Introduction to Fannin County Hospital Authority

1/21/25

The Fannin County Hospital Authority (FCHA) is a Non-State Governmental Organization (NSGO) established in October 2012. The primary mission of FCHA is to ensure the delivery of high-quality and sustainable healthcare services to residents of Fannin County. This is accomplished by forming partnerships with privately owned healthcare facilities, a model made possible through the State of Texas 1115 Waiver and the Quality Incentive Payment Program (QIPP) for Nursing Facilities.

Scope of Operations

FCHA holds the license for sixty nursing homes across the state of Texas, as well as one hospital in Fannin County, TMC-Bonham. The Authority has management agreements in place with both the hospital and the nursing homes' administrations. These agreements enable FCHA to oversee the operations of the facilities, ensuring compliance with the guidelines set forth by the 1115 Waiver program for hospitals and the QIPP for nursing homes.

Community Funding and Support Initiatives

The financial resources generated by FCHA have been used to support a variety of healthcare needs within Fannin County. These efforts include providing annual grants aimed at improving health and well-being throughout the community.

Mental Health and Student Support

● FCHA funds a network of professional counselors who provide mental health intervention and counseling services to students in every school district in Fannin County. ● The Authority also provides funding for a full-time counselor and a dedicated classroom for at-risk students at Bonham High School.

Support for Vulnerable Populations

● FCHA has provided construction funding for the Open Arms Shelter, a new 30-bed residential care facility serving homeless individuals and families. Open Arms is also designed to function as a hub for services within Fannin County, hosting the Fannin Health Clinic and the Women, Infants, and Children (WIC) program. These services extend essential support to young mothers and their children, fostering education and compassionate care for the next generation.

Dental and Medical Services

● In collaboration with the North Texas Dental Society, FCHA has funded two county-wide dental clinics. ● The Authority purchased a new X-ray machine for the hospital, which included renovations to the X-ray room. Additional funding provided resources for room sanitation equipment during the COVID-19 pandemic and supported the employment of an in-hospital surgeon.

Emergency Services and Charitable Support

Through these initiatives and partnerships, the Fannin County Hospital Authority continues to play a vital role in enhancing healthcare and supporting the well-being of individuals and families throughout Fannin County.

Is Celebrate Recovery For Me?

Celebrate Recovery offers a person the opportunity to participate in a group where love and hope combine with God’s purpose to mend our lives. Ask yourself: • Are there things in my life that I do to hurt others? • Is there something I wish I could live without? • Is there something in my life that has gotten out of control? • Do I have a habit or hang-up from which I need to be freed? Such A Time As This

Calvary Baptist Church Bonham, Texas Please bear with me as I reminisce as I think of this new year. This year marks the 45th year of vocational ministry for Lissa and me. I was licensed to the ministry in 1981 and began serving the Lord at Jefferson Street Baptist Church in Wichita Falls. Lissa and I started dating shortly after that and has been with me every step since. She began leading our church’s “Girls in Action” mission program for the girls as I continued to lead the “Royal Ambassador” mission program for the boys. We have lived here in Fannin County since 2002. Twenty of the forty-five years we have been in ministry have been

right here in Fannin County. For four years we ministered just over the county line at Cannon Baptist Church in Van Alstyne. After years of moving around to various fields of ministry, I thank God that we have settled here in Fannin County. We love it here. I am so thankful to God for sending us here. Recently, Casey discovered through the study of our genealogy that my grandparents on my mother’s side were both born here long ago. In fact, my grandfather, Willie Milligan, was most likely born right here in Bonham March 31, 1895. My grandmother, Lola Gertrude Carroll was born here in Fannin County on July 30, 1905. Furthermore, Lissa’s

great-grandparents, the Kincade’s, have roots here in Fannin County as well! When hearing of these deep roots we have here in Fannin County, it was a “God-wink” for us to realize that God has known that all along and it was part of His destiny for us to wind up here and spend the rest of our days sharing the Gospel of Jesus in this part of God’s vineyard. Oh well, enough of that. We are just so thankful we are right here right now for “such a time as this” to serve the Lord among you, the people of Calvary Baptist Church! For His Glory, Lyn and Lissa

Sunday Morning Re-Wind

Hello everyone!

