“Job Cuts” From page 1 At that point, the district will have spent its reserve and be forced into receivership, losing control over local decisions while at the same time being forced to pay for auditors and additional administration.

For many years, the district served more than 18,000 students, but since 2018, enrollment has been on a steady decline, with about 400–500 fewer students each year. In 2024-25 there were 15,070 students and there are just 14,620 students expected next school year. The decline in enrollment has led to a corresponding loss in revenue. Eighty-seven percent of the district’s budget comes from state funds based on enrollment.

During public comment, local resident Jane Barr told the board what it would be like if that happened. She’d experienced it, she said, because she was a trustee from 1992 to 2000, serving just when the district declared bankruptcy. In the case of receivership, a state-appointed administrator assumes control of the district and has veto power over all decisions while the district’s finances are reorganized. Audits can be ordered and investigations conducted with the entire cost, including the administrator’s salary, legal fees and more billed to the district. The PVUSD Board of Trustees would be merely advisors and have no authority.

“It’s not fun,” Barr said, adding that it would harm students during a time of turmoil. There would be key losses in personnel, more than the cuts considered that night, and the district would have a hard time finding qualified replacements.

“I ask that you take your job seriously,” she said. “I urge you to make these cuts.”

Ricardo Lopez, a junior at Watsonville High School, said the counselors are what is most needed at the moment. Lopez said his own brother committed suicide and if not for a counselor, he probably would have too. “If a student needs help, where are they going to go?” he asked.

Other students and parents shared similar stories. Parents of special needs students questioned how the district would meet its obligations to their kids.

It was a difficult night, with difficult topics on the agenda. Members of the crowd made things worse by yelling at the trustees and disrupting the meeting. As the night dragged on, it became apparent the meeting might not end by midnight, which would mean that the crucial votes for budget cuts might be delayed for weeks.

That’s when Trustee Gabriel Medina began trying to stall the meeting, clownishly asking questions that had already been answered and disrupting the proceedings by blurting out “Point of order!” He used other tactics as well, sometimes just fumbling for words.

Trustee Carol Turley, who had just been named the new board president earlier in the night, kept trying to keep the meeting on track, but it was a constant challenge for her.

“Emotional topics are on the agenda today.

We recognize that,” she said, but warned that continued interruptions would not be tolerated. She cut Medina off more than once.

There were two big votes for the board.

The first cut was to classified employees, eliminating a total of 78.5 full-time positions.

After the board approved the cuts, with Trustee Daniel Dodge Jr. and Medina dissenting, the audience erupted. Vague threats of violence could be heard, and Turley had enough of it. She called for the room to be cleared and officers from the Watsonville Police Department entered the Watsonville City Council Chambers, where the meeting was being held.

After a five-minute recess, the board then voted to eliminate 81 full-time positions among certificated employees, with all in favor except Dodge and Medina. The meeting ended soon after at 11:49 p.m. and police officers escorted board members to their vehicles. n

Cabrillo Chooses New President

abrillo College’s superintendent/ president search committee has chosen Dr. Jenn Capps to lead the school. Committee Chair and Trustee Christina Cuevas said she and Capps have reached a tentative agreement, with a projected start date of Jan. 20. The Cabrillo College Governing Board is expected to vote on Capps’ contract at its Jan. 12 meeting.

In a press release, Cuevas said the comJenn Capps mittee was “very excited” about recommending Capps, citing her leadership on innovative academic initiatives and her experience building partnerships with tribal nations, advancing sustainability efforts and strengthening workforce development programs. Capps currently serves as provost and vice president of academic affairs at Cal Poly Humboldt, where she has led major institutional changes since 2020.

At Humboldt, Capps co-led the selfstudy that helped the campus become the California State University system’s third polytechnic university. She also played a key role in securing a $458 million state investment to expand workforce-aligned

academic programs, boost enrollment and improve student success. Under her leadership, the university earned the Seal of Excelencia, an award recognizing commitment to Latino student achievement.

Before her work at Humboldt, Capps was dean of the College of Professional Studies at Metropolitan State University of Denver. In that role, she expanded public and private partnerships in fields such as health, technology and hospitality, which strengthened both community engagement and the college’s financial stability. Colleagues have described her leadership style as student-centered and strengths-based, with an emphasis on communication and transparency.

Capps holds advanced degrees in counseling psychology, is a licensed professional counselor and has expertise in juvenile rehabilitation and crisis response.

In a statement, Capps said she was “thrilled” to join Cabrillo College and thanked the search committee and governing board for their work. She said meeting faculty, staff and students during the interview process confirmed for her that Cabrillo is “an incredible place.”

“I look forward to working with the Cabrillo team on continuing to further student success and develop innovative programs that will advance the college,” she said. n

Cabrillo Announces Provisional Board Appointment Francisco ‘Paco’ Estrada Named Area V Trustee

A

t its December meeting, Cabrillo’s Board of Trustees voted 4-2 to provisionally appoint Francisco ‘Paco’ Estrada to the Board seat representing Area V. Trustee Area V includes the city of Watsonville and the southern portion of Freedom.

Estrada will fill the seat that was vacated by the untimely death of Manuel Bersamin, who was provisionally appointed in September 2024 and was elected to the Board in November 2024.

Estrada was sworn in by Watsonville Mayor Maria Orozco, and will fill the position until the next regular election of the Board of Trustees in November 2026.

Estrada is currently an analyst at the Local Agency Formation Commission of Santa Cruz County. Prior to that, he served as the Executive Director of Development for the nonprofit organization FoodWhat?! based in Santa Cruz. Paco was elected to Watsonville City Council, where he served from 2018-2022, and he served as Watsonville Mayor in 2019. He also was an associate instructor of History at Hartnell College.

arol Turley is the new president of the Pajaro Valley Unified School District Board of Trustees after a tense meeting Thursday in which the audience continually heckled the board.

With a decision on whether to make huge cuts in the budget later in the agenda, the board tackled the issue of leadership at the beginning of the meeting. Four trustees threw their hat in the ring: Carol Turley, Misty Navarro, Joy Flynn and Gabriel Medina.

Minutes after verbally attacking his fellow trustees Misty Navarro and Olivia Flores, along with Superintendent Heather Contreras, accusing them of conspiring in various misdeeds and conflicts of interests, Medina made a long appeal to the board to lead it. “Look at my record as proof of how I lead,” he asked the board. “I am ready to move this district forward.”

