Dear Friends, Thank you for joining us at the Madison Region’s Economic Development & Diversity Summit. Your presence and participation today demonstrate a commitment to advancing talent, opportunity and growth for all the region’s citizens. For that we are grateful.

In continued partnership, the Urban League of Greater Madison (ULGM) and Madison Region Economic Partnership (MadREP) designed this Summit to build on our previous two joint events. In 2014, we laid a foundation for collaboration around the challenges and opportunities facing our region. In 2015, we put down deeper roots in our partnership with a larger, more focused event and the unveiling of the region’s first Workplace Diversity & Inclusion Survey. Today, we celebrate our ongoing collaboration with this Summit as together we pursue economic, workforce, and community development efforts that promote economic inclusion.

We recognize the critical role that diversity plays in business growth. Thriving regions across this country—those that we typically think of as top-tier—have embodied, embraced, and encouraged diversity in all its forms. The Madison Region is poised to become one of those top-tier regions if we act upon the opportunities before us. Today we explore some of those opportunities with our plenary speakers and breakout sessions, and undoubtedly with the many conversations that will take place among our attendees.

We encourage you to make new connections, ask questions, and adopt solutions that will improve your workplace, the region’s workforce, and ultimately our economy.

We are pleased to share today the results of the region’s second annual Workplace Diversity & Inclusion Survey, a benchmarking tool that captures data about workforce demographics, supplier diversity programs, and community engagement. We thank the companies who participated in this survey and urge all companies to take advantage of this tool for assessing and improving their own strengths and weaknesses relative to workforce diversity.

Today’s event brings together a range of voices from the public and private sectors, from our urban and rural communities, from all ages, ethnicities and viewpoints—all with the intention of convening around shared issues and interests. While this marks an important moment in our region’s progress, we recognize, of course, that it represents just one milestone in our ongoing collective efforts to strengthen our economy and the businesses and people that power it. M A N U E L PA STO R Dr. Manuel Pastor is a Professor of Sociology and American Studies & Ethnicity at the University of Southern California, where he directs the Program for Environmental and Regional Equity (PERE) and the Center for the Study of Immigrant Integration (CSII). Dr. Pastor holds an economics Ph.D. from the University of Massachusetts, Amherst and is the inaugural holder of the Turpanjian Chair in Civil Society and Social Change at USC. His research focuses on the economic, environmental and social conditions facing low-income urban communities—and the social movements seeking to change those realities. He served as a member of the Commission on Regions appointed by California’s Speaker of the State Assembly. In 2012, Dr. Pastor was awarded the Wally Marks Changemaker of the Year by the Liberty Hill Foundation in recognition of his many research partnerships with social justice organizations.

He speaks frequently on issues of demographic change, economic inequality, and community empowerment and has contributed opinion pieces to such outlets as the Los Angeles Times, San Jose Mercury News, San Francisco Chronicle, Sacramento Bee, Huffington Post, and many others. Dr. Pastor has co-authored many books, including his latest work with Chris Benner, Equity, Growth, and Community: What the Nation Can Learn from America’s Metro Areas (UC Press 2015).

FEATURED SPEAKERS D R . Y A S U Y U K I M O TO Y A M A Dr. Yasuyuki (Yas) Motoyama is a director in Research and Policy at the Ewing Marion Kauffman Foundation. His main research areas are regional ecosystems of entrepreneurship, drivers of highgrowth companies, and university-industry relations.

Dr. Motoyama is the author of a number of peer-reviewed journal articles, including articles in Technological Forecasting and Social Change, the Economic Development Quarterly, Review of Policy Research, Technology in Society, and the Journal of Small Business and Entrepreneurship.

He is the author of Global Companies, Local Innovations: How Engineering Aspects of Innovation Making Require Geographical Proximity, and a co-author of Local and Global Networks: Immigrant Professionals in Silicon Valley. An avid speaker, Dr. Motoyama has presented at numerous conferences in the United States and Japan. He also is the recipient of several honors and research grants.

Prior to joining the Kauffman Foundation, Dr. Motoyama was a postdoctoral fellow with the Center for Nanotechnology in Society at the University of California, Santa Barbara, where he was researching the process of commercialization and globalization of nanotechnology.

Dr. Motoyama earned a Bachelor of Arts with triple majors in history, international relations, and political science from the University of Wisconsin-Madison. He earned a Master of Public Administration from Cornell University, and a PhD in city and regional planning from the University of California, Berkeley.

E C O N O M I C D E V E LO P M E N T A D M I N I ST RAT I O N ( E D A ) As the Administrator of the U.S. Department of Commerce’s Economic Development Administration (EDA), Jay Williams is charged with leading the federal economic development agenda by promoting innovation and competitiveness, and preparing American regions for growth and success in the global economy.

Prior to joining the Department of Commerce, Assistant Secretary Williams served as the executive director of the Office of Recovery for Auto Communities and Workers. He also served in the White House as Deputy Director for the White House Office of Intergovernmental Affairs. In this position, he led efforts to engage mayors, city council members, and county officials around the country.

Assistant Secretary Williams served as the Mayor of Youngstown, Ohio from 2006 to August 1, 2011. During his tenure as Mayor of Youngstown, he led efforts that had a direct impact on improving the quality of life for the citizens of Youngstown. Prior to being elected, he spent five years as the Director of Community Development for the city. Before transitioning into public service, he enjoyed a distinguished career in banking, which included stints at the Federal Reserve Bank of Cleveland and First Place Bank, as a vice president.

