DPS Announces Saturday Appointments through December

AUSTIN – At the direction of Governor Greg Abbott, the Texas Department of Public Safety is announcing Saturday appointment availability through the end of the year.

Many driver license offices

across the state will be offering Saturday appointments for customers needing to renew or replace their Texas DL or ID cards only.

DPS began offering additional Saturday appointments

their DLs/IDs expire while the DL offices were closed due to the pandemic. Continuing to offer Saturday appointments through the end of the year for renewal and replacements will give customers additional

Scheduling an appointment It’s important to remember DPS launched its new appointment solution when DL offices reopened in May, and all services are now conducted by appointment only. DPS moved to this new appointment system to provide additional convenience, reducing the time Texans spend waiting in line.

Customers can now book appointments for a specific day and time, up to six months in advance, and show up 30 minutes or less before their scheduled appointment. Customers can check-in using the kiosk inside the office or from their mobile device.

The old adage is true, Freedom is Not Free! If we want for our children the Blessings of Liberty that we were born into, then we can no longer afford to “sit out” another election. From the local school board candidate to those vying for our nation’s highest office, it is our patriotic duty to become informed and engaged on who will represent us.

Words cannot express how honored I am to be listed on the ballot as your Republican Nominee for Fannin County Commissioner – Precinct One. With the help of so many others, I have worked tirelessly towards earning your confidence and vote.

This is just the beginning of what you can expect from me once I am sworn into office in January. I still ask for your vote during the General Election on November 3rd.

Early voting has been extended to three weeks, beginning October 13th and many safeguards will be in place to ensure your safety. This includes drive-thru “curbside” voting.

Psalm 23: 2-3, 6 “He maketh me to lie down in green pasture: he leadeth me beside the still waters” “He restoreth my soul.”

As I have often said, Psalm 23 has held center stage in my life for as long as I can remember.

It was in the early years of growing up that I was encouraged to commit to memory the words of this beautiful psalm.

It was when I went through some difficult days with my country

in World War II that the message of our caring shepherd gave me a hope to believe in.

It was when my Bible had been confiscated by those taking me in to captivity that the words I had hid in my heart became my Bible until freedom came and the word was in my hands again.

This psalm has been there for me as I am embraced my calling to the field of church ministry for seventy-five years.

Many of the entries in my Pastor’s record reflect the use of these verses to bring comfort to hurting hearts in time of sorrow, or joy and happiness to lives pledged to travel the domestic road together.

In Psalm 23:6, we are promised in the end

During this phase the collectors receive and post payments and issue receipts.

2 To Hold and Attend a PUBLIC HEARING to hear comments regarding the proposal to establish a Speed Limit of 30 mph on County Road 4930, which connects to County Road CR 4920 and HWY 78, in Leonard, Texas, Precinct 2. No one spoke in public forum.

5 Public Forum: Fannin County Sheriff Mark Johnson commented on a great job his deputies did concerning the shooting incident, Sunday night September 27, 2020 in Savoy, one person fired a gun and the deputy returned fire. Suspect was shot, he survived. No deputies were injured. Texas Rangers are investigating.

6 Discussion, consideration and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19.

Judge Moore gave a Covid-19 update with 679 cases, 20 active including 7 in prison, 647 recovered, 15 fatalities. Court decides to extend the Declaration of Disaster Proclamation another week.

7 Discussion, consideration and action regarding the Covid-19 Response and Continuity of Operations Plan for Fannin County. Court decides to extend Covid-19 Response and Continuity of Operations Plan another week.

8 Discussion and update regarding the Fannin County Courthouse Restoration. Judge Moore read off a long list (provided by Ben O’Keefe) of work currently and also been done on the courthouse. Just to name a few: plumbing, masonry, utilities, stonework, install chimney bases, sewer lines.

9 Discussion, Consideration and Action to approve Fannin County’s Time Periods, Pay Dates, Commissioners Court Dates and Holidays for Calendar Year 2021. David Woodson presented the schedules. Motion passes.

10 Discussion, consideration and action to approve the Emergency Medical Services Contract with the City of Bonham and authorize County Judge to sign on behalf of the County.

Robert Dean gave a presentation which included that the Texas Department of Public Safety office will be open on Saturdays thru the end of the year. Motion passes.

19 Discussion, consideration and action regarding personnel or supplies for Covid-19 from the CARES Act Grant or other funding. Judge Blake is proposing a plan to have District court jury trials at the Majestic Theatre building under a lease agreement thru December 2020.

