Mass gatherings are the one X factor in an increase in COVID-19 cases and deaths. Many argue that since there have been no official COVID19 death cases in children under 18, why the extreme measures? Simple.

an and Kai Wallace are diving into commercial farming for the first time. As if that wasn’t challenging enough, they are also choosing a crop that is not typically grown in California: coffee.

“The fact that it could be grown in the continental United States, not in the tropics, is just cool,” said Ian, 26.

The Wallaces are currently elbow deep in their project, planting over 800 young coffee trees on Rincon Mountain in the hills that line the western coast of Ventura County, near the Santa Barbara County line.

Their planting team is made up of family members including parents, some cousins in high school and Ian’s brother, Patrick, who came from South Carolina to help.

“When the marine layer is above the city [of Ventura], we are in the clouds,” said Kai, 27. “It’s almost raining.” Their ranch name, Rancho Vista Del Nube, is inspired by the thick fog that rolls in and envelops the mountains. Nube is the Spanish word for cloud.

The Wallaces hope their new endeavor will allow them to have a sustainable organic homestead on Rincon Mountain. They are counting on the area’s cloud moisture and humidity to support the young coffee trees being planted. When they spoke to the VCReporter on July 24, 550 young trees had already been planted in Carpinteria and they were in the midst of preparing the land on Rincon Mountain for 885 more trees. Over the next year, they plan to put in another 3,400 coffee trees on another Rincon Mountain slope that needs to be cleared.

“That slope on the mountain is completely wild now,” Ian explained.

In about five years, the coffee trees should be producing a regular harvest; the trees can produce for about 50 years.

“Our land is a fully established avocado orchard. Half of it burned in the Thomas Fire,” Ian said. That portion, now open field, will be home to the first coffee plants. The avocado trees left after the fire will be pruned to allow sunlight through and coffee will be planted in and among those avocado trees. “We’ll keep the avocado trees tighter,” in terms of pruning. “We hear that is better for avocado production as well. We are learning about both crops at the same time.”

Ian and Kai met in San Diego. She was a dog trainer; he was an East Coast transplant with a business administration degree. They both knew that they wanted to do something unique, built around a lifestyle that involved nature, plants and being outside.

“We talked briefly about vegetables, doing a CSA, farm-cart type of thing . . . but that is a lot of work and it never becomes less,” said Kai. Ian read about Frinj coffee, a specialty coffee company based in Santa Barbara which roasts beans supplied by growers up and down the Central

are concrete is all that remains at the spot where a statue of St. Junipero Serra has stood since 1936. Crews started work before dawn on Thursday, July 23, to hoist the statue from its long-held perch in front of Ventura City Hall.

The statue will be placed into storage until details regarding its new placement, potentially at the San Buenaventura Mission, can be arranged.

“I feel great, this is definitely a big win, but I’m cognizant that it’s just a symbolic win. The fight is far from over,” said Ben Leaños, one of the organizers of recent protests calling for the statue’s removal. He was in front of city hall Thursday morning as the statue was being removed. “It is a symbol of white supremacy. It’s a great day today, marginalized people are coming to the front, we are no longer being pushed aside.”

A city spokesperson said the statue will be safely secured and stored until it can be placed at the mission. The statue weighed in at just under 2,000 pounds.

The removal comes after over a month of protests, public meetings and written statements with input from hundreds of community members both in support of removing the statue and leaving it in place.

Leaños said that when he arrived at about 4:20 a.m., the statue already had ropes around it. The area was lit with bright flood lights. Poli Street and the streets on either side of the triangle-shaped park area were blocked off to traffic. “There were a ton of workers.”

A group of about 10 people were there watching, some supporting the removal and others wishing it to remain. “They were upset, some were crying,” said Leaños.

The black marble from the statue’s pedestal was also removed, leaving a square, bare concrete base. The city put chain link fencing around the concrete block.

Leaños said the process went “pretty quickly.” The statue was hanging in the air and crews wrapped it with padding and plastic and then laid it on its side on

Mitigation measures for impacts the flaring ban may have on the oil industry were included in the Environmental Impact Report (EIR) for the General Plan. Both documents were being reviewed by the planning commission.

