Ventura and Channelkeeper announce settlement Water flow in Ventura River to sustain habitat

n Aug. 24, the city of Ventura and Santa Barbara Channelkeeper announced they have signed an amended settlement agreement to resolve disputes about water flow in the Ventura River at Foster Park.

“Our prior arrangement with the City had expired so we expected to be revisiting an interim flow commitment. When dealing with minimum flows, every drop matters, so this increased commitment to protect the river is significant,” said Ben Pitterle, science and policy director with Santa Barbara Channelkeeper, pointing out the benefit of this agreement occurring “outside of court, without prolonged delay or negotiation, and I think that shows progress as well. Before we became involved in this, there was nothing that prevented the City or other pumpers from pumping the river completely dry. I’m hopeful that such actions will be a thing of the past.”

“This agreement does not alter the adjudication proceedings,” currently underway between the city and the owners of over 12,000 properties in the Ventura River Watershed, said Pitterle. “But it definitely helps protect the river more until everything is eventually finalized.” He said the city must abide by the terms of this agreement at least until the adjudication process is complete and the courts judgement in that matter is filed with the court.

“We are pleased to continue this important dialogue with Channelkeeper,” said Susan Rungren, General Manager with Ventura Water. “And I believe this amendment strikes a balance of addressing our concerns for the species and habitat while also meeting the needs of serving our customers.”

The agreement requires the city to monitor river flows and stop pumping if the flow drops. Emergency actions are also included in the agreement.

“While the emergency conditions under this settlement agreement are unlikely to occur, the City does operate an extensive water conservation program and its customers have really responded to the call to conserve, “ said Rungren.

Background

Channelkeeper filed a lawsuit against the city and the California State Water Resources Control Board in 2014 after nearly two decades of trying to get the city to stop over pumping water from the river at its well field at Foster Park.

Channelkeeper’s position was that the pumping negatively impacted fish and other wildlife in the river, in violation of rules the state water board was supposed to enforce.

The agreement amends the first settlement reached by the parties on Sept. 30, 2019 and describes actions the city must take when daily water flows reach certain levels and in the event the city must stop pumping, and cannot obtain water from other sources it creates emergency actions such as prohibitions on outside watering, pool refilling and other bans on water use in west Ventura that are not related to health and safety uses.

In a joint statement the city and Channelkeeper stated their intention to “ keep a dialogue open to identify additional ways to work collaboratively on other Watershed and habitat-related public relations efforts.”

Both parties state the agreements “provide added assurance to Channelkeeper for the better protection of steelhead during the dry season while

the City works with other parties to propose a long-term framework that protects the Ventura River for steelhead and other instream uses and for the needs of water users, recreation, and the local economy.”

Required city actions

According to the agreement the city has to “monitor the impact of pumping on instream flows” for the period of time the agreement is in effect and must “shut down wells Nye 7 and 8 before noon” on the next business day after “daily average flows as measured at the VR-1 gage fall below 4.0 [cubic feet per second] CFS for three consecutive days,” and if those flows fall under 3.0 CFS on any of those three consecutive days the city must “also shut down the subsurface intake.”

Monitoring must include the “impact of continued pumping at the subsurface intake” when the wells have been shut down. If monitoring reveals a “sustained impact” the parties must come together in a specified time frame to agree on a solution. If they can’t solve the issue themselves, they still have the option of further legal action.

“The city needed to include a provision that it could temporarily modify or suspend its pumping restrictions at

Foster Park in the unlikely event of an emergency,” said Rungren, responding to the VC Reporter by email. Emergency actions include banning the use of potable water for all non-health and safety uses, such as irrigation. She said such measures would be enforced through the city’s Water Conservation Ordinance. “The city will implement those water conservation actions in the western portion of the city only if the city is unable to obtain replacement water from Casitas Municipal Water District. If this were to occur, which again, is very unlikely, the city would communicate the situation to affected customers.”

The agreement allows for exemptions from the requirements in the event of emergency conditions, and if the city cannot “obtain sufficient usable replacement water from Casitas Municipal Water District,” or other water sources.

