SPRING/SUMMER 2026

CELEBRATING 250 YEARS CELEBRATING 250 YEARS OF THE AMERICAN DREAM OF THE AMERICAN DREAM
MAYOR MICHAEL GLOTZ
Welcome to the Tinley Times, our brand-new magazine about the town we all love and the people who make it such a great place to live!
The Tinley Times delivers helpful Village news in a fun, new format. Keep it handy so you can reference it throughout spring and summer We’ll be publishing the Tinley Times bi-annually moving forward, so look for the next edition in your mailboxes sometime in the fall.
This year, our country will celebrate its 250 birthday. For a quarter of a millennia, the flag and the ideals for which it stands have guided our country through countless conflicts here and abroad, innumerable scientific breakthroughs, unprecedented innovation and growth, and an ever-changing world that seems to shift under our feet nearly every day.
We’re planning a special celebration to mark this historic milestone You can read more about it on Page 9, but suffice it to say, we’re going to make sure this party is one to remember
I love Tinley Park as much as I love our country, and I’m excited to share with you some of the things we’re accomplishing together.

HARMONY SQUARE DEFIES EXPECTATIONS
We all knew that Harmony Square was going to be a game-changer, but I don’t think any of us quite expected it to be as successful and popular as it’s been.
Situated in the heart of Downtown Tinley at 6700 North Street, Harmony Square has attracted about a quarter million people to town since it opened in July with an epic concert by legendary rock band the BoDeans. It has benefited not just Downtown Tinley and the town beyond, but the entire southwest region. Many of those people who came here stuck around to shop in our stores, eat in our restaurants, and patronize our establishments. Beyond giving people something fun to do no matter the season, Harmony Square has bolstered our local economy in truly wonderful ways.
Music in the Plaza, the Tinley Park Farmers Market, our annual Block Party, the Christmas Tree Lighting Ceremony, and the two-day Holiday Happenings are just some of the wildly successful events we’ve hosted there
Our ice rink experience, seasonal light shows, Movies in the Square, Game Nights in the Square, Cruise Nights, Boo Bash, and other events ensure there’s always something fun going on, regardless of what the temperature is outside.

We’re gearing up for another great season at Harmony Square. Stellar concerts, Live Band Karaoke, our summer music series including Moments in Music on Fridays, Make Music Nights sponsored by the Aileen S. Andrew Foundation, Music in the Plaza, all the great bands at our annual Block Party, and plenty of other new and existing events will await fun-seekers this year
We were honored in February when the American Public Works Association Southwest Branch named Harmony Square the 2025 Project of the Year winner in its category. It’s a truly monumental achievement, and I can’t thank our staff enough for all their hard work in making the new plaza so successful, especially our Marketing and Public Works departments. It has truly been a team effort, and I’m excited for all of you to see what we have planned for you in 2026 and beyond.
I hope you enjoy the brand-new Tinley Times Let us know what you think by sending an email to marketing@tinleypark.org!
This year is already off to a great start, and I’m positive it’s only going to get better as we move into the spring and summer months. I’m truly honored to be mayor of the best community on the planet. I promise to continue to listen to your feedback and work to make Tinley Park the best it can be for you and your family.
I’d love to hear from you. Ideas? Concerns? Just want to talk about how the Bears are going to win the NFC North again this year? Send me an email at mglotz@tinleypark.org or call Village Hall at (708) 444-5000. The future is looking good, and I’m glad to be along for the ride with you!

A pivotal year for Village Manager Pat Carr
Back in January of last year, when Harmony Square was just a construction site and not the wildly popular attraction it’s become, I told Village staff to prepare for a very busy year. We’d set some pretty big goals for the Village that were going to require a lot of hard work and creative thinking, and everyone would have to give 110% to make it happen. Our residents and businesses deserve nothing less than our best each day, and 2025 was going to be no exception.

Now that I’m looking at 2025 in the rearview mirror, I can say with confidence that I wasn’t overexaggerating. From the switchover to our new enterprise resource planning system, to the grand opening of Harmony Square and all the great events we’ve hosted there, to the new developments and infrastructure projects that came to town, last year was a whirlwind of activity and an extremely pivotal year for Tinley Park as a whole. And as I suspected, my team was more than up for the challenge.

