Regular Meeting of the Fannin County Commissioners Court. Tuesday, October 20, 2020, 9:00 am. In The Bonham City Council Chambers.

A quorum was established

by Fannin County Judge Randy Moore and all commissioners were present.

Rev. David Bradley of First Baptist of Whitewright led the invocation.

Major James Manis led the pledges.

Discussion, consideration, and action regarding the Fannin County Declaration of Disaster Proclamation for Covid-19. Extended another week. Accepted and approved.

Discussion regarding the EMS Profit and Loss Report for September 2020.

City of Bonham, Fire Marshal Scott Ridling provided an update on the construction of the Leonard EMS Station, he expects to move in the early part of the week of October 26th.

Discussion and update regarding Courthouse Restoration.

Installing natural veneers on the windows, underground electrical, ductwork will begin in the basement, cast stone caps on the east side entry columns, all utilities except for new vault fire suppressant, and much more.

This story from the pages of history may be late in respect to Columbus Day, but the challenge it presents to us is never off the mark as it applies to our mission in life.

As I have said before, I am a lover of history.

In both my college and seminary studies my major was history.

The account I share with you this week relates to Christopher Columbus’ first voyage to the New World. The entire trip took 32 weeks.

Columbus, the adventurer, with his little fleet of three small ships and eighty-nine men sailed from Palos, Spain on August 3, 1492. Nine days later they reached the Canary Islands.

On September 7 they shoved off from San Sebastian.

They last saw land on September 9, 1492.

Three weeks passed.

Crew trouble developed.

It was in this turmoil that Columbus made this memorable statement.

“I sailed from Spain with the intention of reaching the Indies and I do not plan to turn back. Sail on! Sail on! On October 10, it was agreed to sail for three more days.

Dear Editor, A few days ago, I was summoned to jury duty with the 336th Judicial District Court here in Fannin County. Much to my surprise, the summons instructed me to report to the Majestic 6 Movie Theatre in Bonham for my potential jury service. It seemed a little odd to me that a court handling matters ranging from homicides, sexual assaults and narcotics cases to complex, potentially multi-million dollar civil cases would be conducted in a movie theater. Some research quickly revealed to me that the unusual venue for the court was necessary to ensure that residents attending court activities in person could sufficiently distance themselves to comply with required COVID-19 precautions.

Meeting in unusual venues is nothing new for the 336th District Court. You see, the court currently meets in the sanctuary of a converted church officially named Fannin County’s “South Annex” in Bonham.

The small church sanctuary is poorly suited to handle trials in the best of circumstances and certainly not in the face of

the ongoing worldwide COVID-19 pandemic. Arrangements for jury trials needed to be put in place recently when state officials green-lighted limited in person court activities. Bonham’s Majestic 6 Theatre sitting unused thanks to COVID-19 was a viable, albeit unconventional, option.

The temporary movie theater venue for the 336th District Court is in reality a visible symptom of a larger, more significant problem – the absence of modern, efficient facilities for many of Fannin County’s government activities and employees. Fannin County does not seem to have a visible comprehensive master plan for facilities for vital county activities. As was reported in “The Fannin County Leader,” County Criminal District Attorney Richard Glaser reminded County Commissioners just last week that his department has 130 employees currently housed in a variety of permanent and repurposed temporary offices. Glaser is rightfully concerned where his team will call home in coming years. Shuffling them from one temporary site to another seems illogical and not fitting for the permanent functions of county government.

What about the county’s ongoing multi-million dollar project to refurbish it’s historical courthouse? Apparently, no provision has been made

for it to permanently office the personnel who actually administer justice on behalf of the people of Fannin County – judges or prosecutors. While I am strongly in favor the courthouse project, it again strikes me as shortsighted that there will be no room in that building for the courts or prosecutors that administer justice for the residents of our county.

