A crowded field gets ready to battle in the Aug. 4 primary election.

Rep. Debbie Lesko was the only Republican to file in District 8, which includes parts of Goodyear, Litchfield Park, Waddell, Glendale and Peoria.

The primary election will have three Democrat candidates for the 8th Congressional District.

The three Democrats on the primary ballot for the 8th Congressional District: Michael Muscato of Peoria, Bob Musselwhite of Litchfield Park and Bob Olsen of Surprise. Kyle Martin of Glendale filed as a write-in candidate.

The Peoria Times emailed the candidates questions about priorities and styles. Here are the answers of those who responded: What neighborhood do you live in and for how long have you lived there?

Phase 3 COVID-19 vaccine trial in Peoria

Hope Research Institute will be doing third-phase clinical trials on a potential COVID-19 vaccine in three Valley locations—including Peoria.

According to clinicaltrials.gov, a National Institutes of Health website that tracks trials, Phase 3 trials begin soon for

Moderna’s mRNA-1273, a vaccine “being developed to prevent COVID-19.”

Hope Research Institute’s Peoria location, on Thunderbird Road near the Loop 101, is listed as one of 87 “study locations” for the trial.

According to Nathan Alderson, president and CEO of Hope Research Institute, “We anticipate that spots will fill quickly.

Bob Olsen I’ve spent my entire adult life serving the public. Coming from a blue-collar family of mostly loggers and longshoremen, I am the first in my family to graduate college, ultimately earning a law degree. I’ve held several overlapping positions throughout my professional career. I am a retired military veteran with 10 years active duty and 22 years in the Reserve, recalled to active duty twice following 9/11. I retired as a fire captain/ training officer after more than 20 years and was heavily involved in labor issues for 25-plus years as a union vice president, negotiator and shop steward.

I continue to serve my community here in Arizona on the volunteer Sun City West Posse as a dispatcher and patrol officer.

My education includes a bachelor’s degree in criminal justice from Columbia College and a juris doctorate from Northwest School of Law. I’ve been married to my wife, Linda, for nearly 32 years. We have two beautiful daughters and two handsome grandsons, and I am very proud of all of them.

Why did you choose to live here?

Bob Olsen My father and aunt retired to Arizona in 1979. While I was stationed and working in the San Francisco area and Portland, I would travel to visit them several times a year. I fell in love with the wide open spaces and the history of Arizona. Once I retired, my wife and I fulfilled our dream of moving to Arizona. This is now our home.

Debbie Lesko It’s a semi-rural area with no sidewalks or street lights surrounded by urban areas. We have flood irrigation, so we have plenty of grass and fruit trees in our back yard along with pet chickens.

Bob Musselwhite I like the weather, I like the opportunity and I like the independent attitude of the people. It is also a very interesting state in terms of its history and the diversity of its people.

What are the three biggest issues of this local election?

Bob Musselwhite I think people are very concerned that we have governments that are not in touch with the needs of the people because our government is in someone’s pocket. There is also a concern that people are in government to further their own personal interests and not the interests of those they represent. This is an opinion that is held regardless of political affiliation.

Social Security and its continuation, along with other insurance programs such as Medicare, are a big concern. People pay into these what is in effect insurance programs for decades, and they are concerned that the benefit they paid for will be there when and after they reach retirement age.

Health care is a big concern.

Debbie Lesko In my position as the Arizona state Senate Appropriations chairman, I helped guide the development of Arizona’s $11 billion budget. In my current role in the U.S. House of Representatives Rules Committee, I have an informed voting role on all budget bills in the U.S. Congress.

Michael Muscato For the past decade I have overseen multimillion-dollar entertainment projects that require performance and delivery standards to be met. As a small-business owner, I work on daily, weekly, monthly and annual budgets.

Bob Musselwhite I was county administrator of Upshur County, West Virginia, where I managed large capital improvements for the county such as the building remodeling of the county detention facility, a large regional library, a large county recreational complex built in conjunction with the county schools, the extension of water lines into the county, preparations to build a new county airport, and other public projects built in cooperation with the federal government.

As town administrator of Biltmore Forest, putting the budget together and implementing the budget were my responsibility, including property tax collection. This was done while seeing to the reforms that the mayor and town commission were elected to accomplish in public safety services.

