INTERVIEW

Dušan Raičević, The Mayor of Bar In our exclusive interview, Mr Dušan Raičević, the Mayor of Bar, unveils the bold strategy driving the city’s historic growth and transforming it into a premier Mediterranean destination. From record-breaking capital investments and cutting-edge infrastructure to pioneering social care and tourism diversification, discover how Montenegro’s coastal gateway is shaping its future up to 2030. Q. The Collection: In recent years, Bar has often been recognized as a city with great potential. What is your long-term vision for its development over the next 10–15 years, and which areas do you consider crucial for achieving sustainable growth?

ULTIMATE BAR | 22

A. Mr Dušan Raičević: Bar truly is a city of immense potential. Nestled between the shores of the Adriatic Sea and Lake Skadar and backed by a mountainous hinterland and fertile fields, it has all the prerequisites for development across every sector – from tourism, economy, and agriculture to transport and industry. We have outlined our core strategic objectives in the Strategic Development Plan until 2030. Our primary focus lies in modernizing transport., utility, and energy infrastructure, spatial management and environmental protection. Simultaneously, we are committed to strengthening the local economy, enhancing social infrastructure, driving digitaliza-

We believe that the greatest potential of the local community lies in its people, and that investing in each individual is paramount for the future. Without the skilled professionals whom we are educating today, and the educated young people who see their future in this city, there can be no long-term development, because people and knowledge are the foundation of everything. To support this, significant funds are allocated to social protection. This enables the Municipality of Bar to sustain its pioneering initiatives while introducing innovative social services. These efforts place Bar among the leading municipalities in caring for the lives of all citizens, from the youngest to the oldest, with total social welfare measures amounting to EUR 2,133,800. Through the Local Action Plan for Social and Child Protection and the Improvement of Social Inclusion, our initiatives include new born benefits, student subsidies, free transportation for students and pensioners, medically assisted fertilization and free prenatal tests. We also provide support for seniors purchasing medicines, subsidies for extended school stays, and social housing. Furthermore, free kindergarten services represent a landmark new measure through which we provide free preschool education for the youngest citizens of Bar. The budget also provides EUR 239,000 in support for NGOs, EUR 1,930,000 for sports, EUR 930,000 for culture in Bar, and EUR 300,000 for scholarships for the best students – an amount we increased last year – alongside continuous investments in rewarding top pupils and improving school infrastructure. Therefore, the budget is designed so that we invest equitably across all sectors of all areas of the local community, ensuring equal development and redistribution that that benefits every citizen.

Q. Tourism in Bar rests on a strong foundation, yet there is room for further diversification. How do you see the future development of the tourism offer – is the focus primarily on extending the season, developing selective tourism segments (nautical, MICE, wellness, cultural tourism), or a strategic combination of all of the above? A. As the city’s most vital economic pillar, tourism receives special attention from the local administration. We strive to build a highly efficient infrastructure that will ensure seamless tourist flow and enhance accessibility of the destination, while simultaneously improving the quality and comfort of stay for everyone who comes to Bar. We recognized the the need to expand upscale accommodation in all parts of the municipality and attracted new investors to Virpazar, Čanj, Zlatna Obala, Veliki Pijesak, and Old Bar, while modernizing infrastructure with projects like the new square and promenade in Sutomore. Our goal is tto position Bar as a premium brand, comparable to the most prestigious tourist destinations. Of course, diversification of the tourist offer is key, as Bar’s natural beauty and cultural wealth easily rival - and often surpass - many popular destinations in Europe and the world. In recent years, we have vigorously promoted tourism in the hinterland, mountain tourism, canyons and rivers, wine routes, rural tourism, as well as Lake Skadar, which has surged in popularity, sometimes even outpacing the Adriatic coast. The unique combination of preserved nature, rich cultural heritage, and sustainable spatial development offers unparalleled opportunities for active tourism and genuine relaxation in nature, which is becoming increasingly difficult to find at popular European destinations. A major catalyst for this vision could come from the cable car project connecting the Adriatic shore to Lake Skadar, which would connect two magical shores – a world-unique attraction that the Municipality is already actively developing.

ULTIMATE BAR | 23

tion, and expanding the capacity of local administration.

At the same time, we are promoting diverse tourism segments, such as nautical tourism through different regattas and sports and health tourism, thanks to Bar’s excellent sports infrastructure along the coast. We are also tapping into e-gaming – an industry generating hundreds of millions of euros globally every year – where Bar has already established itself as a recognized regional hub.

opment to remain sustainable and long-term and to have an impact on citizens’ daily lives, the most important part of the budget — the capital investment section — amounts to as much as EUR 41,950,000. Therefore, 64% of the total budget funds are allocated to capital investments, development, and investment in the city’s future, positioning Bar as one of the leading municipalities in Montenegro.

Our untapped potential is not a disadvantage, but a distinct competitive edge. It grants us the unique opportunity to develop our preserved natural resources in a planned, sustainable, and forward-thinking way.

This demonstrates that we work efficiently, plan long-term, and invest sustainably and wisely. Such a favorable business climate attracts an increasing number of investors to Bar, who invest in different sectors. In addition to construction, tourism, and hospitality, Bar is rapidly becoming a hub for international tech companies and remote tech professionals. They are choosing to develop their innovations here, drawn by our thriving business ecosystem, our administration’s openness to economic incentives, and the exceptional lifestyle the city offers.

Q. What new investments can we expect in the coming period? Are there ongoing negotiations with investors, and in which sectors is Bar currently recording the greatest interest?

ULTIMATE BAR | 24

A. The Municipality of Bar has witnessed steady budgetary expansion, culminating in a record-breaking 65,145,000 euro budget for 2026. This milestone underscores the city’s upward growth trend and the rising quality of life for our citizens. In order for this devel-

We understand that the driving force of economic development is the local community, which is why the Municipality of Bar has invested almost EUR 2 million in entrepre-

Q. Infrastructure is often a decisive factor in a city’s development. What are the most significant infrastructure projects planned or already underway in terms of transport, utility infrastructure, and digitalization? A. Within the capital investments planned for 2026, substantial funds have been allocated to transform Bar’s urban landscape. Key projects include the construction and reconstruction of city roads, as well as the construction of the National Aquatic Center with its modern accompanying facilities. We are also completing the full reconstruction of the entire King Nikola’s Palace complex – whose main building has already been completed – alongside revitalizing the Prince’s Garden, landscaping the Palace Park, and building the new City House in Old Bar.. Furthermore, our ambitious agenda features the landmark panoramic cable car project Bar–Rumija–Lake Skadar, the construction of a public garage in Topolica, adaptation of sports fields, construction of a new modular sports hall in Topolica. We are also focusing on creating green urban parks and revitalizing our beautiful coastal areas. Expenditures for local infrastructure amount to EUR 23,700,000 dedicated to modernizing local roads, expanding water supply and sewage networks, upgrading public lighting, and deliver initiatives that improve the quality of life, accessibility, and openness of the city toward all its parts. This proactive approach has already yielded exceptional results results in previous years, ensuring comfort in the daily life of every citizen of Bar. Equally high priority within the budget come to our city — and stay. Equally high priority within the budget is directed toward supporting the local economy,

strengthening the business environment, and creating sustainable economic development. Therefore, EUR 790,000 has been allocated for subsidies to local businesses. This encompasses strategic funding for general entrepreneurship for entrepreneurship, women’s entrepreneurship, agricultural producers through our dedicated agri-budget, and the development of crafts. Through these meassures, we strengthen the local economy, which serves as a long a long-term guarantee of accelerated development and quality of life. Q. How does the Municipality of Bar balance attracting investments with preserving space, the city’s identity, and the citizens’ quality of life? What mechanisms do you use to ensure development is planned, sustainable, and beneficial in the long term? A. Bar is widely recognized as as the only city that managed to preserve its space and public areas from unplanned construction during the strong investment wave of the past decade. This is a visible reality – anyone visiting Bar can see that it remains a spacious and open city with an urban core that “breathes”, offering ample room for both current amenities and future development. It is our responsibility to continue protecting this space through planned construction. With local authorities regaining full autonomy over urban planning and zoning documents – after long relying on central government decisions – this is finally achievable. Growth and investments are necessary, but they must adhere to clear rules and respect for professional standards. A comfortable and high-quality life is not sustained only by new buildings and facilities, but also by road infrastructure, parking spaces, green areas, parks, promenades and quiet zones. Ultimately, these are the elements that allow citizens to enjoy all the benefits of life in a city designed to be a place of togetherness and community, rather than alienation and over-construction.

neurship development through grants to local businesses, with the intention of further strengthening investments, the boosting Bar’s. economy, fostering self-employment, and nurturing an entrepreneurial spirit.

BAR BEYOND THE POSTCARDS – 12 places you must visit in Bar

Its greatest treasures lie within the walls of a town older than many European countries, beneath the branches of an olive tree that has witnessed the Roman Empire, along the shores of

the largest lake in the Balkans, and atop a mountain where the sea, the lake, and mountain peaks can all be seen at once. Bar cannot be truly experienced in a single afternoon. The longer you explore, the more layers of its history, culture, and natural beauty reveal themselves. Within just a few kilometres, medieval fortresses, royal residences, ancient olive groves,

fishing villages, religious monuments, and breathtaking landscapes unfold one after another, surprising even those who have spent years returning to the Montenegrin coast. That is why, before settling onto the beach, it is worth discovering at least some of the places that have shaped this town and the stories that make Bar so much more than a summer destination.

ULTIMATE BAR | 33

A journey through the most important historical, cultural, and natural landmarks of the Bar region. On the map, Bar may seem like a simple destination. In reality, it is anything but.

1.

OLD BAR: A TOWN THAT SURVIVED EMPIRES, WARS, AND EARTHQUAKES

ULTIMATE BAR | 34

Unlike most Mediterranean towns, which developed along the coastline, Bar’s historic centre was built four kilometres inland, beneath the slopes of Mount Rumija. Its location offered protection from pirate raids and invading armies. Over the centuries, Old Bar was ruled by the Byzantines, the rulers of Duklja and Zeta, the Venetians, the Ottomans, and the Montenegrins, each leaving behind visible layers of history that can still be explored within its ancient walls. Today, the site contains hundreds of archaeological and architectural remains from different civilizations. Among its most remarkable landmarks are the Cathedral of St. George, the Archbishop’s Palace, the Ottoman bath-

house (hamam), the gunpowder magazine, the aqueduct, and the famous Clock Tower dating from the eighteenth century. The former Bishop’s Palace now houses a museum whose collections tell the story of Bar’s rich and diverse past. Covering approximately 4.5 hectares and containing the remains of around 600 buildings from different historical periods, Old Bar is considered one of the largest and most significant fortified archaeological sites in the Balkans. During the summer months, its stone streets and squares become the stage for the Bar Chronicle Festival, the town’s most important cultural event.

2.

THE CLOCK TOWER: WHERE BAR ONCE KEPT TIME

Standing in the very heart of Old Bar, the Clock Tower is one of the town’s most recognizable landmarks. The tower was restored in 1753 by Yahya Agha Ibrahim Osmanov, who also commissioned the installation of its clock. At a time when very few people owned personal timepieces, its mechanism regulated the rhythm of everyday life throughout the town. Today, it remains one of the most photographed monuments in Old Bar and an essential stop on every visit.

3.

THE AQUEDUCT: A STORY OF WATER, STONE, AND SURVIVAL At first glance, the aqueduct above Old Bar may appear to be nothing more than a stone bridge. In reality, it played a far more vital role. It was constructed by the Ottomans in the sixteenth century to carry fresh water from springs located several kilometres away to the fortified town.

