Silver lining highlights practices to keep

S

hortly after worldwide coronavirus lockdowns began, news stories began appearing with analyses of a beneficial side effect: Air pollution declined. Thousands re-posted pictures, such as beautiful views of the Himalaya Mountains, previously seldom seen from the Indian city of Jalandhar. Later, reports circulated about countries meeting gas-emission reduction targets set by the Paris Climate Accords.

Locally, at the May 12 meeting of the Ventura County Air Pollution Control Board, Dr. Laki Tisopulos, the executive officer of the Air Pollution Control District, presented data showing declines in ozone and particulate matter, making Ventura County’s air better than it has been in years. Not only were people driving less, but coincidentally, “meteorology also chose this time to be our friend,” Tisopulos summarized for me recently. April and May are always months of lower air pollution for Ventura County, he explained, “and this time we had the right amount of wind and rain, combined with moderate temperatures,” to prevent the accumulation of pollutants in the air.

In a sad irony, while some people were suffering from a respiratory pandemic, others with non-life-threatening respiratory illnesses were enjoying the cleanest air they have experienced in years. Tisopulos also noted, “The very young, and the very old are also harmed when levels of particulates and atmospheric ozone are higher… lung health, lung capacity and even lung development in young children can be affected.”

The board meeting was held on and recorded through Zoom, the online virtual meeting Internet platform many people are using in lieu of in-person meetings during the pandemic.

Virtual meeting platforms have been available online for years, but they exploded in popularity in response to social distancing requirements and are one of the social adaptations the Air Pollution Control District hopes will continue to reduce commuting after the initial stages of response to the pandemic.

Another important measure is telework. Tisopulos reported to the board 6—

on the success of work-from-home arrangements for district employees.

Some staff still go “into the field” for tasks such as the collection of data from air monitoring stations and facility inspections, but the vast majority of district work is now conducted by employees working in their own home. Tisopulos said the keys to ensuring continued productivity are appropriate assignments, monitoring by management, and follow-up on fulfillment of tasks. The APCD has developed assignment and monitoring tools for its own workforce, produced versions usable as templates by other employers, and will share these tools in response to requests sent to laki@vcapcd.org.

Additional measures expanded in the public sector during the pandemic are vote-by-mail initiatives, city and county online permitting and, for the first time, even some court hearings allowed online with the consent of the litigating parties.

Some Earth Day events in April morphed into a mix of online speeches, lectures and performances of music and poetry. The county’s Public Works Week event, usually highlighted by displays of heavy equipment, instead became an online hub for public outreach and distance-learning school curricula, with public works employees presenting information and demonstrations of a variety of programs.

Those who were reluctant to shop online, and those who considered themselves too technology averse to participate in online meetings, have been forced by circumstances to try these options and have learned enough to continue using these options in the future.

One such lesson took place during an incident CNN dubbed “The flush heard around the country.” In a “supreme embarrassment” last month, during the United States Supreme Court’s first-ever remotely held oral arguments session, the public, who were allowed to listen live, heard “the distinct sound of a toilet flushing.” As people learn how to use technology, such as a mute button, remote meetings and similar options will become more popular, and this type of progress might help clear the air for everyone.

In Brief COVID-19 Update As of Tuesday, June 9, Ventura County Public Health reported a spike with 40 new coronavirus cases in one day. 39 people with COVID-19 are in the hospital, with 12 in the intensive care unit. 1,045 people have “recovered” from the virus and 301 are currently in “active quarantine” at home. 33,292 people have been tested for the active virus in the county. That number does not include people getting the antibody tests through private test providers.

Protocols released for schools and childcare Last week the California Department of Public Health released guidelines for schools and childcare providers related to protecting children during the ongoing pandemic.

First, the Governor’s Office of Emergency Services and the Department of General Services will help public, private and childcare facilities obtain PPE supplies and equipment, including hand sanitizer, no-touch thermometers, face shields for every teacher and childcare provider, cloth face coverings for staff and students, and N95 masks for in-school health professionals in the event that they treat symptomatic students.

Other guidelines will be created for each school site and the state encourages clear communication with and feedback from students, families and local public health authorities.

following a temporary closure related to both the pandemic and new construction.

