ell over 100 people were lined up on Monday morning, Dec. 21, at Sarzotti Park in Ojai for coronavirus testing, but county testing officials said they only had 80 testing kits available that day. Later that same day, the county reported zero percent capacity in intensive care units across the county.

“There’s an adjustment factor that the state applies to the count based on percent of COVID patients that makeup the ICU bed capacity, so we actually had 13 ICU beds open and available today,” said Dr. Robert Levin, health officer with Ventura County Public Health.

Rigoberto Vargas, director of Ventura County Public Health, further clarified that the percentage reported on a given day is “referencing data reported by hospitals yesterday, not today. Actual available adult ICU beds was 12 yesterday, which equals 8.82 percent,” of total ICU beds regularly available. He said the county “got a downward adjustment of 11.54” because the rate of COVID-positive cases in the adult ICU was over 50 percent.

On Monday afternoon there were 68 people with COVID-19 in ICUs across the county and 303 people being treated in area hospitals for the virus. The county reported 2,049 new cases over Friday, Saturday and Sunday. No additional deaths were reported.

“The supply chain issue has resulted in variable shipments and has caused problems in keeping all the test sites supplied with the necessary test kits,” said Barry Zimmerman, chief deputy director with the Ventura County Health Care Agency, responding by email to the Ventura County Reporter. “Currently, the volume of testing is at a high level. As a result, the quantity of kits that we can secure with our current laboratory is limited and we are exceeding that limit.”

Zimmerman explained that different testing supplies are delayed from the manufacturers.

“We have had shipments delayed in customs, there are a number of international manufacturers (Ireland, Mexico, etc.), as well as the demand has just made it harder to get a quantity of tests that is required to keep up with the demand for testing.” In response, the county has “contracted with another lab and are starting to convert some of our current sites to get more capacity with our supply chain and lab capacity.”

Results have also been delayed recently due to an outbreak at the lab that led to some staff shortages.

The county is bringing a new local lab online in Camarillo. “We hope with the new lab we will improve upon those turnaround times,” said Zimmerman.

Healthcare workers and other staff in targeted units such as emergency rooms and ICUs are the first to be able to volunteer to get the vaccine.

Karen Beatty, RN, CEN, MICN, senior hospital systems coordinator with Ventura County Public Health and the Emergency Medical Services Agency, said about 2,000 people in the hospitals have volunteered to receive the vaccine, and about 40 percent of those have received their first dose as of Dec. 21. The remaining hospital staff in qualifying departments who have volunteered should be administered by the end of this week.

County officials previously reported that they expected to receive a total of 6,800 of the Pfizer vaccine. Each person requires two doses, 21 days apart.

Beatty said that the county received 9,400 doses of the Moderna vaccine, which the FDA issued an emergency use authorization for on Dec. 18. “We are contacting the long-term care facilities today that were not covered by the Federal Pharmacy Participation Program, to begin vaccinating their staff and residents over the next few weeks.” Two doses are also required for the Moderna vaccine, 28 days apart.

The Federal Pharmacy Participation Program receives vaccine doses directly through the U.S. Centers for Disease Control and

Prevention. The other vaccines coming to the county for the hospital workers are through the state’s procurement efforts working directly with the vaccine manufacturer or, in the case of the Moderna vaccine, with the intermediary-distributor McKesson.

Beatty said more vaccines are expected to arrive the week of Dec. 28, “however we do not know the allocation of doses at this time.

We are usually told on Wednesday for the following week.”

County health officials have emphasized that it will still be several months until vaccinations are available to the general public. Twenty thousand doses total are expected in the county by the end of the year, meaning 10,000 people can be vaccinated.

“I urge all residents to abide by the current regional stay-at-home order to help flatten the current surge curve. It is stressing our hospital system and staff that are working around the clock to treat COVID patients,” said Vargas.

Newsom applauded the federal government for approving a new COVID relief package that includes $600 per adult for individuals making less than $75k and couples filing jointly that make less than $112,500. Families with dependent children will also receive $600 per child.

Federal unemployment has been extended for 11 weeks, with an additional $300 a week.

He said the state is engaged in genomic sequencing at a Northern California lab where 5,000 to 10,000 samples are being tested for mutations. “We haven’t seen anything related to a new strain yet.”

