Vaccine available for 5-11 year olds County clinics giving shots to kids
T
he Pfizer BioNTech vaccine for the novel coronavirus is now available in Ventura County for children ages 5 to 11. According to Ventura County, there are 72,000 children in this age group in the county. “This is another important step forward as we continue getting things back to normal in our schools,” said Dr. César Morales, Ventura County Superintendent of Schools. “The state mandate for students to be vaccinated to attend school isn’t yet in effect, but it’s never too early to take advantage of the protection offered by the vaccine for everyone who is eligible to receive it.” The U.S. Food and Drug Administration (FDA) granted Emergency Use Authorization for the vaccine for this age group on Oct. 29, 2021. Starting on Nov. 4, members of the public could begin making appointments for children to get the vaccine in the county through the California Department of Public Health’s vaccine appointment system www.MyTurn.CA.gov. The other brands of COVID-19 vaccine are not yet available to this age group. Ventura County is encouraging families to contact their medical provider with ques-
tions about the vaccine. “I welcome the authorization from the U.S. Food and Drug Administration, Centers for Disease Control and Prevention, Western States Scientific Safety Review Workgroup and California Department of Public Health of the COVID-19 vaccine for children of five years of age and older. This will protect our children and get us closer to our goal of herd immunity,” said Ventura County Public Health Officer Doctor Robert Levin. As of Aug. 23, 2021, the Pfizer COVID19 vaccine was fully approved for persons ages 16 and older. It is now marketed under the name Comirnaty®. The FDA initially only authorized emergency use under that process to allow the vaccine to be administered prior to the full FDA clinicals trials being completed, due to the emergency nature of the coronavirus pandemic. The vaccine is still under Emergency Use Authorization for people ages 5 to 15, and for the administration of a third dose or “booster” for some immunocompromised individuals. On Nov. 9, Pfizer and BioNTech asked the FDA to grant emergency use authorization for the booster dose for all adults. Children receiving the Pfizer vaccine will

be scheduled for a two-dose series, with the second shot being given three weeks later. The dose amounts are one-third of the amounts given to teens and adults. As with adults, children can get the Pfizer vaccines at their doctor’s office, community health clinic or local pharmacies for free. Conservation District offers local climate adaptation opportunities by David Goldstein
T
he Ventura County Resource Conservation District is offering new opportunities for local residents to protect homes and neighborhoods by adapting to increased fire risk resulting from climate change. The Ventura County Wildfire Collaborative, administered by the district, is expected to launch in January. With recent funding of $2.7 million by the California Department of Forestry and Fire Protection (Cal Fire) and $300,000 of other sources, the collaborative will “build local resilience to reduce the threat of wildfires posed by climate change,” according to Andrew Spyrka, a resource conservation specialist with the District. “The collaborative will be a public/private partnership group working to mitigate the threat of wildland fires to structures and communities in Ventura County,” said Spyrka. Working with the resources of the Ventura County Resource Conservation District; Ventura Regional Fire Safe Council; Ojai Valley Fire 6— — November 11, 2021

Safe Council; Bell Canyon Fire Safe Council; and Jensen Hughes, Inc; the collaborative will focus on improving infrastructure, defensible space, and other resources in Ventura County neighborhoods and communities located near open space. Jensen Hughes, Inc. is an engineering firm which describes itself on its website as “a global leader in safety, security and risk-based engineering and consulting.” In a widely circulated perspective recently published in the Wall Street Journal (“Climate Activists Blow Smoke on Wildfire Fears,” Oct. 27, 2021) Bjorn Lomborg, president of the Copenhagen Consensus think tank based in Denmark, questioned climate change “hysteria” about increasing wildfires, pointing out, “The amount of land burned has declined steadily since 1900, even with rising temperatures.” However, as noted by Lomborg, the decline is mainly in sparsely populated areas. As Lomborg acknowledges, climate
change does cause increased risks in fire-prone areas, such as the wildland-urban interface, which is the area of focus for the district. To guide the work of the collaborative, over the next two years, the district will host town hall meetings in each of the vulnerable cities along Ventura County’s wildland-urban interface, facilitating the engagement of wildfire professionals, insurance agents and other experts with residents. The group will also create evacuation plans in partnership with the Ventura County Fire Protection District, which includes the Ventura County Fire Department and the fire departments of three local cities providing their own fire protection services. Through a program overseen by the collaborative, fire defense and response experts will provide free services to residents, evaluating homes and defensible space, making suggestions for improvements, and coordinating the first Southern California Wildfire Summit to help
our region better prepare for, react to and recover from wildfires. Additionally, the district is requesting applications from landowners who would like to have prescribed burns on their land. The Ventura County Prescribed Burn Association is another district-organized group founded and managed by Andrew Spyrka, and it includes land trusts, active and retired firefighters, county fire personnel, county Air Pollution Control District staff, ranchers and others. The group recently obtained funding to conduct its first burn in January. The district is also hosting a Wildfire Prevention Workshop and Speaker Series. This series of 24 free presentations will be held online, enabling community members to engage with wildfire professionals. Registrants for the workshops and speaker presentations will receive electronic brochures and guides to help prepare for wildfires. Resource Conservation Districts, originally known as Soil Conserva-
tion Districts, are locally led special districts of the state. The district secures funding for local projects with other conservation partners such as the Natural Resource Conservation Service, which was launched at the federal level as part of the Department of Agriculture. Gabe Teran Semi-official results being reported by the Ventura County Elections Division name Gabriel “Gabe” Teran as the top vote getter in a special election on Nov. 2 to fill a vacant seat on the Oxnard City County representing District 2. Teran will serve out the final year of the term vacated when then City Councilmember Carmen Ramirez was elected to the Ventura County Board of Supervisors. Teran was elected with 55.48% of the vote, with Tai Hartley receiving 37.41% and Eduardo Huerta taking 7.10%. The city of Oxnard has 17,952 registered voters; 2,237 cast ballots in the special election. The facility is the site of a massive natural gas leak discovered in 2015 that led to evacuations and health effects, and which notably led to Gov. Gavin Newsom in 2019 directing the CPUC to expedite the shutdown of the facility. Instead, the CPUC voted to allow SoCalGas to inject more gas underground. At the public hearing 62 comments were submitted opposing the expansion, coming from residents,
environmental activists and public health advocates. Comments in support of the expansion were submitted by a group of oil companies.

