NEWS Ventura considering water rate increase City council votes on March 22

n Jan. 26 the Water Commission for the city of Ventura voted unanimously to recommend to the Ventura City Council that a 7% annual increase in water rates be adopted for the next five years. The city council will vote on the recommendation on March 22.

The commission also recommended a 6% annual increase for wastewater service, also for each of the next five years.

City staff estimate the rate increases will result in a monthly bill increase of $7.75 for the average homeowner for each of the next five years.

“It has been nearly three years since Ventura Water has increased rates. As a result, Ventura’s water and wastewater rates have remained relatively low compared to our neighboring communities,” said Susan Rungren, general manager with Ventura Water.

“Ventura must continually invest in our water and wastewater systems to ensure safe and reliable services.”

In order to ensure that the city has sufficient revenue to operate and maintain existing water delivery and wastewater systems and to invest in future projects, the Water Commission with the support of city staff and consultants conducted a rate study, which evaluated water rate tiers, water shortage rates, wastewater rate structure

and financing options for large projects, including the State Water Interconnection project and the VenturaWaterPure project.

Akbar Alikhan, assistant city manager for Ventura, said in order to “secure future water supply, replace and repair aging infrastructure, improve water quality and meet legal and environmental regulations . . . responsible investments are needed now.”

The recommendation includes a provision that after the first year the rate increases are reviewed each spring to re-authorize the increase for each July.

If the council adopts the recommendations, the rate increases go into effect July 2021.

Ventura Water staff will be attending the following community meetings to share information and impacts about the rate increases: Feb. 11, 7 p.m., Midtown Ventura Community Council; Feb. 16, 7 p.m., Pierpont Bay Community Council; Feb. 18, 7 p.m., East Ventura Community Council; Feb. 19, 8 a.m., Ventura Chamber of Commerce Breakfast; Feb. 24, 7 p.m., College Area Community Council; Mar. 9, 6:30 p.m., Montalvo Community Council.

Coronavirus vaccination details

How is vaccine eligibility determined?

California has created a phased system that determines who can get vaccinated. Currently those individuals in Phase 1A and 1B are eligible to get vaccinated. Within that phase local public health departments can set eligibility requirements based on the local agencies’ ability to obtain and administer the vaccine. For example, the state has stated individuals 65 and over can get the vaccine, but Ventura County Public Health has cited the vaccine shortage as a reason the county set the age at 75 and over.

Vaccines given in Ventura County are for people who live or work in the county.

How can people register to get vaccinated?

Currently in Ventura County there are two ways to register, online and by phone. The phone number is meant for individuals who do not have access to the Internet. That phone number is 805-477-1716.

The online registration system is accessed through www.vcrecovers.org. Registrants will be directed to a state-run website that will ask for some identifying information. At the bottom of the county website is a list of several pharmacies also providing vaccinations through a federal program.

Why can’t I register even though I’m eligible?

Many in the county are reporting that they are unable to sign up either online or by phone. County officials say vaccine shortages have rendered them unable to offer enough appointments for everyone seeking the vaccine. The county adds new appointments each Monday.

County officials state that individuals will be notified by email when appointments are available for their second dosage. Officials reported that they have opted to not schedule second dose appointments in the future because they are not certain about timing or quantity of doses the county will receive.

Where are vaccines being administered?

The county has three main locations: the Ventura County Fairgrounds, South Oxnard Public Health and the Goebel Adult Community Center in Thousand Oaks.

Eleven pharmacies across the county are also providing vaccinations through appointments accessed on the county website including Albertsons locations in Newbury Park and Simi Valley; Pavilions in Thousand Oaks; and multiple Vons locations in Oxnard, Simi Valley, Thousand Oaks and Ventura.

Why aren’t there enough vaccines in the county?

There is a national vaccine shortage. States place weekly orders through the U.S. Centers for Disease Control and Prevention (CDC), which in turn place the orders with the manufacturers. The state receives information from each county about how many vaccines are needed and attempts to match that number. California is allocating vaccines based on calculations involving population percentages. Ventura County is about 2% of the state’s population and receives that number of doses as shipments are allocated. County vaccine administrators — public health, local pharmacies etc. — receive shipments directly from the manufacturer or a distributor, not from any state agency.

