Google Earth image. ocal residents called for a public hearing about a soil contamination cleanup plan at the West Ventura site of a current Southern California Gas Company (SoCal Gas) compressor facility. The plan has been approved, no hearing has taken place and the cleanup is slated to start in April.

The California Department of Toxic Substances Control (DTSC) has approved a Removal Action Workplan (RAW) that state officials say will remediate soil contamination that occurred mostly decades ago when the facility was used to manufacture gas through a process of burning oil called gasification. Those operations were started in the 1920s by another company.

Local residents expressed concerns during the recent public comment period about several aspects of the RAW, including that it will leave contamination in the soil and that it fails to address concerns about impacts to air quality of the diesel trucks that will be used to transport the contaminated soil for disposal. Community concerns also target what residents say is an “expansion” of the gas compressor site, an issue DTSC says is outside it’s scope.

A document dated March 2, 2021, issued by DTSC, states that the cleanup will include “excavation of soils impacted with the chemicals of concern (COCs) in the southern portion of the Site, including polycyclic aromatic hydrocarbons (PAHs), total petroleum hydrocarbons (TPH), arsenic and lead.

The excavated areas will be backfilled with clean soil and a Land Use Covenant (LUC) will restrict use of the property and prohibit residential use.”

That document also declares the cleanup exempt from the California Environmental Quality Act (CEQA) because it will not have a “significant adverse” impact on the immediate area.

But local residents and advocacy organizations have said a deeper cleaning is needed, based on DTSC’s own findings, to ensure public safety.

Those residents also called for the local public hearing.

“It’s infuriating that DTSC is denying our community the right to ask 6— — March 25, 2021

questions and have an accessible public hearing for all residents affected,” said Tomás Rebecchi, a resident of West Ventura and senior organizer with Food and Water Watch. He said the community was never informed that SoCal Gas plans to “double the size” of the compressor station that was found to be leaking methane in 2017.

SoCal Gas reports those leaks have been repaired.

“There are far too many unanswered questions after an initial outreach process that was both inadequate and inconsistent,” said Rebecchi. “We are tired of being the sacrifice zone for SoCalGas and oil companies.”

The West Ventura neighborhood overlays the Ventura Oil Field.

In a document dated Feb. 25, 2021 the DTSC cited “lack of public interest” in denying those requests for a hearing, saying over 300 notices and surveys were mailed out in November 2020 and only eight responses were received at that time.

“DTSC claims people in the area aren’t interested in this issue,” said Liz Campos, chair of the Westside Community Council. “But that is absolutely false.” She said the survey was sent “at the height of the pandemic in November,” and at a time when mail service was “known to be delayed by weeks.”

Campos pointed to the numerous families outside of the notice area who will be impacted by the gas compressor facility expansion, “including parents of children who will be attending [E.P. Foster Elementary School] or the Boys and Girls Club. If the Westside Community Council was given notice about this, we could have conducted a bilingual and inclusive hearing to make sure everyone affected could get information and ask questions. I find it insulting and condescending to say there is a lack of interest from residents on the Westside.”

The Housing Authority of the City of San Buenaventura submitted a comment of concern, that confirmed their offices were not noticed. DTSC acknowledged the organization’s offices were just outside the notice area boundary. The

Housing Authority owns properties in the area that house 320 families.

The SoCalGas site is 8.5 acres in total. The clean up plan applies to 4.3 acres of that area, which is currently used as a storage and maintenance yard in support of the gas compressor facility. The storage buildings on that 4.3acre area will be demolished as part of the cleanup plan. The area has residential and commercial properties nearby and E.P. Foster Elementary School is less than a quarter mile from the site.

DTSC documents state the agency does not regulate the gas compressor site and reports the plans for the site are a “modernization” of the facility. The RAW approved by DTSC, however, does mandate the “implementation of the Operations and Maintenance Plan” designed to address “vapor intrusion risks within the proposed compressor building.”

The RAW includes excavation and offsite transport of “approximately 1,700 cubic yards (2,500 tons) of shallow soil impacted with carcinogenic PAHs, TPH, arsenic, and lead.” The area will be backfilled using “clean fill material,” brought in on approximately 106 truck trips. A LUC will “preclude residential development or other sensitive uses.”

The initial “depth of excavation” called out in the RAW will be about 3.5 feet bgs (below ground surface) but the plan states “the actual depth will be determined during the removal action based on field observation and the results of confirmation sample analyses.”

The plan also allows excavated contaminated soil to be stored onsite in compliance with “the requirements of Ventura County Air Pollution Control District (VCAPCD).”

