What to do about Bill Cosby

In 2014 the country was shocked to hear the news that Bill Cosby was allegedly drugging and raping women, going back decades. Yet it wasn’t until 2017 that any trial took place, and after the first case ended in a mistrial, the second trial in 2018 ended in a conviction for aggravated indecent assault against Andrea Constand. As one of the first major #MeToo cases, it set the tone that unequal power structures would not prevail. Money. Status. Fame. All of that would be meaningless.

It turns out that Cosby made a lot of friends while in the big house. And in a recent press conference upon release, he wanted to make himself the victim, as well as other men in jail.

“The Pennsylvania Supreme Court overturned Bill Cosby’s conviction for sexual assault not because anyone doubted his guilt of numerous crimes, but because of a prior legal agreement’s impact on the trial. Bill Cosby is free on a technicality, but the women he assaulted, who bravely came forward to bring him to justice, are suffering anew. They thought they had finally achieved some limited measure of closure — and now this.”

“When an unconditional charging decision is made publicly and with the intent to induce action and reliance by the defendant, and when the defendant does so to his detriment (and in some instances upon the advice of counsel), denying the defendant the benefit of that decision is an affront to fundamental fairness,” according to the high court opinion authored by Justice David Wecht. “For these reasons, Cosby’s convictions and judgment of sentence are vacated, and he is discharged.”

“Because this is not just a Black thing,” Cosby said. “This is for all the people who have been imprisoned wrongfully regardless of race, color or creed. Because I met them in there. People who talked about what happened and what they did. And I know there are many liars out there.”

This is the great flaw of a nation ruled by laws. Even when all the evidence points to a truth, the system is set up to protect the accused in such a way that they have endless appeal rights. Here, a very rich man was able to get his lawyers to push his narrative and “justice” was served in the most bitter of cups. This isn’t a man wrongly charged or convicted. This is a man who was embarrassingly prosecuted. Facts be damned, he gets to walk.

That was until June 30, 2021, when Bill Cosby was set free from prison by the Pennsylvania Supreme Court in a 4-3 decision. The majority argued that since Cosby already had a trial that ended in a financial payout for Constand, he cannot be retried on the same charges. “The rebirth of our harbor” Residents

on board with visioning for Channel Islands Harbor

At a June 22 meeting of the Ventura County Board of Supervisors, residents — in a noticeable shift of sentiment — expressed excitement and positivity about the future of Channel Islands Harbor and Fisherman’s Wharf in Oxnard.

“Thank you, thank you, thank you,” began Audrey Keller, chair of the Channel Islands Neighborhood Council, speaking during public comment at the meeting. She directed her thanks to Ventura County Harbor Department Director Mark Sandoval, Ventura County CEO Mike Powers and all stakeholders in the now-concluded Visioning Process for the harbor. “The residents are on board. We are part of the solution.” She said residents “can’t wait for the rebirth of our harbor.”

Sandoval, who will be retiring at the end of August, presented the Vision Report on behalf of the Visioning Steering Committee. He thanked the “hundreds of residents who provided feedback throughout the entire process,” and said the process included more than just the six “opportunity parcels” — parcels at the Fisherman’s Wharf area of Channel Islands Harbor that have lease agreements that are either being renewed or up for renewal in the near future and present an opportu-

nity for the harbor to promote development that meets the goals of the vision.

The report summarizes various ideas, including a marine education center and aquarium, dining and a bed and breakfast at the site of the Whale’s Tail restaurant. For the Fisherman’s Wharf parcels, possibilities include an economic “anchor” business and a boutique hotel, waterfront living, public market and performing arts center. At the Anacapa Boatyard parcel, a hospitality center, retro-trailer and small houseboat bed and breakfast concept was included.

Ideas for public thoroughfares and areas include wider, comfortable waterside promenades, a multiuse trail on the perimeter of the harbor, and reconfiguring Victoria Avenue to be more pedestrian and visitor friendly

Previous efforts at developing these parcels lacked this type of community visioning and the result was outcry from many residents about previous plans that they felt did not address their concerns or properly align with the purpose of the harbor.

Sandoval called the currents ideas “a great development opportunity” that could “change the face of the harbor,” explaining the process included visioning for

the public spaces and roadways with a goal of creating a design plan that will make the area “a place to be.”

