Cities close facilities for two weeks

iting an effort to help prevent a serious surge in COVID-19 cases in the area, several cities have announced they will be temporarily closing facilities and programs to the public.

“More people are infectious and spreading the virus indoors,” said Dr. Robert Levin, health officer with Ventura County Public Health. “Limiting close contacts, wearing a mask indoors to prevent getting infected and infecting others, isolating when symptomatic, testing and getting vaccinated can reduce the likelihood of severe COVID affecting you, your family and community.”

Ventura County and the cities of Ventura and Oxnard reported that facilities and certain programs would be closing to the public. All municipalities emphasized that all necessary services will continue operations, appointments can be made when necessary and online meetings can be scheduled.

Ventura County Public Health reported that between Wednesday, Dec. 29, and Sunday, Jan 2, 5,283 new COVID-19 cases were reported out of 34,015 tests completed.

On Friday, Dec. 31, the county reported 109 people in local hospitals and 18 in the ICUs requiring care for COVID-19. That number jumped by Monday, Jan. 3, to 162 people in the hospitals with an additional 27 requiring care in the ICU. The seven-day average case rate has increased to 46 per 100,000.

“The increase in cases is almost double our high during the summer Delta surge,” said Rigoberto Vargas, director of Ventura County Public Health. Ventura County cited health officials attributing the increase in cases to holiday gatherings and the more contagious Omicron variant. According to the county, “the risk of community transmission of COVID-19 is currently very high.”

City of Ventura closures

Starting Jan. 3, the city of Ventura closed all city facilities and canceled all in-person recreational programs and services, effective through Jan. 16, 2022. The level of spread will be reevaluated at that time to determine whether reopening would be appropriate, according to a statement released by the city.

“This temporary closure allows critical services and operations to continue while minimizing opportunities where transmission may be possible,” said Akbar Alikhan, assistant city manager for Ventura.

City employees will be available to address questions by phone and email during regular business hours during the temporary closure period.

Facilities in Ventura subject to the temporary closure include city hall, lobbies at fire and police headquarters, the Sanjon maintenance yard, Ventura Avenue Adult Center, Barranca Vista Center, Westpark Community Center, Ortega and Olivas Adobes. Meals for seniors will be available for pickup at the Ventura Avenue Adult Center.

Some facilities will remain open subject to certain protocols including the Ventura Aquatic Center, Buenaventura Golf Course and the Olivas Links Golf Course.

The Ventura City Council, Commission and committee meetings will be held virtually and all public safety services will continue standard operations.

Oxnard closures

On Dec. 29 the city of Oxnard announced that beginning on Jan. 3 “most city facilities and programs will be temporarily closed to the public.” The city stated a reopening date will be set “as it is determined to be safe,” with an expected date of reopening in approximately three weeks.

“As we continue to provide essential services, we need to limit the amount of potential virus spread and protect the city’s workforce,” said Alexander Nguyen, Oxnard City Manager.

Oxnard facilities subject to the closure include city hall and the civic center, Oxnard Service Center, Oxnard Housing Department, lobbies of the Oxnard Police and Fire Departments, and the Del Norte Buy-Back Center. Four senior centers are also being closed: Colonia, South Oxnard, Palm Vista, Wilson. The closure includes the lawn bowls. Senior nutrition meals are available for pickup at those locations.

The Oxnard Tennis Center and Youth Centers at South Oxnard, Colonia, Southwinds and PAL will be closed, along with three basketball gyms at Colonia, PAL and Rio Vista.

Oxnard’s Special Populations, recreation class, youth and adult sports and library programs will all be paused during the closure.

City employees are available via phone and email with virtual appointments also available during normal business hours.

Ventura County closures

On Jan. 1, Ventura County reported that buildings would be closed and some services modified for three weeks “as a precautionary measure to slow the spread of COVID-19.”

During that time monitoring will take place and a reopening

date will be announced after three weeks have passed.

“Services will continue as we temporarily modify operations. Community members are encouraged to take advantage of online services or schedule an appointment in advance,” said County Executive Officer Mike Powers.

All 25 county agencies will continue to operate and provide services. This includes health, social services, public safety, public works and more. Curbside walk-up and pickup will be available at Ventura County Library branches. Online services through the libraries will still be available and computer kits with Internet access are also available. More information at www.vencolibrary.org.