The project site is located at 1555 W. Olive St., Ventura.

ocal state elected officials have nominated four local women to be honored as part of the state capitol’s annual Woman of the Year event during Women’s History Month.

According to the California Women’s Legislative Caucus, the annual Woman of the Year event in the California State Assembly was started in 1987 by Assemblymembers Bev Hansen, a Republican, and Sally Tanner, a Democrat, who reached across the aisle to celebrate Women’s History Month in March when they realized that the state legislature had no events scheduled for the month-long commemorative event.

The event Tanner and Hansen created would bring one woman from each senate and assembly district across the state to floors of the legislative bodies at the Capitol to be recognized for their accomplishments and contributions to their community. Today the annual event is organized by the Women’s Caucus.

State appointment system, traveling nurses, protesting for school reopening

How many fully vaccinated in the county?

On March 22, Ventura County reported a total of 343,200 vaccinations administered so far, with 107,619 being fully vaccinated after receiving their second dose of either the Pfizer or Moderna vaccines. 6,325 people have been fully vaccinated with the single-dose Janssen (Johnson and Johnson) vaccine.

Knowing how many in the county are fully vaccinated is part of tracking herd immunity within the population. Herd immunity, or “community immunity,” according to the U.S. Centers for Disease Control and Prevention (CDC), is reached when “a sufficient proportion of a population is immune to an infectious disease,” making “its spread from person to person unlikely.”

Immunity can be obtained either through vaccination or by having contracted the illness.

According to the World Health Organization, the herd immunity levels for polio are reached when about 80% of the given population has been vaccinated. For measles, which is considered highly contagious, 95% of the population need to be vaccinated to stop the spread.

SnapNurses helping get Ventura County vaccinated

In the first week of March, Ventura County vaccine sites benefited from 171 traveling nurses through SnapNurse.

“The SnapNurses are from all over the nation,” said Barry Zimmerman, director of the Ventura County Health Care Agency, responding to the Ventura County Reporter via email.

“They are part of a medical/nursing contract what secures highly qualified individuals...As we need additional medical resources such as nurses and cannot fulfill the demand locally we periodically bring in ‘travelers’ to augment and support our operations.”

Zimmerman explained the contract agreement was originally for 90 days. “We are working to extend that agreement for an additional 90 days.”

Traveling nurses are not new, and private and public medical systems and hospitals have used them to fill staffing gaps during non-pandemic times. But SnapNurse has been dubbed “Uber for nurses” and is part of a trio of tech-based staffing and wage payment companies owned by SnapMedTech, Inc., based in Atlanta. Nurses get paid at the end of their shifts, just as rideshare drivers gets paid when the passenger exits the car.

The nurses are “pre-credentialed” and the county books directly with the nurses.

SnapNurse reports that it fills 95% of posted positions within two hours notice from over 100 clients using the company’s services each day.

Parents protesting for fully opened schools

With Ventura County moving into the red tier,

schools are now allowed to fully reopen at all grade levels. But there are a lot of moving parts for districts to contend with, including two unions — representing teachers and classified staff — and parents, as they navigate reopening safely.

Last week, parents in two communities gathered to demand the reopening of schools at all grades. Both groups held signs with similar messaging, such as “We love our teachers” and “Keep my kid out of your negotiations,” referring to the ongoing negotiations that districts must engage in with teachers’ unions in order to reopen.

Parents within Ojai Unified School District rallied on Tuesday, March 16, in front of the district offices on Ojai Avenue. Some were seeking full reopening now, while other parents are asking for a commitment from district leadership for a full reopening in the fall.

Currently, Nordhoff High School, the only full-time regular public high school in Ojai, is still doing distance or online learning, with the option for students to go to campus for one class once a week. Elementary parents point to different on-campus programs across the grade levels at different schools.

Ventura Unified School District parents gathered on Sunday, March 21 and marched and chanted in front of city hall, calling for students to be back in school full time. One parent cited the students “right to be in school for an in-person education.”

9,115 farmworkers received first vaccination

On Tuesday, March 23, Rosa Gonzalez, community liaison with the Ventura County Farmworker Resource Center, reported to the Board of Supervisors that 9,115 farmworkers in the county have received the first dose of the vaccine.

She said the effort is “truly a partnership” between the program and the agriculture industry, growers and local organizations such as MICOP and CAUSE. They are also partnering with United Farmworkers (UFW) on an upcoming vaccination clinic on April 11, where they expect to vaccinate another 475 people.

