It’s beginning to look a lot like election season, with campaign signs on nearly every major intersection.

This week, Peoria voters will decide on many of the faces seen on those ubiquitous posters.

In one race with national implications, a pair of Peorians face off: Michael Muscato takes on Rep. Debbie Lesko, challenging for her U.S. House of Representatives seat in the 8th Congressional District. The district stretches from New River to Goodyear, including parts of Peoria, Glendale and Luke Air Force Base.

Even with President Donald Trump recovering from COVID-19, his second-in-command planned a campaign visit to Peoria at 11:30 a.m. Thursday, Oct. 8.

“Join Vice President Mike Pence for a Make America Great Again! Event in Peoria,” said a website for registration, linked from events.donaldjtrump.com/events.

Coming the day after a scheduled debate with Sen. Kamala Harris of California, the Democratic nominee for vice president, the Pence Peoria event was

scheduled for TYR Tactical, at 9330 N. 91st Avenue.

In 2017, TYR Tactical in Peoria celebrated a grand opening of its 78,000-squarefoot global headquarters near Loop 101 and Olive Avenue.

TYR produces high-end tactical body armor, vests, pouches, backpacks and clothing for law enforcement and special operations. According to the company, lients include the FBI, DEA, U.S. Secret Service, U.S. Marshal Service and many SWAT teams in the Valley, including those from Peoria, Glendale and Scottsdale.

New Abrazo hospital at Loop 303 and Bell Road first in Surprise

BY PEORIA TIMES STAFF The West Valley is about to get a new hospital.

Abrazo Surprise Hospital, the first hospital in the city of Surprise, will open Monday, Oct. 12.

The hospital will offer a 13-bed emergency department, an operating room and eight inpatient rooms located west of Peoria at 16815 W. Bell Road.

The one-story facility at the southwest corner of Loop 303 and West Bell Road is not far from the “New Frontier” area of West Glendale that is expanding via annexations and new construction.

“Despite the pandemic, patients still need care. We want our patients to feel safe and comfortable getting care and follow best practice standards regarding COVID-19. That includes safety measures like with separate waiting areas; enhanced cleaning; hand sanitizing stations; and temperature checks, screening and masking for all who enter the building,” noted Stephen Garner, CEO

Abrazo Surprise Hospital is a satellite of Abrazo Arrowhead.

The new hospital will provide medical care beyond what’s available at an urgent care or freestanding emergency center, according to Administrative Director Chrissy Salazar.

“Abrazo Surprise Hospital is in an ideal location for ease of access and was planned with an emphasis on quality medical care and efficiency,” said Salazar. “Because of its size, we are able to provide a higher level of care and shorter ER wait times. Our general surgery capability means if you come to the ER with gall bladder symptoms or appendicitis, for example, you won’t need to be transferred elsewhere. We will have 24/7 emergency and general surgery coverage.

“We look forward to developing strong relationships with local EMS providers and will be proud to serve the community side by side with our EMS crews,” said Salazar.

“Patients with abdominal pain, sprains and broken bones, lacerations, pneumonia and flu are typical of the types of conditions we expect to see in the emergency department,” said Hess.

At approximately 32,000 square feet, Abrazo Surprise is smaller in scale than a typical general hospital. It still offers surgical services, a full emergency department, inpatient rooms, ultrasound, X-ray and CT scan, laboratory, pharmacy and other services.

“The coronavirus pandemic no doubt threw us a curveball during the construction phase, but we persevered and are excited to open and provide care for our community,” said Salazar.

Even when Trump was hospitalized, Pence remained characteristically upbeat. “WH (White House) Task Force met today. Working around the clock to expand testing, PPE, therapeutics and expect to have a vaccine by end of 2020,” Pence tweeted on Oct. 4.

health care and immigration.

Lesko, a Republican, is the heavy favorite. She was elected in 2018, winning 55% of the votes against Hiral Tipirneni.

Muscato, a newcomer to politics, bested Bob Musselwhite, Bob Olsen and Kyle Martin in the Democrat primary.

Muscato is a former professional baseball player who said he had to close his gym businesses (CrossFit Archangel in Glendale) during the pandemic. He was the aggressor in the debate, insisting several times that Lesko has not done enough to help small businesses.

“Her enablement is why 200,000 Americans are dead ... why tens of thousands of small businesses have been destroyed,” Muscato charged.

Lesko was dismissive of the harsh words of Muscato, who painted Lesko as a disciple of President Donald Trump.

Indeed, Lesko boasted, “I’ve flown on Air Force One three times.”

Lesko said Trump responded to COVID-19 appropriately, starting with a travel ban early in the crisis. “I think the president has done a good job,” she said. “Now he is doing Operation Warp Speed. I think we’ll get a vaccine maybe by the end of the month.”

And, she added, “I’ve voted for three coronavirus aid bills. ... In the realm of things, we’ve done a good job.”

Asked about her personal philosophy on wearing masks, Lesko again alluded to Trump: “I try to take as much precaution as possible. I’ve gone to the White House several times—they always test you before you see the president,” she said.

Muscato said he has seen Lesko at Trump rallies, “fist-pumping like a fan I would see at a concert”—rather than focusing on helping local businesses, as Muscato pledged to do.

“This county is hurting,” Muscato said. “And the reason it’s hurting is leadership has done nothing but bend the knee to the president without getting the job done.”

Lesko countered that Trump is a business leader. “Quite frankly, he’s done a fantastic job on the economy,” she said.

And, Lesko said, she voted for a pandemic-related, loan-forgiveness program: “The Paycheck Protection Program helped thousands of businesses in

Arizona.”

When she questioned why Muscato didn’t receive the funding, he responded, “I’m not Oliver Twist and I’m not going to reach out and say, ‘Please sir, can I have some more.’”

A moderator asked Lesko about wording on her website, which he said quoted advice that people who are not sick should not wear masks.