He Is Always Near

This week’s devotion comes from Psalm 34:18, which tells us, “The LORD is nigh unto them that are of a broken heart; and saveth such as be of a contrite spirit.” This verse reminds us that God is always near to those who are suffering. He is never too far away from us whenever we are hurting. A broken heart, in this context, refers to those who are hurt, grieving, or spiritually crushed by loss or guilt. It does not matter how badly we are spiritually wounded, the Lord is always there to bring us comfort and healing. A contrite spirit is one that is

humble, repentant, and fully aware of their need for the Lord. God saves, restores, and lifts up those who sincerely acknowledge their weakness and cry out to Him for help. In summary, we are reminded that the presence of God is closest to us whenever our hearts are hurting. He does not overlook our pain, but rather meets us in it, thus offering healing, forgiveness, and renewal to the humble and brokenhearted. He has promised never to leave us, nor forsake us. In 1877, George William Lloyd wrote this classic hymn that comes from the message in this verse. “Come near me, O my

Savior; Thy tenderness reveal; O, let me know the sympathy Which Thou for me dost feel; I need Thee every moment; Thine absence brings dismay; But when the tempter hurls his darts, ’Twere death with Thee away. Come near me, my Redeemer, And never leave my side; My bark, when tossed on trouble’s sea, The storm cannot outride Unless the word of power Arrest the surging wave; No voice but Thine its rage can quell, No arm but Thine can save.”

“And lead us not into temptation, but deliver us from evil” (Matthew 6:13). Later, in the “place called Gethsemane” (Matthew 26:36), The Lord told Peter, “Watch and pray, that ye enter not into temptation: the spirit indeed is willing, but the flesh is weak” (Matthew 26:41). Jesus understood the seriousness of prayer, and “spake a parable unto them to this end, that men ought always to pray, and not to faint” (Luke 18:1). Second, know and use God’s word. There is a reason that we are told to “Study to shew thyself approved unto God, a workman that needeth not to be ashamed” (2 Timothy 2:15). Paul said, “I am not ashamed of the gospel of Christ: for it is the power of God unto salvation to everyone that believeth” (Romans 1:16). Christ understood the power of God’s word. When Jesus was “tempted of the devil” (Luke 4:2), He answered each temptation with a scripture from God’s word. When He was tempted, each time, the response was “it is written” and “it is written again” and “for it is written.” Christians need to always look for a way to escape temptation and use the same two-step program. Pray! Paul said that Christians are to “continue instant in prayer” (Romans 12:12), which means that we are to use prayer, constantly, when temptations come around. Also, Christians are to use the word of God. Paul reminds us, “Be not overcome of evil, but overcome evil with good” (Romans 12:21). Jesus said, “Because thou hast kept the word of my patience, I also will keep thee

from the hour of temptation” (Revelation 3:10). Paul encourages us to “take unto you the whole armour of God, that ye may be able to withstand in the evil day, and having done all, to stand” (Ephesians 6:13). James wrote, “Blessed is the man that endureth temptation: for when he is tried, he shall receive the crown of life, which the Lord hath promised to them that love him” (James 1:12)