Oxnard company contributed to new COVID treatment Human antibodies produced by genetically modified mice

OMAT Medical Research in Oxnard participated in the clinical trial that has garnered an emergency use authorization from the U.S. Food and Drug Administration (FDA) for a treatment protocol to treat individuals who have been exposed to the coronavirus but are not yet exhibiting serious symptoms.

According to the website of Regeneron Pharmaceuticals Inc. of New York, the company conducting the trial, the treatment protocol uses two components derived from “fully human antibodies produced by the company’s VelocImmune® mice, which have been genetically modified to have a human immune system, as well as antibodies identified from humans who have recovered from COVID-19.”

The two monoclonal antibodies are called casirivimab and imdevimab and are administered together in a single intravenous infusion. The treatment is only authorized for adults and children ages 12 and up who

have tested positive for the coronavirus and do not yet have serious symptoms and who are at high risk of developing a serious infection and are likely to be hospitalized as a result. The treatment is not authorized for those who already have serious symptoms or are receiving oxygen therapy.

According to company statements, the clinical trial found that the treatment designed to block infection after exposure is most effective when administered promptly after exposure and before a major viral load is allowed to be established in the body. Ideally, for optimal effect, the body would not have started it’s own immune response when treatment is administered.

The FDA authorization statement, issued Nov. 21, describes the two antibody cocktail ingredients as recombinant human IgG1 monoclonal antibodies “that target the receptor binding domain of the spike protein of SARS-CoV-2. They are investigational drugs and are not approved for any indication.”

“The casirivimab and imdevimab antibody cocktail is designed to mimic what a well-functioning immune system does by using very potent antibodies to neutralize the virus,” said George D. Yancopoulos, M.D., Ph.D., president and chief scientific officer of Regeneron.

The emergency use authorization considered the emergency of the moment, and states, “the known and potential benefits of casirivimab and imdevimab, administered together, outweigh the known and potential risks of such product.” This authorization, and those issued for the two vaccines currently being administered, is not the same as a full FDA approval and is generally used when there are no treatment alternatives.

According to Regeneron’s website, this is the “first treatment of any kind to have prospectively confirmed and statistically significant antiviral activity against SARS-CoV-2 authorized for recently diagnosed, mild to moderate COVID-19 in high-risk patients.”

The company says that the first 300,000 doses will be made available at no out-ofpocket costs under a U.S. government allocation program by the end of January 2021.

That agreement was reached by Regeneron and the U.S. government in July 2020 as

part of Operation Warp Speed, the name for the federal response to finding an effective vaccine and treatment of the coronavirus.

Distribution will be coordinated between the states and the federal government.

Regeneron reports the company was able to ramp up production of the treatment components due to support from the Biomedical Advanced Research and Development Authority (BARDA), part of the Office of the Assistant Secretary for Preparedness and Response at the U.S. Department of Health and Human Services.

The Phase 2/3 trial of the treatment protocol is still underway.

n just one week, disposal of treated wood will become much more difficult.

If you want to purge your landscaping of railroad ties or telephone poles, or if you need to discard demolition debris including fence posts, sill plates, landscape timbers, pilings, guardrails or decking, you will no longer be able to put these items in your garbage can, rent a bin to discard them or take them to a local landfill. Starting in January, discarded treated wood will be regarded as hazardous waste.

According to Rizgar Ghazi, acting deputy director of the California Department of Toxic Substances Control’s Hazardous Management Program, new regulations are coming which will once again legalize disposal of treated wood in regular landfills with new restrictions. But until that change is made, disposal will be difficult.

As the department’s website states, treated wood “contains hazardous chemicals that pose a risk to human health and the environment.” These chemicals protect the wood from insect attack and fungal decay, but “harmful exposure to these chemicals may result from touching, inhaling or ingesting.” Inhaling and ingesting particles of treated wood most commonly occur through exposure to sawdust or smoke.

Last year, the department issued a report, detailing findings regarding compliance with “alternative management standards” enacted to allow the safe handling, storage, transport and disposal of treated wood without requiring treated wood waste to be handled as hazardous waste. As stated in the report, titled “Treated Wood Waste: Implementation of Senate Bill 162,” the department found “a high noncompliance rate” with the alternative standards, endangering human health and the environment. The most frequent violations were lack of personnel training . . . inadequate accumulation area labeling; failure to submit generator notifications; providing incomplete or incorrect information in semiannual reports;” and improper storage. The department’s “compliance summary” at the end of the report stated, “Approximately 60 percent of the inspections conducted resulted in citations of one or more violations.”