The public can make appointments for county services not available online by calling 805-654-5000.

Free testing and vaccination continues All members of the public ages 5 and over can access vaccinations, including boosters, at no cost.

Testing is also offered for free to the public.

Fair board reviewing gun show contract Jan. 7 special meeting

he board of directors for the Ventura County Fairgrounds has scheduled a special meeting on Friday, Jan. 7, at 1 p.m. for a “discussion and possible action regarding 2022 Gun Show Contract.”

As of press deadline, the document identified in the agenda is not yet posted online and the California Department of Food and Agriculture, which responds to California Public Records Act requests on behalf of the fair board, has indicated the agency has received the request submitted by the Ventura County Reporter asking to view the named contract, but has not yet produced the document.

State open meeting laws require that the public be provided with documents at the same time as the board members, particularly when the item is on the agenda as a potential action item. (Bagley Keene Act § 11125.1) Some members of the board for the 31st District Agricultural Association, which governs the use of the Ventura County Fairgrounds, have expressed a desire to not host gun shows at the property, which would create a shift from past policy. The board had discussed potentially voting to change that policy.

Fair board members had also discussed waiting for state legislation that might prohibit gun shows on state-owned lands altogether. Such a move by the state would remove the controversial topic from the board’s hands.

State Senate Bill 264, introduced by Sen. Dave Min (D-Irvine) in January 2021, was originally aimed at banning firearms sales on all state-owned property. It was amended, however, to apply only to the OC AD PROOF Fair and Event Center in Orange County. The bill was signed by Gov. Gavin Newsom in October and took effect Jan. 1.

“We are happy that she came naturally on her own,” said Breanna Calabrese. “She picked her birthday. She wanted to be a New Year’s baby.”

The Mother-Infant Unit team at SJRMC presented the Calabreses with a gift basket filled with goodies to celebrate the hospital’s “New Year baby.”

here wasn’t much going on at the Bitter Creek National Wildlife Refuge (NWR). I was lying in the grassy, rolling hills of this California condor sanctuary, and was waiting for something to stir. It was mid-afternoon and thermal updrafts were just beginning to waft skyward when a solitary condor rose above the refuge like a fighter jet off an aircraft carrier.

I sat straight up, holding my 300mm lens in my lap, thoroughly thrilled to see North America’s largest flying land bird soaring above. It was quickly joined by another condor. They circled overhead, making several passes, their pinkish-orange heads standing out against impressive velvety black 9-foot-plus wingspans, their wingtips extending outward like giant fingers on an outstretched hand.

Even more impressive was when the condors were up, soaring over their historic habitat. Not once did they tip back and forth while inflight. Instead, they soared effortlessly, their flight pattern never wavering as they foraged across Bitter Creek and beyond.

Over the years release sites like Bitter Creek have expanded throughout the condor’s historic range. There are currently five other sites besides Bitter Creek that serve as sanctuaries and release stations. Those include nearby Hopper Mountain, Ventana Wilderness along the Big Sur Coast, Pinnacles National Park, Grand Canyon National Park and Baja California.

The wild population is augmented with captive-bred birds. Their flight pens help garner condor behavior. The recovery program has been doing this since the early 1990s. And although the wild population is growing and old territories are reestablished, it’s getting increasingly more challenging to track their whereabouts. Condors average around 150 miles per day in the air.

“It’s a sign of their recovery that they are expanding,” said Arianna Punzalan, supervisory wildlife biologist for the U.S. Fish and Wildlife Service (USFWS). Punzalan has worked with condors since 2012. “It’s a good thing and a bad thing because how do we continue to monitor these birds?”

Bitter Creek a sweet, local sanctuary

Nestled within the Transverse Ranges, between the Carrizo Plain National Monument and the Sespe Wilderness, Bitter Creek NWR is a haven and another launching pad for releasing endangered California condors.

Bitter Creek was once part of Hudson Ranch, a longtime cattle ranch that was used extensively by wild condors. After the ranch was subdivided, however, those rolling hills became uninhabitable for condors and a whole host of other endangered species like the giant kangaroo rat and San Joaquin kit fox. In 1985, multiple conservation groups rallied together and, under the Endangered Species Act, with Land and Water Conservation funding, 800 acres of the Hudson Ranch and adjoining properties were acquired.