Facing Temptations

By Mike Dickison Minister for the Ivanhoe Church of Christ

All people face temptations. Some blame others when they give in to temptations, while others blame God for temptations. James helps us to understand the source of temptations, “Let no man say when he is tempted, I am tempted of God: for God cannot be tempted with evil, neither tempteth he any man: But every man is tempted, when he is drawn away of his own lust, and enticed. Then when lust hath conceived, it bringeth forth sin: and sin, when it is finished, bringeth forth death” (James 1:13-15). There is a commonality in temptations. We often feel overwhelmed when we are tempted, but Paul writes, “There hath no temptation taken you but such as is common to man: but God is faithful, who will not suffer you to be tempted above that ye are able; but will with the temptation also make a way to escape, that ye may be able to bear it” (1 Corinthians 10:13). Jesus helps us in our temptations, “in that he himself hath suffered being tempted, he is able to help them that are tempted” (Hebrews 2:18). Again, Jesus, “was in all points tempted like as we are, yet without sin” (Hebrews 4:15). Peter writes that “The Lord knoweth how to deliver the godly out of temptations, and to reserve the unjust unto the day of judgment to be punished” (2 Peter 2:9). Jesus shows the two-step program to fight temptation. First, pray. When Jesus first taught his disciples how to pray to the Father, he said,

Romans 12:18 If it be possible, as much as lieth in you, live peaceably with all men. Romans 12:18 recognizes that while we can’t control everything, we should try our best to seek peace. For instance, you can’t control someone else’s anger or vitriol, but you can control yourself. By controlling our words, our actions, and our conduct, we can encourage peace rather than discord. For example, as believers, we should purposely avoid provoking strife or fighting. Include and make time for GOD this Sunday

John Tynan announces candidacy for Fannin County Judge 12/16/25

Chiropractic & Regenerative Therapy

John began his career in 1991 at Parts Plus, finding his true calling in the automotive industry with Carter Wood Motor Company, a path that led him to larger dealerships in the North Texas area. Over 25 years in the auto industry, John built a reputation for managing multi-million dollar inventories, staffing many depart-

ments and rebuilding troubled departments. John has always pursued his education while working, studying Criminal law I&II Finance and Insurance, Contractual law, and Texas Real Estate. John has always had a heart to volunteer when he could, Reserve Law Enforcement, Volunteer FireFighter and Men’s Ministry groups.

When COVID-19 changed the world and the auto industry, John made the decision to get licensed in real estate so he could partner with Christi and work as a team. Real estate is a challenging career, relying on a good economy, but serving people has always been at the heart of John’s work. John was given the opportunity to join Fannin County Precinct 3. As an equipment operator, he builds, rebuilds, and maintains county roads, work he takes pride in, every single day. But the call to do more has stayed with him. He loves this county and feels a strong conviction to serve it in a greater capacity. I work for the Fannin County Road & Bridge department after interviewing for a much less labor intensive position within the county. During that interview, in our newly restored courthouse, I heard something that disturbed me: “There is the right way to do things, the wrong way to do things… and then there is

I wanted to learn the job from the ground up, and then run for office and make a difference. I believe in doing things the right way. We have a leadership problem in our local government that I can, and will correct, we deserve nothing less. Ribbon Cutting for LH Rather 7/8/25Jr High

Regarding Item #13 for the January 6, 2026 agenda While I am interested in the discussion regarding the Health Cards for CDL drivers, I would like to throw out a couple of possibilities to resolve the question. Judge Cunningham asked why would we make employees better able to go somewhere else to work by paying for the card that isn't required? My understanding is if you hold a CDL and are driving for someone other than yourself, it is required. As to enforcement, are we advocating selective non- enforcement of laws we don't like? But back to solutions: if Fannin County pays for the card, require continuing employment by FC for a period of time OR reimbursement should said employee resign from county employment. Precedent for this comes from my experience with healthcare and education, where I paid for all certification tests and fees for both with varied reimbursement amounts.

100 years ago...1926

So, lets see what was going on 100 years ago. I was curious..Hope you enjoy! Life in 1926 America was a time of booming consumerism, technological excitement (cars, radios), and cultural dynamism (Jazz Age, Harlem Renaissance), but also deep social tensions, Prohibition-fueled crime, and stark inequality, with the prosperity built on shaky foundations leading to the future crash. More people lived in cities, working shorter hours, while innovations like credit made appliances and cars accessible, yet racial discrimination, antiimmigrant sentiment, and rural struggles persisted. Urbanization: For the first time, more Americans lived in cities than on farms. Jazz Age: Jazz music flourished, radio connected people, and new dances and styles emerged. Women’s Rights: The 19th Amendment (women’s suffrage) had passed, and more women attended college and entered the workforce, though often in traditional roles. Quantum Physics: Physicist Erwin Schrödinger published his famous wave equation, a cornerstone of quantum mechanics. Scientific Breakthroughs: Robert H. Goddard launched the world’s first liquid-fueled rocket in March. Earlier that year, John Logie Baird gave the first public demonstration of a mechanical television system.