Rather, if all goes according to plan, next summer the beautiful new “courthouse” will become home to a grand total of 17 county employees and host weekly Commissioners Court meetings. What about the building’s courtroom once used for criminal and civil cases one might ask? The building’s restored “courtroom” will only be used for “administration purposes” according to at least one Commissioner because among other necessary features, “it lacks security or proper entrance for the judge.” Really? No one thought the county’s only District Court might actually use the county’s only courthouse once it was refurbished? I’m guessing many might be confused by that logic.

The county needs modern and efficient office space for its personnel that that can be easily accessed by all residents including those with disabilities. At present there does not seem to be a plan on the drawing boards for such fa-

cilities. Instead, Commissioners are considering options including the reconfiguration of currently vacant existing spaces in Bonham to meet the county’s growing needs.

Unfortunately, like any office space that is not built from the ground up for a specific, dedicated purpose, those facilities are likely to look a lot like just what they once were: storefronts, outdated offices and perhaps another converted church sanctuary.

What Fannin County really needs is a comprehensive, master plan for facilities and funding that will meet the needs of the county’s existing residents and the many new arrivals that loom on the horizon. That plan should include everything from facilities for Commissioners in their precincts to a countywide emergency management operations center. Leaders of county functions like the County Clerk, Planning Department and District Attorney should be involved to discuss the near and longterm needs of their departments. The Fannin County Commission should formulate a plan and marshal the resources needed to carry it forward.

District Attorney Glaser confirmed for Commissioners last week that he supports construction of a Fannin County Justice Center like those in nearby Collin, Denton, and Grayson counties. A Justice Center could provide a consolidated home for Fannin County’s courts, prosecutors, and defense services. Commissioners politely listened to Mr. Glaser then tabled that discussion for a future meeting. Meanwhile, if you have business – like a contract dispute or bond hearing - before the county’s only court of general jurisdiction, you might look for it in a nearby church or movie theatre but not the county’s only courthouse.

Oct. 16, 2020 PARIS – Texas Department of Transportation officials today announced that a project to upgrade safety features for travelers will begin Oct. 19 on two roadways in Northeast Texas.

Highway 19 Construction, Sulphur Springs, Texas, was granted 218 working days, weather permitting, to complete this project valued at more than $2.6 million. The target date for completion of this work is December 2021, officials said.

The contractor will upgrade existing roadway guardrails and add sloped end treatments to existing drainage structures. This work will be done on State Highway 121 in Fannin County, from State Highway 56 to the Collin-Fannin County line. In Red River County, the project will extend along US 82 from .9 miles west of State Highway 37 to

.1 mile west of County Road 4310.

This work will occasionally require the use of temporary lane closures while the project is underway.

Motorists traveling in these areas are asked to pay special attention to all signs, barricades and traffic controls, and reduce their speed as they approach and travel cautiously through work zones. They should also avoid distractions such as cell phones, eating, drinking, or car audio or navigation systems.

Press Release - Seven local people recently completed training and were sworn-in to become volunteer CASA advocates for children in foster care. The Honorable Judge Lauri Blake of the 336th District Court administered the oath to the new volunteers.

New child advocates include Dawnita Williams, Shonda Magness, Beverly Royse, Byron Royse, Heather Smith, Ashley Spencer and Marilyn Bower-Pegues.

Because of the pandemic, this training class was entirely on-line including the swearing in ceremony, which Judge Blake conducted via Zoom. Each volunteer was quickly assigned a case to work soon after taking their oaths.

“We excited to welcome these people to our team

and even more excited to report that we are very close to having an advocate for every child in foster care,” said Sandy Barber with the Fannin County Children’s Center, which includes the local CASA program.

In the year ending August 31, 2020, CASA served 119 children, which was the second most number of children in one year in the agency’s 27 year history.

That same fiscal year was the busiest ever in terms of the numbers of cases worked and the number of new children coming into foster care.

All volunteers completed an intensive training class which prepares them to serve as Court Appointed Special Advocates (CASA) for children who have been removed from their home due to abuse and neglect. The district judge appoints CASA volunteers to serve as the Guardian ad Litem for each child who has been placed in the state’s custody. In that role, CASA advocates investigate the child’s situation, prepare written reports to the court and advocate for the child’s best interest in court hearings and other settings. CASA also advocates and monitors to ensure that all educational, medical, mental health and other needs are met.

