Boo in the Park! is back at Bonham State Park as part of the ongoing “100 Year Celebration of Texas State Parks”.

The park will have free entrance all day for all visitors.

Enjoy fishing (fishing license not required), swimming, boating, picnicking, hiking, and mountain biking. From 6 pm to 9 pm, walk through the deco-

rated campsites, visit with the campers, and collect treats. Visitors are welcome to come in costume.

Non-perishable donations will also be collected for the Open Arms Homeless Shelter. The shelter is currently asking for paper goods and eating utensils.

Donations must be sealed with the original packaging.

Guarantee entry by reserving online.

Light up the Park will be in the evening on December 15th and 16th. Weekend interpretive events will continue through November. Remember that day-use only and camping permits are limited at Texas State Parks. Book your reservations online up to 5 months ahead for camping and 30 days ahead for day-use only. Paris District Road Report for Oct. 16, 2023 Paris -- Here’s a look at work planned in Fannin and Grayson Counties for the week starting Oct. 16, 2023. These schedules are subject to change due to weather conditions, equipment failure or other unforeseen issues. Motorists are advised to remain alert and pay special attention to all signs, barricades, and traffic controls, and reduce their speed as they approach and travel through work zones. They should also avoid distractions such as cell phones, eating, drinking, or car audio or navigation systems.

Fannin County: SH 78, from US 82 to the Oklahoma State line. Watch for daytime shoulder closures and occasional lane closures as workers install sloped end treatments on drainage structures and replace bridge rail and guardrail.

FM 100, from SH 56 to FM 2216. Watch for daytime lane closures as crews work to rehabilitate and widen the roadway. Motorists should expect delays as signals and pilot cars direct traffic through the work zone.

FM 271, from SH 78 to FM 68. Watch for daytime lane closures as crews work to rehabilitate and widen the roadway. Motorists should expect delays as signals and pilot cars direct traffic through the work zone.

1 tsp. dried basil 1 tsp. dried parsley flakes 4 c. cubed peeled potatoes 3 c. chicken broth ¼ c. all-purpose flour 8 to 16 oz. Velveeta, cubed 1 ½ c. whole milk ¾ tsp. salt ½ tsp. black pepper ¼ c. sour cream sliced green onions for garnish In a large saucepan over medium heat, cook and crumble beef until done; drain and set aside. In the same saucepan, melt 1 Tbsp. of butter over medium heat. Saute onion, carrots, basil and parsley until vegetables are tender, about 10 minutes. Meanwhile, in a small skillet, melt remaining 3 Tbsp. butter. Add flour; cook and stir until bubbly, 3-5 minutes. Add to soup; bring to boil. Cook and stir 2 minutes.

Reduce heat to low. Stir in cheese, milk, salt and pepper, cook until cheese melts. Remove from heat; blend in sour cream. Garnish with sliced green onions and serve.

Dodd City on Oct. 16 remained at No. 12 in a second-straight Class 1A poll this month, in the rankings by the Texas Girls Coaches Association.

The Lady Hornets held the spot, as they approach an assured 29th postseason in the last 34 years.

The volleyball playoffs will begin with bi-district play Oct. 30-31 and area-round action Nov. 2-4.

The Tigers won with 48 points, the Warriors totaled 60 and Evans, a first-time State qualifier in 2022, also led the Lady Tigers to third place in their division with 91 points -- all three teams qualified for regional competition.

Evans won the girls' threemile varsity race in 14:32.35 and Bonham sophomore Judith Manzanares finished fourth in 14:55.2 to also advance as a girls' medalist.

It equated the Leonard boys' first team regional advance since 2016, the Bonham boys'

fifth in the last six years and Leonard girls' sixth in the last seven years.

Tuesday, October 17th, 2023, Fannin County Judge Newt Cunningham noted Quorum established with himself and all County Commissioners present before calling to order at 8:50 a.m., a Special Meeting of the Commissioners Court.

2. Hear comments regarding text amendment changes and Zoning Changes to the Lake Ralph Hall Regulations and Comprehensive Plan: Judge Cunningham read items A thru L after which Fannin County Development Services Director Di Hopkins noted all changes had been recommended for approval by the Lake Ralph Hall Planning and Zoning Commission. The Manager of Property Services for Upper Trinity Regional Water District, Doug Janeway, also noted that UTRWD had approved the changes and conveyed appreciation for the P&Z Zoning Commission and the Commissioners Court. There were no other speakers.

Discussion and commemoration of the first train into Fannin County – County Judge for Malinda Allison of the Fannin County Historical Commission: Fannin County Historical Commission Treasurer Malinda Allison expounded on the history of the first train service in Fannin County and all the benefits Fannin County received because of that progress. She encouraged the public to attend the event to be held Saturday, October 21, 2023 from 11:00 a.m. to 2:00 p.m. at the Fannin County Museum located at 1 N. Main St. in Bonham, celebrating the 150th Anniversary of the first train as well as the

130th Anniversary of the Bonham Fire Department.

