“Not protecting citizens from fire” Coronavirus antibody study National forest logging plan getting heat from enviro groups underway

he United States Forest Service (USFS) has issued a plan allowing the removal of certain old-growth trees and chaparral in 755 acres of the Los Padres National Forest, including areas in Ventura County and along the borders of the Sespe, Dick Smith and Matilija Wilderness areas.

The project description of the Reyes Peak Forest Health and Fuels Reduction Project says the plan is designed to “reduce surface and ladder fuels, reduce potential fire intensities and make the area more resilient to wildfire,” in order “to provide safe and effective locations from which to perform fire suppression operations, to slow the spread of a wildland fire at these strategic fuelbreak locations, and to reduce the potential for the loss of life, property, and natural resources.”

But several organizations and scientists say the plan will have the opposite effect, pointing to studies that show removal of vegetation in remote areas, similar to the project area, has little to no effect against the type of fire that causes damage to communities along the urban wildland interface zone. Those scientists argue that resources should instead be devoted to clearance around structures in the border area.

“This destructive logging proposal would degrade wildlife habitat and make climate change worse, and would increase threats to human communities from wildland fire; we need Congress to protect our national forests from logging once and for all,” said Dr. Chad Hanson, forest ecologist with the John Muir Project of the Earth Island Institute, based in Big Bear City, California.

“The Los Padres National Forest administration has a record of not only ignoring the science, but also of violating agreements to collaborate with scientists and community members to manage the public’s land,” said Richard Halsey, director of the Escondido-based California Chaparral Institute.

“Los Padres officials are well aware that the science does not support this project to clear fragile habitat far from communities at risk. This project is about obtaining taxpayer dollars to support the agency, not protecting citizens from fire.”

The project allows trees up to five feet in diameter and centuries old, along with old-growth chaparral, to be removed along a six-mile ridge on Pine Mountain between Highway 33 and Reyes Peak. The larger trees can only be removed under certain conditions, such as when dwarf mistletoe is growing on the tree or when they are deemed a safety hazard.

The project description states, “Worker safety is a priority for all projects and removal of trees in the 24-inch to 64-inch diameter at breast height class would be on a case-by-case basis to provide for the safety of employees, contractors and the public, and overall forest health.”

“Once again, the Trump administration has shown its willingness and desire to avoid conducting the level of environmental review needed to ensure that places like Pine Mountain are protected from damaging and unnecessary projects such as this one,” said Bryant Baker, conservation director with Los Padres ForestWatch (LPFW).

The fast-tracked authorization means no environmental review, limited public input and the

removal of the appeal process. Baker said LPFW is particularly concerned that the wording of the project could create loopholes that “leave open the possibility for very large tree removal.”

In the case of the parasitic dwarf mistletoe, Baker said the plant plays an important role in the ecosystem and that some forest ecologists advocate for leaving it alone. He noted that some studies show increased bird diversity where dwarf mistletoe grows. Baker also pointed out that loopholes were allowed in similar projects approved under the 2003 Healthy Forest Restoration Act, 2014 Farm Bill and a 2018 omnibus spending bill.

“Just goes to show how tricky these loopholes are as they seem to often get developed as part of massive pieces of legislation, likely as riders proposed by timber industry-backed members of Congress,” said Baker.

Methods of forest thinning and tree and chaparral removal include prescribed burning, thinning by hand, pruning, pile and burn, and mechanical thinning with machinery where appropriate.

County seeks information for future planning, policy decisions

A

coronavirus antibody testing program and study is underway in Ventura County, aimed at determining the prevalence of people with antibodies in certain vulnerable populations to ensure the county is prepared for future responses to the virus.

“There’s still much we don’t know about the epidemiology of COVID-19,” said Dr. Paul Hsu, epidemiologist with UCLA, which is conducting the study.

“We’re finding that this disease affects certain groups disproportionately, and this study will help us learn about populations that may not have been well-studied in the past.”

“We are interested in . . . what subgroups have a higher level of exposure,” said assemblymember Jacqui Irwin (Dist44). Latinos, farm workers, service workers, seniors, frontline public safety and hospital personnel are included in the groups of particular interest.

The study wants to determine if antibody occurrence is “higher or lower in those groups,” which Irwin says will help in “policy decisions, not just in Ventura County.”

“In other surveys, Latinos and blacks are disproportionately affected by COVID,” continued Irwin. The hope is that the information provided will “give us information to help develop strategies to be ready for the next round of the disease if it comes.”

