Planning for a crisis

Hospital crisis policy “tee’d up” in the event of overwhelming surge

n Monday, Jan. 10, staff of Community Memorial Health System (CMHS), including the hospital and clinics, received an email (1) from Gary K. Wilde, president and CEO of CMHS, informing staff about a policy in effect through Jan. 21 that involves allowing some who have tested positive for COVID-19 to return to work. However, in speaking with the Ventura County Reporter on Thursday, Jan. 13, Wilde clarified that the policy was in fact a contingency plan for a “crisis” situation in terms of staffing at the hospitals, and that the CMHS-managed hospitals were not in that position at the moment.

“I don’t think we are going to have to pull that trigger,” said Wilde. “People who were out two weeks ago are coming back to work virus free,” helping to stem the tide in the staffing crunch.

The email to staff “tee’d up” the plan with staff in the event that the staffing shortage did not abate, and grew worse. “Like a lot of our surge planning . . . it’s among the arrows in our quiver.”

Wilde explained that the California Department of Public Health issued guidance that allows for, in certain circumstances, hospital employees to “come back within five days of isolation after having tested positive.” As of Jan. 13, Wilde said the CMH system was not in the position yet to implement that policy. Asked if he thought that crisis-level policy would be implemented, he responded, “I doubt it. In our case, we would not require [staff to] come back.” Returning to work would be optional and depend on staff members’ ability to safely care for patients, said Wilde.

“Our hospitals in California are experiencing a significant increase in COVID-19 patients as well as a critical staffing shortage,” said Christina Zicklin, director of external communications with Dignity Health, the company that owns St. John’s Regional Medical Center in Oxnard and St. John’s Hospital in Camarillo. She responded via email. “Every possible step is being taken to prioritize the safety of our physicians, nurses and all of our employees, while also ensuring we are able to treat the surge of patients,”

with decisions being made “daily on a facility-by-facility basis depending on their specific situation.” Zicklin explained that the hospitals have been ensuring staff have the right PPE, “at the right time and are using it correctly,” as well as limited visitors, pausing “non-essential surgeries,” and temporarily closing non-essential services. She said that guidance from the state on quarantine and isolation of health care staff who have been exposed is being implemented.

Staff absences much higher than usual

Community Memorial Hospital in Ventura and Ojai Valley Hospital are the two hospitals managed by CMHS in Ventura County; it manages several clinics as well. Wilde said the entire CMH system has approximately 3,000 employees.

“At any given time we might expect 90 to 100 of those to be out, for various leaves of absence,” such as medical, maternity and other reasons. “On Monday [Jan. 10] we had 266 employees out because of COVID-related issues.” Some had tested positive, some reported a known exposure. He noted these exposures were “always outside of the hospital.” Of those 266 employees out, “half tested positive.”

Despite this, Wilde said that during the past few weeks and currently, CMH hospitals have continued to meet all state-mandated ratios for staff-to-patient care. And, as of Thursday, Jan. 13, “the number [of absences] went down to a little less than 200.” He described a rebound in staffing, noting that “fewer employees are being called off of work and more are returning after a period of isolation when they are no longer infectious.”

Wilde acknowledged that the crisis-level policy was less than ideal. “I don’t think it’s the best approach, obviously.”

He explained that the policy originated with recommendations from the U.S. Centers for Disease Control (CDC) attempting to forecast the situation with the Omicron variant. (2)

“They believed hospitals would be swamped,” Wilde said. The situation on the East Coast made that possibility real. “Then the CDC changed its guidance and created three categories” for approaching patient care situations. First is the regular staffing scenario that requires no changes. Then there is “contingency staffing,” where some policies are adapted in order for the hospitals to be prepared for a surge or fluctuations in needs. The final “crisis” category involves major changes.

“The CDC for the first time said, they opined that in a crisis . . . when a hospital is overwhelmed, when they have more patients than can be handled normally, if employees are asymptomatic or with minor symptoms and are fully vaccinated, they could come back [to work] safely . . . if they continuously wore an N95 mask.”