7. Discussion, consideration and action to approve payment of bills – County Judge for County Auditor: Fannin County Auditor Alicia Whipple stated bills were $331,711.21 with payroll being $291,479.64. Motion was made and passed to approve.

8. Discussion, consideration and action to approve minutes from 10/10/2023 (S) – County Judge for County Clerk: Motion was made and passed to approve.

9. Discussion, consideration and action to purchase a tractor with tree trimming boom mower from an online auction; amount not to exceed $90,000.00 – Commissioner Precinct 4: This item was passed on.

10. Discussion regarding windmills in Fannin County – County Judge: Fannin County citizen Chris Wilson spoke to share information gathered regarding the effort of windmill farms to locate in Fannin County and the opposition being waged against their construction by concerned citizens.

Citing deceptive practices of promised jobs that never materialize, unsightly debris from defunct windmill equipment, the negative impact on wildlife and the lowering of land values, he noted these structures being in our county is not in the county’s best interest and historically tend to benefit only the few landowners leasing to those businesses that are often backed by foreign interests. He spoke of legislators currently looking into legislation regarding windmills and what the county can currently do to legally discourage the placement of windmill farms.

He concluded by noting that there may be landowners who will look to sue neighbors whose actions significantly lower the value of surrounding properties. Citizens Mike Netjek and Mitchell Smith made similar comments on the negative impacts of windmill farms.

11. Discussion, consideration and action to approve Treasurer’s Financial report for September 2023 – County Judge for County Treasurer: Fannin County Treasurer David Woodson reported total receipts for September being $877,417.52 with the largest amount coming from the county clerk’s office at $197,264.98 and July sales tax being $146,408.54. Commissioner Magness made the motion to approve with Commissioner Self seconding the motion which passed.

12. Discussion, consideration and action to approve Treasurer’s Investment report for September 2023 – County Judge for County Treasurer: Mr. Woodson noted total interest received from TexPool was $31,181.98 on a balance of $7,000,514.80 with the 2022 Bond interest coming in at $18,436.59 on a balance of $11,075,419.64 and the Operating Business Money Funds having $153.88 interest on a balance of $130,136.61. Commissioner Magness made the motion to approve with Commissioner McQueen seconding the motion which passed.

Road Work updates for Week ending 10/13/2023 As commissioner, I plan to let you know every week what we accomplished the week before in regards to our slogan "On the road to Recovery". As citizens, you expect us to be out working daily in the precinct and bringing our county roads back up to at least a minimum standard.

This week I want to highlight one of our dedicated employees, Paul Matthews. Paul started with us less than two months ago and after proving himself on pothole filling he is driving a maintainer on a daily basis. This is a very meticulous job and requires attention to detail to prevent damaging the equipment or the surroundings. Paul has been a critical employee in our program as he has experience in most every job we do on a daily basis and can act as a trainer to more unfamiliar employees.

For the week ending October 13, 2023 the team was able to grade the following county roads: 1255, finished 1265, 1270, 1275, 1316, 1400, 1405, 1415, 1440, 1444, 1460, 1505, 1544, 1545, 1555, 4060, 4030, 4040, 4045, 4055, 4065, 4300, 4305, 4310. We are still working on CR 1130 trimming trees and

Kim was preceded in death by her husband William Crow and is survived by her sister,

Yuriko Tsukayama of Japan and her Cousin Sue Stubbs of Georgia.

On October 17th the Savoy Lady Cardinals celebrated their two starting seniors; Alyson “Aly” Bogard and Madison “Maddie” Clark at a home game against the Ector Lady Eagles. Alyson is the daughter of Vera and Jocelyn Young and Alan Bogard. Madison is the daughter of Amy and Jason Clark. Both of these ladies have played and repre-

sented the Cardinals for the majority of their life and all through high school.

“Aly and Maddie are a big part of our team and we will miss them so much” said by a fellow teammate.

After celebrating the seniors, the Cardinals swept the eagles 3-0.

Why Should I Go To Church?

Paul tells us to ‘Examine ourselves, whether we be in the faith’ (2 Cor. 13:5). We have to ‘prove our own selves’ (2 Cor. 13:5). We need to live right and ‘know’ ‘that Jesus Christ is in us’ (2 Cor. 13:5). We must stand, but also ‘take heed lest we fall’ (1 Cor. 10:12).

With this in mind, we must ask ourselves the title question, ‘WHY SHOULD I GO TO CHURCH?’. Biblically the ‘CHURCH’ is not a place, but a group. The proper or scriptural question is ‘WHY SHOULD I ASSEMBLE WITH THE SAINTS?’.

