Lake Fannin Board Meeting – A Good Year to Volunteer

Monday, January 10, 2022, the first meeting of the New Year for the Lake Fannin Board was opened by Fannin County Auditor Alicia Whip-

ple at 8:00 a.m. Present at the meeting were board members County Commissioner Edwina Lane, Cheryl Youree, Dana Gaedtke, Lisa Loiselle, David Keene and Jarrett Tucker.

Ms. Whipple opened with the

good news that the red tape preventing volunteers from conducting business had been taken care of. Noting that all the paperwork needing to be submitted to the Comptroller and the IRS had been sub-

mitted, she announced that the “Lake Fannin Volunteers Right to Transact Business” is in good standing and they now have a green light to officially conduct fund raisers and transact business.

Steve Lukather has been playing rock and roll since he was nine years old. had spoken with Tom Hunt of “The Roof Doctors” he advised her they could be ready to go within 2 to 3 weeks of notification, but the cost would be a little higher as supplies have gone up since the original bid quote. In addition, Ms. Whipple noted that she was informed by Mark Pons that the work would need to be thoroughly documented by whoever oversees the roofing work with photos and all paperwork involved, to be submitted to SHPO (State Historic Preservation Office.)

Action Item - “Plumbing Issues/Water Leak”: Board member David Keene explained that nothing has changed with this issue as the leak has not yet been located. Discussion ensued with Alicia Whipple noting that Mark Pons has been very cooperative but that once the leak is repaired, the volunteers will be expected to maintain the plumbing.

Action Item – “Vegetation on Dam”: Alicia asked if the volunteers had addressed this item over the weekend and a discussion ensued about work that occurred on Sunday the 9th and which areas were worked on. After some discussion Alicia mentioned that a citizen she is acquainted with, has offered help with equipment he has access to and she noted that they are still waiting on word from Fannin County Emergency Management Coordinator Troy Hudson as to when a controlled burn can be organized with the US Forest Service and local Fire Departments.

Tammy Biggar, Fannin County Clerk announces bid for re-election

Taking office in January 2011, I have worked to improve the departments in my care for 11 years.

The County Clerk manages records including vital statistics, land/deeds, ‘DBAs’, DD214s, and case management supporting the County Court at Law; furthermore the office has the duty to conduct elections. I was asked to continue in the role of Public Information Officer upon taking office as well and to continue to serve in that capacity. Smaller counties provide opportunities to elected officials and department heads to fill vital roles.

As the County grows with it come growing pains. I have secured grant funding for a new electronic voting system to meet the outcry for a paper-based voting system. I continue to provide excellent service in a difficult environment with offices split apart while the courthouse is being restored. I give much credit to an amazing staff who have overcome difficulties, not the least of which was the onset of Covid-19. My offices were shut down for a total of 1.5 days!

There is much to be done and I have provided a plan for space and I continue to plan for needed services in the next 20 years to accommodate a growing county facing expansion.

She said until that is scheduled, relying on volunteer work is all they have to work with. The topic of whether those they may get to cut down trees at Lake Fannin need to be licensed was also discussed.

Action Item – “Forest Service – status of property to county, what do we need to do to facilitate moving forward”: Alicia stated that they are pretty much at a standstill but noted that with Representative Pat Fallon planning on being in Bonham on the 20th of this month for a Town Hall Meeting at the City Hall from 6:00 to 7:30 p.m., it would be a great opportunity for those interested in Lake Fannin to possibly ask him questions how best we can get this done. A discussion ensued on the Conveyance Act and David Keene spoke of how in his researching the matter, he discovered the US Forest Section 106 process and how the section 106 process (the handling of historic properties) might apply in relation to Fannin County and the Fannin Lake property.

Both board members Dana Gaedtke and Alicia Whipple will be researching this before the Town Hall meeting.

Action Item – “Internet, Tower and Security Cameras”: Alicia explained that the matter of the internet tower

and security cameras is still in SHPO’s hands but believes that with having obtained approval to repair the Lodge’s roof, it will only be a matter of a few weeks before approval to go forward with their plans is also obtained.

Action Item – “Recruitment of Volunteers”: Board member Cheryl Youree detailed how there was a gathering in the afternoon of the 31st for volunteers who were invited to bring their likeminded friends. She noted how there was approximately $200.00 donated and there were new people who came and indicated a willingness to do physical work as well.

She said that she does also let people know on the Lake Fannin Volunteer Board Facebook page, that the public is able to visit Lake Fannin anytime there is a workday scheduled and the gates are opened for vehicular travel to the lake.

Though helping with the work needing to be done would be nice, it is not mandatory and the public who just wish to visit the lake can do so during those volunteer workdays.

(Scheduled private events not included.) Volunteers cleared .35 miles of the hiking/biking trail at the last workday event.

She concluded with a wish to see volunteers sponsor family picnic days during those workday dates.

Update – “Budget”: Alicia noted there is currently $19,681.16 in the county ac-

count with $12,000.00 of that allocated for the cost of the roof repair. The rest is for utilities, pest control, etc.

Update – “Weddings/Lodge Rental – current bookings”: Cheryl spoke of six events that occurred during 2021. Four of those were weddings with one birthday party and the Lake Fannin Group party. Generated from those events was $3,587.50 with an average intake of $597.92 per event.

