he general public may be feeling a bit of whiplash as restaurants open dining rooms only to close them when the county’s coronavirus numbers go up. But public school districts are being asked to do more. As time goes on, officials and staff are seeing that while some students are more likely to adapt and succeed, others are bound to struggle.

“Some students are falling through every crack we have,” said Sabrena Rodriguez, president of the board of Ventura Unified School District (VUSD). She is nearing the end of serving four years on the board, and did not seek re-election. “Schools really are what I call the heart of the community...where we provide not just an education for our kids, but counseling, nutrition, health checks, family support. All of the things that really help kids and families be successful.”

VUSD includes 18 elementary schools, six middle schools, five high schools and six other educational programs like adult education. In the four years she has served on the board, VUSD and neighboring districts have had to stretch their roles even more to help students and families cope with emergencies from fires, shootings and now the pandemic.

Rodriguez described districts as being “tapped” to provide so much more than education during normal events. Then, when emergencies happen in a community, the school system “is stretched even thinner, but it’s even more important.”

Distance learning benefits some

She acknowledges that there is a group of students that are really thriving under distance learning and “plenty of teachers who are really knocking it out of the park,” and for some students, they now have time and flexibility to dive into their interests and really “go deep into something that they love.”

She said teachers are doing “an amazing job reaching out to students,” but the pandemic has really brought the digital divide clearly into focus.

Recently Rodriguez had an online meeting with 12 high school seniors. There was buzz about coming back to campus at the end of January. Several students wanted to stay with distance learning, but others expressed a sense of “drowning” in the school work. “They are not just home doing their AP [advance placement] course work, they are helping younger siblings, helping them get on Zoom while their parents are at work. They are doing the grocery shopping, cooking, laundry. It highlights that there is a divide in how successful a student will be on distance learning based on resources you have at your disposal.”

She points to examples of foster kids who are living in group homes. “Eight or 10 of them trying to use one Internet system” at the same time. “All are high school students with six classes a day. They share rooms, they have no space of their own.”

She said attendance is about the same in elementary schools as non-pandemic times, generally parents are more involved and guiding students at that age level. But as kids get older, she said many parents think the kids “should know where they’re supposed to be. With distance learning it is way more complicated. Just knowing where to find assignments, where to check in, knowing the schedule. They can’t just follow the herd and end up in class with the assignment written on the blackboard, they really have to look for things. A lot are really struggling.”

She said at the first quarter mark, there was a “much higher number of students who were not passing their classes.” Staff and parents “realized students were struggling in ways they had not identified before.”

Staff also struggled with the emotional toll of being connected to students, but not being able to do more. “It is not the district’s responsibility to provide a safe place for that kid when school is closed,” pointed out Rodriguez, and yet, due to classes on video, teachers are now seeing where kids are when they log into class. Some are in cars, outside of buildings, in parking lots. “For some families this has been completely overwhelming.”

COVID has made the situation for some families, who may already be in a difficult situation, “just untenable and there isn’t necessarily an easy way for us to help them overcome that. What we can do, what is feasible, is making sure [students] have regular access to high quality education resources...health care and nutrition,” all the while “trying very hard to balance safety concerns of staff, families, students.”

Should schools reopen?

“The reality is that for some students, distance learning isn’t working. And it might not be working because of a different learning need, or they might have challenges in home life.”

Rodriguez said the district hears “a lot from families who want their children back in school because they believe that 6—

is best for them,” but she said she’s really concerned about “The families that we don’t hear from, their kids are suffering in silence. Those are kids which have special needs, or are socially-economically disadvantaged. The homeless and foster youth don’t have someone advocating on their behalf. We know we’re failing them.”

Rodriguez explained that, “When school first opened in August, we had about 150 kids” who were not checking in at all in class. “Staff was relentless in searching them out,” and at this point she believes the district has contacted all students.

Initially, there were students who didn’t get the messages of how to get onto classes online. They needed help and support to get plugged in. Some older students may have struggled because families aren’t accustomed to supporting the student in figuring out where to be. Going to school on campus is easier, clearer and assignments are handed to them.

“We have kids, in which the circumstances of their lives make regular connection to school almost impossible.”

According to Rodriguez, those kids are aware that the administration knows and understands why they aren’t in class sessions all the time.