Following the report, regulators and legislators tried to come up with new ways to keep people safe from the dangers of treated wood waste, but nothing has yet been enacted, so the regulations allowing treated wood waste to be handled with alternative management standards expire on Decem-

ber 31, 2020, and starting the next day, as the red font on the department’s website makes clear, “All hazardous treated wood waste managed in California will have to be stored and manifested as hazardous waste and transported to class I hazardous waste landfills.”

Last month, the California Product Stewardship Council, a non-profit group advocating for manufacturers and retailers to take responsibility for the costs of their products’ lifecycle impact, emailed a warning to their listserv. Doug Kobold, the council’s executive director, warned, “At this point, I am hearing costs of $500/ ton for transportation and disposal [of treated wood] in a Class I landfill, so a remedy needs to be found quickly.”

For just the next week, the Simi Valley Landfill and Recycling Center will accept treated wood from Ventura County customers for $80 per ton, requiring advanced reservations for burial in a specially prepared area of the landfill. Toland Road, the only other landfill in Ventura County, does not accept treated wood.

Starting in January, until emergency regulations, an urgency legislative bill or some other solution emerges, local household hazardous waste collection events

may be the only convenient way to discard treated wood. But these appointment-based events allow residents to bring only up to 125 pounds per load. Jennifer Wagner, an account manager for Clean Earth, which contracts with many cities and counties to handle materials from their household hazardous waste collection events, noted in an email that treated lumber will likely have to be hauled all the way to Beatty or Fernley, both in Nevada.

Stockpiling of treated lumber will likely become more common as options for disposal become less convenient and more expensive, and storage of up to 90 days is legal, according to Ghazi. The deputy director said, “I expect there will be some solution for most people before those 90 days are over.”

Transient orca pod makes rare appearance near Channel Islands

T

here was no denying the black, six-foot-tall, steeple-like dorsal fin slicing a frothy swath through choppy seas in the Santa Barbara Channel.

Like a periscope rising above a submarine, the triangular-shaped dorsal circled back time and again, the remnants of a California sea lion too much to resist.

His name was Liner, a 32-foot-long transient male orca, an alpha dog who gets his name from the line found within his white eye patch. He was spending time with the Bigg’s killer whale transient pod known as CA140. This group of apex predators had just finished off the unlucky pinniped.

Transients pods prefer marine mammals over all other food sources off the California coast.

Spouting Off

We had just left Santa Cruz Island, bound for the Ventura Harbor, on the evening before Thanksgiving when Captain Luke of Island Packers made a hard left turn about six miles off the largest, most biodiverse isle off the coast. He was going way out of his way, so I knew it was something significant.

Multiple spouts of golden ocean spray wafted skyward into a setting sun. Circling back and forth over the remain-

sea lion, a large pod of common dolphins had detected these apex predators nearby. Common dolphins are fast swimmers, but when this pod knew orcas were present, they fled westward at what seemed like warp speed, porpoising into the northwest winds and uneven seas: prey distancing themselves from predators.

The matriarch of the CA140 pod was Emma, and it appeared she was mothering a new calf that remained close to her side, barely a whitecap apart from each other. Emma was named for the noticeably shaped “E” etched on the backside of her dorsal fin. How she came by that indelible “E” is anyone’s guess.

Emma possesses a fierce reputation. Typically, it takes a transient orca two hours to kill a gray whale calf. Emma has been observed performing the task in a mere 20 minutes!

Every time I cross the Santa Barbara Channel, whether it be via Island Packers or in my kayak, spotting orcas is always at the top of the list — as it is, I think, for many folks.

It had been just over two years since the last time I saw a transient orca pod, and that was the CA51 pod in September 2018.

On that day, the CA51 pod was moving fast, faster than the Island Packers ferry. Sighted just 8 miles east of Prisoners Harbor on the north side of Santa Cruz Island, by the end of the day there was a report that the whales had parked themselves at the “smorgasbord” of pinniped rookeries off San Miguel Island.

“Transients specialize in marine mammal prey,” said Alisa Schulman-Janiger, a long-time Southern California whale researcher and co-founder of the California Killer Whale Project, “such as California and Steller sea lions, harbor and elephant seals, northern fur seals, Dall’s and harbor porpoise, common dolphin, Pacific white-sided dolphin, bottlenose dolphin, Risso’s dolphin, gray whales and occasionally minkes, humpbacks, blues, fins and others — as well as seabirds (which are likely used for hunting training sessions with their juveniles and calves).”