“My website says what?” Lesko responded. “I always wear masks, even before there was a mandate. ... If my website says that, I’m going to talk to my staff to remove that immediately.”

Ballots in the mail According to the Maricopa County Department of Elections, early ballots are being mailed starting Wednesday, Oct. 7.

In-person voting began Oct. 7, through Election Day, Nov. 3.

Registered voters can vote by mail or in person.

The Nov. 3 election is the final election held between nominees of various parties, as well as nonpartisan races including school board elections, bonds, ballot propositions and initiatives.

While some races are fiercely contested, Legislative District 30 is decidedly unexciting. Robert Meza and Raquel Teran are the only two on the ballot for the two LD 30 House of Representatives positions, and Tony Navarrete is the only name on the ballot

for Arizona Senate District 30.

“Because of the need for physical distancing and heightened safety protocols, voting locations may have moved, but we are expanding access through a Vote Center model. Voters may now choose from any voting location, rather than just one assigned location,” said Scott Jarrett, director of Election Day and emergency voting with the Maricopa County Elections Department.

“These large locations will also be able to check in more voters at a time, and are located across the county, including on tribal land and in rural areas to ensure in-person voting continues to be an option for all communities.”

According to the Elections Department, nearly 78% of Maricopa County’s nearly 2.5 million registered voters have already requested a ballot in the mail.

Voters have the option to return their early ballot by mail by Oct. 27 or drop it off at any Vote Center or secure ballot drop box by 7 p.m. on Election Day. The Elections Department is also adding new, drive-thru drop boxes in the parking lots of sport stadiums across the county. Voters will be able to return completed ballots in their signed and sealed green affidavit envelope from their vehicles.

Teenager shot by Peoria officer

BY PEORIA TIMES STAFF On Sept. 28, a Peoria police officer shot a 15-year-old who allegedly was driving at the officer’s car.

The boy was taken to a hospital with injuries not believed to be life threatening, said police spokesman Brandon Sheffert.

According to Sheffert, the officer was parked when “a vehicle slowly drove by him eastbound on West Monroe Street. The vehicle then turned south on North 87th Avenue and abruptly made a U-turn to quickly turn back north on 87th Avenue,” Sheffert said.

quickly made a left turn in the intersection and drove directly at the sergeant’s vehicle. Due to the erratic behavior of the driver and the fact that the vehicle was heading directly at the sergeant, he fired at least one round at the driver, striking the driver in the face.”

Sheffert said the sergeant was wearing a body-worn camera but the camera was not activated at the time of the shooting.

Asked for an update, Sgt. Amada Gaines of the Peoria Police Department replied Oct. 6, “At this time, no charges have been filed. The suspect is no longer in our custody, so I have no information on his medical status.”

PUSD board candidates weigh in on bond, override

A crowded field of nine candidates are running for three openings on the Peoria Unified governing board.

Seven of the candidates answered questions from the public during a Sept.

21 online forum hosted by the Peoria United Parent Council.

While Linda Busam and Rebecca Hill did not attend, CJ Williams, Kirk Hobbs, Davita Solter, Kacie Franklin, Bill Sorensen, Devon Updegraff-Day and David Sandoval answered questions.

Three of the five PUSD board seats are on the ballot. Sandoval is seeking reelection. His fellow board members Beverly Pingerelli and Judy Doane will not be in the running for reelection.

A key topic at the forum was the bond and override on the Nov. 3 ballot.

In May, the Peoria Unified governing board voted to request a 13% mainte-

nance and operations (M&O) budget override continuation election. A 2019 PUSD request for a 15% override narrowly failed.

The board also voted to put a $125 million bond on the ballot.

While Sorensen, Williams, Franklin, Sandoval and Solter supported the bond and override, Hobbs and Updegraff-Day expressed reservations.

“I believe in bonds and overrides. A few years ago, when I was on the first bond and override committee, I voted for a $149 million bond. But right now, when it comes to bonds and overrides, the district is in a vulnerable position,” Hobbs said.

“It doesn’t really matter what I support; the most important question is what the community will support. Seven out of 10 households don’t have school-aged kids. Historically, we have not done a good job of explaining to those houseSEE CANDIDATES PAGE 8

County approves Rose Estates

During a three-hour meeting Sept.

16, the Maricopa County Board of Supervisors tackled 80 agenda items. Two items pertained to the Rose Estates.

The Rose Estates property is 163 acres of abandoned ranch and gravel quarries near 115th Avenue and Williams Drive in Peoria.

The board approved the request for a comprehensive plan amendment (CPA) for residential use, instead of commercial.

According to the agenda packet, “The applicant’s request is to amend the plan’s land-use designations by having the majority of the site as Small Lot Residential and keep a portion of the site’s existing Open Space designation intact. The areas that will remain with a designation of Open Space are areas adjacent to and part of the Agua Fria River.

“This amendment will transform the existing abandoned ranch and sand/ gravel quarries of the site into a residential neighborhood that is compatible with the adjacent residential land uses of the area.”

A condition in the Rose Estates requires that the number of residential units not exceed 440. The board approved this motion, which also called for a zoning change that would allow for more space between residential lots to compete with the surrounding area.

The request by Jordan Rose noted a planned extension of Deer Valley Road. A bridge over the river from the existing Deer Valley Road southeast of the site would connect to Williams Drive to the west of the site.

“This new street extension will cross the southern boundary of the site and create the primary access to the new community,” the application noted.

A residential community would be a dramatic shift for this area.

As the application noted, the site had been ranched with livestock for the past 90 years.

In 2001, the north portion of the ranch was leased to Vulcan Materials for a sand and gravel operation.

But “mining operations have not been active for the last eight years and the mining exemption will be relinquished once this CPA with zone change is approved,” according to the application.

The request noted “areas to the east and west have developed as single-family residential neighborhoods.

Moreover, with the development of the Loop 303 freeway to the northwest of the site and the imminent expansion of Deer Valley Road has demonstrated that the site is ready for a residential community.”

