any concerns to her. Ms. Hopkins responded they had not.

A discussion then ensued between Judge Moore, the Commission members, Fannin County Commissioner Jerry Magness, Attorney Newt Cunningham, and Di Hopkins, regarding the difficulty of making the Lake Bois D’Arc Zoning Regulations known to those affected property owners and possible solutions to that problem. The conversation concluded with the consensus that an educational campaign consisting of various facets such as mailing postcards to all the property owners within the 5,000 ft buffer zone of the lake; notifying local realtors and title companies to be sure and advise their clients with property within that buffer zone to research the matter; newspaper notices and possible road signs in the area stating: “lands subject to zoning

by Bois D’Arc Lake Zoning Commission.” It was mentioned though that even after all attempts to notify landowners, it is ultimately the responsibility of the landowner to research what requirements may exist when the property is purchased.

After the discussion involving the informing of landowners of regulations existing on their land, the matter of granting the variance for property ID#78979 and future requests were discussed.

Circa 1956. A seized still operation is the biggest in Fannin County in over 20 years. Pictured here are Deputy Luther Smith, Constable Jack Leonard, Deputy Bill Skipworth, Sheriff Hoyt Ivey and Deputy Leon Shastid. The seize occurred following an all morning long search in the wooded area of the Hudsonville community, five miles north of Lamasco. The still was located on a farm belonging to Quentin “Red” Curtis.

They discussed what was involved in getting people to come into compliance and the instances where granting a variance would be justified when in innocence someone breaks a regulation, and it is not feasible to come into compliance such as the case of this home being 90% complete. After some discussion it was decided there would be a need for a fine to be assessed with the issuance of a variance due to a violation, for not less than $500 and no more than $1,000. It was also noted that there was a difference between issuing a variance before a violation occurs (which to ask permission for a variance/exception to regulation was the right way to do it) and issuing one after a violation occurs.

3. Adjourn: Motion was made by Commission member Gilbert Welch and seconded by Commission member Matt Titsworth to adjourn at 8:52 a.m.

On the same day at 8:52 a.m., County Judge Randy Moore called in to order the Regular Meeting of the Bois D’Arc Lake Zoning Commission. He noted Quorum had been established then asked if there was any to speak in Public Forum.

2. Public Forum: A citizen of Fannin County first referenced Section 305C in the Bois D’Arc Lake Regulation Manual and then questioned why a salvage yard would be allowed within the 5,000foot buffer zone of the Bois D’Arc Lake.

3. Approve meeting minutes from 10/07/2021 Regular Meeting: Gilbert Welch made a motion to

approve the minutes with Gary Fernandes seconding the motion and the motion passed.

4. Discussion, consideration, and action to approve the Special Exception application regarding setbacks for property ID# 78979 in Honey Grove and recommend to the Commissioners Court for approval: The discussion began with Gilbert Welch asking if it was known if the violation that occurred that brought about this need for a variance was done unknowingly of the land being subject to Bois D’Arc Lake regulations. Di Hopkins answered that being that the land is on the edge of the 5,000 ft Buffer Zone, she believes the landowner was not aware of the existence of the regulations existing before he began construction of his home. She further explained that the landowners close to the lake are aware of the existence of the regulations but believes that some who are on the edges of the 5,000 ft. Buffer Zone may not be aware their land is under those regulations.

A discussion ensued about how many violations currently exist within the Buffer Zone and the need to set a precedent to establish a penalty for those who have violated the rules and how even with a fine, some violations will not be allowable. A suggestion by Ms. Hopkins for some kind of a grace period during which those found in violation could take steps to come into compliance without being issued a fine was not accepted by the Com-

mission. It was agreed upon that if a fine is associated with a Special Use Permit (also known as a Variance,) that is granted, then everything would be fine. A motion was made by Gary Fernandes that this entity was in violation of the Bois D’Arc Lake guidelines but with all things considered it was found it was not practical for this to be brought into compliance therefore a Special Use Permit/Variance would be granted upon the payment of a $500.00 fine. Gilbert Welch seconded the motion and the motion passed.

5. Discussion, consideration, and action to approve the step-by-step protocol for violations: Judge Moore read the wording under Zoning Violations as: “Property owner will be liable for all court costs”; then stated the warning protocol is, #1 sending letter alerting the owner to the property being in the 5,000 ft Bois D’Arc Lake Zone issues of not compliance and option to bring the property into compliance. Thirty days to contact and start to bring the property into compliance. #2 If no remedy add to Zoning Board Agenda and send a 2nd letter certified mail alerting property owner to the agenda item, time, date, place; restate non-compliance issues options to bring the property into compliance. #3 If no remedy, forward issue to court for action; send a 3rd letter certified mail alerting property owners of action taken; restate compliance issues and options to bring the property into compliance. A motion was made by Gary Fernandes to accept the protocol with a word changed from trial to action in step #3 and the motion was seconded by Gilbert Welch and passed.

We had a wonderful service in God’s house Sunday morning!

Thank you to all of our visitors for coming to worship with us, and we hope to see you with us again!

This week, we paid homage and tribute to our veterans.

Jesus tells us in John 15:13, “Greater love hath no man than this, that a man lay down his life for his friends.” Our veterans put their lives on the line, to fight the good fight, so that we can enjoy the freedom that we have today. We owe them a tremendous amount of gratitude for their service.

In response to the Letter to the Editor, Nov. 2nd that stated that only 100 children had died from Covid 19, may I say that just one child dying from a disease that is preventable is one too many.

One hundred is 100 too many.

There are many things that take our children from us that cannot be prevented. There are tragic accidents, non-treatable diseases, and even suicides. As parents, it’s our responsibility to protect our children every way possible. They are given measles, mumps, polio, and other vaccines available. We lock them into car seats, watch them in parks and by roadways.

I understand that most people will say that this won’t happen to my child. I’m a good Christian and take care of my kids. It happens to others I see on TV, not me. Sorry to say probably 100% of the parents of dead children said the same thing. What they wouldn’t have given for a vaccine.

I am a grandparent and aunt of 2 children taken too soon. Lives have been rent apart as parents cry out in anguish and siblings absorb the tragedy. These families are Christian families who are surviving on faith. Many marriages and families crumble. The ramifications of a child’s death are reaching.

The Lord gives us what we need to be safe. It is our job to accept His gift. Be aware a child’s death can hit anyone’s family.

One child lost is too many. One hundred is 100 too many.

This yummy dish was sent in by my brother, David Stinson. He and his wife Cyndi are wonderful cooks and I can’t wait to try it! This is a creamy and cheesy side dish, baked until perfectly golden!

Cauliflower au Gratin 8 c. cauliflower florets (about 1 large head) 2 Tbsp. olive oil Salt & pepper to taste Sauce: 2 Tbsp. butter 2 Tbsp. all- purpose flour 2 cloves garlic minced, optional 1 c. milk 4 oz. cream cheese softened ¼ tsp. salt or to taste ¼ tsp. black pepper ½ tsp. dry mustard powder 1 c. sharp cheddar cheese shredded & divided ½ c. Gruyere or Swiss cheese shredded, or additional cheddar Preheat oven to 400 degrees.