“It is an irreplaceable public venue,” said Rene Aiu of the Harbor and Beach Community Alliance and a member of the steering committee. She cited the “permanency of most development,” and asked the supervisors to ensure that the 35-year-old public works plan for the harbor be updated as part of the redevelopment process and expressed a critique that the steering committee operate more as a “focus group.” She said she hoped for future public input as well as plans are being developed from the Vision Plan.

Sandoval said that an update of the public works plan is part of the recommendations of the Vision Plan.

Wendy Lee, a 47-year resident of the area, pointed to the harbor as a “public serving” asset and that aspect should be maintained with any development plan. Key aspects of that use include public venues, walkways and improved waterfront access.

Supervisor Linda Parks noted the “huge turnaround in the relationships. You can just see it.” This was in contrast to past interactions where residents expressed frustration at plans that did not take their concerns into account.

Next steps include a formal and competitive Request for Proposals from developers for the six parcels, refining the planning and development process for the harbor, developing a financing strategy for the public areas and updating the local coastal plan. The RFP process is likely to start in the next few months.

Sandocal concluded, “Much work is needed to polish this jewel.”

But now it seems all parties are moving on the same tide

On June 23 Ventura County announced that Mark Sandoval, current director of the Ventura County Harbor Department, will be retiring from his post on Aug. 31, 2021. The county has begun a search for his successor. In a written statement released by the county, Sandoval cited a recent health issue as having “accelerated my retirement.” He will be moving to Alabama to be closer to family.

VC COVID Update

Few Delta cases in county

As of July 4, 10 cases of the Delta variant of the novel coronavirus have been detected in Ventura County, according to Dr. Robert Levin, medical officer with Ventura County Public Health.

He said some patients are now being tested using whole genome sequencing.

“Experience is now accumulating worldwide that people who have been vaccinated can become infected with the Delta variant but are not becoming very sick, and for the most part are not being hospitalized or dying,” he said via email to the Ventura County Reporter. He referenced July 6 reports that, “In June, many of our infections in the United States, up to 20 to 40%, were already due to the Delta variant,” and could have been prevented if those people had been vaccinated.

The county is essentially back to normal, with most businesses

open to the public. Some government offices and processes are among the last to fully open: Public meetings with city councils and county supervisors are still mostly online, and the Ventura County Superior Court still has many trials on hold.

Testing continues, still free for some

As of Friday, July 2, the county was reporting 63 new cases of the coronavirus and 10 people requiring hospitalization due to the virus, with one person needing ICU care.

County testing is free when “medically necessary,” such as when people are displaying symptoms of COVID-19 including fever, cough, sore throat, loss of taste or smell, nausea or diarrhea. The tests are now being conducted through 360 Clinic on behalf of the county. Testing sites are being transitioned over to 360 Clinic.

Individuals seeking testing as required for travel or to attend events and other non-medically needed purposes are no longer

eligible to receive free testing but can pay for testing through COVID Clinic, a Ventura County partner.

Results on all tests are being returned within 1-2 days.

Eye on the Environment Regulatory relief for treated wood disposal about to become permanent

Sometimes, even the leader of an environmental organization opposes regulations making disposal too difficult.

This week, Doug Kobold, executive director of the California Product Stewardship Council, told me why his organization, which is on the forefront of legislative efforts to protect the environment by holding retailers and manufacturers responsible for the environmental costs of their products, supported issuance of variances allowing some landfills to continue accepting treated wood waste.

“We supported variances because, honestly, at this point, the best place for treated wood waste is a landfill,” said Kobold. “And if you make it too difficult to dispose, you end up with treated wood dumped on the sides of the roads or illegally burned.”

Local K9 team on Top Dog

The outcome of a television competition will determine whether Senior Officer Danny Cason of the Oxnard Police Department will retire. He told producers of the A&E series America’s Top Dog that he’s always said he’ll retire when he wins the Top Dog title.

Cason and his partner, K9 Capone, appeared Tuesday night (July 6) in a competition for the barking rights associated with being named the country’s Top Dog.

Capone is a 5-year-old Belgian Malanois and is the fifth working police dog with which Cason has worked. Capone is trained to be “dual purpose” and works patrol, SWAT and narcotics. Capone also speaks French; Cason had to learn the necessary commands in French to work with Capone.