Navarro said she was good at controlling chaos, and so would be well suited to lead the board. She also said Medina was not qualified, as the chair would need to work with the superintendent and he had defamed and threatened her.

Navarro was heckled by the crowd, and quite a few criticized her during public comment. It visibly affected her, and Board President Flores asked the crowd to be respectful.

Joy Flynn followed with a powerful speech. She said she didn’t like to brag about what she has done for the community, but went into a long list of the many volunteer positions she has held,

such as being a board member of Second Harvest Food Bank, a commissioner on the county Equal Employment Opportunity Commission, and an organizer of racial justice protests. “I’ve been a very active community member and I’ve made a lot of change that many of you don’t know about,” she said.

Community members mostly spoke in favor of Medina, while a few pointed out that Flynn appeared to be the one trustee that was able to get along with everyone on the board. During public comment, a community member made an accusation of sexual misconduct against a family member of a board member. The charge prompted a five-minute recess by the board.

After the recess, the board returned more somber and got down to business.

Turley’s nomination received the first board vote and she was elected with a 6-1 approval. The lone vote against her was Medina.

Turley said as new board president that she wanted to hold listening sessions for the board to hear from the public outside of meetings, but that she also needed to be sure the board can complete its business at its board meetings.

Time limits on comments would be set, she said, for both public comment and trustees’ comments.

The decision for vice president was more contentious. Navarro, Medina and Flynn all wanted the position, but none could get the fourth vote until Carrasco relented on her first choice of Medina and voted for Flynn. n

Study Reveals Vistra Fire’s Effects

Calls for Environmental Testing Before and After Events

new study, likely the first of its kind, found that the fire at the Vistra battery energy storage system plant in Moss Landing spread enough toxic heavy metals to possibly threaten the future environmental health of Elkhorn Slough, with levels of heavy metals found at some places up to 1,000 times higher than before the fire.

The study, conducted by researchers at San José State University’s Moss Landing Marine Labs, showed that the full extent of

the pollution would have gone unrecognized without baseline environmental data, rapid testing and new methods of collecting data.

“It seems that if it wasn’t for our work this could have gone largely undetected,” said Dr. Ivan Aiello, who led the study. “Our data show evidence of battery fire metals up to four kilometers away from the storage facility.”

On Jan. 16, a fire destroyed about 75% of the Moss Landing plant, the largest lithiumion BESS facility in the world. The fire burned for two days and then reignited on Feb. 18. It spread ash and soot all around Moss Landing and north into Santa Cruz County. The study looked at where the fallout occurred and how it dispersed afterward. It noted that they were only able to get an accurate picture because the scientists had collected the same data in 2023.

“Having baseline data was essential to rapidly detect the fallout of the metals and then understand how they shifted over time, both at the surface and in the shallow subsurface,” Aiello said.

What he and the team of scientists discovered was troubling. Surface concentrations of nickel, manganese and cobalt increased dramatically — in some areas as much as 10 to 1,000 times above pre-fire levels — with the pollution clustered in distinct hotspots. The researchers estimate that roughly 55,000 pounds of heavymetal-laden particles fell across the slough.

In the weeks after the fire, surface concentrations decreased somewhat as rainfall and tidal action redistributed the particles, but the contamination did not disappear. Metals remained present in marsh soils and sediments.

“The Moss Landing battery facility is located within a complex and vulnerable landscape. It sits adjacent to Elkhorn Slough, one of California’s largest estuaries, near the town of Moss Landing, and is surrounded by intensively farmed agricultural land. The fallout from the fire’s smoke plume raises serious concerns about contamination of soils, water, and vegetation in this region,” the study, published in Scientific Reports, said.

Krampus Night Fun at the Santa Cruz County Fairgrounds

ust like Superman and Lex Luthor, or Harry Potter and Voldemort — Santa Claus also has a nemesis named Krampus.

Krampus is a figure from Central European folklore. On Krampusnacht, celebrated Dec. 5, the horned, demonic-looking creature accompanies Santa Claus to punish naughty children. They might be frightened, given a swat or even carried away in a basket. Despite all this, he has fans, and they gathered to see him at the Santa Cruz County Fairgrounds on Dec. 4 for a special night at Sparky’s Holiday Lights.

The idea was spearheaded by a small circle inside the Santa Cruz County Fairgrounds Foundation, which holds the event to raise funds for the fairgrounds. Stephanie Fontana and Jennifer Lemon had visited a holiday market in San Jose three years ago and saw a Krampus. It got them talking to Michael Gaither, also a fan, and momentum was underway.

“We didn’t know exactly what we were going to do, but we were going to do something,” said Fontana.

“And we didn’t want it to be too creepy,

because this is still a family event,” Lemon added.

The Sparky’s Holiday Lights event at the fairgrounds runs until Dec. 24. It is the sixth year of the event after it was created during COVID as a way to bring the community together during a rough holiday season. Dave Kegebein, former CEO of the fairgrounds and

a longtime leading volunteer, said he had wanted to create a holiday lights show for many years, and when the pandemic was in full force, the moment had arrived for it.

“I thought, ‘let’s try it,’ and it was successful because people couldn’t go out and do anything. And it’s been successful ever since,” he said.

The lights show is usually a drivethrough event that winds through the fairgrounds. Krampus Night is one of a few nights when visitors can walk through the lighted displays.

Krampus Night was added to Sparky’s Holiday Lights schedule last year. Lemon said the idea was not entirely well received at first, but eventually the Krampus fans were welcomed in. Linda Erbe, chairperson of the Sparky’s Holiday Lights event, said the whole idea was confusing to some.

“We’re used to regular Christmas. This is a whole new thing for us,” Erbe said. “But everybody has a good time. It adds to the Holiday Lights.”

Erbe said the event is a challenge for volunteers each year, but it continually improves and grows because of the many helpers like John Eiskamp, Kevin Larkin and others.

“You don’t have to have a special skill to be able to help,” she said. “We have jobs for everybody at the Fairgrounds Foundation.”

anta Cruz County supervisors on Dec. 9 voted to accept a portion of Aptos Creek Road into the County Maintained Road System, giving the county long-term responsibility for the newly constructed segment.

