Over the course of 2021, Ventura and Santa Barbara County’s real estate markets experienced positive shifts that created unique opportunities for both buyers and sellers with many Amy Hall sellers receiving bidCal DRE 01957427 ding wars on highly desirable homes. The rate of absorption increased with Ventura County and Santa Barbara homes moving off the market 49.2% and 54.4% quicker on average respectively.

As we enter the second quarter of 2022, it appears as though the strength of the market will continue to produce unparalleled results and set a new standard for real estate activity in two of California’s most popular counties.

According to LIV Sotheby’s International Realty’s Year End Micromarket Report, which compares real estate data from January through December of 2021 compared to the same time frame in the previous year, the number of new listings coming onto the Ventura County real estate market has increased slightly by 1.9%, bringing 10,462 listings onto the market by the end of the year. The sustained demand for Ventura County homes led to a 16.1% appreciation in the average price of single family homes throughout the community, up from $899K on average in 2020 to $1.04MM on average in 2021. In such a tight

market, sellers were able to garner final sale prices 1.78% over asking on average and in significantly faster time frames.

Santa Barbara County saw a slight decrease in new homes on the market, down 4.5% year over year. This reduced inventory paired with unprecedented demand resulted in a mighty 28.3% increase in the average price of single family homes, or in other words, an over $400,000 appreciation in value year over year. At the end of 2021, the average single family home in Santa Barbara County sold for $2.58MM compared to an average sale price of $2.02MM in 2020. In a similar vein as Ventura County, homes sold for 101.27% of their asking prices on average and twice as quickly as sales in 2020.

With such consequential increases reported, it comes as no surprise that the total value of all properties sold in 2021 compared to 2020 increased by 31% ($9,002,398,692 in total) in Ventura County and 36% ($6,014,142,046 in total) in Santa Barbara County.

In Brief Heglund appointed Ventura City Attorney The Ventura City Council has appointed Andy Heglund as its new City Attorney. Heglund has been serving as Interim City Attorney since the retirement of Gregory Diaz in February. Prior to that, he was the Senior Assistant City Attorney for Transactions with an emphasis on planning and public works, a position Heglund began in July 2019.

In addition to serving as the chief legal advisor for the Ventura City Council, the City Attorney oversees a team of legal professionals and support staff who handle all aspects of municipal law supporting Ventura’s various city departments.

VPD resumes Community Academy For the first time since 2018, the Ventura Police Department welcomed back its popular Community Academy, a 10-week program designed to strengthen

Arroyo Verde play area reopens On April 1, Arroyo Verde Park in Ventura officially opened its new play area, an all-inclusive space that can be used by youth of all abilities. The 10,750-square-foot space features new landscaping, gathering areas, swings, hammocks, balance beams, a sensory garden, a motion-inclusive carousel, embankment climbers and music play areas. sensory wall with recognition tiles dedicated to those who donated to the project. The new play area replaces the structure that burned down in the 2017 Thomas Fire.

The playground’s design was developed with input from families, community members, medical professionals and playground manufacturers. Through meetings and conversations, park designers developed an adaptive play space where children of all abilities can play together. Construction began in May 2021, supported by donations from the Ventura Community Partners Foundation, community groups, residents, medical professionals and local businesses.

“The all-inclusive play area means so much to our community and is a beautiful addition to Arroyo Verde Park,” said Ventura Mayor Sofia Rubalcava. “This area has transformed into a space where people of all ages and abilities can play without barriers and experience the joy of connection.”

T.O. seeks arts roundtable applicants; deadline May 5 Thousand Oaks is seeking applicants interested in serving on the city’s Arts and Culture Roundtable, a city council-appointed committee that will serve as an advisory body on matters dealing with arts, cultural programs and related activities.

T.O. Youth Commission deadline extended to April 20 High school students who reside in the city of Thousand Oaks are encouraged to apply to fill eight vacancies on the Youth Commission, which is an advisory committee appointed by the Thousand Oaks City Council to advise the city on issues related to youth in the city.

Recruitment has been extended, and applications are now due by Wednesday, April 20, 2022.

The Youth Commission is made up of 13 members between the ages of 13 and 18; each member serves two-year staggered terms.

Applicants must be entering grades nine through 11 in Fall 2022.

Zoo receives $30K America’s Teaching Zoo at Moorpark College has been awarded a $30,000 grant from the Ventura County Community Foundation. The funds will be used for the final phase of construction of the Alumni Aviary.

