Re-Elect: Mike Roberts Town of Owego Highway Superintendent

As your Highway Superintendent, I have and will continue to be accountable to all residents of the Town of Owego. I am fiscally responsible, remaining under budget during the last three years while actively searching out new practices for cost control. I maintain presence at Town Board Meetings. I have ensured a better working environment through training, hands-on oversight, and the promotion of qualified, dedicated employees.

During my first term, with the help of my Deputy Hank Hines, we achieved significant gains such as paving over 20 miles per year, CDL driver training, streamlinied leaf pickup using vacuum trailers, and the development of 5-, 10 and 15 year culvert replacement and road paving plans.We implemented GPS

tracking on all trucks. Due to my 18year membership in the BMTS, I successfully applied for and secured $3 million in bridge grant funding. These accomplishments were achieved despite the ever-changing direction from the majority of the Town Board.

In the future, I will continue collaborating with the various local and state agencies to address infrastructure issues, particularly the historical neglect of bridges, roads, and culverts, while ensuring budget allocations benefit the Town as a whole. Please come out and support me, Michael Roberts, in the Republican Primary on June 24th at your regular polling place. Early voting begins June 14th

A Tioga County Dining Landmark Begins a New Chapter Under Kris and Amber Kasmarcik The Tioga County Chamber of Commerce held a Ribbon Cutting Ceremony Friday, May 30, 2025, at Donoli’s Restaurant and Banquets, located at 6510 State Route 434 in Apalachin.

The event marks the transition of ownership from longtime founders Scott and Linda Fargnoli to Kris and Amber Kasmarcik, who are preparing to take the helm of this 35-yearold local favorite. Donoli’s first opened its doors in January 1990, quickly becoming a popular destination for family dinners, business meetings, and special celebrations

across the region.

Rod Serling, 50, dies at Strong Memorial Hospital in Rochester of complications during 10-hour heart by-pass surgery. Serling, best known for his TV series The Twilight Zone, grew up in Binghamton. At the time of his death, Serling was living near Ithaca.

Castellucci Weighs In On Supervisor Race

I have been going back and forth about expressing my opinion regarding the upcoming Town of Owego supervisor primary. Some residents will receive a couple of letters from me over the next few weeks that will be self-explanatory. I have tolerated misinformation and half-truths disseminated in some public and personal circles regarding my running of the town. Most of my career I have ignored the rhetoric I can look in the mirror each day knowing I have given 30 years to this community and have done my best to make it a better place. Be assured, I also know I was Blessed by many in this community as well. My family will always be appreciative and humbled by your generosity and support. No one is perfect and I am no exception. Having said that, I can no longer sit quietly and let individuals create a narrative that discredits me for what they perceive will advance their chances of election success.

As most of you know, I announced my retirement in January, concluding my service to the Town on December 31, 2025. Apparently, whoever is writing Mr. Hellmer’s social media posts is confused because many of his posts are misrepresenting my record in an effort to advance his candidacy. I am not on the ballot. Most candidates contrast their views with individuals on the ballot for the office they are trying to get elected to. He uses cliches like accountability and communication and then insinuates that it does not exist presently. I have been accountable to the Town of Owego residents for 30 years, not like his one election cycle. Other than this current Board, which has become very divisive, I have never been told there was a lack of communication with the Board. The current lack of communication exists with 3 board members. I find it humorous that Mr. Hellmers says the committee system is broken. I went back through the minutes of board meetings from 1/2023 through 5/2025. Mr. Hellmers included three committee reports over that time. He reported an additional 2 reports for absent department heads. Mr. Jochem included two reports over that time. Mr. Marks included 1 report and 5 reports for absent department heads. It is very apparent this is happening because

the three of them communicate outside the town hall. July through August of 2023, Mr. Jochem and Mr. Marks used their report time to block highway purchases and positions. Having said this, I reviewed my first two years in office 1996 and 1997. I included 32 reports over that timeframe. The insinuation that I am not acting on the request to institute zoom meetings is just more politics. I have many more important things I am dealing with. Let me explain why this has been brought up. Mr. Marks went out of town for two months. He suggested we have zoom meetings. Since then, the topic has come up. Zooming meetings can be an effective tool in certain situations. This method was introduced and used during Covid (Not here). It was an available option if needed. It was not meant to be used permanently. I researched and found that Tioga County, the Town of Barton, the Town of Candor, the Town of Vestal, the Town of Union, the City of Binghamton, the Town of Windsor and Town of Conklin do not Zoom their meetings. Only the Village of Owego and Village of Endicott utilize zoom meetings. Quite frankly, the majority of the board has continued to make unnecessary, divisive decisions over the last two years. Some that have embarrassed the town. They have ignored the advice of council and outside council we had to hire because of their actions. If Zooming meetings are such a big concern for the public, then vote for it. You have majority. I could continue, but I don’t want to belabor the point. The main reason I am retiring is my health. I do not need added stress. I have enjoyed most of my time here and I am grateful. This is not written to upset individuals. Everyone has their opinion and choice in this race. In the supervisor race, I am supporting Joe Dapolito. He is young and will have a fresh perspective. He has stated, he will come in, take time to understand the job and then suggest possible changes he thinks would be beneficial. Unlike his opponents, who although they have never sat in this chair, certainly think they know what needs to be changed. The primary is June 24th.