The action fulfills a commitment made as part of the Aptos Village Project, which required the county to take over the stretch of roadway between Soquel Drive and 190 feet north of Aptos Village Way. The right of way for the segment was acquired in 2011.

According to county records, county staff determined the road, which serves as

the primary entrance to the Forest of Nisene Marks State Park as well as an access point to the Aptos Village development, has been improved to an acceptable standard.

The board’s approval triggers the process required under Section 941 of the California Streets and Highways Code for adding roads to the county’s maintained system. While accepting the road will eventually create ongoing maintenance costs, the county does not expect immediate expenses because the roadway is newly built.

Future costs will be covered through the County Road Operations Fund. n

“Moss Landing Fire Effects” from page 7 The study focused on Hester Marsh, located about a mile or two downwind from the facility. It is a wetland restoration area within Elkhorn Slough. Three days after the fire, when the mandatory evacuation ended, researchers went to the slough and measured the metal pollution using a portable fluorescent X-ray machine. They found a widespread, shallow layer of metal pollution on the surface of the soil that began to disperse due to rain and tides. The contamination was not spread evenly, but appeared in patchy clumps of micron-sized metallic particles consistent with lithium-ion battery cathode materials.

Another important discovery was that “the most significant contamination occurred not adjacent to the site of the fire, but several kilometers downwind.” That, noted researchers, highlights the need for evacuation protocols that use plume-dispersion models, meteorological data, and continuously monitor air quality.

“Fires at lithium-ion battery storage facilities pose emerging environmental risks that remain largely undocumented under real-world conditions,” according to the study.

Because the pollution either entered water or settled into soil rather quickly, it was critical, the researchers wrote, that the measurements were taken right away. It was even more critical that they had previously taken samples from the area that could be compared. Both practices, the study noted, should be followed in regard to future development of BESS facilities and resulting accidents.

“NMC-based batteries, when subjected to fire conditions, can emit airborne particles capable of traveling significant distances before settling onto the landscape,” the study notes. “These results emphasize the need for proactive planning, site-specific risk assessment, and rapid, multi-scale environmental monitoring in the aftermath of battery fires.”

Previous soil and water test results released by the EPA had shown some increased levels of heavy metals as far north as Watsonville, but mostly lower levels than the new study found. Researchers attributed

this to the FpXRF technology. “The fallout’s thin, transient and patchy distribution would have eluded standard coring methods,” according to the study.

“Our findings provide rare real-world evidence of the environmental footprint of large-scale battery fires, underscore the value of having a baseline near industrial sites that pose contamination risks, and demonstrate the utility of FpXRF as a practical tool for rapid and spatially intensive environmental monitoring,” the study said.

The Vistra plant is currently being dismantled under the oversight of the Environmental Protection Agency. All the remaining batteries are being removed. The work began in July and is expected to continue throughout most of next year. The EPA began monitoring the air for pollutants from the fire on Jan. 16 and found no risk to public health.

Meanwhile, a proposed BESS plant outside of Watsonville has many local residents afraid of a similar disaster. Santa Cruz County Supervisors will vote on Jan. 13 on a new BESS ordinance that would appear to allow the project. Even if the county tries to stop the project, there’s a chance it could get approved by state regulators, bypassing local approval and control.

“That plant would be right near my dad’s home. I definitely don’t want it there,” said Dave Kegebein, referring to his father John Kegebein, one of Watsonville’s most beloved personalities.

Aiello said he had heard about the proposed plant, but did not know enough to comment on it specifically. “I think that newer BESS are built in smaller units, which would definitely reduce the risk of major battery fires such as in the case of the phase 1 Vistra storage facility,” he said.

However, as the study notes, accidents will certainly happen again. That’s why having a baseline to compare with, as well rapid sampling are very important.

“There are lots of details and lessons to be learned from our study, including the nature of the metal deposit — a very thin dust layer that is hard to detect with conventional sampling — and the fact that much of the signal decreased in the Elkhorn Slough wetlands after the rain and we would have missed it if not for the rapid sampling we did after the fire,” he said. n

County Declares Food Emergency Over

anta Cruz County has ended the local emergency declared last month over food insecurity caused by the federal government shutdown. On Dec. 9, county supervisors approved the cessation, noting that federal nutrition benefits have been fully restored and the acute crisis has passed.

The Santa Cruz County Board of Supervisors voted to accept a report on the shutdown’s impacts and formally terminate the emergency, which was declared Nov. 4 after the expiration of Supplemental Nutrition Assistance Program allotments left more than 35,000 county residents without roughly $6.5 million in monthly food benefits.

Local food banks and community groups reported a surge in demand that exceeded their capacity.

To address the emergency, the board had approved contributing up to $500,000 to Second Harvest Food Bank Santa Cruz County for emergency food procurement and distribution. Cities, the County Office of Education and the Community Foundation

contributed a combined $585,000. Second Harvest estimated the cost of feeding an additional 25,000 residents at about $1 million per month.

The federal government shutdown ended Nov. 12, and county staff confirmed that SNAP benefits have since been fully reinstated. Full benefits for November were issued, and full benefits will be issued for December.

According to county documents, the sharp spike in food assistance requests has eased, though year-round community food needs continue. Human Services Department staff expect an invoice of about $312,500 from Second Harvest for roughly two and a half weeks of emergency service, an amount within the board’s authorized funding.

Under state law, local emergencies must be terminated once conditions improve.

According to county staff, the return of SNAP benefits and stabilization of food distribution services made continuation of the proclamation unnecessary. n

Momentum for the effort increased after the final tournament draw on Dec. 5 in Washington, D.C., which set the groupstage matchups for the 48-team competition hosted by the United States, Mexico and Canada.

Visit Santa Cruz County staff attended a live telecast of the draw at San Francisco’s Chase Center as Bay Area destination representatives, sponsors and stakeholders learned the match schedule for the Santa Clara venue.

Qatar and Switzerland will open the slate of games at Levi’s Stadium on June 13, 2026. Other matches include Austria vs. Jordan on June 16; a playoff winner vs. Paraguay on June 19; Jordan vs. Algeria on June 22; Paraguay

vs. Australia on June 25; and a Round of 32 matchup on July 1.

The Bay Area is one of 16 host sites in North America. Levi’s Stadium will stage five group-stage games and one Round of 32 match. The U.S. Travel Association estimates 6 million visitors will attend games nationwide, with tens of thousands expected in the Bay Area.

