BLM proposes three recreational shooting sites near Peoria

The U.S. Department of the Interior’s Bureau of Land Management has released the draft environmental assessment for a recreational shooting sports project, which proposes the development of five designated sites throughout Maricopa and Pinal counties.

Three of the sites are near Peoria. Saddleback Mountain will be a minimally developed site approximately 0.8 miles south of State Route 74; Church Camp Road will be a developed site about 0.4 miles north of SR 74; and Baldy Mountain will be a minimally developed site nearly 2.4 miles north of SR 74 and 2.5 miles west of Lake Pleasant.

The draft environmental assessment analyzes the effects the proposals will have on cultural and biological resources, recreation, livestock grazing, public safety and soils, and addresses waste, noise, visual resource management and Native American religious concerns.

It will be open for public review and input through Wednesday, September 4.

Elsewhere, in the Southwest Valley, there will be a site northeast of West Narramore Road, approximately 0.6 miles west of South 339th Avenue and 1.2 miles east of South 355th Avenue.

Even farther south, Box Canyon is a proposed semideveloped site approximately 0.1 mile west of North Hidden Valley Road and south of State Route 238.

City to improve drainage, mitigate flooding

Baldy Mountain, the closest to Lake Pleasant, is the newest proposal since BLM conducted a 30-day scoping period this summer.

According to the BLM, the five sites were chosen due to their ease of access and minimal conflict with surrounding activities, land uses and resources.

BLM Phoenix District Manager Leon Thomas said the Baldy Mountain site was added to ensure that, should any others end up conflicting with their surroundings, enough sites will be constructed.

“As we were going through the analysis of the sites, we didn’t know just how many sites would fall off as far as resource conflicts,” Thomas explained. “And so just SEE BLM PAGE 4

Peoria officials are moving forward with plans to improve drainage between Hatfield and Pinnacle Peak roads and 67th Avenue and the New River.

At its first meeting since a July recess, Peoria City Council unanimously approved a resolution to take out a nearly $6.3 million loan with the Water Infrastructure Financing Authority (WIFA) to fund the improved drainage system.

Diane McCarthy named ‘woman of the year’

BY PEORIA TIMES STAFF Community leader, former legislator, activist and business executive Diane B. McCarthy, the director of business partnerships and legislative affairs at West-MEC, will soon be honored for her commitment to community and vision for the West Valley.

McCarthy will be officially honored at 11:30 a.m. Tuesday, October 1, at Arizona Broadway Theatre in Peoria.

The event is open to the community.

“I am excited to honor Diane McCarthy as West Valley Women’s 2019 Woman of the Year. Ms. McCarthy is active in the community, well-known, respected and empowers those around her. Her vision has helped the West Valley become the vibrant growing community it is today. I love that she ran and was elected to public office long before it was popular for women to serve,” said Lisa E. Platt, CEO and chief connection office of West Valley Women.

McCarthy, who has been in her WestMEC position since November 2007, received her Bachelor of Arts in political science from Arizona State University.

Her career includes eight years in the Arizona House of Representatives and four years on the Arizona Corporation Commission, where she was the first woman elected to serve. She also was acting president of Phoenix Children’s Hospital and founding president of WESTMARC. Prior to joining West-MEC, McCarthy was senior vice president of the Ar-

izona State University Foundation for four years. She is a founding member of Leadership West, Fighter Country Partnership and Friends of the West Valley Recreation Corridor. She remains active in many civic organizations and is a former chair of the Surprise Regional Chamber of Commerce.

In her illustrious career she has been dedicated to enhancing the quality of

life in the West Valley, and she continues to advocate for education. In November 2017, she received an Influential Founder award at WESTMARC’s 25th Anniversary Best of the West dinner.

Youth coach arrested for alleged sex offenses

Peoria police have arrested a local youth basketball trainer who is accused of having committed various sex crimes against children.

Holland Woods, 57, who also goes by “Mutt,” is the co-owner of nonprofit youth basketball training program Underground Basketball.

According to police, four alleged victims came forward with claims that they had been molested and sexually abused by Woods over the last several years.

Woods, who coaches and trains kids in the Valley, is alleged to have abused some kids starting as young as 8 years old and reoccurring over several years.

Among the accusations leveled against the 57-year-old basketball coach is sexual intercourse.

After launching an investigation, detectives arrested Woods without incident in his Peoria home around 9:45 a.m. August 23.

Woods was booked into the Fourth Avenue Jail on charges of molestation, sexual conduct with a minor, sexual exploitation of a minor, sexual abuse, sexual assault,

aggravated assault, sex trafficking and kidnapping.

Police said the charges are preliminary and can be changed.

Peoria police issued the following statement: “We would like to thank the victims in this case for coming forward, and we encourage all parents, guardians and caretakers to discuss situations like this with their children.”

improve storm water runoff drainage and control to alleviate flooding to neighborhoods within the associated boundaries. According to Peoria’s CIP, the city will specifically improve basins, channels, roadway and storm drains.