Space at the Annex building is not sufficient for social distancing reasons. Cost of $25,000 for lease, projected first trial there would be October 26, 2020. All

paid for by Cares Act Grant.

Motion passes.

20 Discussion, consideration and action to approve continuation of Texas Association of Counties Retiree Medical Benefits Program, County Choice Silver and authorize County Judge to sign on behalf of the County. Motion passes.

21 Discussion, consideration and action to approve renewal of TAC Risk Management Pool’s Workers Compensation for period January 1, 2021 to January 1, 2022 and authorize County Judge to sign on behalf of the County. Motion passes.

23 Comments: Commissioner Self Thanked everyone for coming, he would like to commend the Sheriff Deputies for the great job they did in handling the Savoy shooting incident. He is excited to be getting an ambulance in Leonard. He thinks the movie theater courtroom is a good idea.

SAM RAYBURN “MR. DEMOCRAT” You really have to hand it to those zany Republicans--the word “shame” is not in their vocabulary. A recent letter in these pages suggested that not only would Sam Rayburn be a Republican, today, but so would JFK. It appears that their electoral plan for this cycle is to make Democrats die laughing before they can vote.

Mr. Sam advocated for Income and Inheritance Taxes, Low Tariffs, and direct election of U.S. Senators, all of which have been opposed by today’s Republicans. He supported National Health Insurance, Public Housing, Public Education, and increasing the Minimum Wage. Republicans, not so much.

Sam Rayburn partnered with FDR to pass the Federal Securities Act of 1933, the Securities Exchange Act of 1934, the Public Utility Holding Act of 1935, and the Rural Electrification Act of 1935, rescuing the U.S. economy and bringing electricity and progress to rural America.

Republicans called them “socialists.”

Yes, that’s Speaker Rayburn behind President Roosevelt as he delivered his “Day of Infamy” speech after Pearl Harbor.

He shepherded the strategies of two Democratic Presidents (Roosevelt and Truman) through Congress as they literally saved the world from fascism in WWII (the original Antifa!).

And then rebuilt the world afterward!

Speaker Sam accepted no money from lobbyists and refused travel payments for speaking tours. In 48 years, he went on one congressional junket (to the Panama Canal) and paid his own way! Members of both parties knew him to be honest and honorable. And he paid his taxes.

President Kennedy (D) flew to Dallas in 1961 to see Speaker Sam before he passed. The author of Profiles in Courage said of Rayburn, “He showed enough courage for anybody.”

Rayburn’s funeral was attended by Presidents Kennedy (D), Johnson (D), Truman (D) and Eisenhower (R), along with 100 Congress members, foreign dignitaries, and much of the population of Fannin County. Richard Nixon, though, couldn’t be bothered.

While it is tragic that the Republicans aren’t able to come up with heroes of their own, Democrats are not sharing ours.

Bonham Rotary Club Gives Dictionaries to 3rd Grade Students

By Malinda Allison Once again this fall the Bonham Rotary Club will be giving a dictionary to every third grade student in Fannin County schools.

This dictionary project began about 20 years ago, and takes place each fall.

The photo below shows Club members preparing the dictionaries for distribution.

Members of the Rotary Club deliver the boxes of dictionaries to each campus. In previous years, the Club members could go into the classrooms.

This year, the boxes will be unloaded at the school entrances. Lauri Blake, Rotary Club President, has delivered the dictionaries to Dodd City for several years, and regrets that she will not get to hand out the books to the kids this year. “It is great to see the excitement on the faces of the kids as they get their own dictionary.”

Kelly Royce, the Rotary member who has been chairman of this project for seven years, says that she looks forward to the project each year. “The

kids are so proud of their dictionaries. And Rotary is proud to support literacy and education in our County.”

The 100 year anniversary of the Bonham Rotary Club is coming up in May 2021. Over the last 100 years the Club has provided fellowship and great programs at its weekly lunch meetings.

But in addition the Club has a number of public service projects each year as it contributes to the community. The dictionary project is one of the favorite projects.

Matt Jones passed away on Wednesday, September 30, 2020 at Texoma Medical Center Bonham Hospital.

Matthew Anthony Jones was born in Sherman, TX on November 3, 1986 to Anthony and Rhonda (Russell) Jones.

He married Ashley Nicole (Hamons) Jones on October 11, 2014 in Denison, TX. Matt was co-owner operator of WTWM Transport located in Ravenna, TX, a 2005 graduate of Denison High School where he received a football scholarship and went on to play at Southeastern University until he was injured. He was a hard worker, a great family man and the biggest Star Wars fan. Matt was a loving husband, father, son, brother, uncle, cousin and friend and will be greatly missed. He is a member of Seventh and Main Baptist Church.