Global Political Unrest: In May, the General Strike in the United Kingdom saw millions of workers walk out to support coal miners. Elsewhere, Poland experienced the “May Coup” led by Józef Piłsudski, and the Cristero War began in Mexico. U.S. Infrastructure & Society: The U.S. Numbered Highway System was established in November, creating famous routes like Route 66. Ford Motor Company adopted a 40-hour, five-day work week, a move that influenced labor standards globally. Natural Disasters: The devastating 1926 Miami hurricane struck in September, causing hundreds of deaths and massive destruction in Florida and the Caribbean. Film: This was one of the final years of the silent film era’s dominance, featuring classics like Buster Keaton’s The General. . The year also marked the American debut of Greta Garbo and the tragic death of Rudolph Valentino. Literature: Major releases

included A.A. Milne’s Winniethe-Pooh and Hemingway’s The Sun Also Rises. Famous mystery writer Agatha Christie briefly disappeared for 11 days in December. Notable Births: Several influential figures were born in 1926, including Queen Elizabeth II, Marilyn Monroe, David Attenborough, and Fidel Castro. Housing: Average Annual Income: The average annual U.S. income for gainfully employed workers was around $2,010.00. A middle-class lifestyle was estimated to cost around $1,700 annually. Rent: Average apartment rent in a city was approximately $25 to $50 per month. Restaurant Meal: A full meal at a restaurant generally cost less than $1. Movie Ticket: A movie theater ticket cost about 15 cents. Household Appliances: A new washing machine cost around $82, and a Hoover Electric Cleaner vacuum was about $39 Milk (per quart delivered): Around 18 cents. Eggs (per dozen): About 34

OBITUARIES

It broke my heart to lose you, but you didn’t go alone. Part of me went with you, the day God took you home.

Leo Williams

Leo Williams, a cherished soul known to his friends and family as Leo, passed away peacefully on January 2, 2025, at the age of 98 in Ector, Texas. Born on November 4, 1927, in Clarendon, TX, to Benjamin and Irene Williams. Arrangements are under the direction of Wise Funeral Home. After bravely serving his country in the Army Air Force, Leo returned to his roots and built a legacy that would continue to flourish. His commitment to duty was seamlessly woven into his civilian life as he embarked on a fulfilling and dedicated career with Texas Electric. Upon his well-earned retirement, Leo did not settle for a life of leisure. Instead, he turned to the land, embracing the role of farmer and rancher. His hands, weathered from years of honest toil, tended the earth and cared for his cattle, reflecting his

deep love for the simple pleasures of life. A man of few words, Leo’s actions spoke volumes about his character. He was a beacon of reliability and integrity, embodying the values of hard work, perseverance, and compassion. His life was a testament to the belief that a person’s worth is measured not by their possessions or accolades, but by the love they share and the respect they earn. He will be deeply missed by his loving family, children, Leo Steve Williams and wife Debbie, Deanna Elvington and husband Bob, 5 grandchildren and 15 great-grandchildren. Leo is preceded in death by his parents and numerous siblings. A graveside service was held on Tuesday, January 6, 2026 at Carson Cemetery starting at 1pm.