When individuals come to a testing site, first they will have the Abbott Laboratories blood test. If that is positive, Irwin explains, serum from that person will be sent to the county for testing using the Bio-Rad test.

The information provided by these tests will include countywide prevalence of COVID-19 antibodies, frequency in specific sub-groups based on high exposure or vulnerability, how long antibodies stay present in a recovered subject and a comparison of data to test accuracy and prevent false positives.

“We are hoping those [who

test positive] will have antibody levels measured over time,” said Irwin. That will help researchers gain a better understanding of the level of immunity conveyed by antibodies, which is one of the unknowns doctors and policy makers are grappling with in deciding how to respond to the virus.

“We are moving quickly into testing the current COVID-19 prevalence in vulnerable populations throughout Ventura County to help understand and hopefully mitigate the effects of the pandemic in our community,” said Dr. Todd Larsen, medical director for the Oxnard Fire Department. “This will be a sustained effort on the part of all our public and private partners as we attempt to delineate how the disease is impacting our county over time.”

Irwin said a major issue is that “when you just put up free test sites, folks that speak English, the middle class, those who are following all of this closely, are very likely to go to those sites, so you get a disproportionate [sampling] of a certain demographic,” and miss others. Researchers are therefore partnering with community organizations to get a true cross-section of the community, not just self-selecting individuals coming to a testing center.

“Trusted community partners” include the Oxnard Fire Department, Ventura County Community Foundation, California Lutheran University and Mixteco Indigena Community Organizing Project (MICOP).

These organizations will assist in getting substantial members of subgroups to agree to take part.

“As a county-wide nonprofit organization that works with our most vulnerable population, we fully support this effort to test as many in our community as possible,” said Andres Herrera, president of El Concilio Family Services. “This pandemic has affected some [members] of the hardest-to-reach population. To prepare us to help and protect this population, we need as

much information as possible.”

Last week, Driscoll Berries of Oxnard had a testing day and the Westminster Free Clinic in Thousand Oaks will offer antibody testing to it’s nearly 5,000 clients who are under- or uninsured or benefit from the clinic’s food distribution.

All testing is fully confidential and encrypted in compliance with HIPPA rules. Irwin said only one doctor at St. John’s Hospital will know the name of a person who tests positive for the antibodies, as that doctor will be calling the people to let them know and ask them to continue with the study.

Those who test positive will also be emailed a link where the person will use a unique code to see their testing results. For those without Internet access, several testing sites will allow those tested to come in and use their computers to check results.

The study includes a twoweek period of intensive testing in Ventura and Oxnard, plus 10 testing locations set up by Ventura County in underserved neighborhoods.

“The county will be doing the blood draws,” Irwin said.

“The first priority will be the neighbors [of the testing sites] but anyone can get tested.”

Irwin said that the effort to get a truly random sample is challenging and will include first a mailing of 300 postcards in Oxnard. “We will do everything we can to drive those 300 people to the testing sites.” Two months later, 2,000 postcards will be sent to randomly selected residents across the county.

“The whole idea is to see the sero-prevelance, first in Oxnard and then in the county.”

Irwin hopes everyone will “understand the benefit of being part of the study to help figure out how we deal with this. They will be doing their part to figure out the future response.”

Public outcry saves Avenue Library

The only bilingual library in the city of Ventura is off the chopping block after public outcry on Tuesday when Ventura city staff listed cutting funding at the Avenue Library as a way to balance the budget in light of economic impacts associated with the pandemic.

The library is county owned with about $183,000 in funding provided by the city of Ventura, according to the current adopted budget. $62,000 comes from a Community Development Block Grant and the remaining $121,000 from the city’s general fund.

The county reports the library would not be able to remain open in the event the city reduced that funding stream.

At the budget workshop portion of the Tuesday, June 16 meeting the Ventura City Council heard public comment and received several letters from concerned residents, Bell Arts Factory and the Westside Community Council (WCC) opposing cutting funding to the Avenue Library.

“This is the third or fourth time” the library was at risk of closing said Liz Campos, communications director for the WCC and a frequent user of the Avenue Library. She said the services provided at the library during the pandemic were vital to the community including free Wi-Fi and online classes for children.

In a letter to the city council from the WCC the services provided by the library include adult literacy in English, Spanish and Mandarin, homework center providing a quiet space for young people to complete school work, tutoring for grades three to 12, loans of Wi-Fi hotspots as many families do not have Wi-Fi access at home, and a summer lunch time program for children.