Visit Santa Cruz County plans to use the region’s proximity — about 35 miles from the stadium — and Santa Cruz County’s appeal to draw soccer fans to local hotels, restaurants and attractions.

The agency has launched KickOffSantaCruz.com, a soccer-specific website offering lodging options, dining information and things to do for visitors traveling to the area.

The goal is to boost tourism through hotel bookings, curated experiences and special events tied to the tournament, expanding economic opportunities for local businesses and encouraging community engagement.

New Report Exposes the Limits of Plastic Recycling H ave you tossed plastic into a recycling bin recently? There’s a large chance that material won’t be recycled. That’s according to a new report, which finds that after decades of being touted as a solution to pollution, plastic recycling is not all it’s cracked up to be.

The report also highlights the growing scientific consensus on the health risks and economic costs of plastic pollution.

“Merchants of Myth,” the Greenpeace USA report, uncovered that less than a quarter of the most commonly produced types of plastics – found in items like bottles, jugs, food containers and caps – is actually recyclable.

Moreover, plastic recycling rates in the United States have been cut in half since 2014, from 9.5% to roughly 5-6% today, due to recycling access gaps, as well as infrastructure and technical limitations at recycling facilities.

Up to 43% percent of U.S. households lack access to basic recycling services, and participation in recycling is actually decreasing. Meanwhile, only 12% of national municipal recycling facilities are even capable of processing common consumer plastics. Despite the small amount of plastic recycling actually taking place, the public pays to collect and sort plastics, while most of it ends up burned or dumped in landfills.

Researchers say that the plastic industry, retailers, prominent plastic-reliant brands, and related trade associations are retracting their sustainability commitments while continuing to rely on single-use plastic packaging. And

Agri-Culture Accepting Scholarship Applications

gri-Culture, Inc. announced it is now accepting applications for its 2026 scholarships, offering seven awards for students entering or currently attending college in fields tied to agriculture and related disciplines.

The organization said the annual scholarship program is intended to support students pursuing degrees in agriculture, animal science, political science, history, culinary arts and other fields connected to the region’s agricultural community.

The Jimmie Cox Memorial Scholarship, the largest of the seven awards, provides $12,000 to a student entering or attending college and majoring in agriculture.

The scholarship is designed to assist students committed to careers in the agricultural sector.

The Jeannie Witmer Memorial Scholarship offers $4,000 to a student who has been active, either currently or previously, in the California High School Rodeo Association District 4 or the California 4-H Horse Program. Applicants must be entering or attending college with a major in agriculture and/or animal sciences. The award includes $2,000 contributed by American AgCredit.

The J.J. Crosetti, Jr. Memorial Scholarship awards $1,500 to a student pursuing a college degree in agriculture. The scholarship is open to students who are either beginning college or already enrolled.

The Laura Brown Memorial Scholarship provides $4,000 to a student entering or attending college and majoring in agriculture, a related field, or culinary arts.

Agri-Culture said the award reflects Brown’s

interest in agriculture and food-related professions.

The Frank Prevedelli Memorial Scholarship offers a $2,000 award to a student majoring in agriculture or a related field.

Students entering college or already enrolled are eligible to apply.

The Lou & Carol Calcagno Memorial Scholarship provides $1,000 for a student pursuing a degree in agriculture or a related field, political science, history, marine biology, wildlife management or culinary arts. The scholarship is open to both incoming and current college students.

The Georgeann Cowles Eiskamp Memorial Scholarship, the final of the seven awards, offers $2,000 to a female student who graduated from a high school within the Pajaro Valley Unified School District boundaries, whether public or private. Applicants must be majoring in an agriculture-related field and must have completed at least two semesters of college coursework.

Agri-Culture said the eligibility requirements for each scholarship are detailed on the application. The deadline to apply is Friday, Feb. 13, 2026. Applications may be submitted online through the organization’s website.

he Santa Cruz County Board of Supervisors has proclaimed January 2026 as Positive Parenting Awareness Month for the 14th consecutive year, highlighting the role of parents and caregivers in supporting children, families and communities.

The proclamation points to the heightened stress many families are experiencing due to economic strain, food

insecurity, immigration concerns and a shifting political climate. Those pressures, county officials noted, contribute to worries about mental health, stability, housing and safety, particularly for Black, Indigenous, Latine, Asian and other families of color facing inequities rooted in structural racism.

Apartment Project Unapproved

Supervisors Vote to Take Over Approval Process

n apartment building planned on Capitola Road that had already been approved by the Santa Cruz County Planning Commission will have to get approval all over again after a unanimous vote by the Santa Cruz County Board of Supervisors at its Dec. 9 meeting.

The developer, Workbench, had gotten approval from the Santa Cruz County Planning Commission on Oct. 22 to build a five-story, 57-unit complex at 841 Capitola Road.

The project had been pushed forward using “Builder’s Remedy,” which allows housing projects to move ahead, bypassing local restrictions, if a local Housing Element is not in place.

The supervisors voted to take jurisdiction of the approval process, which will mean another public hearing before it can be approved. While doing so, the board also signaled that other projects recently approved under “Builder’s Remedy,” including a housing project on Paul Sweet Road, might also have a second review.

Santa Cruz County was late submitting its required plan to add more housing, called a Housing Element, to the California Department of Housing and Community Development. As a result, the county’s Housing Element was not certified until April 12, 2024. Workbench submitted its application on April 9, 2024. Other projects were also submitted during that delicate period. However, according to county staff, the problems were not entirely due to the county as the state admitted that some clerical errors of its own delayed the process.

Neighbors who are against the plan contend that the state had given the county verbal approval of the Housing Element before April 9 and had threatened to sue if the county approved the project without a second hearing. Neighbors also noted that of the 57 units, only four would be low-income or very low-income units. “This is a paltry number considering the concessions that the applicant is receiving. While we support the county’s mandate for infill development, this project is exploitative and disrespectful to the community,” the neighbors’ appeal reads.

County staff recommended supervisors not take jurisdiction. A staff report contends that the neighbors’ argument falls flat because California law clearly states that a jurisdiction is not in compliance before the date on the Department of Housing’s letter of certification, which is April 9, 2024, and that confirmation by phone is not adequate.