CASA is one program of several programs for abused and neglected children that are operated by the Fannin County Children’s Center. The next CASA training class is set to start in early 2021.

Pergamum was filled with temples of idolatry, or as Paul calls idols in 1 Corinthians 10:19-20 – they are demons.

“Do I mean then that food sacrificed to an idol is anything, or that an idol is anything? No, but the sacrifices of pagans are offered to demons, not to God, and I do not want you to be participants with demons.”

So fierce was the spiritual conflict in Pergamum that one of Pergamum’s claim to fame is the establishment of the first Psychiatric Hospital. It is no wonder why the perceived need! The Church in Pergamum had been established on satan’s center of influence and they were at war-the physical war emanating from the spiritual war of satan and his demon soldiers against the Christ, the resurrected King of Kings and His Body. Many of Pergamum’s citizens worshipped at satan’s throne and became friends with the world through the worship of the pagan deities and the Roman Emperor Domitian, who insisted he be addressed as “Lord” and “God.” Jesus told HIS church in Pergamum – I understand where you live, where satan has placed his throne, but I want you to be victorious. The Pergamum Church was waning; they let down their guard and allowed themselves to be infiltrated with false teaching, immorality, and religious observance rather than spiritual truth. Rather than fight against the enemy, they had allowed them to stay. They were choosing to ignore the “demons” in the room. The weapons of their warfare in Christ Jesus were hung neatly on the wall – unused and untarnished. We might yawn, or we may feel remorse for the fledgling church, but are we willing to embrace the message for the church today? Jesus said, “ANYONE WHO HAS AN EAR SHOULD LISTEN TO WHAT THE SPIRIT IS SAYING TO THE CHURCHES” (Present tense – All Churches) THE WAR WAS WON BY JESUS CHRIST, BUT THE BATTLE FOR THE SOUL OF THE CHURCH IS NOT OVER. As the church [the Body of Jesus Christ on this earth] battles for its own existence, the souls of lost men, women, children, and families are being lost for eternity.

We as the Body of Jesus Christ have been given everything we need pertaining to Life and Godliness by His Power and His Spirit that indwells us and gives us life. 2 Peter 1:3.

We have all the weapons needed for Battle [Ephesians 6:10-16] and we have a Lord that is soon returning. We rejoice in that truth, but should we rejoice when those GOD loves and for whom He gave HIS SON’S LIFE are not being taught the truth and not being accompanied by His members to the Cross of Jesus Christ – God’s Salvation?

Jesus said the Church needed to repent while we, The Church, are asking the world to repent. How will they know unless we show them? We have been given The Holy Spirit – GOD HIMSELF – to live in us through Jesus Christ. We lack nothing except focus, motivation, and courage. Jesus is calling us to focus on Him and change our ways – to repent. The hour may be late, but there is still work to be done. Jesus said: “MY FOOD IS TO DO THE WILL OF HIM WHO SENT ME AND TO FINISH HIS WORK…. LISTEN TO WHAT I AM TELLING YOU. OPEN YOUR EYES AND LOOK AT THE FIELDS THAT ARE READY FOR HARVEST…THE REAPER IS ALREADY RECEIVING PAY AND GATHERING FOR ETERNAL LIFE……I SENT YOU TO REAP.” John 4:3438. Lord, help us as Your Living Body on this Earth, to take our eyes off ourselves and focus on YOU! We want the Hidden Manna which is You – You are the Bread of Life!

We want a New Name that You give us because we know you intimately. We want to have ears that hear Your voice clearly and eyes that see what You see. Please give us the strength and courage to finish Your Work!

Young Duck Numbers Could Spell Hunter Successes During Waterfowl Opening Day

Oct. 21, 2020 AUSTIN— As young ducks of all species migrate into the state over the coming weeks, Texas Parks and Wildlife Department (TPWD) biologists suggest that their arrival could indicate a successful waterfowl season for Texas hunters.