Noting that the only thing on the schedule for 2022 so far is the SARS (Search and Rescue Training) Fannin County event slated for 1/22 from 1 to 3 p.m. Cheryl noted that she believes the fee for renting the lodge should be raised at least $50.00 sometime in the summer and voiced the prospect of there being an event in the Spring to inspire interest in the lake. Along the line of volunteers, Alicia noted how trustees from the local jail had been extremely helpful with setting up a county function and it had been suggested to her that they could possibly perform supervised work out at the lake as well. Board member Edwina Lane also suggested the utilization of workers needing to perform a certain amount of community hours might also benefit the lake. Working with the schools to attract an interest from parents was also discussed.

Beta Psi Chapter accepting Scholarship Applications

The Scholarship Committee of the Beta Psi Chapter of Delta Kappa Gamma is now accepting applications for the organization’s annual Recruitment Grant.

The scholarship will be awarded to a woman who declares her major as education and is enrolled as a junior or beyond in college. An applicant must be a graduate of a Fannin County high school or be a Fannin County resident. The applicant must submit a letter and a transcript. The letter must include a thorough overview of her background, current educational status and plan for the future. The deadline for applications will be March 15 and should be mailed to Linda Gist at 229 CR 1415, Bonham, TX 75418.

Kids Art Contest

Press Release - The Fannin County Children’s Center is seeking children’s artwork for their annual contest. Children and youth ages 18 and under are invited to enter their work of art for a chance to win prizes and help other children.

The contest judges will be looking for artwork that illustrates the theme “Open Your Heart.” They will be looking for something that is eye catching and heart-warming. Winning entries in the past have often included hearts, kids,

families and bright, cheerful colors, as well as the words “Open Your Heart” and “Fannin County Children’s Center.”

Two winning entries will win special ribbons and cash prizes. The first place artist will receive a $100 cash, a blue ribbon and their artwork will be reproduced on the front of the campaign card. Second place will win a $50 cash, a red ribbon and have their artwork included inside of the card. The cards that feature the winning artwork will be used to help

the local nonprofit raise funds to provide advocacy, counseling and other critical support services for the abused and neglected children of Fannin County.

Artwork must be turned in by 5 pm on Friday, February 11 at the Children’s Center at 112 West Fifth in Bonham. Entry forms, contest rules and more information can be found at www.fanninccc.org and at the center at 112 W. 5th in Bonham or by calling (903) 583-4339.

Service Selection Satisfaction

2022 is an election year for several Fannin County offices.

Campaign signs are popping up with increasing frequency, and ads for the candidates are appearing in the Fannin County Leader. Early voting for the primary elections begins on February 14th and ends on February 25th. The regular voting day is Tuesday, March 1st. March 1st is also the last day to vote.

Many citizens have already decided who they will vote for, based on any number of reasons. Since several of the candidates have no opponent(s) running against them, they are assured of victory in the primary. In November, for the general election, these candidates will be on their party’s general election ballot for their specific office. For those who have not settled on a candidate to vote for, I urge each of you to take some time to look closely at the candidates to determine which one you believe has the skill sets, experience, and integrity to deliver the best results. Some of the characteristics you might look for are: • Current and past work experiences – do they possess the basic skills required to perform their duties?

• Professional certifications.

• Professional behavior and appearance.

• What are the candidates saying they will do if elected?

Are they saying they can execute the job requirements, or are they saying they will improve the services provided by the office and make the services more accessible to the public?

• Will they be transparent and treat all citizens with respect?

• Are they honest?

• Current and past non-work-related service in the community. Are they, or have they, performed voluntary work that benefits the community?

• Do they need the job, or are they running for the office because they want to make a difference?

When considering attributes such as integrity, honesty, and work performance, I tend to believe that past performance is a good indicator of future performance.

We have a chance to elect individuals who can make a positive difference in our county government. Let us make the most of this opportunity.

I noticed the Republican Party candidates for city and county leadership published in the latest edition of THE LEADER and was disappointed with the lack of new candidates. Lack of candidates from a competing party, or even alternate candidates from the same party. I did note that there are a couple of competing candidates, and while I applaud them for their commitment, for the most part, the slate is just a rehashing of the same individuals.

History tells us that it takes at least two candidates running for each office to have an enriching and honest discourse on items of interest to the people. After all, the focus of an election should be the people’s best interest, should it not?

I have heard it said, I do not know by whom, “Those who do not learn from history are doomed to repeat it.” Unfortunately, I have seen this philosophy proven true here in our community. The same individuals get elected, and the same issues go unresolved. If we continue like this, we cannot expect anything to change.

Examples of the lack of leadership and action from our elected officials in Bonham and Fannin County abound.

Trash-covered lots and dilapidated houses mar our neighborhoods. Dead or dying trees overhang sidewalks and streets, posing a safety hazard to people and cars. The conditions of our roads are abysmal, covered in potholes and haphazard repairs. The same can be said about the state of our sidewalks, whose very use as sidewalks is almost impossible. Are there ordinances that address these issues? If so, why has nothing been done? If not, why has this not been changed? Why have our officials taken no pride in Bonham and its citizen?

The bottom line, and the message I am trying to convey, is that we—the citizens of Bonham and Fannin County—live with the results of poor and inconsistent leadership by our elected officials. We need new leadership! I know we have citizens with the talent and skills required to bring forth positive change in Bonham and Fannin County. As citizens of this city and county, we must advocate for change and support the individuals who wish to step up and affect change.

I know the traditional time to register for elective office has passed, yet write-in campaigns can still be initiated. It is not too late. At best, we can elect candidates committed to fully representing the citizens. At worst, we generate a public debate and affect the thinking and positions of citizens and candidates alike.

Make your own crispy, crunchy, restaurant style battered and fried jalapeno bottle caps at home. Here is the recipe. Spicy and delicious, they are the perfect appetizer or snack.

