Council to receive pay increase

At its Nov. 13 regular meeting, Mayor Cathy Carlat and Peoria City Council approved unanimously the Citizens Commission on Salaries for Elected City Officials’ recommendation for a 5 percent salary increase that will take effect Jan. 1.

It may seem like a generous increase at 5 percent, but Peoria’s mayor and city council do not take home enormous salaries to begin with. The commission

is required to make its recommendation every two years for either no increase or an increase of no more than 5.1 percent.

For the mayor, whose salary is presently $32,904, the increase means she will begin receiving an annual salary of $34,549.

For councilmembers, whose annual salaries are presently $21,936, the increase boosts their salaries to $23,033.

The fiscal impact is $8,227 per year.

Electors of the city approved an

amendment to the city charter in 1997 that established the five-member commission on salaries for the mayor and City Council. By statute, the commission is required to file its recommendation with the city clerk 150 days prior to the primary election. If the City Council rejects the recommendation of the commission, the salaries of the mayor and City Council remain the same and the commission’s recommendation process does not occur again for two years. see

Retired PUSD administrators return to teaching a different way

You’re a parent with a child who is struggling in school. You know your child needs help. The classroom teacher has a half dozen other students with the same struggles, but does not have the time to sit down one on one with each one to give them the help they need.

You realize you cannot give your child the help that he or she needs. So, you turn to a tutoring service. But, you want to make sure the tutor is proficient in the area where your child is struggling.

That’s where former Peoria Unified School District Superintendent Denton Santarelli and administrator Rob Keagle were focused when they decided to do something beyond retirement. They

talked about offering a tutoring service.

But they did not want to offer anything but the best. They decided to become a branch under the umbrella of ESI, Educational Services Inc. The tutoring service is called LearnerLink.

Keagle said he did a feasibility study and looked at a variety of tutoring services and found ESI provides certified and substitute teachers.

“I’m able to go ahead and hire certified teachers to tutor,” Keagle said.

“We’re hiring certified teachers; we do background checks and fingerprinting. We personally interview and train each teacher.”

Santarelli is a consultant to ESI to help with program development.

Regarding Keagle, Santarelli said, “This is his baby and he’s done quite well pulling it together.”

Denton Santarelli and Rob Keagle are still teaching. They are offering a tutoring and mentoring service called LearnerLink that hires certified teachers to help students struggling in the classroom.

ESI’s founder was John Tavasci, a long-time educator in the Verde Valley who retired as a school superintendent. ESI is now run by his son, Phil Tavasci.

The company, according to Keagle, is “quite a support system for schools.”

LearnerLink offers state certified teachers only. The student assessment is conducted through the Northwest Evaluation Association (NWEA) program, which has been around 40 years.

During all those years, NWEA has assessed 4.5 million students, Keagle said, and it operates in 49 foreign countries and all 50 states.

“I can find out what areas a student is lacking (math, comprehension, concepts). Once we do that and tutor for nine weeks, at the 11th week, we assess to see how much progress they make,” Keagle said.

He said one student in the program was a second-grader having trouble with math. She scored comparatively very low. Keagle said they found the areas where she was struggling, found the right teacher and focused on the areas.

LearnerLink teaches through “a blended approach of in-person and/or

online learning, providing personalized curriculum …to tailor a program that leads each student to success,” its brochure says.

The personalized approach means the tutor selected for a student will schedule time at a public library, a school library, or a community center.

Keagle said the Surprise Public Library has 75 to 100 computers set up for use by its patrons. Tutors will not meet a student in their own home or the student’s home.

“We’re really encouraging in-person,” Keagle said. “But we have an online ‘white board’ that is interactive over the internet. We went live last week (Nov. 13).”

Keagle was scheduled to meet with PUSD officials to talk about LearnerLink and how he and his staff of teachers could contribute to student success.

Santarelli said, “Parents just want their child to be successful.”

To reduce crime, think outside the prison cell In the years I served with the Glendale Police Department, I learned many things. I learned how to teach new recruits to shoot firearms. I learned to spot the tell-tale signs of domestic violence, even when the victim isn’t saying much. I learned that drug addiction could make good people do terrible things to themselves and their family.

I also learned about what stops crime — and what doesn’t. No. 1 lesson: Relying on prison is a mistake. I have helped arrest many people for drug and property crimes.

I remember one big bust when we took down a local trafficking ring.

Before we had even finished booking them into jail, others had taken their place. And when these people came out of prison, with criminal records they would never shake, they were at high risk to return to the drug trade.

We need prison for people who pose a danger to our community. But for most people, prison isn’t a long-term solution — it is a school to become a

Unfortunately, our state has not learned this lesson yet.

According to a new report by the bipartisan group FWD.us, since 2000, Arizona has increased the number of people sent to prison for non-violent crimes by 80 percent, and has tripled the number of people sent to prison on their first felony conviction. Arizona also sends people to prison for longer, with drug sentences that are 40-percent longer than the national average and property crime sentences that are twice the national average.

Maricopa County, my county, is responsible for 50 percent of the growth in the number of people sent to prison for drug crimes. Maricopa

has the longest average prison sentences — nearly five years — of any county in the state.

Today, Arizona has the fourth-highest imprisonment rate in the country — we lock up a greater share of our citizens than any state except for Oklahoma, Louisiana, and Mississippi. Last year, Arizona taxpayers spent more than $1 billion on prisons. A few years ago, we even had to pay $3 million in damages to a private prison for not filling enough beds.

As Arizona has increasingly invested in a broken “tough on crime” prison strategy, most other states are figuring out how to reduce crime while shrinking the size of their prison populations. In the last 10 years, 32 states have reduced crime and imprisonment at the same time. Violent crime has fallen twice as fast in those 32 states as it did in Arizona.

Letters to the Editor Take down the uncared-for Smitty’s

For the record, I would like to issue my support for the city’s building abatement of blighted buildings program. I think this is a wonderful program and has brought added safety and aesthetics to the city.