“The Avenue Library is also a hub of community activity,” stated the letter from WCC, saying the library was “critical” to the community and offered solutions including allocating funds from the Community Development Block Grant. The WCC letter stated such an allocation is now allowed due to “loosening of the Federal restrictions” associated with that funding. “Since that money was initially given to the City with the intent to be spent on the Westside, it seems that money should be used on keeping the current services afloat in our area.”

City staff reported at the meeting that they had already approached the county to determine whether there was any leeway in the funding requirements from the city and the county indicated there was no way for the library to remain open with out funding from the city.

While final budget approval will take place later this month, the city council had consensus on directing staff to remove the Avenue Library and plans for a public restroom from the list of 8—

At the June 16 meeting, the Ventura City Council, in a 4-to-3 split vote, directed staff to draft an ordinance requiring the public to wear masks when inside businesses throughout the city.

“We will be the second city” to require masks, said Councilmember Cheryl Heitman, referring to the city of Ojai, which has required face coverings for all essential business since April 8.

The proposal was brought forward by Heitman and Deputy Mayor Sophia Rubalcava. Mayor Matt LaVere opposed the ordinance, saying it would be “hypocritical” of him to not vote in line with what Ventura County Public Health is doing, as he said he would. Councilmembers Lorrie Brown and Jim Friedman also voted no.

“That is my concern . . . enacting an ordinance [requiring masks] could tear this community apart, neighbor pitted against neighbor,” said Friedman, explaining his opposition to the ordinance. He also cited the challenge of enforcing the ordinance.

“It will not be a policing priority for us,” said Darin Schindler, chief of police for the city of Ventura. He said this type of ordinance would be “very difficult” to enforce and the department would “put communication ahead of enforcement . . . [it will] put officers in a difficult situation, especially around the current climate with using police authority. It will not be a priority.”

Heitman’s motion stated that the ordinance would mirror the mask requirement in Santa Barbara County, and it only applies

the city to provide masks.

The Santa Barbara ordinance states that masks with a “one way valve,” also called an exhale valve, which does not provide filtering for the exhaled breath, do not meet the requirements of the ordinance.

The ordinance will be brought before the council at the next meeting for adoption.

Fees for outdoor dining reduced

The city council, in an effort to make it easier for businesses to offer outdoor dining, has waived the permit fees and insurance requirements for businesses applying to have outdoor dining areas. This applies to all restaurants as part of a Temporary Outdoor Expansion to assist restaurants in recovering from the economic impacts of the pandemic shutdowns.

The insurance requirements have been reduced from $2 million to $1 million in coverage.

The cities of Simi Valley, Thousand Oaks and Camarillo have also passed rules making it easier for restaurants to offer outdoor dining.

Sheriff bans carotid hold

n June 12, in the midst of a national call for addressing police violence particularly against black people, the Ventura County Sheriff’s Department (VCSD) announced that deputies will no longer be permitted to use the carotid hold in their duties.

According to the written statement issued by the VCSD, the carotid hold was used only twice by deputies in 2019 out of 652 cases involving “some level of force” by officers, out of a total of 202,394 calls for assistance. So far, the carotid hold has been used one

time in 2020. The VCSD reports that those uses of the carotid hold did not result in injury and each use was in compliance with stated rules.

The ban of this method of subduing a person “follows the California Commission on Peace Officer Standards and Training (POST) decision to no longer certify the carotid hold to be part of the training of peace officers in California,” stated the VCSD in the June 12 written statement. The change will be carried out in a shift in training for new recruits and ongoing training for current deputies.

The VCSD made a distinction between the carotid hold and choke or “strangle” holds, which have never been allowed. According to the written statement, VCSD only allowed carotid holds “during encounters with violent or combative subjects.”

The carotid hold is described as a method of restricting the blood flow through the carotid arteries on the sides of the neck, which can cause a person to temporarily lose consciousness or “pass out,” allowing a deputy an opportunity to restrain the person.

he coronavirus pandemic shuttered the doors of churches and other spiritual gatherings, but a Zen Buddhism meditation group I belong to made a successful move to the online meeting platform Zoom. Even though we were no longer able to form our usual circle for our weekly meditation, we found comfort from sharing our practice online during these troubling times. It also helped me cope with significant personal setbacks in my own life.

Circle of friends

I joined the “Friendship Sangha of the Heart” about 10 years ago, and gathering with the other members became a key component of my meditation practice. (Sangha is a Sanskrit word that basically means a community devoted to mindfulness, spiritual growth, harmony, understanding and love.)