2 large eggs 4 oz. light beer or buttermilk (the thicker the batter, the more coating) 2-3 cups vegetable oil Heat the oil in a large pan to medium heat.

In a large mixing bowl, add flour, garlic, paprika and salt and pepper. Mix well.

Add the eggs and beat into a batter Stir in the beer or buttermilk.

In batches, coat the sliced jalapeno peppers in the batter.

Fry the battered peppers about 5-6 minutes each, turning if needed, until golden.

Drain on paper towels and serve with Ranch dressing.

In Memorium Original Publish Date: January 21, 2014 As I have written earlier that having arrived at the camp where we would be

staying until the war in Europe was over, our dangerous days had passed, but not all of our problems. In fact one of them surfaced almost immediately – that of communication.

Our guards and administrators spoke German and we spoke English. Fortunately, the difficulty was eased somewhat for there were those among us that spoke German fluently.

In our room of 19 men many areas of our country were represented. Word usage and dialect made understanding hard to come by sometime.

7th Annual Dr. Walter Sisk Memorial Blood Drive

Press Release - The seventh annual Dr. Walter Sisk Memorial Blood Drive will

be hosted by the Bonham Rotary Club and the Texoma Regional Blood Center on Thursday, January 20 from 9 am to 4 pm. The bloodmobile will be in the parking lot of the First United Methodist Church and Family Life Center at 801 Star in Bonham.

Dr. Walter Sisk joined the Bonham Rotary Club in 1961, the same year he started practicing medicine in Bonham. He was an active member in Rotary up until he passed away in late 2015.

He even attended the weekly

club meeting just a few days before his death.

Soon after his passing, the Bonham Rotary Club decided to honor the memory of this long time member by hosting an annual blood drive each year on or near his birthday. During his lifetime, Dr. Walter saved many lives as a doctor. The Bonham Rotary Club wants to help continue his legacy of saving lives by encouraging blood donations. The current need for blood in the area is very critical.

I have a confession to make.

I’m still trying to put away our outdoor Christmas décor.

It seems that every time I get started, it either rains, or another cold front blows through.

Weather in our Lone Star State is always unpredictable, but this time I’m going to wear a jacket and tape an umbrella to my back and do it for sure.

For people living with Alzheimer’s and their caregivers, the abrupt weather swings we experience pose special challenges. Caregivers need to watch for signs of cold such as pale skin, acting sleepy, cold feet or hands or shivering, and make sure the person is dressed warmly in layers while inside. Monitor indoor temperatures, and act accordingly.

When it’s extremely cold,

though, the best advice for going out is not to go out. However, if it can’t be avoided, take extreme precautions against slips, falls and cold air. Always walk next to the person who is living with Alzheimer’s, and be alert to what is underfoot.

Make sure gloves and hats are worn, and keep as much skin covered as possible. Limit outdoor time as much as possible.

Body heat dissipates from older people at a much faster rate than younger people. Be on the lookout for chills and slowed movement. Once back indoors, warm up with blankets and warm liquids (not coffee, tea or other caffeinated products).

This type of breathing exercise can be used in a pinch when you’re feeling overly exerted, anxious or distressed. Paced or slower breathing practices support greater brain function, an improved mood, hormone balance and the overall feeling

of wellbeing.

Dr. Gaudet introduces the 4-78 breathing technique to bring the body, mind and spirit back to a more balanced state. This technique focuses on paced breathing, allowing your exhale to be longer than your inhale. It can create a sense of relaxation in the mind and ease distress.

Find a quiet place to practice, make sure you’re seated comfortably with good posture, and try to keep your focus on your breath. If you do lose your focus during the practice, just simply return to your breath.

Grief Support Groups Starting Soon!

Sherman, Texas | January 7, 2022 – Home Hospice of Grayson County is happy to announce we will be offering two new grief support groups starting in January! Our Journey Through Grief is a fourweek group that gives those who are mourning a safe space to process their grief and find support for their loss.

We will be hosting the groups at our new Bereavement Center located at 505 W. Center

Street in Sherman. Our Tuesday night group meets January 18th, 25th and February 1st and 8th from 5:30pm to 7:00pm.

“Mild” Omicron Still a Serious Threat

As the massive spike of COVID-19 cases continues, Texas Medical Association (TMA) physicians urge vigilance against the threat the omicron variant poses in Texas. The degree of infectiousness and lack of best and most available treatment worries Texas physicians about what the next few weeks will bring, and they say important medical advice bears repeating.

The omicron variant’s illness has been described by some people as “less severe,” but physicians urge Texans not to let their guard down. Omicron cases can make people sick enough to miss several days of work and school, and the virus is a serious threat to people with high risk for severe illness.

“This illness may seem mild to some, but right now we don’t have enough effective treatment if too many high-risk patients get sick all at the same time,” said John Carlo, MD, a TMA COVID-19 Task Force member. At this moment, only a single monoclonal antibody treatment (sotrovimab) is effective against the omicron variant. Supplies are extremely limited.

Dr. Carlo added, “On top of this, the omicron variant is incredibly infectious, even more so than previous variants.”

The Texas Department of State Health Services reported more than 51,000 new confirmed COVID-19 cases on Jan. 3, nearly doubling the state’s previous all-time pandemic-era high. In the first three days of this week alone, nearly 125,000 newly confirmed COVID-19 cases are reported in Texas; nearly half a million since Jan. 1. Some physician practices have had to close due to COVID-19-related staff shortages or have gone to 100% telehealth visits.