More lands were purchased in 1987, with 11,944 acres of the Hudson and Hoag Ranches coming under control of the USFWS. Today, Bitter Creek encompasses 14,097 acres enhancing foraging, roosting and now breeding and nesting habitat for these raptors, which date back to the Pleistocene Era.

After walking beneath an old, green-leafed apple orchard on what was once part of the Hudson Ranch, we hiked a short distance north to an exposed ridgeline overlooking Orchard Draw, which resembles something of an open book. The narrow, nondescript canyon was choked in scrubby chaparral, but at the bottom of the draw was a gritty sandstone monolith. The five of us — two biologists, Chris Morgan from the podcast The Wild, his producer Matthew Martin and myself — peered through spotting scopes and binoculars, anticipating for something to happen down below.

For a good 30 minutes there wasn’t any activity, and then finally there was some movement. The sandstone rock outcropping possessed a few gritty cavities.

Emerging from the shadows of a dark alcove was an adult male condor, known as Condor 328. There was

California condor at Bitter Creek National Wildlife Refuge. one egg in the cave and the doting parents swapped out on parenting duties, which means that they share responsibilities on incubating their egg. The female is known as Condor 216. They’ve been together for 12 years, and in 2019 they reared a chick.

Condors produce a chick every other year. The chick fledges after 6 months in the cave nest. Condors are monogamous, and if the pair survives, they will return to the same nest site to give it another go. Currently, there are 300 California condors in the wild.

“I got super lucky and saw the egg the day after it was laid,” said Laura McMahon, wildlife biologist for the USFWS. “It’s pretty easy spotting a nest when a condor is standing in front of it.”

That fledgling condor is now known as 1106, and the young raptor left its sandstone nest for the first time on November 26, 2021.

The Bloom and Clendenon pit trap

California condors are Ice Age birds. Fossil records indicate that they once soared all over North America.

However, as megafauna died off, so too did the condor’s range. Fast forward to the 1800s, their range had shrunk to the point where California became their last stronghold . . . and even that was shrinking quickly. Predators were killed off, either shot or poisoned. Egg collecting and selling condor feathers were common practices.

By the 1980s there were only 22 condors left in the wild. It was now or never for these iconic raptors. Captive breeding was the only option, so an aggressive plan was put in motion to save these impressive scavengers.

There was one thing that stood out on the barren knoll overlooking the southwest portion of Bitter Creek. It was an old horse carcass lying amongst some vibrant California poppies. It marked the site of an ambitious effort to capture the last remaining California condors.

Today, Bitter Creek National Wildlife Refuge encompasses 14,097 acres which provide foraging, nesting and breeding habitat for the California condor.

Wildlife biologists Peter Bloom and Dave Clendenon created their pit trap in 1987.

The two biologists dug a shallow grave partially burying themselves with organic debris and a stillborn calf carcass lying across the top. Sometimes the two would conceal themselves from sunrise to sunset, waiting patiently for one of the last remaining condors to land on top of them. All they would have with them was some food, water and a bottle in which they could relieve themselves. When a condor would land, they would grab it. Stories of black widow spiders and rattlesnakes visiting the pit trap while the two biologists hid beneath were part of the pit trap’s lore, but anything to save these exemplary birds.

Taking flight

There were two stations with three to five biologists working each station. Thirteen condors in the flight pen waited to be “worked up” and then released into the narrow canyons sur-

rounding Bitter Creek.

A “work up” involves biologists wrangling condors, one at a time, inside the flight pen. Once a condor is secured, a biologist will have a hold of its legs. Another biologist wraps an arm around its wing while holding the bird’s body against their torso. The other hand will be placed around the condor’s beak, not allowing the bird to extend its neck. (The neck is where condors draw a lot of their power from, using it to pull flesh away from a carcass.) Another biologist draws blood to check for lead levels. Each condor is administered a numbered tag and a GPS unit to keep track of their whereabouts as they soar across their historic range. After this, each bird then receives a general health assessment. The other biologist gathers all the data for each condor on an iPad. I placed myself behind a pile of sandstone boulders as a biologist carried out a condor after its “work up.” The biologist was about to let the condor loose. Watching a condor take flight and immediately soar has always been impressive, but this one nearly took my head off as it flew just inches over my head. I felt a swift swoosh as the raptor flew over, momentarily blocking out the sun. I spun around to track its route before it disappeared into a narrow draw to join its comrades hidden in the backcountry wilds of the Bitter Creek NWR.