Top Dog competitors are judged on speed, agility, teamwork and trust.

As the deadline for the expiration of the alternative management standards approached without a legislative or regulatory solution, contractors began rejecting jobs expected to generate treated wood waste, and industrial generators prepared to stockpile. Projected costs for managing treated wood rose from around $80 per ton to what Kobold estimated would be around $500 per ton for transport and authorized disposal. Addressing the problem, the California Department of Toxic Substances Control, with existing legislative authority and following strict rules, issued new variances, a system that had not been used since before 2008.

Locally, Toland Road Landfill did not obtain a variance, so treated wood waste is not allowed for disposal there. But the Simi Valley Landfill did obtain a variance and now charges $83.50 per ton to accept treated wood from Ventura County and $87.50 to accept it from outside Ventura County. Waste Management, which operates the Simi Valley Landfill, will accept only pre-approved loads of treated lumber, so customers must make arrangements prior to delivery by calling 805-579-7267 or obtaining pre-approval

County seeks hazard mitigation input

Ventura County is seeking public input on the update to its Hazard Mitigation Plan (HMP), a multijurisdictional effort overseen by the Ventura County Sheriff’s Office of Emergency Services with over 20 planning partners, 10 cities, special districts and the Ventura County Office of Education.

The plan’s goal is to inventory all potential hazards in the county and assess all associated risks. Examples include risks to resources, like water, energy, air quality and critical infrastructure. The plan will also develop mitigation methods to reduce risks and help assure an organized recovery when the next area disaster occurs.

A public survey is currently active, and has just 116 responses as of press deadline.

Variances are valid for six months and can be renewed only once, so generators and landfills are depending on legislation for a longer-term solution. Such legislation (Assembly Bill 332) is expected to arrive on the governor’s desk for final approval within the next few weeks.

For other materials, high disposal costs are sometimes seen by recyclers as beneficial, since cheap disposal can be a disincentive to reuse or recycling. This is not the case with treated wood, however, because reuse is limited and recycling is not viable.

Pressure treatment forces chemical preservatives into the cellular structure of wood. These chemicals are undesirable in mulch or compost, so if your scrap lumber is lined with tiny holes or stained green, these indicators of pressure treatment should prevent you from placing the wrong types of wood in your local curbside yard waste cart.

Reuse of pressure treated wood is also problematic. Cutting and sanding require precautions to avoid breathing the sawdust, which is considered toxic by the California Department of Toxic Substances Control, although some home

Deepening finished at Port of Hueneme

On June 28 the Port of Hueneme celebrated the completion of two decades of work that deepened the harbor by 40 feet.

At a celebration at the port, Congresswoman Julia Brownley was thanked for her efforts to obtain the $20 million in federal funds for the dredging portion of the project.

The project was funded by a $12.3 million Transportation Investment Generating Economic Recovery (TIGER) grant from the U.S. Department of Transportation to deepen the harbor. The deepening project totaled $10.4M: $3.6M from the Port of Hueneme/ Oxnard Harbor District and $6.8M combined from the U.S. Army Corps of Engineers and Naval Base Ventura County.

Municipally sponsored household hazardous waste collection events are also an alternative for disposal of treated wood waste, and to homeowners, such events may look like a no-cost option. However, using these events is actually the most expensive way to handle the material, and the cost is placed on refuse rate payers whose fees pay for these programs. According to Don Sheppard, who manages Ventura County’s Pollution Prevention Center, located between Ojai and Ventura, household hazardous waste management contractors charge over $60 for each vehicle arriving at the event, and they would charge their cost plus 20% to accept treated wood, package it, haul it to an authorized site, and pay the fee for the site to accept the material. The center received no treated wood during the past year, according to Sheppard.

According to port officials, the deepening increases the allowed berth of docking ships by 35 to 40 feet. This means more cargo can fit in one haul, reducing the number of trips needed to move goods.

The removed sand, approximately 390,000 cubic yards, is being used to enrich area beaches.

Petition in support of funding wildfire crews

State Assemblymember Steve Bennett is asking constituents to sign a petition in support of raising over $14 million for fire crews in six counties, including Ventura County, who contract with CalFire to provide fire response and perform fuel reduction work. The petition will be presented to Gov. Gavin Newsom and other legislators.