Workbench has also threatened to sue and is currently fighting the city of Santa Cruz in court over the denial of a project. Tim

Gordon, of Workbench, said he understood the neighbors’ concerns, but housing is critically needed. Because of “Builder’s Remedy” laws, the county would not be able to stop the development and delaying it for a second hearing would only give the neighbors false hope. “And why give them false hope?” He asked the board.

Supervisor Manu Koenig (District 1) said he didn’t think the punishment from the state fit the crime by the county. “It doesn’t

feel that we created a situation that needed a remedy when we were doing everything we could to follow state law,” he said.

Koenig said he also had concerns about how the Planning Commission came to its decision. He said commissioners asked for information that was not provided them, and that their questions to county staff were not adequately answered.

“They approved the project and I think they erred in doing so,” Koenig said. “I would

Koenig added that the board should review any other projects that were approved under “Builder’s Remedy” laws, noting the proposed Sweet Home project at 3500 Paul Sweet Road, a six-story, 105-unit housing development.

“I think it’s incumbent upon us to make a list and check it twice,” Koenig said.

Supervisor Justin Cummings said he didn’t like the way “Builder’s Remedy” was being used either, and that the county really needs to think about what kinds of housing it needs.

“Four-hundred and twenty-five square-foot studios are going for $3,100 per month. Seven hundred-plus squarefoot one-bedrooms are going for $4,100 per month. There are very few people in this community that can afford that. When we talk about housing, we need to have the housing that is the best fit for our community,” he said.

None of the supervisors seemed opposed to taking jurisdiction and the vote was quick.

The new hearing on the 841 Capitola Road project is to be scheduled to take place within 60 days. n

Valencia Road Repair Project Set for Bid

anta Cruz County supervisors at their Dec. 9 board meeting approved plans and specifications for the Valencia Road storm-damage repair project and set a Jan. 8 bid opening. When started, contractors will have 60 working days to complete the job.

The project will restore a section of Valencia Road that was damaged in the December 2022 winter storms.

The work includes construction of steel soldier pile retaining walls, site grading, drainage improvements, metal guardrails, pavement repairs, and erosion control and revegetation.

The engineer’s estimate for construction is $422,627. Total costs, including engineering, right-of-way, geotechnical work, and other contingencies are estimated at $746,250. A Federal Highway Administration Emergency Relief grant will cover more than 88% of the project’s cost, The California Office of Emergency Services will cover another 8.6%. The county’s cost will be $106,430, and will come from SB 1 funds.

Caltrans determined the project will have no significant environmental impacts

under the National Environmental Policy Act. Bidding for the project requires contractors to hold a Class A license and be

registered with the state Department of Industrial Relations.

No Charges Filed Against Holtzclaw

Monterey District Attorney Decides It Was Self-Defense

SALINAS — No charges will be filed against Joshua Holtzclaw of Aromas in the death of Aptos man Trenton Black, the Monterey County District Attorney’s Office announced today. Black died during a confrontation with Holtzclaw at Moss Landing Harbor nearly six months ago.

Chief Assistant District Attorney Berkley Brannon said investigators spent a lot of time and effort on the Joshua Holtzclaw case, but Holtzclaw was defending himself from Black, so charges are not appropriate.

“When somebody dies like this, we want to very much file charges if we can,” he said. “But it was clearly a situation where Mr. Holtzclaw acted in self-defense.”

Bay outside and south of Moss Landing harbor. At around 8:30 a.m., Black, who that morning traveled in his fishing boat from Santa Cruz, motored to the area where Holtzclaw fished. Other fishermen in boats just south of Holtzclaw’s position witnessed what occurred next. One of them had previously agreed to provide Black some bait that day, so that fisherman assumed Black was coming for the bait.

Instead, Black motored southbound and approached Mr. Holtzclaw’s boat. He then made a U-turn around it at a radius of about 20 feet, then headed northbound to the harbor. Based on the actions they witnessed, it was obvious that Black and

Holtzclaw exchanged words during the turning maneuver, but the witnesses could not hear what was said.

Holtzclaw then followed Black. A camera pointing northbound toward the channel, about 200 yards from the confrontation, caught what happened next.

After Black entered the channel, he slowed down. Holtzclaw came rapidly from behind Black’s boat and, slowing a bit before the collision, intentionally rammed the rear of it.

As the boats continued to move into the harbor, Black leaped from his boat onto Holtzclaw’s boat. A fight ensued. Two witnesses on opposite sides of the channel, each about 80 yards away, described Black as dominating the fight.

One witness could see Black, the whole time, “beating the hell out of the other guy.”

Holtzclaw was in the bottom of the boat with Black over him, holding Holtzclaw in a headlock and delivering blows. During the struggle both men tumbled into the water. Holtzclaw got back into his boat and then swung at Black with an oar or pole. A larger commercial boat arrived on scene as Holtzclaw paddled his boat away from Black.

The crew saw Black in the water and heard him calling for help. When asked what happened, Holtzclaw replied, “He tried to kill me.” By the time the crew maneuvered the boat so they could throw a life ring toward Black, he “went under” and was no longer visible. Holtzclaw started his boat’s motor and moved off.

The pathologist who performed Black’s autopsy determined his death was caused by asphyxia due to drowning.

Brannon said that if the two men had been in vehicles, the crash would be similar to a fender bender. If charges are to be filed regarding Holtzclaw’s operation of his vessel, that will be up to the Coast Guard.

“It wasn’t of sufficient force to qualify for assault with a deadly weapon. Black didn’t even fall down in his boat. He immediately boarded Holtzclaw’s boat,” Brannon said.

Brannon said investigators spent a lot of time looking at the case, and that there was clearly an ongoing beef between the two. A screenshot of a “nasty text exchange” between the two was found on Holtzclaw’s phone, wherein Holtzclaw “was far less measured in language” than Black. Unfortunately, Brannon said, Holtzclaw had deleted all of the actual text exchanges between the two. As for Black’s phone, Brannon said the DA’s office was fairly certain it was stolen and who did it.

Brannon said an associate of Black’s, who clearly did not like Holtzclaw, is suspected of taking it. The phone was on the boat, he said, and a man was seen on the same video around Mr. Black’s boat.

“The phone was there and suddenly it was missing,” he said. “And this individual, when questioned about being a witness, had two phones on his person. He pulled one out of his pocket and it looked like Mr. Black’s phone. It was suspicious.”

