CA Notify announced

n Monday, Gov. Gavin Newsom announced a new statewide opt-in program using a smartphone app to notify people who have chosen to receive information about when they may have been exposed to the coronavirus. In a public-private partnership between the state, Google and Apple, an app called CA Notify has been piloted at seven University of California campuses with a quarter of a million people participating. The app goes live in the state on Thursday, Dec. 10. Touting the “new tech to slow the spread,” Newsom emphasized that it is “opt-in” and “not contact tracing,” but will provide “exposure notifications . . . It is 100 percent private, 100 percent secure . . . no tracking location data is shared,” he said during a press conference on Monday, Dec. 7. He noted that the more people who use the technology, the more effective it becomes. Information about the app reinforces the statement that the app does not collect any personal information nor does it collect any location information, simply logging what other phones it comes close to. CA Notify uses Bluetooth technology to notify people who were in the proximity of a person who tested positive for the coronavirus, without releasing anyone’s identity. Android phone users will find the CA Notify app on the

Google Play store, and iPhone users will find the option to opt in under their settings already on their phone under “exposure notifications.” The feature was part of recent operating system upgrades. iPhone users can opt in or out of receiving the notification on Thursday when the system goes live and turn on exposure notifications, which will then trigger a set up to report what country and state the user is in. The information on the iPhone currently informs the user “Your iPhone uses Bluetooth to keep a log throughout the day. Your iPhone looks for iOS and Android phones that have Exposure Notifications turned on and keeps a rolling 14 day log of their shared identifiers.” Shared identifiers are a type of anonymous, random code between opted-in phones that will allow a person who tests positive to receive a code to share in the app that will notify anyone who has been in proximity to them that they have been exposed — again without disclosing the identity of any person. The app defines being exposed as being within six feet of a person with the virus for 15 minutes or more. The concept, according to state officials, is that the sooner a person knows they have been exposed, the sooner they will get tested and self isolate and thus prevent further community spread, in the event that they did indeed contract the virus. Imagine, for example, that two people spending time together are not socially distancing and hang out for an hour. The phones of those two people have communicated with each other that they were near each other. Two days later, one tests

positive. That person will then have the choice to enter the verification code into the app to notify the other person, and anyone else that may have been exposed. More information is online at: canotify.ca.gov.

ust days after the third anniversary of the 2017 Thomas Fire, residents were on edge as winds picked up across the county. Santa Ana winds blowing at around 35 miles per hour stoked several fires across Ventura County on Monday. The largest, the Cornell Fire in Santa Paula, was started by a large tree that struck a power line when the tree was toppled by the strong winds. Just before noon on Monday, Dec. 7, sparks from the power line started a brush fire in the dry bed of the Santa Clara River

near Cornell Road. By nightfall crews with the Ventura County Fire Department had halted forward progress and had the fire contained at about 174 acres. Incident command set a target boundary early on to contain the fire in the area north of South Mountain Road, south of Highway 126, east of highway 118/Wells Road and west of the 12th St. bridge. That containment box was fairly well maintained. While officials said the fire fighting looked “really good” as the sun set, 200 firefighters were still on scene and offi-

As night fell, Capt. Brian McGrath, public information officer with Ventura County Fire Department, said the winds were much calmer in the area than earlier in the day. Remote cameras that are part of the Ventura County Sheriff’s Office Advanced Real Time Information Center spotted the Cornell Fire quickly and led to a prompt response. Multiple air tankers and helicopters battled from the air. The Santa Paula Police Department issued an evacuation order for the Santa Paula Mobile Home Park and the nearby residential area. Crews from CalFire and at least one crew from Kings County were called in to assist.

Lion, Harbor incidents in Ojai and Oxnard

The Cornell Fire wasn’t the only blaze firefighters had to manage on Monday. At about 2 p.m., the so-called Lion Incident was called in for Upper Ojai. That incident was also related to a tree coming in contact with a power line, but one engine was able to respond and knock down the fire quickly. Then at about 3:30 p.m. on Monday, another brushfire, called the Harbor Incident, broke out near Harbor Blvd. and Fifth St. in Oxnard. Prior to sunset, forward progress was stopped by Oxnard Fire Department crews and was announced as fully contained and mopped up at 6:48 p.m. with all units released. Continued on Page 7