According to the joint statement the city intends to continue a pilot program that was set to expire in March 2020, which involves reducing “pumping and diversion of water from the Ventura River when flows drop during dry times, in order to help protect wildlife that depend on the river.”

The action taken by the city of Ventura involving over 12,000 properties in the watershed is moving forward and is not directly impacted by the settlement between Channelkeeper and the city.

Kindness Corner Motherhood Matters

mbassador Girl Scout Megan Wang of Thousand Oaks has earned her Gold Award from the Girl Scouts of California’s Central Coast with a project she created to help mothers in need.

“Motherhood Matters” focused on providing diapers for families while simultaneously distributing information on mental health resources, particularly those related to postpartum depression.

While volunteering at Manna Food Bank, Wang, now a junior at Westlake High School, found that many young mothers requested diapers — which often weren’t available.

“One mom mentioned that she was always worrying about having enough diapers and that she was unable to remain employed due to the cost of childcare,” Wang said. “My experience volunteering at Manna Food Bank opened my eyes to how financial need impacts new mothers.”

Wang began researching postpartum depression and compiling resources related to maternal mental health. In addition, she arranged partnerships with childcare centers Camp Amgen and Horizon Hills and the Birch Family Birthing Center to solicit donations of diapers. She created flyers with infographics and tear-off “take what you need” strips to display at these locations, which provided contact information for mental health resources and relevant statistics.

Donated diapers were sorted by size and packaged into parcels of 20, along with a slip of paper with a QR code that when scanned led to an educational video Wang created on postpartum depression. The diapers were given to the Manna Food Bank. All told, Wang collected and packaged nearly 3,700 donated diapers.

“My project aims to let mothers know that they are not alone and that it’s okay to ask for help, whether it be getting diapers from the food bank or reaching out for mental health resources,” Wang said.

County adjusts to “new state blueprint”

At the Sept. 1 meeting of the Ventura County Board of Supervisors, public health officials provided a summary of the state’s new tiered pandemic response system, reporting on where the county stands and how and when it will be able to move to a lower, or less restrictive, tier, allowing more local businesses to open.

It is “a new approach, a new state blueprint for how to reduce COVID in our county,” said Dr. Robert Levin, health officer with Ventura County Public Health. There are four tiers — purple, red, orange and yellow. Ventura County, along with over 80 percent of California, is in the highest purple tier with “widespread” transmission occurring for just under 11,000 cases of the virus in the county, and about 150,000 tests conducted.

Levin said that with the current tier, there are “no significant changes in what [businesses are allowed] to open.” But the new rules do allow indoor malls to open now at 25 percent capacity along with beauty parlors and barber shops, which all were allowed to open indoor operations on Monday, Aug. 31.

The tiered system released last week by Gov. Newsom focuses on two numbers: positivity test rate and case rate. Levin reported that while Ventura County is in the highest, most restrictive purple tier, the county is “in good shape” with downward trends.

For the new case rate, the current state average is 10.1 cases per 100,000 people. Ventura County is at 9.1 cases, still above the state’s target of 7 cases per 100,000 people.

For the percent of tests that come back positive, or positivity rate, “Ours is very good, 6.2 percent,” said Rigoberto Vargas, director of Ventura County Public Health. The state target is eight percent to drop to the next tier.

“Also, once you meet the criteria to move down . . . there is a 21-day mandatory wait time” before the county can loosen restrictions, noted Levin. The county has to “get down and stay below that rate for 21 days.”

A county can only move one tier at a time, and changes are announced weekly each Tuesday by the state.

Vargas pointed to a good testing volume and the positivity testing rate as marks in Ventura County’s favor to request some leeway. But he stressed that those numbers have to hold or continue to go down during

the 21-day waiting period. Levin and Vargas emphasized the importance of the public continuing to physically distance, wear face coverings and wash hands. Levin also reminded the public that they should not be attending large gatherings.

The fact that the county has only had to issue three violations also bodes well for the county moving to a less restrictive tier. Levin said the low number of violations issued to businesses demonstrates a high “compliance rate.”