County officials have reported to the Board of Supervisors that they are not holding back any doses and are administering as many doses as are received and can be administered.

What is required to get vaccinated?

To get a vaccination you must register for an appointment and bring the following: • If eligible through employment: Healthcare worker employee badge with photo, OR professional license and photo ID, OR signed letter from employer on facility letterhead and photo ID, OR pay stub from healthcare employer with name and photo ID. • Residents of qualified facilities must bring a medical face sheet or LIC601.

• Those 75 and older need to provide a photo ID showing their age.

How many vaccines have been administered?

In Ventura County, as of Tuesday, Feb. 2, 74,374 doses have been administered. That includes 50,695 first doses and 13,342 second doses. For the week of Feb. 1 the county has 12,954

ast week the city of Oxnard reported that a Colorado lab found two mutations of the coronavirus in samples of sewage wastewater from Oxnard and that levels of the virus in the wastewater are decreasing.

“The overall prevalence of the virus is measured by the overall amount of the virus, variant or otherwise, present in the sample,” said Dr. Rose Nash PhD, director of research and development with GT Molecular in Fort Collins, Colorado. She spoke with the Ventura County Reporter on Feb. 1 about data from the company’s testing of virus levels and targeting mutations. The company developed a test that provides results within 24 hours. The goal in creating the rapid response test being used in Oxnard, and about 100 other wastewater facilities across the country, is to provide timely test results that are “actionable” for community leaders.

Nash’s team receives samples from Oxnard twice a week.

“Oxnard was very proactive. They got involved early and have great research ideas.”

Oxnard has been testing sewage water samples for “overall viral copies per liter concentration since September and started testing at a weekly interval beginning in December,” said Mike Shaffer, GIS manager for the city of Oxnard. Staff from Oxnard’s Wastewater Division learned about the work being done by GT Molecular labs when they attended a webinar last year, hosted by the California Association of Water Agencies and the California Water Environment Association.

Oxnard’s sewage facility manages waste from about 250,000 people, nearly a third of Ventura County’s population. The complete coronavirus genome can be found in the stools of those infected (“Full COVID genome found in stools: What does this mean for prevention and treatments?” by Kimberly Rivers, Ventura County Reporter, Sept. 24, 2020).

Nash clarified they are “not doing DNA sequencing,” and the tests are “not mapping all mutations on the same strand.”

The test being used looks “for key mutational signatures,”

that are known and can be targeted. Specifically, they are looking for mutations that are known to “drive the transmission” of the virus, like the N501Y and L69/70 mutations. She said mapping the entire genome of viruses in the samples would be very expensive and take several weeks.

Mutations detected locally

The first mutation detected in Oxnard, reported on Tuesday, Jan. 26, by Dr. Robert Levin, health officer with Ventura County Public Health, makes the virus more transmissible.

Almost all, 99.6%, of the virus detected in Oxnard’s wastewater samples are the original “Wuhan” coronavirus strain. A mere 0.4% of the viruses found in the wastewater contain this first detected mutation.

Shortly thereafter, on Friday, Jan. 29, in a written statement, Ventura County announced the discovery of a second mutation found in Oxnard’s wastewater. This additional mutation is being called “N501Y,” and it does occur in both the UK and South African variants already identified. N501Y made up a smaller percentage of the virus sample than the first mutation found, representing 0.283% of the detected virus.

“The presence of this mutation in such a small amount of the sample tells me that this virus is not widespread in our county yet,” said Levin.

“We cannot say the UK variant is absolutely present [ in the Oxnard samples],” said Nash, adding that the “two mutations that make the UK [variant] more transmissible are present in your community.”

Additional testing, that will take one to two weeks, is needed to confirm whether these samples are the UK variant, which was first detected in the state on Dec. 30, or just share a mutation and represent a unique strain. That testing will be done in a partnership between GT Molecular and Stanford University through a “deep sequencing” project with the samples they are working with, including Oxnard’s sewage samples.

Nash clarified that these two mutations have been found in the same sample of wastewater from Oxnard, but she “can’t say they came from the same particle,” or even from the same person. She explained that a mutation is a change in the nucleic acid code in the DNA of the virus and that a single change is a mutation. “Any virus that has a mutation is by definition a variant,” she said. Sometimes particular mutations can lead to “variants of interest,” which are “viruses that have changes that become interesting.” Interesting can mean various things, such as the virus becoming more transmissible or more virulent, meaning it causes more deaths. So far, all variants detected have

Three variants currently recognized

Health officials emphasize the discovery of new mutations and unique strains is not surprising and should be expected as mutations are a normal part of virus replication.