She said the board and administration have to find a “balance, and we don’t want to put our staff in harm’s way. The truth is that physicians have come out squarely on the side of opening schools.” She said they have seen schools in other states opened safely, with no uptick in transmission rates. “We as a community should move forward with opening.”

VUSD was slated to open elementary classes on Dec. 7, and because that was underway prior to the county going into the purple tier, that will still go forward. What is unclear is whether the district will be able to resume on-campus classes at junior high and high schools in January. The plan since July was to reopen those schools on Jan. 26, and Rodriguez said that if the county can move back into the red, and stay there as of Jan. 12, then the district will be able to resume secondary classes as planned on Jan. 26.

VUSD sent out a survey to all families to find out if they would choose to return to campus or continue with distance learning. She said what they overwhelmingly saw was a third option emerge, a desire to “stay with their teacher, either in person or distance.”

She said the principals of each school then spent three full days going through the survey to make it work. “The teachers who needed to be home, could be home.” She called it a “massive shuffle of students, teachers. It was the right thing to do, providing choices.”

Maintaining choices

Rodriguez noted the district’s “long standing history of providing choice” to families. “It is a core value for our community and district.”

She pointed to some neighboring districts that did not offer families “a choice about whether or not to return. That is so not the way we do things in Ventura Unified.” She said the district took a long time planning and working with staff, including some with serious health issues or family members with serious illnesses. “We tried to provide accomodation to allow them to work from home.”

Now, with the county once again in the most restrictive purple tier, VUSD is preparing for elementary students to return to school on Dec. 7.

“Currently [county] public health is not accepting waivers to reopen secondary schools,” per state guidance, Rodriguez added. “We hope Ventura County is back in the red tier by Jan. 12, that will allow us to reopen secondary schools on Jan. 26, which is what we had proposed in July.”

She acknowledged the frustration she is hearing from families with teens who are “suffering from social isolation,” coupled with “anxiety” many families are dealing with related to “eviction, loss of work. Being home all day, every day, they don’t get to get away from those pressures.”

The district has targeted offerings for certain groups of students at risk during distance learning. Families should contact their school principal for details and information about any needs. For those students falling behind academically, they have in-person assistance in small groups available. “For those most in need… English learners really need day-to-day instruction and my biggest message is, don’t give up hope. I believe there is light at the end of the tunnel.”

Stingray planned for naval base Public comment ends Nov. 30

hrough Nov. 30, 2020, the U. S. Navy is accepting public comments on the draft environmental assessment (EA) for plans to construct the West Coast base of operations for the MQ-25A Stingray, a carrier-based unmanned air system (CBUAS) at Naval Base Ventura County (NBVC).

Rep. Julia Brownley (D-Dist. 26) said the placement of the first Stingray squadron at the base demonstrates the importance of Naval Base Ventura County in “our nation’s 21st century defense posture.”

If the project adheres to the current schedule, construction would take place 2023-24, with the program being at full operational capacity by 2031. According to Navy information, this type of unmanned drone is used primarily for in-air refueling, intelligence, surveillance and various reconnaissance operations to expand the reach of existing aerial operations from the NBVC. The environmental assessment evaluates any potential environmental impacts associated with the proposed project, including air quality, water, noise, airspace, public health and safety, biological resources and cumulative impacts.

The assessment did not identify any significant impacts of the project, and also found the project will not be impacted by sea level rise associated with climate change (Appendix A).

Brownley serves on the House Select Committee on the Climate Crisis and said the Department of Defense and all military installations “must prepare for and adapt to the threats posed by the climate crisis.” She acknowledges efforts of NBVC to do just that and pointed to the “first-of-its-kind partnership with The Nature Conservancy” in evaluating the base’s “coastal resiliency.”

She referred to information in Appendix A of the environmental assessment which “concluded that this specific project

location is sufficiently inland and it should not be affected by sea level rise,” but she noted that “portions of the base are undoubtedly at risk from sea level rise and coastal erosion,” and said she’ll “continue to work with the Navy to ensure the base is protected from these threats.”

Impacts to Bell’s vireo, a federally listed bird species, will be mitigated by limiting certain activities to outside the nesting season.

