Peoria City Council approved a tentative $670 million budget for fiscal year 201920. This represents an increase of 1.5% over the previous year. Adopted at council’s May 7 meeting, the tentative budget consists of four major components, including planned operating expenditures, estimated capital improvements, annual debt obligations and appropriated reserves. State budget law requires a jurisdiction to adopt a tentative budget that sets the maximum level of appropriation for a fiscal year. As a result, the FY2020 budget includes contingency appropriation,
which provides authority to expend reserves to cover unforeseen or emergency situations. Deputy City Manager Andy Granger presented the recommended budget to council after first showcasing the issues during budget study sessions held in early April. Councilmembers reviewed the proposed budget in detail, evaluated issues that affect each city department, and gave staff instructions to complete the tentative budget. The operations component of the budget totals $311.7 million, which represents a 5.87% increase from the FY2019 level. In total, the operating budget supports 1,278 full-time equivalent positions, of which 28 are new requests for the fiscal year 2020

budget. The capital budget includes investments in various capital improvements throughout the city and is the first year of the 10year capital improvement program. The $256.4 million FY2020 capital budget represents a decrease of 7% from last year’s capital budget, while the 10-year capital improvement program totals $726.3 million and represents a 0.58% decrease from a year ago. “Key budget policy guidelines were followed, which are to provide five-year forecasts for operating funds, use resources for recurring expenses including ongoing and one-time expenditures,” Granger said.