Beaches to stay open over Labor Day

With temperatures forecasted to rise back into the triple digits at inland locales over the weekend, Levin reported on Sept. 1 that beaches are slated to remain open for the Labor Day weekend. The county will reassess this plan if neighboring Santa Barbara and Los Angeles counties move to close their beaches.

“Plan to not make plans” with others, said Levin, who asked the public to not gather in large groups over the holiday weekend to help the county be able to fully reopen.

Waivers accepted, small group in-person instruction allowed

Ventura County is now accepting applications from schools and districts for waivers to allow in-person instruction up through sixth grade.

The county has passed a handful of waivers on to the state for final approval. So far all waivers submitted in the county have been from private schools including Oak Grove school in Ojai and Conejo

Adventist Elementary school in Newbury Park.

According to Levin, if the county can move down out of the purple tier then all schools can reopen at all grades.

He reported that on Aug. 25, the state issued new guidance that relaxed some of the restrictions for in-group instruction with a focus on children who may have special needs, including those learning English as a second language.

Levin said the changes apply to indoor environments for schools, nonprofits and other types of agencies that work with children providing limited instruction, “meaning teaching.” The guidelines call for a “stable group of kids,” 14 or fewer, and two teachers to make up a cohort. The rules also allow for one outside person to come in, such as an occupational, speech or behavioral therapist, to provide “targeted intervention strategies.”

Levin encouraged those interested to work with the county, saying that officials would “do everything in our power to support this” type of instruction “and green light this kind of” support.

Oxnard’s Vagabond Inn may join Project Homekey

Ventura County is working towards obtaining $9.7 million in federal and state money to purchase the Vagabond Inn in Oxnard in order to repurpose the property to home local homeless people and assist in protecting them from the coronavirus.

The state’s Project Homekey is funded by $1.3 billion dedicated to acquiring hotel properties to house local people who have no place to live. The state must use $600 million in federal CARES Act funding by the end of the year.

According to a county statement, the Vagabond Inn was the only property to respond to the county’s outreach to hotels and motels to participate in the program.

The state funding is available to local governments to purchase hotels, motels or vacant apartment buildings — initially to provide temporary housing, eventually to fully convert to permanent housing to address the homelessness crisis.

If the project is completed, the property would be developed by Community Development Partners (CDP), a certified B Corporation based in Newport Beach. The property would be managed by Mercy House.

The city of Oxnard held its first online community meeting about the project on Wednesday, Sept. 2.

Oxnard man arrested for impersonation on Facebook

Edgar Castrejon, a 42-year-old resident of Oxnard, has been arrested by the Ventura County Sheriff’s Office (VCSO) for “various identity theft charges” related to impersonating a woman on Facebook in June.

In an Aug. 25 statement regarding Castrejon’s arrest, the VCSO reports that an investigation provided evidence that Castrejon created accounts on Facebook that seemed to belong to a woman named Gina Bacon and the organization she co-founded, We Have Rights Corporation. Castrejon used the fake account to post racist statements, which appeared to come from Bacon and We Have Rights.

We Have Rights Corporation has hosted various protests in Ventura County and elsewhere in the state seeking the reopening of the state’s businesses that have been closed due to the pandemic.

A spokesperson for We Have Rights told the VCReporter that Bacon deleted her accounts as soon as she realized there was an issue and suspected that her account had been hacked. She is now staying out of the public eye in terms of the We Have Rights organization, which has a “primary” focus of getting

Gov. Newsom recalled.

Castrejon was booked into the county’s pretrial detention facility and is awaiting a criminal case filing by the Ventura County District Attorney.

Any person who intentionally and without consent “impersonates another actual person through or on an Internet website . . . for purposes of harming, intimidating, threatening or defrauding another person is guilty of a misdemeanor,” per California Penal Code 528.5, according to the VCSO. As the impacts of the pandemic continue, food insecurity is affecting an ever-growing number of residents of Ventura County. To assist in alleviating this issue, the Rotary Club of Camarillo has donated $7,000 to Food Share of Ventura County to purchase thousands of cardboard boxes for food items being distributed at the pop-up food pantries across the county.

County “Dashboard” highlights programs to combat opioid crisis

Ventura County Behavioral Health (VCBH) has launched a new website with local information and resources related to the opioid crisis.