Rinse cauliflower and break into bite-sized florets.

Toss with olive oil and salt & pepper to taste. Place on a baking sheet and roast 15-20 minutes or until tender.

While cauliflower is roasting, melt butter (and garlic if using) in a saucepan until fragrant, about 30 seconds. Whisk in flour until smooth and let cook for 1 minute. Add milk a little at a time while whisking until smooth. Cook over medium heat until thick and bubbly.

Stir in cream cheese, salt, black pepper, and mustard powder until smooth. Add in ¾ c. cheddar cheese and Swiss cheese. Whisk until smooth.

Toss cheese mixture with roasted cauliflower and place in a 2 qt. casserole dish. Top with remaining cheese and bake 20-25 minutes or until heated through. Broil 1-2 minutes or until browned.

Roasting the cauliflower keeps the sauce from getting watery. If you steam or boil (or use frozen) be sure to drain very well.

The sauce is very rich, ensure your cauliflower head is at least 7-8 cups.

Remove the sauce from the heat before stirring in the cheese. If the cheese overheats or boils it can separate.

The cheese on top can be replaced with buttery bread crumbs. Combine 1/3 c. breadcrumbs with 1 Tbsp. melted butter and sprinkle over top before baking.

Maybe you will try this recipe for your Thanksgiving table because it does sound delicious!

9/13/16 SBA Disaster News Release – SBA Economic Injury 2/16/21 Disaster Loans Available to Texas Small Businesses SACRAMENTO, Calif.

– Small nonfarm businesses in 36 Texas counties are now eligible to apply for low interest federal disaster loans from the U.S. Small Business Administration, announced Director Tanya N. Garfield of SBA’s Disaster Field Operations Center-West. These loans offset economic losses because of reduced revenues caused by excessive moisture in the following primary counties that occurred Jan. 1 – July 31, 2021.

Primary counties: Calhoun, Colorado, Delta, Falls, Floyd, Hopkins and Victoria; Neighboring counties: Aransas, Austin, Bell, Briscoe, Crosby, Dewitt, Dickens, Fannin, Fayette, Franklin, Goliad, Hale, Hunt, Jackson, Lamar, Lavaca, Limestone, Lubbock, Matagorda, McLennan, Milam, Motley, Rains, Red River, Refugio, Robertson, Swisher, Wharton and Wood.

“SBA eligibility covers both the economic impacts on businesses dependent on farmers and ranchers that have suffered agricultural production losses caused by the disaster

and businesses directly impacted by the disaster,” Garfield said.

Small nonfarm businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size may qualify for Economic Injury Disaster Loans of up to $2 million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred.

“Eligibility for these loans is based on the financial impact of the disaster only and not on any actual property damage.

These loans have an interest rate of 3 percent for businesses and 2 percent for private nonprofit organizations, a maximum term of 30 years, and are available to small businesses and most private nonprofits without the financial ability to offset the adverse impact without hardship,” Garfield said.

By law, SBA makes Economic Injury Disaster Loans available when the U.S. Secretary of Agriculture designates an agricultural disaster. The

Secretary declared this disaster on Nov. 2, 2021.

Businesses primarily engaged in farming or ranching are not eligible for SBA disaster assistance. Agricultural enterprises should contact the Farm Services Agency about the U.S. Department of Agriculture assistance made available by the Secretary’s declaration.

Applicants may apply online, receive additional disaster assistance information and download applications at https://disasterloanassistance. sba.gov/. Bonham ISD: Bonham Independent School District officials announced that the district received a rating of “A” for “Superior Achievement” under Texas’ Schools FIRST financial accountability rating system. The Superior Achievement rating is the state’s highest, demonstrating the quality of Bonham ISD’s financial management and reporting system.

This is the 18th year of Schools FIRST (Financial Accountability Rating System of Texas), a financial accountability system for Texas school districts developed by the Texas Education

Agency in response to Senate Bill 875 of the 76th Texas Legislature in 1999 and amendments under House Bill 5, 83rd Texas Legislature, Regular Session, 2013. The primary goal of Schools FIRST is to achieve quality performance in the management of school districts’ financial resources, a goal made more significant due to the complexity of accounting associated with the Texas school finance system.

“We are very pleased with Bonham ISD’s Schools FIRST rating,” said Bonham ISD Superintendent Kelly Trompler, “as it shows that our district is making the most of our taxpayers’ dollars. The rating shows that Bonham’s

schools are accountable not only for student learning but also for achieving these results cost-effectively and efficiently.”

The Texas Education Agency assigned one of four financial ratings to Texas school districts, with the highest being “A” for “Superior Achievement,” followed by “B” for “Above Standard Achievement,” “C” for “Standard Achievement” and “F” for “Substandard Achievement”.

Districts with serious data quality problems may receive the additional rating of “Suspended-Data Quality.”

Bonham ISD has achieved the highest rating for 18 years.

Fannin County Commissioners Court – Thanks to Veterans & Election Workers 11/16/21

Tuesday, November 9, 2021, County Judge Randy Moore called to order at 8:41 a.m. a Special Meeting of the Fannin County Commissioners Court. A quorum was established with three County Commissioners and County Judge present.

Discussion, consideration, and action to canvass election returns for 11/02/2021 Constitutional Election and authorize County Judge to sign on behalf of the County: Fannin County Clerk Tammy Biggar explained that to canvas an election is to compare the data connected to the election to the actual election results. After a detailed summation of the cumulative

report and the early voting results, Ms. Biggar concluded her presentation with an explanation of what a spoiled ballot is and stated her satisfaction with how well the election went. In answer to the question posed to her that if there was anything she could change what would it be, she answered, accommodation for the early voting ballot board. Commissioner Magness then made the motion to canvas the returns and authorize the Judge to sign on behalf of the county. A motion was seconded

by Commissioner Lane and passed.

3. Public Forum: There was no one to speak in Public Forum.

4. Adjourn: Motion was

made, seconded, and passed to adjourn at 8:57 a.m.

On the same day at 8:57 a.m., County Judge Randy Moore called into order another Special Meeting of the Fannin County Commissioners Court. A quorum was established as all County Commissioners and County Judge were present.

Judge Moore answered that there more criteria involved in the decision to change district lines. He also noted that the redistricting maps were available on the county’s website.

Also on the same day, Judge Moore called into order at 9:03 a.m., a Regular Meeting of the Fannin County Commissioners. After noting Quorum was established, Invocation was led by Pastor Wayne Walters of the Trenton United Methodist Church. Pledges were led by Major James Manis, retired.

4. Introductions: There were no introductions 5. Discussion and welcome of new State Wardens for Fannin County: Judge Moore invited Warden Elbert Holmes and Assistant Warden Jimmy Sisson to come to the podium to introduce themselves. Warden Holmes said he has 28 years of experience with the State of Texas and is glad to have been assigned to this part of the state as it brings him closer to his family in the Dallas and Copperas Cove area. As the new Warden of the Buster Cole State Jail, Warden Holmes said his goals are to make sure the public is protected, and his staff follows the rules. He said if anyone needs anything of him, he is here for you. He introduced his assistant Jimmy Sisson and noted his other assistant Bonnie Thompson was manning the jail in their absence.