Drilling On TXDOT Right-Of-Way In North Fannin County Mystery Solved

By Tim Meek I f you have driven State Hwy. 78 recently north of Bonham there is an interesting project underway at the intersection of

USGS office in Oklahoma City led me to Chris Schenk and Jon Thomas of the USGS offices in Oklahoma and Denver Colorado.

The drilling operation is a standard research project that the USGS carries out all across the country. They are drilling core samples for the study of rock and soil formations. The sample cores are studied and analyzed

by Geochemist, Hydrologist and other Data Scientist.

So...no oil, gas or water exploration taking place, just professional rock hounds doing their thing!

Recent Weather Sets High Expectations for Archery-Only Season Opener

AUSTIN – Expectations are high for the archery hunting season opening day thanks to recent rain events, mild temperatures and reported deer movement throughout the state. The archery-only season opens on Oct. 3 and runs through Nov. 6.

“Recent precipitation throughout Texas has resulted in a flush of new growth on preferred native deer forages and should set the stage for good winter weed production, critical for deer late in the season,” said Alan Cain, 6545 US 70 White-tailed Deer Program Mead, OK Leader for the Texas Parks 580-931-3240 and Wildlife Department (TPWD). “This is quite a change from the brown and brittle range conditions experienced in July and August.”

Largemouth bass are fair on drop shots, medium size crankbaits, and skirted jigs in 12-25’. The white bass and hybrids are good in 25-35’ with live bait, slabs, jigging spoons over humps, flats edges, and near main lake dropoffs. Crappie are good with minnows on brush piles and timber near creek channels.

Catfish are good on cut bait and prepared bait in 14-25’.

Fork- GOOD. Water lightly stained; 80 degrees; 1.66 low.

Largemouth bass are good on slow-moving finesse worms and jigs near standing flooded timber, points, and drop-offs.

White and yellow bass are fair in deeper water with slabs and jigging spoons. Crappie are fair on minnows in 18-25’ in brush piles and standing timber. Catfish are good on punch bait in 12-24’.

Grapevine-GOOD. Water lightly stained; 78 degrees; 0.12 low. Largemouth bass are good on medium-sized crankbaits, craws, and finesse worms in brush piles, standing timber, and rocky points.

White bass are good in 2335’ with slabs near main lake humps, flats, and drop offs.

Crappie are good on minnows and jigs in marinas and near submerged structure. Catfish are good on prepared bait.

Joe Pool-GOOD. Water lightly stained; 79 degrees; 0.47 low. Largemouth bass are fair fishing wacky worms fished slowly in 14-23’. Shad like crankbaits and spinners along channel edges, mouths, and pockets are effective as

well. Crappie are good beneath bridges and structure on minnows and jigs. Catfish are fair on prepared bait.

Lavon - GOOD. Water stained; 80 degrees; 0.81 low.

Crappie are good on minnows or jigs fishing 15-25’ over brush piles and bridges.

White bass are good in the 20-30’ with slabs and swimbaits. Look for birds diving over feeding schools of white bass. Black bass are fair on craws, wacky worms, and crankbaits in 15-28’. Catfish are good on prepared bait in 14-25’. Ray Roberts-FAIR; Water lightly stained; 77 degrees; 0.09 high. Largemouth bass are fair on Carolina rigged worms, diving crankbaits, and white spinners in 16-26’ near timber, rip rap, and channel edges. There is an early and late topwater bite on points with a ledge or drop off. White bass are fair in 2040’ on slabs near main lake flats and drop-offs. Crappie are fair on minnows in brush piles between 18-28’. Catfish are good on punch baits over haunted holes.

Tawakoni-GOOD. Water lightly stained; 78-81 degrees; 1.10 low. Catfish are excellent on punch bait and cut bait.

Largemouth bass are good on crankbaits, senkos, jigs, and swimbaits. White bass and hybrid stripers are good on live bait and slabs with some fish schooling on the surface.

Use sonar to locate fish in deeper water near drop-offs, large flats, and humps in the main lake. Crappie are good on minnows and jigs around brush piles, docks, and bridge

pilings.

Texoma-GOOD. Water lightly stained; 76 degrees; 2.22 low. Striped bass and white bass are good on live bait in 25-35’ and topwater baits when fish are near the surface. Diving birds are marking feeding schools on the surface throughout the lake.