The Maricopa County Board of Supervisors also approved over $46 million in budget changes to the CARES act in a meeting on Sept. 16.

The changes included reallocating $40 million to supporting small businesses and over $6 million to homelessness response and prevention. As a result, the budget for health and emergency response was reduced by over $16 million, and the budget for county services and workspaces was reduced by $30 million.

“We saw, after a while here, a huge demand from our small businesses for support. This $40 million being committed to small businesses is the right thing to do,” said board Supervisor Bill Gates.

The alterations also made it possible for businesses to receive up to $25 thousand in aid, which is $15 thousand higher than the previous ceiling.

Another stipulation in the motion removed the requirement that businesses not receive other outside aid to qualify.

“Many businesses received payroll protection program funding. What we recognize now is that it helps them with payroll, which is a really large expense, but it doesn’t necessarily help them with their other operating expenses,” Leanne Bone said.

Approved alterations to the CARE Act also included alterations to how the $10 million budget for individuals and families is used. Under the newly approved allocation, $3 million would be directed toward food bank assistance and nearly $7 million would go toward a utility assistance program.

City of Peoria moves to phase two of reopening

Peoria is taking small, cautious steps toward normalcy.

After a continued decline in COVID-19 cases across Maricopa County, the city of Peoria is proceeding with phase two of the city’s COVID-19 Recovery Plan.

This will expand facility access and related programming.

“As mayor, the well-being of Peoria residents has been at the forefront of my thoughts and actions as I have been monitoring the COVID-19 guidelines put forward by top public health officials,” said Mayor Cathy Carlat.

“I am pleased to see the downward trajectory in cases and the important milestones we’ve surpassed, allowing us to safely move into phase two. I am grateful to all Peoria residents for exercising caution as we open up these significant community amenities.”

Since May 18, the city has been operating in phase one with extra sanitation, physical distancing and facial mask protocols.

Phase two allows for further easing of restrictions with the use of amenities like picnic facilities, including: • Ramada rentals are available for less than 50 people.

• Field reservations will resume with moderate restrictions.

• Dial-a-Ride shared rides will resume with moderate restrictions.

• Organized sports will resume with modified rules and scheduling.

• The Rio Vista Recreation Center remains open and continues to operate per the Arizona Department of Health Services (ADHS) requirements.

• Peoria’s two libraries will remain open with reduced group sizes and expanded access to technologies, collections and resources.

• The Peoria Community Center will also reopen, with group sizes limited to 50 participants. Food programs for vulnerable populations that are facilitated through the center will continue to be delivered.

• As local schools begin resuming on-site instruction, Peoria’s AM/PM

Before and After School Program will resume with a 1 to 20 staff-student ratio and strict sanitation and social distancing protocols.

• City public meetings will open to the public with strict sanitation, moderate occupancy and social distancing protocols.

Until phase three begins, all city facilities and programs will operate under moderate physical distancing protocols and facial masks will continue to be required.

The city of Peoria will be evaluating and gradually implementing fall programming and events while continuing to monitor health trends and ADHS data.

Throughout all the phases, high standards of cleanliness, physical distancing, personal hygiene, and health and safety policies will be in place and enforced. As the city’s plan rolls out, Peoria residents are also encouraged to continue practicing good hygiene, physical distancing, wearing facial masks when physical distancing is not an option, and following the recommendations provided by

holds why we need an additional tax bond dollar,” Hobbs continued.

Updegraff-Day said she supported the bond and override years ago but now wants to see transparency in financial decision making.

“I think, like any voter and any taxpayer, we want accountability and we want action and effort to show that there are being responsible financial decisions that are being made,” said Updegraff-Day. “For example, you know that art center from the Challenger and Sunrise high school, yes, it’s fabulous—but with that $1.6 million, when you look at the significant deficits that need to be done in building renovations, that could have covered one of those schools. So, was that necessary? No,” Updegraff-Day continued.

Sorensen, former principal of Centennial High, explained why he supports the bond and override.

“I am a fiscal conservative, Dave Ramsey, ‘financial peace’ person, so I am not into thinking that increased revenue is automatically going to solve an issue.

However, as a leader, I know what our

facilities look like. I know that we still have chalkboards,” said Sorensen. “We need additional resources to ensure we are optimizing success.”

Williams supported both the bond and override and outlined his perspective.

“I do support the bond and override measures. Our state hasn’t fully funded public education to the constitutionally legislatively required levels in decades.

They’ve really counted on that burden being shifted to local taxpayers through bonds and overrides. So, I struggle with that, but we have to take that into our hands. This is our community that we’re talking about and these are our schools we’re talking about, and I think that’s an important investment worth making,” said Williams.

“As we think about what that investment will allow us to maintain, we look at people and programs, the positions that allow us to invest in those support services and those wraparound services for our students that help to keep class sizes down. I think they could and should be smaller. I think research supports that.”

Franklin mentioned people and pro-

grams in her thoughts on the school funding request.

“I absolutely support the bond and override. I was lucky enough to be in a position to chair the political action committee that supported the bond in 2018.

We had needs then, and those needs have continued to today,” Franklin said.

“Then you add in the override. The people and programs that our override supports, things like full-day kindergarten, school nurse, assistant principals, and those needs are so vital to taking care of our kids and taking care of our teachers and community as a whole. If we don’t continue that override where it’s at right now—this is not a tax increase— then our community is going to feel that pain and feel that suffering as we start to lose those funds next year.”

Sandoval outlined thoughts on the bond and override spanning back four years.

“I’ve supported the bond and override since I was elected on the board back in 2016. We needed them then and we desperately need them now, without question. We’re the only district of our size

and unified that moves with a 13% override,” Sandoval said.

“One of things that I am proud of is that we did listen to the community before going out and accessing the needs of our bonds and the override percentage to understand what their priorities are and even from a point of what their potential financial exposure would be,” Sandoval continued.

