he women and men who harvest crops in the Oxnard Plain support a multibillion dollar industry in Ventura County. During today’s pandemic, with schools engaged in online learning and safe childcare not readily available, many farmworkers have been forced to leave their children at home. “One of our biggest concerns since March is that the children are home,” said Judy Lucas of Ojai, who with her husband, Ted, formed Friends of Fieldworkers (FOF) in the midst of a 2013 structure fire in Oxnard that impacted two dozen families to help farmworker families by providing direct assistance including food, home goods, toys and other items. FOF occasionally provides funds for rent and utilities as well. “Our motto is to befriend and support farmworkers and their families.” The Lucases and one other person gather donated items and deliver to about 100 families in the Camarillo-Oxnard area. This includes picking up groceries at the fairgrounds every weekend. “We need volunteers desperately,” Lucas said. As the school year gets started under the shadow of the pandemic, a problem normally lessened when school starts is now being exacerbated. “One young man is 13, he has a 9-year-old sister and 2-year-old brother,” said Lucas. “He is taking care of them all day. What I’m hearing is that the teachers are giving the kids more homework than normal . . . I don’t know how they are going to do school work and take care of the younger siblings.” “Over half of our families have at least one child who is

New grant will fund reuse opportunities by David Goldstein

new grant opportunity offers California businesses, nonprofit organizations, government entities and Indian tribes an opportunity to fund new reuse projects. The minimum grant to be awarded by the California Department of Resources Recycling and Recovery (CalRecycle) will be $300,000, and the maximum will be $500,000, with a total of $2 million awarded statewide this December. Applications are due September 10. Four types of projects are listed as qualified: • Replacement of single-use containers with refillables, including but not limited to beverage, food or personal care product containers. • Replacement of single-use food serviceware (plates, cups, 6—

disabled,” Lucas continued. “Parents depend greatly on the schools. Many [of these kids] have no capacities. They go to school every day, while mom is in the fields . . . I’d love to hear what the school’s special education departments . . . are going to do for these children.” She told of a family with two children with cystic fibrosis. “Doctors told the mom there is no way they can go to school this year. They will die if they get COVID. What are they going to do?” The schools have provided tablets, but Lucas said families are frustrated. “They don’t understand all the links and how to connect,” she said. “We have been focused on the children. What can be done for the children?” FOF has delivered books, a basketball hoop, weights, a trampoline and jump ropes. The organization also teamed up with the Democratic Moms group and a Girl Scout troop in Camarillo to provide Legos. Donated gardening boxes have led to gardens expanding in the family’s yards, while butterfly and ladybug habitats were popular with the kids, who enjoyed watching the caterpillars and larvae eat and then transform. The supplies have been beneficial, but many farmworker families still worry about their children left at home. “They’re afraid of many things, but the two biggest things . . . They are afraid of ICE, they don’t want their children outside their apartments. And the parents are also afraid of getting picked up by ICE, then they wouldn’t get home to their children. Number two is COVID, getting sick and bringing it home to their kids.” FOF is creating a few other programs, including connecting one family with children interested in art with an artist in Mexico who is leading the kids in art classes via Skype or FaceTime using art supplies provided by FOF. Lucas said they hope to expand that to more families and possibly offer music. “Drumming would be great.” She said that right now, FOF is asking for books in new or gently used condition for very young children through teens and fabric for masks for the families. FOF is paying a seamstress $2 a mask to sew masks for the families. Another program Lucas wants to get started is called Grocery Security Net. “The families have very few security nets of any kind,