Anyone who meditates with our sangha is considered a member, whether they attend regularly or occasionally. We normally meet Mondays at 7 p.m. at the Unitarian Universalist Church of Ventura, drawing about 12 to 15 people. Our Zoom practices, however, have attracted closer to 20 some nights.

Our sangha has no official leader, but I am one of several “caretakers” who take turns leading the practice. We practice in the tradition of renowned Vietnamese Zen Master Thich Nhat Hanh, known for his work with Martin Luther King Jr. and their shared quest for peace during the Vietnam War. (We sometimes travel to his Deer Park Monastery in Escondido for 10 —

meditation retreats.)

Sangha meetings include two 20-minute sitting meditations where people are free to choose mediation cushions, stools or regular chairs to become as comfortable and aware as possible.

When we’re at the church, another volunteer sets a beautiful table in the middle of our circle for the sangha to focus on.

It might include candles, tapestries, flowers or statues of the Buddha. (That part of our tradition was obviously put on hold after the church was shuttered.)

Each week’s leader also performs an inspirational “Dharma Talk” between meditations, often selected from the writings of Nhat Hanh. (The word dharma in this sense basically means Buddha’s teachings.) Sometimes we sing songs in his tradition instead.

Walking the path

Practice includes a 10 minute “walking meditation” where we are mindful of the sensation of every step we take. During dark winter months, we walk inside the church. In the spring, once it’s light enough, we walk along a tree-lined outdoor path where we can connect with nature. During Zoom meetings, we’ve been walking around our own homes and yards.

A portion of each gathering is set aside for “Dharma Sharing,” where everyone has an opportunity to speak openly about their meditation practice or other aspects of their lives, while everyone else listens silently and mindfully.

Shortly before the stay-at-home order, I led one of the last gatherings we could hold at the church. That night I spoke about the interconnectedness of everything in nature, our planet and the rest of the universe as well.

“It’s my responsibility to document my history” The accidental photojournalism of Jonathan Dixon

hen peaceful protests started breaking out across Ventura County following the May 25 death of George Floyd at the hands (or, rather, knee) of Minneapolis police, local photographer Jonathan Dixon found himself moved to act. His images of the VC BLACKOUT at the Ventura County Government Center on Sunday, June 7, show a community rising up to be heard, be seen and demand justice. In his lens are protesters of every race and age, marching, kneeling, holding signs, accompanied by their dogs and children.

It’s a stunning body of work that documents a day when locals joined the rest of the nation in saying, unequivocally, that black lives matter.

“This is the most vocal and most vulnerable I’ve ever felt, dealing with these issues,” said Dixon, 29, of Camarillo, via phone on Saturday, June 13. “I’ve always found a way to turn my back on the issues and get back to my own life. But this was just different.”

The great outdoors

Dixon is a self-taught photographer who purchased his first camera — a Sony a7III Alpha digital camera — almost exactly two years ago, on June 6, 2018.

He’s been following his muse ever since.

And while, like many photographers, he’s found work doing weddings, engagement photos, portraits and similar jobs, it’s the outdoors that truly call to him.

“My passion lies in landscape photography,” he said. “Going out in 14 —

nature and collecting my thoughts. The pictures are the icing on the cake.”

His landscape work — viewable on his Instagram page, @jdixon_shots — is gorgeous, capturing lonely stretches of Highway 395, a starlit sky that encompasses every shade of blue, rippled sand dunes that make Pismo Beach look like a place of myth. He’s done plenty of shots around Ventura County, too, highlighting the charm of its beaches and downtown areas. In a short amount

of time, his artistry has earned him over 1,400 followers on Instagram — fans, other photographers, even organizations such as Ventura Harbor Village and Visit Camarillo.

“I grew up a hippie child,” Dixon said.

The son of a white mother and a black father, he was born in Camarillo but lived in Ventura for most of his life. (He moved back to Camarillo this past year.) “My mom took us all over the Western United States in her VW bus.”

To this day, he is drawn to wide open spaces. Recent trips have included Trona Pinnacles in San Bernardino County, the Alabama Hills near the Eastern Sierra Nevada Mountains and Anacapa Island. “[Nature] helps me recalibrate my thoughts. It brings me a lot of perspective and a lot of peace.”

Until recently, Dixon had not been particularly politically active. He said

that the VC BLACKOUT “was the first protest that I ever attended in my whole life.”

When asked why he’s getting involved now, he admitted that, “I feel like there’s not a right way to answer that.” But being a biracial man, he was not blind to the racism, police brutality and injustice suffered by people of color.

“Having this happen to my culture . . . at some point, as a black culture, we were going to reach a tipping point.”