Eye on Climate FEATURE

Local energy issues through lens of climate change

Last week the small town of Lytton in British Columbia had record breaking temperatures of 121 degrees. The area flooded as local snow packs rapidly melted, overrunning local rivers and streams, and then a lightning storm caused a fire that decimated the town. Two people died. It might sound like fiction concocted in Hollywood, except that it’s real. It’s climate change.

Governments at all levels are grappling with their role in combating and adapting to the changing climate. People are calling for changes on many fronts, with tension between those pushing for strong, effective climate action and those who seem to be rooted in extending the status quo of a fossil fuel-based economy. Meanwhile, local oil and gas companies are working to maintain profits and reassure investors — some of whom may be looking at renewable investment options. Even as Ventura County and some local cities have passed “climate emergency” resolutions, they have been faced with lawsuits when attempting to make tangible changes to policy or pass ordinances that turn those resolutions into actions.

How do local governments “think globally but act locally” when grappling with the waning giant of the fossil fuel economy, a keystone of the founding of Ventura County and a cornerstone still of the local economy? And could there be a role for the fossil fuel industry in responding to a rapidly warming planet and rising carbon levels?

These questions lack fast or easy answers, and some aren’t waiting for local government to act. Private residents, businesses, school districts and colleges are moving ahead, even as rebates and incentives may be watered down.

County shortens oil drilling permit horizon

Signaling a new precedent in permitting for the local oil and gas sector, Ventura County has reduced the standard length of an oil and gas extraction Conditional Use Permit (CUP) from over 20 years, down to 10.

CUPs are used to govern oil extraction as well as things like wedding venues, exotic animal keepers, horse boarding facilities and other uses of properties that are different from the original intended use. The CUP process allows the county, as a representative of the public, the discretion to either approve or deny the use and, if approved, to place conditions on that use to protect public health, safety and the environment.

On June 22 the Ventura County Board of Supervisors, in a split 3-2 vote, bucked staff recommendations for a 20-year horizon for the Agnew oil and gas lease and instead approved a 10-year permit for the ongoing operation.

Supervisors Kelly Long, Bob Huber and Matt LaVere voted to grant the permit, with Linda Parks and Carmen Ramirez voting no, expressing a desire for stronger climate action and protections for the public related to potential future costs of plugging idle wells.

The 10-year permit horizon is unique in the county among CUPs that govern oil extraction; 25 to 35 years is more typi-

cal for active permits that have expiration dates.

While the operations on site will not change, the vote signals a shift.

“Carbon has trimmed this [project] back considerably,” said Neal Maguire, an attorney with Ferguson Case Orr Paterson of Ventura, representing Carbon California, the oil company currently operating the Agnew lease. According to the company’s website, Carbon California is managed by the publicly traded Carbon Energy Corporation, headquartered in Denver.

Maguire said the requested operations at Agnew are now at the “baseline” used in the environmental review that was conducted.

In 2013, when Carbon California first applied to renew this permit, it sought to drill more wells. But legal action from Climate First: Replacing Oil and Gas (CFROG) forced the county to perform a more thorough environmental review of the project and compelled the company to reduce its project to the status quo, albeit incorporating some activity that violated conditions of the previous permit. The permit now allows three existing oil and gas wells, a methane flare for burning off excess methane gas, and a total number of 22 trucks (oil tanker and maintenance) each week to use Koenigstein Road to access the oil lease site.

The original CUP governing use of the site was granted in 1976 and did not allow regular use of the flare or the road. The flare was only allowed for emergencies; a pipeline was supposed to be used to move gas from the site for sale, rather than allowing it to be burned off as a waste product. Trucks accessing the site were to use an alternate route to reach Highway 150. When the permit was renewed in 1983, the flare was still not authorized by the county.

“But previous operators worked with the [Air Pollution Control District],” to obtain a permit for the flare, explained Jane Farkas, director of land and regulator affairs with Carbon California, to the supervisors on June 22.

The flare was installed in 1996 by then-operator Mirada Petroleum, a Santa Paula-based company, which sold a portion of the Agnew lease (among several others) to Carbon California in 2017. While Mirada had been able to obtain a permit for the flare from the Air Pollution Control District (APCD), that permit was granted in violation of the CUP.