“The good news is we know how to protect ourselves,” Dr. Carlo said. “Vaccination with a booster, diligent and effective mask-wearing, and avoiding poorly ventilated indoor settings are effective.”

Physicians also worry about Texas hospital beds filling up too quickly, as area hospitals already face staffing shortages due to sick workers. “We want to make sure we have the space for every patient who needs care,” Dr. Carlo said.

To avoid catching or spreading COVID-19, TMA’s COVID-19 Task Force recommends: •Get vaccinated against COVID-19: Get the booster shot as soon as eligible, too.

•If you must leave your home: Physically distance yourself, wash your hands frequently, and wear your mask anytime

you need to be near someone when outside your home.

Wear the best mask you can get: N95 masks are best, followed by KN95 masks, then surgical masks, then multiply cloth masks that fit snugly around your face. Wear masks if you can't socially distance, even if outside, and even if everyone attending is vaccinated and boosted.

•If you must gather with others from outside your home: Choose an outdoor or wellventilated space.

•If exposed to someone who has tested positive for COVID-19 (you were within six feet of him or her for at least 15 minutes in 24 hours): Quarantine away from others for at

least five days and get tested after five days even if you do not develop symptoms.

•Watch for symptoms. If you have no symptoms after five days, wear a well-fitted mask for the next five days anytime you’re near anyone and avoid being around people who are high risk.

•If fully vaccinated or you have had a confirmed case of COVID-19 within the past 90 days, it is not necessary to quarantine but you still should wear a well-fitted mask when around others for 10 days and get tested after five days even if symptoms do not develop.

•If you test positive for COVID-19 or have mild symptoms, regardless of vaccination sta-

tus: Isolate for at least five days and until you are fever-free and your symptoms improve (stay away from other people, including people in your own household). (This applies to mild-symptom or zero-symptom cases.) After five days’ isolation, wear a well-fitted mask for five more days whenever you’re around others, avoid travel, and avoid being around those who are high-risk.

•If you have severe symptoms: Isolate for at least 10

“This current wave is spreading faster than ever before, and the only way to slow this down is for everyone—not just some people, but everyone— to be vigilant,” said Dr. Carlo.

This is a huge thank you to the whole Fannin County Community. This place is amazing! Everyone came through to help the less fortunate have a Christmas dinner on the table and gifts for their children.

There were many donors and individuals who put in work to make this happen. Fannin County Family Crisis Center facilitated everything, raised funds and kept things organized. Many volunteers helped on sign-up days to get everyone’s information. Clayton Homes-Bonham raised about half of the money and donated some turkeys to boot. Walmart donated and allowed the community shoppers to have a dedicated register to check out. They were very accommodating and always courteous. Blue Bonnet Meat Company in Trenton, again, donated baking hens. Bonham Brookshire’s also donated food. Several churches collected specific food items to go in the Christmas food boxes so each family could have a meal. We would also like to than the Bonham Police Department for helping.

Talk about a community effort! It would be nice to name everyone who donated and helped, but that would be an impossible task. So, Fannin County Family Crisis Center will just say thank you.

Consider and take action to adopt a resolution authorizing the submission of the 2022 Texas Department of Housing and Community Affairs CDBG-CV Community Resiliency Program (CRP) for the City of Bonham: Mr. Pate went over how this was to authorize the submission of the grant application that was discussed in a Special Meeting on December 28, 2021. Looking to obtain about 2.5 million to renovate primarily the basement and upper floor of the building

currently being used by the Chamber of Commerce. Mayor Compton clarified that this is for 100% funding through the grant being applied for.

After which, Sean Pate read the resolution, and the motion was made to approve by Bill Chapman, seconded by Kevin Hayes, and passed.

7. Consider and take action to adopt a Citizen Participation Plan: Mr. Pate explained how this was something that needed to be done with the paperwork needing to be completed and sent with the grant application.

Councilman Timothy LaVergne II made the motion to approve with Kevin Hayes seconding the motion. Motion passed.

8. Consider and take action to adopt the Duplication of Benefits policy for the City of Bonham: Mr. Pate noted that this was the final formality for the grant application that has been reviewed by both the city staff and KSA Engineers (the firm chosen for the Community Resiliency Program Project.) Kevin Hayes made the motion to approve with Bill Chapman seconding the motion. Motion passed.

9. Hold a public hearing and consider and take action on an ordinance amending Ordinance 1399 establishing the monthly rates charged for hangar rentals at the City of Bonham Jones Field Municipal Airport: Mayor Compton called the public hearing to order at 5:47 p.m.

Sean Pate then called upon Bonham’s Director of Public Utilities Lance Capehart who is also the acting manager of the Airport to relay what was recommended to him by the Airport Advisory Board he had met with. Mr. Capehart confirmed that the board had advised the rates to be raised by 3%. When Mr. Pate finished listing the new rates, Mayor Compton asked if anyone had anything to say.

When no one came forward, he called an end to the hearing at 5:49 p.m. After Mr. Pate read the ordinance, the motion was made by Bill Chapman to approve with Kevin Hayes seconding the motion. Motion passed.

10. Consider and take action to accept the proposal from Civic Plus for the City of Bonham website: Sean Pate explained how bids were solicited and received from interested firms and why Civic Plus was chosen. After some discussion including questions from citizens regarding the length of time it would take for the website to be up and running, how user friendly it would be, and what type of information and services would be available, it was explained the cost for this service will be $39,000 and payment will be split between 3 entities.

LINDA “MOMO” LUELLA (LANGHAM) TAYLOR

BonhamLinda “Momo” Luella (Langham) Taylor, age 72 of Bonham, TX was born on September 16, 1949 in Honey Grove, TX to James O. and Rosie Emaline (Jones) Langham.