This program is especially needed in south Peoria as we work to make our Old Town into a livable and exciting destination. The Smitty’s building has been neglected by the owner, is a hotbed for crime (including graffiti) and looks to be structurally unsafe. I support the city doing whatever it needs to in order to take down this uncared for building.

Historical museum needs to be opened

Ken Johnson is absolutely correct and so is your editorial about the mess that is the Peoria Arizona Historical Society. As a former president, volunteer, and life member of that organization, I wholeheartedly support the efforts to “get off the dime” and get the situation settled.

I was asked, after I moved to Tucson three years ago, to serve on the board again, (having already served for over a dozen years in the 1990s and early 2000s in most officer capacities) as there were problems with the former PAHS president and a group who had been displaced from their offices. I agreed, as long as I was not expected

to attend all of the meetings. As a life member with forwarded mail and a new address clearly disclosed to the city and the PAHS, I was appalled to hear of the vote for the “new” board, organized by Vicki Hunt and followers. No attempt was made to mail a ballot to me. This is not to mention the numerous items I had loaned the society over the years that disappeared during her watch, some of which have never been recovered.

I do not know if the problem is Hunt’s tenure on the City Council, or if there is some other reason to keep things locked up, but it needs to stop. Peoria has an interesting story to tell and the years of efforts to make the Central School buildings into a museum should not be squandered any longer.

community safe? So many of the calls I received as an officer were health issues related to substance abuse in some way. Yet, when we lock up someone selling drugs, it doesn’t improve public safety — it just creates a job opening for someone else to take their place. We must reduce drug-related crime by addressing the demand for drugs, including the mental health issues that drive many people to addiction.

I do see some promising efforts in our community. The Tempe Police Department is working to prevent and de-escalate mental health crises before they become crimes. They are training all of their officers in mental health first aid and crisisintervention training. On mental health-related calls, their officers partner with professional clinicians through C.A.R.E. 7. They support victims so the victims will talk to the police instead of taking matters into their own hands. And Tempe PD rewards officers for preventing serious crime, rather than encouraging low-level arrests and citations that don’t improve public safety.

I don’t pretend to have all the answers. But I know that we cannot arrest and incarcerate our way out of this problem. We should use more effective treatment to get at the root of crime. We should expand training to stop mental health crises from leading to crime. We should make it easier,

And we can follow the lead of other states building stronger communities with smaller prison populations.

Veterans Memorial a source of pride As we celebrate the one-year anniversary of the expanded Peoria Veterans Memorial at Rio Vista Park, I am proud to share that Engineering News Record (ENR) Southwest - a technical publication dedicated to providing information for construction industry professionals, has named the Peoria Veterans Memorial as ENR Southwest’s Landscape/Urban Development 2018 Best Project.

Every single American has been impacted by the selfless contributions of our veterans and this memorial serves as an expression of our deep and lasting gratitude. The south side of the Memorial Wall is etched with significant events and battles that have shaped who we are as a nation. The north side includes an Honor Wall, allowing each of us an opportunity to preserve the memory of the veterans we know and love. Currently, the names of 160 veterans are inscribed on the Honor Wall making their lasting legacy available for all to see. Peoria city employee union spearheads local A Day of Giving to bring the holiday to those in need They call themselves The Relief Squad and they are not alone. Park West undergoes major renovation Commercial Investment Real Estate (CIRE) Equity has announced five new tenants at Park West in Peoria. FOREVER 21, Cold Beers & Cheeseburgers, Koi Poke, Orange Theory Fitness and Creamistry are all slated to open soon.

The lifestyle outdoor shopping center is also about to get a massive renovation, valued at more than $4 million, solidifying it as a prominent destination for dining, fitness and entertainment in Metro Phoenix. Peoria police seek assistance identifying armed robbery suspect Peoria Police Department is seeking the public’s help in identifying a man who committed an armed robbery at approximately 10:50 p.m. Nov. 20 at a drive-up ATM in the parking lot of 9260 W. Northern Ave. The victim was in her vehicle conducting a transaction at the ATM, when the suspect, who was on foot, approached her and demanded money at knifepoint. The suspect stole the victim’s wallet and its contents, police said.

Police described the suspect as a Hispanic male, wearing a black Arizona Cardinals hat, black and grey clothing, black and grey gloves, and a black

bandanna over his face. Police said the suspect entered a small four-door grey hatchback vehicle and left the area.

Police host motorcycle safety event

On Dec.15, the Peoria Police Department in partnership with the Governor’s Office of Highway Safety is hosting an interactive Motorcycle Safety class.

Ask yourself what is really important to me. My priorities are first, my lovely wife, Shirley. We celebrated 63 years of marriage last month. For my daughter, Teresa, and her great husband, Pat, and for my son, Tracy, and his lovely wife, Julie. My priorities include my four grandkids: Travis and Megan, Audrey, and Brayden.

This year, Shirley and I had a special gift from God, our first great-grandchild. Megan gave us Harper Grace Hawthorne, born June 7, 2018. She is a beautiful baby, We are so thankful for her. My phone is full of Harper’s pictures and I show everyone who will let me tell them about her.

She is so special and we are so proud.

On Nov. 22, I celebrated my 87th birthday and I am very thankful the Lord has blessed me with good health. I have been blessed to arrive at 87 years old and I still go to work each day. As a young man, I thought 60 was old. Now that I am 87, I think 95 is old.

I retired back around 2007 and Shirley said “she married me for better or worse, not for breakfast or lunch.” So, it made her very happy when I went back to work for Maricopa County. I am planning on retiring again Feb. 1 2019.

Lesson: Things are not important, but relationships are.

The class starts at 7 a.m. and ends at 4 p.m. at Peoria Sports Complex, 16101 N. 83rd Ave., Peoria.

There is no charge for the one-day class and it is open to the public.