As city manager of Litchfield Park, I was handed a fiscal problem that quickly would have resulted in the insolvency of the town had fundamental changes in the way things were being done had not been changed. Namely almost all of the city functions had been placed on private contracts. Since the mayor and city council had hired me for my experience and they realized the problem, they gave me free reign to do what needed to be done to bring the city back into the black. That was accomplished by bringing most services back “in house.” Within the year, the budget that I recommended to the mayor and council and the town back in the black and we were getting reports of vastly improved services to the community. Since that time, a surplus has been built and the yearly budget has been rarely overspent. All of the initial calculations and the first budget were my work. I supervised the finance officer from there every year.

Bob Olsen While in the military I was heavily involved with developing budget requests and allocating the funds received to best support our mission. As fire captain and training officer I submitted detailed requests for funding of my training and safety programs, and I maintained accurate ongoing spending records and planning to ensure the budget allocated covered the costs of running the training and safety programs. Frequent reevaluation of spending priorities occurred as unforeseen challenges arose during the fiscal year, requiring me to adapt to maintain the maximum level of training possible.

While at JPAC, as part of the mission recommendation process, I would develop a budget to fund all anticipated costs of searching for and recovering our missing service members. The budget had to consider numerous operational challenges in dealing with foreign countries, their citizens and unanticipated costs of the mission.

What new ideas do you have?

Bob Olsen I will fight to improve the efficiency and capabilities of federal government. By combining three of the largest federal health

plans (Tricare, Federal Employee Health Benefit and Medicare), each of which use the same contracted medical providers, into a single organization we can reduce the administrative costs and bureaucracy.

I would revamp the funding mechanism of the U.S. Patent and Trademark Office (PTO) by requiring the PTO receive a payment 1% on the sale of protected merchandise.

By eliminating PTO fees to the patent and trademark process, anyone with an idea or product would be able to obtain protection without cost. This would allow the office to fund expanded support of inventors and creators in getting their products to market.

The federal government invests billions in the development of new products and materials without any return on the investment.

When the federal government funds research resulting in new medicines or invests in the development of military equipment, the government should receive a payment equivalent to 1% of the sale of each of these items or the items protected by patent and trademark.

Beyond this, there is tremendous room for consolidation and increased efficiency throughout the federal government, and I have other great ideas on how to achieve this.

The Phase 1 trial was to determine safety in participants who received the potential vaccine.

According to a Moderna release, “mRNA-1273 was generally safe and well tolerated, with a safety profile consistent with that seen in prior Moderna infectious disease vaccine clinical studies.”

On July 14, the NIH confirmed the first phase went well: “An investigational vaccine, mRNA-1273, designed to protect against SARSCoV-2, the virus that causes coronavirus disease 2019 (COVID-19), was generally well tolerated and prompted neutralizing antibody activity in healthy adults, according to interim results published online today in The New England Journal of Medicine.”

According to the journal publication, the vaccine triggered an immune response with mild side effects—fatigue, chills, headache, muscle pain, pain at the injection site.

A subsequent Moderna press release stated the company is “on track to be able to deliver approximately 500 million doses per year, and possibly up to 1 billion doses per year, beginning in 2021.”

The first of 45 first-phase participants received the candidate vaccine in Seattle March 16.

A Phase 2 clinical trial of mRNA1273 began enrollment in late May, according to NIH. According to clinicaltrials.gov, the Phase 3 vaccine trial will be a “randomized, stratified, observer-blind, placebo-controlled study to evaluate the efficacy, safety and Immunogenicity of mRNA-1273 SARS-CoV-2 vaccine in adults aged 18 years and older. ...

“The study is designed to primarily evaluate the efficacy, safety and immunogenicity of mRNA-1273 to prevent COVID-19 for up to two years after the second dose of mRNA1273.”

An estimated 30,000 will participate in the trial, which is to begin Monday, July 27, and end Oct. 27, 2022.

The trial is to include “Participants who are at high risk of SARS-CoV-2 infection, defined as adults whose locations or circumstances put them at appreciable risk of exposure to SARS-CoV-2 and COVID-19.”

Those who are sick, pregnant or have had COVID-19 will not be allowed to participate in the trial.

According to its website, “Hope Research Institute works with investigators across multiple research areas ... in numerous indications to provide quality health solutions.”