The project does include the removal of three or four large pine trees, which will be coordinated with the base’s Environmental Division to avoid impacts to owl species that may be nesting in the trees.

The new facility includes a new hangar, training facilities and other infrastructure to house and support 20 Stingray CBUAS planes, which would result in about 35.6 acres of impervious surfaces added to the base property. According to the draft documents the project is slated to use “low impact development methods” that will not reduce groundwater infiltration or recharge levels in the areas. Bridges and other crossings would be constructed where wetlands are impacted, and grated crossing would be used to help avoid impacts to the wetlands. The project would require consultation with the U.S. Army Corps of Engineers and the California Regional Water Quality Control Board for the necessary permits pursuant to the Clean Water Act. It is estimated that the facility would conduct approximately 960 flight operations each year and bring an additional 730 personnel and their families to the area. over three to five years.

The operations would result in a 2.4 percent increase in flight operations at the base and would extend the range and reach of the carrier air wing squadrons and detachments at the base in support of national defense objectives.

While the project is slated to be within the 100-year floodplain “no practicable alternative” was identified, as no sites at the NBVC are outside of the floodplain and this is the sole location that meets the requirements of the program. Mitigation measures include raising the pavements and buildings above the floodplain elevations.

Additional storm drains and retaining walls are planned.

Volunteering, donating the week after Thanksgiving

T

he first Thanksgiving celebration in America, held by the pilgrims in 1621, came amidst a backdrop of suffering and deprivation. The pilgrims, who had arrived close to winter, struggled in a hostile wilderness, and nearly half died in the first year. The Wampanoag tribe credited with helping the pilgrims learn to track deer, navigate the forest and develop a food supply, had been decimated by disease. For both, Thanksgiving represented recovery in a world still dangerous to them.

Now, as a pandemic makes our Thanksgiving celebrations smaller and closer to home, and as many have suffered loss of a job, or sickness or loss of a loved one, it is our turn to pause and give thanks for our blessings — and if we have abundance, to share with those in need.

One way to express this appreciation is to help those in our community experiencing hunger gain access to food which may have otherwise gone to waste.

Simply giving your Thanksgiving leftovers to somebody in need, however, is not a recommended way to share. A narrow range of temperatures prevent bacterial growth, and even if you think your food was not out of that temperature range too long, “there can be food safety issues,” according to Graciela Garcia, a community services manager with the Ventura County Environmental Health Division. Some people who are food insecure are also immunocompromised, so your leftovers could pose a health risk, even if you are giving away only food that was not yet served onto guests’ plates.

“Your thoughtfulness is better expressed through the donation of your time or money to an organization with the proper facili-

ties to safely distribute food to those in need,” according Garcia.

In 2017, California expanded its “Good Samaritan” law, California Assembly Bill 1219, which extends legal protection for donors of surplus food the donor believes to be safe for consumption. But the legal protection does not apply to household leftovers. It applies to “food facilities” and “gleaners” providing food to the needy.

Instead, volunteering to help at one of these food rescue or gleaning organizations can be a great way to contribute, and both have made accommodations for safety during the pandemic.

The major food recovery organization in Ventura County is Food Share, which collects shelf-stable food and distributes, both to regional pantries and directly to people in need.

Food Share’s volunteer opportunity webpage at https://foodshare.com/volunteer/ calls volunteering a “work of heart.”

The page lists locations, tasks and number of people still needed on various days. After Thanksgiving there are many opportunities available, including disaster food box distribution, produce packing and food rescue sorting at the Food Share site on Southbank Street north of Oxnard, as well as distribution of food boxes at the Salvation Army on West Wooley Road in Oxnard.

The major produce gleaning organization in Ventura County is Food Forward, which works with 60 local hunger relief agencies to fight food insecurity in the region. Normally, organizers ask people with surplus food growing on their properties to register at foodforward.org and notify the organization when more than 100 pieces of fruit are available for volunteer crews

to collect and donate to people experiencing food insecurity.

Due to the COVID pandemic, however, Food Forward is now sending only “trained solo harvesters” to pick, with or without members of the household.

Consequently, the organization is still asking donors to register, but to harvest their own food crops and either coordinate distribution with the group or else distribute through notification in NextDoor apps or Facebook groups. Food Forward is often able to direct do-it-yourself harvesters to food banks, but depending on variety and quantity, may not be able to do this for all produce donations.