The program will consist of a short classroom discussion to cover safe riding habits and overall motorcycle safety, followed by hands-on course instruction. During the riding portion of the course, critical riding skills will be reinforced to promote the optimal response to dangerous riding situations.

Riders must have a valid driver’s license and a current motorcycle endorsement.

Riders will not obtain a motorcycle endorsement in this course.

In addition to the Governor’s Office of Highway Safety, Peoria police have also partnered with Go AZ Motorcycles, Arrowhead Harley Davidson and the Helmet Center, who will be available to provide motorcycle safety product demonstrations.

The Forum residents enjoy ‘Sip and Paint’ happy hour

The Forum at Desert Harbor enjoyed a brush with art at a tasteful “Sip and Paint” social to the tune of colorful music by harpist Jocelyn Obermeyer.

Art instructor Jackie Young illustrated the beauty of creating an autumn acrylic painting. The wine-and-cheese mixer included all the fixings: palette of water-based acrylic paints, brushes, water canisters, and tabletop easels, each with a 16x20 canvas.

“Here’s where you become the mixer,” Young said while working the colors with her brush. “Blend yellow into red for orange and spread across the canvas for a desert sunset. Mix green, red and yellow to make brown hills.”

Young strolled by the artists at work to offer helpful hints, as the soothing harp music flowed in rhythm with the flair of paintbrushes.

“Add black to the bottom to give it depth,” Young said as she shared

insights to enhance the artworks. “Dab pure red leaves through the branches and in front of the tree trunk. Dabbing, not painting, leaves on the ground. Do this and you’re really an artist.”

“This is my first attempt,” a two-year resident of The Forum at Desert Harbor, Sandra Fairchild, said. “I couldn’t have done it without Jackie and the inspiring music.”

“Every Saturday morning we have ‘Freestyle Painting,’ and twice a month Jackie comes to offer a little guidance,” The Forum at Desert Harbor’s Lifestyle 360 program director Margie O’Boyle said as she too chose to try her hand at painting.

“This is my first acrylic experience,” O’Boyle said. “Every medium is different. As a teen, I used oils. Now I remember why I loved painting. It’s a great stress reliever.”

“I know they’re a young band, but they definitely have a level of maturity and professionalism that you don’t see in a lot of other bands, regardless of their age,” Weaver said.

“They came to me with a lot of raw talent and I shaped their sound. It was a fantastic pairing. The results we got were expected but surprised everybody.

When we were finished, we knew it was an excellent, excellent product.”

Welsh said the band is considering re-entering the studio when it’s not performing throughout the Valley.

The musicians have their own stories about why they decided to pursue this career. Welsh recalls listening to the radio with her parents.

For the Jewish religion, Hanukkah marks the victory of the Jews against ancient Greek-Hellenist persecution and religious oppression some 21 centuries ago. The menorah lighting is symbolic of the oil found in the Holy Temple in Jerusalem following that victory. The small supply of oil burned for eight days, the time needed to consecrate new oil for the sacramental use in the holy Temple.

Hansen, 15, is inspired by Jason Bonham, Keith Moon and Buddy Rich. He describes his band as having a “classic rock background living in a modern world.”

“I started playing when I was 8 and I started out on (the game) Rock Band,” he said. “I received a drum kit and I just kept going and going. It’s just been a lot of fun. One day I decided I wanted to do this for the rest of my life.”

Kelly can’t remember wanting to do anything else.

“I have never felt so passionate about something before,” he said. “I could do this forever.”

“It’s exciting for us to provide the backdrop to such a meaningful and symbolic event, and we invite people of all faiths to attend not only this menorah lighting, but our entire December line-up of wide-ranging holiday programs.”

Actor’s successful career started on a dare

When Patrick Lose was a high school senior in Iowa, his friends dared him to audition for a play. His talent outshined his fear and he was cast. His star power stunned his teacher.

“She said, ‘What have you done? You wasted four years of shows for me,’” the Peoria resident said with a laugh.

His love of theater continues, and he stars in the Scottsdale Musical Theater Company’s “A Christmas Carol: The Musical” as the Ghost of Jacob Marley, with soap opera/sitcom star Charles Shaughnessy as Ebenezer Scrooge.

Lose is ready for the challenging production that starts Dec. 6.

“It’s mostly music and it’s a lot of music,” he said. “In addition, I’m play-

ing the ghost of Marley. I also play townspeople and incidental parts. I’m having to learn all the choral music in the show and sing that also. Even if I’m not on stage, I’m singing backstage on a mic.

“Alan Menken wrote the music and it’s very much like other things he’s done. It totally has mass appeal.”

The arts are in Lose’s blood. After his Dowling Catholic High School production, he pleased his drama instructor by appearing in her community theater plays. From there, he pursued acting and singing in college.

“I had to take the technical courses, too,” Lose said. “I had to take a course in costume design. I really fell in love with that. My career has been 50/50, part acting and part costume design.

“I’ve done a lot of really fun parts, but I’ve been picky. I decided I didn’t

want to rely solely on theater, so I became a designer and worked as a textile designer. I could be picky about roles because it wasn’t my day job.”

A renaissance man, Lose is an accomplished actor, singer, artist, illustrator, author, fabric designer, pattern designer and quilter. Lose designed his costume for “A Christmas Carol.”

He isn’t a stranger to design. He has spent the last 23 years designing cotton fabric collections as Patrick Lose

Fabrics. His quilts, crafts, clothing and home decorating accessories have graced the pages of magazines like Quilting Celebrations!, Better Homes & Gardens, American Patchwork and Quilting, Country Crafts, Christmas Ideas, Halloween Tricks & Treats and Love of Quilting.

He returned to the stage earlier this year to appear in the Scottsdale Musical Theater Company’s presentation of “42nd Street,” which also starred Shaughnessy. The two were involved in the same East Coast theaters. “‘A Christmas Carol’ is a show I’ve done a couple times before,” he said.

