With more than 500 homes planned, the corner of 83rd and Olive avenues is about to go from undeveloped land to Peoria’s newest neighborhood. Hancock Communities received approval on plans for 188 units on 18 acres of the northwest corner. Peoria City Council recently green-lighted a gated development nearly twice that big on the other side of the street. On Oct. 15, council approved rezoning of Olive Crossroads Planned Area Development (PAD) to the Villages at Pioneer Park PAD. Council gave the Empire Group’s Empire
Residential Communities Fund approval to “facilitate the development of a 332-unit, single-story multi-family development known as Villages at Pioneer Park.” Another 75 homes are planned for the southeast corner of 83rd and Olive avenues. The corner is 5 miles from the Peoria Sports Complex and P83. The Olive and 83rd neighborhood is highlighted by Pioneer Lake, Pioneer Community and Roundtree Ranch parks and AMF Peoria Lanes. According to its website, the Empire Group started as a high-end flipper: “The Empire team, recognizing the significant buying opportunity created by the foreclosure crisis, was one of the first large-scale buyers of distressed homes in Phoenix.
Peoria, Glendale to vote on PUSD override
“Between mid-2009 and early 2013, the Empire Residential Opportunity Funds raised over $125 million and purchased over 1500 single-family foreclosures and short sales. These homes were transformed into single-family rentals, thus generating rental income that not only covered holding costs such as property taxes, insurance, maintenance, etc., but also generated net income that could be distributed to the Funds’ investors. Today, many of these assets have doubled in value, creating the backdrop for strong investment returns.” The Empire Group has developments in Goodyear (“The Villages at Pebble Creek”) and Phoenix (“Villas at Baker Park”) similar to the Villages at Piooner Park. The Peoria Unified School District has 42 schools — but they are not all in Peoria. This leads to a potential misconception that Peoria residents pay for students in other cities. This is not the case, as the district’s website (peoriaunified.org) notes: “You do not need to live in Peoria to vote in the override election.