In 2019 officials at the APCD admitted the agency had erroneously granted a permit for a flare at the Bentley lease, another oil extraction site, off of Creek Road in Ojai, without confirming the governing CUP allowed full-time use of the flare.

erly vetting permit requirements prior to granting use of flares. Officials at the agency previously told the supervisors they are now checking all CUPs to ensure APCD permitting aligns with county permit conditions.

Mirada and then Carbon California operated the flare on the Agnew lease in complete violation of the county CUP from 1996 until June 22, 2021 (wells were idled during permit renewal process). This year’s permit approval abates 25 years of permit violations.

Idle, abandoned wells a growing problem

Another unique feature of the new CUP for the Agnew lease is Condition 21. Proposed by staff, the condition puts Carbon California on the hook for any authorized increases in required surety amounts for oil and gas operators the supervisors approve in the next 24 months. County planning staff have been directed to bring an ordinance doing just that back before the end of this year.

This condition came about as a result of Ventura County Supervisor Board Chair Linda Parks, who last year asked about the number of idle wells Carbon California currently has in the county and about the surety amounts currently required by the county from oil companies. Parks pointed out that in the event a company ever filed for bankruptcy or otherwise abandons its idle wells, taxpayers would be stuck with properly plugging the wells. A surety bond is essentially money that can be claimed by the county to recover losses if an operator goes out of business or fails to meet its contractual obligations.

Jeffrey Barnes from Ventura County Counsel explained that current county “practice” is to obtain a $10,000 surety bond from each operator, although county ordinances allow the amount to be collected either “per operation” or “per well.”

Carbon California reports that it has 157 idle wells in the county. According to the California Department of Conservation, Geologic Energy Management Division (CalGem), the agency that oversees oil and gas extraction in the state, an idle well is defined as “a well that has not been used for two years or more and has not yet been properly plugged and abandoned (sealed and closed).”

Public input sought on future of Rincon Island

A case in point regarding idle oil wells is Rincon Island. California taxpayers will have paid the nearly $60 million bill to properly plug the 27 onshore and 50 offshore wells that were abandoned after the operator, Greka Oil and Gas, filed for bankruptcy in 2016.

The first phase, plugging the wells, is complete and now the State Lands Commission (SLC) is seeking public input on the next phase to determine what will become of the island.

An online public meeting was held on June 23 to provide information on options for the island and to receive public input.

Phase 2 includes developing the plan for what happens tot he island. Options include decommissioning the island, the onshore facilities and the causeway connecting the island to the shore or repurposing the site for another use. This phase also includes a feasibility study and other documentation required by the California Environmental Quality Act (CEQA).

The phase began in March, and is expected to take six months.

The SLC reports it will be conducting “targeted outreach to environmental justice organizations” and will be contacting local tribal governments. A draft feasibility study for the potential options will be released for public comment, then

air pollution and would never be built so close to homes today and that expanding gas facilities doesn’t make sense in light of climate change.

The newly formed Westside Clean Air Coalition held a vigil each evening the week of June 21 at the site to monitor the construction taking place in preparation for the expansion SoCal Gas says is needed to push more gas north to Goleta due to declining gas production in that area.

CSUCI goes solar

While the county struggles to address issues surrounding climate change, California State University, Channel Islands, is taking matters into its own hands.

CSUCI is installing a solar array that will provide more power than the campus uses during peak use hours, earning a savings of $8 million over 30 years.

“The array will make CSUCI one of the largest producers of green energy in the California State University system and will result in significant cost savings for our campus,” said Erika D. Beck, Ph.D., president of CSUCI.

The array comes from solar energy company REC Solar, based in San Luis Obispo. REC Solar will pay all upfront costs, including installation. Overall the array will provide 68% of the power needs on campus annually.

“CSUCI has been working diligently toward having a solar array that will provide clean, renewable energy for the campus and greatly reduce costs for electricity,” said Tom Hunt, CSUCI’s interim assistant vice President of Facilities Services.

Ventura County Planning Director Dave Ward explained that while the state also requires surety amounts from oil operators, it oversees below-ground operations at oil extraction sites. The county requirement, governed by the Non-Coastal Zoning Ordinance, covers the “county process” for “above-ground equipment,” which is the county’s jurisdiction.