Getting the lead out

A USFWS biologist “works up” a condor prior to release.

Besides habitat loss, the biggest challenge for the survival of the California condor is the prevalence of lead bullets in the territories the species frequents. There are alternatives out there for hunters to use, but change can be slow.

Condors are vultures; scavengers. They are the cleaners of the forest. With incredible eyesight they can locate carcasses and feed mightily. Lead fragments are soft and break down easily within the condor’s food sources. Those lead fragments then get in the condors’ bloodstream, attacking the nervous system.

“If we remove lead from the environment, condors can be self-sustaining,” said Punzalan. “Change is hard, but lead is more of a challenge. Partners are invaluable about getting the word out. Hopefully in my lifetime the condor will be delisted.”

Webs of connection The Invisible String series by Patrice Karst

ith mandated lockdowns and selfquarantines becoming the norm again across the world due to COVID-19, it’s times like these we all need a reminder that we are never truly alone.

One reminder comes in the form of a children’s book, The Invisible String.

A bestseller and one of Amazon’s top books dealing with grief, with millions of copies sold, is by none other than Ventura local Patrice Karst, 62.

“The invisible string is real,” Karst said.

“Yes, I wrote it as a children’s book because I knew that was the way to get the message out there as simply as I could. We are connected by an invisible string to everyone we love and they can feel it, and it’s real, and it lasts forever.

There’s something about that simple concept that’s gone beyond me.”

Karst said she came up with the idea for the book when her son, then in preschool, would have crying fits when she dropped him off.

One day, she calmed his separation anxiety by telling him that if he ever missed her, he could pull on the “invisible string” that connected them and know that she was on the other end.

After that day, he no longer dealt with the fear of being apart from her.

Inspired by that idea, The Invisible String was published in 2000 by the small publisher De Vorss & Company, with illustrations by Joanne Lew-Vriethoff. As the popularity steadily grew over the years, Karst was picked up by Little, Brown and Company Books for Young Readers in 2017 and released a 2018 version with new illustrations and a legit marketing campaign behind it.

“If you have a book, if you have a story, if you have something you’re compelled and passionate to tell, then for God’s sake, don’t just keep thinking about it — write it,” Karst said. “Write your story.”

Over the past 20 years, the book became a word-of-mouth phenomenon and has been used by therapists, teachers, social workers, rehabilitation centers, the military, prisons, churches and many other groups to help console children and adults alike on coping with loss through the universal connection of love.

“I had seen the book on Amazon in passing, but didn’t know much about it,” Karst’s publisher Andrea Spooner said via email. “After I read it once, I knew there was something special here and understood why it was already resonating with so many people, and I was excited that my team was on board with the idea of helping to bring the story to many more people in the U.S. and around the world.”

While the marketing campaign, the timing of the Thomas Fire in 2017 and later the pandemic blew the popularity of the book out of the water, as people needed something to help them feel connected, Karst attributes one particular line in the book to its massive success

and ability to help people cope with grief.

The line references one of the children asking their mother if the string can even reach up to a loved one who has passed. Karst’s original publisher had urged her to take it out due to it bringing up death in a children’s book.

“It was very important to me when I wrote the book that I could express to children just how far the string could reach, that there were no limits,” Karst said.

“And I really wanted children to know that the string could go to loved ones that have passed away. Children deal with death. Most people say it’s a taboo subject, but I think it’s super important that that conversation about death starts early.”

The success of The Invisible String has allowed Karst to publish three other books with Little, Brown, including The Invisible Web and The Invisible Leash, with more books on the way. There’s also a workbook, written in collaboration with art therapist Dana Wyss, PhD, used to help build self-esteem and healthy relationships. She even discussed the possibility of a film or television adaptation.

The book was featured in Publisher’s Weekly in 2018 and on The View in the summer of 2021, after co-host Sara Heines’ child was given the book by their teacher.

During these isolating times, Karst is particularly excited about her other book, The Invisible Web, which discusses the global connection of love through all the invisible strings we share with everyone, creating an invisible web. As stated in the book, “The web has no borders.”