While Liner and the CA140 pod finished up with their

est seal and sea lion rookeries in the world, an obvious pitstop for hungry orcas.

“We have archived sightings of transients off every Channel Island, including San Miguel — abundant pinniped rookeries there,” Schulman-Janiger said. “Pinnipeds are likely a major food source for many transients, but we have seen some that focus more on dolphin when available.”

Wave-battered and windswept Point Bennett is the most northwesterly fringe of the Channel Islands. It houses four species of seals and sea lions that breed and pup out there, including harbor and northern elephant seal, northern fur seal and California sea lion. Visitation by Guadalupe fur seals and Steller sea lions has also been documented there.

While this area attracts orcas, in a lot of ways, they remain a mystery to researchers and whale experts like Schulman-Janiger.

“We do know a lot about some of the Bigg’s transient killer whale pods, the ones that are frequently encountered,” continued Schulman-Janiger. “We know about their foraging behaviors, prey taken, family structure and associations, and about at least some of their movements/distribution due to re-sightings.

“The kids need to have some fun, some joy,” said O’Leary, who retired in the spring from Rio Elementary, where he taught fifth grade. “This year has been hard on them.”

So early in December O’Leary, who has played Santa Claus in classrooms for 25 years, posted an offer on Facebook to visit classes via Zoom. The response from teachers was immediate and enthusiastic.

O’Leary was booked solid for the next two weeks, up through Dec. 18 (the last day of school for Rio School District), when he virtually visited six classes. He averaged three or four classes of 20 to 25 children a day — mostly preschool and kindergarten classes, with a few first-, second- and thirdgrade classes. Most of the schools were local, including Rio, Oxnard, Hueneme and Oceanview elementary schools.

O’Leary even managed to visit a second grade class at Martin Luther King Jr. Academy in

their existence. Your approach — which I’ll call “nonfrontational” — is particularly counterproductive. Clinical psychologist Randy Paterson calls this a “passive” style of responding to conflict, driven by a goal of avoiding conflict “at all costs.” In fact, what you end up avoiding is not conflict but temporary emotional turbulence — the queasyfraidyanxiousness — that would come with taking steps to resolve it. So, by avoiding conflict, you end up having much more conflict for a much longer stretch of time!

But say you braved up this afternoon and told your boyfriend it’s over.

It would feel miserable in the moment, and that misery would have plenty of company as you did all those fun breakup things like sawing the couch in half. But then you’d be out — instead of neck-deep in still miserable for another three months, or as long as it takes for your boyfriend to notice he’s had enough.

Healthy assertiveness starts with telling yourself that you have a right to try to get your needs met. Feeling worthy might take some emotional renovation. If so, do get on that, either on your own or with a therapist.

So, going by the romance novel standard, you’re just looking for that handsome, rapey, billionaire sociopath who follows you around like a puppy.

Unfortunately, a belief in “soul mates” is about as realistic. Each of us supposedly has our one and only perfect romantic match. Naturally, this person is conveniently located and culturally in lockstep and is never, say, a nomadic desert goatherd who thinks his life will finally be perfect if only he turns you into wife number eight.

A person who believes in soul mates has a “destiny theory” of love, explains social psychologist C. Raymond Knee.

They think two people are either fated to be together or they’re not; whether a relationship is good or bad is beyond their control. They can be quick to give the boot to “less-than-perfect candidates” and to see any conflict as a sign a relationship should be abandoned as “just another distraction in the search for perfection.” (I think he left out the word “endless.”)

Back here in reality, all humans are fallible, and being two different people (who are not dead) often means wanting conflicting things.

People who understand this have a

“growth” or “work-it-out” theory of love. They believe a happy, satisfying relationship doesn’t just happen. It takes work. It’s something two people create through what Knee describes as a paired process of “conquering obstacles and growing closer.”

Probably the best anyone can do in seeking a partner is figure out their personal must-haves (physically, emotionally, ethically, and any other essential “ly”s) and then find somebody with enough of them to make it worth working to build something together. Realistically, maybe your soulmate is that Mr. Wonderful who finds you beautiful while you’re drooling into your pillow — who you can sometimes hear from the next room chewing like something that eats hay out of a bucket.