About two weeks ago, California issued its “own guidance,” combining the contingent and crisis CDC categories into one “critical” level which allowed for “employees to come back [after] five days of isolation, having tested positive.” Previously it had been 10 days of isolation.

“I’m guessing the state of California saw the same wave” the CDC was seeing and determined that “in a real crisis . . . it would be permissible” for those staff members to return to work and it would be “relatively safe, without exposing” patients.

In that instance CMH’s policy aligns with the state recommendations that allow a fully vaccinated employee, who has tested positive for COVD-19 and has no or mild symptoms to return to work so long as they wear an N95 mask.

While the policy sent to staff indicated no need to isolate for even five days, Wilde explained that policy was for crisis situations and he did not think the hospital would ever reach that level. It is simply a plan in place.

Challenges with crisis policy

He said the idea of having those positive for COVID who opt to return to work only treat COVID patients is at first glance “ a good idea . . . we’ve talked about it.” But that approach would bring its own challenges as the staff, particularly nursing staff, “is specialized with-

In addition, COVID patients need various levels of care, and “specially trained nurses” are needed in various capacities and areas.

The CDC has recommended a regional approach to treating COVID-19 patients and suggests that hospitals in an area designate a single location to take in and treat those suffering from the coronavirus.

Wilde, who served as chair of the Hospital Association of California, said the hospital industry studied the issue and determined that such a plan would “not be possible in California.”

Nevertheless, CMHS has attempted to “focus” its COVID patients. Staff at CMH have created “COVID units.” Patients are currently congregated on the fifth floor, east.

The sixth floor has no COVID patients. And COVID patients are not being treated at Ojai Valley Hospital at all.

“Our situation is going to get worse before it gets better. The good news is that we discharged 27 people today.” He said CMH expects to discharge more in the coming days and that the hospital will be able to “absorb more COVID patients through the emergency room. We will be able to hold our own so long as the number of employees that go out is similar to those coming back.”

Here is a compilation of some of the most common questions.

Why did this new program start?

To combat climate change and conserve resources, in 2014, the California legislature passed Senate Bill 1383, setting deadlines for cities and counties to implement, monitor, facilitate and enforce many programs to reduce landfilling of organics. Organics are anything that was once alive, including

yard clippings and food. Organics degrading without oxygen in landfills create methane emissions, a powerful climate changing gas.

Organics degrading in aerated compost facilities emit far less.

Is curbside food scrap recycling available in my area?

Cities, the county and haulers implementing programs have informed residents. If you are unsure whether the program is available in your area, you can call the phone number on your refuse bill. Call center staff will ask

for your address and give you information specific to your area.

Should I bag my food scraps?

In cities served by Harrison Industries, residents should keep food scraps in a bag and place filled bags in yard waste carts (now renamed “organics” carts).

Residents of the city of Oxnard also must bag food scraps in yard waste/organics carts.

ies served by Waste Management/ GI, residents are asked to not use bags. Food scraps should be placed directly into organics carts.

Where is it composted?

Areas using bag-based programs are keeping food separate from yard clippings and lumber so haulers can continue taking material to local compost sites, including Agromin’s Limoneira facility near Santa Paula and Shoreline facility at Ormond Beach.

Since no facility in Ventura County has yet obtained a permit to compost food waste, all food scraps and yard clippings contaminated with food scraps must be hauled out of the county for composting.

The most popular destinations are in Kern County.

Agromin expects its Limoneira facility to soon receive permits for food scrap recycling, but upgrading the site to mandated standards could take nearly two years. In the meantime, later this year, Agromin expects to open its Mountain View Food Waste Processing Facility in Oxnard. The facility will mash residential and commercial food waste, sending it to other locations to be used as animal feed or made into bioenergy or compost.

How much is this going to cost me?

Some cities, including Thousand Oaks and Santa Paula, have newly negotiated contracts with a refuse hauling company, already including organics recycling service in rates.

