got off track with our annual photo contest, running it in February rather than December. n Sunday, Feb. 2, 2020, approximately 100 million people got together to watch the Super Bowl. Think of Sunday football, and especially Super Bowl LIV, as the secular American church, but sponsored by Bud Light. Football has been part of the American fabric for over 50 years now, with the sport being a staple in the growth and conditioning of young men through pee-wee football teams all the way to high school and college. Yet, while the NFL has had its ups and downs in both ratings and public relations, the league has tried to sell itself as familyfriendly entertainment, while also attempting to appease the drunken, sex-obsessed young male demographic, too. The results seem to directly conflict with each other every few Super Bowl halftime shows every few years, as women dance, the crowd goes nuts, and once again America proves she hasn’t come to terms with the sexual revolutions of the past.

The NFL isn’t new to having controversy overshadow the other aspects of its brand.

Remember when Janet Jackson’s nipple was revealed by Justin Timberlake on stage back in 2004?

This past halftime show saw international music stars Jennifer Lopez and Shakira shaking their butts (literally) to the sounds of their most popular songs over the past 20 years.

Lopez’s album On the 6 was showcased as well

as Shakira’s most popular song, “Hips Don’t Lie.” Not everyone was a fan, though. The “hypersexual” dance moves, along with men grinding up against the singers in the Miami halftime show, created a stir in the Twitterverse, ranging from comments questioning the dancing to the Latin-themed concert. The Washington Post summed up the frustration like this: “Sunday may have been the most Latino Super Bowl in the history of Super Bowls. In Miami, a city that is 70 percent Latino, Jennifer Lopez and Shakira delivered a showstopping halftime show, featuring Latin urban superstars Bad Bunny and J Balvin — a memorable performance that has continued to generate buzz. Indeed, underlying the discussion of the show’s sexuality are deeply rooted stereotypes of Latinas as hypersexual, the same stereotypes that fuel xenophobic rhetoric and policies.”

Personally, I enjoyed the halftime show and the nostalgia it brought back. As a teenager in the 1990s, it reminded me of a simpler time, when the president was being impeached for sex instead of blocking funding to other countries. Yet, the fact that we are still outraged about the sexual nature of halftime dancing only proves that America hasn’t had “the talk” yet with itself.

Our puritanical roots seem to tighten deeper into the ground after these events, and while the NFL can claim it had no idea that this type of response would occur on its

“family-friendly” show, the league loves the outrage, because it becomes the trailer for next year’s show. While 100+ million people will tune in to watch the game, many will tune in just to see the sexually charged show — if only to be upset by it. Super Bowl LIV just guaranteed Super Bowl LV can already start selling ad space at a higher rate.

While America has no right to act shocked that a game with cheerleaders in similar clothing dancing around populates the screen time weekly, I do understand that, to a conservative family watching with their kids, how J-Lo and Shakira strutting their stuff could create an awkward conversation: “Well Bobby, her hips don’t lie because . . . Jesus doesn’t want any part of our body to lie. Especially our lips.

But especially our hips.”

Yet, considering the NFL has had to deal with its stars being labeled unpatriotic and cheaters, as well as the science community claiming massive brain damage is in store for the men wearing pads, all of this seems to point to the idea that manufactured outrage is just that — manufactured. We love the NFL and we aren’t going to cancel it.

While people can cry about the over-sexual nature of sporting events, they won’t stop watching. There’s too much invested. Our kids play football, our families watch football and the community loves football. My suggestion is that next year, if you are afraid of the halftime show, during it just put on Netflix and literally chill. ♦

Power to Speak Clarifying Channelkeeper’s role in Ventura River watershed adjudication

m writing to the VC Reporter to offer clarification for property owners in the Ventura River watershed about Santa Barbara Channelkeeper’s role in the groundwater adjudication initiated by the city of Ventura.

Santa Barbara Channelkeeper is a 501(c)3 non-profit organization that works to protect and restore the Santa Barbara Channel and its watersheds (including the Ventura River) through science-based advocacy, education, field work and enforcement. We are aware that residents throughout the Ventura River watershed recently received notice from the city of Ventura that the city has commenced an adjudication of water rights.

Since 2001, Channelkeeper has been actively working in the Ventura River watershed to monitor water quality, address pollution and habitat degradation, provide environmental education, engage volunteers and promote public recreation and access in the watershed. Through our nearly two decades of involvement in this work, Channelkeeper identified the city of Ventura’s pumping from the river at Foster Park as a key detrimental impact harming wildlife and other beneficial uses of the river.