n Sunday, Dec. 6, state and county officials announced that Southern California would be subject to the new Regional Stay-At-Home order announced by Gov. Newsom on Dec. 3. The order went into effect for the region, including Ventura County, at midnight Sunday night. The order and related closures will be in effect for three weeks. As the new Regional Stay-AtHome order went into effect at midnight on Sunday night, the counties of Ventura, Santa Barbara and San Luis Obispo were preparing to announce the plan to ask the state to allow the three counties to form a smaller Central Coast Region, so that in the event their tri-county ICU capacity exceeds 15% the smaller region would be assessed separately from the 11 counties in the larger Southern California Region. Currently, all bars, wineries, and personal service businesses including hair salons and barbershops must close. Restaurants must close all on-site dining areas, including outdoor dining areas. Schools that are open can remain open, those planning to open with waivers may still do so. Nonessential travel, including leisure travel is restricted statewide. Hotels may remain open but only for essential travelers and others who require hotel rooms. “We need to stop gathering with people outside our households,” said Newsom at last week’s press conference, while noting that outdoor activities are encouraged. He said hospitalizations in the state have increased 86 percent in the past 14 days, and as a result, ICU admittance has also jumped. He strongly emphasized that this is a “temporary” circumstance and with the coming of vaccines, there is “light at the end of the tunnel.” The order will go into effect in regions that have an ICU availability rate of less than 15 percent. The order includes specific business closures, bans private gatherings with people of other households of any size and other restrictions. The region will be subject to the order for three weeks. After that, a county may move out from under the order’s restrictions and into the appropriate tier under the state’s blueprint for managing the pandemic. Ventura County is in the most restrictive purple tier. Newsom pointed to the “real availability of a vaccine” on the horizon and that he does “not anticipate having to do this again,” referring to business

closures. These current efforts are designed to “bend the curve” to provide the necessary time to “get vaccines in the hands of all Californians.” After discussing the new order, Newsom brought up plans for vaccines coming to the state as early as mid-December. Responding to criticism he and the state get when new closures are ordered, Newsom said that decisions are made based on evidence from Dr. Mark Ghaly, secretary of California’s Health and Human Services. Ghaly said all state actions are based on evidence and what is known about how the virus is being transmitted and how it relates to proximity and duration of exposure. Ventura County is included in the Southern California Region along with Los Angeles, Imperial, Inyo, Mono, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo and Santa Barbara counties. The regions being used are based on pre-existing areas developed through the mutual aid and response system of hospitals. Newsom reiterated that the main aim of the order is to again flatten the curve of the current pandemic surge in order to prevent capacity at healthcare facilities from being overrun. Dr. Robert Levin, health officer with Ventura County Public Health, said he does not see Ventura County needing to take any actions that would be more restrictive than what the state has ordered at this time.

What must close? What can stay open?

Once the county is subject to the order, personal services, hair salons, barbershops, bars and wineries must fully close. Restaurants must close their onsite (outdoor included) dining areas, and may remain open only for takeout and delivery. Schools may remain open if they are already open with a waiver and necessary protocols in place. Offices must also close unless they are classified as essential services or critical infrastructure. Other sectors that may remain open under the new order include critical infrastructure, non-urgent medical and dental care, child care and pre-K programs. Sectors required to close are: • Indoor and outdoor playgrounds • Indoor recreational facilities

• Hair salons and barbershops • Personal care services • Museums, zoos and aquariums • Movie theaters • Wineries • Bars, breweries and distilleries • Family entertainment centers • Cardrooms and satellite wagering • Limited services • Live audience sports • Amusement parks The following sectors are also impacted, and must maintain 100 percent masking and physical distancing along with the following modifications: • Outdoor recreational facilities: recreation only. No food, drink or alcohol sales. No overnight camping at campgrounds. • Retail: Stores may open but only at 20 percent of full capacity as determined by metering at the entrance. No eating or drinking in the stores. Special hours for seniors and others with chronic condi tions or compromised immune systems are recommended. • Shopping centers: Malls may open at 20 percent of full capacity as determined by metering at the entrance. Special hours for seniors and others with chronic conditions or compromised immune systems are recommended. • Hotels and lodging: Allowed to open for critical infrastructure support only. • Restaurants: Only takeout, pick-up or delivery allowed. • Offices: Remote only except for critical infrastructure sectors where remote working is not possible. • Places of worship and political expression: Outdoor services only allowed. • Entertainment production including professional sports: Allowed for operation without live audiences. Additionally, testing protocol and “bubbles” are highly encouraged.

Travel restriction in effect

The order also includes a statewide restriction on “all non-essential travel.” But Newsom strongly encouraged everyone to regularly get outside.

“I want to encourage activity focused not indoors, [but] outdoors...do take your dog for a walk, exercise, run...walk on the beach, visit state parks, local parks,” said Newsom. Ghaly emphasized the effort to reduce overall “movement and mixing for a short period of time,” and said all of the orders are based on evidence. State health officials are asking people to not travel out of state and for people to not travel into the state. If travel is necessary, it is recommended that people follow the Centers for Disease Control (CDC) recommendations, which include a recently shortened quarantine time of 10 days for people with no symptoms, down from 14 days. If you know you’ve been exposed, get tested at least 5 days after exposure to ensure you don’t get tested too early, before the virus would appear in the test.