While significant data is limited as the May Breeding Waterfowl Survey was canceled this year due to COVID-19, Kevin Kraai, the TPWD Waterfowl Program Leader, says that reports from waterfowl breeding grounds in Canada and the United States prairie states helped TPWD in forecasting conditions for the upcoming season.

“Duck production in North and South Dakota was reported to be exceptional this past summer,” Kraai said. “We always see a nice increase in hunter success when the flock is made up of a lot of young ducks.”

The special youth-only waterfowl season begins in the High Plains Mallard Management Unit on Oct. 24, followed by youth-only waterfowl season in the South Zone on Oct. 31 and the North Zone on Nov. 7. Regular duck season in the High Plains Mallard Management Unit opens Oct. 31, in the South 6545 US 70Zone on Nov. 7 and the North Mead, OKZone on Nov. 14. Juvenile snow geese will be in short supply, compounding issues with an overall old and declining population. Light and dark goose season starts in the East Zone on Nov. 7 and Nov. 14 in the West Zone. The light geese conservation order season begins in the East Zone on Feb. 1, 2021 and on Feb. 15, 2021. Small Canada geese will likely be abundant in the Panhandle region but, due to the extremely dry conditions, will be reliant on waters in urban areas this winter. Hunters are encouraged to explore grain fields that are closest to towns that have plentiful city lakes.

Largemouth bass are good working topwater plugs and jerk baits early on creek ledges, main lake points, and near boat docks and retainer walls. Shaky heads, jigs, and crankbaits fished near boat docks, brush piles, and timber are productive later in the day. Hybrids and sand bass are off main lake points and humps with slabs, swimbaits, and live bait. Crappie are excellent with jigs and minnows in brush piles, boat docks, and bridges in 1528’. Melanomas can either be left alone or surgically removed if they are causing a problem. The same tumor doesn’t usually return, however other tumors may appear that are unrelated to the first tumor.

Squamous Cell Carcinomas: This is a skin tumor we see a lot in light-skinned horses, and it’s caused by damage to the skin cells from ultraviolet radiation. These tumors appear first as small, ulcerated sores with irregular margins that continually grow at a medium rate.

They usually show up on the pink skin of the eyes, mouth, and genitalia. Eventually, they start protruding from the original sore and become an ulcerated nodule. This is a tumor that should be treated sooner rather than later, as it’s easier to treat a small lesion than it is to treat a large one. Treatment involves removing as much of the tumor as possible and applying cancer drugs. There is currently experimentation with vaccines that have been successful going on.

These tumors are not usually fatal in and of themselves, but horses may be euthanized when the tumor grows so big as to be unmanageable, or starts interfering with bodily processes.

Hematomas: A hematoma is a blood filled pocket under the skin, and is usually caused by trauma to a blood vessel that leaks into the space in between cells, creating a pocket. These are usually not hot or painful after the initial trauma pain has worn off, though they can cause stiffness if near a moving structure. A hematoma will usually not have a lot of swelling or heat in the skin around it, and will most likely feel like a water balloon under the skin.

Treatment involves lancing the abscess and draining the fluid, then allowing it to heal from the inside out. If a hematoma is left untreated, the blood can become pus as the body tries to reabsorb it, otherwise known as a sterile abscess.

Abscesses: An abscess forms whenever bacteria gets trapped under the skin or in the muscle.

The bacteria cause the immune system to produce pus, which fills the pocket around where the bacteria are. Abscesses are usually hot and painful, and horses may seem lethargic or have a fever caused by the abscess. There is also usually a large amount of tissue swelling and heat around the abscess, which is how to tell if it’s an abscess or a hematoma.

Treatment involves lancing and draining the abscess, antibiotics, pain medications, and allowing it to heal from the inside out. Abscesses will usually rupture and drain on their own, but may take days to weeks to do so; many owners opt to have the veterinarian lance the abscess as they are usually uncomfortable.