Along its upper section ran a water channel fitted with interconnected ceramic pipes that supplied the town with fresh water. Severely damaged in the devastating 1979 earthquake, the aqueduct was later carefully restored and today stands as one of the defining symbols of Old Bar.

ULTIMATE BAR | 35

With its seventeen impressive stone arches and a length of more than 600 metres, it represents one of the finest engineering achievements of its time in what is now Montenegro.

4.

TUÐEMILI: THE PLACE THAT CHANGED THE COURSE OF HISTORY In the hills above Bar lies a place that most visitors never see, even though one of the defining chapters of Montenegrin history was written here. In 1042, the army of Stefan Vojislav defeated the far larger forces of the Byzantine Empire. The victory of Duklja was so significant that many

5.

historians regard it as one of the key moments in the emergence of medieval statehood in what is now Montenegro. Indeed, when you stand in Tuđemili, you are not simply admiring the landscape – you are visiting the very ground where Montenegrin history was forged.

ULTIMATE BAR | 36

THE OLD OLIVE TREE: A LIVING WITNESS TO THE ROMAN EMPIRE What makes this remarkable tree truly extraordinary is that it still bears fruit today.

In the village of Mirovica, just a few kilometres from the centre of Bar, grows one of the oldest olive trees in the world.

According to local tradition, feuding families would gather beneath its branches to reconcile and restore peace, making it a lasting symbol of unity and reconciliation.

Estimated to be more than 2,000 years old, it first took root when Emperor Augustus ruled the Roman Empire and long before Christianity had even emerged.

Today, the Old Olive Tree is protected as a natural monument and remains one of the most visited attractions in the Municipality of Bar.

6.

KING NIKOLA’S PALACE: THE SUMMER RESIDENCE OF MONTENEGRO’S ROYAL DYNASTY

Situated on the seafront and surrounded by palm trees and Mediterranean vegetation, King Nikola’s Palace is one of the most recognizable landmarks of modern Bar. It was built in 1885 for Princess Zorka Petrović and her husband, Petar Karađorđević, the son-in-law of King Nikola. Although it is widely known today as King Nikola’s Palace, historical records reveal that the complex was originally called Villa Topolica. It later became the property of Crown Prince Danilo Petrović, which is why contemporary documents often referred to it as the “Palace of Crown Prince Danilo.”

day life in Bar during the late nineteenth and early twentieth centuries.

Today, the palace is home to the Bar Heritage Museum, whose rich archaeological, historical, and ethnographic collections offer a fascinating insight into the region’s past.

During its most recent comprehensive restoration, numerous original decorative elements and traces of wall paintings were uncovered, allowing the palace to be restored as faithfully as possible to its appearance during the Petrović dynasty.

Particularly noteworthy are the exhibits dedicated to the Petrović royal family, the development of maritime traditions, and every-

From the palace terrace, visitors can enjoy one of the finest panoramic views of Bar’s waterfront and harbour.

7.

MOUNT RUMIJA: THE MOUNTAIN THAT OVERLOOKS SOUTHERN MONTENEGRO

Rising to 1,594 metres above sea level, Mount Rumija dominates the landscape of the entire Bar region.

On clear days, visitors can see the Adriatic Sea, Lake Skadar, Albania, the Prokletije Mountains, Mount Lovćen, and almost the entire Municipality of Bar.

The most popular hiking routes begin in the villages of Mikulići, Velja Gorana, and Livari, with most hikers reaching the summit within a few hours.

For centuries, Rumija has been a meeting place for different cultures and religions, and many believe that no place better reflects the unique spirit of Bar.

THREE FAITHS, ONE TOWN The Municipality of Bar is home to numerous Orthodox, Catholic, and Islamic places of worship that reflect the region’s rich religious and cultural heritage.

tradition spans nearly a thousand years; and the Islamic Cultural Centre, with the Selimija Mosque, which is the largest complex of its kind in the country.

Few towns in the Balkans demonstrate so clearly, within such a compact area, the meeting of different religions, cultures, and civilizations.

These sites are worth visiting not only for their spiritual significance but also for their remarkable architecture, mosaics, stained-glass windows, and the stories they tell about a town where East and West have met for centuries.

Among the most remarkable landmarks are the Cathedral of Saint Jovan Vladimir, the largest Orthodox church in Montenegro; the Cathedral of Saint Peter, the seat of the Archdiocese of Bar, whose

Together, they stand as as a profound testament to the multicultural character that has defined Bar throughout its history.

THE MARINA AND KING NIKOLA PROMENADE: THE MODERN FACE OF BAR

While Old Bar tells the story of the past, the marina and King Nikola Promenade showcase the town’s vibrant contemporary spirit.

ULTIMATE BAR | 38

With around 1,000 berths, Marina Bar is one of the largest marinas on the eastern Adriatic coast and an important destination for sailors navigating the Mediterranean. Running alongside it is King Nikola Promenade, the favourite gathering place for the local community. Stretching from King Nikola’s Palace to the town beaches, restaurants, and marina, it offers the perfect setting for a leisurely stroll. The promenade is particularly enchanting in the early evening, when the town slowly settles into its Mediterranean rhythm, café

terraces fill with people, and sailing boats return to the harbour. Whether you stop for a coffee, enjoy a glass of local wine, or simply walk along the waterfront, this is where you’ll experience the relaxed lifestyle that defines Bar.

10.

TURCINI: WHERE BAR ESCAPES THE SUMMER HEAT

While most visitors head for the sea in search of refreshment, Bar has another, lesser-known side waiting to be discovered. Nestled on the slopes of Mount Rumija, just a short drive from the town, Turčini is one of the region’s most beautiful natural retreats. Renowned for its cold mountain springs, natural swimming pools, waterfalls, and cascading streams, Turčini becomes a welcome escape from the summer heat. Surrounded by forests and dramatic rock formations, it offers scenery that few would expect to find only a few kilometres from the Adriatic coast. Visitors come here to swim in crystal-clear mountain water, walk alongside streams and waterfalls, relax in the shade of ancient trees,

11.

photograph the spectacular landscapes, or continue hiking along trails leading to the higher slopes of Mount Rumija. Turčini perfectly illustrates the remarkable diversity of the Bar region—a place where, in a single day, you can enjoy both the Mediterranean coast and the refreshing coolness of the mountains.

PANORAMIC, WINE, AND OLIVE ROUTES

The road towards Mount Rumija reveals some of the most breathtaking viewpoints on the southern Adriatic, while the wine routes of Crmnica wind through the villages of Godinje, Gornje and Donje Brčele, Limljani, and numerous family-owned wineries where wine has been produced for generations.

If you are planning a longer stay, dedicate at least one day to these routes. Conversations with local winemakers, tasting extra virgin olive oil beneath centuries-old olive trees, and enjoying panoramic views of both the Adriatic Sea and Lake Skadar often become some of the most cherished memories visitors take home.

ULTIMATE BAR | 39

Bar is not discovered solely through its monuments and landmarks. Equally rewarding are the scenic routes that connect the sea, the mountains, and Lake Skadar.

Another unforgettable experience is exploring the olive-growing trails around Old Bar and Mirovica. These paths pass through Montenegro’s largest olive-growing region, revealing landscapes that have defined the Bar area for more than two thousand years.

12.

LAKE SKADAR: BAR BETWEEN TWO SHADES OF BLUE

Most visitors arrive in Bar expecting to discover the Adriatic Sea. Few imagine that just twenty minutes later they could be standing on the shores of the largest lake in the Balkans.

ULTIMATE BAR | 40

Along Bar’s shoreline of Lake Skadar, time seems to move at a different pace. The medieval village of Godinje, hidden among vineyards, is famous for its stone houses connected by secret passages and centuries-old wine cellars. Murići is home to one of the lake’s rare sandy beaches, while Krnjice, with its wooden fishing boats and traditional stone houses, has become one of the area’s most photographed locations. Lake Skadar is not simply admired – it is experienced. Centuries ago, between fifty and sixty monasteries, churches, and fortresses stood along its shores and islands, making this one of the most important historical and spiritual regions of old Montenegro. Today, visitors can cruise through fields of water lilies, explore the monasteries of Kom, Beška, Starčevo, and Vranjina, visit Besac Fortress overlooking Virpazar, discover Grmožur

Island – once a prison nicknamed the “Montenegrin Alcatraz” – or explore Žabljak Crnojevića, the former capital of medieval Zeta. A visit to the traditional fishing village of Dodoši and the Tophala viewpoint, offering spectacular views of the lake and surrounding mountains, is equally rewarding. Boat tours along the River Crnojević, one of Montenegro’s most photographed landscapes, are especially popular. The national park is home to more than 280 bird species, including the Dalmatian pelican, its most iconic inhabitant. Its rich fish population and indented shoreline also attract enthusiasts of fishing, kayaking, cycling, swimming, and outdoor recreation. Many family-run guesthouses around the lake offer accommodation, guided excursions, and wine tastings, allowing visitors to experience the authentic lifestyle of this remarkable region. Perhaps that is why Bar has never been merely a coastal town. Its other face begins on the shores of Lake Skadar.

Before you say goodbye to Bar, make sure you’ve experienced at least some of the moments that capture the true spirit of this remarkable destination. • Wander through the stone streets of Old Bar. • Pause beneath the Clock Tower, which has marked the passage of time for almost three centuries. • Visit an olive grove older than many European nations. • Touch the ancient trunk of the Old Olive Tree, a living witness to more than two millennia of history. • Taste locally produced olives and extra virgin olive oil. • Support local artisans by purchasing honey, dried figs, homemade delicacies, or handcrafted souvenirs. • If you’re visiting in autumn, don’t miss freshly squeezed pomegranate juice, sweet mandarins, and the famous Krajina chestnuts for which this region is renowned.

• Stop at one of the panoramic viewpoints above Bar and admire the rare sight of the sea, olive groves, Lake Skadar, and the surrounding mountains all in a single panoramic sweep. • Listen as church bells and the call to prayer echo across the same town – a timeless reflection of Bar’s multicultural heritage. • Enjoy a glass of locally produced Vranac wine in one of the traditional Crmnica wine cellars. • Sample traditional carp or bleak (ukljeva), prepared according to local recipes from the Lake Skadar region. • Visit at least one monastery reached by boat across the tranquil waters of Lake Skadar. • Climb to Pavlova Strana viewpoint and experience one of Montenegro’s most iconic panoramas. • Spend a relaxing afternoon on the sandy beach at Murići, on the shores of Lake Skadar. • Paddle a kayak through peaceful channels covered with water lilies. • Visit King Nikola’s Palace and discover Bar through the eyes of Montenegro’s royal past. • Take an evening stroll along the marina as sailing boats return to the harbour. • Don’t leave without trying the famous ice cream at Martini, a favourite stop on Bar’s promenade. • Enjoy fish soup at Cvijo in the Green Market, traditional ćevapi at Banjalučki Ćevap, and freshly baked burek at Hamza, in Mornar Rex. • If you appreciate traditional cuisine slowcooked under the sač, visit Makina Vučinića. For premium steaks and carefully selected wines, choose Perbacco, while Konoba Kula, beneath the walls of Old Bar, offers an authentic blend of local and Mediterranean flavours. • If your visit coincides with one of Bar’s many festivals or cultural events, be sure to attend. Few towns in Montenegro offer such a rich year-round calendar of cultural, artistic, sporting, and gastronomic events.

Before you leave Bar

Until Next Time… And finally, leave something for your next visit. Bar is a town that never reveals all of its stories at once. The more time you spend discovering it, the more reasons you find to return.

ULTIMATE BAR | 42

Perhaps that is Bar’s greatest charm—not simply in the places you visit, but in the feeling that there is always another story waiting just around the corner.