There are currently three main variants, from the original virus, being tracked globally. All have been found in the United States, including the United Kingdom (UK) variant that was found in California in December. The other variants come from South Africa and Brazil. (1) Nash pointed to the UK variant, which hosts both of the mutations found in Oxnard, representing two of “about 20 different mutations [on that variant]. Some of those mutations are hitchhiker mutations, they are just along for the ride and happen near each other.” Other mutations happen to “improve” the virus in some way. “Right now, we know the UK [variant] has two to three mutations that are really driving it to become more infectious,” giving the virus a “fitness advantage.” Those are the mutations Nash and her team are focusing on finding.

Nash is scheduled to speak at a webinar on Feb. 17 for the California Water Environmental Association. She will be presenting the data from Oxnard’s samples along with those from Palm Springs and other clients.

ra the lion is celebrating his seventh birthday and America’s Teaching Zoo at Moorpark College is inviting the public to join in on the festivities in person or virtually on Saturday, Feb. 6 from noon to 12:30 p.m.

The event is even more exciting because it will be the first public look at Ira’s Kingdom, his new enclosure that he moved into on Dec. 23, 2020 following two years of fundraising and months of construction. Ira also had to be prepared with special training for his big move into his new living environment that is four times larger than his previous enclosure.

Virtual guests can purchase tickets that will include an introduction to Ira’s caretakers and enjoy a virtual tour of his new home and hear about his move.

“A beautiful place on the water” Ambitious visioning for Channel Islands Harbor

n Jan. 28, over 300 people participated in a nearly two-hour Zoom meeting that was part of the visioning process for the future development of Channel Islands Harbor and Fisherman’s Wharf in Oxnard.

The meeting was primarily a presentation by David Sargent with Sargent Town Planning, a Los Angeles-based urban planning firm retained by Channel Islands Harbor to conduct the visioning process for the future redevelopment of the harbor. Sargent Town Planning has been involved with several other local planning projects, including East Area One in Santa Paula, the development and zoning plans adopted in 2019 for Oxnard’s historic downtown district and the creation of codes for the downtown Ventura area adopted by the city in 2007.

Sargent emphasized that the ideas being presented were not a project proposal, but were possibilities for the public to provide input on. Interactive questions about the possibilities were presented during the Zoom meeting and results were reported back after each question. The meeting attendees were encouraged to submit other ideas as well.

Those ideas will be combined with the over 1,900 responses received from an online survey to create a framework that will be used at the end of the visioning process for Ventura County, who owns and manages the harbor, to release a Request for Proposals from developers for the six areas in the harbor available now or in the near future for lease and new development. Because the harbor is located in the city of Oxnard, the city also will ultimately have to approve any plans.

A steering committee for the visioning process has also been engaged in developing ideas so far. Members of the steering committee include: Ventura County Supervisor Matt LaVere (Dist.

1); Ashley Golden, assistant Oxnard city manager; Steve Kinney, executive director of Channel Islands Harbor Lessees Association; Audrey Keller, chair of the Channel Islands Neighborhood Council; Rene Aiu, representative from the Harbor and Beach Community Alliance; as well as several harbor residents and other stakeholders.

Focus on fun and revenue

Sargent said the availability of the development areas provided an opportunity to “generate a lot more fun for visitors and revenue for the harbor.” And that initial feedback from the public indicated a desire for more opportunities to be on or closer to the water.

must include efforts to drive economic development and financial sustainability. To achieve that, Sargent said a few things would be required in any new development proposals. He noted the need for there to be an anchor activity that ideally would focus on the unique harbor offerings of being near the ocean and Channel Islands National Park. One suggestion, for example, was the creation of an educational center. Another key aspect identified was the need to draw in a “steady stream” of people for “discretionary” activities, meaning activities and spending that visitors choose to do rather than have to do.

Any successful plan would likely include plenty of restaurants, bars, entertainment venues and more ways to interact with the key unique feature of the harbor — that it is “a beautiful place on the water,” said Sargent.