BY PEORIA TIMES STAFF Maricopa County is beginning a new rental assistance program for residents outside of the cities of Phoenix and Mesa who have been impacted by the COVID-19 emergency. The Human Services Department will administer the program, which will be funded with federal CARES Act dollars and delivered through local community action programs.

“We have already seen an overwhelming demand for help as people struggle to pay the rent,” said Board of Supervisors Chairman Clint Hickman, who represents District 4.

“While no single government action or program can fully address the issue, we designed this program to prevent evictions and help as many people as possible.”

The Board of Supervisors allocated $30 million for the program, which would offer approximately 6,000 households in the region up to three months of rent, paid directly to landlords.

In addition, some households may qualify for utility assistance, another area of concern for renters, especially during the summer months.

“We want to keep as many people in their homes as possible because we know that family stability, safety and health begin with a roof over someone’s head,” said Bruce Liggett, Director of Maricopa County Human Services Department. “We understand the urgency and ask for people’s patience as we try to assist as many households as we can.”

The program started July 13. Assistance will be delivered through 11 local public and nonprofit Community Action Programs and Human Services Department in two areas.

Funds have been allocated based on the percent of potentially eligible in each area.

The county anticipates heightened demand for rental assistance with the scheduled expiration of federal (July 25) and state (July 22) eviction moratoriums as well as the end of federal Unemployment Insurance eligibility and supplemental payments at the end of July, unless extended.

Eligibility is set higher than typical rental assistance programs. Eligibility starts at the Area Median Income, 300% of the federal poverty level, or roughly $65,000 for a family of

The success of the government is not and should not be judged by how much money those in power make for themselves using the power the people have on loan to them. Honest public service in an old idea that might sound quaint, but it needs to be brought back.

The primary election is Aug. 4.

Peoria voters will consider candidates for the offices of council members in the Ironwood, Mesquite and Willow districts.

Boat electrical system caused deaths of brothers at Lake Pleasant MCSO Sgt. Joaquin Enriquez said lake patrol deputies found Michael Miller, 50, unresponsive on the swim deck of his boat.

He was transported to a hospital, where he died, Enriquez said.

“Michael’s brother, 53-year-old Timothy Miller, was located deceased floating under the dock,” Enriquez said.

According to Enriquez, APS shut down electricity to the dock after the deaths.

“On Monday morning, detectives with the assistance of the city of Peoria electrical inspector and a commercial electrician who specializes in Marina

construction were able to determine the Scorpion Bay Marina’s electrical infrastructure was operating properly and safely,” Enriquez said.

“The second phase of the investigation was to determine the source of the electricity that contributed to the drowning of Michael and Timothy.”

Enriquez said detectives conducted numerous tests.

School staff ‘concerned’ about fall semester

BY PEORIA TIMES STAFF An Arizona Education Association survey reports 90% of 7,600 school employees who participated are “concerned about health issues related to teaching and learning in schools.”

The association represents 20,000 school employees.

More than 80% said students should stay at home until public health experts determine it is safe to return and with adequate planning and equipment to protect school employees, students and families from COVID-19.

Over two-thirds opposed returning to a complete traditional school brick-andmortar learning environment.

Six in 10 respondents did not feel their districts were prepared and ready to reopen schools.

Nearly three-fourths said there are not enough staff and resources for school cleaning, food service and bus schedules, and 72% said there are not enough teachers to reopen schools under CDC guide-

At a special meeting called July 9, council voted to rescind asking voters to increase the mayoral term from two years to three years and provide for cost of living adjustments for the mayor and council.

On June 2, city council adopted five proposed resolutions, including the

two that it rescinded five weeks later.

The three other measures, involving vacancies and using a primary election only for city candidates, will remain on the November ballot.

Ducey needs to create long-term care safeguards

Nearly half a million Arizonans are living with Alzheimer’s or caring for a loved one with the disease. Prior to COVID-19, our state was grappling with how to prepare for an astounding 33% increase over the next five years in the population impacted by all dementias.

Today, as a direct result of COVID-19, we are facing dire consequences in congregate care settings—where nearly 500 high-risk sites (nursing homes and assisted-living communities) have reported COVID-19 outbreaks.