E
very year the trustees of the Social Security and Medicare trust funds report on the current and projected financial status of the programs. This year’s conclusion is clear, Social Security is in worse shape than we thought. The program’s Trust Fund for retirement and survivors benefits is now expected to be insolvent by 2033, a year earlier than anticipated. According to the annual report, its finances have been “significantly affected” by the pandemic and 2020 recession, in addition to a rapidly aging population. The ratio between contributors and beneficiaries has been shrinking for decades. In 1940, shortly after Social Security was implemented, there were about 159 workers for every Social Security recipient. This ratio fell rapidly and was less than 10 workers per beneficiary by 1955. For the last 50 years it has been under 5 and today, there is just about 2.5 workers per beneficiary. In the year 2034, a year earlier than previously expected, Americans age 65 and over will outnumber those 18 and under, according to Census Bureau estimates. The baby boom of the 1950s and 1960s has yet to be repeated and Americans are having less children in general.

aybe Smokey the Bear should have been a beaver. People may have coined the phrase “Slow It, Spread It, Sink It,” but beavers, with design consulting from Mother Nature, are the original developers of the concept and engineers of how it works. Scientists now digging into the skills of these large rodents are seeing a way to help communities further harden their built environments from wildfire. Communities across California, as well as many Western states, are searching for ways to fire harden urban interface zones and buffer areas. One emerging concept — that seems new but is actually rooted in millions of years of habitat and wildlife evolution — is that encouraging the North American beaver to return or to be reintroduced to historic habitat areas may have a positive impact in terms of fire resistance. All of Ventura County is part of the historical habitat of beavers. Tsǝ’ pǝk is the Chumash word for beaver, and there are at least two places in Ventura County named after the animal. Beaver Campground and Beaver Camp are approximately northwest of the Ventura River where it nears the Pacific Ocean. “I’d be pretty shocked if there was actually zero in Ventura County, but the population is very small if it is here,” said Dr. Emily Fairfax Ph.D., assistant professor of Environmental Science and Resource Management at California State University Channel Islands (CSUCI). She holds a double-major bachelor’s degree in chemistry and physics, and a PhD in geological sciences from University of Colorado, Boulder. Her research combines high-tech remote sensing methods along with tried-and-true ground truthing work in the field. There are confirmed beavers populations today in Santa Barbara, San Luis Opispo and Kern counties. Fairfax thinks it’s likely that at least a few make Ventura County their home as well. “They are probably here somewhere; the county is half forest land by area and I’ve absolutely not explored every single stream.” The native beaver population was hunted to extinction and then reintroduced in the 1940s to the area. “They dropped [approximately] 40 in the Sespe Wilderness. I’ve talked to people in Ventura County, in Ojai that say, ‘Yah, there are beavers’” in the Sespe, but that was up until about 2000. “They stopped seeing them. I’ve gone looking, but haven’t seen any live beavers.” She did, however, find “old beaver-chewed sticks” in Ventura County.