Oxnard Pallet Company, one local business considering applying for the grant, has a long history of innovative reuse and has already won other funding from CalRecycle through the Ventura County Recycling Market Development Zone. Standard pallet reuse is business as usual for many companies and would probably not have a strong competitive chance to win a statewide grant opportunity such as this, but Beatrice Vasquez, owner of Oxnard Pallet Company and president of the Western Pallet Association, explains how her company is different, “We take off-spec and broken pallets, deconstruct them and reassemble them into 48-inch by 40-inch standard pallets, which are always in high demand.” In the past, retail was more clearly a target of the grant program, and a Reuse Grant was a major source of funding launching Habitat for Humanity’s ReStores in Ventura County. ReStores sell donated surplus and gently used home improvement items, raising money for Habitat’s mission of partnering with people in need to build decent affordable housing. After starting a ReStore in Ventura and moving the store while expanding in Oxnard, Habitat later developed a second ReStore in Simi Valley.

they really do live from day to day . . . with something like COVID going on and on and on, the stress level is really off the charts, and that is dangerous in itself. They can get so stressed they are going to get sick.” The program involves selecting a family most at risk and spending $1,000 toward the necessities that family uses every day: Food, gas, coins for laundry. The money that family would otherwise spend on those necessities can be saved. Lucas said one family was able to start saving to help them get out of the farmworker apartment and into a house to rent. “I have high hopes for the family . . . to at least have some stress relieved.” For more information on Friends of Fieldworkers or to donate, call 805-312-0579 or visit friendsoffieldworkers.org.

Michelle Stevens, founder and owner of the Refill Shoppe, is also looking for ways to expand her reuse-based business. The Refill Shoppe helps people avoid single-use packaging by selling soaps, detergents, shaving lotions, skin creams and other items from bulk dispensers for refilling multi-use containers. Having reopened her store in July following a pandemic-related shut down, Stevens is interested in improving databases and doing outreach to bring in new customers for expansion of the Refill Shoppe’s “sudscription” program, through which customers ordering online receive spout pouches, which they drain into their reused container before mailing back the same pouch for a refill. In-store refills are also available at the Refill Shoppe, following assistance from the Womens’ Economic Ventures Thrive program, which helped Stevens change store layout and procedures to make shopping safer for customers and staff. Customers still bring in their own containers for refill and reuse, but now people sanitize the outside of their own containers with a 70 percent isopropyl alcohol solution and staff re-fill the containers. he city of Ventura has released a contract it entered into with Mustang Marketing following a Public Records Act (PRA) request submitted by the Ventura County Reporter. The city initially refused the request calling the contract privileged as part of pending litigation, but following receipt of a letter from the nonprofit watchdog organization the First Amendment Coalition (FAC), the city was compelled to release the contract. On Aug. 2, 2020, the VCReporter submitted a PRA request to the city of Ventura asking for the contract document the city approved with Mustang Marketing, a Thousand Oaks-based public relations firm, to assist the city during the Ventura Watershed Adjudication legal action, which has involved the owners of over 12,000 properties in the Ojai Valley and Ventura in a contentious process to lay out and determine water allocations for the entire watershed. The city hired Mustang following a public meeting held in Ojai on Jan. 30. The room was packed full of people and the city was accused of filtering out questions it didn’t want to answer. The vote to hire the marketing firm and the amount the city was going to pay them was never reported to the public as required under the Brown Act, a body of state laws that guarantees city business is conducted in full view of the public. Certain items can be discussed in closed sessions, but any decisions made or votes taken in closed sessions must be reported to the public, and most contracts entered into are also public documents. The amount being paid to Mustang was previously released following several requests from different parties, including members of the public, the Ojai Valley News and the VCReporter. On Aug. 11 in a letter signed by Gregory Diaz, Ventura City Attorney, the city responded to the PRA and declined to produce the contract with Mustang, stating it was an “exempt” document under the Brown Act. The response said the contract was related to “expert billings in this pending litigation.” “This sounds like a practical joke,” said Glen Smith, litigation director with FAC, a California-based nonprofit organization. “Their work product might be exempt depending on the role the firm played, but the contract itself cannot be exempt. I guess it wasn’t included in the