More startling is the number of seniors in hospitals today. Roughly 40% of all COVID-19 hospital inpatients

are over the age of 65. We know—with age the greatest risk factor for Alzheimer’s disease, that a large number of hospitalized COVID-19 patients have dementia, along with other serious co-morbid conditions. Compounding the challenge is the disproportionate impact of Alzheimer’s disease and COVID-19 on the Latino community, with 38% of hospitalized Arizonans identifying as Hispanic.

As patients slowly recover, these 2,300-plus individuals will be discharged into congregate settings where personal protective equipment is in short supply and infection control protocols are changing by the day. Gov. Doug Ducey, in his May 4 executive order, acknowledged that

these settings “pose a higher risk for the transmission and severe outcomes associated with COVID-19,” as these are “homes for some of our most vulnerable populations.”

As a volunteer advocate for the Alzheimer’s Association and former caregiver for my mother, I’m calling on my state to put in place long-term care safeguards to protect residents in danger of COVID-19. I urge Gov. Ducey and legislative leaders to form a statewide interdepartmental Long-

Term Care Emergency Response Task Force to closely examine the entire continuum from home, to hospital, to congregate settings. We need a holistic view to ensure patients aren’t caught in the middle of surge activity, placing frail elders in peril when we should be protecting them instead.

Glendale single mother to receive free fence from pool safety program

BY PEORIA TIMES STAFF Penny Perkins saved up and bought her first home for her and her three boys in February of this year. They were ecstatic to have their own pool, and she began looking for a pool fence right away.

COVID-19 had Perkins searching for a job soon after purchasing her home. Even when she had secured another position, the cost of a pool fence was far down on her list of expenses.

The Perkins, named the fourth winners of the 2020 Fulton Homes Fence Patrol contest, had a pool fence installed July 1, giving the Glendale mom peace of mind while her boys safely enjoy time outside for the rest of the summer.

“A pool fence was the first thing on my list,” Perkins said. “Being a single mother of three, and having them all be water babies, is a scary thing. Their love for our very own pool scares me. This fence will truly be a huge weight lifted off our shoulders.”

According to the CDC, drowning is the leading cause of death for children under 4 years of age in Arizona,

where children are drowning at twice the national rate. To date, there have been 25 deaths resulting from 64 water-related incidents this year, according to the Drowning Prevention Coalition of Arizona.

Several tragedies have hit Peoria and Glendale families.

“At Fulton Homes, we always put families first,” said Doug Fulton, CEO of Fulton Homes. “One child drowning is too many, and Fence Patrol is one program that aims to reduce the stigma of Arizona being one of the top states known for child drownings. The Tempe-based home builder also sponsors the “2 Seconds is Too Long” campaign, which raises awareness to watch children around the pool and gives away free swim lessons. Over the last 20 years, Fulton Homes has invested more than $2.5 million on water safety in the Valley.

Peoria Unified modifies back-to-school plans

BY PEORIA TIMES STAFF The COVID-19 pandemic has created a fluid situation for school districts around the state. Gov. Doug Ducey, who closed schools due to coronavirus in March, in late June ordered schools not to teach students in classrooms until Aug. 17.

As such, the Peoria Unified School District, which has 30,000 students in Peoria and Glendale, will start the fall semester online.

According to a letter to PUSD parents (also posted on its website), “All Peoria Unified K-12 students will start school on Aug. 5 in a Virtual Instruction model.

Within the next two weeks, your school principal will contact you with detailed information about how your student will log in, what to expect for the first eight days of school, as well as more details about student laptops and internet access.”

The district noted a Tuesday, July 21, PUSD governing board meeting was delayed to await further instruction from the governor.

“Many families have expressed concern over choosing an option that is best for their child without knowing a definitive physical return to school date. With all of these variables, we are giving our families additional time to opt-in to the full-time virtual instruction model of our My School, My Way plan and ask that you opt-in by Monday, July 27,” said the letter.

PUSD is offering two options: Classroom Instruction, which will provide “an in-person learning environment that prioritizes optimal safety measures” once students are permitted to return to classrooms.

Virtual Instruction, which PUSD says is “a complete online delivery model” of-

fered using the Florida Virtual platform.

According to the PUSD letter to parents, “We realize that making a choice may cause angst for families that are undecided about our two options. We also recognize that each family has a different barometer of what feels safe and what they feel is best for their child.

The information you provide us on your choice will help us properly staff our programs and train our teachers accordingly on the platforms they will use for learning this year.”