Solter raised the idea of teachers leaving the district in supporting the funding requests.

“I do support the bond and override and have my sign proudly displayed in my front yard and post about it on my Facebook page. ... I believe that one of the things we have to look at is the salary and benefits schedule for our employees,” Solter said.

“We used to be the school district that everybody wanted to be in because of our salary and benefits, and that’s no longer the case. Teachers are leaving and going to other school districts and making $5,000 to $10,000 more than they’re making at PUSD,” Solter continued.

School funding and boards on the November ballot

In addition to weighing in on state and national representatives, Peoria voters will decide on school funding.

The Peoria Unified School District is asking for a continuation of a 13% maintenance and operations (M&O) budget override and a $125 million bond election. According to information provided by PUSD, “If approved, the M&O override continuation would continue to provide $28 million of additional funding each year to fund health care professionals, physical education, arts education, music, chorus and assistant principals on district campuses.”

Voters approved the current 13% override in 2015. But an increase to 15% narrowly failed last fall.

PUSD voters first approved a 10% override in 1996 and renewed overrides in 2001, 2006 and 2012.

In 2015, voters approved a 13% override. The authorization lasts for seven years and phases out over the

last two years if not renewed or replaced with another voter-approved initiative.

If approved, the override will result in an estimated average annual tax rate of $1.4486 per $100 of limited assessed valuation for residential property owners.

The tax rate associated with the district’s existing bond sales and the new $125,255,000 bond authorization would be $1.4781 per $100 of limited assessed valuation for a residential homeowner in the district.

In school board races, five candidates will be on the ballot for the Deer Valley Unified School District board and four for the Glendale Elementary School District board. Both districts have three seats open and had one candidate withdraw.

A robust field of nine candidates will fight for three Peoria Unified School District governing board seats.

Seven of the candidates participated in a Sept. 21 forum sponsored by the Peoria United Parent Council.

Peoria Unified receives Certificate of Excellence in Financial Reporting

The Certificate of Excellence recognizes that Peoria Unified has met the COE program’s standards for financial reporting and transparency. Peoria Unified earned the Certificate of Excellence for its Comprehensive Annual Financial Report for the fiscal year ending in 2019.

“The COE’s mission is to promote

and recognize excellence in financial reporting, specifically through a district’s CAFR,” ASBO International Executive Director David Lewis said.

“The CAFR informs stakeholders about the financial and economic state of the district, making it an important communication tool for building trust and engaging with the school community.”

Flu shots important decision for seniors this year

Getting vaccinated for the flu this fall is more important than ever. Not only will a flu shot help keep you and your family healthy, it can help reduce the strain on our health care system and keep hospital beds and other medical resources available for people with coronavirus disease 2019 (COVID-19).

This is no ordinary flu season; it’s a flu season amid a pandemic. With two dangerous viruses going around at once, it’s time for us to protect our communities by getting the vaccine we already have: the flu vaccine.

A flu shot won’t protect you against COVID-19, but it has many other important benefits. Flu vaccines have been shown to reduce the risk of flu illness, hospitalization and death.

According to the Centers for Disease Control and Prevention (CDC), there’s no evidence that a flu vaccination increases your risk of getting sick from a coronavirus, like the one that causes COVID-19.

Those at high risk for flu complications include young children, pregnant women, people 65 years and older and people with certain chronic health conditions. Anyone who is 6 months old or older should get a yearly flu vaccine.

The CDC recommends getting vaccinated in September or October, but a flu shot anytime during the flu season can help protect you.

Flu season in North America rarely

begins before early October and usually lasts from December to March. In the past two years, the peak activity has occurred around mid-to-late February.

Your body needs two weeks after a shot to develop a protective response to the influenza virus, so your best bet is to get vaccinated before the flu rate begins to climb.

Workplaces and other settings that usually provide flu shots may not do so this season because of the challenges of maintaining social distancing. For more information on where you can get a flu vaccine, visit vaccinefinder.org.

When going to get a flu shot, please practice everyday preventive actions and follow the CDC’s recommendations for running essential errands. Ask your doctor, pharmacist or health department if they are following CDC’s vaccination pandemic guidance. Any vaccination location following CDC’s guidance should be a safe place for you to get a flu vaccine.

Medicare Part B covers one flu shot per flu season per beneficiary. You pay nothing for a flu shot if your doctor or other qualified health care provider accepts Medicare payment for giving the shot.

If you have a child over 6 months old who qualifies for Medicaid or the Children’s Health Insurance Program (CHIP), you may also qualify for a flu vaccination at no cost to you.

What’s the difference between flu and COVID-19?

Influenza (flu) and COVID-19 are both contagious respiratory illnesses,

but they’re caused by different viruses. COVID-19 is caused by infection with a new coronavirus (called SARSCoV-2), and flu is caused by infection with influenza viruses. Because some symptoms of flu and COVID-19 are similar, it may be hard to tell the difference between them based on symptoms alone, and testing may be needed to help confirm a diagnosis.

It is possible to have flu and COVID-19 at the same time. Health experts are still studying how common this can be.

While it’s not possible to say with certainty what will happen in the fall and winter, CDC believes it’s likely that flu viruses and the virus that causes COVID-19 will both be spreading.

CDC has developed a test that will check for A- and B-type seasonal flu viruses and SARS CoV-2, the virus that causes COVID-19. This test will be used by U.S. public health laboratories. Testing for these viruses at the same time will give public health officials important information about how

flu and COVID-19 are spreading and what preventive steps should be taken.

So please protect yourself, your family and your community by getting a flu shot this fall.

Nationwide airline layoffs hit hundreds of workers in Arizona

To American Airlines flight attendant Robyn Walters, her co-workers are like family. That made it all the more difficult when she had to say goodbye to colleagues who were working their last flights before being furloughed.

