One definition of insanity is trying the same thing over and over again and expecting a different result. In March, I was okay with locking down the country to see if we can stop COVID-19 from spreading. There appeared to be some initial positive responses, only to have the government warn that the worst is yet to come. The whole time, the once booming economy had deflated completely. Then the nation’s governors all found new ways to get into the news. California’s Gavin Newsom and New York’s Andrew Cuomo became the most recognized and respected for their handling of their great states. Yet, at the same second Newsom told California that new guidelines for reopening were created, the Los Angeles County public officials came out saying L.A. County will be locked down through the summer, and most likely until August. None of this is making sense, and if real pragmatic practic-

es are not put into action soon, the county, the state and the country will implode worse than in 1860.

In my last article, I lambasted the false patriotism of beach-going protestors who claimed they had a right to protest, yet these were the same demographics and political affiliates who went after young black athletes for taking a knee in football games. My biggest beef with the wannabe rebels was that they didn’t seem to have any data to support their cause. Protesting is fine. Just know what you’re protesting.

All these cases and deaths are tragic, yet there doesn’t appear to be a way to stop the natural flow of COVID-19. Quarantine isn’t proving to be a way to stop the deaths. Think about how people are still going to stores, beaches, parks, offices, drive-thru fast food, using take-out and delivery, and others are at home until they want to see their friends. I’ve seen so many people still having limited capacity parties at home with friends and family. Using all forms of sarcasm now, somehow the virus is able to ignore everyone they know personally? It’s not so much that the country is quarantining. They’re just keeping their contact to locals only

Or is date night safe as long as you trust the other person when you meet up? Maybe it is time they just let us open up and let the risk takers go out and the scared stay home, and tell the politicians to stop looking like they have a plan. Obviously, they don’t.

Main Street to get pedestrian zone Emergency ordinance approved to stimulate Ventura business

On Monday, May 18, the Ventura City Council approved a n emergency ordinance which includes changes to how projects are approved in the city and a plan for five blocks of Main Street — from Figueroa to Fir streets — to be closed to vehicular traffic, making room for downtown restaurants to create outdoor dining areas and retail shops to offer outdoor shopping options.

“The Downtown Ventura Partners (DVP) worked closely with restaurant owners and other business owners to make sure there is support,” said Christy Weir, Ventura City Councilmember speaking with the VCReporter on Sunday before the vote. DVP proposed the idea, prepared the schematics and plans and conducted a survey of downtown businesses. She said no one would want the council to “make a decision for the public and have businesses hate it.”

She said DVP proposed this idea and will be the applicant for the special event permit required for the road closure and will also sponsor “some of the costs” associated with the application and preparation of the street.

The city will move ahead to have everything in place when the county is authorized to move into phase three of the reopening plan — when larger gatherings and dining in is allowed. “Nothing will happen until that phase

is enacted,” said Weir. When restaurants are allowed to open, she said some individuals may not be comfortable eating inside restaurants, and some of the downtown restaurants are quite small. This creates an opportunity for restaurants to get back on their feet sooner. “The goal is to be ready with the permits, the funding, the plans, so that if the governor says [restaurants can fully open] in two to three weeks, we’re not starting from scratch right then.”

When that occurs, Main Street will be prepared with k-rails and other blockades where appropriate, but still allow traffic on cross streets. Under the current plan, bicycles will be permitted near the center, and pedestrians will be allowed on the sidewalks. Dining will take place in the parking spaces lining the street. The closure will be authorized for one month to determine if it’s working.

Weir said the overwhelming majority of comments received in advance of the vote were positive, noting that people like “the whole concept of dining outside with no noise.” She said the limited outdoor dining on Main Street now is “great, but we also have motorcycles rev their engines, the exhaust. People are excited . . . It will be a more peaceful atmosphere, less fumes, less noise.”

According to Weir, one major objection relates to loss of parking.

But she pointed out that only 150 of over 2,000 public parking spaces in the downtown area will be lost with this plan.

“We are not losing a large percentage of the parking,” said Weir, adding that “people have been asking the downtown to consider making Main Street pedestrian [only].”

She recalled similar endeavors in other cities in the 1970s and 1980s which were unsuccessful due to the size and expense of the projects.

“They were poorly designed,” she said. With this plan, Ventura gets to try it out and see how it goes, without a major investment.