Sonia Andrews, the city’s chief financial officer, told Peoria Times the twophase project should be complete this winter.

The project, just one component of the Glendale-Peoria Area Drainage Master Plan, was deemed necessary following a drainage study completed in 2017, according to the CIP. Though Andrews said some of the funding was expended in the last fiscal year, the city ultimately sought the support of WIFA. “When we look to finance water and wastewater infrastructure, we’re always looking for the lowest-cost financing option available to us. To finance water and wastewater infrastructure, we can use GO bonds, we can use revenue bonds or we have this option of using WIFA loans,” Andrews said at the recent meeting.

Since 2000, the city of Peoria has received more than $195 million from WIFA, with these loans previously supporting the Pyramid Peak Water Treatment Plant, the Greenway Water Treatment Plant and the Butler Water Reclamation Facility.

“WIFA loans are low cost — there’s no closing or issue cost — (they also have) low interest rates, and sometimes we qualify for some subsidies. And so, with the low cost and subsidies, we can keep our water/sewer rates low,” Andrews explained.

An interest rate on the 20-year loan will be determined at loan closing. Not to exceed 4%, it is estimated in the agenda to be 3.6%.

The city will repay WIFA an estimated annual debt service of $375,000 through a $1.15 secondary property tax rate, the document continued.

But, in addition to the $6.3 million, WIFA offered Peoria a $1 million loan principal forgiveness, which reduces the project cost by 16%, according to the council agenda.

“That means that we only have to repay $5.3 million of the loan,” Andrews said of the subsidy.

Andrews cited environmental impacts, WIFA scoring and a strong partnership with WIFA over the years as factors for receiving the subsidy.

“That’s great. Really good news,” Mayor Cathy Carlat concluded.

to kind of ensure that we had the right number of sites and make it all the way through the process, we added another site, which didn’t have the potential of having different resource conflicts like the other sites did.”

The draft environmental assessment reports that each site will have a “facility area” and a “hazardous exclusion area,” the latter of which will be off limits. Because the five facilities will range from minimally to fully developed, amenities and structures will vary. And because the level of development will differ, so will the presence of management. Some facilities could simply implement safety measures while others could have range masters.

Facility areas, at a minimum, however, must have a designated shooting platform, target zone and parking area, the assessment specifies.

And specific amenities could include target structures, short- and long-range target zones, shooting bays, shotgun sporting clay shooting, concrete shooting platforms, information and education signs, shade structures and restroom facilities. According to Thomas, the formal design process is only 35% complete, so there’s still room for adjustment.

“We have a pretty good sense as to what we want these sites to look like, but we’re still in a sweet spot to be able to get more input,” he explained.

After the draft environmental assessment input period closes September 4, Thomas said officials will analyze comments and make adjustments as necessary, before a final environmental assessment is signed.

Approximately 97% of BLM-managed lands in Arizona are open to recreational shooting. Public lands are also used for activities such as off-highway vehicles, hiking and equestrian use.

Those activities will not be affected.

Feedback thus far has been “extremely positive,” Thomas said.

“Most of our feedback is, ‘This has been a long time coming. We’re really glad that you all are finally finding a way to manage for this activity while not completely shutting it down. We are happy that you’re being responsible with the resources,’ and they’re very happy that we’ve included them in the conversation,” Thomas explained.

“It has been very, very positive feedback, not only from the community but also from our county supervisors and congressional staffers as well.”

BLM has already begun preparing various plans to facilitate the development process as well as eventual operation. Necessary plans include, but aren’t limited to, operation plans, safety plans, environmental stewardship plans, recreational area management plans and stormwater pollution prevention plans. Business plans could also be needed for any sites that implement fees, which aren’t off the table.

“Outside of this environmental assessment, there’s still a lot of work that needs to be done — we actually have already started — to really get to the way that these sites are going to operate efficiently and safely,” Thomas said.

But the hope, he added, is to get the ball rolling on construction in January.

And while the idea is to eventually build all five sites, recreational target shooters may only see a few to start.

Which sites those could be, however, has yet to be determined. Cost and funding also have yet to be determined.

And, according to the draft environmental assessment, fully developed sites could start with minimal amenities and eventually be expanded.

Peoria surveying residents about neighborhood programs

Code Compliance 101 educating residents about ordinances

BY PEORIA TIMES STAFF Some of the most popular questions the city receives are related to code compliance. To connect residents with experts and get their questions answered, the city created the Code Compliance 101 program.

The first session is at 6 p.m. Thursday, August 29, at Country Meadows Elementary School, 8409 N. 111 Avenue, Peoria.

“The city works to ensure safe, healthy neighborhoods that are consistent with our city codes,” said Jack Stroud, Peoria Neighborhood Services manager. “While striving for voluntary compliance and public awareness, the code compliance function maintains and preserves the integrity of buildings, properties and neighborhoods in the community.

“Our Code Compliance 101 program is intended to help residents and business owners gain a better understanding of how our city codes work to benefit them and how we can work together in partnership to create and maintain a sense of community pride.”

