The two loops shall be treated separately in this bid process.
Loop 1 is located on the south side of the facility and serves the men’s dormitory, and laundry. Loop 2 is located on the north side of the facility and serves the women’s dormitories. The scope of work will include removal of existing domestic water heating equipment, installation of the selected water heating equipment, and revisions to domestic cold water, hot water and natural gas piping.

In this program, units while they may be structurally sound, would not provide safe and adequate shelter, and in their present condition may endanger the health, safety, or well-being of the occupants. Such housing has one or more defects, or a combination of potential defects in sufficient number or extent to require repair or rebuilding, or is of inadequate original construction, which can be repaired to improve the existing housing for a HUD eligible participant. INDIVIDUAL PROGRAM DESCRIPTIONS: (A) CDBG - Peoria Home Accessibility Program (PHAP). Max. Est. CDBG Funding for the 5-yr Con Plan Period: $175,000 ($35,000 annually), Max. Est. Families for the 5-yr Con Plan Period: 35 housing units (7 annually). Program focus: provide assistance to address substandard conditions, which pose a serious threat to health, safety or welfare problem for persons with disabilities affecting the immediate livability of the home. Additional repairs may also be allowed that focus on long-term viability of the housing stock. (B) CDBG - Affordable Housing Activities. (1) Acquisition, Rehab, Re-Sale, Homebuyer Assistance*: Max. Est. CDBG Funding for the 5-yr Con Plan Period: $1,500,000 ($300,000 annually), Max. Est. Families for the 5-yr Con Plan Period: 10 housing units (2 annually). Program focus: Acquire single-family units, rehab and sell to eligible first time homebuyers. Explosive and Flammable Operations (24 CFR 51 C) will be assessed on a 1 mile radius from the subject and analysis will use recent determinations on exclusions as defined by HUD for National Fire Protection Association compliant above ground storage. Endangered Species will have a determination from the Department of Interior and Arizona Fish and Wildlife to verify any area controls or species impact. Floodplain Management and flood zone affect will be verified and source documentation obtained from FEMA. Within allowances of the SHPO 106 Consultation process and written guideline, the program will assess any property that is 50 years of age or older with the SHPO and through historic records (National Register) for adverse impacts and document all source reviews. Compliant review documentation will be in each environmental review record for the site-specific address. Environmental Justice evaluation as provided through demographic studies of EPA and the Census Bureau will be documented and source material provided to validate any conclusions as to any desperate effects on protected classes. Note: Environmental Justice is satisfied if there are no adverse environmental affects relative to the site-specific address being reviewed. Estimated Project Cost: As available by Program Year Allocation B20/21/22/23/24-MC-04-0509 the total allocation from the 5 Year Consolidated Planning Period not to exceed Estimated Total Project Cost [24 CFR 58.2 (a) (5)]: $4,925,000.00 The activity/activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements per 24 CFR 58.35(a)(3)(i), and subject to laws and authorities at §58.5.