Commissioner Phil White (Dist1), planning commission chair, raised concerns about those mitigation measures effectively reversing the ban, as they created a pathway for an oil company to declare the flaring ban infeasible, which would then allow the county to grant permission to flare, in opposition to a stated policy.

Counsel, clarified planning staff was “not recommending” that the flaring ban mitigation measures be approved.

The final language that now goes before the supervisors includes the flaring ban without any potential loopholes in the mitigation measures.

Goals, policies and programs aimed at reducing emissions to combat climate change are included throughout the General Plan and labeled as the county’s Climate Action Plan. But in the analysis conducted during the EIR, the policies and programs will not meet the stated goals and therefore the EIR cannot legally be certified by the county.

Coast. Doing some research, Kai learned that as the coffee trees get established and “hardier, the workload goes down, profit goes up.” With vegetables you are constantly “replanting, harvesting and replanting. We like the idea of an orchard, trees that live and continue to grow.”

They are frank about their inexperience with farming and the mistakes they’ve made. For example, they initially assembled the irrigation system incorrectly, leading to leaks at every joint. The whole thing had to be taken apart and reassembled.

“We are just kids that don’t know what we are doing, we are figuring it out,” laughed Ian. “We are definitely learning as we go.”

Both were quick to say they are getting much needed help and support from Frinj, founded by farmer and agronomist Jay Ruskey. He partnered with agricultural researchers at University of California, Davis, to develop a method of growing coffee in California that can compete with coffee grown in tropical regions.

VC General Plan clarification Corrections to our previous reporting

he following is a correction to the VCReporter article from July 23, 2020, “2040 General Plan heads to supervisors.”

On July 16, the Ventura County Planning Commission reaffirmed a General Plan policy banning all flaring of natural gas in oil fields,

in the wake of the HLB citrus disease that is now confirmed in Ventura County.

A Frinj farm advisor helped advise the Wallaces on their site plans, irrigation plans and other details. The 15-page plan “became our bible, everything you need is in there,” Kai said. If they need help or advice, they call or text Frinj.

While Rancho Vista Del Nube is starting off as a conventional growing operation, Ian said within three years, by the time the coffee beans are harvested, they will transition to organic. Kai said the initial conventional approach was primarily an economic decision, and based on giving the young trees that will be growing far from their native habitat the benefit of formulated soil amendments and nutrients.

“The soil on the mountain is higher in pH than the trees like,” Kai said. A specially formulated Frinj soil amendment will be placed in every hole after being mixed with native soil.

“It’s a lot easier to add conventional fertilizer to set up for success in the first three years,” Kai explained, “[when the trees] are most fragile and adapting to an environ-

the grass and then lifted it into a truck, still on its side.

In addition, Ventura County has begun the process of removing Serra from the county seal.

Calls for the removal primarily stem from the voices of local Chumash and other indigenous people pointing to the now-known history of how the mission era decimated the culture and people who were here before the Spaniards arrived. While some Spanish missionaries viewed bringing Catholicism to the native people as a positive and caring act, in fact the experiences of those being forced to accept a foreign faith, leave their lands and live in and build the mission was vastly different than the stated intention of the church.

To this day, that history is disputed by many Catholics who declare Serra a “defender of the Chumash.” Several such groups gathered at the statue, demanding that the city leave it in place, or put a measure on the ballot. Some have threatened legal action due to what they view as flaws in the process the city used to determine that the bronze statue was not a historical landmark.

In order to meet requirements for certification, the planning commission approved language that changed the goals of the Climate Action Plan policies from achieving certain targets to “working toward” those targets.

These changes will be considered by the Ventura County Board of Supervisors on Sept. 1.

NEWS Behavioral Health Board News

Director berates board member amid calls for committee to identify gaps

t the July 20 meeting of the Ventura County Behavioral Health Advisory Board (BHAB), Dr. Sevet Johnson, director of Ventura County Behavioral Health (VCBH) used the agenda item listed as her director’s report to instead chastise one of the BHAB volunteer members for writing and sharing a letter that chronicled the story of one local resident in need of mental health treatment in the county and to ask that BHAB disavow the letter.