Tourist destinations BAR RIVIERA There are five popular coastal destinations along the Bar Riviera: Bar, Sutomore, Čanj, Dobra Voda and Utjeha, complemented by Virpazar on the lake. The coastal areas and the Old Town of Bar are seamlessly connected with the city centre via public transport.

Šušanj A charming tourist destination located approximately 1.5 kilometers from the center of Bar, Šušanj is an excellent choice for a family holiday. Connected to the city center by a beautiful seaside promenade, it offers a peaceful and scenic environment. Behind the Žukotrlica beach, a natural pine forest provides refreshing shade, sheltering several local restaurants. At the end of the beach, boats depart regularly, taking visitors to some of the most beautiful beaches along the Bar Riviera, as well as to nearby destinations such as Sutomore, Čanj, Petrovac, Sveti Stefan, and Budva.

Sutomore is the most famous tourist destination of the Bar Riviera. The tourist destination Sutomore grew from a traditional two-kilometer-long fishing settlement along the beach. The train station made this place easily accessible to tourists from the region, guests from Podgorica and visitors from northern Montenegro. In 2024 Sutomore was adorned with a modern promenade and a square. It is a favourite destination for young people and families with children.

Sutomore

The Virgin of Ratac and the Nehaj Fortress The remains of the 11th-century Benedictine monastery of the Virgin of Ratac are located on Cape Ratac which is surrounded by numerous hidden beaches. You can enjoy a fantastic view of Sutomore and Bar from here. Meanwhile, the 15th-century fortified city of Nehaj stands proudly on the peak of a steep hill between Sutomore and Čanj.

Čanj A beautiful beach over one kilometre long and a gently sloping seabed are the first things that come to mind when you think about Čanj – A place to unwind and relax at, offering a special health benefit. In Čanj, you breathe breathe crisp air shaped by a unique wind rose that forms above this tourist place. The therapeutic benefits of this microclimate were first recognized back in the 19th century, laying the groundwork for spa tourism in Čanj. In recent years, modern hotel complexes have been built in Čanj, while existing accommodation facilities have been renovated. The coastal part of Čanj is an integral part of the Katič Nature Park.

ULTIMATE BAR | 44

From Čanj, the boat can take you to the secluded Queen’s Beach, widely celebrated as one of the most beautiful beaches in the entire Adriatic.

Dobra Voda

Utjeha

Once primarily a weekend resort, Dobra Voda is today recognizable by its four-star hotels and dozens of charming, new family-run hotels.

Utjeha is the southernmost bay of the Municipality of Bar, and a part of it is located in the Nature Park Stari Ulcinj. Affectionately known as Val Maslina (The Wave of Olives), Utjeha features a dense, ancient olive grove in its hinterland, offering visitors spectacular natural shade. In addition to pristine beaches, there are also beaches with accompanying amenities.

In the hinterland lies the fertile region of Mrkojevići where hardworking hosts are dedicated to olive growing, olive oil productionand the cultivation of local vegetables and premium-quality fruits.

The area is highly regarded for its excellent camper camps. In early 2025, international industry rankings recognized some of these locations among the TOP 10 small campsites in Europe, a testament to their exceptional quality of service.

ULTIMATE BAR | 45

The large beach Veliki pijesak is sunny from the first ray of morning sunshine until sunset.

SKADAR LAKE The Hidden Rhythm of the South If Bar has its opposite, then it is Skadar Lake. Just a few minutes’ drive from the bustle of the city, the Bar side of Skadar Lake reveals a more intimate and authentic experience – one that does not rush or impose itself. Here, at the meeting point of the coast and the hinterland of Bar, nature and tradition still go hand in hand.

ULTIMATE BAR | 46

Skadar Lake, together with its shoreline area covering 40,000 hectares, was declared a National Park in 1983. Two-thirds of the lake belong to Montenegro, while one-third belongs to neighboring Albania.

Most journeys begin in Virpazar, a small town that has become synonymous with the gateway to the lake. From there, visitors can choose between organized tours or private boat rentals. The most popular excursions take visitors through narrow reed-covered channels, opening views of endless water lily fields and quiet coves. In the early morning hours or at sunset, the scenery feels almost unreal. For nature lovers, this is a perfect opportunity for birdwatching – pelicans, herons, and many other species find refuge here. The

lake is home to the Dalmatian pelican, the largest marsh bird, and one of the 280 bird species recorded in the area. This vibrant ecosystem is also a habitat for around 50 species of fish. In addition to classic tours, the Bar side of the lake is ideal for a more active holiday. Kayaking and paddleboarding are becoming increasingly popular, allowing closer contact with nature and the exploration of hidden corners inaccessible to larger boats. Swimming in the lake, especially during the warmer months, is another unique experience – the water is calm and the surroundings untouched. Some tours also include swimming breaks in secluded locations.

The Monasteries of the Bar Side of Skadar Lake – A Story That Takes You Through Time On the southwestern shores of Skadar Lake, where the water merges with the mountains and mornings begin in a silence broken only by birds in flight, lies a different world. Scattered across small islands like stone guardians of the past are monasteries offering a unique blend of spirituality, history, and breathtaking landscapes. On one of these islands stands the Monastery of Starčevo. Founded in the 14th century, this monastery was once a place where books were copied, wisdom preserved, and inner peace sought. The island of Beška carries a different energy. Here, history has a name – Jelena Balšić, one of the most significant women in medieval Zeta (present-day Montenegro). Jelena symbolizes the educated woman of the Middle Ages and is considered a pioneer of women’s literature in the Balkans. Deeply religious, she left behind an endowment that still stands today on Beška Island, between sky and water, in the form of two churches

that tell a story of faith, strength, and time that does not erase its traces. On Moračnik Island, the stones speak in another way. Here rises an old tower, a witness to times that have passed but not disappeared. Built in the early 15th century, the monastery still bears traces of its past in every wall and every crack.

Virpazar

ULTIMATE BAR | 48

Once you discover the charms of Skadar Lake National Park, you will have no doubt why all roads lead to Virpazar. Once an important trading, historical, and cultural center, today it serves as an unmissable tourist destination. Virpazar is home to a historical monument bearing witness to the courage of the Montenegrin people during the Second World War. Above the town stands the 15th-century Besac Fortress, offering a magnificent panoramic view of Skadar Lake National Park. Virpazar is also the center of the hinterland of Bar and Crmnica, a region rich in vineyards and winemaking traditions, from which wines were once exported even to European royal courts.

Crmnica Crmnica, the region encompassing the western shore of the lake, is a small world of its own, with 23 villages and two hamlets offering a glimpse into the past – stone houses, narrow paths, and vineyards descending toward the water. From Godinje, known for its authentic “house-on-house” architecture, to Limljani, featured in the Guinness Book of Records,

and many other villages, Crmnica is connected by its famous wine roads.

Its true majesty, the symbol of Crmnica and of Montenegro itself, is certainly the Crmnica Vranac. This ruby-red wine is produced from the indigenous grape variety of the same name, which spread throughout the region from this very area. In Crmnica, in the village of Brijege, visitors can find garnet, a semi-precious stone associated with an interesting legend. It tells of a young woman carrying a jug of new wine as an offering to the goddess of fertility. Lost in

the forest, she froze with fear, the jug broke, and the wine spilled onto the ground. In that very spot, garnet stones the color of Crmnica wine appeared. Since then, garnets have been collected and kept in the first poured wine as a talisman of fertility. The Bar side of Skadar Lake is not a spectacle in the conventional sense – it is an experience that unfolds slowly. It is a place where the day is measured by light and silence, where every view reveals a new shade, and every encounter leaves a lasting impression. For travelers seeking to experience the authentic spirit of Montenegro, this is one of those places that is never forgotten.

ULTIMATE BAR | 49

Here, visitors can explore local households, taste homemade wine and rakija, and hear stories not found in guidebooks. The Crmnica region is especially renowned for its wines, making a wine tour an almost essential part of the experience.

A coastal town that takes pride in its mountains The mountain massifs of Rumija and Sutorman, proudly rising between the two shores, captivate with their height, the beauty of the range and the mystical appearance of the rock formations, which are arranged as if they were carved by the human hand. Such is Rumija towering above the Old Town of Bar when viewed from the direction of Ulcinj. The highest peak of Rumija is 1,593 meters above sea level. Bijela skala (the “White ladder”) – which used to be a part of the caravan route – is a special attraction. The road is wide enough for a donkey loaded on both sides to pass through. The other peaks overlooking the two magical shores are equally fascinating. Mount Sutorman is connected to Rumija. Hiking along more than 200 kilometres of marked trails is an experience that nature lovers and active vacationers cannot resist. The most frequently suggested excursion for creating memories is a picnic on Mount Vrsuta.

Ostros and Krajina

ULTIMATE BAR | 50

Each part of Bar is unique in its own way. You will witness this in both Ostros and Krajina, when you take the Panoramic Route from Bar through fruitful Mrkojevići along the coast of Skadar Lake to Virpazar. In Ostros, there are the remains of the Prečista Krajinska monastery, and and nearby lies a well dating back to 1001. Even today, the population of the surrounding villages is supplied with water from this well. According to tradition, 12-meter-deep well is associated with the Dukljan prince Vladimir and his wife Kosara, a Macedonian princess. There are 12 wells in the village of Boljevići. This unique

architectural marvel represents the largest number of wells in one place and stands as a jewel of Montenegro’s tangible heritage. The most beautiful chestnut forests are found in Krajina, Ostros and their surroundings. Several centurie-old trees, ranging about 2 meters in diameter, and 30 meters in height, have grown in chestnut forests in this area.

Hidden Wonders: The Five Spectacular Canyons of Bar’s Hinterland

Mountain rivers have meticulously sculpted these canyons for centuries in a never-ending battle between water and stone. Only nature can so skilfully combine wild beauty with steep cliffs – opposites that constitute perfect harmony in hidden spaces. The steep, vertical walls reach heights of up to 30 meters, framing natural pools of clear water that reflect lush green ferns and other vibrant flora. Canyoning in the hinterland of Bar is an exclusive adventure tailor-made for adrenaline seekers.

ULTIMATE BAR | 51

Only five or six kilometres away from the coast, picturesque canyons may be found – five masterpieces of nature: Rikavac (Bunar), Međureč, Vruća Rijeka, Nikezića potok and Perin potok; Each is impressive in its own way. Such a high concentration of canyons within a relatively compact area is rare, even in continental areas.

Bar stands out as one of Montenegro’s most diverse destinations. Few places offer such

an impressive combination of sea, lake, mountains, canyons, beautiful beaches, cultural heritage and activities for visitors of all ages within such a compact area. More than just a holiday destination, Bar offers something for everyone. The Bar Tourism Organization continues to play a key role in enhancing the town’s tourism offer through numerous promotional activities and a rich calendar of events, further strengthening Bar’s position as one of the leading destinations on the Montenegrin coast.

This summer also marked the launch of a new event, Seafarers’ Day, dedicated to Bar’s long and proud maritime tradition. The inaugural edition attracted significant public interest, and it is hoped that this celebration will grow into a cherished annual tradition.

Another popular event is the Fishermen’s Festival (Ribar Fest), which showcases the Mediterranean way of life through local cuisine, traditional flavours, music and a lively seaside atmosphere that brings together residents and visitors alike.

The Tourism Organization is equally proud of the traditional local festivals that celebrate the identity of the Bar Riviera’s coastal communities. Šušanj Night, Spič Evening, Veliki Pijesak Night and Čanj Night have become long-standing favourites, highlighting local traditions, culture, gastronomy and hospitality while enriching the overall visitor experience. Bar is also renowned for its remarkable cultural and natural heritage. The Old Town of Bar, the largest open-air museum in Montenegro, tells the story of centuries of history, while the Old Olive Tree, believed to be more than 2,000 years old, stands as one of the oldest olive trees in Europe and a symbol of the region’s enduring legacy. Combined with picturesque beaches, the beauty of Lake Skadar and a dynamic summer events programme, these attractions make Bar a truly distinctive destination. The Bar Tourism Organization remains committed to continuously improving the destination’s tourism offer, promoting its unique attractions and creating new experiences that will further enrich every visitor’s stay and reinforce Bar’s reputation as a destination for all generations. The months ahead promise music, entertainment, tradition and unforgettable moments. This summer, we warmly invite visitors to discover Bar – a destination where the sea meets the lake, tradition blends with modern life, and every visit becomes a lasting memory.