“The other titles in the series are slowly and steadily finding their following and we hope more and more people will share in the benefits these books offer by identifying, cherishing and strengthening emotional bonds with everyone in our lives and around the world,” Spooner said. “If only all of our children could experience these stories from the earliest of their days, perhaps the world could become a better place.”

t was with a heavy heart that we said goodbye to the iconic Hong Kong Inn some years ago. The decades-old institution, recognizable on Ventura’s Thompson Boulevard from its curved roof and 1960s-style sign, was beloved as much for its faults as its virtues. The Chinese food was greasy but flavorful.

The interior was shabby and dated, but spacious, with room to dance and a large music stage. Some great bands played here, and the Polynesian music and dance revue was lively, nutty, throwback entertainment. The bar poured out tropical-inspired cocktails long before the retro revival turned tiki culture into a high art form.

True, these were mostly overly sweet variations on fruit punch and rum, but served in festive glassware with a rainbow of garnishes, umbrellas and flaming embellishments. In short, the Hong Kong Inn excelled at campy, unpretentious fun.

It changed hands once or twice before landing under the proprietorship of Gloria Gonzalez in early 2020 . . . a bad time to start a restaurant, as we now know.

But Vaquero Y Mar (“cowboy and sea”), as it is called today, has managed to hang on.

Gonzalez has kept some aspects of the old space, like the curved roof, the retro sign and even the large mural inside displaying an idealized Chinese harbor. But this is very much a different sort of place, with homestyle Mexican food instead of Chinese and a cantina-like atmosphere. I arrived with my family for a weekend lunch, and the place was completely empty. But the proprietress and her husband were so warm and welcoming, we chose not to be dissuaded. With some respectable margaritas, crispy chips and fresh, zippy salsa in front of us, it was even easier to feel optimistic.

When it first opened, I recall that Vaquero Y Mar touted its menu as Tex-Mex; these days, I’d say it’s

leaning more heavily on the Mexican side of things.

Burritos, tacos, enchiladas and the like . . . with a few interesting additions. There were three kinds of ceviche, for example, and marinated beef cooked in a broth (birria de rez con consomé). The specialty of the house — Chiles en Nogada — is made with a pasilla chile stuffed with a beef and fruit stew.

That intriguing speciality was unfortunately not available the day we dined. But the chicken mole came highly recommended, and both the shrimp cocktail and CHECK LIST: birria pizzadilla sounded good. Individuals have individual levels of “risk tolerance” (or what risk intelligence specialist Dylan Evans calls “risk appetite”): their ability to bear potential losses, should their initiative go toiletward.

Take the question “Should you risk $5,000 on a seemingly profitable investment?” Well, that depends on who “you” are — emotionally and, in this case, financially.

Because your risk tolerance will vary in different situations, answering that takes more questions — situation-specific questions. For example: Do you shrug off losses... or flog yourself bloody like the weird albino monk in “The Da Vinci Code”? Financially, would losing the 5K be a bummer or an enduring nightly bummer when the inability to pay your rent leads to your taking up residence in a walk-in ATM? Apply this method to your dilemma, “Can I afford to ask out the hot lady from hot yoga?” Tempting as it is to overdramatize — rewrite what would likely be a somewhat uncomfortable situation into an epic disaster movie — drill down to

the actual worst-case scenarios. For example, would getting a “Thanks, but I’m not ready to date” from the lady really trigger the giant zombie jellyfish apocalypse — or the rather mundane urge to temporarily relocate your mat to the other side of the room?

Consider that awkwardness between people — some big uncomfortable something hanging in the air — usually stems from somebody acting all weirded out. There’s a remedy for this should asking her out go badly: preplanning to keep your cool — to act like the guy you were before you hit on her. In practice, how hard might that be? You’re probably inviting her to join you for “a coffee” after class — which few of us immediately recognize as code for “a midmorning orgy in my sex dungeon.”

bunch of mental energy to make it do its job — for example, explore whether our emotions’ directives might have ruinous consequences.

This feels, shall we say, unfun — and also depressing when all we can do is damage control after some offleash emotion has blown up our life.

Consider that the “job” in online dating is not getting someone to like you but seeing whether you like them enough to take it beyond the small screen. As an experiment, you might put your impulse to reply on a strict diet: One message from a guy.

One reply from you. Period.