On June 24, Mary Haffner, secretary of BHAB, emailed a letter to various stakeholders and elected officials, which chronicled the story of a man in Ventura County suffering from schizophrenia. The information was shared with permission from the man’s mother, and the same information was reported through an interview with the mother in a July 8 VCReporter article titled, “A failure of care: One family’s harrowing journey reveals inadequacies of mental health services.”

Johnson’s critique of Haffner called her “callous” and “unconscionable,” saying the man’s rights had been violated. No names were used in Haffner’s letter or the article, and Haffner said no HIPPA laws were violated.

Haffner’s letter included the following introductory paragraph: “In the past 22 months, he has been 5150’d nine times, arrested twice for assault, jailed once, homeless, involved in two at-fault automobile accidents injuring himself and another driver, been the subject of a restraining order, and threatened violence on numerous people. He has been diagnosed with schizophrenia and chronic psychosis and has a documented history of violent outbursts and threats. For over two years, his mother has tried to get him the help he needs for his illness, and on June 19, 2020, she sent an email warning people, including county employees, that she fears something ‘catastrophic’ could happen because he is violent, easily triggered, and not taking his medication. A county employee who recently checked on him agreed with his mother that this young man is dangerous. This morning, June 24, he called his mother from the hotel, slurring, delusional, unable to finish sentences, and belligerent.”

The letter goes on to chronicle these events in a detailed timeline form, stating that Haffner had permission from the resident’s mother to share the information in order to advocate for proper care and treatment for her son.

“One department of a county with 867,000 people cannot be responsible for all of this,” said Johnson, responding to Haffner’s letter and speaking of the challenges in providing effective treatment for the metally ill. “This 6—

department is being unjustly attacked and targeted for following the laws and regulations.” Johnson said VCBH is being held responsible “for the role that other agencies have played” in the mental health care system in the county.

Regarding Haffner’s letter, she said, “It is callous to be appointed to advocate for a group of people only to further alienate and continue the false narrative,” that they are something to “fear in the community.”

She said Haffner’s letter demonstrates “the stigma, demonization and marginalization of those living with severe and persistent mental illness.”

“Sevet, you brought a tear to my eye,” said Linda Parks, Ventura County Supervisor and BHAB member. “The idea that someone with mental illness can recover is one of the most important things for all of us to remember . . . the idea that one could have mental illness, get cured, recover and then find out that his record has just been spread across the state of California affecting his ability to get a job . . . that to me really does attack all people with mental illness.”

The story at issue is about a person diagnosed with severe schizophrenia, who suffers from hallucinations and has had several psychotic breaks.

According to the Mayo Clinic, Schizophrenia requires lifelong treatment, even when symptoms have subsided.

Treatment with medications and psychosocial therapy can help manage the condition,” but the person will need treatment throughout life and the condition cannot be cured.

“These stories have to be told”

“Mary’s [Haffner] letter does a very thorough job of outlining the tremendous gaps in this county’s mental health system, and the incompetence of various providers along the way . . . in spite of all of the hard work that is happening on a continuous basis and the millions of dollars that are going to provide mental health services,” said Claudia Armann, BHAB member. “At the end of the day, I still don’t know the response from staff about . . . the steps that are going to be taken to right each of those problems all along the way.

Instead the energy and the passion… is being put forth in attacking the messenger and that is very troubling to me.”

Armann reminded the board that “tension” is often needed to cause change and “in every movement to create change, especially in a system that is very entrenched, it is personal stories that galvanize change and it’s often the press that illuminates these problems . . . I think it’s important that we keep telling the stories of what the challenges are, protecting people’s

vcreporter.com identities, yes, but these stories have to be told and they have to be told over and over unless I think we’re gonna be here a decade from now and meaningful substantial change wouldn’t have happened.”

“If you could just hear the hundreds and hundreds of stories of those in NAMI Ventura County,” said Roberta Griego, director of operations for the National Alliance on Mental Illness (NAMI). She said the stories would “bring you to tears, that’s what we hear every day.” She supports a committee with outside partners like NAMI and others to look at the issues, saying the move “is long past due.”