In the Hebrew letter, we are told to ‘consider one another to provoke unto love and to good works: Not forsaking the assembling of ourselves together’ ‘but exhorting one another’ (Heb. 10:24-25).

When we consider our attendance of the service of wor-

ship, we should consider other Christians. Paul said that we should ‘be kindly affectioned one to another with brotherly love’ (Rom. 12:10). Above all the people on the planet, we should have more in common with brothers and sisters in Christ than any other. We should ‘in honor prefer one another’ (Rom. 12:10). Peter writes that we are to ‘love one another with pure hearts fervently’ (1 Pet. 1:22). It should be our preference to gather together in our service to God. We should want to help and provoke each other to love God, live for Christ, and fight the good fight of faith.

In our coming together as the church, we should desire to follow the scriptural example of the first century Christians that met ‘upon the first day of the week’ (Acts 20:7). We should have a joy to follow the command of the inspired writer Paul, to ‘lay by in store, as God has prospered us’ (1 Cor. 16:2). This giving, collection,

Sunday Morning Re-take “God’s Love For the Individual”

Hello everyone!

This week’s devotion comes from a lesson that I taught in Vacation Bible School back in 2019. Have you ever tried to do or read something that you couldn’t understand? Did you ask questions about it?

That’s how we come to learn the things we don’t understand is to ask about them. In Acts 8:26-39, we read that an angel of the Lord comes to Philip, and asks him to go from Jerusalem to Gaza. On his way, he came across an Ethiopian eunuch, who was reading from the book of Isaiah. He was having some trouble understanding chapter 53, verses 7-8. Here the Bible tells us, “He was oppressed, and he was afflicted, yet he opened not his mouth: he is brought as a lamb to the slaughter, and as a sheep before her shearers is dumb, so he openeth not his mouth. “He was taken from prison and from judgment: and who shall declare his generation? for he was cut off out of the land of the living: for the transgression of my people was he stricken.”

The eunuch then asked Philip who this passage was speaking of, and then Philip began to tell him about Jesus. On their way, they came up to a body of water, and the eunuch asked Philip what was keeping him from being baptized. Verses 37-38 tell us, “And Philip said, If thou believest with all thine heart, thou mayest. And he answered and said, I believe that Jesus Christ is the Son of God. And he commanded the chariot to stand still: and they went down both into the water, both Philip and the eunuch; and he baptized him.” In verse 39, when they came up out of the water, the Spirit of the Lord caught away Philip, and the eunuch went on his way

or offering was commanded to be done ‘upon the first day of the week’ (1 Cor. 16:2). Our assembling together is for us to ‘edify one another’ (Rom. 14:19).

As we assemble together, we are ‘to exhort each other’ (Heb. 10:25). We are to grow spiritually in order to help one another. In the Galatian letter, we see the responsibility of those who ‘are spiritual’ (Gal. 6:1).

We assemble to restore and to consider ourselves. We are to encourage others to salvation according to Acts 2:4. Jude ‘exhorts us to earnestly contend for the faith’ (Jude 1).

When we choose to forsake the church and assembling with the saints, are we showing our spiritual brothers and sisters the proper love? If we choose to miss the service of worship together, are we following Christ, are we being the right example? If we desire one another to go to heaven, are we helping by staying home or meeting together?

Bonham- Isaac O. “Ike” Lawson, age 91, of Bonham, TX passed away on Sunday, October 15, 2023. He was born on March 12, 1932 in Ringgold, TX to William E. and Lillian Q. (Fields) Lawson. Graveside services with military honors will be held at 2:00 pm on Friday, October 27, 2023 at Sandy Cemetery. Pastor Tony Whitehead will officiate, and honors will be rendered by the United States Air Force Honor Guard.

Ike was a self-employed owner operator in the trucking industry. He married Imajean Cato on December 3, 1988 and she preceded him in death on April 15, 2001. On February 6, 2003 Ike married Pauline “Genie” McMakin and she preceded him in death on March 19, 2020. He was a loving husband, father, grandfather, great grandfather, and friend.

Ike is survived by son Richard (wife Michele) and grandson J.R. and granddaughter Nita (great grandsons Brandon and Cordell and great granddaughter Abby). He is also survived by his son Jerry (wife Robin) their oldest son Ashton (wife Jessica) and great grandson Caelan and their youngest son Jacob (wife Charlotte), in addition to many great nieces, great nephews, great grandchildren, and extended family and friends. In addition to both his beloved wife’s he is preceded in death by his parents William and Lillian.

Betty Lou Adams left this earth and entered the Presence of The Lord at the age of 84 on Wednesday October 11, 2023 in her home in Bonham, Texas.

