Prefacio/Preface
17
Preface Dr. Alfredo Martínez Moreno has arrived at a point in his life where he can and should (as a matter of justice) receive praise and recognition for his outstanding work as a professional and his exceptional human warmth. As a person, he is, first and foremost, an honest and prudent man of high civic and moral values who is known to be serene, charismatic, supportive and generous, all of these being qualities that have been present throughout his long professional career, during which he has stood out, above all, for being a ‘renaissance man’ who has known how to rise to prominence and excel in many areas, whether they be academic, legal or diplomatic. It should be noted that, as an academic, Dr. Martínez Moreno developed his teaching work in the Chairs of International and Integration Law as well as holding the post of Director of the Salvadoran Language Academy for thirty-seven years. As a jurist, he attained one of the highest positions that can be held in his country, serving as President of the Supreme Court of Justice. However, without any doubt, where he has had the greatest international impact is in his role as a diplomat. Alfredo Martínez Moreno, in addition to serving as Minister of Foreign Affairs for El Salvador, represented his country in various organisations and international forums, acting as a delegate for El Salvador at the International Court of Justice of The Hague, in the land, island and maritime border dispute between El Salvador and Honduras, with Nicaragua intervening. Dr. Martínez Moreno participated very actively in the preparatory meetings for the III United Nations Conference on the Law of the Sea, one of his responsibilities being to preside over the Second Commission of the Conference on the Seabed, which prepared the agenda for the Third Conference in Geneva. It was within the context of the Second Commission that he achieved a historic consensus for the regulation of international straits, this leading to him being known as ‘the hero of Geneva’. Nor can we forget his work as a member of the UN International Law Commission. His outstanding contribution to the field of the Law of the Sea and his experience as a diplomat were the reasons why we decided to dedicate this work to a topic well known to Dr. Martínez Moreno—Latin America and the Law of the Sea. Under this title, the work is divided into five chapters, in which distinguished Latin American academics and diplomats discuss issues related to the historical evolution of the law of the sea (Chapter I), marine spaces and the challenges of their extension in the region

(Chapter II), and controversial claims of sovereignty and marine boundaries (Chapter III), as well as international jurisprudence and dispute settlement (Chapter IV). The work ends with a fifth chapter in which the issues, instead of focusing on the law of the sea, are related to Public International Law. The idea behind this last chapter was to recognise the legal and international dimension of the honoured. The fact that this tribute book is the result of the contribution of distinguished scholars and jurists of international prestige from different countries, indicates the extent to which Dr. Martínez Moreno is considered to be one of the most cherished benefactors in this field. With this work we want to pay tribute not only to a friend, with the due affection that we have for him, but also to a professional, to his extraordinary generosity and the innumerable benefits that academia and doctrine have gained thanks to his contributions. It could be said that everybody who has participated in the production of this work is a friend and companion, but we have not been able to include contributions from everybody who has assumed this role over the years. Factors of time and space have made it impossible to give the opportunity to all those who could and would like to have participated in this public recognition of Dr. Martínez Moreno. Finally, we would like to thank all those who have contributed to the publication of this book and have thus undoubtedly facilitated a greater dissemination of the inestimable contribution of Latin American doctrine to the academy. In this regard, we would like to thank the editors (Dr. Víctor Luis Gutiérrez Castillo and Ambassador Ana Elizabeth Villalta Vizcarra) for having made, with their constant support, what was initially only an idea a reality. Hugo Roger Martínez Bonilla Minister for Foreign Affairs, Republic of El Salvador
