Aptos Local Wins Big Aptos High School graduate Brett Gotcher has been running most of his life, and he’s been the top local finisher eight times in the last 12 years, so it was no surprise to see him leading the pack throughout the 41st annual Wharf to Wharf race.

Gotcher matched his best finish ever and set a personal record by finishing third place with a time of 27 minutes,

Oyugi finished with a 12.19-second lead to defeat three-time winner and fellow Kenyan Shadrack Kosgei, who finished just ahead of Gotcher.

Gotcher has been running marathons on the world circut since 2010 and finished 5th in the 2012 Olympic Trials.

The twenty-one year old Oyugi kept a 30-40 yard cushion between himself and the rest of the field for half of the 6.2-mile race then really opened it up on the last down hill stretch ensuring no one could catch him.

Oyugi had just arrived in the States one week prior to the race — even his countryman Kosgei had never hear of him. You can be sure he won’t be overlooked next time.

Emily Infeld’s excitement grows as her victory sinks in.

A

nother surprise was Portland’s Emily Infeld, whose 30:51.99 was 9.7 seconds ahead of Almaz Negede Fekade of Ethiopia to earn the title of fastest woman in the 2013 Wharf to Wharf race. Infeld was making her debut in both a road race and the 10 kilometer (6.2 mile) distance.

“Everyone raves about this [race] and I heard it’s super fun,” Infeld said. “So my coach decided I could just come down here and see what kind of fitness I’m in and have fun running it.”

Infeld was not even aware that there were cash prizes involved, earning $4,000 for first plus the kicker for being the first American woman across the finish line.

While a surprise winner of the race, Infeld has a distinguished distance running record. She recently graduated from Georgetown and was the 2012 NCAA 3,000 meter indoor champion.

At the 2012 Olympic Trials, she placed eighth in the 5,000 setting a new school record. She is an All-American, a Big East champion and a Penn Relays champion

who is currently training under coach Jerry Schumacher in Portland.

An elated Infeld said, “I only started back to my full training schedule two weeks ago and I have plans to race more track this summer, but after this I really want to do more road races!”

Infeld is already making plans to defend her title in next year’s Wharf to Wharf.

unday, August 25th is “Aromas Day” the celebration we all look forward to. It’s the day when the quaint little village of Aromas comes alive. Enjoy an easy drive on Highway 129 from Hwy 1 or 101. Follow the signs to the off-site parking lot on Markus and catch a free ride on a horse-drawn wagon into town.

Between 7 and 11 a.m., join us for a pancake breakfast, served country style in the historic Aromas Community Grange. While you’re there, be sure to check out all the wonderful items in the silent auction that benefits the Terese White Memorial Scholarship Fund. These scholarships are awarded to outstanding Aromas students who are going on to college.

Moving on to the “Main Event,” the street fair opens at 9 a.m. and runs full-speed to 4 p.m. with more attractions than warts on a hog. Arts and crafts vendors line the streets along with food and information booths. Check out the collector’s item T-shirts decorated with an original Aromas scene. If you love to look at classic cars and tractors, there will be some real eye-catchers for you to drool over.

Be sure you stroll through the lovely, “Art in the Park,” featuring artwork by the award winning Aromas Hills Artisans. It will be your chance to purchase original paintings and incredible crafts from a wide variety of media, such as stained glass, handcrafted wooden boxes,

weaving, clay sculpture, beaded and metal jewelry, photography, prints and etchings. There will be free art activities for the kids.

Children and the ‘young at heart’ will enjoy the petting zoo featuring farm animals such as chickens, ducks, little goats and bunnies. And, of course, there will be pony rides face painting and a magician. Older children will want to tackle the climbing wall.

Enjoy a wide range of music by talented local groups all day long.

Don’t forget the non-profit food booths, like the Boy Scouts, and 4-H. 4-H Youth will have a booth on the street selling plants, planters, popcorn and homemade jam.

They will be handing out information about the 4-H Youth Development Program.

water through the filters and sends it back into the system via a second hydrant. No water is flushed into the street. Currently, the District does not own this technology and is testing its effectiveness as a possible alternative to traditional flushing methods.

The District relies on 100 percent local groundwater that is limited and at-risk. Over the last several decades, more water has been drawn from the groundwater aquifers underlying the Soquel-Aptos area than is naturally replenished. This puts the aquifers at risk for ocean water seeping inland and

contaminating drinking water; known as seawater intrusion.

The District is working to protect the groundwater supply by reducing groundwater pumping by 35 percent for at least 20 years. Currently, the District is evaluating a desalination project in partnership with the City of Santa Cruz, along with increased water conservation. The District has also called for a second summer of water cutbacks to help protect already-low groundwater levels from the short-term effects of drought. Customers are being asking to reduce their water use from May through October with an overall goal of a 15 percent water savings.