Use sonar to mark schools along the river channel and flats. Largemouth bass are fair fishing Texas-rigged plastic worms and diving crankbaits in 16-28’ with some fish moving into shallow water in the 8-12’ range. Crappie are good on minnows and jigs by boathouses, timber and brush piles in 15-25’. Catfish are fair on cut bait.

Rev. Lyn Holly officiated. Kurt Michael Elliott passed away on Wednesday, September 23, 2020.

Kurt was born in Terrell Texas on August 17, 1959 to Rebecca (Lyons) Elliott and Kenneth Wayne Elliott. Kurt married Nancy Jenkins in Dallas, Texas on May 28, 1980. They had 3 children, two sons and a daughter.

Kurt Elliott was a servant of the Lord and a father who loved and nurtured generations of children.

He loved his wife with all his heart and cherished his family. He worked tirelessly in his community and helped many people while never taking credit. He was a great friend, mentor, and rock for so many people and the world will miss his laughter, compassion, and warm hugs!

Surviving are his wife of 40 years, Nancy Elliott: one son, Phillip Brost and wife Tabitha and grandson Max , four daughters; Carmen Shoup and husband Jeremy and granddaughter, Cassidy Whalen of Texarkana, daughters, Alexia Elliott, Michelle Elliott, Marie Elliott all of Bonham, Texas Granddaughter, Caitlin Robinson and husband Austin of Bonham, Texas; Great grandchildren, Greyson Robinson and Lola Robinson. The Commission may only grant a request for a contested case hearing on issues the requestor submitted in their timely comments that were not subsequently withdrawn. If a hearing is granted, the subject of a hearing will be limited to disputed issues of fact or mixed questions of fact and law relating to relevant and material water quality concerns submitted during the comment period. Honey Grove Library Receives Texas Reads Grant

Press Release - The Honey Grove Library and Learning Center is pleased to announce that it has been selected as one of only 9 libraries in Texas to receive a Texas Reads grant from the Texas State Library and Archives Commission for 2020-2021. This year’s award of $9,200 will be used to finance the Honey Grove Library’s “Families Read Together” literacy programs.

The Honey Grove Library also received a Texas Reads grant for 2019-2020, and with those funds was able in the spring of 2020 to partner with the Honey Grove ISD to provide an after-school reading program to 1st - 5th grade students. Honey Grove ISD teachers and Library volunteers worked with students at the Library after school one afternoon a week to promote reading skills and a love of books.

Due to coronavirus restrictions the after-school program ended in March.

One program brought young elementary school students back to the Library for reading and activities. In another program Debbie Bowie, our Children’s Librarian, had story time with individual families by appointment. An online book study of The Miraculous Journey of Edward Tulane provided an engaging literacy experience for participants.

The Honey Grove Library’s “Families Read Together” grant will fund a variety of programs including several targeting our community’s Hispanic families. We are fortunate that Sandra Rubio is instructing “Technology and ESL” classes which are designed to assist these families with the challenges of using electronic devices to support their children’s school education. She is also offering “Bilingual Storytime” for individual families by appointment on Saturday

mornings.

Mitzi Sherwood, Library Director, said: “The financial support from these grants enables the Library to offer a rich variety of literacy programs. We appreciate the support of the U.S. Institute of Museum and Library Services and the Texas State Library and Archives Commission.”

Rhonda Cunningham, Chairman of the Hall-Voyer Foundation which operates the Library, said: “One of the Library’s primary missions is literacy, and we are proud of these programs which further reading and love of books.”

The Honey Grove Library and Learning Center, located on the Square in Honey Grove, recently completed a significant renovation as a result of a successful Capital Campaign.

By Rich Hilliard Two Fannin County teams started 16-2A volleyball this season assured of being Class 1A postseason representatives of the district.

Two more are vying to claim half of the available berths to the 2A postseason from 16-2A, as districtBonham play reached its midpoint on Sept. 29.

Dodd City had a 4-3 district record at the midpoint, keeping the Lady Hornets on track again to

garner the No. 1 seed from 162A to the 1A postseason, with Savoy (0-7 in district) again as the No. 2 seed.

The Lady Hornets’ district wins have come against 2A Trenton, 2A Wolfe City, Savoy and 2A Sam Rayburn -- en route to a 26th postseason during the last 31 years.

Ector Meanwhile, Trenton reached the midpoint at 3-4 in district play, getting closer to a sixthstraight postseason.

The Lady Tigers garnered first-

half wins over Savoy and Wolfe City -- in a 24-hour period, having to play the latter as a makeup match due to a COVID-19 postponement -- as well Sam Rayburn.