Code Compliance 101 is a series of education and training sessions where code officers will discuss common code violations and provide an overview of the complaint process. The most common violations in Peoria are RV and trailer storage, weeds and grass, material and debris, dead vegetation and signs.

The code compliance team is dedicated to protecting the public’s health, safety and welfare while ensuring every citizen the right to a clean, enjoyable neighborhood by enforcing the city’s codes and ordinances.

As we continue this work, this survey is one more way to ensure our programs and services bring real value to our community.”

The city of Peoria receives federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds from the U.S. Department of Housing and Urban Development (HUD) each year.

As a requirement of receiving these funds, the city of Peoria must conduct a community survey and complete a

reassessment process every five years.

The purpose of this process is to assess the city’s needs, priorities and goals for serving residents in need of neighborhood and human services. The results of this process are compiled in a document called the Five-Year Consolidated Plan, which is used to help determine how the federal funds will be spent in the city over that period of time.

“Getting public input on the critical needs of Peoria directly translates to our ability to successfully allocate these precious, but limited, resources to those most in need in our community over the next five years,” said Chris Hallett, Peoria Neighborhood and Human Services director.

Council OKs Arrowhead Shores reservoir rehabilitation

The Peoria City Council recently approved a $2.7 million construction project, which will include the rehabilitation of the Arrowhead Shores reservoir, booster pump station and well.

J.R. Filanc Construction Company Inc. will handle the improvements, which the mayor and councilmembers unanimously approved as a consent item August 13.

Construction is expected to begin this fall, with a targeted completion of fall 2020, according to the council agenda.

Proposed improvements, according to the document, include the rehabilitation/replacement of the well pump, booster pump station, south storage reservoir, hydropneumatic tank, onsite piping, disinfection system, grading and drainage, security, electrical equipment and enclosure and lighting.

The north storage reservoir will be demolished.

Peoria has owned and operated the facility, located north of Caribbean Lane and off of 87th Avenue, since the mid-1990s. It is surrounded by a residential community.

“The site currently has two water reservoirs. The last one was constructed in 1994,” said Adina Lund, development and engineering director.

As water facilities age,” the document elaborates, “they require ongoing maintenance and rehabilitation efforts to continue to provide quality water to the surrounding area. … In addition, the update of site security, communication and monitoring equipment takes advantage of new technology allowing for more efficient, safe and cost-effective operation.”

Lund added, “During a site assessment that looked at the condition of the reservoir and the needs for maintenance and repair, we also looked at the changes to our overall water system and how we move water through the city. We evaluated both the current and future needs for this site.”

“Based on that analysis we are able to remove one of the reservoirs and then provide maintenance to the newer reservoir that was built in 1994. We will also be maintaining and reconditioning the equipment at the site as well.”

The project is included in the recently passed fiscal year 2020/29 capital improvement program. Funds have been allocated in the FY 2020 budget.

Afghanistan to aircraft carrier: a corpsman’s story

Hospital Corpsman First Class Casey Phillips of Peoria joined the U.S. Navy in 2010 at the age 29. From the very beginning, he has pursued a unique and interesting path in his naval career.

After boot camp in Great Lakes, Illinois, Phillips went to Navy Basic Hospital Corpsman School and straight to a field medicine course, where he learned to be a Fleet Marine Force corpsman.

“My first orders were to Second Marine Aircraft Wing in Cherry Point, North Carolina,” Phillips said. “I did some time with them and got the opportunity to go on a deployment to Afghanistan in 2012.

I was there for about six months working with a small Marine Corps police advisory team where we trained Afghan police to be self-sufficient so that one day we could pull out of the country.”

As a third class and the only medic, Phillips treated over 85 multitrauma casualties and coordinated over 60 medical evacuations while deployed in Afghanistan.

“My deployment and experiences have taught me how fragile life really is,” Phillips said. “It makes you better when you take what you learn, work harder and apply it to your work afterwards. When I treated somebody, I would go back and learn how to do it even better. After that, I would train the Marines on basics in field medicine so they can help save lives.”

After over six months in Afghanistan, Phillips finished his deployment, came back to the United States and went to Marine Corps Mountain Survival Course and Navy Instructor Training Course, which led to his title as chief instructor at the Marine Corps Mountain Warfare Training Center in Bridgeport,

As a second-class petty officer, Phillips trained over 650 joint service, international and interagency students in lifesaving medical care in a mountainous environment, specializing in high altitude and cold weather medicine.

“I did it for three years,” Phillips said.

“I pretty much got paid to rock-climb, ski and teach mountain survival. We summitted really crazy environments and then treated people with high-altitude illness.”

After Phillips finished his teaching career, he went back to school — this time to Surface Warfare Medical Institute in San Diego. After 13 months of schooling, he graduated as an honor graduate in the Surface Force Independent Duty Corpsman program.

“The course is the highest you can go in the corpsman rate,” Phillips said.