Ventura County has primary authority over determining where and when oil extraction takes place in the county through the CUP process. CUPs granted since the 1970s have expiration dates, which provide the county — and the public — a window to review the permit to ensure it is still an appropriate use of that land.

So far, Ventura County has only denied one oil and gas permit renewal. In March of 2020, the supervisors unanimously voted against a CUP renewal and nullified the CUP held by Peak Operators at a lease on the Oxnard Plain, citing violations of its permit.

Idle wells that become abandoned is a statewide issue, poised to cause taxpayers a headache to the tune of hundreds of millions of dollars or more.

A study released earlier this year, completed at the request of CalGem, found that just under $500 million would be needed to address the issue. In the May budget revision, Governor Gavin Newsom allocated $200 million. That is for the state’s responsibility; it’s unclear what responsibility local governments might have. This problem is coming like a tidal wave on the horizon, and it’s something municipalities

the SLC will make a final determination.

Issues that will be incorporated in the environmental impact assessment conducted are likely to include aesthetic impacts, biological resources, noise, greenhouse gas emissions, commercial fishing and sea level rise issues.

Residents self-evacuated due to gas venting in W. Ventura

In a written statement Ventura Fire Chief David Endava confirmed that West Ventura residents chose to self-evacuated Friday (July 3) afternoon due to a “strong gas smell” in the area. Ventura Fire Department responded to 20 to 30 911 calls about the odor of gas in the area. Crews determined the source was theSouthern California Gas Company (SoCal Gas) gas compressor facility on Olive Street across from E.P. Foster Elementary School.

Endava said the event was called a “normal purge operation” by SoCal Gas and the city was determining whether this was going to be a regular event. As of press deadline there was no new information available.

Residents in West Ventura have been organizing to fight the expansion of the gas compressor facility, saying it causes

CSUCI will receive credit for the excess power fed back to Southern California Edison. The array is being installed in a field near the front entrance of the campus off of Lewis Road and is slated to be completed by the end of this summer.

CSUCI is joined in the solar movement by the campuses at Ventura, Moorpark and Oxnard Colleges who have added solar panels totalling eight megawatts.

Saticoy’s Tesla Megapacks powering Oxnard Oxnard is also eyeing alternatives to fossil fuels.

On June 29, officials and residents celebrated the completion of the Saticoy Battery Storage Project, which will help stabilize the grid and provide backup power to the city of Oxnard.

“Saying no to a gas peaker plant and yes to battery-stored energy has provided our community with a nonpolluting power plant, increased our tax base, and created good jobs and ultimately better health for the people,” said Carmen Ramirez, Ventura County Supervisor (Dist. 5) “This project is truly a testament to Oxnard’s determination and resilience to modernize and better our community.”

The project took just nine months to complete. According to Arevon Energy, the company that installed theTesla Megapacks, the site will provide enough backup power for the entire city of Oxnard for four hours, or all of Ventura County for 30 minutes.

The batteries are charged with electricity supplied by Southern California Edison (SCE) in a 20-year term and sale agreement. Strata Clean Energy initiated the concept for the project.

The project is anticipated to provide $11 million in property taxes to Ventura County over the next 35 years and was built with a project labor agreement with the Tri-Counties Building and Construction Trades Council.

The Ventura Land Trust is pleased to present its 12th Annual Wild and Scenic Film Festival — and it will be live once again! Margy Gates: 1932-2021

The Buenaventura Art Association announced in June the passing of one of its longtime members, Margaret “Margy” Crawford Gates, at the age of 89.

Gates was a BAA Honorary Lifetime Member and a gallerist for more than 35 years. For 26 years she lived aboard a sailboat in Channel Islands Harbor, starting in 1977, and moved to Hollywood Beach in 2002.

She painted and made ceramics at a studio gallery, first located at Marine Emporium Landing and, later, near Mrs. Olson’s Coffee Hut on Los Altos Street. Her final space, the Sea Gate Gallery, was on Ocean Drive near the Rudder Room. After closing that gallery in 2015, she continued making art at home.

Gates was frequently inspired by the natural world, flowers and the ocean environment in particular. She also had a fascination for archeology and Indigenous cave art, and studied the cave paintings of France as well as those of the local Chumash Indians. She served as a resident artist at the BAA’s Harbor Village Gallery and Gifts in Ventura Harbor in 2016 and 2017.