Assistant Secretary Williams was born and raised in Youngstown. He graduated from Youngstown State University with a B.S.B.A., majoring in finance.

How much of our equity disparities problem could we solve simply by helping more people learn to read?

By Neil Heinen Y THE TIME YOU FINISH READING this column (what an assumption, eh?), I’ll have made a pitch for support for the Madison Metropolitan School District’s Read Up! program and a special project I’m working on with my colleagues at WISC-TV and the Wisconsin State Journal. But first, a little bit of eye-opening awareness and/or coincidence.

This feels slightly awkward given I’ve emphasized the absolutely critical importance of reading to grade level for third and fourth graders for the 20-year history of the Schools of Hope project, but reading is an even bigger issue than I knew. And while there are a lot of really good people working very hard on reading education and literacy for people of all ages, we sure have a lot of people who can’t read but could if we could get a little better at reaching them. That’s the eye-opener. The coincidence is that I’ve heard from more of these literacy advocates in the last six months than I have in the last 20 years.

Folks at the Literacy Network of Dane County, the Charles Hamilton Houston Institute Madison (STARS Program), Wisconsin Institute for Learning Disabilities/Dyslexia (WILDD),

and the Children’s Dyslexia Center–Madison have all been talking to me about reading. And that’s in addition to the aforementioned Read Up! program partners with whom I’ve also been talking. One of the questions I’ve been pondering is if perhaps these folks should be talking more to each other. Because they all seem to share a vision and a mission and I wonder if a little more collaboration might not be effective.

Some of the takeaways include a growing concern for undiagnosed dyslexia cases.

This feels like a crisis to me. Statistics vary (as usual), but even at the low end of the estimate of 3 to 7 percent of the popu-

While all of that is true, nowhere in that description does it reference Madison’s diverse communities and their contributions to the region. It’s time to change the narrative.

Whether it’s a Native American who expresses what it’s like to live in a city where her culture is often forgotten or an African American who writes about the different brand of leadership that Millennials are poised to bring to Madison, this new monthly feature is sure to offer our readers interesting and provocative views. It will give us ideas on how to craft a new narrative.

For employers, finding and retaining quality employees can be a constant challenge. The Department of Corrections strives to mitigate these challenges by providing incarcerated individuals with the opportunity to learn new skills and increase their chances for employment through targeted programming and the coordination of efforts with various state and local agencies.

Integrating strategies from the re-entry and workforce development fields can lead to a decrease in unemployment, reduced turnover, and meaningful workforce participation among individuals with a criminal record. This session highlights incentives available for hiring people with a criminal record, and describes the initiatives in place to train and prepare these men and women for their eventual return to the community and the workplace.

Featured Presenter: Ray Woodruff, Re-entry Employment Coordinator, WI Department of Corrections GROWTH AND OPPORTUNITY IN INDUSTRIAL CITIES | THEME: OPPORTUNITY | Hall G The loss of manufacturing jobs has shaped the Midwest urban landscape for more than a half-century. However, just as most cities have lost manufacturing jobs to a greater or lesser degree, most are working—with more or less success—to offer a higher quality of life to their residents while striving to make these communities more resilient to social and economic changes. The effort to improve the economic and social well-being of these cities and their residents occurs in an environment shaped by macroeconomic forces, state and national policies, and the dynamic relationship of city and region. Within this context, the Industrial Cities Initiative was motivated by questions about why some Midwest towns and cities outperform other cities with comparable histories and manufacturing legacies. Can “successful” economic development strategies implemented in “higher-performing cities” be replicated in “underperforming cities?” Can growth in these cities be aligned with economic opportunities for their residents?

Furthermore, entrepreneurs from communities of color can face unique challenges in their path to success. The Center for Dairy Research is UW’s dairy and beverage innovation center that will soon break ground on the new Babcock Hall (home to Babcock Ice Cream and BadgerMaxx). And the Madison Public Market is the City’s forthcoming retail, processing, aggregation, and distribution food hub in the Cap East District.

Madison Region Economic Partnership (MadREP) is the economic development agency for the eight-county Madison Region comprised of Columbia, Dane, Dodge, Green, Iowa, Jefferson, Rock, and Sauk Counties.

MadREP's work is defined by the Advance Now Strategy, the Madison Region’s comprehensive blueprint for economic development in the five-year period of 2013-2017. Advance Now was developed based on feedback from 2,000+ regional leaders and citizens, as well as research gathered through a Competitive Assessment and Target Cluster Analysis.

Under the umbrella of the Advance Now Strategy, our services include: • Proactive business retention and expansion efforts • Targeted business attraction via outreach to site selection professionals and in response to prospect inquiries • S trategic development of target industries, including agriculture/food/beverage, life sciences, healthcare, advanced manufacturing, and information technology • Implementation of the region’s federal Investing in Manufacturing Communities Partnership (IMCP) designation • Expansion of international opportunities for regional businesses, including exporting and foreign direct investment • Delivery and analysis of economic data that affects the Madison Region • Mapping of industry supply chains to identify and address gaps and opportunities • C onvening education/workforce development professionals and business/industry representatives to address human capital needs • Support of physical innovative spaces and expansion of entrepreneurship resources across the region • Technical assistance to entrepreneurs, including help with market valuation, market position, and value proposition • Marketing the Madison Region’s economic development assets and opportunities to national and international audiences • Expanding access to business and leadership opportunities for emerging and minority professionals • C onvening the region’s economic development professionals to collaborate and leverage resources that achieve common goals