Role of BHAB

Johnson said the statute governing the BHAB “does not allow” for it or its members “to share its feedback with other elected officials or the press.” She did not respond by press deadline to questions about whether it’s her understanding that the work of the BHAB is not a matter of public record. All meetings of the BHAB are public, and all findings and recommendations must be agendized, publicly noticed, discussed and decided at public meetings, which the press is entitled to attend.

She then called on the BHAB board to issue a “public letter denouncing and having zero tolerance for any person that adds to or perpetuates the practices of the stigmatization, demonizing, fear mongering,” toward the mentally ill and in opposing the release of any private information “by anyone on this board.”

“We do have some gaps in terms of continuum of care. This is not a reflection on anybody in particular, it’s just that’s the situation the county’s in,” said Jerry Harris, chair of BHAB. He did say the BHAB needs to address the gaps.

Haffner responded to Johnson’s comments, saying that the VCBH director’s statement “does not address the real issues . . . we are demonizing me, as somebody who is callus and unconscionable,” who is “doing nothing but advocating on behalf of the seriously mentally ill.” She called Johnsons’ comments “gaslighting, it was deflection. I serve on this board voluntarily because I believe we can make a difference; each and every one of us can make a difference for a population that suffers greatly.”

“I’ve worked a lot with schizophrenics,” said Margaret Cortese, BHAB member and retired psychologist. She has “strong feelings [on the idea] of therapy with schizophrenics,” which she said “is extremely difficult by nature of their illness. They resist connecting, the connection is the core of a therapeutic relationship. It is extremely difficult work.” She recalled that in the past, there were not enough therapists willing to work with those with schizophrenia.

“I don’t believe change is going to happen unless we do tell these stories,” and Haffner challenged the board to look at “how they translate on the ground in real time for people who are suffering from these illnesses . . . it’s not going to serve . . . the seriously mentally ill if we try to deflect from . . . how are our programs are servicing the people who need the services.”

t the beginning of the July 21 meeting of the Ventura County Board of Supervisors, Kay Wilson-Bolton of Santa Paula was recognized for her work with the homeless in Santa Paula.

In the past year, Wilson-Bolton opened a seven-nights-a-week homeless shelter in a building donated by Naomi Pitcairn, of Santa Paula, and staffed with volunteers.

Her “work is necessary, the work is compassionate and [her] love for community is unmatched,” said Kelly Long (Dist-3), board chair, in introducing the Moment of Inspiration agenda item.

Wilson-Bolton joined the meeting via phone and shared that she was at Ventura County Food Share that morning getting food for that night’s shelter guests. “The best way to end homelessness is to prevent it,” she said, adding that the shelter was hosting 37 adults, three children and two dogs that night.

Wilson-Bolton also said that operating the shelter during the pandemic has been challenging. “We are finding that we have strength we didn’t

know we had. We are finding our best selves through this pandemic.”

This is a “demonstration of true community,” said Dan Singer, Santa Paula City Manager, on a video played for the supervisors about Wilson-Bolton’s work.

“We are in it for the long haul.. our hearts are in it and our hands,” said Wilson-Bolton. “Wear your masks and brush your teeth before you put it on.”

“I remember 600 weeks ago, somebody died in Santa Paula that was homeless, that so moved you to begin this effort,” said Supervisor Steve Bennett (Dist-1) “It still echoes in my head regularly… [when you said] this is going to be my life’s work...it truly is inspiring for all of us...what you’ve done with your life.”

“Kay is a force of nature,” said Mike Powers, CEO of Ventura County. “It is amazing what one person can do to galvanize a whole community on the issue of homelessness.”

“Stick your finger in the soil, walk up the hill, open the valve and wish the water goes through,” Ian said.

Their goal for the July 31 weekend is to get everything prepped for planting to start on Tuesday, Aug. 4.

They have a plan to lay out everything so that each tree is planted and done at the first pass, no going back to stake it, mulch it etc. “The plants will be done as we go,” said Ian. “We are hugging all the plants,” he said, laughing again. “Please grow.”

Looking ahead, the Wallaces know where there will be a lot of work.