Betty Lou Maddox was born November 24, 1938 in Winston County Alabama to her parents Ollie & JoAnn (Anners) Maddox.

A graveside service was held Sunday, October 15, 2023, at Carson Cemetery in Ector, Texas beginning at 11:00am. Shelli Dennis officiated.

Betty loved her Savior, The Lord Jesus Christ and she loved her family. Betty was known for her passion of antiques. She was the proprietor of “Betty’s Antiques” located in her 1928 home on Center Street in Bonham, Texas.

Betty is survived by her husband Jim Adams of Hurst TX. Son Rocky Dennis & wife Shelli of Weatherford TX. Daughter Roxann Privette & husband Russ of Oklahoma City OK. Stepson, Rusty Adams & wife Lori of Hurst, TX. Stepdaughter Lana Vick of Bedford, TX. Stepdaughter Lamesa Velasquez & husband Jorge of Hurst TX. New Data on Health and Economic Impact of Obesity in Texas

Press Release - GlobalData released a new report, ‘Obesity’s Impact on Texas’ Economy and Labor Force,’ which analyzes the economic and workforce implications of obesity in the State of Texas, as well as the impact on state tax revenue collections and costs.

The high obesity prevalence rates in Texas not only increase the risk of additional chronic conditions, such as heart disease, type 2 diabetes, various cancers, and other health conditions, but also pose substantial implications to the economy and workforce. Key highlights include: ● Obesity has a substantial economic impact on Texas with 2022 estimates of $39.8 billion in lost economic activity, 294,500 fewer adults in the workforce, and 43,200 premature deaths. The estimated state budget impact of nearly $2.8 billion includes $821 mil-

lion in lost tax revenues and $2 billion in increased costs— equivalent to 3.7% of FY 2022 tax revenues. ● 70% of Texans have obesity or overweight ● Higher healthcare costs attributed to obesity and overweight total $2.8 billion for households with private insurance ● Taking into account the proportion of working adults with obesity, employer-sponsored insurance coverage, and the allocation of healthcare costs between employers and employees, overweight and obesity reduce pay by $115 to $522 per employee. Using the lower bound of this range, this equates to $1.3 billion in reduced earnings for Texans and a $821 million reduction in state income tax revenues.

Beloved wife, mother, and friend Sharon Lynn Roberson passed away on October 11, 2023 in Denison, TX. Arrangements are under the direction of Wise Funeral Home.

Sharon was born to parents Leslie and Marjorie Ethredge on June 18, 1949 in Houston, TX. Sharon went on to join the United States Navy after high school. Her favorite hobbies involved crafting.

From sewing to cross stitch Sharon enjoyed making things. She also has a deep love for animals especially for her beloved dogs, Little Bit, Henry and Sammy. We can’t leave out her miniature horses Francey and Phoebe that she also loved dearly. Sharon enjoyed watching the races, her favorite being Nascar. Sharon will be fondly missed by all that knew her.

She is preceded in death by her parents, Leslie and Marjorie Ethredge.

Sharon is survived by her husband, Boyd Roberson, son, Scott Maxey (Alese), step-sons, Boyd Roberson II, Leonard Roberson (Alicia), step daughter, Angela Roberson, sister, Debora Cohee, brothers, James (Beth) Ethredge, Donald (Kelly) Ethredge, Wade Ethredge, grandchildren, Andrew Maxey, Karissa Maxey, Alyssa Maxey, Cody Maxey, McKenzie Maxey, Colin Roberson, Nicholas Roberson, great-granddaughter Nora Maxey and 16 nieces and nephews.

MARK DENNIS PLUMB Mark Dennis Plumb was born April 4, 1960 in Omaha NE. Mark passed away October 13, 2023 in McKinney, Texas.

Mark owned Gunter Lumber Company for 36 years in Gunter, Texas. He enjoyed watching his kids play soccer and traveling all over the U.S. with their soccer clubs.

He enjoyed watching the Dallas Sidekicks and had season tickets for many years.

Once his kids were grown, he enjoyed playing with his grandkids and they loved playing with him. He also loved playing with his tractor in the dirt when he had time. Mark loved the outdoors and never turned away from hard work or a good time. Mark had many life-long friends who were still checking in on him when his health was declining. His friends were very special to him. He was always there to lend a helping hand and was a wonderful friend to so many. He will be greatly missed.

Mark is preceded in death by his father Jim Plumb. Mark is survived by his mother Joi Plumb Lambert, wife Ann Quattrochi Plumb, sisters Annette Brandt (Bob) and Karen Siler (Tom).

Mark is survived by his loving children, Hollie Douglas (Billy), Denny Plumb, Jodi Barrios (Ruben) and Tyler Plumb (Kristen).

He is also survived by 6 grandchildren and 1 great-grandson.