6. Discussion, consideration, and action regarding Courthouse Restoration: Judge Moore read the update as follows: EXTERIOR – Stone patching, point up, and veneer install on North and East side; Punch out with Architect on South and East; Completed stone veneer install along the base of building and patching existing stone; Install brick mold at windows. INTERIOR – Install lighting on 3rd level; Install data and fire alarm equipment and wiring; Paint metal ceilings and walls throughout; HVAC chiller started up and running; Begin testing valves and airflow; Installed access doors throughout; Millwork installs window extensions and trim.

7. Discussion, with Eikon Architecture regarding options for a Fannin County Justice Center: President of Eikon Brad Isbell and Managing Executive Architect Gregory Schon returned to the Commissioners Court to present a slide presentation of their design proposal for the Justice Center. When in Bonham a few weeks back, there had been a glitch with the projection equipment.

With that glitch corrected, they showed their rendition

of what a new Justice Center would look like utilizing the existing old Brookshires building and the advantages that could be had by restoring that construction into a modern Fannin County Justice Center as opposed to building a brand-new construction. Their drawings which include the utilization of the extra building space adjacent to the old supermarket building can be viewed on the county’s website. The projected timeline for the build would be 14 to 15 months considering the availability of product needed for its completion.

8. Discussion, consideration, and action to go out for Request for Qualifications (RFQ) regarding Justice Center architectural services: This item was passed on.

9. Discussion, consideration, and action to approve Order Establishing Criteria for Redistricting of Political Boundaries: Judge Moore explained how this is basically stating we understand that we need to redistrict. A motion was made by Commissioner Magness to approve the order, seconded

by Commissioner Lane and a motion passed.

10. Discussion, consideration, and action to approve Order for Redistricting of Political Boundaries for Fannin County: Judge Moore explained how this item was the second step to the previous item. Commissioner Self made the motion to approve the Order which was seconded by Commissioner Lackey. Motion passed.

11. Discussion, consideration, and action to approve Order Adopting Redistricting Plan for Commissioner Court Precincts: Judge Moore said that though he personally dislikes the feeling of being pushed to get this done so quickly, because of the deadline on this matter, it is necessary to get this done. After attempting to get Robert Bass on the phone to speak with the Commissioners Court, he was informed

by Mr. Bass that he was in a conference where he would not be able to access the redistricting maps and the possibility of another meeting was discussed. It was determined with the deadline being November 15, 2021, it would be necessary to go over this on Monday. Commissioner Lackey brought up a concern dealing with numerous county roads affected by the proposed redistricting line that he believed could be remedied by changing it to go straight up Hwy 121 to produce a cleaner boundary line. Judge Moore said everything must be decided by the Special Meeting that will be scheduled Monday and mentioned it might be possible to get with Mr. Bass before then with this change request. Having said that, after a brief discussion Judge Moore stated there would be a Special Meeting slated for Monday the 15th at 9:00 a.m.

Commissioner Self made the motion to table this item till Monday with Commissioner Lane seconding the motion and the motion passed.

12. Discussion and report regarding Indigent Healthcare for October 2021: Director of Indigent Health Care Mark DeMay began his report by noting there were 226 total inbound/outbound calls and 26 in-office appointments. There were 14 intakes with one pending and eight referred to community resources as they did not qualify for indigent healthcare. There was one new patient with two coming off the program and going back to work and no renewals. He paid 31 indigent claims for a total of $4,403.41 (a 60% reduction to the previous month.) Of those claims paid there were 20 medical conditions treated and 26 prescriptions filled. The inmate claims totaled $3,349.04.

He noted a positive budget for next year and spoke of accomplishments and gains he has achieved in working with local churches. He was pleased to report the partnering with Parkland Hematology & Oncology Center to treat indigent patients in need of comprehensive and concurrent cancer treatment. He also reported there are now 176 area health care providers willing to accept indigent patients with special needs and is currently in talks with two other specialty groups he hopes to get on board. After asking if there were any questions, Judge Moore and Commissioner Lane thanked him for his excellent work and he received applause from all in attendance.

13. Discussion, consideration, and action to approve a Short Plat with 3 lots from 1.0394 to 1.0412 acres on CR 4925 in Leonard: Fannin County Development Services Director Di Hopkins stated that everything was in order for this to be approved and a motion was made by Commissioner Self to approve the Plat with Commissioner Lackey seconding the motion. Motion passed.

14. Discussion, consideration, and action to approve official Resolution regarding overtime exemption for law enforcement employees per the Fair Labor Standards Act (FLSA) *207(k) and have County Judge sign on behalf of the County: Fannin County Auditor Alicia Whipple stated this was to correct an oversight as the county had not adopted an official resolution when this act passed. Commissioner Self made the motion to approve with Commissioner Lane seconding and the motion passed.

by Rose Schwartz Monday, November 8, 2021, Pastor Henry Shelton of the Trinity Baptist Church in Bonham, Tx led an Invocation before the start of the Bonham City Council Meeting. Mayor Pro Tem Kevin Hayes opened the meeting at 5:32 p.m. in Mayor H.L. Compton’s absence. A quorum was established with Councilman David Odom and Councilman Bill Chapman also absent from the meeting.

1. Consider and take action to approve minutes of the October 11 Regular Meeting: Motion was made, seconded, and passed to approve the minutes.

2. Consider and take action to accept financial report for month ending October 31, 2021: Director of Finance Dave Struchtemeyer explained how the first few months of a fiscal year, the general fund will usually run at a deficit due to a majority of the revenue coming in during December and March. He commented that the Water Sewer Fund started strong this year and that there may possibly be during mid-year, a need to obtain professional services to help facilitate future growth heading to Bonham. He stated it has been determined there will be a need for a study regarding the capacity of the wastewater treatment plant.

3. Citizens’ Opportunity to Speak: (The City Council invites persons with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. State law prohibits the City Council from considering deliberations on any item not listed on the posted City Council Agenda.): A resident of Graham Street in Bonham came forward to commend the good work of the Bonham Police Department specifically noting how well they corrected the problem of vehicles parking on sidewalks that he had complained about

at a previous Council meeting. A resident of Ranch Drive in Bonham spoke to comment on items not available on the City’s website, asked those items to be made available, and asked why she had not received an answer on an open record request she had made.

7. Consider and take action to approve an agreement with the law firm of Linebarger Goggan Blair & Sampson, LLP as special counsel to perform all legal services necessary to collect delinquent property taxes and authorizing the execution of such agreement: Mayor Pro Tem Kevin Hayes explained there had been a request for item #7 to be moved up on the agenda. Councilman Michael Evans spoke to explain the reason for the request, noting there had been a request for the council to hear proposals from another law firm. After a brief discussion, Michael Evans made a motion that this item is tabled. There was no second to his motion and as a result, his motion died for lack of a second. Councilman Wayne Moore then made the motion to approve the agreement with the law firm of Linebarger Goggan Blair & Sampson LLP with Councilman Timothy LaVergne II seconding the motion. Attorney Richard Brand Jr. with the law firm of Linebarger Goggan Blair & Sampson, LLP gave a summation of why his firm was deserving of the continuance of representation for the City of Bonham and asked the Council to approve their contract with the city. After Mr. Brand had concluded with his comments, Attorney Patrick Woods with Perdue Brandon Fielder Collins & Mott, LLP addressed the Council to present his reasons for the Council to consider hearing the Perdue Law Firms proposal and asked the Council to hold off on approving the agreement with Linebarger. Mayor Pro Tem Kevin Hayes then stated there was a motion and a second on this item and called for a vote.