“It’s been absolutely heartbreaking,” Walters said. “They’re being separated from a career they’ve grown to love.”

Union officials said nearly 200 of Walters’ fellow Phoenix-based flight attendants were among 19,000 American Airlines employees furloughed or laid off nationwide Oct. 2, one day after the end of a federal stimulus package that had been preserving airline jobs for the past six months.

The total furlough count for Phoenix, a hub for American, stands at about 300, said company spokesman Matt Miller. That number is “still a bit fluid,” he cautioned, primarily because it does not account for furloughed ground workers at other sites who can displace employees in Phoenix who have less seniority. That process, called “bump and roll,” will conclude by the end of the month, Miller said.

American was not the only U.S. carrier fur-

loughing workers, but the number affected in Arizona from other airlines was not immediately available.

The furloughs at American were not as high as they would have been, “largely because we were able to mitigate some furloughs through voluntary early-out (retirement) and leave programs put into place in recent weeks,” Miller said. He could not provide numbers for how many employees in Phoenix took such options but said the number company-wide was about 23,500.

of Professional Flight Attendants. In all, he said, the number of flight attendants in Phoenix has gone from about 1,900 last October to about 1,000 today.

“It’s unbelievable to me how much Phoenix has been affected,” he said.

There’s a chance the furloughs will be short-lived. American CEO Doug Parker told U.S. Treasury Secretary Steve Mnuchin the airline would reverse the furlough process and recall employees if Congress and the White House agree to a new aid deal within the next few days, according to a letter Parker sent to employees Sept. 30.

In a similar letter to United Airlines employees, CEO Scott Kirby said, “We implore our elected leaders to reach a compromise, get a deal done now, and save jobs.”

The original stimulus, the Payroll Support Program (PSP), was part of the $2 trillion Coronavirus Aid, Relief and Economic Security (CARES) Act passed in March. The PSP allocated $25 billion to passenger airlines to meet payrolls and prohibited carriers who took the money from conducting any involuntary layoffs or furloughs through Sept. 30.

Negotiations on a new federal aid package that would include an extension of the PSP are ongoing between Mnuchin and House Speaker Nancy Pelosi, according to Parker’s letter, which also said there are efforts to produce a standalone PSP if the larger bill

fails. The airlines and unions are asking for an extension through March.

“Unfortunately there are no guarantees that any of those efforts will come to fruition,” Parker said.

If they don’t, the process of bringing employees back once the furlough is over becomes more complicated, Hartshorn said.

“The thing about layoffs with FAAtrained employees, such as flight attendants and pilots, is once you lay them off for a period of time, there are strict regulations to bring them back,” he said.

“We don’t just get called on a Tuesday and say show up on a Friday,” Hartshorn said. “We have to go through mandated training and everything.”

If the furloughs go on long enough, those workers will not only lose income but would be without health insurance as well, Hartshorn said. The union’s contract says furloughed employees can keep their health insurance from two weeks to four months, depending on how long they have been with the company, he said.

“Eventually they will all lose access to their health care in the middle of a pandemic,” Hartshorn said. “That’s perhaps one of the most devastating realities of this whole thing.”

Walters, who also serves as a regional representative for the flight attendants’ union, said that makes a furlough “very scary for anyone who is currently fighting an illness, anyone

who has a family member, a dependent, a spouse, a partner or a child that has any kind of health condition.”

Some of her colleagues will not have to worry about that, for now at least, because of the compassion of their co-workers.

“I know a lot of flight attendants who

have taken leave in hopes of saving a job for someone else,” Walters said. “I think that that is extremely admirable, and I am very proud to work alongside those people.

“This is a very, very caring workgroup, who thinks about each other and takes care of each other,” she said.

Centennial looks to bounce back for another playoff run

Each year, Centennial High football head coach Richard Taylor gives his players homework before the start of the season The assignment: Make goals for the year.

“Goals aren’t up to me,” Taylor said.

“I always ask the kids what the goal is.”

Coming off a 9-2 season, the Coyotes have set some lofty expectations for themselves.

“Our goal is to go undefeated, win the state championship and have a great year,” said senior DJ Gleash.

One of his goals will not be attained, after a crushing 42-0 loss to Hamilton High Oct. 2. Centennial looks to rebound Friday, Oct. 9, when it takes on Mountain Pointe.

If Centennial bounces back for a playoff run, Gleash will have likely played a key part. As a junior, the defensive end racked up 14.5 sacks and earned postseason awards at the 5A level from local media outlets. Centennial has since moved to the 6A Conference and will play one of Arizona’s toughest schedules.

Gleash, listed at 6-foot-4, 215 pounds, will see an expanded role and take the majority of the snaps this season at tight end on offense. To say he’s excited for the challenge would be an understatement.

“I want to be in every snap,” Gleash said. “I can take a break whenever I need it, but I don’t think I’ll be needing many breaks.”

Gleash has been playing on both sides of the ball as long as he’s been playing football. He recognizes how it makes him smarter and an all-around better player.

“Playing both ways helps my mental game tremendously,” he said. “On defense I can read the offense well, and

on offense I can see where the other team is going and make my play.”

Gleash and the Coyotes’ expectations for themselves this season may not be so farfetched, especially when reflecting back on the 2019 season.

Centennial’s only regular-season loss came against Southern California powerhouse Mater Dei, led by quarterback

Bryce Young, who has already seen game action as a true freshman for the Alabama Crimson Tide after winning every award imaginable in his final high school season.

Centennial then steamrolled its way through its section games, setting up an Open Division matchup against Hamilton. The Coyotes were defeated 28-19,

a painful way to end a stellar season.

Daxon Lindholm, a senior, still has a sour taste in his mouth from the Open Division loss to Hamilton. But in true storybook fashion, the Coyotes had a shot at revenge in the season opener, as they traveled to face the Huskies.

“I love it,” Lindholm said before the game. “I know a lot of kids that play at Hamilton. It’ll be a real showdown because we can prove everyone wrong after last year.”