Gates passed away peacefully in her sleep on May 30, surrounded by family. Her work and spirit will be sorely missed, both within and outside of the local art community. www.buenaventuraartassociation.org

Anderson .Paak joins OPAC board

Grammy award-winning singer, rapper, songwriter, record producer and drummer Anderson .Paak has joined the Honorary Board of Directors for the Oxnard Performing Arts Center. .Paak, a native of Oxnard, has been one of the venue’s biggest, and probably most famous, supporters. In 2018, he celebrated the release of his album Oxnard with a free carnival and concert at the performing arts center (back when it was called “The PACC”) and was in talks to use the space as the Ventura County base for his .Paak House initiative, which would provide community outreach, after school programs and a “safe haven” for youth. It was also hoped that .Paak’s involvement would save the PACC from budget-induced closure.

While much of that didn’t come to pass, PACC — later called OPAC — managed to survive, bolstered in part by the involvement of concert promoter Sterling Venue Ventures (of The Canyon Club). .Paak’s support of OPAC, however, has never wavered, and his role on the board can only mean good things for the venue.

People are coming out and music is on its way back in — both on outdoor patios and inside local venues with indoor sound stages. Concert promoters were waiting in the wings for June 15 to make (most) COVID-19 restrictions obsolete, and once that deadline passed, they wasted no time getting summer music festivals and concert series back on the calendar.

Camarillo Community Band, July 8-29

Last week, the Camarillo Community Band began playing once again, and will continue to offer free concerts at Constitution Park (corner of Carmen Drive and Paseo Camarillo) every Thursday in July. And when they say “community,” these musicians mean it: Every week, children in the audience “conduct” the band, using an “offical” Camarillo Community Band baton. Any adult who plays a band instrument is welcome to join — although they must attend the rehearsals prior to a concert. In addition, high school students may audition to join the band (and are required to attend all rehearsals). Ventura Music Festival, July 23-25

The Ventura Music Festival is one of the most anticipated events of the year under normal circumstances. This year, the celebrating is going to be epic. Singer-trombonist Aubrey Logan, Italian classical guitarist Andrea Roberto and fusion trio Time for Three (Charles Yang and Nick Kendall on violin and Ranaan Meyer on double bass — all three sing vocals as well) are on the lineup, which promises a mix of pop, jazz, classical and more. The festival will take place over a single weekend (July 23-25) rather than two, and all performances will be held in Oxnard at the Pacifica High School Performing Arts Center. Ventura’s Front Street has a casual-but-happening vibe. Not quite beachside, but close to it — you can take the “people bridge” from Ash over the 101 freeway to the Ventura Pier. But before you do, you should definitely check out the cafes and shops that dot this five-block neighborhood that has become a popular hangout for those needing a break from the hustle and bustle of downtown.

Among the eateries, stores and even a brewery (Transmission) is one excellent little gem that makes for a great start to the day: Frontside Cafe. Open for breakfast and lunch, it has plenty to recommend it: a great coffee bar, warm-from-the-oven goodies in the bakery case, a dog-friendly patio to enjoy the ocean breeze and ample indoor dining as well.

Arriving for breakfast one weekday, the first thing I noticed was how clean, bright and fresh everything felt. Admittedly, it is a fairly new restaurant — just opened at the end of 2020, in the space formerly occupied by Traveler Cafe. There’s aluminum siding on the outside (more modern and chic than industrial — much to my surprise), and indoors it’s all white walls, light wood and woven lampshades. Hints of bright blue and sand give it a distinctive “beachy” atmosphere — suitable for its surf-adjacent location.

The menu is a mix of California cuisine and Australian specialties (owing to the influence of owner Charne Huff, who hails from Down Under). Granola, acai bowls and avocado toast sit next to Aussie meat pies and “brekkie rolls” (eggs, bacon, tomato, arugula, gouda and a chili jam mayo). For lunch, there are hearty salads, a burger and a chicken katsu sandwich with Japanese curry. Yum!

For my breakfast, I selected the avocado toast with poached egg, a cup of lemon ginger tea and — because I couldn’t resist — a cheddar chive biscuit. After placing my order at the counter, I grabbed my number and found a seat in a quiet corner where I could enjoy the comings and goings of young people enjoying a leisurely morning, couples with pooches on leash, families getting ready for the beach, professionals grabbing caffeine and a pastry to go before work. What I didn’t see: tourists. By and large, this was a local crowd.