The motion passed with one opposing vote.

Judge Moore echoed her thanks and extended it to include all who worked in the election process. A citizen of Fannin County came forward to extend thanks to Tammy Biggar for all she does. A citizen of Ravenna first handed out documents he asked to be filed in county records, then spoke about the billboard on Hwy 121 that shares information about the adverse effects of the Covid vaccine and concluded quoting Psalms 20:4-5. Another citizen of Ravenna spoke of the distrust many citizens still have about possible fraudulent election results that occurred in 2020. A citizen of Honey Grove commented on the great kids and citizens in Fannin County, noting that both Honey Grove and Bonham school bands have made it to State and thanked all the schools in our county. Another citizen running for a public office stated she and her husband would be speaking at an Ector school event on Veterans Day. 21.

Comments by County Commissioners and County Judge: Commissioner Lane thanked all for coming,

all veterans, all citizens working the elections, SW Fannin Water for their help with CR 1202, and her foreman. She believes it’s good that people are beginning to take notice of what’s going on in our country. Commissioner Self voiced his appreciation for all veterans and reminded everyone the county offices would be closed on Veterans Day. Commissioner Magness stated his thanks for the Bois D’Arc Mud workers who helped with CR 2730, his crew for their work, and all in attendance.

Commissioner Lackey commented that Nov 1 thru 7 was National Election workers week and voiced his appreciation for all the election workers, all in attendance, and all veterans for making this the best country to live in. Judge Moore concluded with the Covid stats being: 21 active cases, 152 fatalities, 5.06% hospitalization rate and added that if any had comments regarding the Justice Center to get with his office. He then recognized the veterans in attendance by asking them to stand for a round of applause.

Game Warden Field Notes

Lost and Found While patrolling for hunting violations recently, a San Jacinto County game warden came upon a vehicle in the Sam Houston National Forest.

The warden approached the vehicle and made contact with a hunter who said he was waiting for his buddy. He told the warden they became interested in hunting on public lands after seeing it on the Lone Star Law television series, and this was their first time in the Sam Houston National Forest.

He had been waiting on his friend for a couple of hours and was worried he might be lost. He led the warden to the location he had hunted and said his friend had been hunting approximately 100 yards from that area. After about an hour of searching, the missing hunter was located in a thicket and safely returned to their vehicle. Both hunters were grateful they were not spending the night in the woods.

Next Time Use the Entrance Gate A Morris County game warden was patrolling along Interstate 30 near the White Oak Creek Wildlife Management Area boundary when they spotted a vehicle parked along the shoulder next to the Sulphur River. The location is not a legal access entry point for the WMA, so the warden set up along the Interstate to observe the vehicle and, about 30 minutes after sundown; two men came out of the woods carrying shotguns. It was discovered the two subjects had been hunting for hogs and both received citations. Sharing and Liking His Trophy Buck A Webb County game warden was reviewing a Facebook post of a 15-point deer taken with a bow during a hunt in Laredo.

As the warden began looking through the pictures posted online, he verified the hunter’s name and information. He determined the hunter was from Louisiana and had harvested the deer without a hunting license. When the subject was questioned

regarding the harvest of the deer, he denied hunting and requested the warden prove he had. After the warden advised him of the photos he had obtained from Facebook, the hunter apologized and admitted to harvesting his trophy deer without a hunting license. Cases have been filed, and restitution is pending.

Bass Busted While patrolling Longhorn Dam on the Colorado River around sunset, a Travis County game warden observed an individual with two gutted largemouth bass, homemade spear gun, and a Hawaiian sling; not a legal means and method for taking game fish in Texas.

Upon contact, the individual admitted to using the spear gun to catch the bass and not having a fishing license. He stated he knew it was illegal but said he wanted some bass because it was getting late in the season. Multiple citations were issued, and the fish

were seized. Citations and civil restitution are pending.

Overstaying His Welcome Game wardens responded to a trespassing call in Concho County from an irate landowner who explained a flatbed trailer, an ATV and two empty bow cases were located on his property. With an idea of who the suspect might be, several calls were made to local businesses, and the individual was found checked in at a nearby motel.

They located and visited with the suspect, his girlfriend, and the girlfriend’s brother.

The suspect, from Mesquite, had been invited to hunt on the property the weekend before but did not have any luck. The landowner, also from Mesquite, agreed to take the suspect on another hunt but explained he had prior commitments the following

weekend. The suspect later decided to invite himself to the deer camp that weekend not knowing the landowner’s brother would be in the camp.

Left a Game Camera Trail On October 22, a Smith County game warden received a call from hunters who went to check their game cameras on their lease and found the cameras had been stolen over the weekend. The hunters stated they also saw boot prints leading to and from the cameras. The warden checked the area and was able to follow the boot tracks from the cameras’ location across a fence and down a long private drive that led to a house. After a short interview, it was determined a juvenile relative had taken the cameras the previous day. The cameras were recovered and returned to the hunters. The juvenile was appropriately disciplined by the parents.

Fall fishing is holding steady.

Largemouth bass are good on deep diving crankbaits, black or red plastic worms, chatter baits, and football jigs. The white bass and hybrids are good over humps and flats using silver or white slabs and chartreuse swimbaits. Crappie are fair with minnows working brush piles and timber in 16-25 feet of water. Catfish are good on punch bait and chicken liver.

Fork FAIR. Water lightly stained; 62-64 degrees; 2.56 feet low. Largemouth bass fishing is fair, in a holding pattern. Bass are biting on chatterbaits in the backs of coves in 1-3 feet of water.

Try shaky heads, and Texas rigs are good in submerged timber in 1-3 feet of water with Lake Fork Tackle Baby ring fry. The crappie bite is heating up, moving to creek channels, and suspended to 15-20 feet of water using minnows and jigs. Catfish are excellent on self-baited holes in 20-35 feet of water.

Report by Lake Fork fishing guides Jason Hoffman and Marc Mitchell. Lake O’ the Pines GOOD. Water lightly stained; 69 degrees; 0.16 feet low. The bite continues to be good with similar patterns as weeks past. Bass are good biting on topwaters in the shallows and over grass, in deeper water on Carolina or Texas rigs, diving crankbaits off drop-offs. Crappie are fair on minnows and jigs under bridges and near brush piles, fallen timber, and deep creek bends and ledges. Catfish are good with punch bait or cut bait.

Lavon GOOD. Water lightly stained; 68 degrees; 3.47 feet low. Follow the bird action to locate white bass. They are good in 5-10 feet of water on windblown banks using.

Crappie are good in 18-30 feet of water using jigs. Blue catfish are good drifting using cut bait in 25-30 feet of water.