Camp Opportunity Open House at Happy Valley Conference Center

t’s been an amazing 25 years at Camp Opportunity. We are Celebrating with an Open House on Sunday, August 25 from 1pm to 4pm at the Happy Valley Conference Center in Santa Cruz. We are inviting all former campers and counselors to come and enjoy reconnecting with old friends and sharing memories. Over the past 25 years hundreds of campers and counselors have been through our program, many of them returning year after year. Some like Executive Director/ Camp Director John Skinner who started as a camper in 1989, he’s never missed a summer of camp and works together with about 50 volunteers to make sure that our campers get the kind of attention and support that they so richly deserve.

Nestled among eucalyptus and coastal redwood trees in a quiet valley in the foothills, the objective is to offer children in the county’s foster care system a safe, fun environment where they can just be kids and have the full attention of an adult for a whole week.

The camp runs on a 1-to-1 counselor-tocamper ratio, each camper is matched with a counselor who stays with them 24 hours a day for the entire week, and many of

them returning year after year.

The camp is your traditional summer camp and more, with morning flag-raising ceremonies, cabin inspections, arts and crafts, photography, dance, swimming, hiking, archery, and campfires. An important part of camp are the Discovery classes, these are self-esteem classes and workshops that campers and counselors attend together each day.

The camp is run in two sessions. The first, in June, is for campers from 8 to 10 years of age. The second, in July, is for campers 11 to 13. There are about 35 campers in each session. Campers are referred to the

camp through Santa Cruz County Human Services. All funding for the camp comes from private donations and fund-raising events throughout the year. The amount raised each year is $40,000 to $50,000. Only 1 percent of the money raised goes toward administrative use. Land Trust Protects Rare Sandhills Land

Twenty-Five Acres between Scotts Valley and Felton a Conservation Easement

T

he Land Trust of Santa Cruz County this month acquired a conservation easement on the 25-acre Hihn Road Sandhills property between Scotts Valley and the San Lorenzo Valley. The easement will restrict development on the property, ensuring it will remain Sandhills habitat forever, while keeping the land in private ownership and on the tax rolls.

In its 25-Year Conservation Blueprint, completed in 2011, the Land Trust identified the Sandhills as a priority conservation area due to its rarity. The group plans to protect additional Sandhills land through easement or acquisition.

The Sandhills make up an ancient seabed. Sand dollars, seashells, and fossils of extinct sea mammals can be found there.

Biologist Peter Raven likened the Sandhills to the Galapagos because of their biological diversity.

The Santa Cruz Sandhills are home to seven species of plants and animals found nowhere else on earth, including the Mt. Hermon June Beetle, Zayante bandwinged grasshopper, Santa Cruz kangaroo rat, Ben Lomond spineflower, Santa Cruz wallflower, Silverleaf Manzanita and Ben Lomond buckwheat.

“It is a rare habitat, threatened by development and destructive human use, and needs protecting today,” said Land Trust Executive Director Terry Corwin. The easement was acquired from an individual who wishes to remain anonymous. Corwin said the Land Trust partners with the

Museum of Natural History to offer handson learning to elementary school students at the Land Trust’s 189-acre Randall Morgan Sandhills Preserve.

Funding came from a variety of sources, including $78,000 from the State Wildlife Conservation Board, and $98,000 from the US Fish and Wildlife Service, Endangered Species Act, Recovery Land Acquisition Grant Program.

Corwin said the Land Trust used $42,000 from its $13.5 million capital campaign to protect 10,000 acres, which was completed in January. Additional funding for the project also came through the Living Landscape Initiative Challenge Grant Program of Resources Legacy Fund, which is funded by the Gordon and Betty Moore Foundation.

Land Trust of Santa Cruz County — Formed in 1978 by local residents concerned about protecting the lands that make Santa Cruz County special, the Land Trust has protected more than 11,850 acres by working with willing landowners and conservation partners. The trust protects both working lands, like farms and timberland, and natural lands with high conservation value — thus protecting water supplies, wildlife habitats, and open space.

UC Santa Cruz Chancellor challenges community to support Seymour Marine Discovery Center SANTA CRUZ — UC Santa Cruz will double the impact of new gifts to the campus’s Seymour Marine Discovery Center through a matching gift program. The “Chancellor’s Challenge” program will match (on a dollar-for-dollar basis) any new gift or increased levels of giving to the Seymour Center in 2013, up to a maximum of $200,000.

“Since it opened in 2000, the Seymour Center has been an exciting and vibrant place for the public to learn about the oceans and marine science,” said UCSC Chancellor George Blumenthal. “From fisheries to climate change, ocean issues affect us all, and the Seymour Center is helping to grow the next generation of researchers and practitioners to take on those challenges.”

Located at UCSC’s Long Marine Laboratory, the Seymour Center operates on a largely self-supporting basis through user fees, such as admissions and gift shop sales; fundraising efforts from auctions to memorial gifts; and the payout from a

small endowment. Each year, the center must raise its operating budget, including all salaries and benefits.