Haulers for other cities have so far managed to implement food collection without rate increases, but this added recycling is expensive and likely to affect rates in the future. Yard clippings are

vcreporter.com about 30% of the residential waste stream. It used to be relatively inexpensive to recycle collected clippings and lumber at local compost sites. Now, instead, bags must be pulled out of the mix in some cases, and in other cases food-contaminated loads must be hauled to distant compost sites.

The success of the bag program is one key to holding down costs in areas implementing the program.

If inspectors find that food exceeds 1% of loads at sites authorized to handle only yard clippings and lumber, three violations could result in a requirement for the facility to obtain a full solid waste facility permit.

Eventually, when Agromin’s Limoneira facility begins accepting yard waste with food waste, costs may decline. The cost of pulling out bags will end for some, and the availability of a local facility will reduce hauling distances.

Who is going to buy all this compost?

Farmers balance the purchase price plus the cost of spreading compost against the agronomic benefit, so farms are not expected to buy enough to match supply.

Consequently, the California Department of Resources Recycling and Recovery (CalRecycle) set ambitious procurement goals for cities and counties, requiring extensive purchasing of compost, mulch or bioenergy to consume increasing supply in upcoming years.

Residents can keep public costs lower and benefit from increasing organics recycling programs by buying locally produced mulch and compost.

In Brief Thefts at Harmon Canyon Preserve trailhead The Ventura Land Trust sent out a public notice warning the public about two thefts over the Jan. 15-16 weekend at the Foothill Road trailhead for the Harmon Canyon Preserve in Ventura. The windows in two vehicles were smashed in order to steal contents inside.

The public is reminded to not leave valuables inside vehicles at trailheads.

Ventura extends temporary closures through Jan. 31 The city of Ventura announced that the temporary closure of facilities and the cancellation of most recreational programming is extended until Jan. 31 due to the ongoing surge of COVID-19 cases in the county. The date for reopening and in-person programming resuming has not been set, but will be determined based on monitoring of the status of the pandemic locally. ​​Temporary facility closures include Ventura City Hall, the lobbies at fire and police headquarters, Sanjon Maintenance Yard, Ventura Avenue Adult Center, Barranca Vista Center, Westpark Community Center, Ortega Adobe and the Olivas Adobe.

Senior nutrition meals are available for pickup onsite at the Ventura Avenue Adult Center.

Some city facilities remain open with safety protocols: the Ventura Aquatic Center, Buenaventura Golf Course and the Olivas Links Golf Course.

Ventura City Council, Commission and Committee meetings will continue to meet virtually during regularly scheduled times. In addition, city staff remain available online or by phone during regular business hours. All public safety services will continue regular operations, 24 hours a day, seven days a week. Hotline to report price gouging on home test kits On Tuesday, Jan. 11, the office of the Ventura County District Attorney established an electronic hotline for residents to report price gouging by sellers of COVID-19 home test kits.

The hotline was created in response to a Jan. 8 executive order issued by Gov. Gavin Newsom prohibiting sellers from increasing the sales price of tests by more than 10 percent of what the same test was sold for on Dec. 1, 2021.

Tests being sold by those who were not selling tests at that time may not put more than a 50% markup above what the sellers paid for the test.

Violations of the order are misdemeanors and punishable up to six months in jail, a $1,000 fine or both.

Newsom’s order is in effect until March 31, 2022,

Winter is hummingbird nesting season The nonprofit organization Ventura Hummingbird Rescue is reminding Ventura County property owners that hummingbirds are currently nesting and therefore trees should not be trimmed as the tiny nests can be hard to see.

The rescue reports that tree trimming is the main reason it receives orphaned and injured baby hummingbirds and encourages all tree trimming to be postponed until the fall, which helps protect many other bird species as well.

Tsunami surges damage Ventura Harbor Patrol boat Some damage was reported at the Ventura Harbor and one harbor patrol boat was capsized by a surge tide as a result of the underwater volcanic explosion off the coast of Tonga on Friday, Jan. 14, that led to tsunami warnings being issued for the western coast of North America and other areas.

The public launch ramp and recreational water activities were closed due to strong tidal activity.

On Saturday, Jan. 15, Ventura Harbor Patrol reported no immediate threat remained but discouraged the public from paddling and other recreational boating activities due to stronger than normal and unpredictable currents.