A potential benefit includes encouraging alternative transporta-

tion, like biking and taking the bus. Developing sites for additional bike parking is part of the plan.

Development process streamlined

The council’s action also included plans to “streamline” the development review and approval process, something staff said is needed in light of negative impacts to businesses from closures. Some discussions took place prior to the pandemic, with the city hiring a consultant to suggest ways to improve efficiency in the process.

The main changes include allowing more projects to be approved through an administrative review, rather than review committees. The planning director can designate the “highest hearing body” that will review and ultimately authorize projects, based on the project type.

In the past, a project would move between agencies (the fire department, building safety, etc.) when it had already been approved by other departments, creating an inefficient workflow. The staff report prepared by City Manager Alex McIntyre and Estelle Bussa, economic development manager, recommends this change, claiming it will reduce staff hours spent processing project applications. The staff report cites the current “economic situation” and a need to find a “solution that can be implemented quickly . . . The City has to accelerate the progress in order to support the econom-

ic recovery from the impacts of COVID-19.”

The approved changes include a new notice requirement that properties within at least 300 feet of the project site will be notified about proposed development, and all appeals of director approvals will go directly to the city council instead of through the planning commission.

The changes will be in effect for one year.

“The temporary solution is not perfect, but provides the tools to immediately benefit applicants, staff and the public during the recovery,” states the staff report. “The intent is that lessons learned during this 1-year period will inform our future discussions for a specific set of process regulations.”

Monday’s action also directed staff to change a zoning code that will change the rules around a council member seeking a review of a project. Council authorized staff to draft the change that still allows a council member to bring a project before the entire council for review, but that council member will be precluded from voting on the matter. Greg Diaz, City Attorney said the changes will be reviewed by the planning commission and brought back to the council for a final vote in about 60 to 70 days.

Beauty biz blues

Hair, nail salons frustrated with road to reopening

While owners of local beauty salons hope Ventura County can move into the next stage of reopening that will include their businesses, some are expressing frustration and pointing to an apparent lack of understanding at the state and local level of the industry’s licensing requirements around cleanliness and public safety.

“I feel a lot of sadness and frustration. I have a business that can adhere to public health standards and protocol and unfortunately [we are] grouped in phase three,” said Jonra Cross, owner of Frenchies Modern Nail Care that was slated to open on March 30 in Ventura Harbor Village. “Day care is open. People are touching. We really need to rally for individual consideration” for the beauty industry.

Ventura County Public Health is preparing a letter to the state seeking individual attention for certain business sectors to be allowed to move toward reopening.

“The perception [is] that nail care is nonessential. But foot and nail care is important and not everyone can bend over to cut their own toenails,” Cross said. Even while closed she is getting calls from potential customers who need help.

“It’s heartbreaking from a lot of different perspectives . . . We are not able to help people who can’t care for

their own feet right now,” said Cross.

“And from the business perspective it’s heartbreaking as well. There is nothing we can do to survive if we can’t have an opportunity to do the right thing and also generate revenue.”

Cross’ sentiments are echoed by

protocols they already had in place as reasons nail and hair salons should be in a different category, and note that their knowledge will enable them to take additional measures to keep clients and staff even safer. Social distancing, for example, is achieved by managing appointments.

“We are willing and ready to meet all CDC, state and local requirements . . . We already had very serious written protocols in place,” said Cross. For example, prior to the pandemic, all instruments used at Frenchies went through a three-stage cleaning process (soap and water,

It’s disappointing that stylists are put into phase three when we are trained in keeping people healthy and safe. Then I’m walking down the street and see a long line to get coffee, not everyone is wearing masks.

It’s a little frustrating.”

Both Cross and Gaston point to

Additional protocols will now include a hand sanitizing station outside the nail salon, and customers have always been asked to wash their hands immediately upon entering. Masks and gloves will be worn by all employees, and guests will be given masks if they

don’t have one of their own.

For The Ivy Mae, Gaston has invested in a UV sterilization machine for hair brushes. “Everyone will have their own capes and combs. We will resterilize everything in between each customer.”

All stylists will use gloves and masks, and the salon will have masks for customers that don’t have the behind-the-ear type needed during haircuts and shampooing. Gaston is also shopping for face shields, anticipating that they will be required.