SANDRA NAN (BISHOP) GILBERT Sandra Nan (Bishop) Gilbert of Leonard, Texas went to be with the Lord on October 12, 2023 at the age of 84. She was born on March 29, 1939 to Lawrence Ray Bishop and Julia Edna (Moon) Bishop in Ben Franklin, Texas.

She was the eldest child of five, with four younger brothers, Teddy, Joe Rex, Gary, and Damon.

She grew up in Ben Franklin and McKinney, attending McKinney High School. She was a talented seamstress, working for many years for Haggar Corporation making mens slacks. She also assisted her husband in running various businesses throughout the years including a successful and sought-out business selling hand-built porch swings, adirondack chairs, and other wooden furniture at Trade Days in the region. She wore many hats throughout the years, but her greatest skill and favorite role was helping to care for her grandchildren as they were being raised.

Sandra was married on September 26, 1955 to the love of her life, Bobby Jack Gilbert. They were married for 48 years before his death in 2003. She is survived by their two loving children, 4 grandchildren, and 10 great-grandchildren: daughter - Belinda Horton of Leonard; son - Gayland Gilbert and his wife Kelly of Leonard; granddaughter - Jodee Whitehouse of Leonard and her children, Mackenzie, Reagan, and Jackson; granddaughter - Julie Chohan and her husband, Riaz, of Bryan, TX and their children Elias, Sebastian, and Isaac; grandson Max Gilbert and his wife Elizabeth of Prosper, TX and their children Lily and Felicity; and grandson Justin Horton and his wife Amanda of Leonard and their children, Maddyson and McKinlee.

She is also survived by her two brothers, Teddy Bishop and Damon Bishop, 5 loving sisters-in-law Alicia Bishop, Vicki Bishop, Brenda Bishop-Staples, Cathy Gilbert, and Shirley Gilbert, and brother-in-law Billy Gilbert. She is preceded in death by her husband, parents, her two brothers: Gary Bishop and Joe Rex Bishop, her two brothers-in-law: Joe Gilbert and Tony Gilbert, and one loving sister-in-law: Nora Bishop. She had a large and close extended family with many nieces and nephews whom she loved deeply as their Aunt Sandra.

She was a wonderful cook, incredible storyteller, and never met a stranger. Her faith was steady and deep and she will be remembered for her generosity, hospitality, and fierce love for her family.

A funeral service was held on Thursday, October 19, 2023 at 10 am at First Baptist Church of Leonard, 100 E Thomas St, Leonard, Texas 75452. Interment followed at Leonard Cemetery.

Pallbearers for the service were Anthony Gilbert, Victor Bishop, Josh Bishop, Justin Horton, Max Gilbert, Danny Bishop.

News Article 10/16/2023 As winter approaches, cattle ranchers are turning their attention to the task of planting winter pasture. Cody Maxwell, Fannin County Extension Agent, provides valuable insights on how to ensure your cattle have ample nutrition during the colder months when forage is typically nonexistent.

Maxwell emphasizes the significance of selecting the right forage varieties suited to your intended yield goal, utilization goals, and management strategies. Cool-season grasses like wheat, oats, and ryegrass thrive during winter and early spring, providing essential nutrients through supplemental grazing for cattle. Soil testing is paramount to determine necessary amendments, such as lime or fertilizer, to create a nutrient-rich environment to achieve maximum growth potential.

Timing is another key factor. Plant winter pasture in the fall to establish robust growth before the cold sets in. Optimum time to plant is around October 15th. Our window for planting winter pasture in Fannin County goes from September 15th- December 1st. Proper seeding rates and even distribution will enhance your pasture's density and yield. Adequate moisture and monitoring are vital during establishment.

Texas Crop and Weather Report – Oct. 17, 2023

Many producers throughout Texas are noticing an increasing fall armyworm population in their rangelands and forages in areas after receiving rainfall over the last few weeks. Texas A&M AgriLife Extension Service experts recommend producers be prepared to protect their valuable forages.

Vanessa Corriher-Olson, Ph.D., AgriLife Extension forage specialist and professor in the Department of Soil and Crop Sciences, Overton, said the most important thing for producers right now is to realize the areas receiving rain will see grass growth that could fuel armyworm populations. Damage from infestations could be problematic for cattle operations dealing with short hay and forage supplies due to drought.

“Armyworms can be picky eaters,” said Olson-Corriher.

“These insects are going to select well-fertilized or irrigated forages to feed on.”

Scouting valuable forages for armyworms Forage producers planting cool-season forages, such as winter wheat, annual ryegrass or any small grains, are at higher risk of armyworm infestations. Young seedlings are subject to more damage than more mature perennial warm season forages.

Scouting is the most effective way to know if you’re dealing with armyworms and deciding how to manage populations.