ULTIMATE BAR | 67

Among the events that have become synonymous with summer in Bar, Summer with the Stars (Ljeto sa zvjezdama) holds a special place. History and culture

Bar proudly honours one of the most distinguished artists of the 20th century, Uroš Tošković. Celebrated by European art critics as one of the greatest draftsmen of his generation, Tošković lived an extraordinary life that took him from the Academy of Fine Arts in Belgrade to the artistic circles of Paris, where he associated with some of the most influential cultural figures of the era. Despite international recognition and artistic acclaim, he chose to spend his final years in Bar, inspired by the sea, the landscape, and the unique atmosphere of the town. Today, a monument dedicated to Uroš Tošković stands in Bar as a tribute to his exceptional artistic legacy.

The Bar Triconch church Among Bar’s most significant archaeological treasures are the remains of the Bar Triconch Church, an early Christian site dating back to the 6th century. Discovered during archaeological excavations in 1965, the church is believed to have been built during the reign of Byzantine Emperor Justinian I. According to local tradition, it may also have been connected to Saint Vladimir, one of the most revered historical figures in the region. The site reveals layers of history spanning centuries, including the remains of a Renaissance villa that once stood nearby, reflecting the rich cultural influences that have shaped Bar throughout the ages. Adding to the town’s remarkable religious heritage are several contemporary landmarks, including the Cathedral of Saint

Jovan Vladimir, the Co-Cathedral of Saint Peter, and the Islamic Cultural Centre with the Selimija Mosque – symbols of the multicultural and multireligious character of modern Bar.

KING NIKOLA’S PALACE The elegance of Montenegrin history Located on the seafront, surrounded by palm trees and Mediterranean greenery, King Nikola’s Palace stands as one of the most recognizable historical landmarks of the Montenegrin coast. Once the residence of King Nikola Petrović, today it represents a blend of history, culture, and Mediterranean elegance. Legend says that Prince Nikola, after liberating Bar from Ottoman rule – thus giving his country access to the sea – threw a golden ring into the Bay of Bar as a symbol of Montenegro’s marriage to the sea. Soon after, he built his residence directly on the coast. The palace complex was built at the end of the 19th century as a gift to Princess Zorka and her husband Petar Karađorđević. Today, it serves as a dynamic cultural center and houses the Local Heritage Museum, which preserves valuable historical collections, works of art, and the authentic atmosphere of former royal life. A walk through its stone corridors and palace salons offers a unique insight into the period when Bar was an important meeting point of European influences and Montenegrin tradition. The archaeological, ethnographic, and historical collections of the Local Heritage Museum testify to the long cultural development of Bar, from prehistory to the present day. Particularly remarkable is the medieval majolica – exquisite created in the famous workshops of the Apennine

The charm of this place is enhanced by its seaside location and the beautiful park surrounding it, making it a favorite spot for

relaxing walks, cultural events, and evening leisure. Business visitors often choose this part of the city for a short break after meetings, while tourists find in it an elegant introduction to the rich history of Bar. Today, King Nikola’s Palace is not only a historical monument — it is a symbol of the city’s sophisticated Mediterranean spirit and an essential stop during every stay in Bar.

OLD BAR

A Stone Town Between History and the Mediterranean Throughout the centuries, Old Bar was ruled by the Illyrians, Romans, Byzantines, Venetians, and Ottomans, and each period left a recognizable mark on the town’s architecture, urban planning, and culture. A testimony to numerous civilizations, it is the only old town on the Adriatic coast that is not located directly by the sea. Today, this unique site is an open-air museum featuring the remains of fortresses, churches, an aqueduct, a clock tower, and stone streets that bear witness to Bar’s former importance as a major trading and strategic center on the Adriatic. Old Bar holds the status of a cultural asset of exceptional importance for Montenegro and represents one of the country’s most significant monument complexes. Its architectural and historical value is preserved through numerous programs dedicated to the protection and promotion of cultural heritage. As a symbol of layered history and the meeting of different cultures, Old Bar holds special significance not only for Bar, but also for the overall cultural heritage of Montenegro and the Mediterranean.

ULTIMATE BAR | 71

On the slopes of Mount Rumija, just a few kilometers from the Adriatic coast, lies Old Bar – one of the most important historical and cultural sites in Montenegro. This authentic stone town, surrounded by olive groves and nature, represents a meeting point of Eastern and Western civilizations, the Mediterranean spirit, and a rich history spanning more than two thousand years.

What gives Old Bar its special value is its authenticity. Unlike many Mediterranean destinations, the town has preserved its original spirit without excessive urbanization. Visitors can enjoy the atmosphere of traditional houses, local restaurants, artisan shops, and events that nurture the cultural heritage of this region. Nearby stands the famous Old Olive Tree, one of the oldest olive trees in Europe and a symbol of peace, longevity, and the continuity of life in this area. For tourists, Old Bar is an unmissable destination that combines culture, gastronomy, and an authentic Mediterranean charm. For business people and investors, this site confirms Bar’s potential as a city that successfully connects historical heritage, tourism, sustainable development, and modern investment opportunities.

ULTIMATE BAR | 73

With its unique position between the sea and the mountains, rich history, and growing tourist importance, Old Bar remains one of Montenegro’s most valuable cultural treasures and a place that offers every visitor a special Mediterranean experience.

The Old Olive Tree A Symbol of Peace, Unity, and the Spirit of Bar In the heart of Bar, a city where cultures, traditions, and religions have met for centuries, stands the Old Olive Tree – one of the oldest olive trees in the world and one of Montenegro’s most recognizable symbols. It is estimated to be more than two thousand years old, making it a living witness to the turbulent history of the Mediterranean and a silent guardian of Bar’s identity.

ULTIMATE BAR | 74

Much more than a natural phenomenon, the Old Olive Tree embodies endurance,

wisdom, and peace for the people of Bar. Its strong, intertwined branches symbolize the different paths and destinies of the people who have met in this city throughout the centuries. Bar is often referred to as the city of three religions, a place where Orthodox Christianity, Catholicism, and Islam have coexisted in mutual respect and harmony for generations. In this spirit, the Old Olive Tree stands as a powerful emblem of the roots of unity—steadfast strong, and deeply grounded in the idea of peaceful coexistence.

Legend has it that families involved in disputes would gather beneath its canopy to seek reconciliation. For this reason, the olive tree in Bar is not merely a tree; it is a sign of peace and understanding, a universal symbol that connects people regardless of their faith, nationality, or origin. Its presence serves as a reminder that tolerance and unity have always been part of the city’s identity.

A visit to the Old Olive Tree is not just about sightseeing; it is an encounter with the philosophy of life that makes Bar unique: openness, harmony, and respect for diversity. That is why this ancient tree remains one of the city’s most beautiful emblems—a symbol of peace that has endured for more than two millennia.

ULTIMATE BAR | 75

Today, the area surrounding the Old Olive Tree is carefully maintained and open to visitors throughout the year. Tourists come here to experience the authentic spirit of the Mediterranean, learn about the tradition of olive cultivation, and enjoy tastings of locally produced olive oil and regional specialties. For business visitors, this site offers an ideal retreat—a peaceful environment that inspires and highlights the values of longevity, stability, and human connection.

CULTURAL TOURISM Bar is a town that thrives all year round—a place of festivals, gatherings, and authentic celebrations where culture, tradition, and the richness of nature come together. Every event tells a unique story, inviting visitors to become part of its vibrant Mediterranean atmosphere.

ULTIMATE BAR | 76

The town’s most prestigious cultural event is the Bar Chronicle Festival (Barski ljetopis), a multimedia festival that has been the hallmark of Bar’s summer season for more than three decades. During the festival, the entire town transforms into a grand open-air stage hosting theatre performances, concerts, literary evenings, exhibitions, and a variety of artistic programs. The enchanting settings of King Nikola’s Palace, the Old Town of Bar, the Cultural Centre, and the town squares welcome renowned artists, writers, actors, and musicians from Montenegro and abroad. By preserving tradition while embracing contemporary cultural trends, the Bar Chronicle Festival has become one of Montenegro’s most significant cultural events.

A special place among Bar’s festivals belongs to the Meetings Under the Old Olive Tree, a long-standing event dedicated to children’s creativity and artistic expression. For decades, it has brought together young talents while promoting friendship, imagination, and cultural exchange. Music lovers can enjoy Summer with the Stars, a popular event that brings some of the most celebrated performers from Montenegro and the region to Bar’s seaside promenade. Throughout the summer, the entire Bar Riviera comes alive with traditional festivities such as the Veliki Pijesak Night, Šušanj Night, and Spič Evening, while vibrant cultural and entertainment programs are also organized in Čanj and Utjeha. In the heart of the Crmnica region, in the picturesque town of Virpazar, the traditional Crmnica Sports Games take place every summer. Combining sports, social gatherings, and the preservation of local customs,

– events and festivals

the event brings together teams from villages across the region to compete in football and traditional disciplines, celebrating community spirit and healthy competition.

Adding a special charm to the town is Bar’s famous New Year Celebration—an event for which the town has been renowned for more than twenty years. Featuring performances by popular regional music stars and a festive open-air atmosphere, Bar becomes one of the Adriatic’s most attractive destinations for welcoming the New Year.

Bar is not a destination reserved only for summer. Thanks to its rich calendar of events, authentic traditions, and warm hospitality, every season offers a new reason to visit and a new experience to remember.

ULTIMATE BAR | 77

Bar and its surrounding areas are also renowned for their gastronomic and agricultural festivals that showcase the region’s finest local products and culinary traditions. The Wine and Bleak Fish Festival in Virpazar offers visitors the opportunity to taste the famous wines of Crmnica, fresh and dried bleak fish, and traditional fish specialties. In Ostros, the beloved Chestnut Festival (Kestenijada) celebrates autumn with roasted and boiled chestnuts, as well as a variety of delicious chestnut-based desserts.

The House of Olives represents a unique national center dedicated to the development, preservation, and promotion of olive growing and olive oil culture in Montenegro. Located in Old Bar, in an area where the Mediterranean climate, mountain surroundings, and rich historical heritage intertwine, it represents a contemporary blend of tradition and innovation. One of the main missions of the House of Olives is to position Montenegrin olive oil as a recognizable and competitive product on the international market, based on quality, authenticity, and tradition. Special emphasis is placed on the protection and valorization of the indigenous Žutica variety, as well as on the development of products obtained through its processing.

ULTIMATE BAR | 78

The House of Olives facility is designed as a multifunctional center where all key processes take place – from olive processing to olive oil production – in accordance with the highest quality standards and food safety management systems. Special attention is dedicated to processing conditions in order to preserve the authenticity of the raw material and ensure a final product of premium quality. In addition to the production segment, the House of Olives performs packaging, labeling, and the analysis of its own products, while also providing these services to all Montenegrin olive growers, thereby contributing to the standardization and proper market placement of domestic products.

