Animal Mosaic Series: Ceremony & Ribbon Cutting


Tioga Arts Council (TAC), and its project partners the Owego Rotary Club and Artist, Emily Jablon, Jablon Studios, are honored to announce the official unveiling of the OWEGO Animal Mosaic Series. To mark this momentous occasion, there was a small Ceremony & Ribbon Cutting on Wednesday, October 1, at at the alley located between 55-57 North Avenue, Owego. (Between Roasted Coffee and Golden Seam Bridal buildings.) The mosaics are located at 57 North Avenue.

The OWEGO Animals Mosaic Series is a pentaptych each individual panel is 2.5’ x 2.5’ and features an individual animal mosaic adhered to a panel, grouted and caulked with water-resistant materials. The animals selected for the project are all native to New York State, and represent various, local wildlife. They are: (left to right above photos)

Sugar Maple Cafè Owners Enjoy Downtown Owego Vibe

Aaron Fairfield, the owner and award-winning chef of Sugar Maple Cafè, has been cooking since he was a teenager for 30+ years. The Afton High School graduate started as a sous chef at the River Club in Afton. Fairfield, a graduate of the Culinary Institute of America, has been a chef at health care facilities, golf courses, country clubs, and as owner of the Hop Head Brewery. His culinary entry won an award in a Better Homes and Gardens contest and he was published in the magazine and has placed in other cooking contests.
Fairfield, who gravitates toward cooking traditional foods of the 1980s and ‘90s era, said, “I don’t specialize in anything particular I’m all over the place; I like to challenge myself with different cuisines.” He researches a variety of dishes, creates them and they’re spot on according to customers.
For instance, someone asked him if he could make head cheese for his mother. Aaron delved into how it was made: a Russian dish made from a pig’s head. The man’s mother, from Germany, was very impressed. It was exactly like the recipe she had eaten in Europe.
Fairfield's co-owner wife Jenna said, “People say that Aaron’s meals are comfort food what they’re used to eating at home, like what grandma used to make.” I would venture to say that not too many people would find comfort in eating head cheese from a pig’s head, but Fairfield is up for the challenge when it comes to creating new dishes. His dinner guests give positive feedback regarding his freshly-prepared meals such as Greek Stuffed Steak and Shrimp Ceviche Salad and consistently come back for more.
When he’s not cooking at Sugar Maple Cafè, Fairfield manages the cafeteria full time at the Owego Elementary School. Jenna is a full-time substitute teacher at the school. She’s warm and
friendly with cafè customers, which stems from experience in working with the public in financial institutions, the dental field and as a hostess at the former No. 5 restaurant in Binghamton.
When asked, who does the cooking at home, Fairfield immediately declared, “Nobody!” Jenna laughed and said they usually take out a frozen pizza or something quick. The Fairfield’s have five children: 21, 20, 19, 12 and 8 years old. The two older ones are out of the house on their own and the two older ones at home help out at the cafè, when needed. They're content with having a small, family-owned cafè and aren’t interested in expanding.
Their restaurant business started out as a cafè where The Brick House is currently located on 17-C, Owego, then they tried food trucking, calling it, "The Food Truck," but realized they were too old to keep up the pace of running a food truck. "That’s for 20-year olds,” Jenna said. They went back to brick-and -mortar at the same location, then moved to their new place at 200 Front St, Owego, in February. The downtown space makes it easier to connect with local patrons, Jenna said.
Sugar Maple Cafè serves meals at the indoor counter area, at tables outside in front of the building and on the back deck that seats 26 guests overlooking the peaceful flow of the Susquehanna River with a view of the Owego Bridge. They’ll have a new indoor dining room across the hall from the counter area soon.
Now that the couple is back to work at the Owego Elementary School, the cafè is open for lunch on Saturdays with dinner served Wednesday through Saturday. VillageAppreciation Night set for October 17

The Owego Police Department and its Benevolent Association will once again host the annual Village Appreciation Night. This year’s event is set for Oct. 17, and will run from 5:30 - 9:30 p.m. at the fairgrounds, located on W. Main Street in Owego.
The event was created following the pandemic to offer a free night out, and to thank the first responders and officials who work daily to keep
the community safe.
Highlighted at the event is a bonfire, along with free food, games for children, trucks on display, prizes, a hot air balloon, fireworks, live music, hay wagon rides, and much more!

Tioga County Appoints Brandon Clark as Chief Information Officer

Tioga County announces the appointment of Brandon Clark as the County’s Chief Information Officer (CIO). Clark, who served as the Deputy Chief Information Officer for Tioga County, will lead the County’s enterprise technology strategy, cybersecurity compliance, digital services, and interdepartmental IT support.
“Brandon has proven himself as a steady, future-focused technology
leader,” said Jackson D. Bailey II, Tioga County Administrator. “As Deputy CIO, he helped us modernize critical systems, strengthen cybersecurity, and improve day-to-day service delivery for employees and residents. We’re excited to see him accelerate that momentum as CIO.”
As Deputy CIO, Clark led or supported work that included:
• Cybersecurity and risk management initiatives (multi-factor authentication expansion, phishingresilience training, endpoint protection, and incident response protocols).
• Network reliability and disaster recovery improvements, helping advance continuity planning and backup/restore capabilities.
• Service modernization, including IT service catalog and ticketing enhancements, user support improvements, and hardware lifecycle planning.
• Cloud and systems upgrades, coordinating migrations and integrations that improved performance and security.

Archaeologists from SUNY Binghamton announce the discovery of 3,000-year-old Indian stone tools and artifacts behind IBM-Owego. More than 7,000 people pay from $7.50 to $15.00 per ticket to see Frank Sinatra sing at the Broome County Veterans Memorial Arena. Sinatra, dressed in a black leisure suit, opens the evening with I Sing the Songs and closes it with My Way. Tioga County buries a Bicentennial Time Capsule at the courthouse lawn. The contents of the 16-cubic-foot capsule, which is to be unearthed in 100 years, include a highschool yearbook, toys, watches, rulers, the flag, pens, bottle caps, county documents, and hedge clippers. It also contains letters written by President Ford and five other national, state, and local representatives to their successors. A marker is to be placed at the site of the time capsule.