As a junior, Lindholm rushed for over 450 yards and five touchdowns, averaging 8.6 yards per carry, and also caught 12 passes. He’s one of the four leading rushers from last season that return for Centennial, including James Scott, who led the team with 524 rush yards and four touchdowns.

Taylor said it’s great to have them back, especially with how much Centennial tends to rely on the run.

When the Coyotes do throw the ball, it will come from the arm of Josh Gasca. As a junior, he did not see much action behind Jonathan Morris, now playing collegiately at Rocky Mountain in Montana.

That isn’t to say Gasca is an unknown or question mark.

“Josh has been my quarterback since eighth grade, and he’s never failed to impress,” Lindholm said. “He’s totally adapted to the offense, and I couldn’t be more proud of him.”

Centennial aims to continue its overall run of dominance.

The Coyotes are a stunning 49-6 the last three seasons. But with COVID-19 impacting the offseason, the preparation for this year has been anything but normal. In fact, this was the first week the players were allowed to be in the locker room before and after practice.

“Now that we have the locker room we are a lot more comfortable with each other,” said senior linebacker Devin Sanchez. “We’ve gained a lot of chemistry.”

The message from Abrazo Health: Delaying care may hamper effective treatment.

“A mammogram can save a life” is the reminder this month.

Dr. Linda Greer, a breast imaging specialist at Abrazo Health, has seen the value of early detection time and again during her medical career spanning more than 25 years in Phoenix.

“We are here to help you fight breast cancer with information, advanced technology and compassionate medical care,” she said.

“October is Breast Cancer Awareness Month, and with regular screenings, advances in imaging technologies are leading to more accurate diagnoses so breast cancer can be detected and treated in its earliest stages,” Greer said.

“You should not delay preventive care, even during the pandemic.”

Nearly 80% of breast cancers occur in women with no family history or known risk factors. Cancers in younger women tend to be more aggressive, added Greer, so early detection is critical.

Many women with breast cancer have had no symptoms, which makes screening so important.

The American Society of Breast Surgeons and the American College of Radiology recommend screenings as early as age 40, but those with a

family history may consider being screened sooner. For women at high risk or who have been found to be positive for the BRCA1 or BRCA2 gene mutation, screening should begin between the ages of 25 and 30.

“Women should be proactive about knowing their breast density and risk assessment value, and no matter their schedule, make time to get screened,” Greer said. “If you think you may be at risk, please talk to your doctor about recommendations for screenings and how often you should get them.”

Ten years ago, our granddaughter Tessa was born in critical condition. Her lungs were full of infection. She almost died. My wife Becky and I were called in the middle of the night to come to Banner Thunderbird Hospital and say our goodbyes to 1-day-old Tessa. It was a horrible experience.

Tessa’s 10-year-old birthday was Sept. 8, 2020. She is bouncy, enthusiastic, sharp as a tack, and radiates joy wherever she goes. You would never know that Tessa spent 25 days in two neonatal ICUs. Allow me to share a letter that Tessa’s mother, and my daughter Kristin, wrote on Tessa’s 1-year-old birthday. Kristin wrote a thank-you letter from Tessa as if Tessa wrote it. Kristin sent Tessa’s letter to three different hospitals in the Phoenix area and the doctors and nurses, who became life givers during Tessa’s crisis. Read on.

Masks on as Peoria Unified schools reopen

After reopening classrooms for kindergarten through second grades the previous week, Peoria Unified School District has welcomed back the rest of its students.

Included in the reopening were high schools in Peoria and Glendale.

“We know there are people who are apprehensive about what school is going to look and feel like, and we have been sharing our mitigation procedures and safety plans in order to begin school in a positive and safe environment for our students and staff,” Superintendent Dr. Jason Reynolds said.

Some of the safety procedures Peoria students and staff have to follow include wearing masks all day, physical distancing when possible and giving families a continued virtual learning option.

There are families who decided to keep their students virtual for the rest of the semester, district officials said.

“We have students who are still online who are looking for ways to connect with their school and friends, which is also important to us,” Reynolds said. “We want our students, parents and staff to feel supported and to reach out to us if they have concerns.”

Students who are attending in-person class notice the absence of their peers.

Victoria Sutton, a Centennial High School senior, said parts of the school felt like a “ghost town” with a “more than half”-empty parking lot.

“I’m a senior this year and have spent my past three years in high school greeted by a parking lot full of cars.

This was not the case on the first day,” Sutton said. “It seems like a privilege to attend school now, since we know that about one-third of Centennial’s students aren’t joining us this semester.”

students back in person are experiencing school in a different way because of the COVID-19 pandemic.

“Our hallways are now only oneway, which increases the amount of traffic in the two-way sections of the school,” Sutton said. “I understand what they were trying to accomplish with social distancing, but it seems a little counterproductive to move people from one area and cram them into another.”

Students are also experiencing changes in how clubs and organiza-

tions operate in an attempt to continue involvement for all students regardless of how they are learning this semester.

“Lots of clubs have changed their meeting days and now operate both online and in person. I am president of both NHS (National Honor Society) and Math Society, and it’s been a challenge recruiting new members and keeping current ones engaged,” Sutton said. “Although, I don’t think this has made school spirit go down. If anything, it’s made it improve.”

Students have created their “own

families” in their clubs, learning to “embrace” the relationships that they make, Sutton said.

While students and staff learn to adjust to the way they attend schools in Peoria, sustaining opening is the next step for the district.

“All of this work that has been done in preparation of reopening our schools does not stop now,” Reynolds said. “We need to remain focused on the physical and emotional well-being of our community and continue to support our students and staff.”