No limits have ever been placed on the city’s pumping at Foster Park. Despite Channelkeeper’s extensive advocacy, the State Water Board and city of Ventura did not resolve to address this problem. The city circumvented prior efforts by

the National Marine Fisheries Service to regulate pumping at Foster Park to protect endangered species. State regulatory agencies didn’t take action, and despite the city’s assurances that it was managing its river resources sustainably, official city water budget documents showed that the city in fact planned to expand its pumping at Foster Park.

As a result, Channelkeeper filed suit against the State Water Board and the city in 2014 in an effort to specifically address the city’s excessive pumping from its well field at Foster Park, which was consistently dewatering the river to the detriment of wildlife and other important beneficial uses of the river.

Santa Barbara Channelkeeper did NOT initiate adjudicatory procedures in the Ventura River watershed, nor did Channelkeeper partner with the city as it did so.

The city of Ventura initiated the Groundwater Basin Adjudication and issued cross-complaints against those who own or may own a water right in the Ventura River. Channelkeeper’s actions up to this point have been very specifically tailored to focus solely on the city of Ventura, given its disproportionate impact on diminishing flows in the Ventura River. In order to avoid delay in resolving concerns with the city’s over-pumping at Foster Park, Channelkeeper sought to have the city’s crosscomplaints against other Ventura River water rights holders dismissed by the court, which it initially ordered be done. The city, however, appealed that ruling, and the appellate court allowed the cross-complaints to move forward.

Now that the city of Ventura has initiated an adjudication,

Channelkeeper is a party to the adjudicatory proceedings. Adjudication is a more lengthy and involved process than Channelkeeper sought to resolve issues related to the Foster Park well field; however, the process should ultimately result in a more sustainable balance between the needs of people, endangered species and other wildlife on a watershed-wide scale.

In the meantime, our focus is to ensure that adequate water is left in the river until the process is completed and that the final outcome adequately provides for the ecological needs of the river. It is not Channelkeeper’s role to weigh in on how water is allocated amongst users in the watershed.

The legal notices that water right holders have received are a procedural requirement of the adjudicatory process initiated by the city. The city’s distribution list was comprehensive, but the notice should only directly impact those who divert water from the Ventura River, have a groundwater well, or have plans to develop groundwater rights by drilling a well in the future on their property. Channelkeeper encourages all interested parties to attend one of the city’s upcoming adjudication workshops to receive more information and ask questions.

VC Election 2020 Local and statewide ballot measures

Statewide: Prop. 13 (2020) — a case of déjà vu . . . or is it?

V

oters in California are having déjà vu. In 1978, voters approved Prop. 13, which capped property tax increases at two percent annually. On the March 3, 2020 ballot, another Prop. 13 is being put before voters and it’s causing a lot of confusion.

To be clear, Prop. 13 (2020) has nothing to do with Prop. 13 (1978).

Last year the state legislature passed Assembly Bill 48, which placed a bond measure on the March 3, 2020 ballot. That measure was titled Prop. 13 (2020), which if approved will authorize the state to issue bonds up to $15 billion for improving public school — preschool through college/university — facilities.

A quick primer on bonds: A bond is like a mortgage. The state will borrow money (sell the bonds) from investors (who buy the bonds), and has to pay it back with interest (the investors get a profit) in a specified length of time.

Prop. 13 (2020) would direct $9 billion to preschool and K-12 schools; $4 billion would be earmarked for public California State universities and community colleges; $500 million would be directed to charter schools and $500 million to career-tech facilities. The state Financial Analyst office reports the total cost of the measure would be $26 billion, including interest over the

life of the bond. The annual interest (just over $700 million) would amount to about 0.5 percent of the state’s annual budget.

Under Prop. 13 (2020), schools with the biggest need in terms of safety would get priority, as would smaller and low-income districts. It would also allow funds to be used at college-level facilities for increasing student access to affordable housing.

Prop. 13 (2020) would also reduce or eliminate (near transit stops) developer’s fees for multifamily housing developments and raise the limit on funding school districts can raise by issuing local bonds. The measure also requires schools requesting funds to provide a five-year master facilities plan, and creates an incentive for all-union construction to be used for bond-funded projects.

The Howard Jarvis Taxpayers Association (HJTA), a critic of the measure, points to the current $7 billion surplus in the state’s general fund, saying that could be used in public schools rather than state taxpayers taking on more debt to fund facilities projects. HJTA also says the increase in borrowing caps for local districts would lead to an increase in local property taxes. HJTA points to the measure incentivizing all-union labor for construction, saying that will drive up costs.

Those supporting the bond measure say the money is desperately needed, especially in smaller, low-income districts to retrofit water systems, remove asbestos and address other safety issues on aging school campuses. Supporters include the California Teachers Association, California Charter School Association, California Professional Firefighters and the Association of California School Administrators.