Public art update

As commuters pass by the intersection of Happy Valley Road and Lake Pleasant Parkway they may notice a 50’ tall public art sculpture being installed at the northeast corner. Blooming Spire is its name and Jeff Zischke is the artist behind the masterpiece.

In December 2017, Peoria City Council approved the development of the art piece after much public input and a unanimous recommendation from the Peoria Arts Commission.

Zischke said his inspiration for the sculpture comes from the organic shapes of some of Arizona’s indigenous desert plants, including blooms of the hesperaloe and aloe plants, penstemon flowers, and leaves of the ocotillo. The piece is also designed to light up at night, which will create a vibrant experience for those passing by and visiting the shopping plaza. The Blooming Spire will become an iconic landmark for the Peoria community, Mayor Cathy Carlat said.

As Blooming Spire completes the final phases of construction, the city of Peoria is making plans for a lighting ceremony in late January.

Centennial prepares for 5A title game rematch against Scottsdale Notre Dame Prep

As the Coyotes prepare for their fifth straight title game in a row, they face a familiar foe in a rematch from last season as Centennial faces Scottsdale Notre Dame Prep Dec. 1 at Arizona State University Sun Devil Stadium.

Both teams enter this season title game undefeated as they did last year when Centennial defeated Notre Dame Prep 42-21 in the 5A Championship game. The Coyotes enter as the No. 1 ranked team in 5A, sixth in Arizona, while Notre Dame Prep comes in as the No. 5 team in 5A and No. 11 in the state.

“They are a phenomenal team and we will have our hands full,” Notre Dame Prep senior running back Jake Smith said during media day. “But we have been looking to this all season and we want revenge. Hopefully, this year will be a closer game and we can come out with a win.”

different approach and he really got us to work harder and play more together as a team.”

Smith said a huge key to the Saints’ run has been the development of Farrell.

“Watching him develop from last year has been amazing and he has made tremendous strides,” Smith said. “We have been doing great things and we really are on the same page and I am excited about the title game and what we can do together.”

The Coyotes have taken a different approach on the season, having been a top team since day one, and as they prepare for this season’s title game they had a different leader each week.

The Coyotes defense has allowed 78 points through 13 games, for an average of six points per game while Notre Dame offense has scored 557 points in 13 games to average 42.8 points per game.

really try to get the ball around to everyone who can contribute,” Stark said during media day. “We bring something different to the table and each side of the ball contributes, but our defense has been key to our success.”

Centennial has allowed 10 or more points only three times this season, once in the regular season in the season opener to Queen Creek Casteel in a 42-

19 victory. After that, the defense scored five shutouts and 29 points to finish the regular season.

In the playoffs, they allowed 19 to Phoenix Sunnyslope in the first round; seven to Vail Cienega in the quarterfinals and 13 to Gilbert Higley in the semifinals. Of course, in the closest of those games was the 48-13 semifinal victory over Higley.

“They play like a bunch of dogs and get after it every game,” Stark said.

Taylor built dominant program at Centennial There are three certainties in life for everyone in the West Valley: death, taxes and the Centennial High School football game playing in the Arizona Interscholastic Association football title game.

On Dec. 1, the Centennial Coyotes will battle Scottsdale Notre Dame Prep in the 5A state title game for the second consecutive season at Arizona State University Stadium, with both teams entering the game undefeated.

I have covered high school sports for more than 25 years, throughout California and Oregon before moving to Arizona, and I have covered some amazing football teams in that time.

I will say this: The 2018 Centennial Coyotes may be having the best single football season I have covered in three states over the past 25 years.

The defense has allowed 78 points in 13 games, an average of six points per game. Think about that. They allowed one touchdown per game, and had five shutouts in their first 10 games of the season – including four straight to end the season.

The offense has scored 564 points (43.2 average) with their leading rusher, Tawee Walker, with 878 yards and four others (Jaydin Young, Jeiel Stark, Davon Fountain and Marc Jacob) each with more than 300. Throw in quarterback Jonathan Morris with 2,097 yards and 19 touchdowns.

Eight different players have scored a rushing touchdown, led by Walker’s 17, and six have caught touchdown passes, led by A.J. Jackson and Dyelan Millers with six each.

While not one player stands out on the level of a LeBron James-type player, you may wonder how this team is so dominant.

It all starts at the top with the head coach.

I have covered some amazing coaches in my career, and I have never seen the respect and reverence for a coach from his players like I see in Richard Taylor.

Taylor has been the only head football coach Centennial has had, which is a rarity in high school sports — to have lasted 27 seasons with one team. Over that time, Taylor has compiled a 199-68-3 regular season record through 2018. Add in his 47-12 playoff record and he has compiled a 246-80 record over his career.

“I think I have won enough high school football games,” Taylor said.

“To be perfectly honest, the reason I still do this is there is a lot of kids that need guidance and help and that is why I still enjoy doing this.”

Defensively, the Coyotes are led by senior Connor Knudsen who has 18.5 sacks and senior Leandre Harris who has 11 sacks. Eleven other players have a sack for the Coyotes defense with senior Marquis Walker with eight, junior Xavier Garcia with six and junior Eric Cire Fields with five.

Ten players have an interception for the defense led by junior Jaydin Young with three and seniors Fields, Dylan Wampler, and Tawee Walker with two each.

Offensively, the Coyotes have been led by junior quarterback Jonathan Morris who passed for 2,041 yards and 21 touchdowns with only four interceptions. Walker rushed for 868 yards and 17 touchdowns while Stark added 505 rushing yards and eight touchdowns. Junior Jaydin Young rushed for 550 yards and 13 touchdowns and A.J. Jackson (451 receiving yards, six touchdowns), Eric Haney (433 yards, four touchdowns) and Dyelan Miller (310 yards, 6 touchdowns) each had more than 300

As they try to win their fourth championship in the past five seasons, Stark knows the team is focused and ready for a battle.