“After a rain, producers should walk through their fields at dawn, when armyworms are most likely to be active and see if the population size warrants treatment with an insecticide,” Corriher-Olson said.

Producers should be looking for armyworms that are green with brown or black colorations and are identified by the white inverted Y on their heads. Mature armyworms can grow up to 1.5 inches in length.

Controlling armyworm populations When scouting forages and seeing a spike in armyworm population, if there are more than three armyworms per square foot, producers are advised to determine which insecticide to spray and do so immediately.

“Most producers keep insecticides on hand that are labeled for different scenarios,” said Corriher-Olson.

ife Extension state integrated pest management coordinator and professor in the Texas A&M Department of Entomology, said the bigger the worm, the more they can eat.

“If you have a large population of large larvae, you’ll need to handle them immediately because they can consume an entire field overnight,” Kerns said.

Most producers are likely to use a pyrethroid insecticide due to the low cost, but that might not get rid of the majority of the population because they only last up to five days. Additionally, the armyworms must be directly exposed to the pyrethroid by touching or eating the plant.

“We have translaminar pesticides that soak into the leaf tissue of the plants,” Kerns said. “This means it lasts longer and the rain won’t wash it off, but the translaminar pesticides are higher in price.”

He added that a year like this that has been droughty “is going to suppress the armyworm population but be on the lookout for armyworms since the recent rain gives them something to build on.”

CENTRAL Dry conditions continued with a dire need for rain.

Cooler weather arrived, and while it brought some greening to the pastures and muchneeded moisture to the fields, the lack of significant rainfall remained a concern. Mild conditions and cooler temperatures allowed fieldwork to continue. Nighttime temperatures were expected to be in the 50’s, which would

cause the warm-season grasses to slow their growth. Most cotton acreage, including irrigated, that was not already harvested was abandoned due to lack of rainfall or running out of irrigation water.

Stock tank levels were good.

Some moderate leaf spot disease pressure showed in Jiggs Bermuda. Wheat planting was delayed as much as possible due to Hessian fly concerns. Few fields were planted to resistant varieties. Small grains were going in and hay was being baled.

The pecan harvest began, but yields were very low and quality was only fair.

Livestock numbers were still holding with the uptick in green grass. Some culling was taking place before winter. Cattle remained in good body condition, with producers feeding limited hay.

NORTH Pastures and rangelands were reported as fair to poor from most counties. Subsoil and topsoil moisture levels were average, with few counties reporting very short or adequate moisture. Temperatures overnight ranged from the 30s to 50s and slowed the growth of vegetation and grasses. A few counties received rainfall, but most did not. Winter pasture planting continued. The ground was prepared for wheat, but few forage-use acres were planted. Hay harvest continued.

No grain crops were planted.

There were no significant insect or disease issues, and livestock were doing well.

Game Warden Field Notes Just Winging It A Karnes County Game Warden received a call from someone asking if dove season was open because their neighbors were shooting excessively.

When the warden arrived at the location, he could hear shooting. Making his way to the back of the property, he witnessed several subjects hunting doves and found they were over their bag limit of mourning doves, as Karnes County is in the Special White-Wing Dove Zone. Additionally, two of the hunters did not have valid hunting licenses, nor had they taken hunter’s education classes. The warden issued citations, seized and donated 29 doves.

Ignorance Isn’t Always Bliss A landowner notified a Hays County Game Warden that a hunter killed a white-tail doe

out of season. The hunter, who paid a fee to hunt hogs that day, was visiting from Maryland with his son. The landowner found out about the doe after he received pictures from the hunter and his son posing with their harvest and asking for a ride back to their truck. The hunters became irate after the game warden told them it was not deer season. The landowner provided the game warden the signed liability waivers from the hunters, which only mentioned hog hunting. The hunters said they were never told they needed hunting licenses and that they should have been provided with certain services like a hunting guide, verbal education on hunting regulations and signage around the site stating hunting laws. Cooper FAIR. Water lightly stained; 73 degrees: 1.00 feet below pool. Few reports and anglers on the water due to water levels. Few catches of carp, catfish and crappie.

Joe Pool FAIR. Water clear; 73 degrees; 2.25 feet below pool. The bite is picking up and fish are starting to follow the shad to shallower water. Bass are biting squarebill crankbaits, or shallow crankbaits. Crappie are biting minnows near bridge pillars.

Lavon GOOD. Water lightly stained; 84-86 degrees; 5.50 feet below pool. White bass are biting white or chartreuse one ounce lead slabs with a crappie jig 1/16 ounce tied on a looped knot 2 feet above your slab, or paddle tail swimbait.