Brannon said a search warrant was served at the man’s home, but the phone was never found. The DA’s office also obtained phone records from service provider, but received nothing useful.

“It’s one of the reasons the investigation took so long,” Brannon said.

Brannon said the DA’s office made the final decision on Tuesday and shared it with the family before letting the public know.

“They’re understandably disappointed and I sympathize with them,” he said. n “My sincere hope is that a year from now, no one with any credibility is still talking about a circular economy for plastic, and that we are united in focusing on reducing plastic production and use.”

Police Seek Info on Hit-and-Run in Watsonville

40-year-old Watsonville man suffered major injuries in a hit-and-run crash on Green Valley Road on the night of Dec. 7, the California Highway Patrol reported.

CHP officers said they were called to Watsonville Hospital late Sunday evening, where they contacted the injured pedestrian.

Investigators determined the man had been walking eastbound on Green Valley Road, east of Pioneer Road, between 9 p.m. and 9:20 p.m. when he was struck by an

unknown vehicle, possibly a sedan, traveling in the same direction.

The vehicle fled the scene, according to the CHP. The cause of the crash remains under investigation, and it is not yet known whether drugs or alcohol were involved.

CHP is asking anyone with information to contact the agency’s Santa Cruz office at 831-219-0200 on weekdays between 8 a.m. and 5 p.m., or the Monterey Communications Center at 831-796-2160 after hours.

Local Coalition Urges Passage of Childcare Safety Plan

L

ocal community organizations early this month urged California Attorney General Rob Bonta to adopt a Childcare Safety Plan as the statewide standard for family preparedness under AB 495.

At a Dec. 8 morning press conference in Watsonville City Plaza, the Pajaro Valley Collabora-tive, in partnership with the Childcare Safety Plan Coalition, announced that the community is nearing 1,000 completed Childcare Safety Plans after a year-long outreach effort. The groups said the milestone shows both the need for and effectiveness of trusted, communi-ty-led work to help families prepare for emergencies.

The Childcare Safety Plan is a confidential tool created by the coalition to help parents designate caregivers, list emergency

contacts and ensure children remain with trusted adults during a crisis. With AB 495 now in effect, organizers said adopting the CSP statewide would create consistency across counties and give families a clear resource to use.

“Attorney General Rob Bonta has consistently shown that he listens to Californians and responds with compassion and clarity,” said Tanya H. Ridino, Attorney. “He has always put the needs of our families first, and we are hopeful that his office will move swiftly and decisively to provide hardworking parents across the state the guidance and tools they need to fully and easily benefit from AB 495.”

Brightfield Shines in New Zealand

heryl Brightfield of Capitola concluded a successful run with the United States Youth National Team at the 2025 International Surf Rescue Challenge in Mount Maunganui, New Zealand, securing several top finishes in the challenging surf conditions.

Brightfield, a member of the 16-athlete U.S. Lifesaving Association (USLA) team, competed in the three-day event held at Mount Maunganui Beach from Nov. 27 to 30.

Her performance was highlighted by two third-place finishes in the mixed board relay events. She also contributed to the youth female board relay team, which earned a fourth-place finish. Individually, Brightfield achieved a sixth-place result in the youth female individual race, a key points earner for the U.S. squad.

The U.S. Youth National Team ultimately finished fourth overall among 11 nations competing in the U19 division. n

Rebele Family Shelter Celebrates 20 Years of Helping Families in Santa Cruz

H

ousing Matters is celebrating 20 years of providing safe shelter and supportive services to families experiencing homelessness through the Rebele Family Shelter. Since opening in 2005, the shelter has offered a refuge for families in crisis and a pathway toward long-term stability.

The Rebele Family Shelter, named for Rowland and Pat Rebele, was made possible by a group of compassionate community members who envisioned a safe and supportive environment for families with children. Located at the corner of Highways 1 and 9 in Santa Cruz, the shelter has become a community resource for families facing homelessness.

Operated by Housing Matters, the shelter offers apartment-style units with private bathrooms and showers, giving residents dignity and comfort during a difficult chapter in their lives. At any given time, up to 100 people call the shelter home.

It is one of the region’s only low-barrier family shelters, allowing families to access help without needing to meet restrictive requirements.

“Stable, safe housing is the foundation for everything else — health, education and opportunity,” said Phil Kramer, CEO of Housing Matters. “For 20 years, RFS has been a lifeline for families with children in Santa Cruz County. At Housing Matters, we are committed to creating pathways out of homelessness through interim shelter and supportive housing, ensuring families not only find immediate safety but also have the tools and resources to build lasting stability.”

During their stay, families work with case managers to develop a plan for permanent housing. Residents receive three

meals a day, access to welcoming common areas, and a community play area designed for children. The average length of stay is about six months, during which families are supported in overcoming barriers to stable housing.

Since 2005, more than 675 families have received shelter and critical support services through the Rebele Family Shelter, helping parents and children build brighter futures.

The shelter was funded through state grants, the Kresge Foundation, and local donors, including Rowland and Pat Rebele, Jack and Peggy Baskin, Dick and Mary Solari, Ow Family Properties, Maynard Manson, and Miles and Roseanne Reiter.

“My parents would be very, very proud of the fact that it’s still standing, still being used,” said Chris Rebele, son of Rowland and Pat Rebele. “We really need to focus on shelter, and that’s what Housing Matters is doing.”

Housing Matters partners with individuals and families to create pathways out of homelessness into permanent housing. In addition to interim shelter and supportive housing, the organization provides case management and housing navigation services. Its campus also hosts the county-operated Homeless Persons Health Project and Dientes, a nonprofit dental clinic, making health and dental

services accessible to residents and the broader community.

Supervisors Prepare for Phase 2 of Corridor Project

he Santa Cruz County Board of Supervisors took an initial step on Phase 2 of the Watsonville-Santa Cruz Corridor Program by approving a request for proposals to hire a project manager for the Soquel Drive portion of the project, between State Park Drive and Freedom Boulevard.

The board also accepted $3.8 million in funding from the Santa Cruz County Regional Transportation Commission to cover most up-to-construction costs.

Phase 2 is part of the larger Watsonville–Santa Cruz Multimodal Corridor Program Cycle 4 Project, which aims to reduce congestion, and improve travel times and air quality by providing better public transportation options, and less congested roadways. It’s plans contain three mostly parallel routes: Highway 1, Soquel Drive, and the Coastal Rail Trail. All

Still, when to claim will be entirely dependent on your unique situation. As you approach retirement, it’s important to understand the impact that timing has on your benefits.