Few know Thomas Kinkade better than his younger brother, Professor Patrick Kinkade.

At his most popular, Thomas Kinkade placed his Patrick Kinkade, PH.D. art not only with collectors but his prints graces the walls of thousands of American homes. His art appeared on everyday items, such as coffee mugs and calendars to make it accessible.

Thomas Kinkade’s life ended on April 6, 2012 from hypertensive and atherosclerotic heart disease and from an accidental overdose of alcohol and Valium, dying at age 54.

Attendees will also explore a native-plant restoration area and tour the Fitz Wetlands Educational Resource Center, an important wetlands activity center for schools and the community.

The 800 acres of the Watsonville Wetlands are filled with wildlife and native plants.

We also learned about the ongoing efforts being made by Wetlands Watch to restore and preserve the sloughs and the land surrounding them.

“The July 27 tour had the opportunity to see a number of birds that including a Great Blue Heron, White Pelicans, Canadian Geese, Swallows, Cormorants, an Egret, Terns, thrushes a Coopers Hawk, a Kite, Yellow Finches and numerous USBs (Unidentified Small Birds). We also encountered evidence of ground squirrels and the California Grey Fox in the form of burrows along the trail. Our guides, Wetlands Board President Debbie Diersch and Docent Denise Murphy, also encouraged us to look for the Burrowing Owl, which hunts both during the day and the night. (I think I almost saw one!).

“It was definitely a worthwhile 2 and

1/2 hours learning about the Watsonville Wetlands and the many opportunities to become a volunteer, docent or to make a donation and do your part to help educate others and to preserve this unique landscape called the Watsonville Wetlands.”

Aptos Creek Breaks Through … Again

Nancy Kael, resident of Aptos took these photos Sunday, July 21 of Aptos Creek having its own way in breaking through and flowing across Rio del Mar State Beach to the bay. Local residents and visitors see such breakthroughs as a good thing as it prevents Aptos Creek from forming a smelly, stagnant pond on the beach containing bacteria generated from bird waste and other contaminants. There was no word as to whether the creek had human help in its advance to the ocean as it did on July 4.

‘The Quantum Universe’

Physicist Hitoshi Murayama to speak at Rio Theater August 14 SANTA CRUZ — Renowned physicist Hitoshi Murayama will give a public lecture on “The Quantum Universe” at 8 p.m. on Wednesday, August 14, at the Rio Theatre in Santa Cruz.

A popular speaker, Murayama is an expert in the theory of elementary particle interactions, including the mysterious nature of dark matter in the universe. He is a professor of physics at UC Berkeley and director of the Institute for the Physics and Mathematics of the Universe (IPMU) at the University of Tokyo.

The universe was once much smaller than the size of an atom. Small things mattered in the small universe, where quantum physics dominated the scene.

In that “Father Knows Best” world, men went out to work and most women stayed home to raise children, cook and clean. Once or twice a month, the women went to lunch to socialize and meet other women in their community. At one time, this club of 125 women strong had a waiting list of women eager to join.

As the years went by, the club’s focus shifted from sociability and friendshipforming events to include fundraising for scholarships for college-bound high school seniors from the La Selva Beach, Aptos, and Watsonville communities.

Depending on the success of the fundraisers, the club has been awarding four to six $500 scholarships each year in the

past dozen or more years. At a conservative estimate, that is at least $24,000 raised and approximately 48 students who have been helped.

Fast forward 65 years later to 2013 and the La Selva Beach Woman’s Club has decreased to about 40 active members and it is looking to enlarge the scope of the club to appeal to today’s Santa Cruz County women. Today most women in this area work outside (and inside) the home, so their free time is generally limited to evenings and weekends. One of the ideas the club has put forth is to possibly change the meeting times to evenings and/or Saturdays.

Another idea proposed is to form special interest groups allowing women to select and participate in the group/s in which they are interested. Groups suggested are: • Art and Garden • Bridge Group • Book Club • Cooking Group • Crafts Group • Field Trip Group • Movies • Play Reading • Textiles • Writing • Scholarship Fundraising • Club Social A few of these, the Art and Garden, Bridge Group, and the Field Trip Group have been meeting and are already active.

The Field Trip Group are calling themselves the “La Selva Beach Trekkies.”

Also, to the club’s credit, the vast majority of the group wants to continue to work on the Scholarship Fundraising Program to help local students.

And finally, there has been discussion of changing the name of the club to something less elitist than “La Selva Beach Woman’s Club.” (The use of the singular is a bit of a puzzle.) Some of the

younger gung-ho women suggested that since membership is open to all women in Santa Cruz County, the club name should reflect this inclusiveness. However, to quote one anonymous older member: “The name is a grand old name with a reputation for social pleasure and for significant contributions to the welfare of our community and its students who deserve our support.

The time has come for the torch to be passed to a new generation of La Selva Beach women who will find a way to make the old name useful and socially prominent again.” So, for the time being, the name will not change.