Both salons will close their waiting rooms and have clients wait in their cars.

Gaston says she expects other changes that may not be so obvious.

“I’m just preparing [the stylists] for it looking very different and suggesting they tell their clients there won’t be much talking. It’s hard to talk wearing masks . . . No more mimosas and no more wine.”

Financial impacts

Gaston and husband Aaron own the building that houses The Ivy Mae at 1544 E. Main Street. They received $10,000 early on through Women’s Economic Ventures (WEV), a local nonprofit organization supporting small businesses.

“The WEV loan was really like a bridge. It literally saved us,” said Aaron.

The Gastons credit the WEV loan’s simple process and quick turnaround with easing not just the financial impacts but the stress of the business being shut.

“At the very beginning no one was mentioning mortgage relief. We have three loans on that building — construction loan, SBA [Small Business Administration] mortgage and a traditional mortgage,” said Gaston. Their SBA loan payments have been

deferred to the “back end” of their mortgage. “Without the WEV loan we’d be in a bit of trouble now. But we are in a position to be able to pay that back pretty quickly.”

Gaston says that while they are in fairly good shape in the wake of the pandemic, the next few months will determine a lot.

“We were getting ready to open,” said Frenchies owner Cross. She had received a small business loan from the SBA to fund construction and inventory. A full-time manager came onto the payroll on Feb. 3., with 12 employees hired after that. “Ninety percent of that loan was already gone for our build out.”

As a result of stay-at-home orders, Frenchies couldn’t open as planned on March 30. Being a new business and missing eligibility dates, Frenchies didn’t qualify for available funding. In addition, Cross’ initial SBA loan hadn’t been fully dispersed, so she couldn’t apply for SBA funding made available in response to the pandemic. She applied to her bank for the initial SBA loan for a full disbursement of funds, but that request was denied. The business doesn’t qualify for an Economic Injury Disaster Loan, which required employees to be hired by Jan. 31, 2020.

“In our case . . . as a service business we are not allowed to open and have no ability to sell online. We are trying to figure out how to work together [with local officials] over the next couple months to survive.”

Cross has reached out to local and state officials seeking individual review for the health and safety protocols at the nail salon. “We are ready and willing to do what is needed” to comply with all requirements, Cross said. As of press deadline she hadn’t yet received a response.

Eye on the Environment Public works week event features environmental programs

This is Public Works Week, a great opportunity to find out more about the programs and services the Ventura County Public Works Agency (VCPWA) provides to the community. You can virtually attend Ventura County’s celebration by clicking on VCpublicworks.org or visiting the Ventura County Public Works Agency’s social media pages including Instagram, Twitter and Facebook.

The website contains a variety of videos, activities and resources highlighting the role of VCPWA in the community. A video I recorded, for example, shows me at the Ventura County Government Center’s Compost Demonstration Site, demonstrating how to feed food scraps to worms. I also

open one compost bin and show fouryear-old cups labeled “degradable,” explaining why they did not degrade.

A drone flyover of the Moorpark Wastewater Recovery Facility includes explanations of how the sewer system works and enhances additional material on the VCpublicworks.org website with tips on what to avoid flushing down drains. For example, during this time of a pandemic, many people are using hand sanitizing wipes. Wipes may clog your toilet, and wipes are causing problems at pump stations and in other sewer infrastructure. Shutting down systems for clean-outs is labor intensive and adds to the cost of providing wastewater treatment.

A transportation department presentation shows people how to take advantage of public transportation options.

Public transportation, including bus service, is considered an “essential service” during the pandemic, so buses are still running with riders observing social distancing rules and other safety precautions. A segment about the Token Transit app explains how to pay in advance, online, for bus rides. Rather than handling money, when using this app, you display your phone screen to the bus driver to show you paid your fare. Another segment explains how to use the Google Transit app in Google maps to plan a route using public transportation.

One program featured in the virtual Public Works Week especially exemplifies this year’s theme, “Embracing Change — A Better Way, Every Day.”

VCPWA Connect! is a year-round online portal for obtaining public ser-

vices. It uses newer methods, including crowdsourced data, geocoding, GIS mapping and other online tools to provide traditional public services every day.