“So essentially, I’m the enlisted version of a physician’s assistant. I can prescribe medication, perform some minor surgical procedures and deploy independently where there is no doctor SEE CORPSMAN PAGE 8

or physician. As an independent duty corpsman, we can be paired up with SEAL teams, come to ships, go with Marines, Seabees or pretty much (on) any platform.”

From 2018 to the present, Phillips has been a senior independent duty corpsman aboard the John C. Stennis.

“It’s very rare for other (hospital corpsmen) to have the training I’ve had,” Phillips said. “There’s a sliver of corpsmen that have done all the mountaineer training I’ve done. To be able to run the

school house, lead a group of instructors and students, and become an independent duty corpsman was truly unbelievable. I try to soak in all of the neat things I’ve done and try to apply my knowledge and experience to what I do now.”

“I came into the Navy to go to war and to serve my country by taking ‘bad guys’ off the map and help save lives.

Why golf on a hot summer day? Because it’s there

The emails came back to back early Tuesday afternoon, two apologies for canceling meetings on short notice.

With my schedule suddenly as wide open as the upper deck at an Arizona Diamondbacks’ game, I did what any reasonable Arizona resident would do on a record-breaking 113-degree afternoon in August.

I went to play golf.

Over at The Phoenician, the cart kid seemed surprised to see me. “It’s too hot for most normal people,” he said.

“But if you drink a lot of water out there, you should be OK.” Who doesn’t appreciate such unbridled optimism?

I loaded the golf cart cooler with 10 bottles of water and headed out. Forget hitting my driver. I could have fired the ball out of a grenade launcher on the first tee and not endangered a soul — the course was that devoid of signs of life. Even the jackrabbits looked a little woozy lying in the shade.

You may ask why a grown man would risk heat stroke by playing 18 holes of golf in the middle of a searing

August afternoon.

Allow me to paraphrase the British adventurer George Leigh Mallory, who in 1923 was asked by a reporter for the New York Times why he wanted to summit Mount Everest. “Because it’s there,” Mallory famously explained.

Because I can — that’s the only logical explanation for my strange fascination with doing things outside when few other folks will.

Before taking up golf a few years

back, I used to hike Piestewa Peak during the hottest part of the hottest days of summer.

My goal? To be the only person on the mountain. Part of the motivation was foolish pride and part of it was how annoying other hikers can be with that peppy “hiya!” whenever you cross paths.

Regardless, there was always someone else out hiking and spoiling the solitude. Golf in the extreme heat also inevitably draws a few hardy souls no matter how scorching the temperature.

And it does have its advantages.

Golfers who favor fancy courses will tell you that a summer round on a hot day is about 80% less expensive than playing in the fall.

Golf in August is also at least twice as fast as playing a round in February.

My Tuesday afternoon round was done in two hours and 10 minutes.

Given that a round of golf is allegedly supposed to take four hours, being 46% more efficient only added to my sense of accomplishment.

So did setting a personal best by drinking 14 bottles of water. I’ll spare you the details on restroom pit stops.

Not long ago, I spoke to my doctor

about undertaking outdoor activities when the Valley is as hot as the surface of Venus.

His sage advice: “Make sure you stay hydrated and stop if you start to feel lightheaded or begin to cramp. Mostly, just try to use common sense.”

Unfortunately, if you read this column on a regular basis, you’re likely aware that common sense isn’t my strong suit.

This explains the four wood I dunked into the water on the 18th hole, all the times I voted for Joe Arpaio, and wearing a round of golf played in inhumane conditions as a badge of honor.

Afterward, I contented myself with the knowledge that I fared better than Mallory did on Everest. He attempted another trek to the summit a year after that New York Times interview. Some climbers located his frozen corpse 75 years later on the mountain’s northern slope.

All I got was a little sunburn on my nose and a double bogey on 18. All in all, not a bad way to spend a 113-degree day.

Arizona high school students will receive financial education this fall

As the back-to-school season is finally upon us, it is encouraging to think about all that our children will learn in this new academic school year. I was among the many parents in Arizona packing lunch boxes and taking the traditional “first day of school” photos of my children. As they headed into their new classrooms, I smiled, thinking about all of the opportunities they will have.

This school year, Arizonans have something new to smile about as all our high school students will be taught financial literacy during their economics class as a requirement before they graduate. This change is due to legislation I advanced during my first weeks in office as the state treasurer. SB 1184 passed through both the Senate and the House of Representatives with wide, bipartisan support and was signed by Gov. Doug Ducey on April 11.

The importance of Arizonans knowing the basics of personal money management being taught in schools

became obvious 12 years ago, when I spoke at a student orientation for freshmen being introduced to college life.

As I walked to the ballroom, where I was to give a speech, I saw a group of credit card companies lined up table after table, ready to register hundreds of young students as new carriers of credit cards. During the forum, I asked the college students in the audience, “How many of you just signed up for your first credit card?” Dozens of hands went up. Then I asked, “How many of you have ever taken a financial education class in your high school?” Not one hand went up.