Ray Roberts FAIR; Water lightly stained; 67 degrees; 0.62 feet low. White bass are

moving quickly in 20-28 feet of water on main lake points biting on one-ounce silver and chartreuse slabs, with better luck on smaller slabs because the smaller size is most similar to what they are feeding on. The bass are moving quickly, so the bite is best on the bottom using Alabama jigs in 30-35 feet, letting the bait hit bottom and slowly reeling up. The bite is best while the wind is blowing and dies down when the wind does. Crappie are good on main lake brush piles 20-30 feet on minnows, with bigger fish in the Buck Creek area in the standing timber around 20 feet with bait suspended in the 10-12 feet of water.

Sam Rayburn GOOD. Water stained; 68 degrees; 2.98 feet low. Bass have moved into the creeks in pockets and points.

Crankbaits and spinnerbaits are bringing in the active fish. Crappie are good on minnows. They are migrating into creeks and river systems, with a few in the shallows of the main lake. Catfish are moving shallow and into the creeks. Report by Lynn Atkinson, Reel Um N Guide Service.

Tawakoni GOOD. Water lightly stained; 64 degrees; 1.52 feet low. Seagulls are working, so follow the birds to find the fish. Long shallow structures off the banks are holding fish. White bass are still moving quickly in the shallows 10-11 feet of water.

Texoma GOOD. Water lightly stained; 64 degrees; 1.51 feet low. Striped bass are good with the topwater bite coming to an end, transitioning to swimbaits and Alabama rigs. Fish are feeding up. Look to the sky because the birds will point the way to schooling fish. They are also found in the backs of creeks. Winter is the best time to catch trophy catfish.

SHIRLEY JEAN RICH

DAVID LYNN PRICE

David Lynn Price born on May 18, 1965, passed away on Wednesday November 3, 2021. He leaves his wife, Misti Price; children, Emily Denise of Austin, and Marshal Alan Walker of Gordonville; mother, Judy Price of Bonham; nephew, Garrett Pender of Sherman, and sister and brother-inlaw Scott & Robin Lowry of Sherman.

David was born in Arlington to Michael and Judy Price. In his youth he did BMX racing. He enjoyed playing baseball, and fishing. He only enjoyed fishing if his sister wasn’t trying to catch his ear. He graduated from Gold-burg High School in 1983.

David worked in construction for over 25 years. He started as a grade checker with Granite Construction in 1994 when he moved to Altus Oklahoma, where he met and married Misti Moore of Altus, a year later. With Granite they then moved to Jasper, Texas and San Angelo, Texas for both dam and spillway projects. During this time, they blessed with two children Emily Denise and Marshal Allen-Walker Price. In 1999, David decided “The Gypsie” lifestyle of moving every couple of years was not good for his kids and settled down in Collinsville, Texas. He worked for several local companies through that time including, Raney Surveying in Collinsville, Rodman Construction, and Archer Western Construction. During those years David taught himself AutoCAD and how to build models for Machine Control Grading that he thought was the future of Construction Survey (he was RIGHT)! After the kids had graduated David took a job with Kiewit and Sons Construction that took him several areas but two jobs that held a special place in his heart were The Border West Expressway in El Paso, Texas and the C-70 Project in Denver, Colorado where he worked with and created lifelong friendships with “HIS Survey Crew”. After moving back to North Texas, David went to work for Mario Sinacola and Sons, and though he was not there long, he was happy working with lots of “old construction” friends.

David had one dream; it was to own a home in Rock Creek Resort on Lake Texoma where he used to take his family swimming. Before the house was built, his kids called it “The Stuckin Lake”(because he would get stuck every weekend.)

David accomplished his goal on July 29, 2021. He was so happy to be able to play golf whenever he wanted!

He is preceded in death by his father, “Pop” Michael Price; grandparents, Calhoun and Effie Bowman and David and Beth (Walker) Price.

JOHNNY EARL PRINCE

Bonham- Funeral services for Johnny Earl Prince age 88 of Bonham were held at 1:00 PM Monday November 8, 2021 at the Cooper-Sorrells Funeral Home Chapel in Bonham. Dr. Jerry Christopher officiated. Interment followed at the Owens Chapel Cemetery. Mr. Prince passed away Friday November 5, 2021 at the Homestead in Sherman.

Johnny Earl Prince was born in Poolville, TX. the son of John Vernon Prince and Ruby Earl (Nix) Prince. He married Iva Jean (Southard) Prince on September 10, 1982 in Ft. Worth, TX. Johnny earned a Associates Degree in Criminal Justice, Advanced Peace Officer Certification, and Master Jailer Proficiency, and had a 43 year career in law enforcement.

He was the former Chief of Police in Benbrook, TX., and retired as Captain with the Tarrant County Sheriff’s Department.

Johnny was very involved in his community, having served several years in different roles including as Tournament Director with the Ft. Worth Golden Gloves, parade committee and grand entry of the Ft. Worth Stock Show Rodeo and Parade, various playdays, and riding clubs, he had also served as President of the Ft. Worth Kiwanis, and Lions Clubs.

He loved the Dallas Cowboys, sports, and being a rancher, raising cattle, horses, donkeys, and taking in stray animals he cared for. Johnny enjoyed trick riding, cutting horses, and passed this love onto his children. He was a Mason and member of the Lamasco Baptist Church.

Mr. Prince is survived by his wifeIva Jean Prince of Bonham, son – Johnny Earl Prince II and wife Elia of San Antonio, daughterCynthia Rice of Lake Jackson, TX., son- Gerald Glen Prince and wife Earlene of Mansfield, TX., daughter- Karen Olson and husband Steve of Boyd, TX., several grandchildren and great grandchildren. He is also survived by brothers- Billy Glenn Prince and wife Rita of Grandbury, TX., Bobby Gerald Prince of Bonham, TX., sister- Linda Kay Larson and husband Leroy of Bonham, TX., and mother in law – Dell Coleman and Harold Stanford.

Johnny was preceded in death by his parents John Vernon & Ruby Earl Prince.

Funeral services for Shirley Jean “Nanny” Rich, 70, of Bonham, were held at 10:00 AM Saturday, Nov. 6, 2021 in Wise Funeral Home Chapel. Rev. Josh Lott and Sebastian Murden officiated. Burial followed in Mount Carmel Cemetery in Wolfe City, Texas. Shirley passed away Tuesday, Nov. 2, 2021 at Texoma Medical Center in Denison, Texas.

Shirley was born April 8, 1951 in Greenville, Texas, the daughter of Ray Barnett and Billie Lou Morgan Barnett. She attended Wolfe City High School. Shirley worked for Lehde’s Grocery Store and also for Sikes Grocery Store.

She owned and operated an independent childcare business in Bonham for 26 years. To her it wasn’t a ‘business’; it was a 11/16/21 calling. She loved each of her ‘babies’ that she cared for as her own and remained “Nanny” to them even after they grew up and no longer needed her care. Shirley was often seen at sporting events, school functions and plays, encouraging and supporting her babies.

She enjoyed shopping and being outdoors. She loved her family and spending time with them was her greatest joy. Shirley was a member of Calvary Baptist Church in Bonham. She was preceded in death by her parents.