Title 37, notice is hereby given that the State of Arizona through its Arizona State Land Department (“ASLD”), will sell at Public Auction to the highest and best bidder at 11:00 a.m. on Tuesday, October 27, 2020, at the Arizona State Land Department, 1616 West Adams Street, Lower Level Auditorium, Phoenix, Arizona, trust lands situated in Maricopa County to wit: TOWNSHIP 4 NORTH, RANGE 1 EAST, G&SRM, MARICOPA COUNTY, ARIZONA PARCEL: M&B IN W2SW, SECTION 04, CONTAINING 26.143 ACRES, MORE OR LESS. LOCATION: SWC OF YEARLING ROAD AND LAKE PLEASANT PARKWAY, PEORIA, ARIZONA BENEFICIARY: PERMANENT COMMON SCHOOLS (INDEMNITY SELECTIONS) PROPERTY INFORMATION: (A) The complete legal description of Land Sale No. 53-121172 (the “Sale Parcel”) is available in its respective file.

(B) The Sale Parcel has been appraised at $3,775,000.00 (“Appraised Value”).

(C) There are no reimbursable improvements on the Sale Parcel.

(D) The complete file associated with the above-described Sale Parcel is open to public inspection at the ASLD, 1616 West Adams Street, Phoenix, Arizona, from 8:00 a.m. to 4:30 p.m., exclusive of holidays and weekends. BIDDING INFORMATION: (A) Prior to the date of auction, a prospective bidder shall perform his/her own due diligence including, without limitation, researching the records of local jurisdictions, all ASLD files pertinent to the auction and the Sale Parcel, including, without limitation, ASLD File No. 53-121172, and files of all other public agencies regarding the Sale Parcel.

(B) On the date of auction, a prospective bidder, or a representative of a prospective bidder, other than the registered broker/salesperson, if any, shall attend and bid on behalf of a prospective bidder.

(C) Prior to the start of bidding, a prospective bidder shall sign an affidavit agreeing that: they have undertaken due diligence in preparation for the auction; they are purchasing the Sale Parcel solely upon the basis of their own due diligence and investigation of the Sale Parcel and not on the basis of any representation, express or implied, written or oral, made by ASLD or its agents or employees, except as set forth in writing herein; their representative is authorized to bid and bind the bidder; and they are purchasing the Sale Parcel AS IS. (D) Prior to the start of bidding, a prospective bidder must show ASLD’s representative a Cashier’s Check made payable to “Arizona State Land Department” in the amount specified under Terms of Sale Paragraph (F) below. If the prospective bidder is not the applicant, the amount of Cashier’s Check shall be $500,745.00. If the prospective bidder is the applicant, the amount of Cashier’s Check shall be $490,950.00.

(E) A prospective bidder who has complied with Paragraphs (A) through (D) above shall be deemed a “Registered Bidder” and may bid at the auction. ASLD shall only consider bids by Registered Bidders.

(F) The bidding will begin at the Appraised Value of $3,775,000.00. A bid for less than the Appraised Value of the Sale Parcel will not be considered. Additional bidding must be made in minimum increments of $100,000.00. Bidding will be conducted orally.

(G) The time of sale shall be deemed to be the time of declaration of the highest and best bid (the “Time of Sale”). A Registered Bidder whose bid is declared the highest and best bid shall be deemed the “Successful Bidder”. The amount of the highest and best bid shall be deemed the “Sale Price”.

(H) To comply with A.R.S. § 37-240(B), ASLD shall require that the Successful Bidder must be authorized to transact business in the State of Arizona no later than ten (10) business days after the date of the auction.

(I) Pursuant to A.R.S. § 37-241(C), in the event of forfeiture by the Successful Bidder, the ASLD Commissioner may declare that the bid placed before the final bid accepted is the highest bid, and that bidder has five (5) days after notification by ASLD to pay by cashier’s check all amounts due under Terms of Sale Paragraph (F) below.

(J) Persons with a disability may request a reasonable accommodation such as a sign language interpreter, by contacting the ADA Coordinator, at (602) 542-2629.

Requests should be made as early as possible to allow time to arrange the accommodation.

TERMS OF SALE: (A) The Sale Parcel shall be purchased in an “AS-IS” condition “WITH ALL FAULTS”, with no representation or warranty being made by ASLD of any type or nature. ASLD makes no warranty as to the following: (a) the physical condition or any other aspect of the Sale Parcel, including, but not limited to, the uses to which the Sale Parcel may be put, the ability to construct additional improvements or modify existing improvements on any portion of the Sale Parcel or the ability to obtain building permits for any portion of the Sale Parcel, the conformity of the Sale Parcel to past, current or future applicable landscaping, parking, zoning or building code requirements, the existence of soil instability, past soil repairs, soil additions or conditions of soil fill, susceptibility to landslides, sufficiency of undershoring, water retention characteristics of the Sale Parcel, drainage onto or off of the Sale Parcel, the location of the Sale Parcel either wholly or partially in a flood plain or a flood hazard boundary or similar area, or any other matter affecting the stability or integrity of the Sale Parcel or any improvements constituting the Sale Parcel; or (b) the sufficiency of the Sale Parcel for purchaser’s purposes or as to its continued operating conditions or usefulness. All implied warranties, including, without limitation, WARRANTIES OF MERCHANTABILITY OR FITNESS FOR A PARTICULAR PURPOSE, are hereby expressly disclaimed.

(B) The Sale Parcel is sold subject to existing reservations, easements and rights of way.

(C) ASLD does not represent or warrant that access exists over lands which may intervene respectively between the Sale Parcel and the nearest public roadway.

(D) Pursuant to A.R.S. § 37-231, the State of Arizona or its predecessor in title, reserve and retain all rights and all forms of access to all oil, gas, minerals, hydrocarbon substances and gaseous substances or any other material which is essential to the production of fissionable materials as provided by the rules and regulations of ASLD and the laws of Arizona.

(E) Immediately following the Time of Sale, the Successful Bidder must sign an affidavit which states without limitation that he/she is the Successful Bidder and the amount of the Sale Price.