This eye-opening experience occurred more than a decade ago. And the situation has not improved. Preparing for Census 2020

When I was first elected to represent Peoria citizens nearly 15 years ago, the city of Peoria’s population was nearing 130,000 residents and our city was growing by the day. We were in the midst of the housing boom and our economy was thriving. People wanted to live in our city, and Peoria was exploding with new home and commercial developments.

More than a decade later, Peoria continues to be one of the fastest-growing cities in the region. As we continue to work toward serving our developing community to the fullest, it is important that we have all of the tools and resources necessary to do this.

Every 10 years, each city in the state participates in the U.S. Census. Census Day is April 1, 2020, and as we gear up for this important process, there has already been a great deal of political rhetoric about what the census is and how the information is used. Accurate census counts are directly tied to the funding streams that affect the quality of life of each Peoria resident. This is far too important to base actions on inaccurate statements that crowd the airwaves, the internet and the evening news.

It’s important to know the facts The Census in America is as old as our country itself and was outlined by our Founding Fathers in the U.S. Constitution to ensure federal and state governments properly distribute funds for things like public safety, transportation, education and even social services.

The Census is a safe, secure and completely confidential process. The information you provide for your household is not accessible by outside organizations and cannot be used by the courts or by law enforcement.

The Census allows our city to receive its fair share of more than $675 billion in federal funding that is distributed to communities across the nation. In Peoria, these dollars make a big difference in the quality of life that we enjoy. In fact, state shared revenues make up nearly one third of our general fund.

Last year this amounted to nearly $44 million directly to our city.

Census dollars help fund and run our police and fire departments, they sup-

port our trash and recycle collection, and among other essential services, these dollars support the maintenance of our roads, sidewalks and intersections. Outside of the financial impact, knowing our growth trends gives us a real-time perspective of what we can expect for our future.

In the coming months, residents will start to see and hear more about Census 2020. By April, every household in the United States will receive an invitation to participate in the census online, by phone or by mail. When it comes time to complete this important count, my hope is that residents remember, and base their responses on, the facts and the purpose of the census.

Every day, council and I work hard to bring value to those who call Peoria home. Accurate census counts help ensure we receive our fair share of federal and state dollars, helping keep your hard earned tax dollars here in the community that you proudly call home.

Don’t disrupt health care coverage

We hear a lot of talk these days on health care reform, but it’s important to consider the hundreds of millions of Americans who currently receive quality care thanks to their health plans. I am one of these Americans, and I think my story represents the peace of mind — in otherwise traumatic situations — that quality coverage can provide Arizonans.

On one Sunday morning in 2016, I was getting ready to drive our family to church. I suddenly had this shooting pain in my back, and it felt like someone was squeezing my chest. I couldn’t breathe, and I thought I was having a heart attack.

We immediately went to the hospital and, after a battery of tests, the doctors determined I would need surgery to remove my gall bladder. Fortunately, the procedure went smoothly, and thanks to my health plan I paid next to nothing. Without my health plan, this health emergency would have been a major financial challenge for our fam-

Glendale Prep celebrates renovated football field

The community surrounding Glendale Prep Academy spent the Saturday evening on August 17, at exactly 8:17 p.m., celebrating the renovation and expansion of the school’s football field.

Now regulation size for 11-man, AIA 2A football, the school will be able to host home games for the first time since moving up from eight-man games in the 2016 season.

The renovated facility is a point of pride, especially for the football team, which held a scrimmage the night before on its new home grass.

“They’re really excited. It’s a huge ordeal for us right now, in drumming up support from parents, family, the school and everything,” coach Robert Addicott said.

Athletic director Jerome Garrison led

the three fall sports teams — football, cross country and girls’ volleyball — in a series of speeches from coaches about their upcoming seasons, and even a dance-off between different sports in front of fans.

He encouraged those associated with the school to attend as many events as possible, hoping the field provides another incentive to show up to games.

“This is to build spirit. In athletics, you cannot have a good team unless you have that, unless you’re supporting each other and have that support from the rest of the school,” Garrison said.

While the new, full-size field will be used for more than just football, Addicott’s squad will be the one to use it first for regular season home games.

It is also a major leg up on competition, as the Griffins can run their full slate of plays in preparation for games,

without having to make concessions in a smaller space.

“You can actually run your plays like you’re going to run them in a game, instead of having to condense it or only do half of the field. It’s more of a game feel,” Addicott said.

It also, more than anything, is a point

of pride for the Griffins, their own home to protect.

In the past, the Griffins would have to rent out a field from a nearby school or facility to play games, which were technically home but did not feel that way. This season, there will even be several contests that are slated as “road games” on paper, but will be held at the Griffins’ field because the other team does not have its own field.

“It helps with the atmosphere, because it’s having our own identity.

And you can’t really do that as much if you’re going somewhere else for what is supposed to be your home games,” Addicott said.

When the lights shone for the first time at the Griffins’ field, Garrison showed genuine excitement for the future of Glendale Prep’s athletic programs. He hopes the renovations, both to the field and fan interest, will bode well for the Griffins for years to come.