Left to cherish her memories are her daughter, Cheryl Partridge of Bonham, TX; granddaughter, Candace Hunnicutt and her husband, Stryker of Bonham; great grandson, Wyatt Hunnicutt; brother, Mike Barnett of Kingston, OK; nephews, Adam Barnett and his wife, Cheryl and their children, Brenden and Daven and Joe Barnett and his wife, Misty; special friends, Pat Ottmo, Cheyenne Orr and Pam Brannum; extended family and friends and all of her “Babies” that she cared for over the years.

Pallbearers were Stryker Hunnicutt, Sebastian Murden, Tristan Partridge, Brenden Barnett and Shane Stone.

Graveside services for Helen Louise Ware Baker, 95, of Garland, Texas, formerly of Fannin County were held at 11:00 AM Friday, Nov. 5, 2021 in Lamasco Cemetery under the direction of Wise Funeral Home. Rev.

Lee Jackson officiated. Louise passed away Tuesday night, Nov. 2, 2021 at Methodist Hospital in Dallas.

Louise was born Feb. 4, 1926 in the Lamasco Community of Fannin County, Texas, the daughter of Loyd Bert Ware and Velma Alice Harris Ware. She attended the Lamasco Schools until the 10th grade and then spent her Jr and Sr years in Bonham High School, graduating in 1943. Following graduation, she attended Draughn’s Business School in Dallas. Louise married the love of her life, John Wesley Baker, on Feb. 11, 1948 in Howe, Texas, and he preceded her in death May 8, 2007. She worked for the telephone company in Sherman, Texas prior to moving to Garland in 1955. Louise spent some time in the retail market, working for J. C. Penney’s for a number of years. A true people person, Louise found her niche as a front desk clerk for Days Inn and Valley View Inn. She was a member of the Fairview Baptist Church in Sherman and attended Second Baptist Church in Garland for many years. Following her retirement, she enjoyed being a homemaker, bowling, and playing Canasta and dominoes. She also loved to travel and treasured every moment with her grandchildren.

Louise was preceded in death by her parents and a granddaughter, Amber Baker.

Louise leaves cherished memories for her son, Ronald Baker and his wife, Pam of Irving, TX and granddaughter, Kelly Gray and her husband, Andrew of Bedford, TX; 4 great grandchildren, Aubrey Gray, Cohen Gray, Porter Gray and Milo Gray; and extended family and friends.

A soft spoken, kind lady, who was the best mother and grandmother, Louise will be greatly missed by all who knew her.

First Sergeant Copening retired from active duty on June 1, 1975. His last assignment was in the capacity of ROTC Instructor at Midwestern State University.

Ray and his wife, Nell owned and operated City Café in Iowa Park for many years and enjoyed visiting with all his customers. His customers were his friends and they always felt welcome in the café. He worked alongside longtime employees Faith, Iris, Dawn and Dot. In addition to running the café, Ray could be found hunting or fishing around the surrounding area. One of his favorite sayings regarding turkey hunting was “If you can’t get two with one shot, you are doing it wrong”. Ray was also a preacher in a Selfs, Texas church for a time.

Several years ago, Ray caught what at that time was a Texas State record for crappie, and when asked what he did with it, he replied, “We ate that bad boy”. In his later years, he could often be found across the river with his friend and brother-inlaw Jim Thompson enjoying the Oklahoma gaming.

Mr. Copening is survived by his brother, Lee “Bo” Copening of Las Vegas, Nevada; sister, Rayetta Falls of Honey Grove, Texas, three sons : Steven Copening, Roger Hamilton, Perry Hamilton and 2 daughters: Carla Copening and Brenda Hamilton; and numerous grandchildren and great-grandchildren.

He was preceded in death by the love of his life, his wife Nell Copening; his son, Glenn Hamilton; and daughter, Robinn Jill Maples.

Raymond Carlton Copening, passed away peacefully October 23, 2021 with family members by his side in Wichita Falls, Texas. A “Family Night” was held November 5, 2021 at Dutton Funeral Home located in Iowa Park, Texas from 6:00 PM until 8:00 PM. Funeral services were helde at 1:00 PM on November 6, 2021 at Dutton Funeral Home.

Following the funeral, a graveside service was held at Highland Cemetery located in Iowa Park, Texas.

Ray “Carlton” Copening was born November 27, 1935 in Honey Grove, Texas to Raymond and Marie Copening. Ray enlisted in the United States Army in 1955.

He served in the 101st Airborne Division in Vietnam where he was awarded the Bronze Star with “V” device for Valor, The Army Commendation Medal with “V” device for valor, the Combat Infantryman’s Badge and the Air Medal. Ray also served in the Dominican Republic with the 82nd Airborne Division. Ray served most of his military career as a member of America’s elite

Cremation Arrangements for Vida Rhea Tadlock, age 94, of Sherman, Texas is under the direction of Wise Funeral Home.

Vida passed away Saturday evening, November 6, 2021, at Whitesboro Health and Rehab in Whitesboro, Texas.

Vida was born March 1, 1927, in Fannin County, Texas, the daughter of William Carroll Moody and Melissa Lillian Bowers Moody. She married Fred Lee Rogers on June 19, 1948. They were married for over 30 years prior to his passing. Together they had one daughter, Sheila Rene Rogers Brown. Vida also gave birth to three baby boys who were stillborn: William Lee Rogers and Freddie Carroll Rogers, twins, and Gregory Scott Rogers. After Fred’s passing, Vida married Edward (Ed) Lee Tadlock. She lived in Bonham, Texas for most of her adult life. Vida was a hard worker, all of her life, retiring from Bonham Manufacturing in her 70’s. Vida moved in with her daughter and son-in-law in Sherman, Texas and lived with them for the last fifteen years. Her greatest passion was watching things grow. She would check on

her flowers every day, counting their buds, waiting in anticipation for the beautiful blooms to emerge. Her hardworking nature had her picking weeds by hand in the landscaping, tidying up, making the perfect environment for her flowers to grow. Vida was very spirited and enjoyed the company of her four-legged friends. She will be greatly missed. Vida is preceded in death by her parents; husband, Fred, and husband, Ed; 3 infant sons; brothers, Joe Bob Moody, James Moody, Johnny Moody, Bill Moody, George Moody, and Jack Bowers; and sisters, Hattie Mae Moore and Florene Woods.

Of Longview, TX went to be with the Lord on October 21, 2021, after a short battle with cancer.

He celebrated his 49th birthday on September 22. Jeff will never be forgotten for the kind warmhearted person he was, always giving gifts to his family and friends, making everyone laugh with the jokes he’d tell, and in his free time he loved to draw, color, and paint, he was quite the artist.

South In eastern Texas and Oklahoma, and in far northwest Louisiana and western Arkansas, widespread rain over a half inch fell this week. As a result, many areas from the Dallas-Fort Worth Metroplex and eastward along the Red River saw improvements to ongoing drought and dryness. Improvements also occurred in south Texas. In parts of southwest Texas that did not see rain, some worsening of drought conditions occurred, due to increasing precipitation deficits and lessening soil moisture. Conditions also worsened in parts of northern Louisiana and southern Arkansas where shortterm precipitation deficits increased.