“I really enjoyed pruning all the avocados. Pruning is a big part of the labor to set yourself up well for growing sturdy trees, making sure [the beans] are easy to pick,” said Kai. “It looks really good to see 800 pink flags and I know there’s going to be 800 trees there,” said Ian. “It’s our livelihood going forward. It’s exciting.”

ment they are not originally made for.” The Wallaces had toured another farm that started out as organic, finding that “there is a higher cost and more maintenance up front. We want to make sure we get to the third year. We don’t have a ton of money and this is a big risk.”

“The biggest thing is water, they need to stay moist all the time, but not wet because they will drown,” Kai continued.

Wind and pests such as gophers also threaten the young coffee crops.

“And we are afraid of the peacocks,” said Ian with a chuckle.

Apparently a neighbor has a bevy and the pretty birds can be quite destructive to young plants.

Mulching and weed control are part of the ongoing maintenance of the trees; the Wallaces don’t intend to use much pesticide. They aren’t going high tech with moisture monitoring.

The legacy of the Zoppé Family Circus

he circus is coming to town! And even without the traditional big top, this group of aerialists, acrobats, jugglers, equestrians and clowns will be pulling out all the stops to make sure audiences are entertained . . . even from their cars.

“This is an experiment for us,” says Giovanni Zoppé, director of Zoppé Family Circus, which has partnered with CBF Productions to stage five shows at the Ventura County Fairgrounds this weekend.

Producing a circus during a pandemic is no small feat, but compared to what this family-owned and -operated traveling show has seen in its 178-year history, COVID-19 is just one more obstacle to overcome. When circo is in your blood, the show always goes on. he explains. “My family brought the circus out of the dark ages.”

Venice would remain the Circo Zoppé base for over a hundred years, although the traveling show could be seen all across Europe. It often played smaller towns and more modest venues that were bypassed by the larger Togni or Orfei circuses — a bit like Fellini’s La Strada come to life.

It also weathered numerous political upheavals, two world wars and the Spanish flu.

Circo Zoppé was almost lost altogether during World War II, when a bombing raid struck during a performance. According to Giovanni, repeating family lore, it was “Grab your children and run!” There was no time to gather belongings as everyone — performers and audience members alike — ran for shelter.

Returning later, it was discovered that “everything was up in smoke”: the tent, living quarters, equipment and, most tragically, the circus animals, trapped in their cages.

“My grandmother [Emma] was crying and on her knees, completely distraught,” Giovanni says, retelling the family story. “But my grandmother took her children — by herself — and rebuilt the show.”

In 2019, Zoppé Family Circus paid tribute to the beloved matriarch with a show titled “La Nonna.”

Coming to America

Romance, tragedy and drama

The Zoppé origin story begins in 1842 and, like most circuses, it stars an international cast. French street clown Napoline travels to Budapest, where he falls in love with beautiful Hungarian equestrienne/ballerina Ermenegilda. Her father disapproves of the match, the lovers run away to Venice and from their union a circus dynasty is born.

According to Giovanni (sixth generation), the Zoppé name is famous and highly respected among circus folk, and synonymous with the European-style circus tradition.

Emma Zoppé managed to bring the circus back from this tremendous loss, and restore its reputation throughout Europe.

But it gained an even wider audience in the 1940s, when Alberto Zoppé — great-grandson to Napoline and Ermenegilda, and father of the latest generation of Zoppé circus performers, including Giovanni — stepped into the ring in the 1940s. A tremendously talented equestrian, Alberto was known for his death-defying antics on horseback, includ-

An acquaintance with a famous Hollywood director would eventually bring the Zoppés to the United States.

“Orson Welles became a good friend of my father in Rome,” explains Giovanni.

Through Welles, Alberto landed a small part in a film being A Zoppé juggler, with director shot in London, which Giovanni Zoppé in the background. brought him to the atten(Photo submitted) tion of John Ringling North, then-director of the Ringling Bros. and Barnum and Bailey Circus. North wanted Alberto to join the Ringling Bros. empire in the U.S., but there was no reason for the successful circus owner and star performer to leave his Italian family circus.

At heart, however, Giovanni says that the Zoppés have always had wandering spirits. “Ever since that first street performer [Napoline], we’ve wanted to travel — go everywhere and see everything.” Eventually Alberto struck a deal with North: give Circo Zoppé an elephant (a rare commodity in Europe at the time — and a big draw for an Italian circus) and the famed equestrian would join Ringling Bros.