Ransomware Purporting to be from FBI is Targeting OS X Mac Users

n May 2012, the Internet Crime Complaint Center posted an alert about the Citadel malware platform used to deliver ransomware known as Reveton.

The ransomware directs victims to a drive-by download website, at which time it is installed on their computers.

Ransomware is used to intimidate victims into paying a fine to “unlock” their computers. Paying the fine does nothing to solve the problem with the computer; do not follow the ransomware instructions.

The ransomware has been called “FBI Ransomware” because it uses the FBI’s name.

The newest version of ransomware targets OS X Mac users. This new version is not malware; it appears as a webpage that uses JavaScript to load numerous iframes (browser windows) and requires victims to close each iframe. The cyber criminals anticipate victims will pay the requested

ransom before realizing all iframes need to be closed.

The ransomware is pushed to victims’ computers when they browse common websites, specifically when they query popular search terms. Once the web browser is exploited, the victim’s computer displays a pop-up warning that appears to be from the FBI. Cyber criminals use “FBI.gov” within the

URL to make the warning appear more legitimate.

As the FBI saw in 2012, the warning accuses victims of violating various U.S. laws, and then locks the user’s computer.

To unlock the computer and avoid legal issues, victims are told they must pay a $300 fine via a prepaid money card.

Attempts to close the warning page results in additional messages that reappear each time victims try to close their web browser.

The simplest way to remove the ransomware’s iframes is by clicking on the Safari menu and choosing the “Reset Safari,” option making sure all checked boxes are selected. You may also hold down the Shift key while relaunching Safari, which will prevent Safari from reopening windows and tabs from the previous session. Victims can also disable the reopening feature across OS X from the General pane of System Preferences.

Ransomware messages are an attempt to extort money. If you have received a ransomware message, do not follow payment instructions. Be sure to file a complaint at www.IC3.gov. n

The letters appear to be official looking, appearing to be from a government office with prominent and eye-catching statements such as: • Request For Immediate Action - Time Sensitive Material Enclosed • Warning: Final Attempt To Notify • Please Respond Within 5 days • Product Warranty & Expiration Notice The company located in O’Fallon, Illinois has apparently obtained payment records from auto companies and notify car owners that they will provide extended warranty coverage as the manufacturers’ factory warranty has expired. Callers to the District Attorney’s Consumer Affairs office have been surprised that the mailers contain information as to their car payment amounts as well as their payment history.

Seniors Tips for Staying Safe in Hot Weather

Risk of heat-related health problems increases with age

S

ummer often brings excessive heat, which can lead to heat-related problems caused by hyperthermia, an abnormally high body temperature. Older adults and people with chronic medical conditions are particularly susceptible to hyperthermia and are at high risk for heat-related death. The National Institute on Aging (NIA), part of the National Institutes of Health, has some tips to help older people avoid the hazards of hot weather.

Hyperthermia is caused by a failure of the heat-regulating mechanisms of the body to deal with the heat coming from the environment. Heat fatigue, heat syncope (sudden dizziness after prolonged exposure to the heat), heat cramps, heat exhaustion and heat stroke are forms of hyperthermia.

These conditions can pose special health risks for older adults, and can increase with the combination of outside temperature, general health and individual lifestyle.

Factors that may increase hyperthermia risk include: • Dehydration.

• Alcohol use.

• High blood pressure or other health conditions that require changes in diet. For example, people on saltrestricted diets may be at increased

risk. However, salt pills should not be used without first consulting a doctor.

• Heart, lung, kidney diseases and any illness that causes general weakness or fever.

• Use of multiple medications. It is important, however, to continue to take prescribed medication and discuss possible problems with a physician.

• Reduced perspiration, caused by medications such as diuretics, sedatives, tranquilizers and certain heart and blood pressure drugs.

• Age-related changes to the skin such as poor blood circulation and inefficient sweat glands.

• Being substantially overweight or underweight.

Lifestyle factors increasing risk for hyperthermia in hot weather can include not drinking enough fluids, living in housing without air conditioning, lack of mobility and access to transportation, overdressing, visiting overcrowded places and not understanding how to respond to the weather condition.

Older people, particularly those with chronic medical conditions, should stay indoors on hot and humid days, especially when an air pollution alert is in effect. People without air conditioners should go to places that do have air conditioning, such as senior centers, shopping malls, movie theaters and libraries. Cooling centers, which may be set up by local public health agencies, religious groups and social service organizations in many communities are another option.

If you suspect that someone is suffering from a heat-related illness: Get the person out of the heat and into a shady, air-conditioned or other cool place. Urge the person to lie down.

If you suspect heat stroke, call 911.

Encourage the individual to shower, bathe or sponge off with cool water.

Apply a cold, wet cloth to the wrists, neck, armpits and/or groin. These are places where blood passes close to the surface of the skin and the cold cloths can help cool the blood.

If the person can swallow safely, offer fluids such as water, fruit and vegetable juices, but avoid alcohol and caffeine.