Several staff changes have brought a welcome new perspective to Village operations.
Earlier this year, we appointed two new Assistant Village Managers, Marketing Director Donna Framke and Human Resources Director Angela Arrigo. Donna oversees the Marketing, Community Development, and community beautification initiatives, and Angela oversees Human Resources and Finance Both have done an excellent job so far, and I look forward to working with them more in the years to come
We also appointed former Building Official Mike Coleman as the new Community Development Director, a position he’d been filling on an interim basis for several months prior, and hired Sarah Mitchell as our new Finance Director in April. Sarah comes to us from Lisle, where she served as Deputy Village Manager/Chief Financial Officer. Congrats to both Mike and Sarah, who have been wonderful additions to our leadership team.
As we continue to build on the great progress we’ve made so far, here’s a look back at some of our key accomplishments in 2025 and beyond

TINLEY PARK POLICE DEPARTMENT TINLEY PARK POLICE DEPARTMENT
The Tinley Park Police Department has done a great job of responding to traffic enforcement In August, the patrol division began focusing on areas where the Village receives the most complaints, and the results have been outstanding and reflect the Village’s emphasis on making streets safer. Police conducted 1,417 more traffic stops in 2025 than in 2024, substantially increasing police visibility in our community and providing criminal activity deterrence

The Tinley Park Police Department saw the promotion of Keith Sullivan to Deputy Police Chief of Administration, and Jonathan Mittelman to Division Police Commander of Administration The Village also hired former Chicago Police Department Capt Brian McDermott as Deputy Police Chief of Operations, and former Illinois State Police Master Sgt James Poortinga as Division Police Commander of Patrol. Earlier this year, former Chicago Deputy Police Chief Frederick Melean joined the department as Division Police Commander, and the Village hired four fulltime police officers since January 2025. The Village also reached a four-year agreement with the Metropolitan Alliance of Police 192 thanks to the collective efforts of Village staff and MAP personnel
Join the Tinley Park Police Department at National Night Out from 6 to 9 p.m. Aug. 4 at Freedom Park, 7835 Timber Drive. Meet public safety personnel, view emergency vehicles, and enjoy family entertainment and booths from local businesses.

The department also has plans to replace the older water mains to decrease the number of emergency repairs. They’ll also upgrade the wastewater lift stations to increase efficiency and reduce unexpected repairs (which could lead to sewer back-ups), and upgrade the potable water pumping station to improve redundancy and larger issues in the future.
VILLAGE MODERNIZES VILLAGE MODERNIZES RESOURCE PLANNING RESOURCE PLANNING
One of the biggest projects last year was the Village’s transition to BS&A, a cloud-based enterprise resource planning system (ERP) that touches every single department in the Village and gives residents a quick, easy, and safe way to pay their utility bills online Led by the Finance and IT departments, the new system replaced legacy financial and community development platforms, standardized cross-departmental processes, enabled employee self-service, and laid the foundation for improved data governance, reporting, and long-term system integration. Kudos to the IT and Finance teams for all their hard work in bringing this great new system to the Village

BS&A IS THE BEST BS&A IS THE BEST WAY TO PAY UTILITIES WAY TO PAY UTILITIES
BS&A, the Village’s cloud-based enterprise resource planning system, makes paying utilities a breeze, and you don’t have to worry about your payment getting lost in the mail. It’s easy, instantaneous, and stress-free!
You can also pay your bill without signing up for an account! Just search your utility billing account number and then go through the steps to pay it. You can find your account number on your water bill or by calling the Public Works Department at (708) 444-5500.

Thanks to the efforts of the Information Technology Department, the Village placed fifth overall in the annual Digital Cities Survey, marking the fifth consecutive year achieving a top-10 finish This consistent recognition reflects sustained leadership in technology strategy, innovation, and service delivery, and validates the long-term alignment between IT initiatives and organizational priorities.
The IT Department has had a very productive year In addition to helping implement the new ERP system, IT staff replaced the Village’s legacy agenda system with the CivicPlus cloud-based Agenda Management platform, improving transparency, standardization, and public access to meeting materials. They also implemented Laserfiche as the Village’s enterprise document management system and modernized/centralized employee scheduling processes
IT also implemented enterprise network monitoring and alerting, completed Phase Two of the full network refresh, and began enabling advanced cybersecurity capabilities. In 2025, they launched a comprehensive data warehouse to analyze more than 300,000 daily License Plate Reader (LPR) metadata reads, enabling data-driven decision-making for the LPR program by measuring camera effectiveness, confidence trends, and hotlist hit rates across intersections.
IT also played a central technology leadership role in the Harmony Square project, delivering fiber connectivity, Wi-Fi, surveillance, and security infrastructure

enforcement, permits, and working on the details of the Village’s new Comprehensive Plan, which will roll out sometime in the fall. The Village is also in the initial stages of drafting a Strategic Plan that will help shape long-term vision and mission in Tinley Park

Last year, the Community Development team:
The Tinley Park economy continues to thrive, with approximately 1,100 active businesses, nearly 60 of which opened just last year. Among the newcomers are Pete’s Fresh Market on Harlem Avenue, the new Chick-Fil-A right to the east, a new Gas & Wash on LaGrange Road, and the new Teehan’s and Durbin’s at Harmony Square, among many others. The Pete’s Fresh Market has become the company’s highest-grossing store in the entire northwest region!
No discussion about Tinley Park would be complete without mentioning all the fantastic developments in the works right now. Thanks to the considerable talents of the Community Development Department, there are many exciting projects to look forward to this year and beyond.