The Old Olive Tree A Symbol of Eternity and Identity The House of Olives is dedicated to preserving the Old Olive Tree of Mirovica, one of the oldest and most significant symbols of Montenegrin olive growing and cultural heritage. This impressive tree, more than two millennia old, represents a unique natural and historical monument that testifies to the continuity of life, endurance, and the inseparable bond between humans and nature in this region. Its longevity transcends biological significance and acquires a powerful symbolic dimension—standing as a witness to changing eras, social transformations, and the development of the local commu-

On the occasion of the beginning of the celebration of the extraordinary jubilee—marking 2,250 years important natural monument – on September 26, 2025, the House of Olives organized a multimedia. This featured a fashion collection inspired by the Old Olive Tree entitled “Root and Crown,” created by Dr. Anastazija Miranović, which drew a large number of visitors, experts, and olive-growing enthusiasts. Through a rich program, its significance was additionally highlighted, not only as a natural rarity but also as an important segment of the cultural and tourism offer of Bar. Such events contribute to strengthening awareness of the need to preserve this unique heritage, while also affirming Bar as a destination that nurtures tradition, authenticity, and a sustainable relationship toward natural resources. We celebrate the Day of the Old Olive Tree on November 27, and this date has special significance for the House of Olives and the olive growers of Bar, because on that day in 1957 the Old Olive Tree was officially declared a cultural asset and placed under state protection. In this way, its invaluable value was confirmed, while its age was later determined through dendrological methods. On the occasion of

this date, the House of Olives Almanac was also presented, a publication that brings together an overview of annual activities, as well as texts dedicated to the tradition, significance, and contemporary challenges of olive growing. The Almanac represents a space for exchanging experiences, professional knowledge, and examples of good practice, with the goal of further developing and improving olive growing in Bar and throughout Montenegro. Through cooperation with experts, producers, and connoisseurs of Mediterranean culture, this publication contributes to preserving the authentic values of the Bar region and promoting olive growing as an important part of the cultural and economic identity of the region. As part of the celebration of the Day of the Old Olive Tree, the “Dr. Ksenija Miranović” award was established and is presented to individuals and institutions that have made an immeasurable contribution to Montenegrin olive growing. The award bears the name of one of Montenegro’s most significant olive-growing experts, a native of Bar who, through her scientific work, research, and dedication, greatly contributed to the development and advancement of olive growing in Montenegro. Through numerous studies, professional papers, and the establishment of olive collection plantations, Dr. Ksenija Miranović left a lasting mark in this field, which is why her name today represents a symbol of knowledge, quality, and commitment to preserving the olive-growing tradition.

Montenegro on the World Map of Olive Oil Quality through the “Stara Maslina” and “Mirovica” Brands Within its production program, the House of Olives shapes brands that interpret the rich heritage of Montenegrin olive growing in a sophisticated way, combining tradition and a modern approach to production.

ULTIMATE BAR | 80

“Stara Maslina” olive oil represents a tribute to centuries of tradition and to the oldest olive tree in Montenegro—a symbol of durability, strength, and the wisdom of nature. Inspired by the ancient olive tree that withstands time, this oil carries within itself the spirit of the Mediterranean, the patience of the land, and deep dedication to every fruit. Every drop is carefully produced, with respect for natural processes and the authentic character of the olive, preserving its original aroma, fullness of flavor, and noble simplicity. “Stara Maslina” is not just olive oil, but a story of heritage, tradition, and the timeless bond between man and nature. The exceptional quality of this oil was officially recognized at the traditional Agricultural Fair in Novi Sad, where it won the Gold Medal for Quality. “Mirovica” olive oil, obtained from the indigenous Žutica variety, carries within itself the spirit of the region from which it originates. Its pronounced and layered aromatic profile, accompanied by high nutritional values, is the result of a carefully balanced relationship between traditional knowledge and modern technological solutions, which enable the preservation of the full potential of the olive fruit. The exceptional quality of “Mirovica” oil has also been confirmed internationally by winning

the prestigious Gold Award at the NYIOOC – New York Olive Oil Competition, the world's largest and most influential global competition for olive oil excellence. This recognition further affirms Montenegrin olive growing, positioning it among recognizable and respected participants on the global market.

The House of Olives as a Place of Tradition, Knowledge, and Taste The House of Olives also plays an important role as an educational and professional center that gathers olive growers, students, researchers, and all enthusiasts of the craft. In cooperation with relevant scientific institutions and

Within the House of Olives there is an exhibition salon that gathers more than 600 different domestically made products. The offer includes olive oils, olive-based products, honey, wines, souvenirs, and other authentic Montenegrin products. The salon is designed as a space for promoting local production, where visitors can discover in one place the diversity of Montenegro’s offer and the quality of domestic producers. In this way, the visibility of domestic brands is strengthened and their market recognition encouraged.

A special segment of activities consists of olive oil tastings, which enable a direct introduction to different aromatic profiles and their characteristics through a professionally guided sensory experience. In addition to enjoying a welcoming atmosphere and social interaction, visitors not only savor the richness of aromas and flavors during these sessions, but also gain practical knowledge about proper olive oil evaluation. They learn how to distinguish premium oil from average oil, and explore its key characteristics – from aroma and flavor to texture and balance – as well as the factors that determine its quality. Visitors can apply the acquired knowledge in everyday life when choosing and using olive oil. Such experiences represent a combination of tradition, knowledge, and authenticity, through which visitors become acquainted in a special way with the culture of olive growing and the heritage of Bar.

National Competition in the Quality of Olive Oils and Olive Products With the aim of improving quality and promoting producers, the House of Olives organizes the National Competition for the Evaluation of Olive Oil and Olive Product Quality—MNEOOC—which gathers an increasing number of participants every year. were evaluated, while accredited institutions analyzed the sensory and chemical characteristics of top-quality Montenegrin olive oil samples. In addition, various olive products demonstrating the creativity and innovation of domestic producers were also evaluated. Based on the competition results, a special catalog of award-winning products is prepared, containing an overview of awards, detailed descriptions of quality, and information about the producers. The catalog has an important promotional and educational role, as it contributes to greater visibility and recognition of Montenegrin olive-growing products.

Professional Literature and Knowledge Development The work of the House of Olives has been additionally strengthened through the application of contemporary professional knowledge in the field of olive oil production, particularly through the monograph “Oleotechnology – Contemporary Approaches to Olive Oil Production and Quality,” authored by Dr. Marija Markoč, Executive Director of the House of Olives. Created in the town that is home to the Old Olive Tree and scented with fresh olive oil, this publication represents a unique work

Through a clearly structured and comprehensive approach, the monograph guides the reader through all key phases of the production process—from harvesting and fruit transport, through processing and extraction, to storage, packaging, and quality assessment. Special emphasis is placed on understanding the chemical and sensory characteristics of the oil, as well as on the influence of technological parameters on its final quality. This professional literature provides not only theoretical knowledge but also practically applicable guidelines that answer key questions of modern production: how to preserve the authenticity and natural values of olive oil, how to improve yield and stability, and how to choose the optimal technology in accordance with defined production goals. In this way, the House of Olives connects science and practice, enabling the improvement of processing methods and the continuous enhancement of final product quality. Such an approach contributes to the development of modern olive growing, which simultaneously preserves authenticity and follows international standards and trends in this field. Intended for students, experts, producers, and all lovers of olive oil, Oleotechnology represents a harmonious combination of science, experience, and dedication to one of the Mediterranean’s most valuable products.

BAR: The Adriatic’s next luxury destination

Along Montenegro’s southern coastline, Bar is quietly yet confidently emerging as one of the Adriatic’s most compelling investment and tourism destinations. Once known primarily as a transit and port city, Bar is now redefining itself as a modern Mediterranean hub where luxury, authenticity, and long-term growth converge. Unlike many coastal destinations whose identities revolve exclusively around tourism, Bar possesses a rare multi-dimensional character.

It is simultaneously Montenegro’s principal maritime gateway, an important commercial centre, and an increasingly attractive destination for high-end tourism and real estate investment. At the core of this transformation stands the Port of Bar, Montenegro’s largest seaport and one of the most strategically important logistics hubs in the region. Serving as a vital connection between the Adriatic Sea and the markets of the Western Balkans and Central Europe, the port plays a key role in shaping the city’s economic future and development trajectory.

ULTIMATE BAR | 105

A New Chapter of Mediterranean Excellence

Complementing this industrial strength is the growing importance of Marina Bar. Benefiting from a protected natural harbor, excellent nautical conditions, and steadily improving infrastructure, the marina is increasingly attracting yacht owners and sailing enthusiasts seeking an alternative to the Adriatic’s more established destinations. Its expansion is positioning Bar within the premium nautical tourism market, adding another dimension to the city’s evolving identity.

ULTIMATE BAR | 106

Together, the commercial port and modern marina create a unique combination rarely found along the Mediterranean coast. Bar is not simply a holiday destination—it is a gateway, a business hub, and an emerging lifestyle destination with significant growth potential.

A Destination on the Rise While development opportunities in premier destinations such as Budva and Kotor have become increasingly limited, Bar is entering a dynamic new phase of investment and

expansion. It is precisely this moment—poised between untapped potential and full realization—that creates exceptional opportunities for discerning investors. Among the projects symbolizing this transformation is the planned Liko Soho Hotel, a development valued at more than €60 million. Envisioned as a luxury hospitality complex featuring wellness and spa facilities, conference and event spaces, fine dining restaurants, and premium commercial amenities, the project has the potential to position Bar as an emerging destination for MICE tourism and international business events. Beyond this flagship investment, a broader wave of tourism-related developments—estimated at nearly €200 million—is currently underway. Notable among them is the Radisson Resort Ruža Vjetrova, alongside major projects being developed by the Čelebić and Šajo Group in Čanj. These mixed-use developments combine high-end hotels, residential units, and supporting infrastructure, with the po-

tential to transform the area from a seasonal beach destination into a year-round tourism zone offering elevated standards of service and hospitality. Further investment activity is visible in Sutomore, where new hospitality and residential projects are expanding the local accommodation offer. Meanwhile, the Maljevik area is being positioned as one of the most promising locations for sustainable tourism development along the Bar Riviera, emphasizing environmental integration and long-term value creation. What unites these projects is a shared strategic vision: elevating quality, extending the tourism season, and establishing Bar as a destination that appeals not only to leisure travelers but also to business visitors, wellness enthusiasts, and the growing community of digital nomads.

Infrastructure Driving Sustainable Growth A key factor supporting this investment momentum is the parallel development of critical infrastructure. Planned upgrades to the road network along the Bar Riviera, the construction of bypass routes to ease seasonal congestion, and the continued modernization of the Port of Bar are all expected to enhance accessibility and economic competitiveness. Equally important are ongoing improvements to the Bar–Belgrade railway corridor and enhanced transport connections to the airports in Podgorica and Tivat. Together, these initiatives will strengthen Bar’s connectivity to both regional and international markets.

Reimagining the Urban Landscape Bar’s transformation extends far beyond its coastline.

At the same time, the nearby region of Crmnica is gaining recognition as one of Montenegro’s most authentic wine and rural tourism destinations. Characterized by rolling vineyards, historic stone villages, and spectacular views overlooking Lake Skadar, the area offers an experience often compared to the renowned landscapes of Tuscany. The development of boutique wineries, luxury rural retreats, and slow-tourism experiences has the potential to enrich Bar’s tourism ecosystem while encouraging longer visitor stays and greater year-round activity.

ULTIMATE BAR | 107

New residential and hospitality developments in neighborhoods such as Topolica, Ilino, and Bjeliši are reshaping the city’s urban profile and introducing contemporary standards of living. Driven by a combination of local expertise and regional capital, these projects increasingly target international buyers and investors seeking both lifestyle and rental opportunities.

Investments in water supply systems, wastewater management, and energy infrastructure further reinforce the foundations required for sustainable long-term growth and the accommodation of a higher-value tourism segment. The combined effect of private-sector investment and public infrastructure development signals a significant shift in Bar’s evolution— one where quality increasingly takes precedence over quantity, and long-term sustainability replaces seasonal dependence.

