omeowners in the thirsty Rio Verde Foothills area may have to wait until May to see how Maricopa County Supervisor Thomas Galvin feels about creating a controversial water district to keep water flowing to the area. Galvin told homeowners at a meeting Feb. 4 that he will make a recommendation to his fellow county supervisors about creating a non-contiguous domestic water improvement district, or DWID, within three months. “For me, the three main points are: what is