“Being humble is our team’s greatest attribute as our coaches tell us all the time to take every game seriously and respect each opponent,” Stark said. “We know (Notre Dame Prep) is looking for revenge from last year and we are ready for a battle because last year was a real fight and very physical and we expect the same.”

How some of the greatest create their greatest Constraints. Constraints. Constraints.

Constraints turn into complaints. Then complaints turn into restraints. I’ve done it. You’ve done it. We all have done this.

Some constraint we think or feel limits us and then that constraint makes us into its own image. Then we bow at its feet and complain. Hint: Idol worship like that is just idle worship. And your knees will start hurting after a few minutes, too.

Do you recognize the following complaints and restraints about outward constraints?

“I don’t have enough time to work out.” “I don’t have enough money to start a business.” “I can’t eat this food on my diet.”

Author James Clear has some great thoughts on constraints that can help us if we apply them: “So often we spend time complaining about the things that are withheld from us. But constraints are not the enemy. Every artist has a limited set of tools to work with. Every athlete has a limited set of skills to train with.

Every entrepreneur has a limited amount of resources to build with. Once you know your constraints, you can start figuring out how to work with them.”

How do you work with constraints?

In 1960, two men made a bet. There was only $50 on the line, but millions of people would feel the impact of this little wager. The first man, Bennett Cerf, was the founder of the publishing firm, Random House. The second man was named Theo Geisel, but you probably know him as Dr. Seuss. Cerf proposed the bet and challenged that Dr. Seuss would not be able to write an entertaining children’s book using only 50 different words.

Dr. Seuss took the bet and won. The result was a little book called “Green Eggs and Ham.” Since publication, “Green Eggs and Ham” has sold more than 200 million copies, making it the most popular of Seuss’s works and one of the best-selling children’s books in history.

James Clear (james@jamesclear.com) goes on to say: “At first glance, you might think this was a lucky fluke. A talented author plays a fun game with 50 words and ends up producing a hit.

“What Dr. Seuss discovered through this little bet was the power of setting constraints. Setting limits for yourself — whether that involves the time you have to work out, the money you have to

“I’ve noticed two reasons why this occurs. The first is constraints inspire your creativity. If you’re five feet five inches tall and you’re playing basketball, you figure out more creative ways to score than the six-feet five inches guy. If you have a 1-year-old child that takes up almost every minute of your day, you figure out more creative ways to get some exercise.

If you’re a photographer and you show up to a shoot with just one lens, then you figure out more creative ways to capture

the beauty of your subject.

“Secondly, constraints force us to get something done. This is why professionals set a schedule for their production while amateurs wait until they feel motivated.

Sticking to your schedule doesn’t have to be grand or impressive. Just commit to a process you can sustain. If you have to, reduce the scope.”

Tips for adopting a pet during the holidays Pet Adoption Day Dec. 15 at Floor & Decor in Glendale

When it comes to adopting pets during the holidays, the Phoenix Metro Chamber of Commerce wants to help dogs and cats find their forever homes.

That’s one reason the chamber, which serves the Greater Phoenix metro area, is teaming up with Floor & Decor in Glendale to host a Pet Adoption Day Dec. 15. The free event will take place from 10 a.m. to 4 p.m. at 5880 W. Bell Road, and benefit the non-profit foster groups, Arf-Anage Dog Rescue and Saving Orphan Souls Rescue.

“This is the time of year that many people are tempted to surprise their family or friend with a lovable, furry pet. While we want folks to come out and adopt a dog or a cat, we also want to make sure the adoption is a good match,” said Jason Bressler, founder and executive director of the Phoenix Metro Chamber of Commerce (PMCC).

Cathy Roe Mullooly is the founder and CEO of Arf-Anage Dog Rescue, which is a nonprofit, all-breed dog rescue specializing in care, rehabilitation and rehoming of momma dogs and pups in local shelters, and pups with medical conditions. Ro Perez is CEO and founder of Saving Orphan Souls Rescue, a dual feline and small dog rescue group that provides a loving, safe environment with proper medical care to those orphaned souls left out on the

streets, dumped at the county shelters, or animals that are abused or relinquished by their owners. They offered these tips for adopting a pet during the holiday season: 1) Don’t make it a surprise. Spurof-the-moment, emotional decisions sometimes backfire, so tell your family or friend that you want to help them adopt a pet and bring them with you. If there are any dogs at home, bring them too, to make sure they get along with the dog or cat up for adoption.

2) Consider lifestyle factors. If your loved one is older or has health challenges, a grown pet might be a better fit. Conversely, a young energetic puppy might do better with a family that has a big yard. Be sure to consider family members’ allergies, too.

3) Prepare your home ahead of time. Certain holiday decorations, like tinsel and ribbons, can be hazardous to dogs and cats who chew and swallow them. In addition, poinsettia plants and chocolate are poisonous to pets who eat them. Make sure your home is safe before bringing your new furry family member home.

4) Establish a routine. Your new pet will need time to get used to his or her new surroundings and establishing routines will help them feel more secure.

5) Be patient. The holidays can be stressful for everyone, including pets.

If possible, carve out extra time to play or snuggle with them. If your new pet is exhibiting negative behaviors, like scratching furniture or having potty

It started with the first state title for the Coyotes in 2006, which was the first of three in a row. They would not win the state title again until 2014, but during those five off seasons, their regular season record was 47-4 (.921) and they lost in the state title game twice.

Since 2006, the Coyotes have lost 12 regular season games. Think about that: 12 losses over the past 13 seasons and three of those losses came in 2015, when they actually won the Division I state title.

“Players have stayed motivated over the last decade or so by pushing each other,” Taylor said. “We have high expectations and also the expectation of being in the weight room and working hard and everyone buys into those.”

But what may be even better is the future of this program may be even stronger.