Heat stroke is a life-threatening form of hyperthermia. It occurs when the body is overwhelmed by heat and unable to control its temperature. Heat stroke occurs when someone’s body temperature increases significantly (generally above 104 degrees Fahrenheit) and has symptoms such as mental status changes (like confusion or combativeness), strong rapid pulse, lack of sweating, dry flushed skin, faintness, staggering or coma. Seek immediate emergency medical attention for a person with any of these symptoms, especially an older adult.

The Low Income Home Energy Assistance Program (LIHEAP) within the Administration for Children and Families in the U.S. Department of Health and Human Services helps eligible households pay for home cooling and heating costs. he number of crimes, and rate per 100,000 population, remains at historic lows. Crime in California 2012 presents an overview of the criminal justice system in California. Current year statistics are presented for reported crimes, arrests, dispositions of adult felony arrests, adult probation, criminal justice personnel, citizens’ complaints against peace officers, domestic violence- related calls for assistance, and law enforcement officers killed or assaulted. In addition, statistics for preceding years provide a historical context.

Summary: The number of crimes and rate per 100,000 population remains at historic lows.

Crimes hile the violent and property crime rates per 100,000 population increased slightly from 2011 to 2012, the 2012 rates remain at half the rate seen 20 years ago.

• The homicide rate remained at a rate 18 percent lower than the average homicide rate for the prior ten years.

• From 2011 to 2012, the forcible rape and aggravated assault rates remain 7.1 and 2.7 percent lower than their respective rates two years ago.

decreased 26 percent from 2007 to 2012, the largest decrease of all the violent and property crimes.

In 2012, the arson rate per 100,000 population increased 4.2 percent.

Arrests The 2012 total arrest rate of 4,165.1 per 100,000 population at risk is 2.9 percent lower than the 2011 total arrest rate of 4,287.4.

In 2012, the adult total arrest rate slightly decreased (0.9 percent) while the juvenile total arrest rate decreased 18.1 percent.

From 2011 to 2012, the total felony arrest rate increased 1.7 percent while the total misdemeanor arrest rate decreased 4.6 percent.

In 2012, the total violent offense arrest rate decreased 3.0 percent.

The property and drug offense arrest rates increased 2.6 and 4.3 percent, respectively.

• From 2007 to 2012, the property and drug offense arrest rates decreased 25.3 and 19.0 percent, respectively.

• From 2011 to 2012, the juvenile homicide arrest rate decreased 28.1 percent (from 3.2 to 2.3 per 100,000 population at risk).

The adult homicide arrest rate increased 5.3 percent from 5.7 to 6.0 per 100,000 population at risk.

• In 2012, 43.6 percent of misdemeanor arrests were either alcohol- or drug-related.

• From 2011 to 2012, adult and juvenile misdemeanor arrest rates decreased with the exception of the adult drug offense rate, which increased 3.5 percent.

Dispositions • In 2012, 68.5 percent of adult felony arrests resulted in conviction.

• Probation with jail continues to be the most frequent sentence given for adult felony arrest convictions.

Adult Probation • From 2011 to 2012, there was a 1.1 percent decrease in the rate of adults placed on probation.

abrillo College today announces that Jaimi Ellison, owner of Santa Cruz Core Fitness + Rehab and the U.S. Association for Small Business and Entrepreneurship’s 2013 Woman Entrepreneur of the Year, will be a guest speaker at the Cabrillo Youth Summer Entrepreneurship Institutes. The program will explore entrepreneurship and social entrepreneurship, and will be offered to students entering 7th-12th grades over three weeks in July and August.

rom the first “Bright golden haze on the meadow,” to the last “Your OK,” Cabrillo Stage has done it again; they’ve brought a believable Broadway production to Aptos. The music is seamless, the singing is marvelous, the ensemble energy over the top and the staging first rate.

The traditional Rogers and Hart wild card characters, in this case Ado Annie played by Vanessa Vazquez and Ali Hakim played by Andrew Ceglio, can with the proper actors in place, steal the show and Ms Vazquez and Mr. Ceglio do just that.

The story of the ebullient cowboy Curly (Matthew J. Taylor), the reluctant ingénue Laurey (Emily M. Marsilia) and the dark and sinister Jud Fry (Kevin Johnston) often takes a backseat to the energetic ambivalences of the “I Can’t Say No” Annie and the marvelous machinations of “It’s a Scandal!” Ali. In other words, these characters all get their day in the Oklahoma! sun under the fine direction of Kikau Alvaro.

