Newark Valley Apple Festival
The 37th Annual Newark Valley Apple Festival was held October 1 and 2, at the Bement-Billings Farmstead. The event, sponsored by the Newark Valley Historical Society, featured a living history museum, great food, music, dancing, apple everything, gift shop, kids' activities, horse & wagon, crafters. Costumed demonstrators included open hearth cooking, cider press, blacksmith, soap, candles, spinning, weaving, and black powder shooting.
13th Annual Traci's Hope The 13th Annual Traci's Hope Fund Raiser was held on Saturday, October 1, at the Apalachin Field Day grounds in Apalachin. All proceeds from the event will benefit those fighting breast cancer in Broome, Tioga, and Susquehanna Counties. The event featured a BBQ, music, raffles, and many activities for the children.
Tioga Downs hosted the Maine-Endwell Little League baseball team last month. In a special ceremony following the evening’s third race, the team was honored for winning the Little League World Series Championship.

Village of Owego Awarded Preservation Grant The New York State Council on the Arts and the Preservation League of New York State awarded a Preserve New York grant of $5,000 to the Village of Owego. The grant will support the cost of a building condition report for the Owego Fire Station. The 1911 Central Fire Station is a landmark in the heart of downtown Owego, and the fire station’s tower can be seen throughout the community. Damaged by flooding in 2011, the building’s state of disrepair limits community use. The report will help the village prioritize restoration and maintenance. Preserve New York is a signature grant program of the New York State Council on the Arts (NYSCA) and the Preservation League of New York State, and is made possible with the support of Governor Andrew Cuomo and the New York State Legislature.

Senator Akshar Announces Public Protection Funding Across the 52nd Senate District
Senator Fred Akshar joined local officials from the Broome and Tioga County Sheriff's Offices, the City of Binghamton, City of Norwich and the Village of Johnson City and the Crime Victims Assistance Center to announce public protection state grants to aid local municipalities, police and fire departments purchase equipment, expand services and strengthen community outreach. Twenty-four grants totaling over $300,000 will be spread across local agencies in Broome, Tioga, Chenango and Delaware “With this funding, we'll be able to move forward in purchasing muchneeded evidence collection equipment and an evidence vehicle,” said Tioga County Sheriff Gary Howard. “Senator Akshar's an excellent partner in protecting and serving our community.” The grants also include funding for the domestic violence and legal services through the Crime Victims Assistance Center and A New Hope Center.
“These grants are about helping protect our families, but they also help keep taxes low by easing the burden on local government,” said Senator Akshar. “That savings is passed on to the taxpayers across the 52nd Senate District.” Grants are administered through the New York State Department of Criminal Justice Services. Grants awarded in Tioga County include: Tioga County Sheriff’s Office, $25,000, Evidence Collection Vehicle and Supplies; Berkshire Fire District, $5,000, Radio Equipment; Nichols Fire Department, $5,000, EMS Equipment; Richford Fire Department, $5,000, Radio Equipment; A New Hope Center, $15,000; Domestic Violence Services.

Girl’s Summer Tech Camp at TST BOCES Teaches Students Technology Skills
Technology skills were the focus of the Girl's Summer Tech Camp that took place in July at TST BOCES. Penny Carpenter, Computer Technology teacher and organizer of the camp, planned various activities for students that ranged from web design to mobile robotics engineering. Participants wrote code to create a personal webpage, designed and programmed video games, and built robots. The Makey-Makey programmable circuit boards were donated by JoyLabz LLC. This kit helped to introduce participants to the basic concepts of electronics. Guest Speakers included Debra Howell, Director of IT at Cornell University and Patrice Torcivia Prusko, an Instructional Technology Specialist. Carpenter said the discussion topics focused on empowering girls to investigate STEM
fields of study. Each presenter shared personal stories of what it means to be a woman in the field of technology, and lead discussions around past, present and emerging technologies. The speakers stressed various ways that women can contribute to the diverse fields of technology and science. TST BOCES plans to offer the Girls Tech Camp again next year. Additional summer camps are in development for the summer of 2017. Sponsors for this year’s Girls Tech Camp included John C. A ribbon cutting ceremony was held on September 30 to celebrate the official opening of Tioga State Bank’s new location for affiliate Tioga State Investment Services at 18 Lake Street in Owego. Apalachin Fire Dept. - Replacing Station 1 Dear Apalachin Taxpayers, Over the past nine months since being elected Chairman of the Board of Fire Commissioners, I’ve been hard at work on several projects your Fire District is working on to better serve our community. Perhaps the most important project is the capital project to replace Station 1 on Pennsylvania Avenue. Following the referendum voters approved in November 2015, the Building Committee and Commissioners have been hard at work executing on this project within the budget. Our engineering firm put forward a bid package to the local construction industry and in April 2016 the quotes were received. Unfortunately those quotes far exceeded the estimates the engineering firm had developed. The feedback from contractors was unanimous in that the site work required for 230 Pennsylvania Ave was disproportionately large due to soil quality, topography, and modern building code compliance. Rather than ask the taxpayers for more money, the Building Committee went back to work to refine the scope and bring the project into budget. The Building Committee evaluated different building sites, different engineering firms, design changes, and funding options that could make this project affordable while still meeting the needs of the Fire District’s mission. Our anticipated plan is to receive updated building plans for the new station to be built at the existing site of 230 Pennsylvania Ave. We anticipate these plans being finalized in the next few weeks, at which time they will go out to bid again in late October or November. Our goal is a
signed contract before the end of the year with a firm to build the new station in 2017. You will also see the vacant house at 284 Pennsylvania Avenue that the district owns be demolished this month, the first publicly visible sign of the progress we are making. Finally, the Board will present our 2017 budget to you on October 18 at 7:00 pm at Station 1. In this budget plan, the financing for the new station will be added and this will cause the district to exceed the “2% Tax Cap”. Importantly though, the operational budget, which funds protective gear for firefighters, EMS supplies, and equipment like fire hoses and nozzles has remained within the tax cap limit despite continuing price inflation for required purchases. Your commissioners have worked very hard to be prudent stewards of your tax dollars and I feel the team I’m privileged to lead has done an excellent job. I’m grateful for the opportunity to share a brief update with you all. Lions 5K Walk/Run - October 15 The Apalachin Lions Club will host its 5th Annual Lion 5K Walk/Run on Saturday, October 15. The event will be held at the Apalachin Fireman’s Field Day Grounds at 10:00 am sharp with registration opening up at 8:30 am. The race will help benefit the Apalachin Lions Club Activities Fund, with all proceeds going back into the Apalachin, Campville, and Little Meadows communities. Prizes will be awarded to the Top Male, Top Female, and several different age brackets. A Kids Fun Run will also take place during the event.
The entry fee is $20 (pre-registration and includes an official race T-shirt) and $25 (day of the race, with limited Tshirts available). A small snack will be available after the race. The preregistration deadline is October 7.