To use this program, go to vcpublicworks.org and click the “Report a Concern” tab. On the landing page is an entry space for identifying issues, with pre-filled options available for some of the most common problems, including illegal dumping, sewage spills, water waste, excessive runoff and waste collection and recycling services issues.

To complete the online form, some subjects require identifying information, such as the name and email address of the person registering the concern. All geographic-specific concerns require identification of the incident location, whether by address or by

dragging a virtual pin onto a provided map. Users can choose, however, whether they want their concern to be public or private. The default is “public,” but clicking on the black box around the word “public” switches it to “private.”

Before registering a concern about a pothole, downed stop sign, illegally dumped material or other issue, check the map. If there is already a circle in the area of your report, click on the circle to see if your issue has already been reported and resolved. VCPWA Connect! is also an app and available in Google Play and the Apple App Store.

Also starring Marisa Tomei. Good cast. Hopefully with a little reality mixed in for grit and depth. And with an R rating, you can bet it’s not for little ears.

Director Kenneth Branagh seems fixated on classic books. His latest film stars Judi Dench and Josh Gad in the adaptation of the fantasy book series about a young criminal who kidnaps a fairy and ransoms her to an evil pixie in exchange for his father. The Disney animated film from 1998 becomes the latest remake in live action. Chinese star Yifei Liu is the family maiden who must disguise herself as a man to defend her family’s honor. I’m guessing this one will premiere on Disney +.

Radioactive

A biopic about the origins of radioactive research starring Rosamund Pike as 19th century scientist Maria Skłodowska-Curie. What did your parents always tell you when you were watching TV? Don’t sit too close to the screen? Words to live by. (Amazon Prime)

The Rental

Gotta have at least one horror/thriller in the mix. Dave Franco launches his directorial debut with wife Alison Brie. Two couples rent a vacation home and begin to suspect the owner of the house is spying on them. Yikes. Pull the curtains. Lock the doors. Check for cameras. Sounds kind of kinky.

Director Patty Jenkins returns for the sequel as villains Cheetah (Kristen Wiig) and Max Lord (Pedro Pascal) face off against the mighty Wonder Woman (Gal Gadot). I don’t remember. Was 1984 a good year? Well, I guarantee that there will be romance and fireworks, so I guess the answer is yes.

Sound of Metal

Turns out noted actor Riz Ahmed (Venom) is also a noted rapper and drummer in his native UK. In this film, he is a drummer and former heroin addict who begins to lose his hearing and must adapt to his new life. Sounds like heavy metal to me. (Amazon Prime)

Also, how not to step on a nail when you’re being pursued in the basement.

Directed by Paul W.S. Anderson (Resident Evil) and starring his wife Milla Jovovich (also from Resident Evil). Featuring one of my favorites, Ron Perlman (Hell Boy), I will guess that this film includes a lot of raw humor and special effects. Appeals to the video crowd but might be fun for the visuals.

The Beatles: Get Back The Lord of the Rings director Peter Jackson has been working recently with documentaries. Now he wants to explore Let It Be territory with the Beatles while they write songs for the album’s filming in 1969. Supposedly some of this has never been seen, unless of course you’ve watched the film Let It Be. Plus some film from the famous rooftop performance at Apple Records. Also on Let It Be. So, Peter, what haven’t we seen yet? Better be good because I’m a big fan.

“People doing good things in Ventura County” is the theme of Our Ventura TV, an award-winning, weekly talk-show television series that features stories from nonprofits, community advocates, leaders, artists and organizations who contribute in some way to the Ventura County community.

Typically the show is taped at CAPS Media in Ventura. Due to social distancing rules imposed as a result of COVID19, however, “all our programs are currently broadcasting remotely,” said TV host Sandra Siepak, who further noted that “we look forward to being back in the studio soon.”

The show is “extremely informative for the community,” said Siepak, adding that “we cover the whole gamut.”

Our Ventura TV shows are broadcast on Ventura Cable Channel 6 on Sundays at 2 p.m., Tuesdays at 9 p.m. and Saturdays at noon, as well as additional floating times. Every week there is a new show and each program is broadcast five times per week. Many of the studio talk show segments are about 15 minutes in length. Additionally, the show features music, theatre and other entertainment productions.