“We have an opportunity to make this Pinnacle Peak corner ours, to lay our mark right here, so every opponent that comes here knows what we’re about and knows they’re going to have to bring their ‘A’ game every time,” he said.

The Centennial Coyote football team is no stranger to big games against major competition — both in and out of Arizona — but a September 6 game against Mater Dei from Santa Ana, California, might be its toughest challenge in recent memory.

The Monarchs are back-to-back National Champions as named by USA Today and High School Football America.

Arizona competition has been little challenge to the Coyotes as of late.

Their last 5A loss came in the 2017 state championship game against Williams Field, resulting in the only nonchampionship season Centennial football has produced in the past four years. They have also beaten two out-of-state opponents — national powerhouses Bishop Gorman of Las Vegas, Nevada, and St. Thomas Aquinas of Fort Lauderdale, Florida — in the past two seasons.

However, the last out-of-state game, a home contest against Eastside Catholic from Sammamish, Washington, resulted in a 17-0 loss and a bit of a damper on an otherwise-dominant state-championship season. The next contest will serve as a chance to exact some revenge, as well as prove the team’s skill against one of the best teams in the United States.

“After that Eastside Catholic game, it left me with a bitter taste in my mouth.

And I don’t want to feel that again, so I don’t want to lose this one,” Coyote senior quarterback Jonathan Morris said.

Centennial will come into the game with a win already under its belt, a close-fought 34-27 victory over Casteel. The game, according to senior

running back and safety Jaydin Young, exposed some of the team’s rust after a long offseason.

Casteel was in the midst of a game-tying drive late in the fourth quarter before dropping a fourth-down pass, making the result much less dominant than Centennial’s 42-19 win over the same team just a year ago to open the 2018 campaign.

The game was filled with penalties and missed chances, including nearly blowing a 13-point lead the Coyotes gathered in just the first few minutes of the game.

Young gave a lot of credit to the Coyotes’ struggles to Casteel’s hustle and game plan, but said a victory over a team as talented as any they could possibly face will require stronger execution of its game strategy and more precise fundamental play.

“We know we can’t make mistakes in that game because of how good they (Mater Dei) are. It’s going to be something where we have to capitalize whenever we can,” he said.

Though the game showed senior lineman Josh Hovatter that the Coyotes have much to do before they feel confident in the 2019 version of this team, he said the close win might actually be a blessing and mental wake-up call.

There was a certain sense of pride for having to grind out a game that was more uncomfortable than the Centennial sideline would have liked, as well as confirmation for the players that they are ready to test themselves.

“In these moments we have to see how we can come back. It kind of shows who is out there ready to battle in tough moments, and those are the guys you want

specifically over an incredible opponent, but also to promote the entire state’s pride in its high school football programs.

“Every school that plays a team out of state, whether it’s us or Chandler or Saguaro or whoever it is, you’re representing Arizona football,” Hovatter said. “You want to show what our area can do, because that’s a big deal.”

Walking Connection celebrating 30 years

BY PEORIA TIMES STAFF Thirty years ago, Walking Connection co-founders, Northwest Valley residents and husband-and-wife duo Gene and Jo Ann Taylor could not have foreseen how far their dream would take them.

It all began with a local walking club Jo Ann started in the Sun City area through her then-employer Nike.

As the group of walking enthusiasts grew, so did the media attention, which ignited interest by local companies and corporate sponsors, thus expanding the walking program across the Valley.

Soon thereafter, a trail hiking program was added for the more adventuresome, seeking trail hikes throughout Arizona.

Walking Connection was born.

Then came the big step: creat-

ing walking and hiking adventures around the world for small groups of like-minded active travelers.

Gene and Jo Ann have crisscrossed the globe traveling to over 40 countries, searching for just the right places for their guests, creating amazing itineraries providing travelers with authentic experiences.

Monsters, pinball and improv: 3 ways to find your niche

From July 2017 through June 2018, more than 200 people moved to Maricopa County every day, in search of sun, plentiful jobs and a lower cost of living. But in a metro area of 4.4 million, how do transplants, particularly those who relocate without family, find a sense of community?

Here’s a glimpse at three groups that welcome newcomers.

Monster Rangers Daniel and Dawna Davis did not imagine their monster-themed art and stories would go much beyond selling at conventions, but 14 years later, their work has taken on a life of its own and inspired groups and gatherings across the West.

Monster Rangers began as one of Daniel’s stories about a farmer who creates the rangers after his scarecrow, Marrow Thatch, tells him about a hidden world of monsters who need protection.

Launched at Phoenix Fan Fest in November 2014, the story was a hit among other monster-lovers. At later conventions, people began showing up dressed as characters from the story at the Peoria couple’s booth, buying Monster Ranger books, shirts, art and other merch.

The two began hosting themed get-togethers and, at the request of members, campouts with a small group in Phoenix, which has since expanded to more than 40 members. Monster Rangers have spawned in six other states, including groups in Los Angeles, San Diego and Houston.