Between the Coast and the Hinterland

ULTIMATE BAR | 108

One of Bar’s most distinctive advantages lies in its remarkable geographical diversity. Within a short distance of the coast lie both Old Bar and Lake Skadar, providing exceptional opportunities for cultural tourism, gastronomy, wine experiences, and eco-tourism. Future projects aimed at strengthening the connection between the coast and the hinterland—including concepts such as a cable-car link to Lake Skadar—illustrate a broader vision

of Bar as a destination that thrives throughout the year rather than during the summer season alone.

The Opportunity Before the Expansion Bar today stands at a pivotal moment in its history. It remains sufficiently undiscovered to offer genuine value, yet increasingly recognized by investors who understand the importance of entering a market before it reaches maturity. At a time when luxury is increasingly defined by authenticity, exclusivity, space, and meaningful experiences rather than mass tourism, Bar offers something increasingly rare in the Mediterranean: the opportunity to participate in the creation of a destination’s future. For those who recognize the moment, Bar represents more than an investment opportunity. It represents a strategic advantage.

COMPANY PROFILE

Možura – The foundation of a sustainable waste management future Možura Regional Waste Management Centre Ltd. Bar – a modern waste management system that protects the Montenegrin coast, reduces environmental risks, and transforms waste into a valuable resource for sustainable development.

THE SPATIAL AND DEVELOPMENTAL ROLE OF MOŽURA

The beauty of Bar and the Montenegrin coast depends not only on what is visible along the shoreline, but also on the system that quietly, responsibly, and efficiently manages the vast majority of municipal waste every day. Možura is therefore much more than a landfill—it is an essential piece of infrastructure that supports quality of life, tourism development, and the environmental security of Montenegro’s southern region. Možura Ltd. Bar operates the Regional Waste Management Centre serving the Montenegrin coastal region. In practice, this means that behind the scenes of everyday municipal cleanliness lies a complex system of monitoring, record-keeping, land protection, leachate management, landfill gas control, and the planned closure of sanitary landfill cells. Although this work often goes unnoticed, its results are reflected in cleaner streets, fewer illegal dumping sites, and a more stable and efficient municipal waste management system. The Regional Centre is located on the slopes above the Bar–Ulcinj main road, approximately 1,500 metres from the coastline and at an elevation of nearly 300 metres above sea level. This strategic location allows the facility to remain separated from residential areas, hidden from major tourist routes, and naturally integrated into the surrounding landscape while preserving the tranquillity of Hladna Uvala and neighbouring communities.

Location: Slopes above the Bar–Ulcinj road, isolated from residential areas and the tourist coastline Regional Role: Management and disposal of municipal waste generated by the municipalities of the Montenegrin coast, with the exception of Herceg Novi Primary Objective: Safe, controlled, and environmentally sound waste management in accordance with European Union standards At a time when Montenegro is aligning its environmental protection system with European Union requirements, Možura plays a particularly important role. It demonstrates that waste is not merely something to be removed from sight, but an issue directly linked to public health, land management, energy production, financial sustainability, and the development of a culture of environmental responsibility. It is important to emphasize that Možura does not replace municipal utility companies; rather, it represents the final and most responsible stage of the waste management chain. The quality of waste management depends on every preceding step – from waste separation in households, hotels, and businesses, through efficient collection by municipal services, to sanitary treatment and environmental monitoring at the Regional Centre. For this reason, the success of Možura is measured not only by its own performance but also by the ability of the entire coastal region to recognize waste management as a shared responsibility.

TECHNOLOGY AND OPERATIONS

From the bin to a green hillside: what really happens at Možura? Sanitary landfilling is not an improvised activity—it is a carefully controlled process in which every vehicle entering the site, every tonne of waste, and every landfill layer is recorded, managed, and continuously monitored. The process begins at the entrance to the Regional Centre, where incoming vehicles are registered and weighed. The digitalisation of this part of the operation provides a more accurate overview of waste quantities, origins, and delivery trends, which is particularly important during the summer tourist season when daily waste volumes can increase severalfold compared with the rest of the year. Entry control is therefore much more than an administrative procedure – it is the first step in monitoring waste flows and planning landfill capacity.

with the surrounding soil. This engineered system is the fundamental difference between a modern sanitary landfill and an uncontrolled dumpsite: the environment is protected through engineering design, continuous monitoring, and regular maintenance.

Sanitary Landfill Cells: Protecting Soil and Groundwater

Rainwater that percolates through the landfill body generates leachate, which must be collected and carefully managed. A drainage system installed at the base of each landfill cell collects the leachate, while its recirculation helps regulate waste moisture and supports the natural decomposition process. At the same time, landfill gas – primarily methane – is generated within the deposited waste. Rather than allowing it to become an uncontrolled source of greenhouse gas emissions and unpleasant odours, the gas is extracted through a network of dedicated gas wells and utilised as a valuable resource for electricity generation.

Waste is never deposited directly onto the ground. Instead, it is placed in specially engineered sanitary landfill cells whose base is protected by layers of geotextile and high-density polyethylene (HDPE) liner. These highly durable materials prevent waste from coming into contact

WHY THE SYSTEM MATTERS TO CITIZENS

ULTIMATE BAR | 110

Fewer Illegal Dumpsites – because households and businesses have access to a properly managed facility for disposing of municipal waste. Lower Environmental Risk – because water, soil, and air are subject to continuous monitoring and environmental protection measures that are not possible at uncontrolled disposal sites. Greater Transparency – because the digital weighing system and electronic records provide accurate data on waste quantities, sources, and seasonal pressures on the waste management system.

Leachate and Landfill Gas: Transforming Environmental Risks into a Controlled System

Daily Operations at the Landfill After unloading, waste is compacted using specialised landfill compactors to minimise the volume it occupies before being covered with a layer of soil. This daily procedure reduces odours, prevents litter from being dispersed by the wind, improves landfill stability, and extends the operational lifespan of existing landfill capacity. Order and discipline at Možura are therefore not merely matters of appearance – they are essential requirements for safe and efficient operation.

MODERNISATION, ENERGY AND INVESTMENT

Waste as a resource: landfill gas-to-energy, environmental monitoring, and a new development cycle One of the most significant milestones in Možura’s recent development has been the commissioning of its landfill gas-to-energy plant. This project simultaneously reduces environmental impacts, controls methane emissions, and creates an additional source of revenue that contributes to the company’s longterm financial sustainability. The landfill gas power plant has been in operation since 22 December 2025. Its role is twofold: on one hand, it captures landfill gas generated within the sanitary landfill cells, preventing its uncontrolled release into the atmosphere; on the other, it converts that gas into electricity, which is supplied to the energy market. The greatest value of this project lies in the new philosophy it represents. Waste is no longer viewed merely as a by-product of consumption, but as a resource capable of generating new value through appropriate knowledge, technology, and infrastructure. Since methane has a significantly higher global warming potential than carbon dioxide, capturing and utilising landfill gas also delivers substantial climate benefits. According to the available data, the power plant has an installed capacity of 1 MW, sufficient to generate electricity for approximately 400 households.

portance because they will enable recyclable materials— such as plastics, cardboard, glass, green waste, and other valuable fractions—to be recovered and returned to the economy instead of being permanently disposed of in sanitary landfill cells. The company has allocated €200,000 for the preparation of the Main Design for the new sanitary landfill cells, while the European Bank for Reconstruction and Development (EBRD) has provided €480,000 in grant funding for feasibility studies and the preparation of Možura’s longterm development projects. This demonstrates that future planning is not limited to expanding landfill capacity but is focused on creating an integrated waste management system that combines modern infrastructure, waste treatment, recycling, renewable energy production, and environmental protection.

Aligning with European Standards

Development Projects Transforming the Regional Centre Alongside energy recovery, Možura is implementing projects aimed at transforming the facility from a landfill primarily focused on waste disposal into a modern regional centre for waste sorting, treatment, and resource recovery. Feasibility studies and conceptual designs are currently being prepared for a Waste Sorting Centre and a Composting Centre. These projects are of strategic im-

Today, the Regional Centre already manages construction and demolition waste, green waste, and bulky waste. The future Waste Sorting Centre and Composting Centre will significantly expand processing capacities while reducing the amount of waste requiring final disposal. The Centre’s reclamation project, awarded Third Prize in the Young Energy Europe competition organised by the Chamber of Commerce of Montenegro in cooperation with the German Chamber of Commerce, further demonstrates that the future development of Možura is recognised as an innovative environmental and energy project.

ULTIMATE BAR | 111

As Montenegro moves towards the final stages of its European Union accession process—particularly under Chapter 27 (Environment and Climate Change) – waste management has become one of the most visible indicators of institutional capacity and environmental responsibility. Within this process, Možura plays a key regional role. It must simultaneously ensure the uninterrupted daily acceptance of municipal waste, modernise its technology, develop additional infrastructure, and support the transition from a disposal-based system towards the principles of the circular economy.

Monitoring, Digitalisation, and Reliable Data

tional management, and ensuring transparency towards municipalities and the wider public.

In recent years, significant improvements have been made to the landfill gas monitoring system and the leachate management process. The first results of these measures are reflected in better emission control, reduced odour generation, and safer management of biological processes occurring within the landfill body. The digitalisation of the weighbridge and incoming waste records enables operational decisions to be based on accurate, real-time data rather than estimates. Reliable information is essential for capacity planning, service billing, opera-

Financial sustainability has also become an integral component of environmental responsibility. Revenue generated from electricity production, international grant support, and planned public investment for future expansion are not separate initiatives – they are complementary elements of a single long-term objective: ensuring that Možura remains a stable, modern, and resilient regional waste management centre capable of accommodating seasonal increases in waste volumes, recovering valuable materials, and reducing pressure on landfill space.

CAPACITY, CHALLENGES, AND THE FUTURE

Most important environmental project in Southern region Waste volumes continue to grow, the existing sanitary landfill cells are approaching the end of their operational lifespan, and the coming years will be decisive for the long-term sustainability of the coastal waste management system.

Since commencing operations in 2012, Možura has received and safely disposed of more than one million tonnes of waste. The existing four sanitary landfill cells are nearing full capacity, and current projections indicate that, if waste volumes continue at the present rate, the available disposal capacity could be exhausted by the end of 2027. For this reason, completing the Main Design for the construction of new sanitary landfill cells and launching the procurement process for construction works have become the company’s highest strategic priorities. Throughout the year, the Regional Centre receives an average of 200 to 250 tonnes of waste per day, while during the summer tourist season daily volumes may exceed 500 tonnes as a result of increased tourism activity and consumption. This seasonal fluctuation clearly illustrates how closely waste management is linked to the economy of the Montenegrin coast. Tourism depends on clean cities and a well-preserved environment, which can only be achieved through a strong regional waste management centre supported by effective source separation within each municipality.

Cooperation with Municipalities and National Institutions The support provided by the founding municipalities of Bar and Ulcinj is considered essential for the stable operation

ULTIMATE BAR | 112

A SHARED RESPONSIBILITY FOR THE FUTURE Možura’s message is clear: waste cannot be managed by simply hiding it—it can only be managed through a well-designed system. That system begins with every citizen, continues through municipal waste collection services, and reaches its final stage at a regional waste management centre that must remain modern, safe, resilient, and focused on long-term sustainable development.

of the company. Cooperation with national institutions has been professional and focused on implementing strategic development projects. However, further progress will require even stronger coordination among all stakeholders, including municipalities, public utility companies, government institutions, businesses, and citizens. National planning documents recognise Bar as the regional waste management hub for Montenegro’s coastal area, further confirming the strategic importance of the Možura Regional Waste Management Centre.