The other characters hold their own as the story of the courtship of Curly and Laurey unfolds. Jud is played with somber single mindedness that gives the musical its dark side. Will Parker (Jordan

Sidfield) is also single-mindedly in love with Annie as he tries to keep her focused on the idea that she loves him back. Aunt Eller (Alice Hughes) tries to keep a calm head in midst of all this chaos while Ike

State Medicaid to Add Millions of Enrollees

As program enrollment has grown, costs have risen and patients’ access to physicians has declined LOS ALTOS — California Common Sense (CACS) released the most comprehensive analysis of California Medicaid (Medi-Cal) in years. The report assesses the impact of the program’s growing enrollment, changing demographics, rising expenditures, and declining physician access over the last decade. It outlines the challenges the state will face as it implements the federal Affordable Care Act (ACA) and transitions nearly 1 million children from the Healthy Families Program, expanding the program even further. The report details a number of options for improving the system’s efficiency, effectiveness, and quality.

Medi-Cal is expected to add 1-2 million new enrollees, only some of whom federal funding will cover under the Affordable Care Act. It is the fastest growing and second-largest portion of the state budget, but spends the least per enrollee despite being one of the nation’s largest Medicaid programs. The report finds that pre-expansion, Medi-Cal is already extremely lean, to the point of limiting access to care for existing enrollees. Providing physicians with low reimbursement rates through a slow process has reduced the number of physicians participating in the Medi-Cal, and 43% of participating physicians report that they will not see new Medi-Cal patients going forward.

“The state is introducing millions of people into a program that is already

unable to provide sufficient coverage to the full 8 million people enrolled statewide,” said the report’s author, Senior Research Analyst Adam Tatum. “Medi-Cal patients already feel the state’s doctor shortage more severely due to having even fewer doctors available, longer waits, and more frequent ER visits because they can’t make appointments. Those patients’ problems are expected to worsen and cost the state even more in process.

The following are among the report’s findings:

Significant enrollment increases. It is estimated that average monthly Medi-Cal enrollment will be 9.1 million in 2014, or nearly one-fourth of the state’s population, a 78% increase from the 5.1 million enrolled in 2000. UCLA-UC Berkeley simulation model projections indicate that Medi-Cal enrollment may grow to nearly 10 million by 2019.

Relatively effective cost containment per-enrollee. Medi-Cal has the lowest cost per enrollee in the nation, and it has grown much slower than medical inflation,

overall per capita health spending and health premiums.

Rapid cost growth overall. Despite low growth in per-enrollee costs, Medi-Cal has been the fastest growing portion of the budget, growing 67% over the last six years. It now consumes 16% of the state budget. Additional enrollees account for a large portion of overall cost growth.

Physician reimbursements low and slow. Medi-Cal has the fourth lowest physician reimbursement rates in the nation, and there are frequently delays in receiving reimbursements for care. Medi-Cal pays only half of what Medicare does.

Poor access to care. Approximately 43% of surveyed physicians are unwilling to accept new Medi-Cal enrollees. Alpine, Sierra, and Trinity counties have no Medi-Cal primary care physicians at all.

Ten others have less than one per 1,000 enrollees. Adding 2 million patients will increase the demand for doctors, but recent reimbursement rate cuts will disincentivize physician participation and limit their supply. n ••• Access the report at http://cacs.org/ca/ article/72.

Birth Rate Among California Teenagers Continues Drop

SACRAMENTO — California’s teen birth rate has continued to decline to 28.0 births per every 1,000 teens ages 15-19, announced Dr. Ron Chapman, director of the California Department of Public Health (CDPH) and the state public health officer today. The rate is the lowest since 1991, when it peaked at 70.9 per one thousand.

“California’s innovative strategies and community partnerships aimed at lowering teen pregnancy are helping young women and men make responsible choices,” said Dr. Chapman. “We must not be complacent; we must continue to promote teen pregnancy prevention programs and strategies in all communities.”

The decrease in teen birth rates was reflected among all ethnic groups. Hispanic teens 15-19 years old continued to have the highest birth rate at 42.7 per 1,000,

but they demonstrated a decline of 42 percent, down from 73.6 per 1,000 in 2001.

From 2001 to 2011, the number of births per 1,000 teens dropped among African American teens from 51.8 to 34.1, among white teens from 20.1 to 11.2, and among Asian teens from 13.9 to 5.3.

Early childbearing often negatively impacts academic achievement, earning potential for mother and father, maternal and infant outcomes, and early childhood development. The prevention of early childbearing is an essential step in improving the health of California’s youth

and the well-being of the next generation of California families and communities.

California has a number of programs and policies aimed at preventing teen pregnancy and improving outcomes in the case of teen pregnancies.

Some of the key components to the state’s multi-pronged approach include: State laws requiring that school-based and other state-funded sexuality education must be comprehensive, medically accurate, and age- and culturally-appropriate.

Community-based education programs for teens and their parents that provide sexual health information, skill

development, and supportive environments and opportunities for youth.

Services and supports for expectant and parenting teens to empower young families to be successful and thrive.

CDPH funds the Information and Education Program, the Personal Responsibility Education Program (PREP) which was authorized through the Affordable Care Act of 2010, and the Adolescent Family Life Program for pregnant and parenting teens. Fire Safety and Being Prepared

would like to start this month’s article on a positive note, and thank everyone for a safe and sane 4th of July. Due to your responsible actions and the steps taken by local fire and law agencies this year the 4th of July was enjoyed by many in the Aptos La Selva area with no significant incidents. Once again, I want to thank you for a job well done.