California’s vaccination plan

Newsom reported that the state is currently slated to receive just over 327,000 doses of the coronavirus vaccine from Pfizer Inc. between Dec. 12 and Dec. 15. The plan, being called Phase 1A, for distribution to prioritized groups is in place. The groups that receive the first round of vaccinations in California focus on the critical healthcare workforce and residents of long term care facilities. Included in the first tier are those in and working at acute care, psychiatrist and correctional facility hospitals, skilled nursing, assisted living facilities; and those who are otherwise medically vulnerable to the infection. Also included in the first tier are paramedics, EMTs and other emergency medical personnel. The second tier includes medical workers in intermediate care areas and in home health care and support services. The third tier in the first round of vaccine distribution includes speciality clinics like laboratory workers, dental and oral care offices and pharmacy staff. FEATURE Nguyen discusses Amazon More details on Project Bruin emerge by Kimberly Rivers

his story follows last week’s piece on Oxnard’s Amazon project that made its way through the environmental impact review and approval process all without the public being told that Amazon was the intended tenant of the site at Sakioka Farms Business Park along the 101 Freeway. In preparation for that story, the Ventura County Reporter sent questions to Alexander Nguyen, city manager of Oxnard, who was unable to respond before press deadline. His responses explain the city’s view on certain aspects of how the project has been managed so far. We also look at a few details of the site assessment from the project documents that are available online, still under the alias “Project Bruin.”

Nguyen: Many companies use project names to protect the confidentiality of their business dealings during the development process to protect their project’s details from being leaked to a competitive business. Businesses’ need for confidentiality during negotiations is normal. Since the Amazon name was not part of the Environmental Impact Report (EIR), do you think the public comment period for the EIR was completely transparent and gave the public ample opportunity to weigh in/comment? The Sakioka Farms Business Park Specific Plan was processed with an EIR [Environmental Impact Report] (with a public comment period) which was completed in 2012. As future projects are proposed, they are evaluated for consistency with the underlying certified EIR. If they are found to be consistent, there isn’t a new public comment period on the underlying certified EIR; however, the public can comment on the City’s Consistency Review and the merits of the project as part of the normal public hearing process. The Sakioka Farms Tentative and Final Map, Development

Wagon Wheel and River Park. Did the city agree to any type of concessions in order to convince Amazon to move forward, for example, tax reductions etc.? No. The City did not offer any financial or tax incentives for the Amazon fulfillment center. Amazon is paying all applicable permit fees and development impact fees, and will be paying the full amount of all taxes (including property taxes) for the project consistent with state law and local regulations. Does the city have any role or interest in monitoring how Amazon or any company manages its workforce? State or federal law does not give local governments, such as the City of Oxnard, the legal authority to regulate the way in which businesses such as Amazon manage their workforce. Amazon, of course, is required to comply with applicable state and federal labor regulations as it relates to its employees. However, local government can play a role in economic prosperity and job growth by developing relationships with the local business operators. Amazon will bring more than 1,500 local jobs to Oxnard during a period of record-high unemployment. The City is committed to working with Amazon to hire locally and recruit Oxnard residents for the opportunity to receive above minimum wage jobs with health benefits.

Soil testing and oil pipeline removal

Documents obtained by the VCReporter report the existence of long-abandoned oil pipelines that are relics of when the four nearby oil wells were operational. The former operator of the McGrath wells was allowed to leave the pipelines abandoned and deteriorating in the soil that was then used for agricultural uses and now is slated for commercial development. The segment of the pipelines that run under the footprint of the project will be removed, leaving the remaining bits where they lie. Soil sampling and testing and a survey were conducted to confirm with the California Geologic Energy Management Division (CalGEM) the accurate location of abandoned McGrath oil wells in the vicinity of the project. The Phase I and II environmental site assessments conducted July 23 by GeoSyntec for Seefried Properties found some “potential and documented subsurface impacts” in the area that could be attributable to the abandoned oil wells as well as

Agreement and Project Bruin were found to be consistent with the underlying certified EIR by the Community Development Direct, Planning Commission and City Council. While members of the public provided comments on the project, we did not receive one question on the City’s Consistency Review at the separate public hearings. Is it typical for a project like this to be approved at the Development Director level without a review by the city council? The approval for this type of project at the director level is common, especially for projects within a specific plan. Recent examples of this process in Oxnard include both 10 — — December 10, 2020

The Project Bruin documents include several reports and assessments including traffic, noise and other areas of potential impact. The project includes electric vehicle charging stations and the project must comply with the California requirements for low NOx emissions in relation to natural gas and electric heating or cooling systems. While the roof design can accommodate the weight of solar panels, the preliminary plan does not include their installation. Conditions of permit approval include a Graffiti Deterrent Plan, which notes that the building is operational 24 hours a day, seven days a week. While it will have onsite security personnel at all times, “wrought iron fencing (chain link on the south property line)” will surround the complete property. Pursuant to state law, the construction portion of the project will have a cultural monitor and a Native American monitor to ensure proper compliance in the event that any artifacts are found during the grading phase. The construction company is also required to conduct a “tailgate” training of employees regarding the potential of coming across archeological or culturally significant artifacts during construction. FirstCarbon Solutions, a global operations and environmental services company based in Irvine, has retained Annette Ayala, a member of the Chumash Barbareño/Ventureño Band of Mission Indians, to act as monitor for the project.