The public launch ramp and recreational activities were reopened on Monday, Jan. 17, but Ventura Harbor advised the public that navigation buoys were absent from the waterways and there could be debris.

Fake bomb threat at Fillmore High On Jan. 14 teams from multiple agencies including the Fillmore Police Department, Ventura Police Department’s K9 Unit and the bomb/arson squad with the Ventura County Sheriff’s Office responded to a bomb threat for Fillmore High School. The threat was made via phone at approximately 11 a.m.

The students were evacuated while the campus was searched.

No evidence of a bomb or any suspicious items were found. When the campus was deemed safe, students returned to campus for their final period.

An investigation into the source of the threats is ongoing. Anyone with information is asked to call the Ventura Police Department at 805650-8010 or Ventura County Crime Stoppers at 1-800-222-TIPS.

Perfume thieves pleaded guilty Two people charged with eight felony counts related to theft of perfume in Camarillo and Oxnard pleaded guilty.

Areonah Walker (DOB 07/29/03) of Riverside and Terrion Phillips (DOB 10/13/03) of Los Angeles were charged for thefts on Nov. 27, 2021 of a total of 79 bottles of perfume. The pair used “booster bags” that are built to thwart security detection systems and led Ventura County Sheriff’s deputies on a high speed chase, eventually being apprehended that day. Walker was also connected to thefts that took place on Oct. 30, 2021, in Camarillo and Thousand Oaks.

Items stolen were valued at over $38,000.

An investigation is ongoing into whether Walker was also involved in 19 other thefts in other counties with losses reporting over $150,000.

Sentencing for the charges Walker and Phillips pleaded guilty to is scheduled for Feb. 10, 9 a.m. in courtroom 23 of Ventura County Superior Court. Maximum sentences are three years in county jail for each count.

Ventura County celebrates Martin Luther King Jr. Day On Monday, Jan. 17, over 600 people attended the Ventura County Martin Luther King Jr. Day Committee’s annual event celebrating the day. This year’s event was virtual with keynote speaker Professor Perry Martin, Jr., professor of business at Moorpark College, senior adjunct faculty of leadership at the University of La Verne and the former executive director for the Community Advocacy Coalition (CAC).

Cost-Share program for organic growers deadline extended The U.S. Department of Agriculture announced that the deadline for certified organic growers or those transitioning to organic agriculture to apply for a share of $20 million in additional cost-sharing funds has been extended to Feb. 4, 2022. The additional funds are part of the USDA Pandemic Assistance for Farmers program through the National Organic Certification CostShare (NOCCSP) program.

Seafaring Sensation New England tall ship Mystic Cruzar finds a new home in Channel Islands Harbor

arly on the beautiful, sunny morning of Sunday, Jan. 9, at Channel Islands Harbor, Maritime Museum Executive Director Adri Howe waited out on the dock anticipating the arrival of the New England tall ship, the Mystic Whaler. With nautical bundt cakes and champagne ready for the crew, Howe excitedly watched the ship approach as other spectators gathered.

“To see those tall masts — that’s what we could see first — you almost feel like a little kid on Christmas,” Howe said. “As she kept getting closer, really seeing her in person was such a different experience. The beauty of the crew and how they were working together was like a beautiful ballet. It’s a neat experience to have right here at the museum.”

By 8 a.m. the ship coasted up to the dock of the Channel Islands Maritime Museum, completing its long journey all the way from the East Coast. The schooner will be the first ship to remain docked in the Channel Islands Harbor for the majority of the year, rather than just a week or two (as has been the case with visiting vessels, such as the San Salvador, in the past).

Well traveled

The 83-foot-long, 110-foot-tall Mystic Cruzar was built in Florida in 1967 as a replica of a late-19th century coastal cargo schooner and underwent a rebuild in 1993.

This modern replica has GPS, 3,000 square feet of sail and a diesel engine.

The ship, which called Connecticut its home for the past 40 years, began its journey to the west in mid-October of last year.