Although they want to grow their brand, Daniel and Dawna hope the community maintains its unique culture in the process.

But go back a few years, and Horton says you would see a different man, an introvert who, by his own admission, did not have much of a social life.

The Arizona pinball community has brought out the positive, social and energetic Adam Horton. He now has a group of friends who share his passion, one that he also shares with his daughter.

“I was ecstatic because I didn’t think anything like this existed,” Horton said.

“When I found out this fell on a night I didn’t have to work, I just jumped all in it.”

Although it may seem like a simple row of arcade games at a mall, pinball has created a place where anyone can be themselves in a large city like Phoenix.

Central Avenue near Camelback Road in Phoenix is home to numerous improv comedy groups and hosts a variety of shows weekly. The members of the Franklin Institute, one of Torch’s newer groups, talked about what pushed them to try improv, and what that little bit of stage time has brought to their lives.

“I think overall the environment is welcoming of people of all different shapes and sizes, and I know we’re always trying to improve that at our theater,” said Meredith Dylan Howell, coach of the improv institute.

Kurt, Brenda Warner-founded organization celebrates one year

Treasure House, a supportive living community for young adults with intellectual and developmental disabilities in Glendale, celebrated its first anniversary on August 25.

Since becoming CEO in November, Lauri Tanner saw the facility grow from four residents to 50% occupancy in around 14 apartments. She said she would not be surprised if, by this time next year, the unit of 29 residents and one staff apartment are filled to capacity.

Because of the individualized strategies and support for cognitively disabled young adults, focusing on memory, decision-making, learning and concentration, Tanner is astounded at not only the quick growth, but also the success she has seen from residents of maintaining a life they desire.

“The residents that have come in, and the growth of confidence they’ve had, both physically and emotionally, is great. So many of them are more social and are getting to live a life they and

their families have been hoping for,” Tanner said.

Those benefiting include Dylan Rhodes, a 19-year-old resident who moved to the facility in June from Peoria. He works at Banner Thunderbird Hospital full time and is saving money to purchase a car. He attested to the quality of care he has received and appreciates the level of independence Treasure House allows him.

“Words can’t describe it — I love it so much,” Rhodes said. “I just love all the residents and staff and it feels like I have a second family. At home I needed frequent reminders, but here I am going at my own pace and finding my own routine.”

The residence serves individuals in their 20s and 30s who no longer receive federally mandated educational services and who want to build productive, meaningful and connected lives. But, Treasure House does not just serve simply as a place to live.

opportunities and the ability to pursue a variety of different hobbies and take fun trips throughout the Valley.

Tanner has enjoyed many of the activities, and fondly remembers a celebrity game night Treasure House put on in February. Special guests at the Van Buren in Phoenix included Cardinals receiver Larry Fitzgerald interacting with Treasure House residents. She said the event raised around $330,000 in one night, just one instance of the support Treasure House has gotten from local people and businesses.

“The enthusiasm we’ve seen from the community is tremendous. We

were blown away by the generosity,” she said.

While Tanner and the Treasure House staff is focused on creating and maintaining the residence in its current state, there have been whispers of expansion at some point, either within Arizona or throughout the United States.

However, that is certainly not in the cards, just yet.

“I think this model is great, and maybe we’ll get to a point that we’re spreading out,” Tanner said. “But, for now, our goal is to provide the best experience for the residents at this facility that we can.”

Here’s an unusual story, created by a usual cause, with the usual effects, until now!

Some sailors had been drinking.

It was late on a dark night and they wished to return to their ship. They arrived at the place where they had left their rowboat and drew out the oars.

They rowed and rowed and seemed to make little progress. Finally, the most sober among them discovered that they had never loosened the boat’s painter from the wharf. A painter is rope that is attached from the back or front of the rowboat to a wharf.

There’s a lesson here that can set cap-

tives free. God asks us to do two things in order to go forward. Not only do we need to row, we also need to cut loose of past, present or future things holding us back. Unresolved issues behind us in our past can impede us from what God and life have for us in the future.

There’s no future other than the past when we are tied to the wharf. The harder we try, the more exhausted we become. Our effort is not as strong as a wharf.

I’m sure all of us can relate to this in one degree or another. Some are tied to wounds from their childhood. Others are tied to unmet expectations they had

of themselves or others.

Some are tied to a spouse who cheated on them, a pastor who disappointed them, a business partner who betrayed them or a person who offends or offended them. Some are tied to humanistic philosophy and a world view that produces nothing but confusion in the end. Some are tied to besetting habits. Some are tied to fear of the future and what it will bring. Others are tied to false self-image and identity issues. The list goes on and on.

Think of the rope of unforgiveness.

Unforgiveness is the rope which ties us to the wharf of the past. We can row like crazy but wherever we go, our unforgiveness goes with us. We are handcuffed to the one who caused our pain.