Convenient access and lodging

Many suggestions focused on the creation of a network of bike and walking paths and a water taxi to link all the parts of the harbor together so that visitors would not need to drive and repark to get to another section. One option

That’s when she was struck by a realization. “I only knew the story from my point of view as a kid. I never even thought twice about what it was like for my parents.”

The Drop Off weaves different time periods and landscapes — both real and imagined — to tell Camille’s, the mother’s, story.

“It takes place around 12:39 PM this present moment of going to a place to drop off the kids and it interweaves the past and a Western daydream. When I was writing this story . . . I had this holy moly moment when I realized, ‘Oh, my gosh, this is a modern-day Western.’ This is

a story about a frontierswoman still making her journey but on her own to a greater West — to that garden of Eden — and the hardships you have to go through to get there. That’s when the story felt complete. It represents the landscape of the mind — it’s Camille having to confront herself before she can confront her husband.”

A Kickstarter campaign, launching on Feb. 9, will supplement an initial investment and allow Thornton and her crew to start shooting in April. Part of the film’s budget includes paying everyone the same rate — a practice that is virtually nonexistent in Hollywood — but it’s essential to Thornton. UNDRGRND Magazine brings hip-hop into the spotlight

A

by Marina Dunbar new magazine has emerged in Ventura County that aims to shine a light on the region’s vibrant underground hiphop community. The musical minds behind UNDRGRND Magazine are two Newbury Park natives, journalist Andrew Mason and musician Michael Pofsky.

Mason and Pofsky attended Newbury Park High School together but followed divergent paths. Mason graduated in May 2019 from journalism school at Boston University, while Pofsky pursued a career as a rapper. Mason closely followed the hip-hop scene of his hometown after graduating, including the careers of Pofsky and other local rappers such as Deo Cane, Belle and KollegeKado. He reached out to Pofsky for an interview and the two soon realized the potential in combining their knowledge of journalism and passion for music.

After becoming immersed in the unique sound of Ventura County, Mason and Pofsky created UNDRGRND Magazine as a way to highlight local talents and share their love of hip-hop with other residents of the 805.

“When I was at school, I was just focused on sports journalism,” says Mason. “Before I got another journalism job, I wanted to do something cool related to music journalism . . . I thought of the idea of doing a music magazine and I wanted it to be based in the 805. That’s where I’m from and I want to rep that area, but also because that’s the access that I had.” music-making. Hip-hop in education

The local hip-hop scene has been vivacious for several years now, and hip-hop has become the No. 1 most popular music genre in the country.

As some music fans have already pointed out, the term “pop music” seems nearly trivial now, as hip-hop is the new popular music.

Despite the remarkable rise in hip-hop music listeners, however, the world of higher education is dragging behind. There exist only a few universities in the country where one can minor in hip-hop studies, and there has yet to be a single institution to offer a bachelor’s degree in hip-hop.

Unfortunately, the men with the healthiest sperm are the 20-somethings who have trouble sustaining adult relationships — but no problem, because they’ll just have their mom call to tell you it’s over.

We tend to have a weirdly one-sided view of fertility issues, as if a man’s only role in babymaking is the fun part, and never mind whether Daddy’s 27 or 70 at the time of conception. Meanwhile, women in their late 30s and their 40s get treated like they have dinosaur eggs. Having a bun in the oven at age 35 or older is referred to as a “geriatric pregnancy” or, less mortifyingly, being of “advanced maternal age.” It’s associated with increased risk of miscarriage and birth defects, as well as diabetes and high blood pressure in a woman during her pregnancy.

There’s little understanding that aging sperm can be a problem, too. Researchers are still squabbling about when men hit “advanced paternal age,” but there’s general agreement that after age 40, sperm exhibit damage that can make it more difficult for a man to get a woman pregnant and are associated with greater miscarriage rates. There’s

also an increased risk of having children who develop schizophrenia and autism spectrum disorders.

OB-GYN researcher Dr. Nancy A. Phillips and her colleagues suggest that men “bank sperm before their 35th or, at least, their 45th birthday” to limit the risks to the mother, fetus, and child from aging sperm.

In presenting this to your boyfriend, consider that how you frame a story changes the story that gets told.

Make this a story not of elderly sperm but of the very manly act of protecting the woman he loves from harm (along with any baby who might enter the picture).