Robert Dee Conyers

“Oh, the last goodbye’s the hardest one to say. This is where the cowboy rides away.”--George Strait Robert Dee Conyers took his last ride on January 5, 2026. Robert Dee was born to Robert and Martha Conyers on January 28, 1964 in Bonham, Texas on his Daddy’s 23rd birthday. Robert Dee was a graduate of Windom High School and the Oklahoma State Horseshoeing School. Robert Dee was loved by many. He never met a stranger. Robert Dee would give you the last dollar he had or the shirt off his back to anyone that was in need (literally). Robert Dee loved kids, horses, and all that went with the cowboy way of life. He was a team roper, horse trainer, and farrier. Horses were his passion, but his true love was his girls and his grandson. Robert Dee would rope the kids as they ran through the house and then talk them into doing it over and over again. There wasn’t a horse that he couldn’t ride or a steer he couldn’t rope. Robert Dee is survived by his mother Martha Conyers of the home, daughtersPeyton Conyers and Neely Conyers, grandson- Lux Bustillos, sisters- Renitta Hall, Melinda Gibbs (Robert), nieces- Jamie Williams (Larry), Kristen Malllicote (Matt), Robin Shuck (Travis), nephews- Russell Gibbs (Miranda) and Casey Hall (Molly), great niecesMonica Crossland (Cody), Morgan Williams, Maesyn, Kemper, and Bryar Mallicote, Maelee and Mattie Shuck, and Ruby Gibbs, great-great nieces- Kourtni and Averie Crossland and lots of extended family with a host of friends. He is preceded in death by his father Robert Earl Conyers, grandparents Earl D and Ruby Conyers, Mortie and Myrtle Lair, brother-in-law Steve Hall. Pallbearers were Mark Hohenberger, Donald Foreman, Roger Foreman, Mark Lair, Colby Lair, Rickey Carter, Casey Hall, Russell Gibbs, and Mark Stallings. Services were held at Cooper-Sorrells Funeral Home in Honey Grove on Wednesday, January 7, 2026 at 4pm with visitation 1 hour prior to service. Burial followed at Allen’s Chapel Cemetery. God’s Garden God looked around His garden And found an empty place. He then looked down upon the earth And saw your tired face. He put His arms around you And lifted you to rest. God’s garden must be beautiful He always takes the best. He saw the road was getting rough And the hills were hard to climb, So He closed your weary eyelids And whispered “Peace be thine.” It broke our hearts to lose you But you didn’t go alone, For part of us went with you The day God called you home. PSALMS 23 The LORD is my shepherd; I shall not want. He maketh me to lie down in green pastures: He leadeth me beside the still waters. He restoreth my soul: He leadeth me in the paths of righteousness for his name’s sake. Yea, though I walk through the valley of the shadow of death, I will fear no evil: for thou art with me; Thy rod and thy staff they comfort me. Thou preparest a table before me in the presence of mine enemies: Thou anointest my head with oil; my cup runneth over. Surely goodness and mercy shall follow me all the days of my life: And I will dwell in the house of the LORD for ever.

Bois d’Arc FAIR. Normal stain; 56 degrees; 2.49 below pool. Mornings bass bite is slow, but spinnerbaits and chatterbaits are fair in 3-5 feet of water on bushes or grass. Brightly colored squarebill crankbaits are good in 3-7 feet, and Texas rigs on big timber on the edge of creeks is good in 3-5 feet. Report by Marc Mitchell, Mitchell’s Guide Service. Crappie are slow in the creek channels in 30-50 feet of water on timber. Cover a lot of water. Report by River Bottom Boys Guide Service. Lavon FAIR. Water stained; 51 degrees; 2.07 feet below pool. Fishing patterns remain consistent. Crappie are deep hugging the bottom of humps, in 2530 feet on structure, and hugging silt bottoms. Spider rig fishing working with minnows and jigs. Some crappie can be caught in 6-12 feet in the private boat slips with structure from 7-9 a.m. then from 3 p.m. to dark. White bass are deep anywhere from 100-500 yards off the dam. Turn on your noise making thumper or splasher and anchor up for about 10 minutes. Catfish are good anchoring on tree lines in 3-15 feet of water with cut bait on the bottom and seem to be producing some very large fish. Black bass are in 15-20 feet of water on laydowns and rock piles. Throw a square bill crankbait up on boat ramps, even in the middle of the day. Texoma GOOD. Water stained; 53 degrees; 0.10 feet above pool. Striper fishing has picked up over the past week with livebait, and swimbaits being the main focus. Striper are reacting to swimbaits in 10-20 feet of water on main lake points and structures. Keep your eyes peeled for birds actively working as well, cast and reel through the area around and under the birds. Live bait is producing good fish 35-60 feet in open water and on main lake ledges as well as under the active birds. Look forward to the overcast and rainy weather coming to spike the bite. Catfish are scattered on deep flats 50-65 feet of water drifting med-large cut baits, patience is key as January can be a slower month for catfish on Texoma but can produce some big ones. Crappie remain active on structure in 15-20 feet with jigs being the main focus, day to day color and size preference can change so have the tackle box stocked with a variety of jig heads and plastics. Be patient and hang in there until you find that perfect combo they cannot resist. Electronics play a big role in finding active fish.