On a serious note, I wanted to talk a little about two house fires that we experienced during the week of the 4th of July. The first fire resulted in both a fatality and serious injury; the second fire did not result in any injuries however it was what we can call a near miss. Now I normally don’t find a need to address fire incidents that we go to here in this format but both of these incidents had a common fact. The first fire did not have any working smoke detectors located in the residence. The second fire did have a working smoke detector however it was not located in the proper place, which resulted in a delay of the detector activating.

Figures from the National Fire Protection Association indicated that 65% of fire fatalities occur in homes that either do not have a working smoke detector or no detector at all. Dead or removed bat-

teries are the leading causes for a smoke detector not functioning. Make sure all of your smoke detectors have batteries and replace them twice a year whenever you change your clocks change your batteries and test your detector monthly. A lot of people don’t realize that your smoke detectors have a useable lifespan of about ten years. So, if you have smoke detectors that are ten years old or older replace the entire unit, if you are not sure how old your detectors are replace them with new ones just to be sure.

When you replace a smoke detector, consider replacing it with a detector that also has a CO detector in it, that way you get twice the protection from one device.

You should have a smoke detector on every level of your home and one outside every sleeping area. All new homes are required to have a detector inside each sleeping area as well. All of the smoke detectors in your home should be interconnected, so when one sounds they all sound to maximize their effectiveness. If you have smoke detectors that are hardwired into your homes electrical system make sure they also have a battery backup to provide you with the protection during periods of power outages. When installing your smoke detectors make sure

to follow the manufacturer recommendations, remember smoke rises and detectors should be placed as high as possible. Also avoid installing where the ceiling meets a wall these are typically dead air spaces which can delay activation of your detector during a fire.

Not wanting to request an official investigation of the situation because of its very sensitive nature, Prime Minister Jonathan Lancaster enlists Gabriel Allon to

discreetly sort the situation out and save the woman’s life before she is executed. An accomplished art restorer and occasional assassin and spy, Allon has sworn off accepting such assignments but, of course, because of some special circumstances he accepts this challenge.

Calling upon a former character in this series, Christopher Keller, a man who was once hired to kill him, Allon begins a race against time to find Madeline. His quest begins in Corsica and then heads back to 10 Downing Street before the intrepid spy focuses on Moscow.

As one would expect in a novel of this nature, there’s more going on here than a simple kidnapping and extortion attempt.

Think of the importance of Russia’s large reserves of oil and natural gas and you’ll be holding the right end of the stick!

There are plenty of action and surprises in this 16th novel by Daniel Silva.

As you’ll discover, the novel’s title has a double meaning, but I don’t wish to spoil the ending so I’ll let you discover what it is.

Discussing the process of writing “The English Girl,” Silva said he had a good feeling about the novel and enjoyed writing it. “I was sorry to see it end,” he said, which explains why the story is a little longer than his usual novels.

Hopefully, the reader also will share the author’s sentiments and be sorry to see this thriller end. I know I was!

While trying to find out what happened to his friend, Terry encounters some interesting diversions. There’s the sexy divorcee who takes him for a walk on the wild side, an offer to get involved in a horror movie production and an uncle who enlists Terry to rip off his partner.

All Terry really wants to do is find Chub and reunite him with his wife and child, but family and friends will make this task far more complicated and dangerous than it need be.

If you don’t mind that all the key characters in this novel operate on the wrong side of the law, you’ll probably find this an enticing novel. s we enjoy the summer months with friends and family, there are several safety items to consider that can reduce the chance of fire or injury during summer activities.

••• Barbeques ooking outdoors during the summer months can be an enjoyable experience. Before using the barbeque for the first time, there are some safety factors to keep in mind. Make sure that the grill is clean. Grease buildup can increase the risk of fire. Inspect hoses and tanks of propane grills for leaks.

Visually inspect them for damage or wear. Apply a soap and water solution to hoses and connections if you suspect a leak. Excessive bubbles will be produced by leaking gas.

Have these items repaired before trying to use the grill.

Remember that barbeque grills are to be used outdoors only. If you are using a charcoal-burning grill, make sure that it is in a well-ventilated area. Burning charcoal can produce high levels of carbon monoxide when used in an enclosed space such as a garage, tent or camper. All types of grills should be kept away from any combustible materials when in use, including eaves and overhangs of homes. It is recommended that all open flame cooking devices should be kept at least ten feet from any combustible materials.

When cooking, never leave the barbeque unattended. The same rule for cooking indoors should be applied outdoors. Maintain a threefoot safety zone around the cooking

area. This area should be kept clear of children, pets and any flammable items. Use only charcoal starter fluid to light the fire. Do not use other liquids such as gasoline or kerosene.