(F) Immediately following the Time of Sale, the Successful Bidder shall pay the following to ASLD by a cashier’s check: 1) 10% of the Appraised Value of the Sale Parcel, which is $377,500.00; 2) A Selling and Administrative Fee of 3% of the Appraised Value of the Sale Parcel, which is $113,250.00; 3) Estimated Reimbursable Legal Advertising Costs of $5,000.00; 4) Reimbursable Appraisal Fee of $2,495.00; 5) Estimated Reimbursable Costs and Expenses of $2,300.00, a portion of which amount may be refunded to the Successful Bidder if the Successful Bid-

der is not the applicant and the Actual Reimbursable Costs and Expenses are lower; and 6) A Patent Fee of $200.00.

The total amount due at the Time of Sale is $500,745.00 (less $9,795.00 if the Successful Bidder is the applicant, for a total amount due of $490,950.00).

(G) Within thirty (30) days after the date of auction the Successful Bidder must pay: 1) The full balance of the Sale Price; 2) A Selling and Administrative Fee of 3% of the Sale Price, less the amount paid under Terms of Sale Paragraph (F)(2) above; and 3) The actual Legal Advertising Costs, less the amount paid under Terms of Sale Paragraph (F)(3) above.

(H) THE ENTIRE SALE PRICE, TOGETHER WITH THE AMOUNTS SPECIFIED IN (F) AND (G) ABOVE, SHALL BE DUE WITHIN 30 DAYS OF THE DATE OF AUCTION. (I) When and if a Patent has been issued to the Successful Bidder by ASLD, a Broker Commission shall be paid from the Selling and Administrative Fee collected by ASLD pursuant to A.R.S.§ 37-107(B)(1) to a broker otherwise eligible to receive a commission under A.A.C. R12-5-413. The Broker Commission shall be $35,000.00. Any portion of the Selling and Administrative Fee collected in excess of a brokerage commission paid shall be collected and retained by ASLD. (J) If the Successful Bidder fails to complete all payments as stated in this auction notice, the Successful Bidder shall forfeit all amounts paid, which amounts shall be deemed rent for the Sale Parcel pursuant to A.R.S. § 37-241(C)(1).

ADDITIONAL CONDITION(S): The Patent for the Sale Parcel shall include the following conditions and restrictions: There may be Register Eligible Site or Sites located within the subject property, which could include information significant in this state’s history, architecture, archaeology, or culture and may meet eligibility criteria, which the Arizona State Parks Board has established for listing on the Arizona Register of Historic Places, or which meet eligibility criteria for listing on the National Register of Historic Places. If ground-disturbing activities will or may impact one or more Register Eligible Site or Sites, patentee shall consult with the State Historic Preservation Office and otherwise take such actions as are necessary to avoid, preserve, protect, or mitigate impacts on the Register Eligible Site or Sites. In the event that avoidance, preservation and protection of the Register Eligible Site or Sites cannot be accomplished, patentee shall ensure a Data Recovery Plan is developed in consultation with and acceptable to, the Arizona State Museum and the State Historic Preservation Office, or their successor agencies, and the Data Recovery is implemented and completed prior to the Register Eligible Site or Sites being affected. The artifacts and records recovered from the subject property shall be curated according to the Arizona State Museum Conservation and Curation Standards as established in rules implementing the Arizona Antiquities Act. If human remains are encountered during ground-disturbing activities, all work must immediately cease within 30.48 meters (100 feet) of the discovery and the area must be secured. The Arizona State Museum must be notified of the discovery. All discoveries will be treated in accordance with Arizona Revised Statutes (A.R.S. § 41-844 and A.R.S. § 41-865) and work must not resume in this area without authorization from the Arizona State Museum.

These conditions shall run with the subject property, and be binding on the patentee’s heirs, successors, and assigns.

BROKER INFORMATION: In the event a prospective bidder is represented by a licensed Arizona Real Estate Broker or Salesperson seeking a broker commission pursuant to A.R.S.§ 37-132(B) (2), it is the responsibility of both the prospective bidder and the designated broker to register with ASLD no later than three (3) business days prior to the date of auction. Registration must be submitted on the ASLD’s Broker Registration/Bidder Certification form in accordance with A.A.C. R12-5-413. Original signatures of the Designated Broker, Salesperson, and Potential Bidder must all appear on one form.

Facsimile copies will not be accepted by ASLD. The broker or salesperson of the Successful Bidder who has so registered with ASLD for this Auction will be required to sign an affidavit that the broker or salesperson is licensed pursuant to A.R.S. § 32-2101, et. seq., identifies his/her client as the Successful Bidder, attests the broker or salesperson has no other affiliation with the Successful Bidder other than as a procuring broker or salesperson, and that the broker or salesperson actually procured the Successful Bidder for this Auction. Broker Registration forms will not be accepted by ASLD for Public Auction No. 53-121172 after 5:00 p.m. on Thursday, October 22, 2020.

GENERAL INFORMATION: ASLD may cancel this auction in whole or in part at any time prior to the acceptance of a final bid.

A protest to this sale must be filed within 30 days after the first day of publication of this announcement and in accordance with A.R.S. § 37-301.

Meet a GCC Gaucho Glendale Community College, home of the Gauchos, helps thousands of students achieve their academic dreams, here is one their stories Meet Anaiah Anaiah is so excited to go to GCC that she decided to graduate early from high school and enroll in the spring 2020 semester. Her grades were so good that she earned a scholarship from the American Association of University Women.

“I didn’t consider any other college. In high school I took GCC Dual Enrollment classes so it was a natural transition for me.” Anaiah said.

She added, “Laura, my GCC advisor, really clinched it for me. When she showed me the pathways map that would track my course schedule right into ASU, I was 100% convinced.”

Anaiah has her long-term sights set on being a nutritionist in a children’s hospital or elderly care facility. In the meantime she is excited to get back on campus. “I want to get involved in clubs and meet students who share my interests.”