What Citizens and Businesses Can Expect Over the coming years, Možura plans to expand its sanitary landfill capacity, construct a modern leachate treatment system, develop a recycling yard, extend the water supply network to the landfill, acquire new specialised equipment, and establish waste sorting and composting facilities. Following the closure of the existing sanitary landfill cells, the site will undergo environmental reclamation in accordance with European standards, including the potential installation of a solar power plant on part of the restored landfill area. These investments, however, cannot achieve their full potential without changes in waste management practices at the point of generation. Source separation in households, hotels, restaurants, and businesses must become an everyday habit. The more recyclable materials that are separated before arriving at the Regional Centre, the lower the pressure on landfill capacity, the greater the recycling potential, and the lower the environmental cost for society as a whole. Možura provides both citizens and businesses with an organised and environmentally responsible system for disposing of surplus waste at affordable and symbolic prices. This service plays an important role in reducing illegal dumping, preventing environmental pollution, and demonstrating that responsible waste management must always be supported by accessible public infrastructure.

INTERVIEW

Senad Arabelović, Executive director of Možura: “Our goal is to build a modern waste management centre – not just a landfill” A conversation about the landfill gas-to-energy plant, new sanitary landfill cells, recycling, capacity expansion, and the shared responsibility of citizens.

Q. Which technological improvements have produced the most visible results? A. We have upgraded our landfill gas monitoring system, improved leachate management, and introduced a fully digital system for recording incoming waste. The results are already evident through improved emission control, reduced odour generation, and more accurate operational planning. The digital weighbridge provides precise information on waste quantities and seasonal trends, which is particularly valuable during the summer tourist season. Implementing these systems brings us closer to European Union standards and supports Montenegro’s obligations under Chapter 27 (Environment and Climate Change). Q. What is currently the company’s highest infrastructure priority? A. Our highest priority is the construction of new sanitary landfill cells. The Regional Centre has been operating since 2012, and more than one million tonnes of waste have already been safely disposed of. The existing four landfill cells are approaching full capacity, and current projections indicate that available space could be exhausted by the end of 2027 if current disposal trends continue. Completing the Main Design and preparing the construction tender are therefore essential for maintaining the longterm stability of the entire coastal waste management system. Q. How does the tourist season affect the operation of the Regional Centre? A. During most of the year, we receive between 200 and 250 tonnes of waste per day, while in the summer months daily volumes can exceed 500 tonnes. This places considerable pressure on our infrastructure and clearly demonstrates the close relationship between tourism and waste management. A clean coastline is not simply a matter of appearance – it is a prerequisite for sustainable economic development. That is why we must both expand our disposal capacity and reduce the amount of waste requiring permanent landfilling. Q. Where do you see the greatest opportunity for improving the waste management system? A. The greatest opportunity lies in improving source separation at the municipal level. If households, hotels, restaurants, and businesses separated more recyclable materials, substantially less

waste would end up in sanitary landfill cells. This is precisely why we are developing the Waste Sorting Centre and Composting Centre projects. Our objective is to recover plastics, cardboard, glass, green waste, and other valuable materials so that Možura evolves into a regional centre for waste treatment, recycling, and resource recovery rather than simply a disposal site. Q. How would you assess cooperation with municipalities and national authorities? A. The support of our founding municipalities, Bar and Ulcinj, is extremely important for the stable operation of the company. Cooperation with national institutions has been constructive and professional, particularly regarding strategic development projects and alignment with European Union standards. However, stronger coordination is still needed, as the issue of future capacity is no longer a distant concern. Government support through the national capital budget, together with international grant funding – such as the EBRD’s support for feasibility studies and development projects – provides a solid foundation for our next major investment cycle. Q. What can citizens and businesses expect in the coming years? A. We expect to complete the remaining project documentation, launch the tender for the new sanitary landfill cells, achieve full operational performance of the landfill gas power plant, and begin developing our waste sorting and composting facilities. With an installed capacity of 1 MW, the power plant can generate enough electricity to supply approximately 400 households. Once the existing landfill cells are closed, they will be environmentally reclaimed, with the possibility of installing a solar power plant on part of the restored site. At the same time, we are planning a modern leachate treatment system, a recycling yard, an upgraded water supply network, and additional specialised equipment. Q. What message would you like to send to citizens? A. Waste management does not begin at the landfill—it begins in every household, hotel, restaurant, and business. Citizens can make a significant contribution by separating waste responsibly and using the organised facilities available for disposing of surplus waste. In doing so, they help reduce illegal dumping, protect the environment, and preserve the natural beauty of our region. Možura will continue to operate transparently and demonstrate that, when managed responsibly, waste is not merely something to be discarded—it is a valuable resource.

DIRECTOR’S CLOSING MESSAGE The future of Možura lies in waste sorting, composting, energy recovery, environmental reclamation, and the shared understanding that a clean environment is the most valuable asset of Montenegro’s coast.

ULTIMATE BAR | 113

Q. The Collection: What has been the most significant development at Možura over the past year? A. Mr Senad Arabelović: The most important achievement has been the commissioning of our landfill gas-to-energy plant, which has been operating since 22 December 2025. Equally significant is the fact that we have received permanent operating approval from CEDIS, marking the successful completion of one of our most strategically important projects. Landfill gas generated within the sanitary landfill cells is now collected and converted into electricity. This allows us to reduce environmental risks, control emissions, and create a direct economic benefit for the company.

INTERVIEW

Michael Bader President of the Foundation “Future of Montenegrin Tourism” Q. The Collection: You have been living in Bar for over two decades – what originally brought you here and why did you stay? A. Michael Bader: That was purely by chance and not planned at all. In 2005, I spent a short vacation in the municipality of Bar. At that time, it was still part of the State Union of Serbia and Montenegro. Somehow, I really liked it there, so I came back in 2006. Shortly afterwards, I bought a holiday apartment for myself. My original intention was to work less and spend my free time relaxing here. But things turned out differently. Soon afterward, the first friends from Germany came to visit me, and then the first tourists started arriving as well, also from Germany. Over time, what was originally intended as a private holiday retreat gradually turned into something more. I quickly realized that the German-speaking market is very important for Bar and Montenegro, yet it had been completely overlooked until then. Q. How do you view Bar today – more as a home or as a business base?

ULTIMATE BAR | 120

A. Bar is both my home and the center of my professional activities. My work focuses—on the one hand—on promoting the region in the German-speaking market, particularly through German media outlets, including television, print, and online platforms. As an example, I would like to mention the documentaries that I have organized and supported for companies such as Sat.1, VOX, WDR, and most recently ARTE. Through these productions, millions of viewers heard about Bar and Montenegro for the very first time. A Facebook group with more than 7,000 members provides prospective visitors with their first information about Montenegro. For about a year now, I have also been hosting the “Montenegro Expert Talk”, a live video podcast that offers first-hand information and insights about Montenegro.

On the other hand, I organize a live monthly gathering where interested German-speaking people come together to discuss a variety of interesting topics, exchange experiences, and learn more about life, travel, and opportunities in Montenegro. At these gatherings, I present interesting films and lead discussions on important topics, including many that go beyond tourism. For example, not long ago, the President of the Municipality of Bar, Dušan Raičević, was our guest. Speaking to a packed audience, he shared his vision for the future development of Bar and answered questions from attendees. Q. As a foreigner who has lived here for a long time – what does Montenegro do better than Germany? And what does it do worse?

A. After more than 18 years in Montenegro, I can say with confidence that there are several things Montenegro does better than Germany. One of the most important aspects is the strong sense of community and the willingness of people to help one another.

provement, particularly given the growing importance of animal welfare and environmental responsibility in the tourism sector. This is also the reason why, in the autumn of this year, I will be organizing the “Dancing for the Dogs” event for the second time.

There are also tangible advantages. Taxes are lower, and energy costs are more affordable. These factors make everyday life easier and create a more attractive environment for entrepreneurs, investors, and families alike. Combined with the country’s natural beauty and relaxed lifestyle, they contribute significantly to the high quality of life that many people enjoy in Montenegro.

The event has two main objectives: first, to raise public awareness of the challenges faced by stray dogs, and second, to generate donations for local NGOs that are working to improve their welfare. By bringing people together for a positive and engaging cause, we hope to contribute to better living conditions for stray animals and encourage a broader discussion about animal welfare in Montenegro.

On the other hand, there are, of course, areas where Germany performs better. At the top of that list, in my view, is the way nature and the environment are treated. Montenegro has made significant progress in recent years, but there is still considerable work to be done in this area.

Q. What can Bar offer differently compared to Budva or Kotor?

In addition, Bar still retains a great deal of natural beauty and green spaces, and I sincerely hope that these will be preserved in the years to come. A development similar to what has happened in Budva, with its large number of new construction projects, would not be desirable for Bar. The city’s attractiveness lies in its balance between development, quality of life, and its natural surroundings. Preserving that balance will be essential for its long-term success. As a holder of Montenegrin citizenship since 2023, I will continue to call Bar my home in the future. After all these years, Bar has become much more than just a place where I live or work – it is where I feel at home. My personal and professional roots are here, and I look forward to remaining part of the city’s development and future for many years to come. montenegro-experte.de info@montenegro-experte.de +382 67 109 109

A few weeks ago, Bar put its first solar-powered charging station for electric vehicles into operation. This is an excellent example of how the attractiveness of a destination can be enhanced with relatively little effort while also promoting sustainability. Another important issue is the treatment of animals. In Germany, animal welfare enjoys a much higher level of public awareness and social importance. This is an area where Montenegro still has room for im-

A. I believe that Bar’s special appeal lies in the fact that it is not yet as heavily developed as Budva or Kotor. As a result, it offers greater potential for future value appreciation, both for investors and property owners.

TOP TOURS ON LAKE SKADAR Discover the best tours Lake Skadar has to offer The 60-minute tours follow two routes, both starting from the town of Virpazar, located at the confluence of the Crmnica and Orahovštica rivers, which together form the Vrištica River that flows into Lake Skadar. After visiting Lesendro, the journey moves into the channel of the Morača River, which joins with its largest tributary, the Zeta River, before flowing through the Zeta Valley into Lake Skadar. “Lovstvo” LLC from Bar is a company founded by the Municipal Assembly of Bar and, as such, has managed the “Bar” hunting ground since 1998. The company’s core activity combines hunting for sport and recreation with commercial operations, game breeding, wildlife protection, and the planned, rational use of game.

in the part bordering the Skadar Lake National Park. Specifically, the area is bordered by the Municipality of Cetinje to the north, the Skadar Lake National Park to the northeast, Albania to the southeast, the Municipality of Ulcinj to the south, the Adriatic coastline to the southwest, and the Municipality of Budva to the northwest.

Montenegro is divided into five distinct hunting regions: the Northern, Eastern, Central, Sub-Mediterranean, and Mediterranean.

The objective of managing the hunting ground is to preserve ecosystem stability and ensure the progressive, sustainable management of wildlife. This is conducted in a manner that maintains biodiversity, reproductive capacity, productivity, and vitality, alongside its ecological, economic, and social functions, without causing damage to other ecosystems.

The “Bar” hunting ground belongs to the Mediterranean hunting region. The boundaries of the hunting ground align with the administrative territory of the Municipality of Bar, except

The measures undertaken by the company, as the designated custodian of the hunting ground, include: ● Organizing photo-hunting and filming expeditions; ● Organizing hunting activities for foreign visitors; ● Conducting sanitary culling to eliminate sick or potentially diseased animals; ● Conducting selective culling to eliminate genetically undesirable specimens; ● Capturing wildlife to repopulate other natural habitats; ● Conducting regular culling to maintain planned capacities and population structures; ● Organizing group visits to visually attractive wildlife habitats; ● Maintaining optimal population numbers through targeted management measures; ● Providing additional plant and animal-based food sources; ● Cooperating with local residents in order to prevent wildlife damage to private property.