The food was as delightful as the easy, breezy atmosphere. The biscuit was perfectly prepared: light golden brown, neither dry nor doughy with a fluffy, buttery texture, beautifully seasoned with herbs and cheese. This with a cup of coffee would make a solid breakfast any day of the week.

I had, however, also ordered the avocado toast — and while it was probably more than I needed, it did not disappoint. Thick slices of hearty bread were toasted and smashed with fresh avocado, which was then topped with a market’s worth of produce: radishes, watercress, sprigs of dill, pickled vegetables, all as artfully composed as a still life painting. It was seasoned with dukkah, a Middle Eastern blend of nuts, herbs, seeds and spices. (The flavor put me in mind of an everything bagel.) Perched delicately on top of one slice was a flawless poached egg, which oozed delicious golden yolk at the touch of a fork. Wonderful to eat and healthy, too.

Frontside Cafe isn’t a stuff-yourself-silly kind of place — although you certainly won’t go hungry. The portions are generous without being insane, hearty but not heavy, savory but not party-in-your-mouth zesty. Pastry temptations notwithstanding (and that bakery case does beckon!), the fare is light, fresh, healthy (mostly) and ideal for breaking your fast with nourishment and flavor. Paired with the mellow morning ambience, a meal here will set a positive tone for the hours ahead. The very definition of a great start.

You, like many women, want a man who appears to have the grooming routine of a golden lab: running across the lawn when the sprinklers are on and then shaking off.

Many women find it disturbing when a man spends more time in the bathroom or uses more “product” than they do. Evolutionary psychology research suggests we women evolved to seek a man who will protect us — as opposed to one who’ll fight us to the death for the last of our poshbrand conditioner.

Sure, hair gel could be the “gateway” goop to your dude dolling up with Fenty eyeshadow, contour foundation, and sparkly self-tanner by the weekend. But chances are he just went heavy on the stuff because he’s a first-timer at using it.

And chances are your sudden extreme reaction is not about him but about you — and probably your panicking at the prospect of commitment. Commitment involves finding not the perfect right person but a right enough person at the right time, observes clinical psychologist Judith Sills. Being ready for a relationship is a key factor. This requires getting yourself “sorted,” as the Brits say, meaning developing both self-respect and self-acceptance, including a realistic and self-compassionate understanding of your limitations.

Sensing that you “could be lovable in the eyes of another person,” leads to a shift, explains Sills. “You stop being so critical of a potential partner’s shortcomings and begin to appreciate his or her strengths.” This doesn’t mean you are “without anxiety or ambivalence” — wanting and not wanting a relationship at the same time — but readiness for a relationship helps you push through those feelings.

If you aren’t yet ready, you should make that clear to men you date. If becoming ready will require some personal development work, you might want to hop on that. In

general, the more “up there” in years women get, the more they find their standards for a partner in need of relaxing — in the direction of “not currently incarcerated and has at least a weak pulse.”

His behavior calls to mind “the tragedy of the commons,” ecologist Garrett Hardin’s term for individuals with access to a shared space trashing it or taking more than their fair share of resources, ruining it for everyone. Hardin was referring to public land and, say, one farmer letting his sheep eat all the communal grass, leaving only dirt for the other farmers’ hungry sheep, but it seems to apply to your situation.

Granted, the resources being depleted here are not tangible (grabbable, like grass). However, they’re highly valuable and are generally understood to be benefits of renting an apartment — including a level of privacy and the sanctity (aka safety) of “home” and the peace of mind that comes with each of these. Now, it could be argued that no guest policy was spelled out. However, most people know roommates won’t be happy with a revolving cast of sex-providing strangers marching through their home. Chances are your roommate is counting on your being too uncomfortable to speak up — which means there’s no reason for him to stop.

Explain how unsettling it is for you to constantly have these strangers in your place — people he barely knows — and ask him to think on it and propose a solution. Should he suggest, “You just hafta suck it up” or close, tell him straight up what you need (which might ultimately be “a new living situation”). If you wanted to encounter strangers in your kitchen at 6 a.m., you’d live in a bad neighborhood on the first floor and leave a window wide open.