The first two phases provided new housing for birds of prey and half of the zoo’s parrots, respectively. This third phase will provide a new home for the remaining parrots, including

macaws and cockatoos — all of whom are surrendered pets.

“Although our current parrot housing is adequate, we are motivated to make changes that will surpass what is considered minimum requirements,” explained Mara Rodriguez, zoo development coordinator, via press release.

She went on to note that the project will allow the parrots to be front and center when it comes to the visitor experience, which in turn gives them well-deserved attention, fostering an appreciation for these species.

“When one animal is served, all animals are served. Modernization brings more exposure, resources, and contributions. This project would directly support the individual needs of our parrots,” said Rodriguez.

A $30,000 grant awarded to America’s Teaching Zoo at Moorpark College will be used to construct new housing for the zoo’s parrot population, including this colorful macaw. Photo submitted Prisoners Harbor to get new campground Channel Islands National Park Superintendent Ethan McKinley announced that planning is complete for a small, primitive campground near Prisoners Harbor on Santa Cruz Island. The campground, which is expected to open in late 2022, will be located along an unimproved road about one quarter mile from the Prisoners Harbor Pier and consist of seven tent campsites, including an accessible site, and a vault toilet. It will accommodate up to 24 people.

The project, estimated to cost $140,000, is made possible by funding support from the Channel Islands Park Foundation and The Fund for People in Parks. Work is scheduled to begin this summer and will be completed by National Park Service staff.

The campground was designed by the National Park Service. It will not be visible from the ocean and is designed to minimize impact on the natural and cultural landscapes. Campers will need to carry all supplies and provisions to their reserved site. Campfires and smoking will be prohibited. n Monday, April 11, a group of seventh and eighth graders from Cabrillo Middle School gathered at The River Community Church in Ventura to distribute food to unhoused individuals. The students, all members of the Rusty Sailors Robotics Club, were handing out food in bags that they helped redesign.

The Rusty Sailors visited Food Share of Ventura County last year to learn about the food bank’s work in the community. Following the field trip, club coach Laurie Lowder witnessed two men on bikes struggling to carry their Food Share bags. The experience inspired the students to build a better, more transportable bag. Using an inexpensive modification, the students’ design converted Food Share’s handled bag into a backpack.

“We got empty bags from Food Share so we could experiment with ways to make them better,” explained

We’ve also added a QR code to the bags linked to a survey for people to tell us what they think and to get suggestions for improvements. The club entered their design into the 202122 FIRST® LEGO® League Innovation Project competition, which this year involved identifying a problem related to product transportation, and designing a new piece of technology

entura County is warming faster than any other county in the continental United States, according to data compiled by the National Oceanographic and Atmospheric Administration (1). The county has warmed 4.75 degrees Fahrenheit since 1895, which is about a half a degree warmer than either Los Angeles or Santa Barbara counties, and one degree hotter than the global average of warming that will be catastrophic around the world, according to climate scientists.

To meet the challenge of the increasingly hot climate, and to keep residents up to date about the risks from Santa Ana winds, heat waves, wildfires, storms and debris flows, meteorologists at the National Weather Service station in Oxnard have taken advantage of advances in forecasting technology as well as increased use of social media to better alert and inform the public.

Meteorologists believe that high-resolution modeling of storms has enabled them to continue to forecast the weather accurately, but they worry about their ability to effectively “message” the risk of climate extremes to a public weary of catastrophic firestorms, heat waves and downpours.

Going to extremes

Mark Jackson, the meteorologist in charge of the Oxnard station, points out that the increase in warming in the county, from an annual average of about 72 degrees in the 19th century to over 76 degrees in the 21st century, doesn’t really tell the story.

“The reason that number is alarming is not the difference between an average of 72 degrees and of 76 degrees,” Jackson said. “The shift in that mean value means that you have increased the probability of extreme temperatures that cause the greatest impact.”

Climate change by its nature pushes weather towards the extremes.

“Climate change is kind of like a silent killer,” said Jackson. “The beauty of a storm is that we see it, we witness it, and it’s right there. We can’t see climate change as directly. Fortunately our forecasting technology has kept pace with climate change and we’re better prepared. From a statistical standpoint our seven-day forecasts are as accurate now as our five-day forecasts were a few years ago. This allows us to give our overall message to the public and our public safety partner agencies earlier, but we still are limited in our ability to forecast the extremes.”

The Montecito mudslide of Jan. 9, 2018, killed 21 people and continues to be the largest known post-fire debris flow in California history.