Most of the region saw cooler than normal temperatures this week, with widespread readings between 6 and 10 degrees below normal in east Texas, Louisiana, and Arkansas. The western reaches of the South region saw nearor above-normal temperatures.

AgriLife Extension district reporters compiled the following summaries: CENTRAL A cold front moved through and delivered 0.5 to over 2 inches of rainfall around the district. Several areas held standing water and halted fieldwork and winter wheat plantings. Unfortunately, the moisture resulted in a heavy flush of winter annual weeds.

Drier conditions were in the forecast, and remaining winter wheat was expected to go in on schedule. Cooler temperatures were slowing Bermuda grass growth, but winter oat and rye crops looked very good. Stock tanks were filling again, and livestock were in great condition. Producers were providing small amounts of supplemental feed for cattle.

The spike in fertilizer prices was a concern for producers, but they were attempting to lock in purchase prices.

EAST Dry conditions continued over most of the district.

Cherokee and Smith counties reported rainfall.

Hay production was wrapping up. Livestock were in fair to good condition with supplementation taking place. There were reports of fall armyworms. Gophers were a problem in Gregg County. Wild pigs continued

to be a major problem throughout the district.

NORTH Soil moisture levels varied widely, with counties reporting very short to surplus conditions. This week brought some heavy rainfall in parts of the district, with a strong cold front bringing cooler temperatures. Most areas received 1-2 inches of rain with daytime temperatures in the upper 40s to low 50s with lows in the mid-30s. Oats were fair to excellent. Winter wheat conditions were fair to good. Pasture and rangeland conditions were mostly poor to good, with one county reporting good to excellent conditions.

SOUTH Northern and eastern parts of the district reported very short to adequate soil moisture levels, while southern and western areas reported adequate soil moisture.

Temperatures were mild. Some scattered rainfall was reported.

Zapata County reported 3.5-5 inches, and several other counties reported 1-2 inches of rainfall. Fields were being prepared for winter vegetables. Carrots, onions, cabbage and leafy

greens were being planted.

Spinach and cabbage were emerging in some fields.

Row crops were harvested.

Citrus trees looked better, and sugarcane was being harvested. Peanut harvest continued. Pasture and rangeland ratings were poor to good. Livestock continued to receive supplemental feed. Moisture should help grazing conditions, and stock tanks were filling. Livestock looked good. Producers were working cattle and planting winter forages. Feed prices continued to rise. Mesquite trees started to defoliate, and summer grasses were going dormant.

WEST CENTRAL Another 1-1.5 inches of rainfall was reported. The rains should help small-grain planting conditions. Some producers were getting a final cutting of Bermuda grass with average yields reported. Cotton harvest was underway, with good yields and grades reported. Pecan harvest was underway, and producers with a heavy crop last year were struggling to find pecans. Livestock were in fair condition.

William (Bill) Newton Fangio, age 87, of Bonham, Texas, passed on to our heavenly Father Monday afternoon, November 8, 2021, at Baylor Scott and White Medical Center of McKinney, Texas. Cremation Arrangements for Bill are under the direction of Wise Funeral Home. A memorial service will be held at 2:00 pm on Nov 27, 2021 at the Wise Funeral Home Chapel in Bonham, Texas.

Interment will be held privately at Willow Wild Cemetery in Bonham, Texas.

Bill was born on October 4, 1934, in Paris, Texas, the son of Alfonzo N. Fangio and Jennie Bell Spikes Fangio. He married Judy Ann Melson in 1954 in Arlington, Texas. They were married 67 years prior to her passing on September 28, 2021.

Bill earned his bachelor’s degree in Mathematics from Arlington State. He had an extensive career in engineering and electronics. Bill began his own business, Celtech Corporation, in North Texas in 1984 and later moved it to New Mexico. He began another business, Dalnor Systems, at the time of the sale of Celtech in 2007. His family is still running it today. He was a member of the Church of Christ and was an avid student of the Bible. He enjoyed mathematics, flying, and played tennis into his 70’s. Bill was dedicated to his family, and to helping those with whom he came in contact. Bill will be greatly missed by all he has touched. He is preceded in death by his parents, wife Judy, son William Stephen Fangio, daughter Ann Carol Fangio; and grandson, Brian Adamo.

Memorial services for Garvin Dwayne Holman were held at the First United Methodist Church in Bonham, Texas on Saturday, November 13 at 2:00 p.m.

Dwayne was born on October 1, 1943, in Honey Grove, Texas to Garvin Lee (Pete) and Aylene (Collard) Holman, the first of six children. He later graduated from Bonham High School and then obtained his Bachelor’s and Master’s degrees in political science, which became his life’s passion. Dwayne served one term as President of the Texas Young Democrats and two terms as the National President of The Young Democrats where he became well known as a political operative among up and coming politicians across the country and where he made many lifelong friends. He then settled into teaching political science at Wharton County Junior College where his classes were known for being lively and informative. During this time, he spoke at the 1976 Democratic National Convention.

He was then recruited to be the campaign manager for Mark White’s successful bid for, first, Attorney General and then, Governor of the state of Texas.

As Mark’s campaign manager for attorney general in 1978, he pulled off one of the biggest come from behind victories in Texas political history, guiding White to a Democratic Primary victory in spite of trailing by 13 points in the polls 14 days before election day. After successfully running Mark’s gubernatorial race, he spent 4 years serving as Mark’s Special Assistant for Appointments, where, in perhaps his greatest achievement, he carried out the governor’s commitment to open up the hundreds of state boards and commissions to women and minority appointees on a scale unheard of, and unseen before, in all of Texas history. The final years of Dwayne’s career were spent conducting training sessions for County Commissioners and County Judges all across the state of Texas, for the Texas Association of Counties (TAC). There was a time when he could name every County Judge in the State. And he not only could tell where the county name came from for all 254 counties but at the same time, could tell you a colorful political story tied to every county-no kidding-every county including Loving County (pop. 64).

Dwayne spent his early retirement years enjoying his book club, his infamous and beloved Downtowners Sunday School Class, and volunteering in his Church’s ESL program, all of which were near and dear to his heart. Everyone who knew Dwayne knew that he loved to laugh, he loved to read, and he loved to tell a good story. His dear friend, Joe, will tell you: Dwayne would never let the truth stand in the way of a good story! He had a wonderful gift in knowing how to make us laugh and put a smile on our faces. But his greatest gift was in reminding us that only God is perfect and we should all be more forgiving of our own faults and the faults of others. He was a good brother, a loyal friend, and a larger than life (literally and figuratively) uncle to his many nieces and nephews. A special thanks to the staff of Stonemere Rehab where he was provided caring and compassionate care for the last 5 years of his life.

He was preceded in death by his parents, Pete and Aylene Holman and his brother Phil Holman. He is survived by his brothers, Denny Holman and wife, Jan; and Mike Holman and wife, Sue; Sisters Lou Ann Warren and husband, Patrick and Lori Holman and wife, Susan, as well as many nieces and nephews and great nieces and nephews.