The site, funded by federal grant dollars received in 2018, is designed to track the crisis locally “Local trends and resources, including addiction treatment locations, prescription drug drop-off locations, and overdose prevention strategies are featured,” said Dr. Loretta Denering, chief of the county’s Substance Use Services Division. “Until now, there has never been a one-stop site.”

In 2018 a federal grant funded programs in the county to help prioritize access to care for opioid users. This “dashboard” is part of those programs.

Local organizations come together to fight increasing food insecurity in Ventura County

(Photo courtesy of Food Share) ever in the history of Ventura County have so many residents faced hunger and the need for food, say local officials including Monica White, the director of the county’s largest and bestknown such nonprofit, Food Share.

“On March 1 of this year, we were serving 75,000 people a month,” White said. “We were proud of what we were doing at the time, but 30 days later, on April 1, we were serving 150,000 people a month.”

That adds up to more than one out of every six Ventura County residents. White and other food bank officials say that during the COVID-19 pandemic, a need for food has come home to tens of thousands of county residents who likely did not think of it in the past, including many people who may be our neighbors, friends or relatives.

Food insecurity grows during pandemic

“It’s really due to the economic impact of COVID, with everyone shutting down and the retail establishments especially,” White said.

“The population earning less than $20 an hour were impacted the most heavily, and that demographic is also the most vulnerable community because these people don’t have big nest eggs or three months of savings to draw on.”

As the most populous state, California will see the largest increase in food insecurity in the nation, according to Feeding America, a nonprofit association of food banks. According to a report1 issued in May, 6.4 million people in California face hunger, with 2.1 million of those experiencing food insecurity that they did not

face before the pandemic.

A high percentage of these people are children: Feeding America estimates that if the unemployment rate rises to 11.5 percent in 2020, child poverty and child hunger will soar, such that almost one-quarter of children in the nation will be food insecure.

“When immediately with no warning these people went to zero income, losing their job or being furloughed, really the only way to make ends meet is to supplement the household income with food,” said White.

The Feeding America survey results were based on a look early in the crisis at what would happen if unemployment should rise to 11.5 percent. But in Ventura County in April, the rate

of unemployment rose to nearly 14 percent, and since has only declined slightly, to 12.6 percent.

“There’s a significant need here in Ventura County,” said Ventura County Supervisor Steve Bennett (Dist-1). “COVID has exposed the unequal distribution of wealth and well being in our society. It’s hitting people at the bottom hard, while white-collar workers can ride this out while working at home. I have been impressed with the people of this county: I think the nonprofits, the volunteers and the governments have all come together to make food insecurity a real priority.”

In April, as unemployment rose to a peak of 13.9 percent in the county, the Board of Supervisors unanimously approved $855,000 in taxpayer funding for Food Share and its net-

work. The taxpayer funds will be paid out at a rate of $285,000 a month, mostly to Food Share, coordinated through the county Office of Emergency Services (OES). The emergency funding will be largely reimbursed by FEMA, at a rate of 75 percent, and by the state government, at a rate of 18.7 percent, said Patrick Maynard, OES director, leaving Ventura County taxpayers responsible for 6.3 percent of the cost. Although the funding was for three months, the county expects to continue to draw on the funds FEMA made available for the national emergency.

“FEMA will continue the funding as long as the federal declaration of emergency stands,” said Bennett. “My understanding is that it will be extended for the rest of the year as needed. [On

Food Share itself has been turned almost literally inside out by the risk of infection.

Before COVID-19 came to Ventura County, Food Share distributed food through 190 small pantries, in churches, community centers, and other indoor locations. Now — after 10 chaotic days in March, in which the multimillion dollar operation had to completely change its methods — Food Share distributes food six times a week at larger outdoor drive-through sites around the county. The new outlets are now called pop-up pantries2.

“By March 15, about 25 percent of our pantries had to close down. Our volunteers were sheltering in place, and we were seeing a reduced amount of food available for us,” White explained. “We rescue food that stores can no longer sell, but shelf-stable dairy and deli items were dramatically decreased because everybody was stocking up at home. In addition to now having a reduced amount of food to distribute, we had a huge increase in the amount of food we were buying.”