Three days before, on Jan. 6, Jackson and his colleagues could see on their screens a narrow band of extreme rain heading toward the ridge overlooking Montecito and nearby coastal cities.

“With debris flows it’s all about high-intensity, short-duration rainfall, and as we were marching closer to the time of the event, we were seeing more and more intense rainfall. Our high-resolution physical models go out 36 or 48 hours or so, and as the event gets closer, we’re jumping up and down and screaming louder,” said Jackson, whose Oxnard station serves four Southern

California counties, from San Luis Obispo to Los Angeles.

“This was a perfect storm in terms of making a debris flow possible,” added Jackson. “This was falling on a burn area that had never been rained on before, from the Thomas Fire that was still not contained. When we were about 45 minutes away from the event early that Tuesday morning, we knew there was going to be a debris flow but we just didn’t know exactly where.”

Eric Boldt, a forecaster who has worked closely with Jackson at the Oxnard station, pointed out in a joint interview that the National Weather Service and a team of public safety officials from Santa Barbara County gave an outdoor press conference in the area on the Friday before the event, warning of the possibility of extreme rain and and then again on Monday, warning of the likelihood of extreme rain and debris flows, and asking residents to prepare to evacuate.

“On Monday we announced that this would be an extreme event, with rates of 2-4 inches of rain an hour. These are really bad rates,” Boldt said.

“For us as meteorologists, we’re thinking, ‘holy cow, that’s crazy.’”

cast the time and duration of the rainfall event, and warned of its seriousness and prepared residents to evacuate, they could not foresee exactly how hard the rain would fall, or exactly where.

And the intensity of the rainfall exceeded their most extreme estimates.

“We still have limitations on our ability to predict that kind of extreme event,” Jackson said.

“We may have reached a ceiling — I doubt we will ever be able to accurately forecast an event that produces five or more inches of rain an hour.

In Montecito we had a half inch of rain in five minutes at one point.”

A post-disaster report from the California Geological Survey(2) found that the debris flows in Montecito in January of 2018 moved about 1.5 million cubic meters of earth at a rate of 10-15 miles an hour. The debris flows were as much as 25-30 feet deep, and carried boulders as large as a truck. In one night they destroyed 100 houses and damaged 300 more, killed 21 people, and buried a section of Highway 101 in debris. Two people are still missing in the aftermath.

“Could we have even imagined half the mountain coming down on Montecito?” asked Jackson. “No, because we’ve never seen anything like that happen before.”

Increased frequency of “one-two punch”

But many more such climate-fueled events are coming to western states, according to a new study co-led by Samantha Stevenson(3), a climatologist at the Bren School at the University of California, Santa Barbara, which found “compound events” such as those seen in Montecito — a firestorm followed in short order by a torrential downpour — will become increasingly frequent this century in California and the West.

The modeling study showed that the frequency of such “compound events” will increase by 100 percent this century in California, and by up to 700 percent in the Pacific Northwest.

“Yes, unfortunately, this type of one-two punch — as we’ve been calling compound events — will become more frequent this century,” Stevenson said. “I can’t predict how often this will happen, because that will depend on our future climate choices, and also on how many ignitions happen during those conditions, but they will become more frequent.”

Stevenson herself had not been at UCSB for long before the Montecito catastrophe, and was shocked by what she saw. It motivated her to look at the risks of “compound events.”

“I’m a relatively recent transplant,” she said. “I arrived in the fall of 2017, just two months before the Thomas Fire. I thought I knew something

A co-author on Stevenson’s paper, climatologist Daniel Swain of UCLA’s Institute of the Environment and Sustainability as well as the National Center for Atmospheric Research, has been warning for years that climate change will mean increasingly extreme weather and “climate whiplash” in California, in which hot, parched lands will be abruptly hit with torrential downpours, just as happened in Montecito after the Thomas Fire.

Part of that increased risk comes from a greater likelihood of drought. Another recent study from Stevenson’s team (4) shows that the drying out of the soil has outpaced the variability of rainfall in many places in the West, including Ventura County. This means that the county and Southern California have been drying out since the 1990s, despite occasional years of above-average rainfall, and have little chance of returning to a “normal” pattern of average rainfall from the past.

Stevenson said that megadrought — a drought that lasts 20 years or more — must now be considered “normal” for Southern California.

“If we reach a stable concentration of CO2 in the atmosphere, then at some point we’ll stabilize, but the models are saying that we’re not there yet,” Stevenson said. “In a world where we are continuously increasing our greenhouse gas concentrations, that drying trend in the West will persist throughout the 21st century.”