paraphernalia in plain sight. A field test confirmed the substance as methamphetamine, and the suspect was arrested for possession of a controlled substance. The tenant’s apartment is located within 1,000 feet of a school, placing the offense within a designated drug-free zone. After being Mirandized, he confessed to keeping a monocled cobra, a green bush viper, rat snakes, bull snakes and approximately 25 rattlesnakes— without the required permit or a hunting license. Due to the presence of the openly visible narcotics, wardens obtained a search warrant, which led to the discovery of additional narcotics, drug paraphernalia and more unlawfully possessed snakes. Wardens seized the reptiles and transferred them to a licensed permit holder who is equipped to care for them. The suspect now faces multiple charges, including possession of a controlled substance penalty group 1, possession of drug paraphernalia, no valid hunting license and a violation for the lack of a non-indigenous snake permit.

Fannin County Witnesses to History

By Malinda Allison, Fannin County Historical Commission Fannin County Witnesses to History A Joint Project of the Sam Rayburn House Historic Site and the Fannin County Historical Commission Celebrating America 250 with Spotlights of Fannin County Citizens Who Participated In or Witnessed Historical Events Erwin Smith was “one of the greatest photographers of cowboy life who ever lived.” (Quote from Imagining the Open Range: Erwin Smith, Cowboy Photographer.) Born in Honey Grove in 1886, he always wanted to be an artist and cowboy. Spending summers on his uncle’s ranch near Quanah, TX, he began taking photographs of the cowboy life when he was 12 or 13. He later attended the Art Institute of Chicago and the School of the Boston Museum of Fine Arts. The era of great trail drives was ending, and he was determined to document the openrange lifestyle before it disappeared completely. He visited and worked on ranches in Arizona, New Mexico and Texas, documenting the cowboy way of life at the time when the open range was disappearing. After his death in 1947, the extensive collection of his negatives eventually found a home at the Amon Carter Museum of American Art in Fort Worth. Most of these images can be viewed on the Museum’s website at https://www.cartermuseum.org/artists/erwin-e-smith The best place to see the photos of Erwin Smith is in Bonham, where many images are on display in many places, including the Fannin County Museum of History, Bonham City Hall, the Bonham Public Library, Fannin Bank and many other local businesses. When he died in 1947, his obituary in the Bonham Daily Favorite said “Erwin Smith Goes to Last Roundup.” He is buried at Oakwood Cemetery in Honey Grove and his grave has a Texas Historical Marker. Edmund Haas, Vice-President/ Transportation Planning Manager with Freese and Nichols, Inc., gave a power point presentation regarding thoroughfare planning. He said “The growth in North Texas is astronomical, it’s going to continue to grow through 2050, 2060, you’ve seen those projections. I think Fannin County, you’re at about 35,000 now. By 2050, you’ll be 50-something, 60-something, you’ll double in size. Some of the Highs… high forecasts are close to 100,000. For implementing corridors, for widening, those kinds of things, but as you think about the growth that’s occurring in North Texas, the housing demand, that ring of growth, the growth wave that’s going, expanding out of Dallas and Fort Worth. Denton and Collin County. That growth is slowly going to be hitting Fannin County. Fortunately, we have some time to plan, but I would say that now is the time. You’ve got a couple of great gems in Bois d’ Arc Lake soon, Ralph Hall Lake.” Fannin County will need a thoroughfare study and impact study in order to begin requiring a contribution from out-of-county developers. them put a fence up so you can’t see it. It’s disgusting.” Judge Cunningham responded “Okay, if you will get the specific information on that, I will get it to the DA. so it could be the middle of February, possibly.” 18. County budget and revenue sources – County Judge 19. Fannin County roads, water issues and risk assessment – County Judge. Fannin County resident Walter Goodwater addressed the court regarding the possibility of a county road engineer and maintenance facility. “The intent is to fix a small problem first, because what I don’t want to see created is a bureaucracy that doesn’t answer directly to the voters. Now, we see… we’ve seen this in our federal government, and sometimes in our state government, where we… where our elected officials create a bureaucracy to manage something for them.