She went to be with our Lord on Wednesday, January 12, 2022 with her loving family by her side while at Texoma Medical Center in Denison, TX. Linda was a homemaker, a mother, “Momo” to her grandchildren and great grandchildren, and a friend to many. She was loving, kindhearted, and fun person to be around. Stories, jokes, hugs, and laughs were always part of her daily routine. Fun and lovable she could be but don’t let that smile melt your heart, one look is all it took for you to know when she was serious about something.

Linda enjoyed life, making people smile, nature, the ocean, and her dogs.

Most of all Linda loved her boys, and their wives, her grandkids, and great grandkids.

She especially enjoyed spending time with her grandchildren and great grandchildren; from school sports and activities, to hunting, fishing, and UTV riding; if it made the grandkids happy, she was all for it. Linda was a member of Dodd City Baptist Church.

Phyllis married Clifford Paul Watkins on July 28, 1961 in Garland TX. She was a homemaker and of the Baptist faith. Phyllis was a loving wife, mother, sister, and friend, she will be missed dearly.

Funeral services for Mrs. Janelle Munger, age 85, of Bonham, were held at 2:00 PM Saturday, January 15, 2022, in the Wise Funeral Home Chapel in Bonham. Mrs. Munger passed away on January 11, 2021, at the Texoma Medical Center in Bonham, Texas.

Janelle was born in Hamilton, Texas, the daughter of Ted Hansen and Esther F. Neie Hansen. She married Leroy Munger on November 22, 1958, in Cranfills Gap, Texas and she was Deputy District Clerk for Fannin County for many years. She was a member of the Congregational Methodist Church in Bonham, Texas and enjoyed traveling, singing, and playing piano for the Silo Road Band and performed at the Senior Citizens Dance at the Life Center for many years. She was past board member of the Fort Inglish Museum and the Sassy Red Hatters club. She was preceded in death by her brother, Jerry Hansen and brother-in-law Jerry Dickie.

Mary (Bouslog) Catchings was born in Burkburnett, TX on November 4, 1931 to Floyd “Jack” Scott and Faye (Black) Bouslog. She married Mark Duce Catchings on December 16, 1951 in Liberty, TX; he preceded her in death on December 5, 2010. Mary was a homemaker and enjoyed crafts such as art and painting. She was a very generous person; always welcomed friends, and the kids’ friends to the house.

The Lord and her family were the most important things in her life. Mary was a Sunday School teacher and always encouraged others with the word of God and numerous cards. She was a member of Trinity Baptist Church.

Chad McEntee officiated along with family and friends. Burial followed in the Dodd City Cemetery. Pallbearers were Stoney Adams, Colton Barker, Pete Jones, Larry Dean, Chad McEntee, Victor Briseno, Clay Wilcox, Homer Barker, Josh Zachary and Rick King.

Choya was born at Baylor Hospital in Dallas, Texas on July 7, 1975, to Choya Lynn Barker and Vicky Lynn (Duncan) Barker.

He attended school in Rowlett, Terrell, and Garland, Texas. He grew up loving the outdoors; hunting, fishing, roping, and four wheeling. He was married to Jennifer Brenham, and they had a son, Colton Barker. He later married in 2012 to Addrein Maifield at their home in Union Valley. In October of 2020 he moved to Shamrock, Texas with Addrein and is where he was residing when he unexpectedly passed away at home on January 9, 2022.

He worked in the underground utilities business following in the footsteps of both his father and uncle. He spent his life loving, living, and working fiercely. His heart and personality were both larger than life. His hobbies included roping, hunting, throwing horseshoes, and backroad riding, bar-b-queuing and storytelling.

He was someone who always knew how to make an entrance and per his style, that entrance was typically late. He went by his own rules and had a vocabulary uniquely of his own. He is preceded in death by his father Choya and mother Vicky. He is survived by his stepfather Mike Phillips, wife Addrein, son Colton, and brother Coy, and numerous aunts, uncles, nieces, nephews, and cousins. He is loved by many and fiercely missed.

• Homestead Exemptions – A homestead is generally defined as the home and land used as the owner’s principal residence on Jan. 1 of the tax year. A homestead exemption reduces the appraised value of the home and, as a result, lowers property taxes. Applications are submitted to the appropriate local county appraisal district.

• Productivity Appraisal – Property owners who use land for timberland production, agricultural purposes or wildlife management can be granted property tax relief on their land. They may apply to their local county appraisal district for an agricultural appraisal which may result in a lower appraisal of the land based on production, versus market value.

• Residence Homestead Tax Deferral - Texas homeowners may postpone paying the currently delinquent property taxes due on the appreciating value of their homes by filing a tax deferral affidavit at their local county appraisal district. This tax relief allows homeowners to pay the property taxes on 105 percent of the preceding year’s appraised value of their homestead, plus

the taxes on any new improvements to the homestead. The remaining taxes are postponed, but not cancelled, with interest accruing at 8 percent per year.

• Property Tax Deferral for Persons Age 65 or Older or Disabled or Disabled Veteran Homeowners – Texans who are age 65 or older or disabled, as defined by law, or who qualify for a disabled veteran exemption may postpone paying current and delinquent property taxes on their homes by signing a tax deferral affidavit. Once the affidavit is on file, taxes are deferred, but not cancelled, as long as the owner continues to own and live in the home. Interest continues to accrue at 5 percent per year on the unpaid taxes. You may obtain a deferral affidavit at the appraisal district.

• Notice of Availability of Electronic Communication – two tax code provisions exist regarding electronic communications.