Recent shows have featured Eric Harrison, president and CEO of the United Way of Ventura County, who spoke with Siepak about the organization, including support of local veterans during the COVID-19 pandemic. On the May 9 episode, “Pandemic Philanthropy in Ventura County,” Siepak speaks with Vanessa Bechtel of the Ventura County Community Foundation about local support during the coronavirus pan-

Alger is also one of the hosts, and most recently interviewed Allison Adams, an award-winning artist who was featured on the segment “Setting A Good Artistic Example.” On the May 7 episode, Adams speaks with Alger about an award she received from Artists For A Better World International (Alger is the president of the organization), which recognizes artists for their work helping others and/or their community.

In January, the program celebrated a big milestone: 1,000 shows produced and aired. The work has continued, even during the pandemic. “In the past decade we’ve posted over 1,000 segments online and broadcast programs on Ventura Cable Channel 6,” said Alger, further noting that Our Ventura TV is primarily known for its studio talkshow segments, although additional productions occur outside the studio.

The key people who help make this effort possible include Michelle Hoover, the show’s director; MB Hanrahan and Monique Nowlin, program hosts; and Robin Sanford, Christine Mary Ballestero and Juan Mancera, who serve on the production team.

“We have a fantastic crew who are all about keeping things running efficiently,” said Hoover, noting that the TV series is sponsored by Nonprofit Fire, Skyworks Marketing and GWC Productions.

Additionally, the production team also creates video and TV productions for commercial messages and businesses in the community.

As far as the future is concerned, plans are underway to expand the TV programming for the community, Siepak said. Meanwhile, “it’s an honor to present discussions about many people doing good things in Ventura County on our program”.

Cheesecake connection

My coworker told me about Alonzo Rivera, a man from Harlem, NY, who is now in Ventura County serving up some of the best cheesecake in the area. I went to his Instagram page to check out the photos and did a quick surveillance of his location (inside Oralia’s Bakery on Wooley Road). There were lines of people out the door and down the street, waiting to purchase some cheesecake. He sells out his entire stock every single

Next was the banana wafer, made with a caramel graham cracker crust filled with yellow banana-flavored batter and topped with fresh whi pped cream, fresh bananas, vanilla wafers and wafer crumbles.

I couldn’t tell if the banana in the batter was banana extract or banana liqueur, but it reminded me of a Bananas Foster dessert and I was bananas (sorry) for it.

Onto the chocolate portion of the tasting. I started with the Oreo, containing a graham cracker chocolate crust and vanilla batter mixed with crumbles of Oreo, all topped with cookie crumbles, a full Oreo cookie and drizzled chocolate syrup. At this point I had poured myself a large glass of milk. Even without the full Oreo cookie on top, the cheesecake tasted just like the cookie: chocolatey, full of vanilla and mouthwateringly good.

Luckily, when I arrived, I only had five people ahead of me. A sign outside the shop displays the flavors of the day. It’s $10 for each individual-size cheesecake. To keep it balanced, I got two fruit cheesecakes (strawberry and banana wafer) and two chocolate (Cookie Monster and Oreo). Payment is accepted through the Venmo app.

The cheesecake is light and fluffy and my selections came served on a paper platter in a to-go box, waiting to be devoured by yours truly. You can tell just by looking at them that Rivera puts love into each cheesecake. Every piece was a small work of food art: colorful, presentable and tasty to look at.

First up was the strawberry, my favorite fruit, with a graham cracker crust and vanilla batter topped with fresh whipped cream and fresh strawberries. Love at first bite. The flavor put me in mind of a classic New York-style cheesecake. The cake came with a sweet strawberry drizzle, served in a separate ramekin, to pour on top. It soaked

Oreo cookies mixed together was brilliant. I was proud to have a blue tongue afterwards.

Finally, the one I was dying to try: the Cookie Monster! It reminded me of the Sesame Street character, too, with a chocolate graham cracker crust and the vanilla batter colored blue. Mixed into it were crumbled Chips Ahoy chocolate chip cookies and Oreos.

Other cheesecake flavors have included apple, lemon cake, maple topped with bacon and pancakes, Reese’s, carrot cake, Cinnabon, Fruity Pebbles and Nutella. To try any of these rich delights, one must follow (or as I like to call it, stalk) Rivera’s Instagram page to see when he is offering his cheesecake because there are no set days or times. Word of his phenomenal cakes has gotten around, and it continues to draw a crowd — be prepared to get in line.