Sportfishing reopening Channel Islands Harbor has announced the reopening of sportfishing after receiving authorization from Dr. Robert Levin, the Ventura County Public Health Officer. Ventura County Harbor Department Director Mark Sandoval said measures taken by the sportfishing businesses will be consistent with guidelines developed and recommended by the Sportfishing Association of California to ensure the safety of customers and employees. Safety guidelines include social distancing, reducing capacity on ships, wearing face masks and cleaning protocols.

or the second week, protests aligned with the Black Lives Matter (BLM) movement continued across Ventura County.

The movement expanded in response to video footage showing a black man, George Floyd, being killed by a Minneapolis police officer kneeling on his neck for eight minutes and 46 seconds on May 25.

“We watched as a nation how everyone became awake to something we always knew in our community, [about] how our children are treated,” said Regina K. HatcherCrawford, president of the Ventura County Chapter of the National Association for the Advancement of Colored People (NAACP) speaking on Thursday, June 4, at the Ventura County Government Center at an event planned by the NAACP with support from the League of United Latin American Citizens (LULAC). “We watched a man begging 16 times, ‘I can’t breathe.’ At one point he asked for his mother.”

A few hundred people gathered on the grassy slope on the VCGC property at the corner of Victoria Avenue and Telephone Road. Most were wearing masks and practicing social distancing.

The solemn crowd took up most of the grassy area.

“George Floyd’s death was not in vain,” she said with supportive murmurs from the crowd. “He brought us here today.

There is an “urgency of now. [I] feel all the pain and pummeling of my ancestors,” said Joyce, at times moving into a poetry slam rhythm of speaking to describe his experience.

“Elvis was a hero to most...but he never meant shit to me. You see, straight up racist that sucker was.”

Hatcher-Crawford and Joyce echoed three calls to action: Build community, get involved and forge meaningful relationships. There is an “urgency in this moment...It is time.”

Joyce urged the crowd to find ways to “make your community better.”

The names of black men and women killed as a result of police brutality since 2012 were read aloud and the crowd was asked to take a knee for eight minutes and 46 seconds as a powerfully long period of silence and remembrance.

On Saturday, June 6, at 10 a.m. a crowd of about 2,000 people came together for BLM action on the corner of Cochran Street and Sycamore Drive in Simi Valley before marching to city hall.

Prior to the event, controversy was created when Simi Valley

Mayor Pro Tem Mike Judge posted an email exchange between him and Mikiiya Foster, 18, of Simi Valley. She asked him to attend the event she and others were planning.

“It would mean a lot to me and to the youth of this community if you were to come to our peaceful protest for solidarity,” Foster wrote to him on June 2.

He shared her email on his official city council Facebook page with his response, declining to attend and discouraging her from proceeding with the event.

“I would ask you to re-consider this protest march, and call it off...I am very hard pressed to find one example of a truly peaceful protest,” said Judge in his email to Foster. He cited the 1992 Rodney King trial, in which four Los Angeles police officers were acquitted of King’s savage beating, as an example of Simi getting “branded unfairly” as “only ONE of those [members of the jury pool] was an actual Juror the other was an alternate.”

His post continued, “Feel free and please do let me know of any other blatant acts of systemic racism in our City.”

“He never got my consent [to post publicly] and didn’t even give me time to respond before going public with it. I thought this was very inappropriate of him,” said Foster, responding to the VCReporter via email about Judge sharing the email exchange on social media. “As an elected official he should know better, especially since I had already been receiving threats. On a Facebook group someone was talking about how people had found my phone number and address.”

“It was inspiring to see how many people came. I had never felt more supported during my time in Simi Valley,” said Foster. “I think it really showed that Black Lives Matter is more than a trend, it is a movement.

This was Foster’s first time helping to organize a protest. “It was a great experience and I am thankful for all the support I got. I really had no idea what I was walking into, it was a lot of work,” she said. “This is important to me because I am a black woman myself and a firm advocate for human rights.

Specifically in terms of police brutality, this issue hits very close to home.”

At the protest she read a slam poem she wrote and dedicated to her cousin, who was beaten by police in 2015.

“I heard a loud popping noise...I saw the truck accelerating when it hit them. Local music industry finds its creative spark during the shutdown

hen the coronavirus caused the sudden shutdown of the live music industry, music industry professionals were profoundly impacted. Even so, some musicians are finding a silver lining; a chance to stop and reset, and discover new ways to stay connected to fans.