Classroom safety measures at PUSD include: Hand sanitizing stations will be available at every school site for use in high-traffic areas on campus.

All classrooms will have access to a hand washing or a hand sanitizing station and staff will encourage proper hand hygiene as students enter and leave each classroom.

Additional disinfecting of high-touchpoint areas on campus, such as countertops and door handles, will take place throughout the day.

All Peoria Unified schools and sites will have a disinfectant available for all staff to utilize to conduct periodic disinfecting of all high-touch-point areas, like doorknobs, desks, counter tops, etc.

Students will utilize their own school supplies and will keep their belongings separate or in their backpack throughout the day.

Students will be asked to bring a water bottle or hydro-flask to school that can be refilled from one of our water filling stations since drinking fountains will be inactive.

Back to School Clothing Drive ramps up for another year

BY PEORIA TIMES STAFF Though COVID-19 created dramatic changes in education, it didn’t change the fact that elementary school children at Title I schools in Maricopa County need uniforms, backpacks, supplies and clothes.

As such, Back to School Clothing Drive is as crucial as ever.

“We will fulfill our promise to provide school clothing, uniforms, backpacks, school supplies and other essential items for elementary school-aged students, their families and schools, even with the challenges COVID-19 has presented,” said BTSCD Executive Director Karl Gentles.

“Yes, we’ve had to adapt to the virus like everyone else while still being able to provide these essential needs to between 3,500 and 4,000 children. Even with a drop in fundraising support during this very difficult time, we are committed to our mission and to the children.”

Gentles said that BTSCD, Arizona’s largest provider of uniforms, backpacks and supplies, has converted from its annual on-site distribution to 5,000 Title I students at Grand Canyon University to: • A distribution of uniforms, backpack-loaded school supplies and clothing for families from Luke Air Force Base at 3 p.m. Thursday, July 23, at Gila River Arena.

• Delivering requested supplies for 2,000 students to specific Title I schools in Maricopa County.

The Bible says in Romans 2:14-15 that conscience originates from above us. Conscience is in people everywhere in the world. It has a common source, and that common source is God. God gave all humanity a facility called the conscience and the best standard on which the conscience operates. All people instinctively know what is right and what is wrong in a general sense. All people have a God-imparted desire to do good, and to be good when they were born. Outside influences on our conscience, if we allow it, can eventually quench it, grieve it or defile it, eventually leading to an evil conscience.

Indeed, our conscience was designed by God to be our guide. It can help us or hurt us, depending on the standard we choose for it. Hint: Don’t force your conscience to malfunction by continually making self-centered, self-absorbed, “whether right or wrong, I’m going to get what I want now” decisions you heard from other sources. The best food for a healthy conscience is the Word of God. That’s what makes you and your conscience soar.

A burglar who needed money to pay his income taxes decided to rob the safe in a store.

On the safe door, he was pleased to find a note reading, “Please don’t use dynamite. The safe is not locked. Just turn the knob.” He did so.

When we cheat on an examination, tell a lie or do something that we instinctively should not do, our conscience reminds and even bothers us. Something inside of us says, “Dude, you missed it!” Of course, like the burglar above, we may have abused our conscience so much that it doesn’t bother us as it did before in the significant areas of life that bring peace and prosperity. That’s a bad sign when a person or a society gets to that point.

The Scriptures reveal several types of consciences. There is a clear conscience, a good conscience and an undefiled conscience.

Conversely, there is an evil conscience, a seared conscience, a defiled conscience and a weak conscience. Our conscience can only respond to the standards it was given. That’s why it’s crucial to have the best standard.

After all, a conscience without God is like a court without a judge.

Some believe that conscience originates from behind us, that is, from our evolution.

Some believe that conscience originates from around us, that is, from society-based standards. Some believe conscience originates from within us, that is, from our upbringing or family standards. Remember, society or upbringing may give us standards, but it doesn’t give us a conscience.

So, where does our conscience originate?

This story illustrates the need for who I would like to introduce us to today. We may stifle it; we might quench it, hurt it or even defile it. However, we will never be able to escape it. It will be there, attaching itself to the highest standard we know inside of us.

Everyone has heard it talk to us, congratulate us, convict us, remind us or try to guide us.

Who and what am I talking about today? Allow me to introduce you to your conscience.