It’s like dragging around a person who weighs 500 pounds with us wherever you go. It wears us out. We eventually give up, coping with but not confronting the rope which ties us to the wharf.

Forgiveness is not for others. Forgiveness is for us. It’s the key to the handcuffs, freeing us from them. We are free, but we need to uncuff ourselves to experience what can be, rather than what was. Playing the victim only reinforces unforgiveness by blame-shifting. Victimization may empower us to row harder and faster on the fuel of hate or revenge. But, row as we will, we will still be tethered to the wharf of victimization. Like a rat inside the cage on the wheel of misfortune, we’re going nowhere.

May I say something personal? You are not a victim. You are a human being, made in the image of God, who had something bad, even devastating, happen to you. What happened to you is not who you are. Quit taking on a false identity or you will be tied to the wharf ad nauseum. You will become a lightning rod for calamity, and a mighty magnet attracting problems from near and far.

Many of you would agree with much

of what I have written so far. The key is doing something about it. The solution is often as simple as untying the rope.

The rope, not the wharf, is the problem. Here’s the solution all effective, life-transforming counseling is aiming you toward. When you are finally ready, loosen your grip on the rope of your issue, then let go. Don’t look back. You’re not going that way.

Now that we know what we need to do, what are we going to do with what we know we need to do? Probably nothing. Here’s an explanation from author James Clear.

“Human beings have been procrastinating for centuries. The problem is so timeless, in fact, that ancient Greek philosophers like Socrates and Aristotle developed a word to describe this type of behavior: Akrasia. Akrasia is the state of acting against your better judgment. It is when you do one thing even though you know you should do something else. Akrasia is procrastination or a lack of self-control. Akrasia is what prevents you from following through on what you set out to do.”

Why do we do this? Our brain values long-term goals for our future self, when it’s in the future. But when the time comes to decide in the present, we will no longer make a choice for our future self. We are in the present and our brain is thinking about the present self. Researchers have discovered the present self likes instant gratification, not long-term payoff. Being present-minded takes us backward to the road of least resistance and back to being tied to the wharf.

People, this isn’t information, it’s illumination. Understanding how our brain works, then managing your brain, empowers you to bridge the gap between where you are and where you want to be. Decide to be future minded.

A decision is a breakthrough into your real self in seed form.

West Valley robotics team wants region to get involved

Ten years ago, when Pavan and Sharon Vasudev started coaching the Beep Patrol, a FIRST Robotics team from Litchfield Park, they didn’t know what to expect. Today, the couple mentor and encourage K-12 children in the West Valley to be science and technology leaders and innovators.

“I’m an engineer, and I wanted to do something with my children that would help develop them. I heard about this program called FIRST LEGO League,” Pavan said. “We didn’t know what we were getting into, but jumped headfirst in. It was an amazing experience.”

That program is one of four research and robotics programs under FIRST Robotics, a worldwide, youth-serving nonprofit helping young people discover a passion for STEM (science, technology, engineering and math) and develop skills they’ll need to succeed in today’s competitive workforce.

The four programs — First LEGO League Jr. (6-10), FIRST LEGO League (9-16), FIRST Tech Challenge (12-18) and FIRST Robotics Competition (14-18) — exhibit a series of teambased robotics challenges throughout the year, including designing, building, coding and operating Android smartphone-controlled robots, as well as industrial-size ones.

thing else. They make the children feel like rock stars. What you see there is all the teams are cheering for each other. As much as there’s competition in wanting to have the best robot, it drives us to support the community,” Vasudev said.

That kind of attitude reflects some of FIRST Robotics’ philosophies, including that one of “Gracious Professionalism.” According to the nonprofit’s website, “Gracious Professionalism” is a way of doing things that encourages high-quality work, emphasizes the value of others and respects individuals

and the community.

Unlike other STEM programs, FIRST Robotics is full-encompassing, Sharon said.

“We promote the entire engineering life cycle … promote what the industry calls soft skills; the business side. It’s just as important for these kids to learn to grow their business as it is for them to develop their tech skills,” she said.

Recently, the Beep Patrol, which is made up of more than 25 student team members, held a presentation at Arrowhead BMW for WESTMARC — the

Western Maricopa Coalition — which supports six issue committees that focus on specific economic development workforce needs in the West Valley, including education and workforce development.

The team presented STEM, leadership, communication and other skills they’ve learned through the programs, Pavan said.

“The education committee, we’ve seen their strategic report where they talk about increasing STEM; increasing soft skills in students K-12. We know that (FIRST Robotics) is key to both of those together,” he said.

The students also talked about forming a STEM coalition between First Robotics, WESTMARC and other West Valley institutions, Pavan added.

According to Sharon, the East Valley outnumbers the West Valley when it comes to FIRST Robotics teams. For that reason, she encourages parents and the youth to get involved.

“It doesn’t matter your education or your skill set. There’s a place for you to mentor these kids,” she said. “You can add value to them.”

According to its website, a FIRST Robotics mentor can be a person of any age and can bring either technical or nontechnical expertise to the program.