First, is Tax Code Section 1.085 which applies to appraisal districts located in counties with a population of more than 200,000 or that have authorized electronic communications, and that have implemented a system that allows such communications, chief appraisers and ARBs may communicate electronically through email or other media with property owners or their designated representatives. Electronic communication for the purpose of delivering notices, applications, and other documents is authorized only if the Chief Appraiser and property owner or designated representative agree under that law to communication in an electronic format. At this time, the Fannin Central Appraisal District has opted not to use electronic communication for the purpose of receiving or delivering any notice, application, or other documents required or permitted by the Property Tax Code under Section 1.085.

Second, is Tax Code Section 1.086 that went into effect January 1, 2020 and applies only to owners of residential property that occupy the property as their principle residence.

This is not available to any other type of property i.e. agricultural, commercial, industrial, business personal property etc. Owners may request electronic delivery of notices (delivery by email) rather than the postal service. The Request for Electronic Delivery form can be found on our website @ www.fannincad.org. Once requested and verified, the appraisal district will no longer mail notices to owners that request delivery of notices under this section. Other provisions apply. Please see our website for details.

For the purposes of Section 1.085, this shall serve as notification that the Fannin Central Appraisal District shall rely on any method of delivery authorized by the Property Tax Code for any notice, application, rendition, or any other document required or permitted by the Property Tax Code except for delivery by electronic format.

Hello everyone!

We had another wonderful service in God’s house Sunday morning!

Ephesians 2:8-10 tells us “For by grace are ye saved through faith; and that not of yourselves; it is the gift of God: Not of works, lest any man should boast. For we are His workmanship, created in Christ Jesus unto good works, which God hath before ordained that we should walk in them.” We we get saved, God begins to do a work in our lives, and He is still working on us. There will be things that we struggle with, but through His leading, we can overcome them. I am reminded of a testimony given by the evangelist David Ring.

Being born with cerebral palsy, he’s faced many adversities in his life. He said in this testimony, “If you don’t like how I am, hang in there.

I’m still in the oven, God’s still in the kitchen, and He’s still cooking on me.”

This week I am drawn to a hymn written by Edward Mote in 1834. I hope that you can say that this is your testimony.

“My hope is built on nothing less Than Jesus’ blood and righteousness; I dare not trust the sweetest frame, But wholly lean on Jesus’ name.

When darkness seems to hide His face, I rest on His unchanging grace; In every high and stormy gale, My anchor holds within the vale.

(January 12, 2022, Commerce, Texas) The Northeast Texas Children’s Museum will give dads a chance to be “Over the Moon” about their daughters.

The event will be the annual Daddy Daughter Dance on February 5 from 6:30 to 8:30 with the theme of “Over the Moon”. The event will feature a dance; play in the 20,000 sq ft Children’s Museum; interactive activities with dads and daughters; Moon Crafts; and Moon Food.

This year’s dance will welcome Jim Ayres as disc jockey. His familiarity with this role should bring excitement to the dance floor. But what if a dad does not want to dance? There will be other participatory activities for the duo. Dads and daughters can compete in such activities as the Asteroid Throw, Shoot the Moon, and Moon Rock Throw. And there is always the opportunity for

the girls to play in the estimated 50 exhibits in the Children’s Museum.

Brenda Estes, food chairperson for the event, said, “I love to prepare food that looks exciting and interesting for the young girls.” This year’s menu will include crescent meat pies, cheese stars, and astroids. And what would the night be without Moon Pies? Thalian Culture Club will again be a sponsor for the food.

With the help of Lonnie Plunkett and Elana Barton, large moons will shine over the event.

Moon crafts such as painting moon rocks will provide a memorable souvenir for each girl of this special evening. Another memory of the evening will be possible through photographs by Joe and Emily Shipman. Their expertise captures the moment for years to come. “’Over the Moon’ has so many connotations. Dads are over the moon about

their daughters; the supporters of the Children’s Museum are over the moon that the museum is celebrating its twentieth year.” said Sharline Freeman, Executive Director.

“The “Over the Moon” theme will be carried out throughout 2022 as we celebrate the longevity of the Children’s Museum.

However, we hope that dads will take the opportunity of showing their daughters they are “Over the Moon” about them on February 5.”

Discounted tickets are now on sell at the Northeast Texas Children’s Museum and can be purchased online or by calling 903-886-6055. Tickets purchased before the day of the event are $35 for a young girl and her escort of a dad, granddad, uncle, or older brother.

Each additional girl will be $10. Tickets will be $40 for each couple on the day of the event.

Cooper GOOD. Water lightly stained; 51 degrees; 3.50 feet low. Blue catfish are good, feeding on flats near river channels. Drift fishing and anchor fishing is working well using cut gizzard shad.

Lavon GOOD. Water lightly stained; 55 degrees; 3.90 feet low. Another cold front will blow through this weekend, but temperatures will rise again so the fishing should remain. Crappie are good on jigs and minnows in 25-30 feet of water. White bass are good in 5-10 feet of water on windblown banks using swimbaits and spinners, or on deep humps using slabs. Blue cats are great drifting with cut bait in 25-30 feet of water.

Bass are good on suspended crankbaits, jigs, deep diving crankbaits and soft plastics in 10-25 feet of water structure and suspended.