White and other food bank officials say the demand for food in the county has risen to levels unheard of before the pandemic, even during the Great Recession.

“We distributed one million pounds of food in March. Next month, it was two million. In June we hit three million and in July it was 3.5 million pounds of food,” White said.

Farmers to Families

White noted that Food Share has also accessed food for Ventura County residents through a USDA program called the Farmers to Families Food Box. At the Oxnard warehouse of The Berry Man — which in the past had grown food mostly for non-retail outlets such as restaurants — a team now assembles boxes of fresh produce to be distributed by Food Share. Les Clark, the president of The Berry Man, which has warehouses in Oxnard, Santa Barbara and San Luis Obispo, said that the company bid aggressively to supply food banks in the three counties.

“This was designed to alleviate the problem

of farmers throwing out food that had been grown primarily for restaurants and schools,” Clark said. “Restaurant supply came almost to a halt, and schools were closing. We had food for people in need who had lost their jobs. The government program worked almost exactly as intended. We bid aggressively and were able to put all our 240 employees — most of whom had been furloughed to one day a week — back to work. We used existing contacts we had set up with the growers for the food.”

Clark stresses that the fresh produce, which the company had contracted in the past to deliver primarily to restaurants, schools and hospitals, is of high quality.

Another first-timer is Gloria Foster of Oxnard, who said that she has been coming to Food Share to get food for her mother, her cousin and herself.

“We pay for this food,” she said, clarifying that she meant that all taxpayers paid for the program. “Some people have shame about it, but that’s not right. It’s not fair. I told my friend, whatever I don’t use, I give to other people — I don’t take from anybody.”

Volunteers working at the College Park distribution site said that recipients were grateful and that they personally enjoyed the work.

vegetables, usually 10-12 items, all U.S. grown, including watermelons, nectarines, plums, cabbage, carrots, apples and Ventura County produce such as celery, broccoli, cabbage, lettuce and oranges,” he said.

“We feed everybody who shows up in line”

At a pop-up pantry site in Oxnard in August, dozens of volunteers in a well-choreographed operation put boxes of food in the trunks of cars of registered recipients who lined up at the College Park site. Recipients waiting in the cars expressed gratitude for the food and agreed on its quality, although some said they didn’t like waiting for hours.

“We love Food Share,” said Sister Jacobson, one of four young missionaries from the Church of Jesus Chris of Latter-Day Saints who have been volunteering at the site. “We started working here a month ago and it’s been awesome.”

Assistance has also come from the 146th Airlift Wing of the California Air National Guard.

The 146th has been stationed with Food Share since March 27, helping to pack food boxes that have fed more than half a million people in Ventura County.

For Food Share’s White, facing the suspicion that some have that people who are not in need are taking food is a painful part of the job.

“I got a question from a member of the community that drove by a distribution site and said

she saw somebody in a brand-new car waiting and asked how do you know they need the food?” White recalled. “I asked, ‘How do you know they don’t?’ It’s a humbling experience to have to wait in line for free food. There may be a distribution at noon and you have to wait for hours. It’s not our job to judge. We feed everybody who shows up in line. This is our job. Our job is to worry about the people in need.”

White says she has not seen any decline in need, and expects Food Share to be distributing millions of pounds of food in the county as long as the pandemic continues and as long as the community continues to support the effort, for perhaps 12-18 months.

Restaurants supporting seniors

Martha Shapiro, who oversees the “Great Plates Delivered” program at the Senior Concerns center in Thousand Oaks, said that among her seniors, need for food has exploded. Senior Concerns had been delivering 800 meals a week to seniors; now under the new program it’s 5,000 a week.

The idea3 is to support restaurants, arranging for them to make three meals a day to be delivered to seniors at home, at a cost of $66 per senior per day.

The program, launched in April by the state of California, also relies on emergency FEMA funding and has been extended through September. Other senior centers in Ventura County, including Help of Ojai, are participating as well.

Shapiro believes COVID-19 has fundamentally changed food banks and the way they will operate in the future.