Storms caused a bit of delay as it traveled down the coast to Florida, but soon after it made its way to the Panama Canal where it was loaded on a ship carrier and offloaded in Ensenada, Mexico in late December.

The assembled crew, captained by Christine Healey, sailed the schooner to San Diego, where it remained until weather conditions were appropriate to sail the rest of the way up the coast. On the evening of Jan. 8, the crew sailed through the night and arrived at the harbor the following morning to an enthusiastic crowd.

“You are facing a very unpredictable world when you set sail,” Howe said. “But watching them bring her in was beautiful and seamless, they made it look easy.”

Education aboard

The ship was obtained by the harbor thanks to the generosity of Roger and Sarah Chris-

man of Montecito, who had been looking to acquire a tall ship for their programs. The Chrismans’ nonprofit, Central Coast Ocean Adventures, will build a program using the ship to create an ocean-based classroom.

Michael Tripp, the Channel Island Harbor Director, said this experience will offer an immersive environment where visitors can learn about the history of sailing and sea trade.

“I was very excited to hear that the Chrismans had chosen Channel Islands Harbor as the ship’s new home,” Tripp said via email. “It will be a great draw for locals and tourists alike and a great opportunity for young people to learn about our country’s seagoing past.”

The Chrismans’ will be renaming the ship the Mystic Cruzar as a nod to Santa Cruz Island. Howe said this will make the ship feel more personable to its new home on the West Coast.

very needed,” Howe said. “What I like about this opportunity is it’s experiential. You can show people paintings and ship models or they can read a book, but it’s not the same. When these kids grow up, those experiential activities are going to be more hardcoded into them.”

One of the activities they’re considering is administering groups of kids to simulate the crew of the ship.

She hopes this will aid in team-building and give a more hands-on approach to how these ships are operated. It also offers the chance to take students into the past and show them a more lifelike experience of how hard conditions would’ve been aboard ships of the 1800s.

“I think it’s a wonderful way to teach cooperation,” Howe said. “It’s putting you in a different situation than you’re in everyday and putting you in a new circumstance that maybe you know nothing about. That’s how it would’ve been for anyone, no matter when it was, the first time they stepped onto a ship.”

Although it is not known when exactly the Mystic Cruzar will be done with maintenance, Howe said they’re hoping the ship will be prepared and activities will be readily organized for visitors within the next couple months or so.

Bob Nahm, the managing owner at Seacoast Yachts, said the temporary use permits allows the vessel to stay in its current location until June 30.

“Once the programs have been developed and the requirements for access and parking have been determined, we will be working with the harbor to determine an appropriate location for the vessel,” Nahm said via email. “The vessel still has its regular United States Coast Guard inspections and certifications to complete this spring before we start any programs.”

Howe said the ship also offers an opportunity for a greater partnership between the Channel Islands and

Santa Barbara Maritime Museum. The Mystic Cruzar will be traveling between the two museums to offer tours and a chance to learn about life aboard 19th century vessels in both Ventura and Santa Barbara Counties.

“She brings so many positive things with her,” Howe said. “It’s not just the ship, it’s people working in partnership, and the mission for her is going to be that she can educate people.”

Tripp said that during the Mystic Cruzar’s previous life, it offered one- to five-day sailing cruises along with brunch, lunch, dinner and sunset cruises out of Mystic, Connecticut, likely where it gets its name. The ship is also no stranger to educating its passengers, as it was used in environmental education programs during its time on the East Coast. In 2006, the schooner was relocated to City Pier, Connecticut where it participated in various maritime festivals.

Tripp added that the ship historically carried 3,000 to 4,000 passengers each year from May to October. In 2018, both Connecticut Magazine and Yankee Magazine named it the best coastal cruise in Connecticut.

“I’m hoping that it will offer a fun and engaging learning experience,” Tripp said. “While people are here, they should also visit the Channel Islands Maritime Museum, which is located next to the Mystic Cruzar, and has a lot of great exhibits.”