One committee formed in support of the measure, which has contributed around $1.5 million to its passage, is called Californians for Quality Schools and is primarily sponsored by the California Building Industry Association. Major donors to that committee include the Tejon Ranch Co. and KB Home Inc., both home builders.

There are no committees opposing the measure registered with the California Secretary of State.

Local ballot measures, by city These ballot measures will only appear on your ballot if you live in the area where they apply. For the March ballot there are measures in two unified school districts: Las Virgenes and Moorpark. Three cities have ballot measures: Oxnard, Ojai and Santa Paula.

Oxnard: Measure B Called the “Government Accountability and Ethics Act,” this new ordinance, if approved, would add several prohibitions and restrictions to the city code related to campaign contribution limits, receiving gifts, reporting, public records and term limits.

The ordinance would generally prohibit any elected or appointed city official from receiving any gift intended to influence them, any gift from a person or business seeking a contract with the city in the last 12 months, or when a city official is providing information or services in the regular course of their duties.

vcreporter.com If approved the ordinance would create donation limits for campaigns for city elected offices. Anonymous contributions over $100 will be prohibited. Disclosure and reporting requirements would align with state requirements, and require the same information to be reported to the city clerk. The city would also have to post contracts and other agreements approved by the city on its website as well as monthly financial reports.

The ordinance would also create term limits that would apply to both city council and mayoral positions. A person could serve three consecutive terms, then take a two-year hiatus from office before qualifying to run again.

The city says the measure is aimed at building transparency in city operations, but that position is being challenged

by Oxnard resident Aaron Starr, who points to the January adoption of his proposed term-limit plan by the city. The city council adopted an ordinance setting two terms as the maximum a council member or mayor could serve, with a two-year hiatus.

Starr has argued in a written statement, sent out through his group called “Moving Oxnard Forward,” that the city’s action, paired with putting Measure B on the ballot, is meant to confuse voters. Starr argues that if Measure B is approved, the two-term limit ordinance adopted in January will be nullified, term limits will increase to three consecutive terms and, due to how the measure is written, an individual could switch continuously between mayor and city council member without having to take a two-year hiatus — effectively skirting term limits all together.

Starr challenged the campaign contribution restrictions in Measure B in a federal lawsuit against the city, but on Feb. 11, Starr told the VCReporter the case was “dismissed without prejudice because it is not yet ripe. We have the option to refile it, in the event Measure B is adopted.”

Santa Paula: Measure D Currently the city clerk and treasurer for Santa Paula are elected positons for terms of four years each. The city is seeking a voter approval for these positions to be appointed by the city council.

All five Santa Paula City Council members have signed onto an argument in favor of making these positons appointed, stating “The qualifications to serve as an elected city clerk and city treasurer only require that a candidate be 18 years old, a registered voter and a city resident, with no guarantees that they will possess the necessary knowledge, skills and expertise required to perform today’s complex, specialized and technical duties.”

The statement says changing the position to “professional, appointed” employees “will help ensure that our city operations continue to be run effectively and professionally with qualified and trained individuals.”

Las Virgenes Unified School District: Measure V

This district falls mostly in Los Angeles County, but a small portion of the district reaches into Ventura County in Westlake Village and Bell Canyon.

The measure is seeking a locally funded $198 million bond for safety, security and educational upgrades on district campuses.

The bond will be funded through an increase in local property tax of about $20 per year for every $100,000 in assessed (not market) value.

The district has already completed a Facilities Master Planning Process and has identified the most “time sensitive” projects, which include school safety projects such as fire and disaster preparedness, an emergency response system, deteriorating roofs, plumbing, heating and air conditioning systems, and improving instructional technology. www.yesforlasvirgenesschools.com/frequently_asked_questions ♦

Lacques describes the music of Boom Duo as “improvisational and in the moment.”

“A lot of it has to do with space, a respect for space, leaving space, filling in space. It’s kind of a conversation,” he added.

Thomas describes it as “a little bit like painting.”

“We have a lot of friends who are painters and artists,” he said. “It’s kind of a parallel creative concept.”

As a point of reference, Thomas points to Roscoe Mitchell and the Art Ensemble of Chicago: “He has this technique that he calls composition in the moment. We attempt to do that as we’re playing.”

More important, their music is meant to be interactive between each musician. This means that as they’re playing, they must be active listeners. There’s a chemistry between Lacques and Thomas that is unique to their musical mission.

“The chemistry happens because we’re only two minds,” said Lacques. “That helps a lot. It takes acute listening, and Noah is one of the best listeners I’ve ever played with.”