And then that bureaucracy is not answerable to anybody. But creating an engineer’s position without a platform, without a foundation, for them to stand on. Is all you’re gonna do is waste money for the first 4 or 5 years, so that person’s constantly back in here trying to sort out how in the world to make this thing work. So let’s don’t start with the road engineer, let’s start with fixing these things that we can fix now that will save us money and time, and save you all money and time, and start that platform of creating that inter cooperative agreement we’re going to need for a single road engineer.”

Updated Property Tax Information Now Available 1/13/26 for Texas Taxpayers

(Bonham, Texas) — New and updated property tax information has just been compiled by Fannin Central Appraisal District and is available now to assist taxpayers. This property tax information is current and covers a wide range of topics, such as taxpayer remedies, exemptions, and appraisals, and has information for select groups, such as disabled veterans and persons age 65 or older. “Whether you are a homeowner, business owner, disabled veteran or taxpayer, it’s important you know your rights concerning the property tax laws” said Tylene Gamble, Chief Appraiser of the Fannin Central Appraisal District. “You can contact us about any property tax issues with full confidence that we will provide the most complete, accurate and up-to-date information available to assist you.” This includes information about the following programs: • Property Tax Exemptions for Disabled Veterans - The law provides partial exemptions for any property owned by disabled veterans or surviving spouses and surviving children of deceased disabled veterans. Another partial exemption is for homesteads donated to disabled veterans by charitable organizations at no cost or not more than 50 percent of the good faith estimate of the homestead’s market value to disabled veterans and their surviving spouses. The exemption amount is determined according to percentage of service-connected disability. The law also provides a 100 percent homestead exemption for 100 percent disabled veterans and their surviving spouses and surviving spouses of U.S. armed service members killed or fatally injured in the line of duty. • Property Tax Exemptions – Non-profit organizations that meet statutory requirements may seek property tax exemptions and must apply to their local appraisal district by a specific date. Child-care facilities; medical or biomedical property; businesses that receive tax abatements granted by taxing units; ship inventory out of Texas that may be eligible for the freeport exemption; store certain goods in transit in warehouses that are moved within 175 days; construct, install or acquire pollution control property; own and operate energy storage systems; convert landfill-generated gas; or store offshore drilling equipment while not in use may also be eligible for statutory exemptions. • Rendering Taxable Property - If a business owns tangible personal property that is used to produce income, the business must file a rendition with its local appraisal district by a specified date. Personal property includes inventory and equipment used by a business. Owners do not have to render exempt property such as church property or an agriculture producer’s equipment used for farming. • Appraisal Notices – Normally, taxpayers receive a notice of appraised value from the appropriate local appraisal district. The city, county, school districts and other local taxing units use the appraisal district’s value to set property taxes for the coming year.