“The timing of when you elect to receive your Social Security benefits warrants thoughtful consideration,” said Rich Guerrini, head of PNC Wealth Management.

“This decision can significantly influence not only the total benefits you receive, but also the trajectory of your investment income, your tax obligations, and even your healthcare premiums.”

How Your Benefit is Calculated

Your benefits are based on your top 35 years of earnings, adjusted to account for changes in wages from the year they were earned.

The Social Security Administration then applies a formula to those figures to arrive at your specific benefit amount at full retirement age (FRA), also referred to as your primary insurance amount (PIA).

There are three options for when to claim your benefits: claim early, claim at your FRA, or claim at age 70. Each comes with its own benefits and risks.

Claim at Age 62

You can begin claiming your benefits as early as age 62, but your benefits will be permanently reduced. Still, there are instances when claiming early makes sense: • You’re in poor health — The benefit of receiving Social Security early may be

worth it, particularly if you’re unsure if you’ll live beyond your break-even point; • You’re maximizing benefits with a spouse — Timing your claim to Social Security with your spouse can help you maximize a long-term benefit, while fulfilling cash flow needs in the present; • You no longer want to work — The lifestyle benefits of not working may outweigh a larger future financial benefit from Social Security; or • You want to preserve assets with growth potential — Claiming Social Security early may preserve investment or savings accounts.

Claim at Your Full Retirement Age

The primary benefit of waiting until your FRA is that you are then entitled to 100% of your benefits, without possibility of reductions over time. Your FRA for purposes of Social Security is based on the year you were born.

For those born between 1943-1954, their FRA is 66. For those born between 1955-1959, there FRA is 66 + 2 months for every year after 1954 until 1960. For those born 1960 and later, their FRA is 67.

Delay Your Claim to Age 70

You can delay claiming your benefits until the maximum age 70, with the primary advantage of increasing your benefits for the remainder of your life. Delaying a Social Security claim may make sense if: • You have other forms of income — You may realize tax benefits from pulling from sources such as retirement accounts or savings; • You’re still working — Working beyond your FRA may allow you to meet lifestyle

nd so here we are in the last weeks and days of the year 2025. Sunday, December 21, the Sun enters Capricorn and it’s winter solstice.

Monday the Jewish festival of Hanukkah ends.

Thursday, it’s Christmas. At winter solstice, (Latin for “sun standing still”), after three days of rest at the Tropic of Capricorn, the Sun begins its northward journey towards summer.

The days of the new light has begun. We gain seconds of light in the days after the solstice. It is always a paradox – summer and winter – in the light, there is always the shadow of darkness and in the darkness a flicker of new light is seen.

And so ... over 2000 years ago, as the Sun turned northward, a child was born in a town called Bethlehem (House of Bread). This birth provided humanity with an inflow of Cosmic life and light that permeated the envelope of the Earth, lifting and imbuing the Earth with a vital new energy.

This child was a holy child, prophesied and prepared for over eons of time, born at the “returning of light”, later becoming the “Light of the World.” The birth and life events of this child were the most important and momentous events in the evolution of humanity. There was evil on Earth and many in humanity were lost, having fallen behind into darkness. Without the appearance of this child the Earth would have fallen into greater darkness.

ARIES

Creates the beginnings of things, has a fiery, quick thinking mind, does not exhibit patience (especially for slower signs of Pisces, Taurus etc.), is filled with enthusiasm which means “filled with God.” Using the “I” word constantly, Aries is always developing a sense of self or a new identity, amidst being competitive, aggressive, and an impulsive risk taker. Murder Suspect Arrested S

anta Cruz County Sheriff’s detectives arrested 63-year-old Colin Sean Tisdale on Dec. 5 for the 2012 shooting death of Jeffrey Stephensen Smith.

On August 16, 2012, at approximately 3 a.m., the Santa Cruz County Sheriff’s Office and medical personnel were dispatched to a residence on Nicasio Way in Soquel for a report of a male suffering from a gunshot wound.

Deputies arrived and found Jeffrey Smith Jeffrey Smith alive, but critically injured. Despite immediate medical efforts, he died at the scene shortly after deputies arrived.

Sgt. Zack West of the Santa Cruz County Sheriff’s Office said there wasn’t a big break that led to the arrest, but it was the culmination of a 13-year investigation, with all the pieces finally coming together to point to the perpetrator. Tisdale, who West said was a suspect from the start, was already incarcerated on a separate charge when his arrest warrant for the murder of Stephensen Smith was issued.

The Future of Pajaro Valley Schools Depends on What We Do Now

••• n public education, there are moments that demand courage, clarity, and an unwavering commitment to students and the truth. For Pajaro Valley Unified School District, that moment is now.

The decisions before us are difficult, and painful, because they touch what we value most: our schools, our staff, and the children and families who count on us every single day.

On Dec. 11, our Board of Education will face the responsibility of confronting a growing structural deficit that threatens the long-term stability of our district. These challenges are not hypothetical, nor are they based on assumptions. They are real, urgent, and independently verified.

In September and again in October, the Santa Cruz County Office of Education formally notified us of the severity of our fiscal condition. As of today, PVUSD is facing a $12.15 million structural deficit this year, which is projected to rise to $29.65 million by 2027-28 based on the December Mid-Year Interim Budget.

At the same time, our enrollment continues to decline. Next year, we expect 473 fewer students, a trend that has persisted year after year. In California, fewer students mean less funding. And with salaries and benefits comprising approximately 80% of our total budget, and 92% of our unrestricted budget, staffing must align with enrollment realities.

These numbers are not comfortable to face but ignoring them would jeopardize the very future of our schools.

Reserves Are Not a Solution to a Long-Term Challenge

What Can We Do About Kids and Social Media?

ack in 1975, I was a typical 12-yearold. After school, my brothers and I played outside until dark. After dinner and homework, if I wanted to call a friend, I would use the phone on the wall in the kitchen within earshot of everyone, often including my younger brother, listening on the phone extension in our mother’s room.