Ray Roberts FAIR; Water lightly stained; 57 degrees; 0.81 feet low. White bass are moving quickly in 20-28 feet of water on main lake points biting on one-ounce silver and chartreuse slabs, with better luck on smaller slabs because the smaller size is most similar to what they are feeding on. The bass are moving quickly, so the bite is best on the bottom using Alabama jigs in 30-35 feet, letting the bait hit bottom and slowly reeling up. The bite is best while the wind is blowing and dies down when the wind does. Crappie are good on main lake brush piles 20-30 feet on minnows, with bigger fish in the Buck Creek area in the standing timber around 20

feet with bait suspended in the 10-12 feet of water.

Tawakoni GOOD. Water lightly stained; 54-56 degrees; 2.16 feet low. Bigger blues catfish bite is turning on as the water temperature decrease. Eater catfish are good in 23 feet of water on cut bait.

Crappie are good in 8-10 feet of water and in deep brush piles using jigs and minnows.

White bass are good on the flats using bucktail jigs and spoons.

Texoma EXCELLENT. Water lightly stained; 56 degrees; 1.03 feet low. The lake is in good health; the bait fish are abundant and the fish are good size. Striped bass are good on swimbaits in shallow water hitting points and spots. In open water flukes and deadsticking are landing fish. On windy days cast Alabama rigs and keep it still because the fish are less active in the cooler water temperature so they are not chasing.

Big fish are in the main lake with 20-pound giants being reeled in. Catfish are good ranging from small to 30-60 pounders using gizzard shad.

Start the day off in deep water transitioning to main lake flats off the river channel later in the day. Striper fishing is good using live bait with gizzard shad working best, swimbaits, and Alabama rigs.

Bass are suspended in 30-50 feet of water off main lake points. Bait fish are holding around the points attracting the feeding bass. Report by Trey Franklin, Tight Lines Guide Service.

Anderson hooked his personal record Legacy Lunker Wednesday Jan. 5 using an Alabama rig in about 28 feet of water. Anderson, who grew up in Austin and has always wanted to catch a 10-pounder, set out to do a series of YouTube videos called “10 Days for a 10” targeting big largemouth bass. He selected O.H. Ivie to begin the series and reeled in seven and five pounders on the first day. On day two, the first fish of the day proved to be the fish of a lifetime for Anderson.

“I stumbled upon a school of what looked to be eight or nine fish,” said Anderson. “My cast ended up being a little too short and landed right on top of where they were. My Alabama Rig fell right into the school of fish, but I didn’t even have to retrieve the lure. I lifted it right up and started my retrieve and the fish was already on there.

I’ve known about O.H. Ivie for many years and last year’s success with ShareLunker’s reinvigorated my desire to get out there.”

Anderson plans to continue his video series with some stops at additional lakes along the way. He will have

this catch posted in a couple of weeks and hopes another Lunker may land in his boat during this journey.

“I have wanted to be a part and contribute to the ShareLunker program for a long time,” added Anderson.

“When I quickly weighed the fish in my boat and saw the scale, I told myself my fishing for the day is done with this lifetime catch. I headed into Concho and everyone there was great. It was all about taking care of the fish until TPWD personnel arrived. This fish did great, and we made the transfer for its trip to Athens.”

Ramsey, who is a fishing guide in West Texas with a lot of experience on different lakes, secured his Legacy Lunker on an umbrella rig with 3.5 rage tail swimmers Saturday, Jan. 8. Ramsey was asked by a good friend to take their grandsons fishing.

“We started out working some spots for white bass and black bass to get a few bites for the kids and have a good time,” said Ramsey. “It was slow, and we moved around the lake to some different spots before we circled back to where we started. I spotted a fish suspended in about 14 feet of water and quickly grabbed a fishing pole. I sent the cast past the fish and slowly let it go down to about eight feet

before I started reeling. The fish hit the bait and when I set the hook it didn’t budge so I knew it was a really big fish.

The battle started and I eventually brought it into the boat with the dip net.”

Once the fish was in the boat, Ramsey instantly knew it was over 12-pounds but had no idea it would top the 14-pound mark until he got it on his digital scales.

“I asked the boys to go with me and witness this whole process with the Toyota ShareLunker program and I think they really enjoyed it,” added Ramsey. “While we waited for the truck to come pick up the fish, I took the boys back to their family’s boat to let them continue fishing. What a special time for me and them as well.”

Once Texas Parks and Wildlife Department (TPWD) Inland Fisheries biologists were notified Wednesday and Saturday afternoons, they quickly got on the road to collect and transport “ShareLunker 609” and “ShareLunker 610” to the Texas Freshwater Fisheries Center in Athens, where biologists are providing them top-notch care. Biologists plan to attempt to spawn them to make bigger, better bass to stock in and enhance fishing in Texas lakes.

Puff, Puff, Crash Two Henderson County game wardens received a call in the

evening from a local landowner who said he and members of his church were conducting a bible study when an unknown vehicle sped through his front gate and crashed

in the pasture behind his property. As the wardens arrived on scene, the driver of the vehicle fled on foot and couldn’t be found. However, the driver left behind his wallet and identification card in the car along with other personal items. After searching the area with no success, the wardens decided to continue the investigation the next morning. Early the next day, the landowner called the wardens saying he had gone deer hunting and as he was leaving the deer stand the driver appeared out of nowhere, smoking a cigarette. The driver asked him “Where am I? How did I get here?” The wardens responded to the call and found the landowner and driver sitting down by a fire having coffee. The driver told the wardens he decided to smoke some Kush cannabis after leaving his parole officer’s office. The driver spent the night outside in freezing temperatures and was so impaired he had no clue how he got to this ranch or where his car was.