Fairfax has published two studies so far regarding the busy beaver with another in the works. “I always liked wetlands even as a kid growing up,” she said. She remembers elementary school field trips to local wetlands, and she was somewhat aware of beavers, “but hadn’t really thought about them in a serious way.” She noticed elaborate beaver complexes in the boundary waters of Minnesota when she was leading kayak trips. She had a mild interest at that point but, “I didn’t know there were jobs” related to beavers. She was working as an engineer after college and found that she was inexplicably drawn to the habitat of this watershed engineer. “I kept trying to go to wetlands, to get outdoors, go fishing, and I couldn’t really shake that I wasn’t on the right job path.” The epiphany came when she was watching a Public Broadcasting Station (PBS) documentary called Leave It to Beavers. The show aired in 2014 and explained some of what was known about beavers at the time. Fairfax saw beaver complexes in the desert. “It was bright green, the areas around the beaver complexes were dry and in a horrible degraded state, except for where there were beaver dams. I was hooked.” On the show they interviewed geomorphologists, who study how the earth is shaped and changes due to the elements. “They said there is so much we still don’t know about beavers, that it’s an open area of research. Is it really?” she wondered. “And it was. I quit my job to study beavers and haven’t looked back.” The first study she published on beavers was focused on the beaver complexes highlighted in that PBS documentary and showed how beavers returning to a watershed in Nevada helped the local ecosystem around the creeks, called a riparian habitat, during a drought. “In Nevada, the Susie and Maggie Creeks, it’s a famous res-
toration story now. They were very, very degraded. The ranchers teamed up with the land managers. They weren’t thinking about beavers. They were just managing grazing a little better, trying to make the riparian [area] better. Then the beavers came back.” The restoration went faster with the beavers’ help and when a major drought hit, “The only places with any greenery or any water was around the beaver complexes. It was actually greener than everything else. It was pretty cool.” Beaver complexes are made up of dams, ponds and dens called “lodges” as well as streams and canals the beavers dig out and use as a roadway. “From the ponds they dig out into the landscape,” building a kind of beaver freeway system of “canals used to swim around in to get to trees, building materials . . . A big web of water on the landscape.”
Her Smokey the Beaver study found that “overall, riparian zones with beaver activity were three times less affected by wildfires compared to riparian zones without beaver activity.” The beaver complexes were green refuges among the dry, charred surrounding landscape. Fairfax’s research found that this is because the beaver is an expert at the concept of “Slow It, Spread It, Sink It,” a concept some humans in flood management and drought response are working to incorporate into stormwater runoff management. Fairfax explained that beavers are pretty clumsy on land and vulnerable to predators, but in the water they are fairly safe. Their need for protection from predators has evolved over millions of years into the behavior of building major networks of water management infrastructure parts that effectively slow the flow of water, then spread the water over a wider area, causing the riparian habitat to widen around the waterway — not just above the ground, but under the surface as well. “Smokey the Beaver came after that [initial research]. If beaver activity can help keep plants lush and green in a drought . . . the next logical step is that greener vegetation is harder to burn, and it was,” said Fairfax explaining the impetus for her recent research work titled “Smokey the Beaver.” The published, peer-reviewed paper demonstrates how beaver complexes create an area protected from fire for not only the beaver, but other wildfire and vegetation. Tour de Force Charles Ross brings his One-Man Star Wars Trilogy to BAPAC by Emily Dodi
I
n a galaxy not so far, far away, the actor and self-proclaimed “uber-geek” Charles Ross brings his One-Man Star Wars Trilogy to the stage. On Nov. 12, the Scherr Forum Theatre at the Bank of America Performing Arts Center in Thousand Oaks will be transformed into the Death Star, Mos Eisley’s cantina, and a universe full of other locations from the original Star Wars film trilogy (A New Hope, The Empire Strikes Back and Return of the Jedi). In a “mind-bending whirlwind of a show . . . Ross retells the story in 60 minutes” with no costumes, props or sets, but with the characters, the music and the battles intact (in a manner of speaking). To say the Force is strong with Ross would be an understatement. He has been a super fan since his dad first took him to see Star Wars when he was six years old. Making the family VCR work overtime did nothing to diminish Ross’s love of the film. In fact, Ross says Stars Wars is like a first love that you can’t shake. “When I fell in love with Star Wars as a kid, I gave it the full latitude to be what it was and what it is. It is unabashed love.” Ross adds that he’s not alone. “For a lot of people, one of their first big crushes is Star Wars.” One-Man Star Wars Trilogy taps into that love and celebrates it, enabling audiences to feel the full force (Force?) of it. When he performs, Ross says he recognizes a familiar spark that lights up in the audience’s eyes. “It’s magical,” he says, but you don’t have to be an ardent fan to enjoy One-Man Star Wars Trilogy. Ross’s performance, like the films themselves, has a universal appeal. How else can you explain why his unusual one-man tour de Force has been going strong for 20 years?
It all began when Ross was studying theater at the University of Victoria in his native Canada. There he became close friends with T.J. Dawe. The two collaborated — Ross performing and Dawe directing — on what would become One-Man Star Wars Trilogy. The show first evolved into a 20-minute sketch that Ross performed in comedy clubs. “We had very little to lose to try something outlandish,” Ross recalls. Turns out, they lost nothing and gained a following. After graduating from college, Ross describes “getting out of the safe world of school into the big, bad world of auditioning.” He soon realized that he wanted to figure out a way to create his own gigs. He and Dawe expanded the show and fast-forward a couple of decades, they’ve since brought One-Man Star Wars Trilogy to audiences in more than 500 cities across four continents.
Today Ross calls himself a “professional geek,” yet even after performing to thousands of people over the years, he is still as much of a wide-eyed Star Wars fan as he has always been. “It brings surprising stuff to the surface,” Ross explains. “It isolates that sense memory when you’re a kid. When you’d play without inhibition. If you can hold onto that, it’s incredibly valuable . . .