While they lose 28 players to graduation, they return a strong core of juniors, including running back Jaydin Young, quarterback Jonathan Morris and wide receiver Dyelan Miller.

Throw in unheralded sophomores Oscar Abundis (6’6’’, 318 pounds), Filipo Teofilo (6’3’’, 315), Zayden Ennis (6’2’’, 301) and Caiden Miles (6’4’’, 290) and just think of the possibilities on the offensive line.

As they prepare for their fifth straight title game appearance, Taylor knows his players are ready and they are ready for a battle and he is ready for the future.

“We expect Notre Dame Prep will be the most prepared and most talented team that we have played all year,” Taylor said. “As for the future, I will coach at Centennial until I retire and I don’t know when that will be.”

The Coyotes last missed the playoffs in 2001 and since then, they have made the semifinals or later in 14 of the past 15 seasons. This includes six state championships (2006, 07, 08, 14, 15, 17) and four runners up (2005, 10, 12, 15).

I have broken up the Centennial football into three sections, the first 10 seasons, the transition into domination.

When Taylor was hired to start the program, the first 10 seasons (19922001), the team only finished over .500 three times, with its best record being 6-4 (three times — 1993, 1995 and 2001) and made the playoffs only once, (1995, losing in the first round). Taylor compiled a 46-51-3 (.474) record in that time, but remained the head coach, which would rarely happen nowadays.

“Our first few years here at Centennial when the record was 46-51-3, I was so proud of those players,” Taylor said. “We played with 190-pound players and they gave everything they had.

Those players set the foundation for the success we’ve had in the last few years.”

During what I will call the transition (2002-2005), the Coyotes began their transformation to one of the dominant teams in the West Valley compiling a 35-5 (.875) record and made the playoffs each of those seasons. They would lose in the first round (2002), advance to the quarterfinals (2003), the semifinals (2004), before their first title game appearance in 2005, losing to Phoenix North Canyon 26-16.

After that loss, the domination would begin starting in 2006.

RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF PEORIA, ARIZONA DECLARING ITS INTENTION TO ORDER THE IMPROVEMENTS OF A CERTAIN AREA WITHIN THE CORPORATE LIMITS OF THE CITY AND CREATING AN IMPROVEMENT DISTRICT KNOWN AS THE CITY OF PEORIA MAINTENANCE IMPROVEMENT DISTRICT NO. 1215, THE MEADOWS PARCELS 7 & 8 PHASE 2; PROVIDING THAT THE COST OF THE MAINTENANCE OF THE LANDSCAPING INCLUDED WITHIN, NEAR, AND ADJACENT TO A PARKWAY AND RELATED FACILITIES TOGETHER WITH APPURTENANT STRUCTURES AS SHOWN ON THE PLANS, SHALL BE ASSESSED UNDER THE PROVISIONS OF TITLE 48, CHAPTER 4, ARTICLE 2, ARIZONA REVISED STATUTES, AS AMENDED; AND DECLARING AN EMERGENCY. BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF PEORIA, ARIZONA, THAT: SECTION 1. The public interest or convenience require and it is the intention of the Mayor and Council of the City of Peoria, Arizona to order the maintenance of landscaping within the proposed district and that the cost of maintaining landscaping included within, near, and adjacent to a parkway and related facilities together with appurtenant structures be assessed upon a certain improvement district to be known as Peoria Maintenance Improvement District No. 1215.

The estimate of the cost and expenses for the maintenance of the landscaping on file with the Superintendent of Streets and the City Clerk is approved and adopted by the Mayor and Council of the City.

SECTION 2. The maintenance of the landscaping, therefore, in the opinion of the Mayor and Council of the City, are of more than local or ordinary public benefit, and are of special benefit to the respective lots, pieces and parcels of land within the real property described herein. The Mayor and Council of the City make and order that the cost and expense for the maintenance of the landscaping included within, near, and adjacent to a parkway and related facilities together with appurtenant structures be chargeable upon a district to be known and designated as the City of Peoria Maintenance Improvement District No. 1215 and as described and bounded as set forth on Exhibits A and B attached, and declare that the district in the City benefited by the maintenance of landscaping included within, near, and adjacent to a parkway and related facilities together with appurtenant structures to be assessed, to pay the costs and expenses thereof in proportion to the benefits derived therefrom.

The City shall not assess the costs and expenses for the maintenance of landscaping included within, near, and adjacent to a parkway and related facilities together with appurtenant structures, which are for the general public benefit against the respective lots, pieces and parcels of land located within the boundaries of the City of Peoria Maintenance Improvement District No. 1215 and if a portion of the costs and expenses for the maintenance of landscaping is for the general public benefit, the City shall assess the boundaries of the City of Peoria Maintenance Improvement District No. 1215 only that portion of such costs and expenses which benefits the lots, pieces and parcels of land located within the boundaries of the City of Peoria Maintenance Improvement District No. 1215.

SECTION 3. The costs and expense for the maintenance of landscaping shall be made and all proceedings therein taken; that the Superintendent of Streets of the City shall post or cause to be posted notices thereof; that the City Clerk shall certify to the passage of this Resolution of Intention; that the Engineer shall prepare duplicate diagrams of the City of Peoria Maintenance Improvement District No. 1215 described in Section 2 of this Resolution to be assessed to pay the costs and expenses thereof, under and in accordance with the provisions of Title 48, Chapter 4, Article 2, Arizona Revised Statutes, as amended.

SECTION 4. The majority of owners of all of the real property within the proposed district have executed a Petition for formation of a Maintenance Improvement District and the City Council has verified the ownership of the property. Publication and posting of the notice of the passage of the Resolution of Intention will be completed as prescribed by the State Statues.

SECTION 5. Any Resolutions or parts of Resolutions in conflict with the provisions of this Resolution are hereby repealed.