In general, these tumors do not cause an issue unless they are interfering with something like the saddle or bridle. Treating these tumors can be difficult, as any type of removal tends to make the sarcoid angry, and it can come back. And when it comes back, it’s usually worse.

Most often, the best course of action is to leave it alone.

However, if the sarcoid needs to be removed, we have two options. The first option is to use a product called Xxterra.

This is a cream made from Indian Bloodroot that is applied daily for seven days. Over the next month, the sarcoid will hopefully scab over and fall off. If this doesn’t work or isn’t feasible, the other option is to inject it with extract of Indian Bloodroot. This will cause a local tissue reaction, and stimulates the immune system to recognize the tumor as foreign and try to kill it.

Melanomas: In humans, the term Melanoma is a terrifying cancer. Luckily in horses, it’s not nearly so terrifying, as it’s not usually fatal unless it starts interfering with bodily functions (like urinating or defecating). This tumor is very common in grey horses and occurs because of a mutation in the cells that produce the black skin color. The most common area for them to appear is under the tail and around the anus, or anywhere that doesn’t grow a lot of hair. However, they can also appear on lymph nodes, salivary glands, and internal organs. These are usually small, smooth bumps that can range anywhere from a few millimeters to large tumors. It’s important if you start noticing these tumors to have your veterinarian palpate your horse rectally periodically to check for tumors in the rectum. Tu-

Bonham- Graveside services for Billy Joe Stephens, age 73 of Ivanhoe, TX were held at 2:00 pm on Saturday, October 24, 2020 at New Hope Cemetery. Bro. Josh Lott officiated. Interment followed at New Hope Cemetery. Mr. Stephens passed away unexpectedly on Wednesday, October 21, 2020 at Texoma Health Care Center in Sherman, TX. Billy Joe Stephens was born in Bonham, TX to Almer Joe and Ina Fayevva “Faye” (Holder) Stephens on June 9, 1947. He married Belinda Stephens on November 26, 2005 in Ivanhoe, TX. Billy was a devoted Christian man who loved God and would always say “this Earth wasn’t his home he was just passing through on his way to glory land”. He was a lifelong member of Ivanhoe Baptist Church where he was also an ordained deacon.

Billy worked in many different trades though out his life. He worked at Folgers Coffee in Sherman before retiring to chase a dream. He opened the Bonham Bowling Lanes and spent several years there making a dream of his come true. Billy later went to work at Campbell Soup where he retired in 2011. He was a loving husband, father, grandfather, great grandfather, brother, uncle, and friend. Billy is leaving a hole that can not be filled but we rest in assurance that we will reunite with him in our heavenly home.

Billy is survived by his wife Belinda; daughters, Michelle and husband Brian Bymaster and Tammy Williams and husband Randy; stepsons, Toby Woods and Cory Woods; grandchildren, Kaleigh Titsworth, Dalton Titsworth, Holden Reaves, Baylee Williams, Judith Bymaster, Brandt Bymaster and Candis Woods; great grandchildren, Ryle and Haynzli; sisters, Linda and husband Mickey Workman and

DANNIE STEVE HUGHES

Funeral services with military honors for Dannie Steve Hughes, 71, of Sadler, TX, formerly of Bonham and Princeton, were held at 2:00 PM Friday, Oct. 23, 2020 in Wise Funeral Home Chapel.

Burial followed in Mulberry Cemetery. Dannie passed away early Tuesday morning, Oct. 20, 2020 at Texoma Medical Center in Denison, TX following a courageous battle with cancer.

Dannie was born July 2, 1949 in Sherman, TX, the son of William Daniel Hughes and Rose Katherine Wigley Hughes. He attended Bonham High School and Dodd City High School and was a US Army veteran and expert marksman. Dannie married the love of his life, Myrtle Faye Underwood on Feb. 10, 1967 in Bonham, Texas. He was a lineman and service man for Texas-New Mexico Power Co for 39 years before retiring.