The Lady Rebels reached the midpoint at 1-6, as they compete this fall in their first varsity district in the sport and for a postseason spot.

Class 2A Tom Bean resided alone atop 16-2A at 7-0 at the midpoint.

The playoffs for Class 4A-1A

Bi-district opponents for 16-2A postseason qualifiers will come via 15-2A. For the 2A qualifiers, potential opponents include: Italy, Itasca and Rio Vista. The top 16-2A seed to the 2A postseason earns a bi-district bye, since 152A only includes three 2A teams.

Dodd City, ranked No. 16 in the Sept. 29 Class 2A-1A poll by the Texas Girls Coaches Association, and Savoy, which will make its sixth-straight postseason, in bi-district will face Avalon, Blum, Covington, Kopperl or TCL-Arlington. Of these, Blum placed at No. 18 in the same poll.

The Lady Warriors reached the district play midpoint at 4-3 on Sept. 29.

Wins against Whitewright, Leonard and Howe -- and outlasting Bells in five games -- during the first half of play

have Bonham amongst the top half of 11-3A -- a.k.a,, would make the playoffs, if the season ended on Sept. 29.

Last fall, the Lady Warriors made their deepest postseason run in 11 years -- a trip to the regional quarterfinals -- after qualifying as the runner-up in their previous district.

Meanwhile, Leonard has kept its chances for a sixthstraight postseason appear-

ance possible with a 2-5 district record with wins over Whitewright and Howe.

No. 6 Gunter and No. 25 Blue Ridge led 11-3A at the midpoint with undefeated records. The scheduled first showdown between the two on Sept. 29 was moved to Oct. 3 -- the second of two consecutive district matches postponed by Gunter due to COVID-19.

Postseason play for Class 4A-1A schools will start Oct. 29-31, with bi-district

matches.

Competition in the first round of the playoffs for 113A schools will come via 123A: Commerce, Edgewood, Grand Saline, Lone Oak, Paris Chisum, Pattonville Prairiland and Emory Rains.

Amongst those potential bidistrict opponents, two appeared in the Top 25 of the Texas Girls Coaches Association rankings for Class 3A: No. 12 Emory Rains and No. 13 Prairiland.

He is currently working for Aflac as the Market Asset Analyst for the state of Oklahoma.

Rachel is a 2017 graduate of Graham High School. She currently attends Texas Tech University and will be graduating in December with a bachelor’s degree in Human Development and Family Studies. Rachel plans to begin graduate school in the spring of 2021 to earn a master’s degree in Counseling with an emphasis in Marriage and Family Therapy.

The couple is planning a March 2021 wedding in McKinney, TX. Josh and Rachel will reside in Norman, OK.

This being a truly relevant and troubling issue for our area that is considered a resource desert an active group of people has gathered to focus on the mental health of our citizens. This group consisting of community leaders, public school personnel, mental health providers, law enforcement, charitable organizations, and public servants has gathered to form the Fannin County Behavioral Health Leadership Team (FBHLT).

The FBHLT has been meeting as a whole group every other month. Three subcommittees meet regularly to discuss, plan, and implement mental health services and programs. Each of these subcommittees has a targeted focuses; reducing the negative stigma associated with mental health issues, identifying and developing resources, and creating resources for the resiliency of our youth. Two of our prominent citizens Co-Chair this organization, Bill Wilson of McCraw Oil Company and The Honorable Judge Lori J. Blake who presides over the 336th Judicial District Court in Fannin County, Texas “Like all of the individuals serving on the FBHLT, I am aware of the great need many of our residents have.” Stated Judge Blake.

She agreed to serve as the Co-Chair of the FBHLT because she is convinced the

In her professional experience working as a District Judge she stated that about 35 to 40 percent of the criminal cases and Child Protection cases involve individuals who suffer from mental health issues. Judge Blake also serves on one of the three subcommittees that focus on identifying and developing resources for our community.

One of her team members, Rick Sheddy who formerly served on the Fannin County Hospital Authority, Judge Blake states, “He has done a tremendous job identifying resources that can be applied to proven programs.”

She further stated, “By adding resources to the small but successful programs we can grow those programs and then increase the number of people served in Fannin County.”

At this time the FBHLT is seeking a 501(c)(3) status and will apply for grants and accept contributions to develop and augment mental health services for our Fannin County residents.

Judge Blake added, “There is much work to be done in the area of mental health in Fannin County, but the future looks bright!”

We thank all of the active members of the Fannin County Behavioral Leadership team for their part in helping the members of our community who suffer from mental health issues by creating solutions and support.