Most of the vaccinations are being given at mobile events at the farms, with some being administered at the 11 county-operated clinics across the county.

The program is also focusing on educating multi-generational households to ensure all family members know who is eligible to receive the vaccines and where they can access the shot.

County working to fix second dose appointment issues

County officials emphasize that prior to becoming eligible for a second dose, people should receive an email notification with a link to make an appointment for their second dose at the appropriate time.

Are you from Ventura County originally?

I grew up in Merritt Island, Florida. It’s where the space shuttles launch from.

When did you move to California?

Where do you live now?

I moved to California 16 years ago to live on my friend’s boat in the San Diego Harbor while remodeling it. It was a live-work situation. We (my wife, Raquel, and son, Oscar) now live just a couple miles away from the coffee shop.

What were you doing before you started Singing Sun?

Jobwise I was working for a surf company startup called Vissla in the marketing department and managing the surf team. I left after five years to open the coffee shop.

When did you open Singing Sun, and what inspired you to do so?

We opened the shop on Aug. 12, 2019. I had been doing quite a bit of traveling with my previous job and was exposed to all different types of amazing coffees globally. I knew I didn’t want to work in the surf industry forever. Traveling all the time isn’t that good for a young family. I’ve always loved coffee, how it tastes and what it makes you feel like.

The first idea that pops in your head in the morning and sometimes what you think about before you go to sleep at night. Coffee is pretty easy to get behind, and once you’ve had a good cup, it’s hard to settle for anything less.

It’s a fun creative platform that has community at the center.

How many employees do you currently have?

We currently have seven employees: Jordan, Kim, Taylor, Camryn, Dan, Melanie and Anna. We have a really great team. Everyone is very self-motivated and does a great job.

The primary center of the position is making sure the coffee tastes top notch, getting drinks out quick, while making sure our customers are being taken care of.

How do you source your products?

We have a green buyer, Jose, that travels all over to source the best coffee direct from the farmers. We also use local wherever we can.

Our main baker, Christine of Heirloom Baking Co., lives just a few miles up the road; we get our kombucha from Revel out of Ojai as well as our turmeric from Essential Medicina. Our honey is Blue Ridge based here in town. Our neighbor Joe Neary prints all of our merch — just to name a few.

What makes Singing Sun different from other coffee shops?

If you were to break it into sections, they would be: premium coffee, outstanding customer service, a clean space, having fun and creativity.

What kind of complications did the pandemic create, and how did you overcome them?

Well, when I asked our staff who felt comfortable working when the pandemic hit, all but one didn’t feel comfortable working. So I personally worked 50 days straight, open to close. Once we started, the employees slowly trickled back in.

What’s a typical day like for you?

We have a 3-year-old, so mostly waking up really tired and being asked to watch cartoons before I can even open my eyes. From there, lots of coffee. Then I take my son, Oscar, to his daycare and go to the shop to make sure everything is going smooth and that nothing needs to be fixed. Lately my friend Hayden and I have been making these short coffee videos around town of some of the shop regulars. If I’m lucky, I’ll get to go surfing.

What do you find most challenging about your work? What’s most rewarding?

Everything breaks, you have to be a handyman. Aside from that, the food and beverage industry has high turnover of crew members.

It’s rewarding to get to meet everyone, all the different personalities and interesting stories.

You also have all the best coffee equipment, so you’re near the source.

Where do you see things going with your business in the near future? How about in the next 5-10 years?

Well, we should have the shop back open here in the months to come, so if all goes according to plan, that will be really good.

Closer to normal coffee-shop life. In 5-10 years we just want to constantly have a premium product and experience. Take care of people and pack the days full of the good stuff.

No need to move too fast.

“Life is precious” A conversation with Oxnard intensivist Elizabeth Babu, MD

r. Elizabeth Babu, MD, of Dignity Health is a board-certified critical care medicine specialist, responsible for some of the most vulnerable patients at St. John’s Regional Medical Center in Oxnard and St. John’s Pleasant Valley Hospital in Camarillo. As a member of the hospitals’ Intensivist Program, she oversees a team of specialists who work in concert to treat patients in the intensive care unit, coordinating their work and weighing in on each and every decision. It is a vital piece of the critical care puzzle, and requires a comprehensive approach in order to achieve the best possible outcome for the patient.

As we wrap up Women’s History Month, and recognize National Doctors’ Day on March 30, we put the spotlight on a local front-line worker who has had to perform her duties in the shadow of COVID-19. She recently spoke with the Ventura County Reporter about her thoughts and concerns as we inch our way out from the pandemic, the inspiration she takes from her colleagues, what’s important as we move forward and more.