That process confirmed four abandoned oil wells that are outside the footprint of the building. The report states, “The presence of an abandoned oil and gas well within 300 feet of an occupied structure (in this case a proposed occupied structure) presents a potential methane gas hazard.”

ver the past week Gov. Gavin Newsom has highlighted the resources available to help businesses being heavily impacted by the pandemic shutdowns. The state “is just getting started with business relief and business support,” said Newsom. “We must do more. We are committed to doing so.” He reported on the $100 million in hiring tax credits and a total of $500 million in grants up to $25,000 for small businesses, non-profit organizations as well as cultural institutions. There are also emergency grants just announced in the past week. He reinforced the residential eviction moratorium in place through next February and highlighted that local jurisdictions can enact commercial eviction moratoriums.

Small business relief grant

Tax Relief Options

MAIN STREET SMALL BUSINESS TAX CREDIT: Created through Senate Bill 1447, this credit provides qualifying businesses a $1,000 tax credit for each new employee

hired for up to $100,000 in credits per business. Other benefits of SB1447 include deferral of sales/use tax up to $50,000 for businesses with less than $5 million in taxable sales, federal tax credits to small businesses for COVID-19-related employee paid leave. Businesses can defer paying sales tax dollars to the state for the next 90 days, and instead use those dollars collected to “float” those to cover “more pressing needs,” Newsom said last week. To qualify, the business must have 100 or fewer employees as of Dec. 31, 2019 and have suffered a 50 percent or more decrease in income tax gross receipts during second quarter 2020 as compared to second quarter 2019. rt in any form (visual or performance) is, almost by definition, fun, especially for children. But it can be so much more — especially for children. Just ask those who teach art to children through Artists in the Classroom (AIC), Ventura County’s long-running program bringing visual and performance art to K-12 students in schools that might otherwise struggle to make art resources and funding available. “You see students tap into an unknown area of themselves,” said Alina Cenal, who has taught theater and dance in the program for 25 years. “They’re discovering their gifts and abilities right in front of you, especially in the performance scenario. You see a shy child find her voice, or a super-active child focus his energy, and it’s amazing how it transforms them. Their regular classroom teacher who thought she knew her students will say, ‘I’m seeing sides of my students I’ve never seen.’” “Art in any medium is so powerful as a tool to heal us, to provide comfort and

groundedness,” added Shirley Palomino, a 2D and 3D multicultural visual art teacher in her third year with AIC. “All of us need it, especially now with the pandemic, with questions about race, with how we value and treat one another.” “And with children,” Palomino continued, “I can offer them not

well, there were no leftovers by the end. Same with the hush puppies. For those unfamiliar, these are small fried balls of seasoned corn meal batter — something of a cross between a donut and cornbread. If you’re counting calories or carbs, beware. But if you’re willing to accept the consequences, the subtle sweetness and crunchy golden-brown goodness of a hush puppy is a wonderful complement to fish, sandwiches, stews and the like. Cajun Country Cafe does this fried Southern specialty proud; not a doughy or burnt ball in the bunch. We’re a group that can usually find room for dessert. So we loosened our belts to dig into Cajun Country Cafe’s homemade peach cobbler. Peaches aren’t in season this time of year, but no matter: Martyn and his team managed to create a cobbler with sweet, soft peaches, a hint of cinnamon and a delicate crust. Probably better during the summer, when stone fruit is at the peak of ripeness, but I will not complain. “Fat and happy” is the phrase that comes to mind when I reflect on our Southern feast from Cajun Country Cafe. It was a joy to gorge on this handcrafted, homestyle fare from someone who is intimately familiar with New Orleans-style cooking. If I had family in Louisiana, I imagine I’d have something very like what Martyn and his staff prepared for us. As soon as my waistline can accommodate a return trip, I intend to take one.

But many women in long-term romantic partnerships stop having the physical craving to get it on — the urge for sexual “release.” However, they might still be motivated to have sex for other reasons, like to feel close to their partner. they and their partners often assume their sexual desire is dead and gone. But Basson explains that a woman’s desire is probably arousable, meaning triggerable. (It just needs waking up.)