“What we realized and what our [funding partner] the Area Agency for the Aging realized is that we had a lot of seniors living on the cusp of food insecurity,” Shapiro said. “They might have gone to congregate sites before [COVID19], they might have family and might have just been getting by and not looking for help, but they can’t ignore it anymore.”

CSUCI lecturer starts a W.E.B Du Bois-inspired read-a-thon

eading can be a powerful form of activism, especially when it’s done as a community.

Reading a towering classic like Black Reconstruction in America by W.E.B. Du Bois can seem a bit daunting, though. So CSUCI Performing Arts/Dance Lecturer MiRi Park devised “The ReadIn Series,” a read-a-thon of Du Bois’s study of the role Black Americans played in rebuilding the United States after the Civil War. Each week through Election Day on Nov. 3, The ReadIn will feature a prominent Black actor reading aloud from the book. Live streams begin Fridays at 12 noon PST on The ReadIn YouTube Premiere channel. Episodes will be available after their premiere on The ReadIn website. The first two chapters were read on Aug. 28.

The readers include Phylicia Rashad, Yvette Nicole Brown, Roy Wood Jr., Tamara Tunie, Merle Dandridge, Jesse L. Martin and Michael McElroy, as well as cast members from the Broadway and national touring companies of Hamilton, Rent, Ain’t Too Proud, Book of Mormon, Waitress, The Color Purple, Sing Street and Motown.

Park, who read Black Reconstruction in America while at UCLA, turned to it again in the wake of the police killing of George Floyd and the international protests it inspired. “[The book] outlined the activities of the U.S. government as it tries to rebuild post-Civil War and I realized there is so much happening in the present moment that is related to what happened then,” Park says.

Black Reconstruction in America explores a part of American history that is all too often left out of the classroom and our national consciousness.

“African American history is American history and I think a lot of people don’t realize that,” Park says. “A lot of it has been written out of our textbooks and relegated to something that is ‘other.’”

But how to get people to dive into Du Bois’ monumental work?

“No one’s going to pick up a 750-page book, so how would we engage a broader audience?” Park said. “If it were a 1960s campus, I’d say ‘Let’s go read under a tree,’ but it’s 2020 and we’re in the middle of a pandemic, so I thought we’d host something in the tradition of a reading marathon as educational activism.”

Park started calling on some theater friends like Michael McElroy, a Tony award-winning actor and member of Black Theater United, “an organization of actors, directors, musicians, writers, technicians, producers and many others dedicated to inspiring reform and combating systemic racism within the theatre community and throughout the nation.” McElroy came onboard and others soon followed.

With the help of CSUCI Associate Professor of Performing Arts/Dance Heather Castillo, Park set The ReadIn in motion.

“This project is taking knowledge learned and trying to make it accessible to the broadest audience possible,” Park said. “It is education coming together with performing arts in the spirit of activism.”

Castillo adds that timing was of the essence, too.

“We thought we should frame presenting this work between the National Black Convention on Aug. 28 and one of the most important elections in the history of the United States. Especially considering how equality will be impacted by the vote.”

Also featured on The ReadIn website is video commentary by renowned scholars who add context to the material. There are calls to action as well, with links to organizations like the NAACP Legal Defense Fund, Center for Black Equity and others.

“It’s not enough to feel bad about racism,” Park said. “It’s not enough to feel guilty … you have to do something.”

irst things first: Despite the name, Banh Mi Paris Sandwiches is way more than just a sandwich shop. But even if that was all this eatery served, it would be enough.

The restaurant in Ventura’s Victoria Village (near Harbor Freight Tools and Victoria Pub and Grill) just opened this past spring, which could not have been easy. It seems to be making the most of it, however, as I’ve been hearing whispers about it from friends. The restaurant bakes its own bread which it fills with meat, pickled veggies, cilantro, lime, chile and other good stuff to make

those ever-popular Vietnamese banh mi sandwiches. There are also meat dishes, egg rolls, pho, a Peruvian-inspired stir fry, boba and smoothies.

Like I said . . . much more than sandwiches.

While I am a big fan of pho, which I will happily slurp up anytime of day or night, I’m not overly familiar with Vietnam’s other specialties. Clearly, a takeout order was called for, if only for my culinary education.