One local band that had hopes dashed for a planned East Coast tour is Yächtley Crëw. The self-described “Titans of Soft Rock” play catchy hits from the 1970s and 1980s and members dress as though they are captains of their own vessels. An enthusiastic audience is a big part of the show. The “Batten Down the Hatches” tour included Miami, Baltimore and Atlantic City.

“It’s a bummer but it’s happening to everybody,” said drummer Rob Jones about the canceled tour.

on social media for free, providing a platform for fans to chat about the show and interact.

“The response to those has been great. I mean, we’ve had anywhere between 4,000 and over 7,000 viewers per show. So it’s been doing very well for us, I think,” said Jones.

The band also launched a music video series called “Landlocked Sessions.” One was shot with each member performing individually outside famous Los Angeles landmarks strangely devoid of other people, including the Hollywood Bowl and downtown skyscrapers.

California.

Jones says they’re looking forward to the day when they can return to their high-energy live concerts. “Once we get this whole thing stopped, I hope that people are ready to get out and have fun by that time,” said Jones. “We’re right there with you. We can’t wait to get back out and play.”

A range of emotions

Pam Baumgardner runs a website promoting local artists called Venturarocks.com and also hosts a local music show called “The Pam Baumgardner Music Hour” on nonprofit radio station KPPQ. “I started a website encouraging people to go out and do what I

Musicians she’s talked to have had a range of emotions, but she thinks the situation has the potential to spur creativity.

“The last program I produced for the radio show, I asked for new music, and I got a bunch of people who were producing music on the fly having to do with the shutdown and the coronavirus and how it’s affecting them. And some of them are funny and others were just a little sad. So it all

really depends on the spirit of the artist and where they’re coming from,” said Baumgardner.

Adventures in streaming

Kelly Zirbes sings in the Oxnard-based rock and blues band Kelly’s Lot. It’s been known for performances benefiting charities over the years, and now is taking steps to help music industry professionals whose income suddenly disappeared.

“I was very worried about all my full-time musician friends,” said Zirbes. “Luckily the majority of the people in my band have another job and those jobs have continued, so they are able to survive this. So we all together as a band have been trying to raise money for other musicians who’ve completely lost their livelihood.”

Kelly’s Lot performed a recent live stream concert at Ojai Underground Exchange where a specially designed music streaming studio was quickly assembled.

Zirbes says she appreciates founder Bernie Larsen’s efforts to support musicians and music lovers.

“When this thing hit he got creative,” says Zirbes. “His video recording of these concerts is the best. Just high quality.”

Larsen is a veteran record producer and musician who has worked with world famous artists including Jackson Browne, Melissa Etheridge and Public Enemy. He and his wife, Cassidy Linder, started Ojai Underground Exchange almost four years ago where Linder teaches dance by day, with concerts staged in an intimate 50-seat listening room by night. He had limited experience with live streaming.

“I had live streamed, but not dialed in,” said Larsen. “All of our shows got canceled in an instant.

Almost three months’ worth. So I just started broadcasting shows.”

He said it was a shock when the live music industry was stopped in its tracks.

“We’re not really the kind of people who really freak out about that kind of stuff,” siad Larsen.

“We just flow with things . . . I said, ‘This is an opportunity for something else. We just have to figure out what that is.’ So we went to the streaming broadcasting thing and it’s been a cool adventure, too.”

Larsen previously mixed sound for about 350 live shows with an audience at the venue, but mastering live streaming for an online audience involved a whole new type of artistry, with cutting-edge streaming technology and three cameras. He was out in front of

the pack when he started several weeks ago, but now artists and producers everywhere are giving it a whirl.

“It’s the Kentucky Derby of live streaming,” said Larsen. “It went from us and a handful of other people, doing it on a kind of real level, to everybody jumping on to kind of keep their fan base alive.”

People who want to stream the shows can choose to pay $5, $10 or $15. Performing artists generally take 50 percent of the sales, but some (including Kelly’s Lot) have declined in order to support the venue.

Larsen said that people who enjoy the venue have been generous and supportive. “Some people who have been regulars at our shows buy ten tickets for a show just so they can kind of help us stay afloat. And that’s kind of beautiful and humbling.”

He hopes the pandemic will actually bring people in the music business together even though there are no live shows. “When something like this comes up, all of a sudden you realize you’re a little more in touch with the brotherhood of your tribe. You do have kind of a personal relation to that struggle,” said Larsen.
