JOB PURPOSE:
Overall financial management, logistical services, preparations, and compilation of annual statements using GRAP standards and another reporting role. Excellent project management and communication skills, including analytical capability and the ability to lead the Finance Division as a whole for the benefit of the institution.
REQUIREMENTS:
•A tertiary qualification (NQF Level 7) Bachelor’s Degree in Accounting or Financial Management or 4-year B-Tech Degree with majors in Accounting or Finance. •Member of the Institute of Internal Auditors of South Africa. • Minimum of 5 years’ finance or relevant experience of which 3 years Financial Services supervisory/management experience in the Public Sector.
• Understanding of relevant Public Service Regulations.• Excellent knowledge and understanding of the Community Education and Training Act.• Understanding of the Public Finance Management Act (PFMA), Treasury Regulations, PSET legislative frameworks, policies and regulations. • Knowledge of the Continuing Education and Training (CET) Act. • Knowledge of Government Legislation. • Knowledge of monitoring and evaluation methods. • Valid Driver’s Licence. • Added Advantages: • Post-graduate degree in BCom Accounting or Financial Management (NQF Level 8). • At least 3 years of middle management experience which should include leadership and experience in overall financial management and reporting roles, as well as 3 years in the Post-School Education and Training (PSET) sector as a Chartered Accountant or Associate General Accountant, registered with SAICA.
DUTIES:
• Assisting the Principal/Accounting Officer and Council in discharging the duties prescribed in the financial management policies of the College. • Establishing and maintain financial management structures. • Establish, implement and monitor financial management and internal control systems. • Contribute to the development of strategic, corporate, annual performance and operational plans whichever applicable, including coordinating, analysing and advising.
• Oversee the budget preparation process, providing advice and support to stakeholders and reviewing budget proposals prior to submission to the relevant approval authority. • Overseeing and managing the budget monitoring process, including the production of monthly and quarterly financial and performance reports and providing recommendations and advice to the relevant functionaries on how to address significant variances. • Regularly monitoring the institution’s controls over financial and logistical systems, supply chain management and their procedures in order to protect the integrity of financial information. • Overseeing and optimising the utilisation of electronic financial, logistic and management information systems.• Managing the finalisation of interim and annual financial statements in line with standards of GRAP and reviewing thereof, and managing engagements with assurance providers (i.e. Auditor General).

REQUIREMENTS:
M+ Recognised Degree/National Diploma in Human Resource Management/Development. Relevant PERSAL Certificates will be an added advantage. A Certificate in facilitation/ Assessor/Moderator will be an added advantage. 3-5 years’ relevant experience in Human Resource Development environment. Knowledge and understating of the application of Public Service legislative framework (Skills Development Act, Skills Development Levies Act, PSA, PFMA, PSR etc.). Knowledge and understanding of coordination and facilitation of training plus the application of Employment Equity Act. Knowledge and understanding of Performance Management Development System (PMDS) and Integrated Quality Management System (IQMS). Verbal and written communication and presentation skills. DUTIES:
Ensure overall supervision of the development and the implementation of the Training and Development Plan. Ensure that the Workplace Skills Plan is developed, approved, submitted to ETDPSETA and implemented, as well as the Annual Training Report. Ensure overall supervision and proper implementation of awarding employee bursaries in line with the departmental policy. Ensure overall supervision and proper implementation of Internship and Learnership programmes in line with the departmental policy. Ensure overall supervision and monitor the implementation of PMDS and IQMS and conduct training to College officials. Provide technical guidance on the development of Job Descriptions and ensure that all officials have signed job descriptions. Ensure overall supervision and that the College Employment Equity Plan and HR Plan are developed, reviewed, submitted to Head Office and implemented. Supervise human, physical, financial and other resources.

Appropriate National Diploma/ Bachelor’s Degree in Psychology or BA Social Work (Major in Psychology) or relevant qualification. 1-2 years in Employee Health and Wellness environment or related field. Knowledge of integrated Employee Health and Wellness strategic framework. Understanding of Wellness Management including psychosocial, physical, financial and organisational wellness. Understanding of management of chronic illnesses. Understanding of Health and Productivity, including PILLIR. Understanding Safety Health Environment Risk Quality Management including processes of COIDA. In-depth knowledge in conducting counselling. Understanding of special programmes such as Gender and Disability. Knowledge and understanding of research methods. Knowledge of PERSAL. Knowledge and understanding of the application of Public Service legislative framework (PSA, PFMA, LRA, PSR etc.). Knowledge and understanding of bargaining process and dispute resolutions.

REQUIREMENTS
A tertiary qualification (NQF Level 7) Bachelor’s Degree in Accounting or Financial Management or 4-year B-Tech Degree with majors in Accounting or Finance. A minimum of 3 years’ practical experience in an accounting/finance environment. Audit articles will be an added advantage. Willingness to travel with a valid driver’s licence.
A candidate must have public sector experience, extensive applied knowledge of PFMA, GRAP and modified cash accounting frameworks. Coltech and SAGE financial systems experience will be advantageous.
SKILLS:
Strong analytical and communication skills (both written and verbal). Good interpersonal skills, presentation skills, planning and organising, problem solving, diplomacy, ability to work under pressure to meet tight deadlines. Strong negotiating skills. The candidate must be a team leader and have advanced knowledge of MS Excel, MS Word and MS PowerPoint.
DUTIES:
Management of AFS accounting disclosure of assets, accruals, operating and finance leases, prepaid expenses, commitments and retentions. Reviewing efficiency and effectiveness of systems of internal controls at the college in order to improve the integrity of financial information. Liaising with line function and other finance officials in order to obtain accurate and reliable financial inputs for financial reporting purposes within deadlines. Compilation of accurate financial inputs for reporting purposes, including creation of audit file with supporting schedules and evidence. Provide technical accounting support to line function and financial officials. Assist in the development and monitoring of the audit action plan. Responsible for providing response to audit findings, discussing technical audit issues with AGSA as well as providing guidance on audit issues to line function and finance units within the regions. Performing month-end procedures including cleaning suspense accounts and financial information for construction project management. Empower officials with GRAP accounting and financial management skills development. Manage the college budget process and associated expenditure process. Effective management of the finance officials under candidate’s supervision. Ensure that reporting deadlines are observed regularly and enhance the quality of monthly reports sent to the Department of Higher Education and Training. Review debtor’s reconciliation, creditor’s reconciliation, approve salaries and payroll reconciliation. Ensure effective corporate governance processes and sound resource management. Establish filing systems, staff supervision, training and development. Establish a culture of professionalism and inculcate good working ethics.
Assist with the implementation of Health and Wellness policy for the college. Assist with conducting Health and Wellness surveys. Coordinate Health and Wellness programmes based on the Health Wellness surveys. Assist in the implementation of initiatives arising from the surveys. Coordinate all logistical arrangements for workshops on Health and Wellness programmes to create awareness and support. Promote psyco-social wellness of employees in the college. Provide counselling. Promote physical wellness of employees in the college through sport. Provide interventions to mitigate absenteeism. Provide awareness and education on Health and Wellness issues. Monitor programmes to manage lifestyle diseases and health risks. Perform delegated functions.