SECTION 6. The immediate operation of the provisions of this Resolution is necessary for the preservation of the public peace, health and safety and an emergency is declared to exist, and this Resolution will be in full force and effect from and after its passage and approval by the Mayor and Council of the City of Peoria, Arizona as required by law and is exempt from the referendum provisions of the Constitution and laws of the State of Arizona.

Section 6.

Officers Not Liable.

In no event will the City of Peoria or any officer thereof be liable for any portion of the cost of said Improvement District nor for any delinquency of persons or property assessed.

Section 7.

Annual Statement.

The City Council shall make annual statements and estimates of the expenses of the District which shall be provided for by the levy and collection of ad valorem taxes upon the assessed value of all real and personal property in the District as provided in A.R.S. § 48-574 and amendments thereto.

Section 8.

Statutory Authority.

The Work and all proceedings pertaining thereto shall be performed under the provisions of Title 48, Article 2, specifically Section 48-574, and all amendments thereto and pursuant to Article I, Section 3, (8) of the Peoria City Charter.

Section 3.

Determination of Need.

In the opinion of the City Council, the Work is of more than local or ordinary public benefit. The City Council hereby orders that all amounts due or to become due with respect to the Work shall be chargeable upon the respective lots, pieces and parcels of land within the Assessment District.

Section 4.

Preparation of Assessment Diagrams.

The City Engineer is hereby authorized and directed to prepare duplicate diagrams (Assessment Diagrams) of the property contained within the Assessment District.

PUBLIC NOTICE RESOLUTION NO. 2018-117 A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF PEORIA, ARIZONA ORDERING THE IMPROVEMENTS OF CERTAIN STREETS AND RIGHTS-OF-WAY WITHIN THE CORPORATE LIMITS OF THE TOWN AND CREATING AN IMPROVEMENT DISTRICT KNOWN AS THE CITY OF PEORIA STREETLIGHT IMPROVEMENT DISTRICT NO. 1128, THE MEADOWS PARCELS 7 & 8 PHASE 2, PURSUANT TO TITLE 48, CHAPTER 4, ARIZONA REVISED STATUTES AND AMENDMENTS THERETO FOR THE PURPOSE OF PURCHASING ELECTRICITY, WHICH INCLUDES A CHARGE FOR THE USE OF LIGHTING FACILITIES AND OTHER RELATED ITEMS TOGETHER WITH ALL APPURTENANT STRUCTURES AS SHOWN ON THE PLANS, AND DECLARING AN EMERGENCY. WHEREAS on the 13th day of November, 2018, the Mayor and Council of the City of Peoria, Arizona, passed and adopted Resolution No. 2018- 116, declaring its intention to order the purchase of electricity for lighting the streets and public parks within the proposed district and that the cost of the purchase of electricity for lighting the streets and public parks be assessed upon a certain improvement district, to be known as City of Peoria Streetlight Improvement District No. 1128; providing that the cost of the electricity required to operate the system be assessed under the provisions of Title 48, Chapter 4, Article 2, Arizona Revised Statutes, as amended; and declaring an emergency; and WHEREAS, a copy of Resolution No. 2018-116 has been published in the Peoria Times, a newspaper published and generally circulated in the City, as required by law or alternatively a petition has been filed with the City Clerk having been signed by all the owners of the real property; and WHEREAS, the Superintendent of Streets of the City caused to be posted along the streets of the District, no more than three hundred (300) feet apart, notices of the passage of Resolution No. 2018-116, said notices being headed “Notice of Proposed Improvement”, each heading in letters at least one (1) inch in height. Said notices stated the fact of the passage of said Resolution of Intention No. 2018-116 or alternatively a petition has been filed with the City Clerk having been signed by all the owners of the real property; and WHEREAS, more than fifteen (15) days have elapsed since the date of the last publication of said Resolution of Intention No. 2018-116 and since the completion of the posting of said notices or alternatively a petition has been filed with the City Clerk having been signed by all the owners of the real property; and WHEREAS, no protests against the proposed improvement and no objections to the extent of the District were filed with the Clerk of the City during the time prescribed by law; and WHEREAS, the Mayor and Council of the City having acquired jurisdiction to order the improvements as described in Resolution No. 2018-116; and WHEREAS, the City Engineer acting as District Engineer has prepared and presented to the Mayor and Council of the City duplicate diagrams of the property contained within the District (“the Diagram”) and legal description copies of which are attached and incorporated as Exhibits A and B. NOW THEREFORE IT IS RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF PEORIA, ARIZONA, as follows: Section 1. By virtue of the authority vested in the Mayor and Council of the City by Title 48, Chapter 4, Article 2, Arizona Revised Statutes and all amendments thereto, the Mayor and Council of the City orders the work or improvement done as described in Resolution No. 2018-

116 and in accordance with the Plans and Specifications approved and adopted by the Mayor and Council of the City of Peoria, Arizona.

Section 2. The Superintendent of Streets of the City is authorized and directed to prepare and execute the notice of the passage of this Resolution, which is attached as Exhibit B. Such notice shall be posted and published as provided by law.

Section 3. That the Diagram, as prepared and presented to the Mayor and Council of the City is approved by the Mayor and Council of the City.

PUBLIC NOTICE PROPOSALS FOR 2019-2020 On January 2, 2019, the City will begin accepting proposals for the use of HOME Program, Community Development Block Grant (CDBG) and General Fund Not-forProfit funds for the July 1, 2019 – June 30, 2020 period of funding. The City anticipates receiving CDBG funds of approximately $850,000 and a HOME Program allocation of approximately $220,000. The exact allocations will not be determined until finalized by the Federal Government. The City also anticipates General Fund monies of $241,500 to be available. The proposal submission deadline for agencies who wish to utilize these funds is January 28, 2019 at 5:00 p.m. Funds are anticipated to be available in July 2019 for General Fund programs and October 2019 for Federal programs.