Many flammable and combustible liquids produce flammable vapors.

These vapors, when ignited, can flash back and cause burn injuries.

Once the fire is started, do not add more starter fluid. This is a dangerous practice and can result in burn injuries as well.

When the cooking is done, make sure that the grill is stored safely.

Clean the grill of any remaining food or excess grease. The grill should be cool to the touch and coals or ashes disposed of properly. Coals and ashes should be removed and placed in a metal container with a lid. Water can be added to help the cooling process.

Never dispose of coals directly into trash containers. Coals can retain heat and smolder for hours. Dispose of the coals when they are cool enough to touch.

July is the peak month for grill fires. Half of all reported grill fires are on decks, patios and balconies.

Most of these fires also result in burn injuries.

Beach Safety any people visit the beach during the summer months.

The ocean can present many dangers to those unfamiliar with it. The first rule of water safety is “never swim alone.” Always swim with a buddy.

This is especially important if you are in a remote or unfamiliar area.

Tides, currents and the water depth are things to be considered before entering the water. Even experienced swimmers can be caught off guard by strong currents. Conditions can change quickly and without warning.

Be aware of your surroundings at all times. Beware of floating debris after rainfall. Rivers fill with rainwater and wash debris into the ocean.

This debris can be floating just below the surface or mix in with waves presenting a hazard to swimmers. Never turn your back on the ocean. Waves can knock you down and cause serious injuries.

Know your limits before entering the ocean. If you visit the ocean often, you should learn how to swim. If you are visiting the beach with small children, never leave them unattended or out of your sight.

Hotel Safety any families will include travel in their summer plans.

When you are traveling away from home, remember your family fire safety plan. Check to see if the hotel you’re staying in is protected with a fire sprinkler or fire alarm system.

All hotels are required to have smoke alarms in the guest rooms.

If there is a fire alarm system in the building, note the location of pull stations on the floor that you are staying.

Become familiar with your surroundings when staying in a hotel.

Note the location of the nearest fire extinguisher to your room and the nearest exit. If you are in a room above the first floor, find the location of the nearest stairway. The stairs, not the elevator, will be the way to exit in an emergency. All hotels are required to post safety information in each guest room.

Emergency information is usually posted on the back of the door or adjacent to it. Become familiar with the safety rules for the building you are staying in.

Looking For a GREAT Home

elly and Mouse are a mother and son pair of Great Danes who were given up by their owners because they were simply “in the way.” It’s true, they are big dogs but they are also very loving, sweet and deserving of a better home than the one they came from. It’s our mission to find them homes where “in the way” doesn’t exist. We would love to see this mother and son go to the same home but are open to adopting them out separately.

Jelly is a six-year-old Great Dane who is the mother and is on the smaller side of the breed weighing about 85 pounds. Jelly is still very strong and agile for her age and loves to go on walks and meet new people. She’s not shy and will nuzzle up under your hand for a good rub.

Mouse is a five-year old Great Dane, the son of Jelly. He’s about 100 pounds with a beautiful black coat. We feel he would do best in a home with another dog, especially another mother figure, but could likely adjust to being an only dog if he gets plenty of human attention and affection.

These two seem to be house trained and are responsive to basic commands when given treats. They do very well inside and are calm and content with a large bed to plop down on.

When walking, they can be a bit strong at first but mellow down as the walk progresses. We suggest looking into the Great Dane breed to research health concerns and special needs that they may have if you are interested in Mouse or Jelly. Even though they are large, Great Danes do best as housedogs with access to outdoors. They don’t need as much activity as one may expect and exercise should be monitored.

Mouse and Jelly are shelter rarities and are both terrific family dogs. Is either of these GREAT dogs calling out to you? If so come and meet them at the Santa Cruz SPCA! “Catalyst” from page 27 His last work was serving as Executive Director for Housing for Independent People known as H.I.P. The organization, based in San Jose, developed housing for special needs population including mentally ill, developmentally disabled and single-room occupancy hotel rehabilitation for the elderly. In order to accomplish this, the organization purchased 12 hotels including the Resetar Hotel in Watsonville.

To provide housing for the chronically mentally ill, they built housing in three locations: Eff Street, Casa Linda and Casa Felix through Housing and Urban Development on property that was often donated.

There is a documentary about the Julian Homeless Center and Al led the battle to secure housing for people with HIV AIDS. Viviente I and Viviente II are two homes providing housing for Developmentally Handicapped Children. The name was chosen by Patti who worked along side Al in all of his many endeavors.

In the event of an emergency when staying in hotel, remember your emergency plan. What if you hear the fire alarm while you are in your room? You should go to the nearest exit. If you are staying above the first floor, use stairs to exit instead of the elevator. As you evacuate the building, take your room key with you and close doors behind you as you go. If there is smoke from a fire, remember to crawl low under the smoke. Do not reenter the building unless it is declared safe to do so by hotel staff or emergency personnel.

If you are unable to exit the building