agenda packet when it was approved.” It was not, because the contract was never placed on a meeting agenda. Items, such as contracts, that the city council is reviewing and voting on are required to be attached to the agenda for public viewing. As the Mustang contract appeared on no agenda, was not voted on in open session, and was not initially reported as a closed session vote (the city released the vote previously in response to a separate PRA request), the contract never saw the light of day. On Aug. 17, the FAC submitted a PRA request to the city, mirroring the request made by the VCReporter and citing the city’s Aug. 11 response. “The grounds for nondisclosure cited in your Aug. 11, 2020 letter . . . are invalid,” stated Sherene Tagharobi, legal fellow with FAC, in the Aug. 17 letter. “Nondisclosure of the Contract and related communications would controvert both the [California Public Records Act] and the California Constitution. The Contract is not a privileged attorney-client communication.” The letter further admonished the city, stating that “a media campaign is not a litigation strategy . . . some attorneys may feel it is desirable at times to conduct a media campaign,” but such a desire “does not transform their coordination of a campaign into legal advice.” The city cannot withhold the contract with Mustang because it is “merely an agreement for professional services entered into by the City and a marketing agency, not attorney work product.” On the afternoon of Aug. 17, the same day the city received the letter from FAC, the VCReporter received the Mustang contract, with one redaction under the header, “Firm Services, firm will provide city in the following litigation support services.” One or two lines under that heading are blacked out. On Thursday, Aug. 20, Rep. Julia Brownley held a press conference at the U.S. Naval Construction Battalion “Seabees” Fallen Heroes Post Office Building to decry policies and actions impacting the United States Postal Service that she said were designed to “impede” the upcoming presidential election. Recent “dismantling of infrastructure . . . cutting back salaries” were meant to “impede the post office’s ability to handle important mail in the middle of a pandemic . . . all of these changes jeopardize the election” and “threaten to disenfranchise voters in communities of color,” said Brownley. She was referring to the actions of Louis DeJoy, an American businessman appointed by President Donald Trump to serve as U. S. Postmaster General. DeJoy has had sorting machines removed and dismantled and pay and overtime of postal employees cut. Brownley was joined by Carmen Ramirez, Mayor Pro Tem of Oxnard and candidate for Ventura County Supervisor, who said the “dismantling” of the USPS is “unacceptable” and that it should not be viewed “as political but as a community health issue.” Suspicious fires at Ojai Valley Land Conservancy

On Monday, Aug. 24, the Ojai Valley Land Conservancy (OVLC) issued a statement saying that there had been two fires in the Ojai Meadows Preserve, adjacent to Nordhoff High School along Highway 150, in the last three months. “Both fires occurred within 100 feet of each other and the fire department has deemed their cause of ignition to be suspicious and not natural,” stated the OVLC. Court reduces Officer’s felony conviction to misdemeanor

At a sentencing hearing on Aug. 27, 2020, the court reduced the felony insurance fraud conviction of Matthew Arther Alonzo, a Santa Paula Police Officer to a misdeamenor. The Ventura County District Attorney objected to the reduction in the level of crime committed. Alonzo was sentenced to 60 days of work release and three years of probation. He was ordered to pay Farmers Insurance Company $1,564. His crime involved giving false testimony about a car accident he claimed to have seen. He told the insurance adjuster that he did not know anyone involved in the accident, when in fact, one was a former Santa Paula Police Officers whom Alonzo had worked with for over five years. Alonzo’s false testimony caused the wrong driver to be found at fault in the accident. Alonzo is currently on administrative leave from the SPPD. — Kimberly Rivers

e’ve read the statistics and been told about the numerous risk factors that make an individual more vulnerable to coronavirus infection and the COVID-19 disease it causes. The longer we live through the pandemic, however, it is becoming increasingly clear that the virus does not discriminate, and no one is immune. Jon and Shantel Cesario of Ventura know this all too well: The entire family became infected by the coronavirus. The good news is that they all survived. But the Cesarios hope that their experience will help raise awareness of how this disease can impact anyone of any age.