“We’re changing the normals”

When it comes to measuring what is “normal” in our climate, Boldt noted that every 10 years the “normals” are updated by NOAA, and that since the most recent update (which covers the period of 1991-2020, versus the old “normals” of 1981-2010) California as a whole has warmed one degree at night and one to two degrees during the day.

“These are rapid changes — in only 30 years, we’re changing the

normals, to be warmer and drier,” Boldt said.

“What we’re seeing in this new century is that time after time, we’re breaking records. We’re routinely breaking records that have stood for 80-100 years, and sometimes the new records we’re setting are for all-time highs.”

Another occured in the first week in April, in which a heat wave set all-time records in county locations. Another drought record occurred in January and February this year, when California set an all-time low for rainfall for those winter months. State climatologist Michael Anderson in Sacramento said that he expected precipitation to drop off after a very wet December, but he couldn’t estimate the change.

“I had a feeling it would become drier, but not to this degree,” he said. “That’s the challenge.

Will it be drier? Will it be extremely dry? Or will it be record-setting dry? I’m trying to get that sorted out.”

The forecasters in Oxnard face a similar challenge. They suspect a ridge of high pressure in the North Pacific, known among forecasters as the “Ridiculously Resilient Ridge,” is making it difficult for storms from the Gulf of Alaska to slide down the coast to California as in the past, while also encouraging Santa Ana wind conditions. But at the same time, they didn’t think that the rain would vanish in what typically have been the two wettest months of the year.

“In December in some areas we had three times the normal precipitation,” Jackson said. “We joked about it and said — now watch the spigot get turned off. Maybe we shouldn’t have joked about it.”

Visual Storytelling Nat Geo photographer Annie Griffiths to speak in Thousand Oaks

nnie Griffiths, a highly acclaimed photographer with National Geographic, will be sharing her photos and stories of her travels at the Bank of America Performing Arts Center in Thousand Oaks on Friday, April 15.

“The camera has been a passport for me for so many years,” Griffiths said.

“I’ll be talking about that journey from a very young photographer to a place where I realized that my pictures could be useful as well as beautiful.”

As a general purpose photographer driven by an insatiable curiosity for life, she has covered subjects from culture to landscape to wildlife over her past 40 years with National Geographic. Griffiths said she is excited to educate her audience by bridging the gap between civilizations and humanizing different peoples through her photographs.

The event begins at 8 p.m. with tickets starting at $41 that can be purchased online at bapacthousandoaks.com or at the box office.

This will be the last show of the season in the National Geographic series for BAPAC. Colleen Debler, director of marketing at BAPAC, said they hope to announce the next season within the month.

ROUND4 brings local hip-hop to the Squared Circle

he past two years have been trying for everyone, presenting both precedented and unprecedented obstacles for American residents and beyond. Within Ventura County, local leaders and artists have stepped up to the challenge of ensuring that the changing social climate is changing for the better.

One such creative mind is Dexter Nunnery, who’s upcoming ROUND4 hip-hop event is a prime showcase for the power of music and creativity to uplift and expand a community.

After the killings of Ahmaud Arbery and George Floyd in 2020, a group of artists were motivated to create an exhibition of images and recordings titled E Pluribus Unum: Out of Many, One. Once this exhibition made its way to Studio Channel Islands in Camarillo, SCI contacted Nunnery to create a presentation in

conjunction with the exhibition. Hence came the inspiration for ROUND4.

ROUND4 is a boxing-inspired platform which features four of the county’s most virtuosic rappers lyrically battling it out within the ring. Nunnery came up with the presentation as a clever way to subvert a typical boxing or WWE-type event. Normally fighters are introduced with signature hip-hop songs, but at ROUND4 the hip-hop artists will be the ones entering the ring.

Nunnery grew up in McComb, Mississippi where hip-hop had a huge influence on his upbringing. After cultivating his creativity in Mississippi, he decided to move to California in order to create.

It really allowed me to do multiple things at once, which you kind of have to here in California, with the cost of living and all . . . With where I come from and where I am now, I feel that it’s really given me the ability to create things with minimal help and minimal finances.”

The ability to create great things with limited resources could be considered the very ethos of hip-hop.

“Getting to see firsthand how hip-hop has changed over the years, and how the ways people viewed it has changed, really affected my approach,” says Nunnery. “I’m the type of person where I can’t just sit back and complain when something is broken, I’ll want to step up and fix it myself. Just seeing the way hip-hop is portrayed and received by younger generations, I felt that they were missing the culture aspect of it . . . I was afraid that it would die if something wasn’t done. That’s the main inspiration for me, using my platform to represent and preserve the culture.”