“I think ships like this and the stories we can share about them help to bridge the past to the present,” Howe said. “There’s something so magical about being able to take ourselves back. For better or for worse, we’ve always sought to voyage, and maybe folks can get on the ship and get a little bit of that sensation.”

It’s the time of year when Pacific gray whales can be seen along the Ventura County coastline during their migration from their feeding grounds in Alaska to their breeding grounds in Baja. Listening to and learning from your musical peers is a skill that Metcalfe really emphasizes.

Though he is largely a self-taught musician, he is careful not to confuse that with being self-contained.

“That was a huge honor being able to recognize [all of that experience] . . . Just because I’m largely self-taught doesn’t mean that I’m not constantly learning from the people around me.”

This level of receptiveness is vital when working on a major project. Filmmaking in particular brings together artists from the visual, literary and musical worlds and requires that they collaborate, making good communication an absolute necessity. “Oftentimes directors won’t know the musical language. Some know how to do

music, but not all . . . So, what I try to really focus on is the feelings. If we’re in a recording session where there’s a struggle to communicate, I will always ask what they want the audience to feel.”

Metcalfe is also the founder of Sum Of All Music, an international collaboration of first-class composers and musicians who bring together a unique sonic palette, creating and supporting diverse music.

Other musical masterminds behind The King’s Daughter include successful film and television composer John Coda and esteemed video game composer Grant Kirkhope, with Metcalfe leading the project. The composing team will make appearances at various Regal Theaters throughout Ventura County during the film’s run, and Metcalfe encourages any filmgoers who spot them to come introduce themselves.

My apartment building has paperthin walls, and I overhear a lot of what goes on between the couple next door. The man makes constant belittling remarks — calling his wife “ugly” and “stupid” and saying she’d cheat on him but no other man would want her. What leads a man to talk to his wife like this?

However, evolutionary psychologist Todd Shackelford finds that

cruel putdowns are actually a “mate retention” tactic — of certain men: seriously low scorers in the What Women Want department. Women prize men who are kind, intelligent, emotionally intelligent, generous, and hardworking “providers” (“high mate value” men). These men have the emotional and financial chops to take the mate-retention high road: showing the wife she’s loved, romancing her with trips and gifts, listening to her, making her laugh, and always having her back.

In contrast, a typical lumpen loser “low mate value” man is lazy, selfish, dull, and unattractive, and has a low-paying, dead-end job. He lacks the psychology and resources to “provide benefits” (make his wife feel too happy and loved to ditch him). So, he’s prone to resort to “cost-inflicting mate-retention behaviors” — verbal abuse or violence or both — with the subconscious goal of making her too emotionally broken to leave.

When the abuse is verbal, evolutionary psychologist Aaron Goetz finds it plays out in four ways: cutting remarks about a woman’s looks, her intelligence, and her value as a partner and a person, and (often baseless) accusations that she’s cheat-

ing. The message — because men evolved to prize beauty, intelligence, kindness, and fidelity in their mates: “No other man would want you.”

There is a pinprick of light in the gloom. Relationships researcher Jason Whiting reports that most women in abusive partnerships eventually leave — often because they reach “a breaking point when the fear and pain” become “overwhelming.”

Ideally, she’ll join that sisterhood — sooner rather than later. Sadly, right now, probably all you can do — without possibly endangering yourself or her — is hope for a brighter future for her: “Hold fast to your dreams, honey! — unlikely as it is that a random hit man will kidnap your husband and dissolve him in lye in a motel bathtub.”

For Joe Loincloth, the possible downside from overperceiving interest — a woman jeering at him in front of his cave bros — would’ve been way less costly than missing an opportunity to go behind

a bush with her and maybe pass his genes on to future generations.

Since anger changes nothing but your blood pressure, you might consider a rethink. If a guy isn’t doing anything rude or criminal (grabbing your boob or saying he’s gonna do you in the elevator), why not respond as you would to anything else you don’t want: with some version of “No, thank you”?

Treating a guy with kindness and dignity — being politely firm — costs you nothing and gains you a good deal: keeping the interaction from going ugly. You might also take a historical view: Consider how possibly unwanted remarks — “You’re really pretty.