Food Forward asks donors to harvest only ripe fruit, and tells donors, “do not to pick or distribute if you feel sick or have traveled in the past 14 days.” Other COVID instructions include avoiding touching eyes, nose or mouth during harvesting; sanitizing hands after sneezing, coughing, or touching one’s face; and disinfecting hands before and after harvest.

The organization also asks harvesters to remove any leaves or stems from fruit, and bag or box fruit before sharing. PhotoVoice Capturing the big picture of community health

hat’s a picture worth? A thousand words? A million?

Better yet, how about an instrument for social change?

So discovered Jacqueline Cortez, a 17-year-old student at Oxnard College, who spent part of her 2019-20 senior year at Channel Islands High School involved in an eight-week project that opened her eyes — and, she believes, the community’s — to a safety issue of which she was previously unaware.

All because of a photo she took of farmworkers in the fields near Oxnard High School, being exposed to potentially dangerous pesticides.

“I never really thought of myself as an advocate,” admits Cortez, “but taking that picture gave me some insight into what farmworkers deal with in terms of safety and health and the day-to-day pressures of providing for their families. If they get sick and can’t work because their working conditions aren’t safe, who provides for them?”

The vehicle for Cortez’s photo project was PhotoVoice, a worldwide “visual literacy” program to illuminate and communicate issues of concern to the broader community, with the goal of stimulating social change.

Developed in the 1990s by two women researchers to address the daily experiences of village women in China, PhotoVoice places cameras in the hands of participants to photograph issues or conditions that impact community health.

Participants then share their photos to generate discussion, action and advocacy to improve community access to quality health care. Promoted by San Diego’s Museum of Photographic Arts (MOPA), PhotoVoice was brought to Ventura County two years ago, funded by the County Department of Behav10 —

beginning, because it is incredibly challenging to get youth to commit for eight weeks,” said Vergara. “But when we finally partnered with BRITE, we were able to pull it off.”

Officials at BRITE (Building Resilience and Inclusion Through Engagement) — a youth development project funded by VCBH that promotes social change regarding underage and binge drinking — saw PhotoVoice’s potential for developing youth leadership through community engagement, despite the challenges in getting commitments.

“Many students have jobs that their families rely on, so they have to make choices whether to help provide for their family or work toward their future,” noted Vanessa Alva, mental health and prevention specialist for BRITE. “Some students are interpreters, homemakers and babysitters for their families — plus they have the stress of schoolwork.”

But the potential upside to PhotoVoice was so great, Alva said, that a year ago BRITE — assisted by Oxnard College’s Upward Bound mentorship program — assembled 15 student participants from the South Oxnard and Port Hueneme area. Following technical training in photography, the students set out to document what they saw in their community.

“They took pictures of what they’re exposed to daily — their cultures, the social inequalities, gender issues, all the struggles they have, and how they affect the way they grow up,” said Alva.

The language barrier alone presents problems, she added. “There are many stories of people being taken advantage of through the system because materials on safety regulations or health care options were handed to them in English, and they couldn’t understand them.”

From art to action

Jacqueline Cortez learned that reality, somewhat to her surprise, through her PhotoVoice project that focused on farmworker safety. Her photo — showing farmworkers wearing no protective gear and standing near equipment containing potentially dangerous materials — was designed, like all photos taken in the project, to generate discussion, reflection, awareness and action.

“Some of my friends have parents who are farmworkers, and this project opened my eyes to their challenges,” she pointed out.

“Most of them have no financial stability, no medical insurance. What if one day they couldn’t work, or get help?

The local appeal of PhotoVoice stemmed from its proven capability “to promote public and community health, and to help understand what community health needs are,” explained R. Bong Vergara, VCBH research consultant and principal investigator who served as technical advisor for PhotoVoice Oxnard.

“It’s also a research approach that has practical components and can make an immediate social impact,” Vergara said. “It facilitates positive policy or system change, and it enables local stakeholders and participants to see fruits of their labors in the short term. You run PhotoVoice for eight weeks, and soon after you have meetings, feedback and a set of recommendations.”