Dannie loved taking roadtrips with Faye and friends on his Harley-Davidson motorcycle. He was an avid outdoorsman who

enjoyed gardening, guns, long bows and making his own knives and arrows. He also enjoyed watching Forged In Fire TV. Most of all, Dannie loved spending time with his family. He was a member of the Assembly of God Church in McKinney. He was preceded in death by his father (1968) and mother, Rose Katherine Rogers (1999).

Dannie leaves behind to cherish his memories, his wife of 53 years, Faye Hughes of Sadler, TX; two daughters, Laura Hughes Welsh and husband, Richard of Anna, TX and Angela Hughes Medeiros of Denison, TX; two brothers, Garry Hughes and wife, Bernice, of Edhube, TX and Ricky Hughes of Bonham, TX; two sisters, Kathey Hughes and Janet Roskowske and husband, Clifton, all of Bonham, TX; four grandchildren, Annalyssa May Lewis, Wade Adam Welsh, Breanna Katherine Lewis and Carlie Rose Byrom; numerous nieces, nephews, cousins, extended family and friends.

Pallbearers were Robert Wilson, Kenneth Palmer, Jimmy Frazier, Jack Wilson, Rex Pinkston, and Waine West.

OBITUARIES NELL BRADY Nell Brady of Lubbock

passed away on Sunday, October 18, 2020 at the age of 86. She was born June 25, 1934 in Denison, Texas to William “Steve” and Mae (Latta) Hodgkiss. Nell graduated from Abilene Christian University. She married Dwain Brady on December 31, 1955. She worked as a teacher until retiring in 1963 when she and her husband moved to Lubbock. It was at that time Nell began caring for their family. They were members of Pioneer Park Church of Christ and Broadway Church of Christ, and over the last several years, Nell was a member of Sunset Church of Christ.

Those left to cherish her memory are her children, Marc Brady of Bonham, Texas, Sheryn Hodges and husband Steven of Fulshear, Texas, and Jon Brady and wife Ellen of Missouri City, Texas; five grandchildren; as well as extended family and friends.

Nell was preceded in death by her parents and husband, Dwain on August 7, 2008.

Services were held at 1:00 p.m. Wednesday, October 21, 2020 at Combest Family Memorial Chapel with interment following at Resthaven Memorial Park.

In 2018, the Lady Warriors returned to the playoffs for the first time since 2014, but had their postseason cut short in the bi-district round by eventual state champion Callisburg.

Postseason appearances to conclude the 2018 and 2019 seasons equated Bonham’s first back-to back trips since 2010-14.

By Rich Hilliard Class 1A Dodd City’s girls and boys basketball teams on Oct. 20 garnered spots in the Texas Association of Basketball Coaches preseason polls for the upcoming 2020-21 season.

The Lady Hornets, a Region III-1A semifinalist in 2020, placed No. 4 in the 1A girls poll, which was headed by perennial defending champion Nazareth and included Saltillo at No. 5 and Slidell at No. 15.

Now-2A Lipan, which stopped Dodd City short of its fourth-straight girls state tournament and championship game appearance in the 1A regional semifinals last February, ranked No. 7 in its new larger classification.

Trenton earned the fourth and final Class 2A volleyball postseason berth in 16-2A on Oct. 20. The advance extended the Lady Tigers’ postseason streak to six straight.

Trenton will play Rio Vista on Thursday, Oct. 29, at 7 p.m. at Sanger High School in a Region II-2A bi-district round volleyball match.

Meanwhile, Dodd City

will advance to its ninthconsecutive postseason -- 26th in the last 31 years -- as the district’s No. 1 seed to the 1A playoffs.

Through Oct. 20, the Lady Hornets, who will have a bidistrict bye, had also tied for second place in the overall 16-2A standings with 2A Collinsville at 9-4, having split the district meetings with the Lady Pirates.

Savoy will enter as 162A’s No. 2 seed to the 1A postseason -- also, the Lady Cardinals’ sixth-straight playoffs trip.