Charles Wesley called our conscience “a principle within of watchful godly fear.”

In the Greek language, conscience means “to know with.” Greek people, in their everyday conversation, used conscience. It meant “the pain that you feel when you do wrong.” According to the standards we have in our heart, conscience is that inner faculty that indicates to us whether our actions are right or wrong.

Author Warren Wiersbe writes, “Conscience is not the law; conscience bears witness to the law. Conscience is not the standard; conscience bears witness to the standard. Conscience is judicial. Conscience does not make or pass the law.

New PUSD superintendent brings experience, enthusiasm

Though he started overseeing a district with over 37,000 students and more than 4,000 staff in the middle of a pandemic, Dr. Jason Reynolds is confident in the work he and his team plan for the district.

He said as the new Peoria Unified School District superintendent, he wants to use his leadership to keep the students’ best interests at heart with every decision.

“It’s about making sure that we are focused on students,” he said. “Making sure that we are focused on learning and that the decisions we make keep that at the forefront.”

He has had six months to prepare for the job. In January, the PUSD governing board named Reynolds as the replacement for Linda Palles Thompson, who retired July 1.

According to records provided to The Glendale Star, Reynolds’ base salary will be $205,000. He is eligible for performance-based incentives of up to 5% and $600 per month for car expenses.

The district has elementary and high schools in Glendale and Peoria.

Thompson’s retirement announcement led to a national search. Reynolds was selected over superintendents from Michigan, New Mexico and Utah school districts. He said the appreciation and support he garnered from the district staff and community has been “overwhelming.”

Reynolds is originally from Newton, Iowa, and now lives in Phoenix with his wife and two kids.

He said he is very excited to take on this new role in the district and feels like his past work has prepared him for the superintendent job.

But with his newfound leadership, he wants to continue Peoria’s “long tradition” of focusing on the children in the district before anything else.

The district is “a really special place with a unique feeling of family,” he said. This atmosphere is created by the employees, families, students and community members.

He has learned a lot in the past year working under Thompson, he said.

He said his predecessor always worked with “a perspective of what is best for children”—an ideal that he shares.

“Having an opportunity to work with her this past year really reinforces that and creates that foundation for leadership,” Reynolds said.

He said he cherishes the opportunity to be the next superintendent and looks forward to all of the work he and his team will do.

“This team is incredible. The community is incredible,” Reynolds said.

“I’m really excited about the future of Peoria Unified School District.”

PUBLIC NOTICE PUBLIC NOTICE – 30 DAY COMMENT PERIOD ARIZONA DEPARTMENT OF ENVIRONMENTAL QUALITY PROSPECTIVE PURCHASER AGREEMENTThe Arizona Department of Environmental Quality (“ADEQ” or the “State”), has negotiated a Prospective Purchaser Agreement (Agreement) with the City of Peoria, an Arizona municipality, referred to as “Owner/Purchaser.” The property is located at 10450 N 83rd Avenue, Peoria, AZ 85345; 10456 N 83rd Avenue, Peoria, AZ 85345; 8312 W Jefferson Street, Peoria, AZ 85345; 10440 N 83rd Avenue, Peoria, AZ 85345; and 8308 W Jefferson Street, Peoria, AZ 85345 (“Properties”).

In the Agreement, the State covenants not to sue the City of Peoria for existing contamination at the Property at the time the Owner acquired it in accordance with Arizona Revised Statutes § 49-285.01. Copies of the Agreement and all other papers related to this matter can be obtained by writing to ADEQ, Attn: Manager, Remedial Projects Support Unit, Waste Programs Division, 1110 West Washington Street, Phoenix, AZ 85007.

Parties wishing to make comments regarding the Agreement must make such comments in writing to ADEQ, Attn: Manager, Remedial Projects Support Unit, Waste Programs Division, 1110 West Washington Street, Phoenix, AZ 85007, and reference the City of Peoria Prospective Purchaser Agreement. Comments must be postmarked no later than 28th, August 2020.

IF THE STATE ENTERS INTO THE AGREEMENT, THE STATE CANNOT SUE the city of peoria FOR ANY AND ALL CLAIMS FOR MONEY PAID ON ACCOUNT OF EXISTING RELEASES OF HAZARDOUS SUBSTANCES AT OR RELATED TO THE PROPERTY. Dated this16 day of July, 2020.