It is time for “black water fishing“. This time of year once the water temperature hits approximately 75 degrees fish start to hug the shoreline in 1-3 feet of water with the gizzard shad. When this happens the water will actually appear black from the concentration of fish. Fish are no more than 10 feet from the bank. Catfish are great on baited holes, or cast into flowing water using shrimp, chicken, liver, cut bait, but punch bait seems to work the best. In 10-25 feet of water use cut shad on a Santee rig, and drag the bottom. Black Bass are biting chatterbait, white and chartreuse spinnerbait, sexy shad, and lake fork paddle tail same colors. Fish are shallow in the morning, and the evening bite is outstanding as well.

Texas.

Ray Roberts GOOD. Water is clear; 73 degrees; 2.36 feet below pool. Sand bass are very good with many limits caught off the bottom in 25-35 feet of water with slabs with a hair jig as trailer. Seeing more keepers. Blue catfish are mixed in with the schools of white bass. Bass are fair with topwater some mornings, then target grass beds with small white spinner baits or swimbaits throughout the day. Crappie are slow with many undersized fish in brush piles, with the best catches in standing timber in 15-30 feet of water.

Tawakoni GOOD. Water lightly stained; 80 degrees; 1.87 feet below pool. There are several pattern changes on the lake while fish feeding for longer periods of time following the significant cold front this past week. The striper and white bass fishing was good this week with limits of fish being caught on slabs and swimbaits in 10-20 feet of water keying in on shallow points and humps. Eater size catfish continue to be great with prepared baits. The best depths seems to be 16-22 feet, although a float fished in three feet near grass is putting quality channel catfish in the boat. The trophy catfish bite has really improved using fresh cut gizzard shad working best in 10-25 feet. Crappie are good with the bite picking up on jigs. Look for brush and timber in 12-18 feet Texoma GOOD. Water stained; 86-88 degrees; 3.53 feet below pool. Striped bass fishing is good on live bait fishing humps and ledges in 30-35 feet of water. Big fish will be moving shallow on topwaters with the cold temperature.

Watch for gulls working on the main lake as well. Catfish are good drifting cut shad in 55-65 feet of water for bigger fish and 20-30 feet of water for keepers. Big fish will move shallow on flats as the water temps fall. Crappie are fair on brush piles using jigs and minnows in 12-15 feet of water.

Largemouth or smallmouth bass are slow on swimbaits in the backs of the rocky coves and off main lake boulders.

animal on the property is open to be killed, when instead, the landowner was referring to every blind and stand being open for the hunters to use. The game warden issued citations for hunting and possessing whitetail deer in a closed season and not having a nonresident hunting license.

AUSTIN- Lingering drought conditions throughout much of Texas could present challenges as waterfowl hunters prepare for the start of the new season. The dry habitat conditions in many parts of the state are not ideal for ducks and duck hunters, according to Texas Parks and Wildlife Department (TPWD) biologists. However, weather pattern changes, timely cold fronts and significant rain could boost hunters’ prospects.

The United States Fish and Wildlife Service (USFWS) completed its May Waterfowl Breeding Population and Habitat Survey which had mixed results. The total number of ducks decreased 18 percent from the previous year. Green-winged teal, northern pintails and canvasbacks were the only species that increased in number from the previous May. Because ducks migrate, conditions across the continent can affect the populations seen in Texas. Although droughts plagued much of the prairie pothole region of the Northern Great Plains, weather in the eastern Dakotas created good nesting conditions and a great hatch for a variety of ducks important to Texas hunters.

“Unfortunately, our duck hunters are looking at a very dry state of Texas currently,” said Kevin Kraai, TPWD Waterfowl Program Leader. “Much of Texas is experiencing extreme drought and are on the doorsteps of surpassing the drought record from 2010 and 2011. The exceptions are parts of deep South Texas and portions of the Texas Panhandle that received good rainfall this summer.”

Reservoir levels in East Texas are very low because of the extremely dry and hot summer.

The silver lining is that this could turn into a positive when it starts to rain again. While lakes were low this summer, large amounts of vegetation that produce small seeds have grown along exposed shorelines. When water levels rise and the vegetation is flooded, it will provide a substantial increase in the foods that are available for wintering ducks.

“Typically, when there is less water spread out across the landscape it concentrates birds in areas where hunters tend to be waiting and hunting success increases,” said Kraai.

“However, ducks will be very intolerant of excessive disturbance and move on quickly after hunting begins if habitat conditions don’t improve.”

The news isn’t all bad when it comes to waterfowl hunting in Texas. The number of waterfowl hunters jumped seven percent from the previous year and TPWD staff estimated that the 73,200 duck hunters in Texas harvested 1.06 million duck’s last season. Texas now has more duck hunters than any state in the country.

Texas hunters harvest more ducks than the entire Atlantic Flyway and account for 54 percent of all the ducks harvested in the Central Flyway.