PUBLIC NOTICE RESOLUTION NO. 2018-116 RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF PEORIA, ARIZONA DECLARING ITS INTENTION TO ORDER THE PURCHASE OF ELECTRICITY FOR LIGHTING THE STREETS AND PUBLIC PARKS WITHIN THE PROPOSED DISTRICT AND THAT THE COST OF THE PURCHASE OF ELECTRICITY FOR LIGHTING THE STREETS AND PUBLIC PARKS, BE ASSESSED UPON A CERTAIN IMPROVEMENT DISTRICT TO BE KNOWN AS CITY OF PEORIA STREETLIGHT IMPROVEMENT DISTRICT NO. 1128, THE MEADOWS PARCELS 7 & 8 PHASE 2; PROVIDING THAT THE COST OF THE ELECTRICITY REQUIRED TO OPERATE THE SYSTEM BE ASSESSED UNDER THE PROVISIONS OF TITLE 48, CHAPTER 4, ARTICLE 2, ARIZONA REVISED STATUTES, AS AMENDED; AND DECLARING AN EMERGENCY. SECTION 2. The streetlights and the electricity, therefore, in the opinion of the Mayor and Council of the City, are of more than local or ordinary public benefit, and are of special benefit to the respective lots, pieces and parcels of land within the real property described herein. The Mayor and Council of the City make and order that the cost and expense for the purchase of electricity be chargeable upon a district to be known and designated as the City of Peoria Streetlight Improvement District No. 1128 and as described and bounded as set forth on Exhibits A and B attached, and declare that the district in the City benefited by the purchase of electricity for streetlights to be assessed, to pay the costs and expenses thereof in proportion to the benefits derived therefrom.

The City shall not assess the costs and expenses for the purchase of electricity for streetlights which are for the general public benefit against the respective lots, pieces and parcels of land located within the boundaries of the City of Peoria Streetlight Improvement District No. 1128 and if a portion of the costs and expenses for the purchase of electricity for streetlights is for the general public benefit, the City shall assess the boundaries of the City of Peoria Streetlight Improvement District No. 1128 only that portion of such costs and expenses which benefits the lots, pieces and parcels of land located within the boundaries of the City of Peoria Streetlight Improvement District No. 1128.

SECTION 3. The costs and expense for the purchase of electricity for streetlights shall be made and all proceedings therein taken; that the Superintendent of Streets of the City shall post or cause to be posted notices thereof; that the City Clerk shall certify to the passage of this Resolution of Intention; that the Engineer shall prepare duplicate diagrams of the City of Peoria Streetlight Improvement District No. 1128 described in Section 2 of this Resolution to be assessed to pay the costs and expenses thereof, under and in accordance with the provisions of Title 48, Chapter 4, Article 2, Arizona Revised Statutes, as amended.

SECTION 4. The majority of owners of all of the real property within the proposed district have executed a Petition for formation of a Streetlight Improvement District and the City Council has verified the ownership of the property.

Publication and posting of the notice of the passage of the Resolution of Intention will be completed as prescribed by the State Statutes.

SECTION 5. Any Resolutions or parts of Resolutions in conflict with the provisions of this Resolution are hereby repealed.

SECTION 6. The immediate operation of the provisions of this Resolution is necessary for the preservation of the public peace, health and safety and an emergency is declared to exist, and this Resolution will be in full force and effect from and after its passage and approval by the Mayor and Council of the City of Peoria, Arizona as required by law and is exempt from the referendum provisions of the Constitution and laws of the State of Arizona.

Abner Elmo Sherrill

Abner Elmo Sherrill went home to be with the Lord on September 16, 2018 at the age of 75. He was an Arizona native and graduated from Glendale High School in 1961. He was a member of the carpenters union and had excellent woodworking craftsmanship. Elmo is survived by his children Dustin, Renee (Allan) and Kira (Jose); four grandchildren Sabrina, Kailen, Illiana and Jack; his sister Tippy Arnold of Mohave Valley, AZ. He was preceded in death by his parents Wendell and Thelma Sherrill and his brothers, Dennis and Carl.

There will be a private memorial service held on Saturday, December 8, 2018. If anyone wishes to make a donation, the family suggests memorial donations be made to hospice at Compassus.com.

Mary Kathryn Baxla

Mary Kathryn Baxla (Kathryn) 78, passed away Tuesday, November 6, 2018.

Kathryn was born in Phoenix Arizona on December 14, 1939 to John and Myrtle Mondo. Kathryn and her twin sister Carolyn were the youngest of five girls, and were raised on a produce farm in Glendale AZ, created and expanded by John after immigrating to the United States as a young child from Pakistan.

Kathryn met Donald Robert Baxla in High School, and the two were married January 23, 1960.

Don and Kathryn raised their four children in Glendale.

They moved to Tucson in 1987 to grow their own family franchise of Peter Piper Pizza restaurants. Kathryn took a large role in running and expanding the company until 2016.

Kathryn is preceded in death by her mother and father, her three sisters Dorothy Jean Dad, Margie Connell and Helen Robinson and grandson Joshua Robert Baxla. She is survived by her husband Don, their four children John (Noel) Baxla, Joan (Robert) Roeber, Donald Jr. (Theresa) Baxla, Heather (Matt) Clauser, her 11 grandchildren Sarah (Michael), Maggie, Alecia, Katelyn, Tyler, Emily, Ava, Grant, Zachary, Dylan, Hudson, and her Great-grandchidlren, Seth and Eloise.

Those closest to her remember her generosity and intuition. She gave so much without expecting any return.

She always made sure everyone was warm, well fed, and well loved. She would often call to check in when she was worried. She became a family member to anyone, and many beyond her family knew her fondly as mom or grandma Baxla. There was always room in her home for one more.

In her absence, her family feels both grief and gratitude for the woman who loved them so well. As her family struggles with the loss of their matriarch, they are comforted by the words she read to each of them as children. "I'll love you forever, I'll like you for always, as long as I'm living, my baby you'll be."