In case you’re wondering, Boom Duo does not bring sheet music.

“There’s no set list,” Lacques explained. “We don’t rehearse. Whatever happens, we go there and it morphs.

That’s the essence of what we do.”

And so, as they play together, the more they explore, the more they discover. The journey remains an open adventure.

“I know that in my mind,” Lacques stated. “It’s not filled up yet where we’re like ‘Oh, we’ve done it all.’ I don’t feel close to that. I feel like we have this vessel to fill up with many explorations.”

For Thomas, Boom Duo is the adventure of music itself: “That’s the nature of music anyway. Music is always changing. The sound is always changing. The way you’re playing it is always different. THE BALD EAGLES OF LAKE CASITAS Tuesday, Feb. 18, 7 p.m. A FREE talk will wildlife photographers Sally Carless and Bob Massey. A national symbol that was selected in 1782 by a young United States, the bald eagle evokes strength and freedom. The species was threatened by habitat loss, hunting and pesticides, and vanished from the area for 100 years. Appearing again at Lake Casitas in 2010 a pair of eagles first had fledglings there in 2013. Carless saw the young birds and began photographing them. You’ll be most attractive if you simply let who you are sparkle — a term that has more in common with “twinkle” than “immobilize men with the alien death ray of your personality.”

As a heterosexual woman, pursuing romantic partners as ferociously as you’d pursue a business deal is especially counterproductive. Though we’re living in modern times, we’re stuck with an antique psychological operating system, calibrated to solve ancestral mating and survival problems. This means the psychology driving us is sometimes seriously mismatched with our modern world.

For example, we now have reliable birth control, and even if that fails, children won’t die of starvation or be eaten by feral goats because the dude who fathered them “hit it ’n’ quit it.” Yet, we’ve still got our evolutionary legacy running the show.

In vetting potential sex partners, women evolved to be more qualityconscious — choosier, more “hard to get” — while men evolved to take a more, shall we say, quantity-driven approach: “The more the merrier!

Hey, next time, invite your sisters!”

These differences in sexual choosi-

ness emerge from what evolutionary biologist Robert Trivers explains as men’s and women’s differing levels of “parental investment.” The members of a species with the greatest possible costs from having sex — like pregnancy and a screaming kid to feed — evolved to be more selective in mate choice.

Women’s emotions are their parental investment watchdogs, pushing them to make sure a man’s willing and able to stick around

in a big way in a recent study looking at heterosexual Tinder users. Belgian econ doctoral candidate Brecht Neyt calculated the percentage of profiles men and women gave “super likes” to — a function on Tinder as of 2015.

For those uninitiated in Tinderese, swiping right “likes” another user, but they will be none the wiser unless they, too, swipe right on you.

Swiping up, however, is a “super like,” which triggers an automatic notification to the super-liked person. (Annoyingly, the researchers didn’t mention or take into account that super likes are generally seen as super uncool — a sign of desperation — leading many Tinderers to note in their profile, “If I super like you, I did it by accident.”)

Neyt and his colleagues found that men super liked 61.9% of women’s profiles, while women super liked only 4.5% of the men’s. Their finding is a pretty dramatic reflection of men’s evolved quantity-over-quality default. In short: Stripperliciousness is nice, especially when packaged with kindness, intelligence, and killer cooking skills, but “Same species! Not in jail!

eading home from Hollywood after Christmas, it happened to be one of the two worst days of the year to be on the road. It took six hours to get home. One of those hours was a break for lunch at Austen’s at the Pierpont Inn, now a Wyndham hotel.

We walked up to the lobby — but it wasn’t there, nor was the restaurant, Austen’s. We followed a sign pointing the way, but ended nowhere. There we spotted a second sign and after a bit of sleuthing found our way down the garden path to the lovely rose garden cottages and yet another sign leading us to the hotel restaurant’s temporary digs, where it will reside during a large construction project.

The restaurant’s temporary digs are rather cozy.

There’s a covered outdoor patio with lovely views across a green lawn all the way to the Channel Islands (we could see Arch Rock!); the windowless dining room has a lovely historic painted fireplace. The bar is a sort of temporary set up, and the wine list is quite extensive and interesting.

The food, at least for lunch, was not spectacular, but it was satisfying and there wasn’t anything wrong with it, either. Our waiter, Martin, was most accommodating when we asked to sample a couple of wines before settling on a lovely, crisp Sonoma Sauvignon Blanc from Sean Minor, Four B ($10 a glass) and taking our order.

Sadly, there’d been a bit of a bait and switch. The lobster roll I’d craved after seeing it on the online menu was no longer available. So my friend and I decided to split the Impossible burger with a side of onion rings