Alongside this text, “Lovstvo” has provided several photographs from the hunting ground taken by our gamekeepers during field patrols across the area. The company also operates the regional Shelter for Abandoned Animals. In recent years, the Municipality of Bar has dedicated significant attention to solving the challenges caused by the increasing number of abandoned and stray animals. To this end, efforts were made to identify a solution that

complies with all international directives and best practices, while remaining the most suitable and efficient approach for our city. Several options were considered, and the location at Kufin proved to be the most appropriate solution. On this site—which is sufficiently distant from populated areas—a Shelter for Abandoned Animals was designed and built on a 6,000-sq m plot, of which approximately 2,500 sq m has been utilised. The facility seamlessly blends into the natural environment, while the surroundings have been enhanced through landscaping and the planting of new vegetation. The shelter was built in accordance with demanding standards and equipped to meet all veterinary intervention requirements, including modern equipment for more precise and reliable diagnostics. All of the above makes this facility the most modern in Montenegro and the region. In addition to animal kennels, the shelter includes an isolated observation area for newly admitted animals, a veterinary clinic, a kitchen, a burial pit, and an open atrium in the center intended for reception and interaction with the animals. As managers of the shelter, the team at “Lovstvo” is guided by a philosophy of responsible care and has ensured conditions that meet each animal’s essential needs, including high-quality food and water, space for movement, hygienic living conditions, interaction with humans, and the preservation of the animals’ physical and psychological well-being. Cooperation with NGOs and volunteers will continue in the spirit of mutual respect and positive practice, all with the goal of reducing and controlling the stray dog population. Through joint activities, the exchange of information, support in adoption, treatment, and the promotion of responsible ownership, a significant contribution has been made to achieving the goals of the local animal welfare strategy and reducing the number of abandoned dogs.

Bar Water Supply and Sewerage LLC is one of the key public utility companies in the Municipality of Bar, whose primary activity is ensuring a reliable and high-quality water supply, as well as managing the wastewater collection and drainage system. Its role is of vital importance for the daily lives of citizens, the functioning of the local economy, and the development of tourism. The Company’s mission is to provide all consumers with a reliable and safe supply of water suitable for human consumption. This mission encompasses several key objectives: ensuring high water quality, maintaining a continuous and stable water supply, efficiently maintaining utility infrastructure, and responsibly managing the system through the reduction of water losses and the implementation of environmental sustainability principles.

The Company’s vision is based on a clear customer-oriented approach, providing high-quality and reliable drinking water supply and wastewater collection services. This vision includes the sustainable use of resources, the application of innovation and system modernization, increased energy efficiency, public awareness and education, continuous infrastructure improvement, and the development of modern operational standards. Behind every drop of water delivered to households and commercial facilities lies a complex and carefully organized system. Bar Water Supply and Sewerage LLC operates an extensive network of water supply and sewerage pipelines, reservoirs, pumping stations, and supporting facilities, the maintenance of which requires continuous professional expertise, careful planning, and ongoing investment.

SUSTAŠ SPRING

BRCA SPRING The minimum discharge of the spring is approximately 60 L/s. It supplies water to the Sutomore area and part of Bar (the Zeleni Pojas and Gornji Šušanj neighborhoods).

ORAHOVO POLJE SPRING AND VELJE OKO SPRING These springs are the primary water sources for the Bar water supply system during the summer period. From the Crmničko Polje–Bar subsystem, up to 190 L/s of water is conveyed to meet the needs of Bar and Sutomore, made possible by the capacity of the pipeline running through the Sozina railway tunnel.

ZALJEVO SPRING The spring was developed (captured) in 1963. Its average annual yield ranges between 30-50 liters per second (L/s), while the minimum yield is about 17 L/s. Water from the ”Zaljevo” intake is delivered through an AC pipeline DN 300 mm to consumers in the settlements of Zaljevo, Mirovica, Rap, Bartula, Tomba, Lovrenac, and part of the settlement of Polje.

KAJNAK SPRING This is the largest-capacity spring within the Bar water supply system. The minimum yield of this spring is approximately 55 L/s. Part of the water from this spring (about 11 L/s) is pumped to the Stari Bar Reservoir through a ductile cast iron (DCI) pipeline ø150 mm.

GLAVA OD VODE SPRING AND VRTELJAK SPRING VRELO IN ČANJ SPRING The spring has a minimum discharge of approximately 7 L/s, while its average annual discharge is around 25 L/s. This spring supplies drinking water to the residents of Čanj.

These springs have small capacity. During the winter period, they supply consumers in the settlements of Brbot, Gretva, and Pijaca. As a permanent solution to the water supply issues of Stari Bar, the Vrteljak Spring above Stari Bar was captured and connected to the system. It is located in the bed of the Rikavac watercourse, a branch formed by the Lektion and Lizalo springs. Water from these springs is pumped to the Spile Reservoir.

ULTIMATE BAR | 165

The spring is well protected. Its minimum discharge is approximately 2–3 L/s (liters per second). The average annual discharge is estimated at around 25–30 L/s. This spring supplies water to the settlements of Sustaš, Mandarići, Gornji Marovići, and part of Ahmetov Brijeg.

The sewerage system of the Municipality of Bar consists of four functionally independent systems: Bar, Sutomore, Čanj, and Virpazar.

The Company’s professional services continuously monitor the condition of the water supply and sewerage network, carry out regular system monitoring, and respond promptly to any failures in order to ensure the stable operation of the system throughout the year. A particular challenge arises during the summer tourist season, when water consumption increases severalfold, requiring additional operational planning and an efficient field response. The maintenance of utility infrastructure is one of the Company’s top priorities. Field teams are engaged on a daily basis in repairing failures, replacing deteriorated installations, and reconstructing sections of the network, thereby ensuring the safety, reliability, and continuity of the water supply. Particular attention is devoted to promoting drinking water safety, environmental protection, and sustainable resource management. Given the essential importance of the drinking water abstracted, treated, and distributed by the Company, the implementation of a self-monitoring system in accordance with the principles of the HACCP system represents one of the key elements of its operations.

The stormwater drainage system has been constructed in the following areas:  Topolica I,  Topolica II,  Topolica–Bjeliši,  the section from the Old Intersection to the Railway Station,  part of the Ilino settlement,  the sections extending from Save Kovačević Street to Botun and to Suvi Potok,  the section from the Railway Buildings to Suvi Potok,  part of Obala Iva Novakovića,  the Čanj I area and the coastal zone extending from Čanj I to Čanj II.

Public drinking fountains are an important part of the public utility infrastructure, providing residents and visitors with continuous access to safe and quality-controlled drinking water. They also contribute to reducing the use of plastic packaging and promoting environmental protection. As part of our regular activities, the Company is responsible for the maintenance of these facilities, ensuring their proper functionality, sanitary compliance, and the continuous availability of safe drinking water. Public drinking fountains are located at several sites throughout the Municipality of Bar, including Virpazar, Zaljevo, Stari Bar (Old Bar), the Topolica Sports Hall, the seaside promenade and the “Šumice” Recreational Park. The Company has continuously worked on improving its business processes through the implementation of internationally recognized ISO standards, thereby enhancing service quality, operational efficiency, and overall competitiveness. Committees were established to oversee the implementation of the ISO 9001 and ISO/IEC 27001 standards. Through a comprehensive assessment of the existing situation and the preparation of a detailed implementation plan, these committees successfully implemented the standards and prepared the necessary documentation. The Information Security Management (ISM) Policy has been established and made available to all employees, displayed on the Company’s premises, and published on the Company’s website, ensuring transparency and raising awareness of the standards throughout the organization. Alongside the technical advancement of the system, the company is also working intensively on modernizing its services and improving communication with customers. In line with modern trends, digital platforms have been developed to provide easier and faster access to services. Two mobile applications are available to citizens.

zation. The Company has continuously worked on improving its business processes through the implementation of internationally recognized ISO standards, thereby enhancing service quality, operational efficiency, and overall competitiveness. Through a comprehensive assessment of the existing situation and the preparation of a detailed implementation plan, these committees successfully implemented the standards and prepared the necessary documentation.

The first application enables the quick and easy reporting of faults on the water supply network, significantly reducing the response time of the relevant services and ensuring a faster flow of information, which in turn shortens the time required to resolve each reported fault.

The second application functions as a digital customer portal through which users can check their account balance, make electronic payments, submit water meter readings, and receive notifications about planned works and potential water supply interruptions, as well as submit requests and inquiries. By introducing these digital services, the Water Supply and Sewerage LLC Bar seeks to enhance operational transparency and provide customers with faster and easier access to all information and services. Digital communication is becoming an increasingly important component of modern utility management systems and represents a significant step towards business modernization. All customers are also provided with the option of receiving electronic bills via e-mail. In this way, bills are delivered in the shortest possible time

while simultaneously reducing paper consumption and contributing to environmental protection. Electronic bills are delivered to all customers no later than the 5th day of each month. Customers who settle their obligations within the legally prescribed deadline—that is, by the 20th day of the month, are entitled to a 5% discount on their current bill. In order to further improve customer relations, Water Supply and Sewerage LLC Bar also implements special support programs. One of the most significant is the debt rescheduling program “Drop by Drop – A Fresh Start,” which enables customers to settle outstanding obligations through installment payments, with the possibility of partial write-off of accrued interest for those who regularly meet their agreed obligations. The program aims to facilitate debt settlement for citizens and contribute to the financial stability of the system. In addition, through the campaign “Be Responsible – Transfer Ownership,” citizens are encouraged to transfer water service connections to the actual property owners. This improves the accuracy of records, facilitates communication, ensures proper billing of consumption, and clearly defines responsibility for the settlement of obligations.

Through the call center, customers can obtain information on water consumption and billing, explanations regarding invoices, outstanding debts and debt rescheduling options, as well as receiving guidance on exercising various rights and accessing services. Citizens can also report irregularities and receive information on procedures, network maintenance works, and any interruptions in the water supply.

A dedicated segment of the call center’s activities focuses on assisting customers in the use of digital services, further facilitating access to information and enhancing the overall customer experience. Through the continuous improvement of its call center operations, Water Supply and Sewerage LLC Bar reaffirms its commitment to transparent, accessible, and efficient communication with citizens, placing customer needs at the center of its daily operations. Citizens can also access information through the company’s official website, where notices regarding planned works on the network, as well as any potential interruptions in water supply, are regularly published. In addition, all current updates can be followed through the company’s official social media accounts, which serve as a channel for timely public information.

In cooperation with the competent institutions, the company is also working on the development of a water consumption subsidy model for socially vulnerable categories of the population, thereby demonstrating its social responsibility and commitment to ensuring access to essential utility services for all, within the scope of its capabilities. Water is one of the most important natural resources and the foundation of life. Although it is often taken for granted as readily available, ensuring its supply requires a complex infrastructure system, continuous investment, and responsible management. Accordingly, Water Supply and Sewerage LLC Bar continuously appeals to citizens to use water rationally and responsibly. Although we often take it for granted, water is a resource whose availability depends on a complex system and ongoing investment. This responsible use through simple habits, such as preventing waste and maintaining household plumbing installations in a timely manner, contributes to resource conservation and the long-term sustainability of the system. Through continuous modernization, infrastructure development, and the enhancement of customer relations, the company is building a reliable, efficient, and sustainable water supply system. Its mission is clear: to provide a high-quality and safe service that meets the needs of a modern city, while ensuring the responsible management of resources for the benefit of present and future generations.

ULTIMATE BAR | 169

To improve communication with customers, a call center has been established, serving as an important communication channel with users. Its role extends beyond fault reporting and includes providing comprehensive support to citizens regarding all aspects of service use.