Other Texas policy resolutions approved by delegates include AFBF opposing any changes to the current animal cruelty laws that adversely impact the normally accepted practices of handling livestock and opposing any legislation that inhibits or prohibits animal husbandry practices commonly used in livestock production; AFBF opposing the Environmental Protection Agency restricting the sale and or movement of agricultural products that have been legally treated with certain pesticides; AFBF opposing the monitoring and reporting of bank accounts and financial transactions to the Internal Revenue Service; AFBF opposing the taxation of livestock; and AFBF supporting cultural and programmatic changes to get more accurate and timely reports from National Ag Statistics Service.

Delegates also re-elected AFBF President Zippy Duvall of Georgia and Vice President Scott VanderWal of South Dakota for their fourth terms.

Alisha Schwertner of Texas was elected chair of the AFBF Young Farmers & Ranchers Committee, taking over the position in February at the end of the AFBF Young Farmers & Ranchers Conference for a one-year term.

(ATLANTA, Georgia)— Texas farmers and ranchers serving as voting delegates at the 103rd convention of the American Farm Bureau Federation (AFBF) passed several policy resolutions from Texas, including new policy language regarding livestock marketing.

The 28 Texas Farm Bureau (TFB) delegates were part of 345 voting delegates from all 50 states and Puerto Rico at the AFBF business session on Jan. 11.

Long-standing frustration over imbalances in the meat industry led to calls for greater transparency in livestock markets. Producers expressed concerns about margins enjoyed by packers of boxed beef compared to prices received by ranchers.

Texas delegates successfully advocated for new policy that AFBF oppose government mandates that force any livestock slaughter facility to purchase a set percentage of their live animal supply via cash bids.

The statement now becomes AFBF policy for 2022.

“I think there was agreement here that transparency in those beef markets needs to be looked at, needs to be improved. We just didn’t think that the mandatory negotiated cash trade was the way to do that,” TFB President Russell Boening said. “When you mandate how someone buys your cattle, you’re also mandating how you can sell your cattle. And we just thought that our folks, from the resolution that came out of our TFB annual meeting, did not want to go down that route.”

TFB Vice President Pat McDowell of Wheeler County also spoke on the delegate floor in support of the policy language.

“In our view, our big argument was that a mandate hurts the cow-calf producer.

After being asked about the changes, Judge Moore explained that the enforcement protocol was about letters explaining what issues might be involved and the enforcement steps that would be taken. He then explained how in the regulations manual, wrecking/ salvage yards had been allowed in the 5,000 ft buffer zone, but after some consideration, it was decided by the Bois D’Arc Lake Planning & Zoning Commission to have that wording removed. Lastly, he explained the regulation dealing with masonry requirements was being changed as the International Building Code superseded that regulation.

Judge Moore’s Administrative Assistant Lisa Loiselle then added that all the changes could be viewed online on the county’s website under the commissioner court’s tab.

If an employee’s absence exceeds more than five days, a doctor’s note will be required to receive administrative leave pay.

by Commissioner Lane to add the enforcement protocol letters to the Bois D’Arc Lake Regulations Manual with Commissioner Magness seconding the motion. Motion passed.

Discussion, consideration, and action regarding changes and/or amendments to the Lake Zoning Regulations – Masonry Language: Fannin County Development Services Director Di Hopkins explained that due to HB 2439, cities and counties are no longer able to enforce masonry requirements, therefore it was decided to take the wording regarding masonry requirements out of the regulation manual. A motion was made

by Commissioner Magness to accept the amendment with Commissioner Lackey seconding the motion. Motion passed.

“When I watched her, she’s a bulldog -- she refuses to let batters win,” said Wyatt. “I knew that she was someone I wanted on my team.”

by Rich Hilliard District 23-1A boys’ basketball resumed this month with Ector on a roll.

The Eagles began 2022 on a nine-game winning streak: A 2-10 start turned into an 1110 record, as January began.

With only district play on the schedule for the next month, Ector, an area round finalist in 2021, now looks to vie for an eighth-consecutive postseason trip and threepeat as district champion.

Most of those advances came under Blake Turner who this year is completing his seventh-straight season

as the Eagles’ head coach. He garnered the 23-1A coaching superlative last season, as well as his 200th win.

Four returning all-district selections from last season head the roster for Ector: senior Sean Reed, first team; junior Carter Whitburn, second team; senior Emory Cooper, honorable mention; and junior Nathan Harris, honorable mention.

Note: Ector extended its winning streak to 11, before falling at state-ranked Dodd City on Jan. 11 to move to 3-1 in District 23-1A boys’ basketball. The Eagles were without standout Sean Reed for the contest.

Discussion, consideration, and action regarding changes and/or amendments to the Lake Zoning Regulations – Wrecking and Salvage Yards: Di Hopkins explained it had been brought up in the BDALZ Meeting that wrecking and salvage yards were actually allowed with a special use permit in the undeveloped areas and was decided by the committee to not allow wrecking and salvage yards in the 5,000’ Buffer Zone of Lake Bois D’Arc. Judge Moore then explained how this is an attempt to keep the lake and the area around it looking nice. Commissioner Magness made the motion to accept the changes/amendments regarding the wrecking/salvage yards. A motion was seconded by Commissioner Lane and passed.

Judge Moore gave the current covid stats as being 257 active cases, 155 fatalities. He noted that even though covid is more rampant at this time, it is not as severe. He noted the hospitalization rate is 21.25% and made mention of the excellent care experienced at TMC in Bonham.

Judge Moore also encouraged attendance to a Town Hall meeting with State Representative Pat Fallon on January 20, 2022, at 6:00 p.m. there at City Hall.

He concluded by saying with the flu as well as other ailments going around he hopes everyone takes care and stays well.