VCR: Are you from Ventura County originally?

Dr. Babu: I was born in Zambia, Africa, to two Indian parents from Kerala. My parents were both teachers and we moved to New York when I was 8 years old. I lived and trained in New York where I attended Ross University School of Medicine and then trained in Internal Medicine and Infectious Disease at the State University of New York (SUNY) Downstate in Brooklyn. I then trained in Critical Care at Mount Sinai Medical Center in New York.

While I am not originally from Ventura County, I moved here shortly after completing my training. I have stayed because I share the hospital’s vision and priority for critical care patients.

worrisome to see another surge early in the year, which most likely resulted from holiday gatherings. This most recent surge was our largest to date, and gave a very clear indication that the coronavirus is still present in our communities. We need to continue to do our part to protect ourselves and our loved ones.

The county has recently moved into the red tier. Do you have any concerns about the various restrictions that have been lifted?

As more community members are vaccinated, and as restrictions are lifted, we must remain vigilant in protecting against the spread of COVID-19, especially protecting those awaiting their turn to receive a vaccine. We must continue to mask, socially distance and maintain proper hand hygiene to minimize the spread.

The techniques and equipment used in its fabrication are far superior to what’s available on the market today.

What are some of the first things you hope to do when life returns to some semblance of what it was before the pandemic?

I look forward to traveling again and visiting family and friends.

What are some things you’ve learned during the past year?

The one thing that the pandemic has reiterated to me is that life is precious.

What inspires you?

I am inspired by my colleagues and how we have all come together. From the doctors to the nurses and hospital support staff, everyone has rallied and put aside any discomfort to care for our community.

Barry Zimmerman, director of Ventura County Health Care Agency, clarified that people need not receive their second shot on exactly the 21st or 28th day (depending on which vaccine they received) but that there is a window and the county will ensure people get the second shot at the appropriate time. He told supervisors on Tuesday that some people are scheduling their second dose appointment too soon, and the county has to reschedule them.

Based on state projections about the number of doses the county will receive in the coming weeks, Zimmerman said people will be able to schedule appointments for second doses going forward for the next three weeks.

On Tuesday, county officials reported that 75.3 percent of seniors over age 65 in the county have received at least their first dose of the vaccine.

Zimmerman said that the county wants to expand eligibility but he expressed concern about continued lack of adequate vaccine supply, which could increate public anxiety if those eligible cannot get appointments.

T

he 805 has produced many talented musicians who breathe life and soul into the area that produced them. Ventura County native Taylor Simone, stage name Taylor C’Mone, is blending elements of old-school blues with modern musical production techniques. Her debut album WOMXN is the spirit of an old soul with the tastes of a trendy innovator.

It’s no wonder that C’Mone is able to achieve such a distinctive aesthetic, as music has been an intrinsic part of her life since before she was born.

“Starting from the beginning, my mom said that when she was pregnant with me she already knew I was going to be a singer,” she explains. “That’s why she named me Taylor Simone . . . she wanted me to have a unique middle name, so that’s the name that I go by. My mom sings a little too, but she is shy. My grandmother also is a singer. I definitely come from a music-loving family.”

C’Mone’s father, Dexter Nunnery, is also currently her manager. His own love for music is evident in his charity work. Before the COVID-19 pandemic dismantled live performances, he ran an organization called Hip Hop Help which provided financial assistance to people in need by raising money through live shows.

“I’ve been singing my whole life, as long as I can remember,” C’Mone recalls. “When I was little, I recorded a cover song in my dad’s home studio. I never really made my own music though, I wasn’t into writing that much, I was just into doing cover songs. But recently, in 2020, I made my first album.”

Though often described as neo-soul by listeners, C’Mone’s music draws from a variety of genres and influences.

“Music has always been a natural thing for me,” she says. “My mother had a wide range of music tastes that I was exposed to when I was younger. She had this big flipbook of CDs that she would keep in the car. It was always fun for me to go through her CDs and pick what we would listen to.”

As she explains, it can be difficult to assign a title to

I was really able to lockdown. I lost my job, so I had a lot of free time and was able to focus on music. But as far as live performances . . . I haven’t been able to do shows, but I do have a show coming up. That’s really exciting for me.”

Her show will take place on March 27. The concert is limited capacity due to the pandemic, but it will be livestreamed and open to everyone on Instagram @the805live. In addition, you can catch C’Mone’s music in the upcoming short film 2 Shots 1 Bullet by director Roberde Madhere.