The goal for PhotoVoice Oxnard, Vergara said, was to study racism as a social determinant of health. The challenge was finding student participants.

De la O estimates that the “Dear America” poets’ videos have garnered over 7,000 views since their release in September.

The virtual environment has been beneficial to some writers as well.

Raquel Baker, a professor at California State University, Channel Islands, teaches English but has seldom written poetry. Performing online eased her discomforts, particularly as a Black woman in traditionally white spaces.

“The online environment really opened me up to spaces I wouldn’t have been open to before, for sure,” she says, adding that the effect of each writer speaking from their own personal space lent itself well to the project.

“I just think it’s so cool, the breadth of people that were able to come together because of this Raquel Baker medium,” Baker says. “Folks that I’ve never worked with, never seen, but when you put our words together, coming from all these different directions. It’s just so lovely. It has this multi-voiced register that allows people of color to talk, that’s coming from so many spaces and directions.”

De la O’s husband, Phil Taggart, who in addition to running VCPP teaches television and production at El Camino High School, emphasized the importance of interracial and intergenerational voices coming out through poetry. Part of his classes at El Camino involve bringing in senior immigrants to tell their stories.

“Because we’re kind of a culture that is segregated, [young people] don’t even get a chance to talk to these people unless they’re in their family,” Taggart says. “These are stories that the youth need to know because people are living them nowadays.”

Taggart and de la O plan to expand on that concept in their next installment of this series, titled “Dear America: Telling the World We Lived.” This will feature senior poets writing about the challenges they’ve experienced throughout their lives, such as racism, body image issues or sexism. De la O describes these as “experiences from history that would be history for young people, but that older people carry as memory.”

Pie, oh my!

hat’s more comforting than a slice of freshly baked pie?

With sweet fruit fillings surrounded by tender, flaky, buttery crust, pies bring up images of hearth and home — family, warmth, nourishment. More than a dessert, superior to your average snack, pie is, in my opinion, perfect any time of day or night.

Wonderfully satisfying when it’s warm from the oven (with or without a scoop of ice cream or dollop of whipped cream), a cold slice — perhaps enjoyed during a midnight fridge raid — offers its own culinary pleasure as well.

There’s pleasure, too, in baking a pie. The process, however, can be time consuming, and of late I find myself turning to the experts when I have a hankering. Local bakeries are of course the best place to look, and it doesn’t get more local than 805 Pies.

805 Pies is a home-based business in Santa Paula operated by Jessica Zavala, who has a cottage food law permit to sell certain goods prepared in her own kitchen to the public. Restrictions prevent 805 Pies from offering creambased pies or anything with nuts, but there’s a wonderful array of fruit pies on the menu. Choices include apple, cherry, mixed berry and blueberry, in mini (three inch), hand (five inch) and

whole pie (nine inch) sizes. Strawberry is available February through July, and Zavala sometimes offers seasonal specials. Mini and hand pies come in five, six, nine and 12 packs.

Normally, 805 Pies requires that orders be placed 72 hours in advance — easily done from its website. My plan was to pick up a pack of hand pies to sample a variety of flavors with my family. But November has been a busy time for Zavala — she told me she had something like 160 pies to prepare for Thanksgiving orders, and was unable to take on additional work before December. She did, however, have a single large apple pie available for pick up as part of her “Friendsgiving” offerings. Any pie is better than no pie, and I like apple just fine, so I was happy to drive out to Santa Paula on a Friday afternoon for a home-baked treat. I was rewarded with the scent of apple pie filling my car all the way home.

Neatly packaged in a white box, the pie was as professional as anything from a more traditional bakery. It cut a handsome figure, too: perfectly golden brown, scalloped with just a touch of irregularity (adding to its rustic charm)

and topped with a lattice of intricate maple leaves. Creating such a pretty, delicate pattern out of pie crust requires some skill indeed.

11/30/20 The real proof of Zavala’s baking prowess is in the flavor, though. The beautiful crust is also wonderfully flaky with a buttery quality that melts in the mouth. The filling is all about the fresh, tart taste of green apples.

There’s a hint of cinnamon, but not a lot of sugar — Zavala lets the apples shine. The 805 Pies website states that “Grandma would be proud of our rendition of this pie,” and I think that’s about right.