He noted the “domino effect” that the deaths of Ahmaud Arbery (Feb. 23, shot by a white man while jogging), Breonna Taylor (March 13, shot by police officers executing a no-knock search warrant) and George Floyd (May 25, killed by a police officer kneeling on his neck for nearly nine minutes) had on the community.

“That was the first time those happened back to back to back,” Dixon said. “It’s been our reality the last three months.”

He also pointed out how this particular moment in time has added impetus to the recent, and widespread, protests. With

so many people sheltering at home due to the pandemic, “no sports, we’re not socializing . . . there’s a lot less societal distraction. Their [the public’s] eyes have just been opened because there’s no damn distractions.”

“In the onset of all of this,” h e explained, “I wasn’t sure how I wanted to get involved.”

As a first step, he decided to go to the June 7 protest with friends, and brought his camera along — because it’s just what he always did. He didn’t go with the intention of amassing a collection of photojournalism images, but “things just started falling in my lap.”

He “ditched” his friends and wove through the crowd, capturing all its facets: marchers, police officers, bystanders, individuals and groups alike. One shot in particular focused on a young girl in a mask, perched on a man’s shoulders, looking back at him.

“It was one of the most powerful photos that I got,” Dixon said. He also saw it as a symbol for the peaceful, community-

based nature of the event. “This isn’t some Antifa movement . . . this isn’t rioting and looting. This is a kid!”

Shortly after he started posting his photos to Instagram, Dixon was contacted

by VC BLACKOUT organizers, who asked for permission to use his images on the group’s social media channels (you can see a collection of them set to music on Instagram page @vcblxout). He was honored by the request, and deeply moved by the protest itself.

“It was one of the most powerful events I’ve ever attended,” he said.

“That protest definitely woke me up,” Dixon continued. “It made me realize that I could play a pivotal part in this moment.

As a photographer, as a black person, I feel it’s my responsibility to document my history.”

but often have been denied people of color. He hopes his photojournalism will bear witness to these events and help others understand both what the protests are like and why they had to take place.

“Let it cut people a little deeper to see these issues for what they are,” Dixon said. “I want to get images across to people so they can understand what this is. This is our basic human rights. This is our future.”

Dixon attended the Black Lives Matter protest that just took place in Camarillo on June 12, and said that, “There could have been more support. But I was very optimistic to see the youth that were there.” He estimated that 400-500 people showed up. “If those protests can happen so close to home . . . maybe that turned some heads in the right direction.”

I’m a straight woman with a boyfriend of three months. I’m falling in love but don’t know how to say it. Is there a way that’s “safer” than others?

Say it super casually? Slip it in at the end of a phone convo? In the middle of sex?

But let’s back up from the “how to tell him” question to why you feel the need.

Sure, you care about him, and it’s romantic to be all heart-baring. However, it’s

possible the suspense from not knowing how he feels is causing uncomfortable psychological tension, the mind’s version of a really bad need to pee.

Unfortunately, what’s best for a full bladder might not set up the best dynamic for a relationship. Consider research by evolutionary social psychologist Joshua Ackerman and his colleagues. Though people believe “it takes men an average of 3 weeks longer than women to confess love,” men tend to be the ones to “express love and commitment first.” This makes sense when you consider that sex could leave a woman a single mom with a kid to feed. Women evolved to be “commitment skeptics,” erring on the side of doubting a man’s willingness to stick around and provide. A man in love is a man unlikely to be clandestinely swiping right on the hot hussies of Tinder.

Because men and women coevolved, men expect commitment skepticism from women. And because of this, I suspect it creates a stronger foundation for a relationship if a man perceives his female partner to be higher in mate value (say, an 8 to his 6.5). Heresy, I know. But note that it’s generally seen as romantic if a husband says about his wife, “Just glad she didn’t realize she

could do much better!” and if a woman said that, we’d probably pity her.

If a longing to escape emotional limbo is behind your desire to get blurty, recognize that you aren’t without information about how the guy feels. Look to his behavior. Does he show you he loves you and longs to be around you even when you’ll be spending hours and hours fully clothed? Does he show concern for your well-being, helping you with some thorny work issue or giving you emotional support when you’re down?

If you, through your own actions, show that you care, you signal that he can safely express love for you, in which case, you can say it back. As a woman, judicious honesty about your feelings is probably the best policy.

Sure, let a man know you’re into him, but hold back on exactly how much: “If we weren’t together, I’d chain you to a wall in my basement and lower your food in a bucket.”