RAOUL STEVEN REED A Memorial service for Raoul Steven Reed was held on Tuesday November 16, 2021 at 9:30 AM in the DFW National Cemetery.

Steve was born December 12, 1949 i9n Weatherford Oklahoma to Bruce and Esther Reed.

He passed from this world on Wednesday November 3, 2021 at his home surrounded by his family.

He proudly served his country in the United States Army and was a Vietnam Veteran, after leaving the military he became a plumber and worked for the City of Plano for more than 20 years.

Steve and his lovely wife were married in Plano, Texas on October 5, 1973. In there forty plus years of marriage they raised two sons six grandchildren and two great grandchildren.

He was devoted husband and

loving father. His hobbies were being a scout leader as well as fishing and camping.

Left to cherish Steve’s memory are his beloved wife Judy reed of the home as well as his son and daughter in-law Chris and Renee Reed and Son Charlie Reed, as well as his grandchildren Charissa Hardwick, Steven Reed, Dillion Reed, Eli Reed, Nathan Reed, and Taylor Reed and his two great grandchildren Shiloh Hardwick and Ainsley Hardwick.

In her truncated senior season, the outside hitter had 303 kills -- placing her fourth in the SCAC in the category -- and a team-leading .232 hitting percentage during the fall campaign. Her other senior season statistics included 258 digs and 17 aces in 22 matches.

She finished with the second-most career kills -- 1,082 -- during Centenary’s Division III days -- only 74 behind the leader -- and 169 behind the program’s leader during play at any level.

This month I am discussing nasal discharge in the horse and when it warrants a call to your vet.

Nasal discharge has many forms, from normal to a sick horse. The lining in the horse’s nasal passages is sensitive, and when aggravated can cause inflammation. This leads to the production of fluid or mucous (the runny nose). First, we examine the type of nasal discharge. It may be watery, white, thin, thick, snotty, bloody, smelly, in one nostril or both. We next examine the horse. Is he bright, alert, eating or depressed, off feed, feverish? Normal rectal temperature is 100 (99-100.5).

If it is 101 or over, he has fever.

Types and causes of nasal discharge 1. Watery or white nasal discharge.

This is normal in cold weather after a gallop around the pasture.

It can also be caused by dust, allergens from hay dust, or asthma. We generally watch

this type for a few days to see if the condition gets better or worse.

2. Thick yellow to yellow green nasal discharge.

The horse is usually sick with a viral or bacterial infection.

A vet should examine this horse for fever, mucous in the trachea, bronchi, and lungs.

Depending on the severity of the symptoms, antibiotic treatment may be needed.

Viruses that cause snotty nose are Flu, Rhino/EHV equine herpes virus, or Rhinitis A&B. The virus multiplies in the lining of the airways causing damage that takes 2-4 weeks to heal and often sets up for the secondary bacterial infection Strep.

3. Bloody discharge Nasal bleeding after strenuous exercise, like a barrel race, may be the result of EIPH (Exercise Induced Pulmonary Hemorrhage Syndrome).

Horses affected by EIPH have nasal bleeds due to blood

coming from the lungs. A vet should be called. If the horse is bleeding at rest, it can be a guttural pouch infection or ethmoid hematoma, both are diagnosed by a fiberoptic scope exam up the nose.

4. Unilateral (one nostril) smelly nasal discharge This is caused by an abscessed infected upper molar tooth with the infection going from the tooth root into the sinus and then out the nose.

The nasal discharge and mouth smell really bad. Treatment is flushing the sinus and removing the rotten tooth.

5. Foamy saliva and feed stuff nasal discharge This is caused by choke, which is a feed blockage in the esophagus. This can occur when the horse swallows improperly chewed beet pulp, alfalfa pellets, or other pelleted feed and it becomes stuck in the esophagus. The blockage causes saliva and feed stuff to come out the nose, along with coughing, gurgling and distress. If the choke doesn’t resolve in 20 minutes, call the

vet.

Nasal discharge and/or a snotty nose needs to be evaluated as an indicator of the horse’s health.

Biosecurity If the horse has a snotty nose, its best to isolate him. If he has fever, he is shedding virus and is contagious. Isolate for at least 2 weeks. If a new horse comes in, isolate him for 2 weeks and observe if he develops illness. This will prevent your other horses from getting sick. Respiratory disease is spread from horse to horse by coughing, nose to nose contact, and mucous in the water tank.

Don’t dip the end of the hose in the water tank when filling it, clean and disinfect buckets and troughs. Humans spread the infection to healthy horses with the mucous on your hands and clothes. Sick horses should always be fed and cared for last, then change your clothes to prevent the spread.

would be able to periodically modify regional minimums after public notice and comment.

In the Cattle Price Discovery and Transparency Act, USDA would also create and maintain a publicly available library of marketing contracts between packers and producers in a manner that ensures confidentiality.

The legislation would require more timely reporting of cattle carcass weights, as well as requiring a packer to report the number of cattle scheduled to be delivered for slaughter each day for the next 14 days.

USDA would be prohibited from using confidentiality as a justification for not reporting and must report all Livestock Mandatory Reporting information.

“Robust price discovery ensures that all members of the beef supply chain—cow-calf producers, feeders, packers and consumers—can be successful. The foundation of price discovery in the cattle market is negotiated cash sales. One or two regions of the country should not have to shoulder the burden of price discovery and that’s exactly what has been happening,” Fischer said in a statement. “Furthermore, even regions that primarily use alternative marketing arrangements (AMAs), such as formula contracts, predominantly rely on negotiated cash sales to set their base prices. Our compromise proposal takes regional differences into account and ensures fairness for every segment of the supply chain.”

The bill is supported by many agricultural groups, including the American Farm Bureau Federation.

“This bill fits squarely within American Farm Bureau policy.

We support the bill, and we hope that parts of this bill are incorporated into Livestock Mandatory Reporting reauthorization. However, it is of utmost importance for Farm Bureau that Livestock Mandatory Reporting does not lapse,” Scott Bennett, AFBF Congressional Relations director, said.

Livestock Mandatory Reporting will expire Dec. 3 unless reauthorized by lawmakers.

“Senator Fischer and Senator Grassley will be working closely with the Senate and House Agriculture Committee to get portions, if not all of this bill, into Livestock Mandatory Reporting reauthorization,” Bennett said. “If that is reauthorized, we will see an effort, then, to incorporate parts of this bill into the next authorization of Livestock Mandatory Reporting.”

Similar efforts introduced by Fischer and Wyden, Grassley and Tester and Reps. Vicky Hartzler and Emanuel Cleaver each contained components of the current piece of legislation.

Press Release - Work is beginning on the Leon Hurse Dam for Lake Ralph Hall. When finished, the dam will be 2.3 miles long and include both a spillway (to release water into the North Sulphur River), intake structure and pump station (to move it through the pipeline to treatment).

So far, crews have removed grass, brush, trees, fences, etc. from around half of the 600 acres needed to begin building the dam. After clearing is completed, Granite Construction will be working to move dirt to create the embankment. The Leon Hurse Dam was designed by Freese and Nichols. Construction is scheduled to finish on the dam near the end of 2024.