A family crisis

Jon, who was born and raised in Ventura, is a life coach. He said that in coping over the past month he has had to “practice some of what I teach.” He said that it all began around 9:30 p.m. on July 9. “I got a FaceTime call from my wife.She was hysterically crying.” Shantel had called her doctor because she had a high fever, and was told to go to the hospital. Jon drove home immediately to take care of three of their children, ages 7, 2 and 3 weeks. (Jon’s 11-year-old son was with his mother at the time, and did not get the virus.) Shantel drove herself to Santa Paula Hospital. “It was the first time she had to say goodbye to both babies,” Jon recalled. She was tested for coronavirus and monitoring through the night, eventually being discharged at 4 a.m. “The doctor informed us it was still OK to breastfeed,” said Jon. The next day Shantel got the call that she tested positive for the coronavirus. “We started to inform people . . . letting everybody know that she was positive for COVID.” He said it

was a very small group of people, mostly family members, that she had been in contact with. Not long after Shantel came home from the hospital, infant Aubrey developed symptoms. “Two hours later, our three-week-old daughter had a high fever . . . It’s dangerous for a newborn.” They called their doctor, who once again told them to go immediately to Santa Paula Hospital. Jon took Aubrey and “they met us outside, escorted us into the back and into a room.” Because Shantel had tested positive and Aubrey had a high fever, hospital staff assumed the baby had COVID-19 as well. They began running tests on Aubrey. “They did a lumbar test, with a needle down her spine. She had to lay in the cradle position,” Jon recalled. “She was hysterically crying. She had to be in extreme pain.” Staff recognized the seriousness of the baby’s illness and recommended an immediate transfer by ambulance to Ventura County Medical Center (VCMC), where Aubrey was admitted to the Neonatal Intensive Care Unit (NICU).

The stay was only supposed to be one day. Ultimately, Jon spent five days there with his daughter. Aubrey started to experience respiratory issues on top of the high fever. The doctors decided a longer stay was needed; they didn’t know what would happen to someone so young with COVID-19.

“I felt really powerless”

Jon praised VCMC for their strong protective procedures, noting that “staff took 15 to 20 minutes to dress out and dress in” when they came in and out of Aubrey’s NICU room. They also trained him to do a lot of the needed monitoring and procedures to limit the number of people who had to come into the isolated room. He had to fill out a log sheet, writing down vital signs and other information about his daughter. “On the second night she started to have stomach problems...COVID began to attack her digestive system...she cried and had a rash everywhere,” Jon said. “She was hysterically crying for eight hours straight. I would pick her up. I was rocking her.

There was nothing that I was able to do for the pain that she was experiencing. My priorities were really put in place. Nothing mattered anymore [other than for] her to recover. I made a prayer, Lord give this to me, put this on me. I felt really powerless at that time. I admit I was crying.” He said a nurse must have been watching the room’s cameras and saw that he was struggling. “It was her time off, after a 12-hour shift, she suited back up and brought in a tablet,” Jon said. The nurse put on Baby Mozart music and showed him how to wrap the baby up and use a heating pad to tuck her in. “She finally went to sleep.” “I don’t know who this nurse is . . . her co-workers told her ‘you’re done’ ” with your shift, Jon said. “But she told them ‘don’t worry, I’m where I need to be’ . . . that was pretty cool. I’m wanting to get back there and locate this nurse . . . I’d love to thank her.” Aubrey had been “breastfed from day one,” but due to her hospitalization and separation from mom, Jon had to introduce a bottle. “It was a challenge initially, but August 27, 2020 —