For several years now, hip-hop has been the most popular genre of music in the world.

Rap as a medium was created to convey the hardships that these rappers faced in their childhoods through adulthood. So, it makes perfect sense that hip-hop is now being used as an anthemic backdrop for these trying times.

It is a reminder to never stop fighting for a better life.

“Hip-hop definitely has the space and the platform to be a part of social change,” says Nunnery. “At the same time, it’s too big for one artist to take on that entire challenge. There are

Mic Bles a lot of artists who are doing that type of work behind the scenes, but they don’t necessarily have lyrics that are explicitly politically or socially conscious. The people who want the music to have a stronger message are usually not the people who actually control the vehicle [of who gets popular]. You have to be aware that only certain songs will make it to the mainstream, will get played on the radio.”

The four artists who will participate in the ROUND4 event were specially chosen

by Nunnery himself. He emphasizes that he not only listens to the lyrics and underlying message of a song, but pays close attention to the rhythm and type of beat that is used and whether it serves the song overall. He has certain standards that he expects an artist to be capable of bringing to the table. The chosen artists are the skilled lyricist Mic Bles, the versatile musical mind Kontra Mantis, the futurist emcee Lorde Sanctus, and the master of hype himself D BANKS. ♦ ROUND4 will take place on Saturday, April 16, at 7:30 p.m. at Studio Channel Islands, 2222 E. A Darling of a tea shop

y first thought when I walked into Hello Mai Darling: Hello Kitty grew up and opened a tea shop. The cafe in the North Bank Shopping Center (near Sky Zone Trampoline Park) is light and bright and full of winsome charm, with large windows and pretty pink cherry blossom murals on the walls.

There are comfy couches and upholstered chairs, where friends can sit and chat while sipping their beverages of choice, and long tables with lots of nearby outlets, perfect for study sessions and pounding out homework on a laptop. Attached to the cafe is an equally quaint gift shop, full of costume jewelry, pretty trinkets, handbags and other accessories. A more mature crowd certainly wouldn’t be unwelcome here — my server was very friendly — but all that pastel whimsy does give the spot a distinctly youthful energy. My high school friends and I would have flocked to a place like this, back in the day.

No matter your age, this is a fabulous place if you like boba milk teas. Also called bubble tea, this Asian beverage originated in Taiwan and consists of brewed tea mixed with milk, served over ice and accompanied by chewy balls of tapioca.

Any number of flavors and sweeteners can be added — and does Hello Mai Darling add them!

Strawberry, coconut, Oreo, winter melon, rose, lavender . . . the options go on and on.

Not into boba? No problem — try one of the juicy “refreshers” (made with mango, passion fruit, guava and other tropical delights), a smoothie, a matcha latte or coffee drink, or a pot of perfectly brewed green tea. If you’re feeling peckish, the well-stocked pastry case near the cash register beckons with any number of baked goods, including cinnamon rolls made with ube (purple yam), colorful macarons and guava pastries. The hardest part will be deciding what to order.

I did finally decide on a refresher, flavored with guava and passion fruit juices and garnished with a slice of orange, a slice of dried apple and chia seeds. An unexpected combination, but visually very appealing. “Refresher” is a good descriptor, as it was cold and sweet and cooled me off on a hot afternoon . . . although I personally found it a little too syrupy. The sweetness level can be customized, and next time I’ll be sure to ask for something less sugary.

The vegan donut selection intrigued me, with flavors like tiramisu and blood orange, so I purchased a handful to take home, plus an ube-Oreo cinnamon roll. The latter was lovely — a bit dry but yummy . . . and the Oreo was surprisingly

The vegan donuts made an attractive display when set out together, but I found the flavor a little underwhelming. These were cake-style donuts, and the same batter seemed to have been used for all of them. The variety came from the glazes — which were subtle. I could taste the strawberry and the chocolate icings, but the rest were hard to distinguish from each other. They were all quite dry; I’d recommend getting a hot cup of coffee or tea to wash them down.

Donuts aside, I was enchanted by this sweet little tea shop. Boba for days, and lots of other delightful beverages, cold and hot both, with interesting flavors to boot. The sunny decor is sure to bring a smile to your face, and provide a pleasant place to meet up with friends, work on your laptop or perhaps read a book. Hello Mai Darling is aptly named.
