Tioga County Chamber of Commerce Hosts First Ever Federal Reserve Economic Presentation
The Tioga County Chamber of Commerce is proud to announce a landmark regional event, Economic Strategy 2026: A Federal Reserve Outlook, marking the first time the Federal Reserve has delivered an economic presentation in Tioga County. The event will take place on Thursday, February 19, 2026, from 2:00 PM to 5:00 PM at Tioga Downs. The program is presented by SUNY Broome and hosted by the Tioga County Chamber of Commerce and Tioga State Bank. The keynote presentation will be delivered by Kartik Athreya, Director of Research and Head of Research & Statistics at the Federal Reserve Bank of New York. Athreya will provide insights into national and regional economic conditions, emerging trends, and what lies ahead as communities plan for 2026 and beyond.
The event will be moderated by Giovanni Scaringi, Professor at SUNY Broome and a long-time regional leader with deep involvement across both Tioga and Broome Counties.

Tioga County DMV Offices to Close for Statewide Upgrade
The Tioga County Department of Motor Vehicles, along with all DMV offices in New York state, will undergo a large-scale system upgrade that will require the Owego DMV office to be closed for a short this monty.
The New York State DMV is implementing the initial phase of a multi-year project to replace and modernize its aging technology systems. To bring the first part of the new system online, the state is ceasing all DMV operations, including online transactions and their phone system at 2 p.m. on Friday, February 13, 2026.
Due to this upgrade, the Owego DMV, located at 56 Main Street, Owego, NY, will be closed on the following days: Temporary Closures: Friday, February 13: Closed Monday, February 16: Closed in observance of Presidents Day Tuesday, February 17: Closed Wednesday, February 18: Closed
The Owego DMV Office will reopen at 9:00 am on February 19 . Any changes to that will be posted on the county website under the
County Clerk and DMV pages.
During this time, the state DMV will migrate about 30 million records to the new system and complete the transition to bring the first phase of the upgrade online. Again, no DMV transactions will be able to be completed during this period, including through the state DMV website, and they will also not be answering their phones.
ABOUT THE DMV SYSTEM UPGRADE
New York State DMV has contracted with software company FAST Enterprises, LLC, which has implemented similar systems in more than 20 other states, to help NYS DMV modernize its technology platforms and service delivery in two major stages over the next two years. The new technology will replace and consolidate a significant portion of DMV’s legacy technology, some of which are over 50 years old. The goal of this initiative is to make the DMV more secure, stable, and agile and to provide DMV customers with more efficient, secure, and convenient services.
Apalachin Lions Club Scholarships 2026
The Apalachin Lions Club 37th Annual Scholarship program will award $3000 in scholarships to deserving students from the class of 2026 who live in the 13732, and 13760, 18830 zip codes. This covers Apalachin, Campville east to the Broome County line, and Little Meadows, PA. The scholarships are awarded to students who have made outstanding contributions in service to their community and school.
Distribution of scholarships will be as follows: One $1000 scholarship will be awarded to students who attend Owego Free Academy and Vestal High School .And one $1000 scholarship will be awarded to a student
who attends either of the following schools: Broome Tioga BOCES, Montrose Junior-Senior High, Seton Catholic Central High School, Ross Corners Christian Academy, Northeast Bradford Hight School and Home Schooling (LEAH).
The distribution of scholarships is based on the relative numbers of students from Apalachin, Campville and Little Meadows attending each of the schools.

Fall in Love with Your Party by Valentine’s Day!
The Tioga County Board of Elections reminds all registered voters that Saturday, February 14th, is the deadline to change your party enrollment before the 2026 Primary Election on June 23rd.
Primary elections are a way for political parties to choose who will be their candidates on the general election ballot in November. New York State has closed primaries, meaning that to vote in a party’s primary election, you must be an enrolled member of that party.
Enrollment change requests must be received by the Board of Elections by February 14th to be effective for the June Primary. Any enrollment changes received after that will take effect seven days after the June Primary. The Tioga County Board of Elections office will be open Saturday, February 14th, from 9:00 AM to 5:00 PM, to receive any last-minute enrollment changes. You can change your enrollment by submitting a new voter registration form to the Board of Elections using any
of the following methods:
- Use the NYS Board of Elections’ Online Voter Registration portal –learn more at elections.ny.gov. Application deadline is 11:59 PM on February 14th.
- Use the MyDMV customer portal –learn more at dmv.ny.gov. The application deadline if using the DMV portal is 1:59 PM on Friday, February 13th. • Submit a paper form to our office in person or by mail to:

Village of Owego officials are opposed to the Town of Owego's idea to buy the Parker house at 113 Front Street for use as a town hall. The village is concerned about increased traffic in the residential block, possible changes to the house's structure, and the loss of tax revenue of $500 per year that a homeowner would pay. Trustee Robert Melville says, "there is a commercial advantage to having offices in the village," but he is opposed to the idea because that area is a "special residential area."
The Board of Directors of the proposed Environmental Education Center are looking for a 200 acre site on which to build the center where people can learn about nature.
Last year, W. T. Grant & Co. was the third largest retailer in the country, but now, it forced to close its remaining 393 stores, including the ones in the Binghamton and Chenango Plazas.

Some Observations From the Hill

One time before I was old enough to go to school, Dad said to me, "Hub, I have to take a load of lambs to the butchers. Do you want to go with me?" A bunch of lambs had been sold to a butcher down at West Pittston. Dad told me that we would have to start out real early in the morning, so I had better get to bed right away.
When he pulled up in front of the house about 4:00 the next morning, he had a lumber wagon that he and the hired man had put real high sides on and they had loaded about 20 lambs in it. The sides were high enough so there wasn't much danger of lambs jumping over the sides.
By the time we got to LaGrange and turned down river, it was just getting daylight. The road followed the river and when we came to White's Ferry, the barge was on our side of the river so Dad drove the team up on this long flat barge with posts on the corners with loops for a cable that had been stretched over the river which was wide here and with not much current. Dad stood at the horses' heads and the ferryman picked up a stick that looked like the handle end of an oar with a notch cut in it. He dropped it over the cable and starting at the front of the ferry and putting pressure on the stick, by walking to the back of the ferry he pushed it out into the river. When he got to the rear of the boat, he released the pressure on the handle, picked it up and walked again to the front of the boat and kept this up till he reached the other side of the river.

Dad drove the team off and we were on our way to West Pittston which was still quite a ways. It was after noon by the time we got there and the butcher was anxiously waiting for he had run completely out of lamb and had some customers that had asked for it.
He told a young fellow there to get a lamb out of the wagon and dress it. He and Dad drove the rest of the lambs off into a holding pen. I stayed and watched the young butcher dress the lamb. To a farm kid, seeing animals killed and butchered isn't much of a novelty. He was expert but rougher than necessary, maybe because he had someone watching him. The butcher warned him to not be so rough, said he would bruise the meat.
When we left there we went to a restaurant. This was the first time I had been to one and so was quite an experience. The only thing I remember about what we ate was the rice pudding. We often had rice pudding at home but this seemed different, maybe more raisins. We left there and started the long trip home. To a four-year-old, this had been quite a day.
On the way home, Dad took a different route so that we came through Mill City which sounds a lot bigger than it was. It was a small town not far from Lake Winolawhich wasn't too far from home. By this time, the moon was up. This was in the fall of the year, but luckily we had beautiful weather all the way and a day that I would never forget.