Our television choices included family shows on one of the three networks: ABC, NBC, and CBS. The daily life of a typical 12-year-old today stands in stark contrast to my experience. Forty-some-odd years of biological evolution is minuscule compared to the social, cultural, and technological evolution that has happened since my friends and I ran around our neighborhood without a parent or phone in sight.

Today, kids are facing an unprecedented crisis in their mental health that has left parents wringing their hands about what to do.

Contrary to popular belief, the youth mental health crisis didn’t start with COVID. There was a 134% increase in adolescent anxiety between 2010 and 2018 and a 188% increase in emergency room visits for nonsuicidal self-harm in girls between 2010 and 2020.

These alarming trajectories were well

on their way before our kids faced nearly two years of COVID-19 isolation. What happened? Social media.

What do we do?

If you haven’t yet had the chance to read Jonathan Haight’s latest book, The Anxious Generation, I recommend you grab it as quickly as possible. In it, Haight makes the strongest case yet for the damage social media is having on our kids. He describes the disastrous cultural shift from play-based childhood to phonebased childhood and how parents have become irrationally fearful of stranger danger in the real world while handing our kids a device that opens them up to predators worldwide.

Recently, I asked a mother why she wouldn’t let her 11-year-old daughter walk the two blocks from school to my office for therapy. Like so many other parents, she shared her fear of someone “kidnapping” her daughter. I asked if she knew how long her daughter would have to stand alone on a street corner before, statistically speaking, she’d be kidnapped by a stranger: 750,000 years! The irony is her daughter has a smartphone.

I’ve heard people say that the genie is out of the bottle, and there’s nothing we can do about kids and social media. I disagree.

Let’s consider the primary function of social media. For most kids, social media is a way to connect with friends, and social connection is a healthy, necessary developmental activity. So taking away your child’s phone while “everyone else” has one, isn’t the answer.

Australia just passed a law banning social media before age 16. Florida recently passed a similar law. But it will take more than government restrictions to move kids away from their phone and back into real-life socialization.

It’s going to take collective action.

Imagine if parents across Santa Cruz County banded together in playgroups, neighborhoods, and schools to reduce screen time and increase free, independent time.

Haight suggests four new norms for groups of parents to agree to: 1) No smartphones before high school 2) No social media before age 16 3) No phones in schools 4) More independent, unsupervised play Even better, more and more adolescents are deciding to give up social media themselves. In my therapy practice, three of my teen patients have made the choice to turn off their social media accounts.

Others have had their social media accounts removed by their parents. When

this happens, I remind parents to replace the loss of social media with more real-world freedom and unsupervised time with their friends.

Without exception, each adolescent without social media has reported improved mental health. One shared, “I have to admit, I feel calmer now.”

orgeous young Matilda (A326781) is as Rottweiler as you can get: slightly wary of new people or situations at first but then friendly, sociable, bouncy, a bit rough-andtumble in play, and — with some positive guidance and training — the potential to be a lovely and fun companion, with an easy-care coat and sturdy composition.

Matilda has already lived with several different people. We’re not sure where she originally came from, since she had no microchip and no detailed back story, but the person who contacted us about her had gotten her from someone else who couldn’t afford to keep her and he, in turn, reached out to us because he couldn’t afford to feed her AND his current dog. Each person passed her along in hopes that a BETTER home could be found for her — and that’s what we’re hoping to do, too. Find someone ready and able to commit to a large, young, “very Rottweiler” Rottie and give her a loving, consistent, lifelong home.

She’s treat-motivated and LOVES positive reinforcement training. Like a lot of Rotties, she can be a little boisterous, silly, and a bit rough when she plays. She pulls some on a leash at first or when excited, and she IS a large, strong dog, so all those characteristics are important to consider. But during her time at the shelter she’s really started to show how sociable and friendly she is with everyone she meets, which is a key personality trait for a wonderful canine companion.

Alternatively, some species can endure frost damage to recover during warmer weather. If possible, outer foliage that succumbs to frost should remain through winter.

It insulates inner growth from subsequent damage. Besides, premature grooming can stimulate new growth that is more vulnerable. Many perennials prefer cutting back after winter anyway.

••• Highlight: Atlas Mountain Palm editerranean fan palm is a shrubby palm, with a few small trunks. Atlas Mountain palm, Chamaerops humilis var. argentea, is an even shrubbier variety. Mediterranean fan palm can grow slowly to about twenty feet tall. Atlas Mountain palm grows even slower to only about eight feet tall. Its several trunks become strikingly sculptural only after many years.

The primary allure of Atlas Mountain palm, though, is its distinctly silvery gray foliar color. Individual fan shaped leaves may be nearly two feet broad, with deep and narrow clefts. Petioles are so nastily thorny that grooming and pruning can be painfully difficult. Mature trunks can be six inches wide with dense coats of petiole bases. Bloom is not prominent.

Atlas Mountain palm is notably undemanding. Once established, it does not crave much water or fertilizer. Nor is it finicky in regard to soil quality. It is resilient to both extremes of heat and cold. After several years, it might benefit from thinning of superfluous trunks and pups. Among canna, frost damage is harmless.

ain was one clue. Cooler weather is another. It is now so late into autumn that it will be winter soon. Every regional climate experiences some degree of chill. Some, particularly to the north, experience frost. This limits gardening in two ways. Several species prefer a bit less cool weather. Several prefer a bit more. Every species prefers a particular range.

Apple trees, for example, require vernalization, which is a specific duration of chill.

Some cultivars require more than others.

Without it, they can not distinguish seasons, so do not know when to bloom for spring.

Consequently, few cultivars of apple perform adequately within Los Angeles. However, many perform very well in the cooler climates of San Jose.

Banana trees, conversely, need no chill, and are instead set back by frost. Some tolerate a bit more chill than others; but ultimately, they are all tropical species.

They produce fruit only within the months between frosts. Consequently, not many banana trees are notably productive within San Jose. However, they perform better in the climates of Los Angeles.

Banana trees stop growing when the weather is cooler than fifty degrees or so. That is a bit too much chill for them. However, frost does not occur until the weather is cooler than thirty-two degrees. Banana foliage can therefore be safely dormant during chilly weather. That is a range of twenty-two degrees. Different tropical species survive different ranges.

The simplest form of frost protection is to not cultivate species that are vulnerable to frost. This is, of course, a bit too restrictive for many who enjoy gardening. Instead, some grow vulnerable species in pots to move to shelter prior to frost. Some simply grow