FEATURE thank God she did take the bottle.” Staff tested Aubrey’s oxygen levels, urine and blood to make sure she wasn’t experiencing brain damage from the fever, and was put on an IV. A suspected bacterial infection turned out to be a contaminant from a test. “She was the only infant at the time that had tested positive,” Jon explained. “The nurses didn’t have any experience with infants that young with a positive test; it was kind of scary.” They told him they’d “do everything we can to pay attention to the symptoms, but there is really nothing we can do about the virus. It’s too new, we don’t know how to go about it.” And they told him that they had to let the virus take its course. “That was scary news, to hear a doctor tell you they can’t really do anything.” After an “exhausting” five days, which Jon said “seemed like two years,” Aubrey improved enough to be discharged to home isolation, with strict instructions to come back if any symptoms worsened. Luckily the baby continued to improve. While baby Aubrey battled COVID-19 in NICU, her mom took a turn for the worse. The day after her infant was admitted to VCMC, Shantel developed a high fever and went into the hospital again. She suffered headaches, respiratory issues, a lost sense of taste and smell and extreme fatigue. “She could barely get out of bed and she still had to take care of our 2 year old, who was having similar symptoms,” Jon recalled. Even though she was only in the hospital one night, she still had symptoms when discharged. “The scary part is, if

vcreporter.com my wife had never been admitted to the hospital [initially], our test wouldn’t have come back [for 15 days] . . . and I had no symptoms and was interacting with multiple different people [through work]. Thank God we caught it early.” Everyone in the family ultimately tested positive for the coronavirus. Jon and his 7-year-old were asymptomatic; the 2-yearold had a high fever but no other symptoms. After everyone was discharged from the hospital, the family adhered to a strict home quarantine. “For 14 days we were camped out at our house,” Jon explained. As he was otherwise healthy, he could “step up and take care of my family.”

Rough recovery

During the ordeal friends, family and members of the Ventura Missionary Church and New Life Church brought food and meals to them. “It was encouraging to see our community [offer assistance],” Jon said. The family needed it. Even though Shantel was at home, she was having trouble breathing. “My wife experienced the roughest challenges with COVID and we began researching different studies.” They looked at information online, and read about a steroid-based breathing treatment, called Pulmicort Respules®, normally used to treat asthma. According to Jon, it has been used in Japan, which has experienced a low COVID-19-related death rate. “Our doctor was on board,” but when a family member tried to pick up the prescription at a local pharmacy, “they

initially denied it . . . I was blown away. It could help her, she can’t breath.” Their doctor had to “write a letter to demand” the medication, and the pharmacy filled the prescription. Jon said their insurance refused to cover the cost of the medication, so they paid for it out of pocket, along with the breathing machine needed to administer the medication. “Two days later, she was recovering,” he said. They don’t know for sure if the medication is what helped, but they were glad to get that treatment. According to Jon, about 10 days into home quarantine, “everybody stopped experiencing symptoms.” The doctors told the Cesarios that after the 14 days, “even though we would not be conAubrey Cesario. “Jolly style” with cream, leeks and parmesan. The brine was tempered by the rich, creamy sauce — a delicious combination that went down easy and might please even those averse to oysters. Clams are a family favorite, so we got two orders of the steamers — spicy and not, both in a white wine and garlic broth. Luckily, they came with thick hunks of toasted baguette; don’t waste that delicious liquid! And yes… the clams are fantastic, too. When our excellent but humble (and surprisingly filling!) meal was done, we were in charge of our own garbage; a recycled plastic bag is provided. Shells are simply tossed onto the piles that surround the lot, letting sun and salty sea air do the rest. It was rather fun and, for the record, there was not a hint of odor from the decomposing shells. On the way out, we deposited refuse into the appropriate containers (trash and recycling) and went on our way— straight to the beach. Stepping into the sea after consuming its bounty and enjoying its breezes felt like coming full circle. I can’t recall the last time I felt so connected to the place from which my food came. Not just jolly; just right.

In other words, she’s become a crappy friend to you — through no fault of her own. Maybe she doesn’t know you chose your husband over a baby, or maybe she thinks you’ve made your peace with that. Imagine if you were as attentive to emotional pain as you are to physical pain. If your friend backed her SUV onto your toes, you wouldn’t just stand there all, “I have a hard time asking for things, even if a person is my friend.” You’d scream; she’d move