“The elephant went to Europe; my father came here,” Giovanni says.

Alberto spent the next few years starring in, and later directing, Ringling Bros. shows. During this time, he married Jenny Wallenda, a talented aerialist and daughter of Karl, of the Flying Wallendas fame. (Before divorcing in 1954, Alberto and Jenny had two children, Tino and Delilah; both made careers as circus performers.) He also made his Hollywood debut in The Greatest Show on Earth, the 1952 film by Cecil B. DeMille set in the circus and featuring dozens of actual circus performers. The film went on to win a slew of Oscars.

Alberto occasionally showed up in other Hollywood productions. But for him, the circus always came first. When his contract with Ringling Bros. ended, he stayed in the U.S. — first performing in various circuses around the country, later producing his own shows (Circo Italiano and Circus Europa were early versions) before establishing a family circus in the style he had grown up with in Italy.

Even after coming to America, the Zoppé Family Circus still managed to find itself in the middle of political drama.

A family anecdote (like all circus folk, the Zoppés are full of them) claims that Alberto was “directing a show in Cuba the day Castro took over.” The story goes that Alberto organized a plane to get the circus staff out of the country the following day. The plane was stopped on the runway, and military officers boarded.

So Alberto instructed everyone, regardless of nationality, to answer “Si, si, Italianio” if questioned. After a few tense hours and the removal of one circus performer (who was eventually returned safely) the plane was allowed to leave, landing in Miami. “Everyone got off the plane and kissed the ground with relief,” Giovanni says.

Family legacy continues

For the next several decades, all the excitement of the Zoppé Family Circus took place, thankfully, in the ring. It eventually established a home base in Arkansas.

“It’s stunning — a gorgeous state,” Giovanni says of the decision to move there. “And it’s centrally located. Wherever we would go, we were halfway there.”

“The clown is in the European circus style,” Giovanni explains, noting its commedia dell’arte tradition. “He takes the audience on a journey.”

A Zoppé circus is usually backed by a narrative, with each act part of a larger story and the clown serving as something of a narrator or guide. Giovanni says that helps create an emotional connection between the audience and the performers.

“Circus will always continue”

He has some concerns about eliciting a similar emotional reaction from the audience during a drive-in circus.

“Normally we meet everyone that comes inside of our tent,” says Giovanni. But when the audience sees the performers from their cars, he worries that, “People will have no idea who we are.”

To combat this, Zoppé has created a blend of live acts and film to bring the circus to life.

“This is going to be our premiere of our multimedia drive-in circus,” Giovannia explains.

The film will focus on the Zoppé family: its history, trials and tribulations, what it has become today. “We’ve gone through two world wars, the Great Depression, the other pandemic (the Spanish flu) . . . my family has incredible stories of the war.”

Carla, Tosca and Giovanni’s children, usually integral parts of the circus, will have to sit out the Ventura shows, and the international performers are unable to travel. Even so, Giovanni says a cast of 28 will be “converging from all over the country” to bring live excitement to the fairgrounds, including aerialists, Photo by Matt Claridge acrobats, jugglers and clowns. Every show features a theme, and Giovanni explains that “this father, but Tosca is the one most devoted to the art. and putting it on paper. Since COVID-19, I’ve been writing more about feelings. Most of it is positive.

Some of it is raw.”

Unzicker says that she has become more comfortable with sharing words to go with her artwork.

“I’m moving to a place where more of who I am is coming out.” Unzicker adds that, for everyone, it’s no longer a good idea to hide. It’s time, she says, “to show more and more of what’s beautiful inside of us.

We need that strength now.”

Unzicker recently wrote, “Musing about connection, I immediately go to my metal made up of interconnected rings. Each ring interlocks with four others which gives movement to the whole. If one ring breaks, a new pattern is created. Oddly, we’re in a place of a new pattern forming. One with invisible interlocking rings to join us.

We can’t tell what the rings will look like or how we’ll all fit together, but we are definitely transforming …”

As Unzicker uses this extraordinary time to do something meaningful, creating beautiful objects, made with love and built to last, it’s not too much to hope that we can do something that matters, too. Even if it is only to see the beauty and strength in ourselves and each other.