My only regret is that I didn’t order in time to sample more flavors.

Getting my boyfriend to talk to me about his feelings seems impossible.

I know guys tend not to be super emotive, but trying to get a read on what he’s feeling is like trying to understand a foreign language. How can I get him to open up to me?

The Rosetta stone, for those who ditched history class to smoke pot behind the dumpster, was a tabletlike rock fragment that turned out to have the same message in three languages: Egyptian hieroglyphics (long considered undecipherable), another equally mysterious form of Egyptian writing,

and ancient Greek. The Greek words were the key, finally allowing scholars to translate hieroglyphics (the ancient Egyptian version of texting somebody a slew of emojis).

Getting back to your own translation issues, it’s understandable you’re frustrated by the language barrier, or rather, the lack-of-language barrier in your man’s continuing adherence to Mute Boyfriend-ese. Shouldn’t two adults in a relationship be able to engage in open discussions about their feelings?

Unfortunately, if they’re male and female, maybe not. Men and women have some major differences in what I’d call “emotional literacy”: the ability to read emotions, both in oneself and others. Men are not the unfeeling louts they’re too often made out to be. However, women tend to show more emotion than men and be better at guessing others’ feelings. (Compared with most men, they’re practically emotional psychics.) Research by psychologist Simon Baron-Cohen suggests that women are the emotional specialists of our species, driven from childhood on to identify others’ emotions “and to respond with the appropriate emotion.”

Men, in contrast, basically “major” in engineering from childhood on. Baron-Cohen explains that

they’re driven to decode the workings of machines, math, objects in motion, and other “rule-governed” (and thus relatively predictable) systems. A boy will take a screwdriver to a radio to see how it generates sound; a girl will mentally take apart her cousin to figure out why she’s suddenly gone all Bummerella.

These differences come not from “the patriarchy” or Disney princess movies but from millions of years of evolution. Differences in male and female physiology carved out differences in psychology and divisions of labor along male-female lines. Women, whose bodies are baby food dispensaries and who are children’s primary caretakers, evolved the emotional makeup to suss out the needs of infants, who lack the spoken-word skills to yell, “Hey, Ma, gimme a beer!”

Men, who evolved to be the warriors of our species, benefit in combat situations from being less in touch with their emotions — especially fear and sadness — explains psychologist Joyce Benenson. This would allow a man to storm into battle and get up close and spear-y with the enemy instead of doing what I, as an emotionally aware woman, would probably do: freeze, cry, and wet my pants.

Of course, many individual men and women don’t fit neatly into the “men tend to”/“women tend to” boxes. For example, I’m not surprised by a recent archeological finding suggesting ancestral women (and not just men) were hunters. (Of course, a hunter-gatherer lady would’ve spent much of her life pregnant or breastfeeding, and it’s hard to spear a wild boar while clutching a hungry baby drinking his lunch.)

I’m likewise not surprised to encounter men who can lay their feelings out like cold cuts on a platter. As for men who can’t, there’s this notion that people who have trouble identifying and thus expressing their emotions can improve through study and practice. One tool for this is a poster with cartoon faces showing various emotions, each labeled with the particular emotion. (Google “how you feel today poster.”)

Realistically, however, the person best equipped to put names to your boyfriend’s feelings is probably you.

Consider that men tend to express their emotions through their actions: slamming cupboard doors (mad), sulking (bummed), etc. In keeping with that, ask him not about his feelings but about events — “What happened when you talked to your boss?” “Did that jerk or that jerk of

a mountain lion show up on your hike?” — and you might notice some feelings slipping out.

Ultimately, though, you should consider whether your being happy with this man is contingent on his expressing himself like a woman. If you stay together, you’ll probably need to meet him more than halfway, meaning rely way more on guessing his emotions than his putting them into words. Meanwhile, focusing on how men communicate through action should help you see the beauty in, say, your being startled by clanging metal and yelled profanities some Saturday afternoon. You go out to your garage and discover your boyfriend rotating your tires unasked. It’s not exactly how Hugh Grant communicates in chick flicks, but if you understand real-life manspeak, you’ll respond perfectly: “You had me at #$&%*! worthless tire jack!” ©2020, Amy Alkon, all rights reserved.