• Taxpayer Assistance Pamphlet – This Comptroller publication explains in detail the functions of a taxpayer liaison officer, how to protest a property appraisal, what issues the county appraisal review board (ARB) can consider and what to expect during a protest hearing. The publication also discusses the option to request limited binding arbitration to compel the ARB or chief appraiser to comply with a procedural requirement and the options of taking a taxpayer’s case to district court, the State Office of Administrative Hearings or regular binding arbitration if the taxpayer is dissatisfied with the outcome of the ARB hearing. • Homestead Exemptions – A homestead is generally defined as the home and land used as the owner’s principal residence on Jan. 1 of the tax year. A person who acquires property after Jan. 1 may receive the residence homestead exemption for the applicable portion of that tax year immediately on qualification for the exemption if the preceding owner did not receive the same exemption for that tax year. A homestead exemption reduces the home’s appraised value and, as a result, lowers property taxes. Applications are submitted to the appropriate local appraisal district. • Productivity Appraisal – Property owners who use land for timberland production, agricultural purposes or wildlife management can be granted property tax relief on their land. They may apply to their local appraisal district for an agricultural special appraisal which may result in a lower appraisal of the land based on production, versus market value. • Residence Homestead Tax Deferral - Texas homeowners may postpone paying the currently delinquent property taxes due on the appreciating value of their homes by filing a tax deferral affidavit at their local appraisal district. This tax relief allows homeowners to pay the property taxes on 105 percent of the preceding year’s appraised value of their homestead, plus the taxes on any new improvements to the homestead. The deferral postpones the remaining taxes, with interest accruing at 8 percent per year but does not cancel them. • Property Tax Deferral for Persons Age 65 or Older or Disabled or Disabled Veteran Homeowners –Texans who are age 65 or older or disabled, as defined by law, or who qualify for a disabled veteran exemption may postpone paying current and delinquent property taxes on their homes by signing a tax deferral affidavit. Once the affidavit is on file, taxes are deferred, but not cancelled, as long as the owner continues to own and live in the home. Interest continues to accrue at 5 percent per year on the unpaid taxes. You may obtain a deferral affidavit at the appraisal district. • Protesting Property Appraisal Values – Property owners who disagree with the appraisal district’s appraisal of their property for local taxes or for any other action that adversely affects them may protest their property value to the appraisal district’s ARB. • Informal Meetings – Property owners can request an informal meeting with appraisal district staff to try and resolve their disputes prior to attending ARB hearings. For more information about these programs, contact Fannin Central Appraisal District at 903-583-8701, helpdesk@fannincad.org or 831 W. State Hwy 56, Bonham, TX. Information is also available on the Comptroller’s Property Tax Assistance Division’s website at comptroller.texas.gov/taxes/property-tax/.

History, noun : a record of significant events (such as those affecting a nation or institution) often including an explanation of their causes. “A generation which ignores history has no past and no future.” Robert Heinlein, American author

Jones Mill Community

Marker Text: In the 1840’s, New Jersey natives John W. and Tamson (Tamezine) Finley Jones settled in Fannin County, joining them later, other family members included sons who had served as missionaries to the Choctaw and Chickasaw Nations. The Jones’ Mill Community arose around the family’s flour mill and cotton gin. Four decades later, the Self brothers built a mill, and the population shifted and became known as the Selfs Community. Eventually, Honey Grove became the predominant area settlement. Over the years, many from Jones’ Mill contributed to development of churches and other institutions in Honey Grove. Today, the Jones’ Mill Community is represented by its historic cemetery (1/4 mi. E.) with grave markers dating to 1850. Location: 11 miles north of Honey Grove on FM 100, north of intersection with CR 2800 at the Selfs Community.

Commissioner Self commented “I agree with you. I pitched a maintenance guy position for just vehicle maintenance and heavy equipment maintenance and repairs a few years ago, but Precinct 2 couldn’t absorb the cost of having that by themselves, and I couldn’t get another commissioner at that time to go in with me. I also pitched, a mobile service truck, because we all have county barns that they could utilize if they’re working on our equipment.” Mr. Goodwater commented “I think if this plan does develop out, I think eventually you’ll need a centralized maintenance facility.” 20. Solar, wind, battery energy storage systems and Fire Marshal – County Judge 21. Emergency Medical Services – County Judge Adjourn