The special youth-only duck season along with veterans and active-duty military season occurs in the High Plains Mallard Management Unit Oct. 21-22, followed by youth-only/active-duty military duck season in the South Zone Oct. 28-29 and the North Zone Nov. 4-5. Regular duck season in the High Plains Mallard Management Unit opens Oct. 28, in the South Zone on Nov. 4 and the North Zone on Nov. 11. Hunters need to purchase their new 2023-24 Texas hunting license prior to hitting the field. In addition, waterfowl hunters must have a migratory game bird endorsement, federal duck stamp, and be Harvest Information Program (HIP) certified. Biologists note the importance for those purchasing a hunting license to answer HIP survey questions correctly as these surveys allow biologists to get an accurate sample of hunters so harvest surveys can be delivered to hunters later in the year from the USFWS. It’s also required by law for hunters to have proof of their completion of a hunter education course.

Texas House priority bill increases education spending in exchange for creating voucher program

The House Republican leading efforts on ”school choice” legislation submitted his version of a voucher proposal Thursday night, calling for boosts to public education in exchange for implementing a capped education savings account program.

House Bill 1 laid out a different approach than the Senate’s version, which was approved last week, that would award families $8,000 to use for private education.

The bill from Rep. Brad Buckley, R-Killeen, would give parents 75% of the average amount that each school receives in per-student state and local funding, allowing them to use that for private school tuition or some other approved expenses.

The House bill would also raise the state’s basic allotment — the base amount of money the state gives a district for each student it’s educating.

That amount, currently $6,160, has not increased since 2019. For the first year, school districts would receive a minor increase in the basic allotment, raising it to $6,190. In the second year, the allotment would increase by another $310.

The state provides other funding beyond the basic allotment, meaning the amount used to determine how much education savings account money parents are eligible would be higher. The state would be required to determine that number by Jan. 15 of each year.

To address calls to improve teacher compensation, educators would receive a onetime $4,000 bonus. Additionally, school districts would be required to spend 50% of the additional state funding, stemming from the allotment increases, on salaries for fulltime employees, excluding administrators.

For now, Gov. Greg Abbott has yet to add public school finance and teacher raises to the agenda and lawmakers can only pass his priorities during a special session. He called lawmakers back to Austin earlier this month to pass an education savings account program and said he would only add other public school priorities to the agenda after vouchers pass.

For the first year of Buckley’s educational savings account program, only 25,000 Texas students would be eligible in the 2024-25 school year. That number would increase by 25,000 students each successive year, until 2027 when the cap would be removed.

Students with disabilities from low-income families would be prioritized in Buckley’s legislation, though no specific limits were imposed on how many students from each income bracket can participate in the program — unlike the Senate’s version.

HB 1 includes funding for home-schoolers, though it is limited to $1,000.

Last Thursday, the Senate approved a bill by Sen. Brandon Creighton, R-Conroe, that would allow families to access nearly twice the amount of taxpayer money proposed in the House to pay for private schools and other educational expenses such as uniforms, textbooks, tutoring or transportation.

In Creighton’s bill, eligibility is open to nearly every Texas student, but if there are more applications than funds, the bill prioritizes low-income families through a tiered system.

Supporters of school voucher programs say public schools are not meeting the educational needs of some students. They say the state needs to step in to provide financial assistance to parents who want to pursue private and home schooling.

Critics say that when students leave public schools, districts lose money because state fund-

ing is tied to student attendance. They argue the money for educational savings accounts should be invested in public schools.

The House is home to more critics of education savings accounts. During the regular session, the Senate’s voucher bill — nearly identical to the version that passed the Senate on a largely party-line vote on Oct. 12 — died in the House, where Democrats and rural Republicans have historically opposed any form of vouchers.

HB 1 signals the beginning of negotiations between the two chambers on the subject, which remains a daunting task given the widening political gulf between the House and Senate.

As recently as last week, some House members said they planned to oppose legislation to create educational savings accounts, even if it comes at the cost of not sending more money to public schools or raising teacher salaries, another priority of public education advocates.

Still, HB 1 includes a plethora of provisions related to teacher preparation, teacher raises and shortages and changes to special education funding in an effort to make the chamber pass

the legislation.

Under the bill, Texas would allocate funds to help school districts pay for more teacher residencies, programs that place would-be teachers in classrooms with mentors for about a year, teaching them how to do the job before hiring them as full-time educators the following year. Experts say this increases the effectiveness of a teacher and helps them stay in the profession longer.

Currently, if a district wants to host an aspiring teacher through a residency, it must come up with the money on its own to pay for that person’s salary. Under the bill, districts would receive between $22,000 and $42,000 to pay each teacher in the residency.

This program is a response to the recommendations of a task force formed last year by Abbott after the pandemic exacerbated Texas’ teacher shortage.