Of the several banh mis on offer (pork, chicken, beef and tofu), I chose the Saigon style — a combo of marinated pork, pate, mayo, soy sauce, pickled carrots, cucumbers, jalapeño and cilantro. To go with it: spring rolls, a grilled Korean short rib plate served with rice, the combination vermicelli and popcorn chicken, plus an order of pho with tri tip.

Being a bit of a newbie (I know, I know — late to the party), I was excited to try the banh mi first.

I was dismayed at how off-base you were when I read your response to a woman wanting to give her female friend advice to stop her from dating and hooking up so much after her breakup. It’s common knowledge that it’s men who go off on women for being promiscuous and tell them to not dress sexy. It’s one more form of patriarchal control.

Why blame women for this?

There is a widely held belief that it’s mainly men who try to curtail women’s sexual expression — particularly that of single women — raging at them for engaging in hookup-athons or wearing skirts the size of an airmail stamp. There are men who do this, especially in repressive cultures, and even in our own.

But if you give this notion some thought, with an eye to our evolved psychology, it really doesn’t make sense. Men and women evolved to have different mating strategies based on their physical differences, like how women can get pregnant from sex and left with a howling child to feed and care for. This probably worked out better — meaning an ancestral woman was more likely to leave surviving descendants to pass on her genes — if she didn’t end up a single mom digging for grubs on the African savanna.

There’s a good deal of evidence that female emotions evolved to push women to seek commitment and feel bad when it doesn’t seem to be there, even when they hook up with a guy they know they want nothing more to do with. Though many men want (or eventually want) long-term rela-

tionships, a man can choose to dad up for a baby that results from sex . . . or choose to be all “‘bye forever!” and still have a good shot at passing on his genes. (Thanks, single lady grub-digging on the savanna!)

This means that casual sex is a mating strategy that tends to be optimal for men in a way it isn’t for women. Or, as evolutionary psychologist David Schmitt puts it, “Men tend to desire easy sexual access” to “large numbers of sex partners”; in other words, they tend to be up for casual sex with a slew of hot women (or a slew of women with a pulse).

Getting back to your notion that it’s men who tamp down women’s sexual expressiveness, sure, if a man’s married to a woman, he might ask her to close up a few buttons on her blouse before they go to some pervy neighbor’s party. But say the woman in the cleavage-a-boo blouse is not the man’s wife. Even if the man is married and faithful, his mind —his evolved psychology — probably leads him to read her as a potential sex partner and consciously or subconsciously store her in memory as a “backup mate,” a sort of sexual fold-up pocket umbrella (just in case!).

In other words, when a man isn’t in a relationship with a particular woman, why would it possibly be in his self-interest to pressure her to dress a little more, um, Amish casual, and to keep her legs crossed until she’s Mrs. Somebody?

Research supports this view.

Social psychologists Roy Baumeister and Jean Twenge reviewed research on the “cultural” (meaning “societal”) suppression of female sexuality, which they define as “a pattern of cultural influence by which girls and women are induced to avoid feeling sexual desire and to refrain from sexual behavior.”

They report that “the view that men suppress female sexuality” (like, for example, by punishing women who make sex too available to men) “received hardly any support and is flatly contradicted by some findings.

Instead, the evidence favors the view that women have worked to stifle each other’s sexuality because sex is a limited resource that women use to negotiate with men, and scarcity gives women an advantage.” (Women doing this are typically unaware of this underlying motive.)

Especially recently, people get out-

raged when scientific findings don’t conform with the ideology they hold dear. This is unfortunate because only by finding out the sometimes counterintuitive, counterproductive, and surprising ways we actually think and behave can we choose to act more productively.

Personally, knowing how pernicious, sneaky, and underhanded female intrasexual competition (women competing with other women) can be makes me careful to be assertive in healthy ways and, in social situations, make sure other women feel included and not left out. And really, if you look logically at who benefits from getting hot women to de-hotify, well, lemme know when you find a strip club with dozens of men clamoring for the women there to cover up their enormous breasts and, for God’s sake, put on a pair of pants. ©2020, Amy Alkon, all rights reserved.
